This paper describes the new legislative regime that will apply to the regulation of the minerals industry in New Zealand. The reform of New ZealandÆs minerals legislation was initiated in January 1988 when the Minister for the Environment, Rt Hon Geoffrey Palmer, announced the Governments intention to review all the major laws governing New ZealandÆs resources. The Resource Management Bill is scheduled for introduction to the House in December 1989 and its date of enactment is scheduled for June 1990. With some matters still to be determined (at the time of writing), this paper cannot be a definitive review and description of the new legislation, it is instead an attempt to outline the major features of the Bill, to date, that are seen as important to the mining industry.

In fluctuating airflow, continuous air velocity recording is the most reliable method of air velocity measurement. It allows for fast recognition of changes and the calculation of long-term averages. Also, it enables the mine operator to identify when the airflow has decreased to a point requiring action. Using ultrasonic anemometers provides an accurate option for continuous air velocity monitoring. This paper provides information about the effect of common obstructions in underground mining on air velocity readings. Stationary and moving obstructions are used to represent workers and equipment that would cause discrepancies in measured airflow. Also, it is important to know how large of a sample size is required to ensure reasonable accuracy of results. Statistical analysis is used to evaluate the required sample size. The sampling procedure is further studied by comparing two different sample rates. The results show that obstructions provide noticeable differences in air velocity measurements. Also, movement of obstructions can be recognized from changes in results. Surprisingly small sample sizes provide reliable air velocity information. Standard sample rates are found to be suitable for the underground environment.

In the plumbing of vertical shafts the methods employed and equipment used, are generally made to best suit existing conditions. Undoubtedly, there is no method that can be called standard or that can be used with equal ease and success on all shafts. At the Mount Isa Mines Limited property in Northern Queensland, Australia, local conditions have presented no major difficulties to be overcome in shaft plumbing work. In fact, compared to those at many shafts, the problem has been rather simple. There are three vertical shafts connecting main mine workings, with the greatest plumbing depth for any single lift, 350 ft.Other conditions pertaining to plumbing work have been generally normal.The method we have employed is, in principle, similar to the Weisbach orientation method with a variation that does not necessitate damping of the wires to bring them to rest. Although conditions encountered have not been such that damping the wires would have been inconvenient, we feel we have saved much time and eliminated unnecessary...

Dumper operators are frequently exposed to whole body vibration (WBV) in surface mines. Surface mining activities involve the amalgamation of comparatively high intensity of vibration and extended exposure durations. Efficient risk reduction mandates knowing of important phases of a task that poses a threat to health of dumper operators. So far in India very limited studies have been reported on WBV exposure with regard to surface mines. This paper evaluates WBV of dumper operators based on ISO 2631-1:1997 Standards and European Union (EU) Directive 2002 for different phases of job cycle. Six dumpers were considered for this study and the vibration measurements were made for all the four phases of the job cycle by placing the triaxial accelerometer on the operator’s seat-surface and at the seat-back, independently. The findings of the study revealed that the haulage task (loaded travel and empty travel) remains the chief contributor to vibration exposure according to seat-surface and seat-back measurements. Maximum frequency weighted root mean square (RMS) of 1.12 m/s2 and 1.09 m/s2 were reported for empty travel task for seat-surface and seat-back measurements, respectively. For seat-surface measurements based on RMS, Z axis remains as the dominant axis of vibration for all the dumpers during haulage task, whereas for seat-back measurements, the dominant axis varies between X and Y. Exposure action value (EAV) based on RMS has exceeded the threshold value of 0.5 m/s2 for all the dumpers during loaded travel and empty travel for seat-surface as well as for seat-back measurements.

"The Freightrain kimberlite is located on the Brodeur Peninsula, Baffin Island, Nunavut. Twin Mining is exploring the pipe and adjacent land (79 claims/655 km2) using a combination of airborne geophysics, soil sampling, diamond drilling, trenching and bulk sample processing. The pipe originally was discovered by Cominco Limited in 1975, re-evaluated in 1993 by Lumina Investment Corporation, when it was staked as the Zulu pipe, and subsequently covered by three claims in 1998 by Helix Resources who called it Freightrain.The Freightrain pipe coincides with a strong, ovoid-shaped aeromagnetic anomaly. It is the only surface exposure of kimberlite within a 30 km long linear trend of fourteen aeromagnetic anomalies that are up to 600 m in diameter.The pipe is exposed in the crater facies, near the transition into diatreme facies as indicated by the occurrence of pyroclastic kimberlite characterized by abundant olivine macrocrysts, juvenile lapilli and kimberlite autoliths set in a serpentine-calcite matrix. Olivine, Cr-pyrope garnet and chromite are the most abundant macrocrysts; clinopyroxene, ilmenite and phlogopite mica occur in minor to trace amounts. Garnet and chromite harzburgite, garnet lherzolite, garnet-spinel lherzolite and rare eclogite dominate the xenolith population.Garnet and chromite mineral chemistry indicate encouraging diamond prospectivity and that potentially diamondiferous garnet and chromite harzburgite were the principal sources of diamond in the mantle at the time of kimberlite eruption.Single clinopyroxene grains define an ~42 mW/m2 sub-continental geotherm that is rooted in the diamond stability field. This compares to a slightly hotter geotherm (~48 mW/m2) for adjacent Somerset Island kimberlites with an origin in the graphite stability field. This data accords with the general lack of sub-calcic Cr-pyrope garnet, diamond inclusion chromite and diamond in Somerset Island kimberlites."

"Extracting any metal, especially specialty metals and rare earth elements, requires an in-depth analysis of the costs and potential revenue as well as a due diligence study of other stakeholder interests. Rare earth projects are generally in the billion dollar US range or above, and thus failure to accurately predict any loss of revenue caused by impurities within the product or additional effluent treatment costs can destroy an otherwise viable study. Two prime sources of input impurity are considered: impurities in the material feed and from reagents. Today’s engineer must design with confidence; but do so amidst proprietary secrets and unfamiliar pollutants, which present a myriad of interesting challenges. Is it possible to build a viable rare earth plant to a realistic budget, without destroying that which we cherish? Some see this as contradictory but in reality it is the only viable option.WHEN GOOD PROJECTS FAILWithout rare earths the Copenhagen agreement might be null and void. Running a wind turbine with a 30 tonne conventional magnet requires some hefty engineering and prohibitive investment. Despite their ‘Green metal’ applications, production of rare earths have created environmental nightmares, as Folger stated in 2011 when visiting Baotou, or has Jaing Mainheng who has been quoted by Ambrose Evans-Pritchard 6 Jan 2013. This comment is not a criticism of China; the details are from a 2012 white paper published by the Chinese Government that initiated a $6 billion environmental clean-up. Nor is China unique; other plants have had problems as well. There were toxic leaks in the 1990s from Mountain Pass, and the Mitsubishi Bukit Merah Plant (built in Malaysia in 1958) required a $100 million clean-up."

The Augusta underground mine at Costerfield in Central Victoria has been in operation since mid 2006; however, AGD Operations Pty Ltd have explored and undertaken open pit operations in the area for over 20 years. The high-grade, narrow gold-antimony orebody is being mined using both mechanised and hand-held methods, to produce up to 70 000 tonnes per annum at ten grams per tonne gold and six per cent stibnite. AGD Operations Pty Ltd processes the ore on site using gravity and flotation to produce two products; a concentrate which is sold to Chinese smelters and a gravity concentrate which is refined off-site. The circuit achieves up to 30 per cent recovery of gold from gravity methods. There are many challenges in the underground mine, including an orebody with an average width of 300 mm, very poor rock mass conditions in the host rock and variable dips in the ore along strike, between 45¦ and 90¦. The upper levels of the mine have been developed ready for stoping; however, their depths range from 20 m to 70 m below surface in both oxide and transitional material. A major fault structure consisting of mud has been encountered underground and is associated with the orebody causing very poor ground conditions, water inflow and requiring additional reinforcement. The northern limit of the mine is defined by the proximity of historical workings in the South Costerfield mine, which is being continuously dewatered.

A computer program, developed for the Bureau of Mines under contract, predicts in a quasi-steady-state approximation the ventilation and contaminant concentrations and temperatures when a fire occurs in a multi-level mine. For periods of time in which there is no significant change in the ventilation, yet a fire is producing fumes, a real-time fume concentration throughout the mine is calculated. Multiple and time-variable contaminant sources can be simulated. Recirculation paths that can develop provide a mechanism for increasing the fume concentration in the mine network and are identified by the computer program. This report contains a listing of the Fortran computer program as well as the required format of the input data. Two examples are provided of the real-time spread of smoke from a fuel-rich fire throughout a multilevel mine. The first example considers an operational exhaust fan as well as a booster fan. The second example evaluates the real-time smoke spread following a failure in the exhaust fan; recirculation occurs in this latter case.

SULPHIDE ore-bodies of more or less lenticular shape occurring in metamorphic crystalline schists, gneisses, and. slates, and conforming closely in strike and usually in dip to the inclosing rock, have been recognized and described along the, Atlantic seaboard from Quebec to Alabama. The ore-bodies do not entirely conform, in all cases, to the structure of the inclosing schists, but they sometimes cut across the foliation in dip, though conforming more closely with the direction of strike. In composition the principal sulphide mineral is usually pyrite or pyrrhotite; or both, accompanied by copper, frequently gold, and almost always some sphalerite and galenite. Other. metallic ores are, so far as these sulphide bodies have been investigated, less common; silver is not uncommon, and in some of the pyrrhotite masses nickel is present in quantity sufficient to be commercially valuable. Cobalt frequently accompanies .the nickel, usually in smaller amount, and the two vary much in relative proportion. Quartz and calcite are probably the most common of the, non-metallic minerals. A number of silicate minerals are frequent representatives in one place or another; garnet, amphibole, biotite, pyroxene, zoisite and others. The sulphide bodies of Virginia, comprising both pyrite and pyrrhotite, are among the most extensive along the Atlantic seaboard. Among the pyrite bodies may be mentioned the well-known and extensively worked mines of Louisa and Prince William, counties, located on' the main pyrite belt (A, Fig. 1) of the middle and northern, eastern Piedmont region in Virginia, and among the pyrrhotite bodies is the famous " Great Gossan Lead "(B, Fig. 1) of the Floyd-Carroll-Graysou coun-

Virtually from the date of its discovery in December 1928 the Oklahoma City oil and gas field, Oklahoma County, Okla., has attracted national and international attention. The history of the field has been associated closely with rules and regulations pertaining to production control and proration practices. Early development was rapid, and Oklahoma City soon attained the distinction of being the first major field in which the producing wells were over a mile in depth. Before the structural features of the reservoir had been disclosed every outpost well was considered a "wildcat", so complex appeared the underground geology, The wells not only were deep and the reservoir pressures high, but the production from the early wells was a high A.P.I. gravity oil, accompanied by large volumes of gas. Several "blow-outs" and fired occurred during the early development, and the close proximity of these now unusual events to a large city gave the field much publicity, both local and national. Later, when its production threatened to demoralize the market for oil and its products, the Oklahoma City field again attracted wide publicity. The then little understood geology of the underground reservoir and the diversity of ownership of the land overlying the producing structure made orderly development and production difficult to enforce. Proration was enforced with difficulty., and the, rate of production from the field continued to increase until, on August 4, 1931, martial law was declared in all prorated fields of the State, and most of the wells in the Oklahoma City field wore shut n. On October 9, 1931, permission was granted t o reopen and prod e the wells in the Oklahoma City field. The order permitting production of the wells provided that during the period beginning October 10 and extending to October 20, 1931, all wells in the field that hid not produced more oil than specified under the earlier proration orders and that had been shut in for the required 55-day period were permitted to produce 5 percent of their last potential during that 10-day period. On November 7, 1931, the Corporation Commission of Oklahoma issued an order which divided the Oklahoma City field into the Wilcox, Arbuckle, and Lower Simpson zones for proration purposes. Wells producing from the Wilcox zone were allowed to produce 4 1/2 percent of their potential5/ from November 1, 1931, to January 1, 1932; Arbuckle limestone wells were allowed to produce 250 barrels of oil daily; and Simpson sandstone wells which had a potential of over 2,000 barrels per day or which made 3 percent or more water were allowed to produce 200 barrels of oil per day.

A method for the determination of microgram quantities of uranium in leachates from low grade uranium ores is described. Solubilized manium is purified by transfer to an organic solvent by a selective solvent extractionprocedure using tributyl phosphate, iso-octane, and aluminium nitrate. The organic phase is mixed with scintillation fiuors in toluene and the radioactive decay determined in a liquid scintillation counter. The method is sensitive and reproducible in the range 3-30 µg uranium.

Environmental impacts from acidic mine drainage are growing national concerns that are particularly acute in the headwaters of the Rocky Mountain region. In the Black Hills of South Dakota, approximately one thousand mines are inactive or abandoned, most of them in the headwaters of major drainages. This paper examines the Bear Butte Creek basin, a heavily mineralized watershed with significant historical mining impacts and a surface gold mine permitted in 1997. The watershed loses its surface discharge to swallow holes in the karstic Madison Limestone. The integrity of the aquatic ecosystem was monitored with a suite of site-specific bio-indicators. Stream surveys covered the entire reach of Bear Butte Creek from near its headwaters to the swallow holes in the Madison aquifer. Data from the stream surveys, water-quality sampling, and bio-indicator surveys clearly showed that water-quality impacts are limited mainly to Strawberry Creek and to the area of Bear Butte Creek near and downstream of the town of Galena.

Requirements for minerals are on the increase globally and the deep sea offers a potential source of essential materials. Extracting these minerals from what is considered an environmentally sensitive area, and one about which little is still known, is a challenging activity, which needs careful consideration and an appropriate environmental impact assessment to be carried out. Extraction of material from the deep sea beds can cause disturbance or damage to benthic communities; impact on mobile marine species such as fish, mammals and reptiles; cause increases in suspended sediment and sediment deposition onto potentially sensitive areas or potentially release contaminants which were previously bound to the sediment. This paper discusses the potential environmental issues surrounding extraction of deep-sea deposits using aggregate dredging techniques and how those issues can be appropriately assessed. In particular issues of suspended sediments, plume transport, water and sediment quality and underwater noise impacts on potentially sensitive species and habitats will be explored.

THIS paper is the outcome of experiments carried on and experience gained. at the Waihi-Paeroa Gold Extraction Company's tailings plant at Waihi, New Zealand. The plant was erected to treat accumulated tailings which had been discharged into the Chinemuri River by the Waihi batteries.The Chinemuri River is a common sludge channel for all mining debris, tailings, and ashes from the power plants, the last being the cause of occasional high residues, which gave so much trouble to the management. The tailings were dredged from the bed of the river into barges by means of a Pohle air lift, the power being supplied: by a 13 b.h.p. Tangye oil engine driving an air compressor and a centrifugal pump. The sands were elevated from the barges by bucket-belt elevators over screens, to eliminate large particles and rubbish, into storage hoppers, and from there fed direct into four C. Judd Ltd. tube mills.The method of treatment was fine grinding in a weak cyanide solution, agitation in B. and M. tanks, filtration with turn-over vacuum filters, and precipitation with zinc shavings. The comparatively high values of the residues in gold gave a great deal of trouble, 'and it was not until repeated experiments were carried out that the cause of the trouble was located. The mining value chain plays an important role in our societal development. Even in a circular economy, mining and raw materials are in great demand, and so are skilled engineers. In Germany, many students decide to pursue STEM studies in the tertiary degree. Nevertheless, the OECD reports low completion rates in obtaining the degree of studies [1]. Generally, the dropout rates in STEM education are high [2]. Many students have difficulties with basic subjects such as science and mathematics, in which they lack knowledge they should have acquired in school [2]. With the German STE(A)M project PepperMINT (https://peppermint.thga.de/), the Technische Hochschule Georg Agricola (THGA) offers a digital and open educational platform, as a dynamic, massive open, online course (MOOC) for students and prospective engineers. The project is funded by the RAG-Stiftung (RAG-Foundation; No. 20-0004). Using adaptable MOOC classes and applied examples from the wide-ranging cycle of mining activities, we motivate students to engage in STEM studies. Our adaptive and application-oriented content demonstrates the diversity of jobs and career paths in the mining industry. The integrations of applied examples and research activities of the Technische Hochschule Georg Agricola can increase the curiosity and motivation of learners. In mathematics, mine-surveiying technologies and geomonitoring methods (see figure 1) can be used to teach trigonometry. Additionally the concept of the free open online classes enables students in high school to get insights into the field of engineering before they decide the subject of their studies. For freshmen who already decided to pursue a STEM degree, the PepperMINT courses can help to identify and close knowledge gaps and to align different levels of knowledge within a heterogeneous student body. Empowering students in STEM education and integrating examples from mining research can help us train the mining engineers of the future.

A primary, function of the Bureau of Mines is to encourage elimination of waste and the most profitable use of mineral raw materials. In line with this objective the Bureau has frequently stressed the importance of waste utilization at stone quarries. From time to tine studies both technical and economic in character have been made of problems pertaining to the most efficient use of natural, stone, particularly that which may be classed as a by-product of the higher grades of dimension stone. Every quarry producing ornamental or building stone yields large quantities of material that for one reason or another is unsuited for high-grade products, even though a great deal of work has been expended upon it more or less unavoidably. It is obviously good judgment to sell this odd-sized or off-grade stone at whatever price can be obtained rather than to spend more money to place it on the waste dump. In many cases, however, a really profitable side line has been developed.

The viscosity of Fe-Cr-Mn-Ni TRIP/TWIP (Transformation Induced Plasticity, Twinning Induced Plasticity) steel with varied nickel content is investigated using a vibrating finger viscometer. The viscosity of the melt is calculated from the change in power input in the field coil by an immersed finger into the liquid steel to maintain a constant peak-to-peak amplitude of the sine wave of oscillator compared to the idle state. Nickel content in steel is varied from 3 wt% to 9 wt%. The dynamic viscosity (η) at 1600 °C for 3 wt% Ni is 3.73±0.14 mPas, for 6 wt% Ni 3.50±0.03 mPas, and for 9 wt% Ni 3.93±0.09 mPas. There is a kink from low to high nickel content in viscosity values of Fe-Cr-Mn-Ni alloys. This phenomenon can be explained by a change in coordination number in the melt, as reported for Fe-Ni binary system in literature. The availability of viscosity data delivers relevant input to model free fall atomization processes of FeCrMnNi alloys.

The first version of the longwall strata control and maintenance system (LSCMS) has been successfully developed by the Strata Control Re¬search Team at the University of Alabama. The system includes a software package designed to monitor shield leg pressure, interpret the data and predict the forthcoming roof loads and the existence of geological anomalies. It can also detect maintenance problems of the face equipment. The LSCMS was installed underground and connected to the surface terminals at Drummond's Shoal Creek Mine in Alabama. The system has proven to be a useful and practical system for improving safety and efficiency in coal-mining operation. The Shoal Creek Mine is a new, large coal mine operated by Drummond with two longwall panels. The Blue Creek seam is the primary source of coal production. It is located at a depth of 275 to 440 m (900 to 1,450 ft) below the surface with an approximate 2% southwest dip. Typical strata conditions are represented by two stratigraphic columns (Figs. la and b). A fireclay/dark shale parting (called Middleman) 0.2- 0.7-m- (1- to 2.5-ft-) thick exists between the Mary Lee and Blue Creek seams. Mining conditions vary from area to area. This mainly depends on the Blue Creek seam thickness that ranges from 0.9 to 2.9 m (3 to 9.5 ft). The thickness of the Mary Lee and the parting is relatively consistent with a to¬tal of 0.9 m (3 ft). Investigation of an abandoned quarry near Rowland Flat in South Australia identified asbestiform antigorite as the fibrous serpentine mineral mined during the 1940s to 1978 for filler applications, not amphibole asbestos or chrysotile as reported in earlier investigations. Scanning and transmission electron microscopy (SEM and TEM) and selected area electron diffraction (SAED) of individual fibres were used to confirm the identification. Chrysotile is widely regarded as the only asbestos mineral in the serpentine group. Further work was done therefore, on the geology and mineralogy of the occurrence, and the health implications were reviewed. A zone of antigorite alteration, with associated talc, is traceable for 750 m along strike of recrystallised dolomitic siltstone within Woolshed Flat Shale of Neoproterozoic age. The antigorite formed, in part, by replacement of prismatic crystals of probable tremolitic amphibole. The deposit is proximal to the Williamstown Fault and the serpentine-talc alteration is possibly due to fluids expelled along the fault during late-stage deformation in the Early Palaeozoic Delamerian Orogeny. The antigorite comprises white to pale green bundles of lath-shaped fibres that occur either as randomly- arranged equant patches after amphibole or as cross-fibre veins, both intimately mixed with calcite. Highly fibrous product was mined from the weathered zone where calcite was leached during weathering. Gentle grinding releases fibres with a high aspect ratio (>10:1) that show a wide range of fibre thickness, including a significant proportion of fibres <0.25 ¦m width. Toxicological studies on fibrous antigorite from Poland and Italy indicate that the carcinogenic potential of this form of serpentine is similar to amphibole asbestos. X-ray diffraction (XRD) and fourier-transform infrared (FTIR) techniques readily distinguish antigorite from chrysotile. Determination of asbestiform habit and confirmation of antigorite mineralogy is most reliably done using electron microscopy, preferably with SAED capability.
