The U.S. Treasury stocks of silver have been reduced at such a rapid rate to meet industrial and coinage requirements that they face exhaustion in 3 or 4 years. Alleviation of the silver problem will require increasing supply or reducing demand. This paper examines possible long-range resource development and research programs and improved secondary recovery. The possible reduction or elimination of silver in coinage and development and introduction of substitutes in the arts and industry are also discussed.

Introduction Any person concerned with the welfare of mining in British Columbia cannot help being perturbed by the fact that the industry, to an alarming extent, is living on its capital. The great majority of mines and mining camps of today represent a heritage handed down by the prospectors of yesterday. It is true that mining engineers, geologists, mineral dressers, metallurgists, and their fellow scientists and engineers have played an honourable, indeed a vital, part in he1ping to make our producing mines, often after costly and extensive underground development and extended researches. It is also true that the mineralization at the Sullivan, Britannia, and Copper Mountain mines was all discovered before the turn of the century. Likewise the Cariboo, Bridge River, Hedley, Ymir, Rossland, Boundary, Slocan, Salmo, and Portland Canal mining areas, although they had not all been developed, were all known more than fifty years ago. Furthermore, every one of these camps owed its discovery and eventual exploitation to the fact that encouraging ' mineralization occurred at the surface. Where would the mining industry of British Columbia be today had those precious outcrops been buried beneath twenty to forty feet of glacial drift or other overburden? Anybody familiar with the geology and geography of British Columbia will probably agree that finding new mining camps is going to be an increasingly difficult and costly business: disappointments there will be in abundance. Nevertheless, most persons will probably also agree that other valuable mines and even mining camps await discovery by those who will prove resourceful and lucky enough to unearth them. It has become increasingly obvious to the authors of this paper that any new too1s which can aid either prospectors or engineers in their search for new orebodies should be welcome. This paper outlines our efforts to develop biogeochemistry and related techniques to the point where they may be considered as useful tools in the search for hidden mineralization.

Having had occasion while in Europe during the past summer to visit some of the foreign mints and assay offices connected with the same, I thought a brief description of the general process of coining employed, and such items connected with assaying as were new, might prove interesting to the Institute. The principal foreign mints are: the Royal Mint, London; and the mints in Paris, Brussels, Utrecht, Berlin, Vienna, Copenhagen, St. Petersburg, Stockholm, Madrid, Milan, Rome, and Constantinople. My time only permitted my visiting a few of the principal and largest given in the list, and for a description of the remainder I am indebted to the kindness of Mr. James M. Napier, who in company with the deputy master, and chemist of the Royal Mint, made a complete inspection of all the European Mints in 1870.

This volume constitutes the Survival Subsystem portion of the final report for the Coal Mine Rescue and Survival System (CMR&SS) program, which was conducted by the Westinghouse Electric Corporation under contract to the United States Bureau of Mines (Contract Number H0101262 dated June 17, 1970). The program was directed by the Special Systems Department of the Westinghouse Baltimore, Maryland, facility. The basic objectives of the CMR&SS program were to develop and test hardware to determine the efficacy of a variety of coal mine rescue and survival concepts and techniques. These concepts were drawn from two major sources: the Request for Proposal from the Bureau of Mines1 and the final report on the Mine Rescue and Survival Study conducted by the National Academy of Engineering2 (NAE).

This glossary is publi~hed- by the Bureau of Mines as a contribution' to the mining literature in the belief that it will fill a long-felt need. It contains about 20,000 terms; these include both technical and purely local terms related to metal mining, coal mining, quarrying, petroleum, and natural gas, and metallurgical works; names of useful, important, and common minerals and rocks; an<lgeological terms. It presents in one comprehensive volume the available standard, technical terms relating to the mining and mineral industry, as well as provincialisms that have been or are now in use in English-speaking countries. The glossary also includes many terms relating to ceramics and the clay industry, glass making, foundry practice, railway and building construction, electrical installation and power-plant equipment, and chemical terms relating to metallurgical practice. Complete lists of terms for' each of these allied industries are beyond the scope of this glossary. Paleontological terms, although closely associated with geology, are far removed from mining and metallurgical operations, and for this reason have been omitted. In a compilation of this magnitude, it is difficult, within a reasonable time to verify all definitions as to the latest usage. Much verifying was done and it is hoped that the best and latest definitions have been used. Reference to the publications cited will enable the reader to determine approximately the period when the definition was used. Definitions in use by engineers of high national or international reputation are given first preference. When definitions from different sources are the same, credit is given to the earlier author as being the original or nearest to the original source. Immediately following each term the name of the locality wherein the word is presumed to have originated or is widely used is given, where such information is available. The name of the author or source from which the definition was obtained follows the definition, and serves as a key to the publications listed. The terms selected from the various glossaries and publications examined have been compared with the Webster,

DR . JOHN A . CHURCH, in his treatise on the Comstock Locle 1 gave a full and clear account of the conditions of the mine during the period of greatest activity. The difficulties in the way of deep mining at that time were excessive water and high temperature. The drainage of the mines taxed the financial resources of the mining companies, and the high temperatures restricted the capacity of the miners for underground labor. In spite of these difficulties exploratory work was continued until the financial burden of removing the water became too great. The companies then restricted the work to the upper levels. The years 1883 to 1886 marked the period of cessation of deep mining. For 12 years thereafter mining was confined to the levels above the Sutro tunnel; and, while the question of drainage was more or less agitated, nothing of importance was done until the formation of the Comstock Pumping Association in 1898. Since that time successive levels have been drained until, at present, on the north-end mines, a depth of 700 ft. below the Sutro-tunnel level has been reached. Mining is now carried on in the Ophir mine from the 1,700- to the 2,200-ft. levels, and a winze is being sunk to make connection with the 2,300-ft. level (the 2,450 ft. of the C. & C. shaft). In 1903-the Ward Shaft Association was formed to undertake the draining of the Central and Gold Hill group of mines, and at the present time a depth of 2,500 ft. has been reached in the Ward shaft. The situation at the Ward looks promis¬ing, and the 3,000-ft. level may be reached in the near future. It is proposed to establish a large pumping-station on this level, and then begin the opening of known ore-bodies and the prospecting for new ones. The main factors which have contributed to the successful solution of the drainage problem are the Sutro tunnel, the use of the hydraulic elevator as a sinking-pump, the concentration of pumping-units, and cheap electrical power. The question of high temperature and its control still remains as a minor but important problem. The temperatures encountered in the new workings are as great as those in the earlier periods. The Comstock was considered the hottest group of mines in the world, and I am not aware of similar conditions in any other mining-district. A water-temperature as high as 160° F. has been reported from the Ward shaft, and temperatures below the Sutro tunnel are very high in many instances.

ANOTHER meeting of the Institute has passed into history and it fully sustained the reputation of the Institute as a live organization of the men, and nowadays the women, concerned with the mineral . ? industries and those working therein. The field meetings of, the 1nstitute are cine of its pleasantest and most valuable features. As Dr. Raymond used to say, ((It is good for a mining engineer once in a while to see a mine" and these meetings bring back to the mines those who, through progress into higher executive positions, have come to visit them infrequently, at the same time that they give opportunity for the .younger men to see regions and mines aside from those in which they are then working. This, and the formal and&apos; informal interchange of information resulting,, is of the greatest professional value to all, while the meeting of old and making of new friends causes each meeting to be notable in turn. This year&apos;s meeting at Salt Lake City was one of the largest that has been held outside of. New York City; 470 members and guests registered while many more were present at the sessions without attending to this formality. &apos;

Ask someone what they can tell you about the Royal Canadian Mint and most likely the first thing that they will mention, is coinage. The Royal Canadian Mint manufactures Canada&apos;s one-cent coins, nickels, dimes and quarters - over 1 billion per year. Most of these coins use copper and nickel as base material, and all of this metal is mined, refined and processed in Canada prior to being shipped to the mint for coin production. In 1985 alone, 1270 metric tons of Canadian nickel and 2160 metric tons of Canadian copper were absorbed in circulating coinage. July 1987 will have marked the introduction of Canada&apos;s new one dollar coin, an important new addition to Canada&apos;s monetary system. The first phase of this program will consume about 2,235 metric tons of Canadian nickel in the initial production run. Annual requirements in subsequent years are estimated at 225 metric tons. The Royal Canadian Mint is also a major producer of circulating coinage for foreign countries. Since the state-of-the-art Winnipeg plant swung into full production in 1976 the Mint has struck more than 5.2 billion coins for some 35 nations around the world. 1985 sales have increased almost 6 fold over 1984. 1987 already shows commitments for a further significant increase in volume in this business. The use of Canadian metals in export to foreign nations as coinage adds still more to the Royal Canadian Mint&apos;s key role as a major market maker for Canada&apos;s mining industry. The success of the Mint in this realm can be directly traced to it&apos;s 75 years as one of the world&apos;s most important refiners of gold. For several years the United States Bureau of Mines has been making a study of ventilation in metal mines, this study covering practically all the important mining districts of the country. One of the districts where a close and extended study was made was that of Butte, Mont., with its numerous interesting problems and conditions. In February, 1916, Daniel Harrington, mining engineer of the United States Bureau of Mines, was detailed to investigate the circumstances surrounding the death of 21 men in the fire at the Pennsylvania mine at Butte, and during that investigation he made underground visits to several of the large mines through the courtesy of the mine operators, and became much interested in the ventilation conditions. In May, 1916, Mr. Harrington was detailed te work in cooperation with Dr. A. J. Lanza of the United States Public Health Service in an investigation of the prevalence and causes of miners' consumption in the district. This work broadened so much that the investigation was not completed until late in 1918, the investigators making a detailed inspection of all working places in four large mines and a more or less extended examination of conditions in about 20 other mines. Ventilation was recognized immediately as being an important factor in the health of miners, and from the outset of the investigation a large part of the work consisted in obtaining and compiling data relative to the flow of air, humidity, and temperature. The officialsof the North Butte mine were engaged in making a study of ventilation problems before the coming of the investigators, so that opportunity was given to work with those officials for several months. Detailed data on air flow, temperatures, humidities, and an analyses had been obtained before the fire in the North Butte mine June 8, 1917, which resulted in the loss of 163 lives. Much information was obtained during the progress of the fire, and a detailed examination was conducted after the fire, hence an exceptional opportunity existed to study conditions relating to ventilation. This bulletin is a result of studies made from the data collected during the two and one-half years of study and observation a-boveoutlined. Its publication has been delayed through lack of funds for printing. Other publications relative to metal mine ventilation -in other parts of the United States are expected to follow.

Those flat lying, bedded or replacement, non-fossil fuel deposits which exist within the U.S.A., and which are amenable to longwall mining, are identified by reference to three principal factors associated with their physical/geological environments. These are their depth, extent and structural continuity. Technical feasibility is assessed in relation to the likely cutting speeds which can be achieved in the identified minerals with existing longwall shearer machines. Economic comparisons are made between traditional mining operations in those deposits for which technical feasibility is demonstrable. Continents are made concerning those technical deficiencies which appear to preclude the application of existing longwall equipment to the identified deposits and suggestions are made regarding the lines of research aimed at improving longwall technology.

THE RIFLE, COLO., oil-shale project of the Bureau of Mines was a facet of the re-search and development activities conducted under the Synthetic Liquid Fuels Act (Public Law 78-290) of April 5, 1944. The principal objectives were to devise efficient methods to mine and retort oil shale and to refine shale oil into usable products, at a total cost low enough that shale oil could supplement the domestic supply of petroleum at competitive prices. The Rifle project included three major divisions: (1) Mining, (2) retorting, and (3) refining. The major functions of the mining program were to supply oil shale to the retorts, to devise mining procedures, and to develop an under-ground-mining method by which oil shale could be produced safely at an unusually low cost per ton. The selected mining procedures and direct mining costs were demonstrated by sustained test runs.

Mitsui Aluminium Co. of Japan announced that it would finance 25 percent of the construction costs for the 217,000 ton-per-year primary aluminum smelter being built by Alumax, Inc. at Holly, SC. Mitsui would receive 25 percent of the plant&apos;s production in return. Construction on the smelter began early in 1978, and is scheduled to be completed in 1981. The Aluminum Company of America (Alcoa) announced plans to restart a third potline at its Point Comfort, TX primary aluminum smelter in July. The company previously announced plans to restart two potlines at the facility in May. Reynolds Metals Co. began preparations to restart primary aluminum production in May in one of two 57,000 ton-per-year potlines at its Corpus Christi, TX smelter. The plant has been closed since 1975.

The domestic mineral and material industry grew in some key sectors and declined in others during 1993; overall, the industry was poised at yearend for stronger growth in 1994. Metals production is expected to increase with anticipated growth in U.S. motor vehicle sales. There also may be increased demand for industrial minerals in 1994 based on domestic highway and building construction. Additional information on events, trends, and issues in the mineral and material industry is presented below and in the commodity sections that follow. Overall Industry Performance The value of processed materials produced from minerals in the United States during 1993 is estimated to have been about $326 billion, an increase of 5% compared with that of 1992. The estimated value of U.S. raw nonfuel minerals production in 1993 was $31.6 billion, about 1 % less than in the preceding year. The value of domestic minerals production has risen in 28 of the last 33 years.

COMMENTING on the report of the latest Royal Commission for India, the September, 1926, issue of the National City Bank&apos;s monthly letter states, among other things, that "The decision of the Royal Commission is against the proposal for a gold coinage, but in favor of placing the silver coins and paper currency now redeemable in silver on a gold basis." Also, it quotes the following from the Royal Commission&apos;s report: The essence of the proposal * * * * * is that the ordinary medium of circulation in India should remain as at present the currency note and the silver rupee, and that the stability of the currency in terms of gold should be secured by making the currency directly convertible into gold for all purposes, but the gold should not circulate as money. It must not circulate at first, and it need not circulate ever. In this connection it may be stated that during the last one hundred and fifty years or so unsuccessful attempts have been made by the governments of different nations of the world to devise a plan or plans by which gold and silver could be used concurrently for money purposes and, particularly, as standard money; such, for example, as bimetallism, which, of course, is impracticable. But, since none of such plans has been adopted generally it is logical to conclude that their proponents did not shape them so as to conform to the basic principle of standard money, or else political issues were deemed to be dominant, or, perhaps, it was partly due to each.

First -aid training as an adjunct to safety is receiving more wide spread recognition in the industries every year . Moreover , the adoption of a program for giving firstaid training to practically all employees at a mine or plant is based upon the experience gained and good results obtained from standard first -aid instruction during the past two decades . In the near future industries that desire to maintain a low accident rate , to decrease compensation costs , to reduce lost time , and to build up an efficient , loyal working force , will recognize that training in first aid is one way of attaining these results with little expenditure of time and effort . Progressive organizations will require every man from the superintendent down to take first - aid training and not , as heretofore , only a small percentage of the working force . When employees learn that first - aid training can be applied not only at their daily tasks but in their homes and on tthhee highways ,, they will welcome the opportunity of learning how to care for injuries and perhaps save lives . In a limited way first - aid instruction was given to miners as early as 1899 . Later , in 1904 , a few of the companies in the Pennsylvania anthracite district inaugurated the distribution of first - aid packets to their employees and instructed them in the use of the contents . It remained , however , for a branch of the United States Government to grasp the real significance of widespread first - aid training as an effective means of saving life and minimizing suffering from the large number of accidents among workers in the mineral industries . This report (the second in a series of five) presents the mathematical development in extending the theory of sample reliability from a sample consisting of a fixed number of items to a sample consisting of a fixed amount of items. Examples of a fixed amount of items per sample are samples consisting of a fixed weight or a fixed volume of unequal size particles. The probability distribution functions (those here called the compound binomial and compound multinomial functions) are developed from fundamentals. Their distributions are generalized to include some measured characteristic of the items. Infinite population moments are derived from moment-generating functions, while finite population moments are developed from corresponding infinite population moments using the finite probability operator defined in part 1 of this series.
