The Bureau of Mines is investigating methods for recovering tungsten from domestic resources. A calcine-quench-leach (CQL) technique was developed for the extraction of tungsten from the Golconda, Nev., hot springs ores. The deposit contains disseminated tungsten that cannot be beneficiated by conventional techniques and must be treated by hydro-metallurgical methods. The CQL procedure consists of calcining the ore at 900° C for 3 hours, quenching in a solution containing 1.5 parts of Na2C03 and 1.5 parts of NaOH per part of WO3 in the ore and at a solution-to-ore ratio of 3 to 1, leaching at 200° C and at 250 psig for 3 hours, and filtering and washing the residue. A series of closed-circuit batch tests showed that 92 pct of the tungsten was extracted from a sample containing 2.32 wt-pct W03. The pregnant solution contained 11 g/l W03.

The mining sector, which has an important place in terms of raw material and energy supply, is referred as a sector with one of the highest fatal accidents in comparison with other sectors. In this century, where occupational health and safety awareness has increased, it is important to review the past accident statistics and to determine the current deficiencies by using the information in the inventory. In this study, the Malmquist total factor productivity index (MPI) has been utilized to investigate the changes in the work accidents occurring in the Western Lignite Corporation (Turkey), where underground and surface production methods are applied, and to determine the measures to be taken. According to the results obtained, both the decrease in production amount and the increase in the number of accidents caused inefficiencies during the period in concern due to the expected 10-year economic life of the mechanized system operating in the underground production panel that came to an end in 2007 and the flooding took place in early 2017. Compared with the underground operations, it has been determined that production can be carried out at the appropriate scale despite the heavy working conditions encountered due to the changing climatic conditions and the progress of production in the surface operations.

O titânio e suas ligas são aplicados em grande escala em implantes ósseos por apresentarem excelentes resultados de biocompatibilidade. No entanto, ainda não existe um consenso na literatura com relação à influência das características morfológicas destes implantes na osseointegração, principalmente na definição da melhor rugosidade e energia superficial. Vários trabalhos têm sido realizados com o intuito de comparar diferentes tratamentos superficiais empregados para otimizar a adesão, o crescimento e a proliferação celular. O presente trabalho tem como objetivo apresentar uma base de dados sobre características superfícies versus osseointegração para experimentos de biocompatibilidade realizados in vitro. Foram feitas coletas e análise de dados qualitativos usando métodos analíticos em artigos científicos publicados em periódicos internacionais, sendo considerados na pesquisa artigos que utilizaram superfícies de Ti/TiO2 e células osteoblásticas. Os principais atributos definidos para a base de dados foram rugosidade, tamanho da célula, energia da superfície e/ou ângulo de contato, tipo de tratamento superficial, viabilidade e a resposta observada na cultura celular. Espera-se que esse artigo contribua para que futuros trabalhos possam utilizar métodos e estudos que permitam auxiliar na descoberta de conhecimento através de padrões que acelerem o processo de osseointegração impactando diretamente na recuperação do paciente implantado e na sua qualidade de vida.

Este trabalho teve como objetivo estimar as temperaturas de transformação de fases por meio de termodinâmica computacional (A1 e A3), dilatometria (Ac1 e Ac3) e monitoramento do resfriamento ao ar após passes de laminação a quente em escala piloto (Ar3 e Ar1). Objetiva ainda descrever a evolução microestrutural da austenita em um aço baixo C microligado ao Nb onde se almeja a produção de um aço ferrítico-bainítico, coletando-se amostras após cada passe de laminação através do congelamento da microestrutura por intermédio de resfriamento em salmoura com o objetivo adicional de verificar a ocorrência de recristalização entre passes.

Plant for the production of sulphuric acid from pyrites flotation concentrates was commissioned at Cockle Creek during 1956, to meet increasing demands for commercial acid and superphosphate. Pyrite was chosen as raw material because of the uncertain supplyposition of imported brimstone and the desirability of utilising domestic sulphur.Desulphurisation of the pyrite is performed by two 40-ton per day roasters of the Turbulent Layer type operated under licence from the Badische Analin and Soda Fabrik (B.A.S.F.) organisation. These units are the first of their kind commissioned in the southernhemisphere. Pyrite is fed to the roasters in the as-received un-dried condition. Waste heat steam production is coupled with electricity generation within the plant. Sulphur dioxide is produced at comparatively high strengths and cleaned by conventional cyclone and hot electro-filter equipment.The acid unit has a capacity of 100 mono tons of sulphuric acid per day and includes cooling and wash towers, mist precipitators, a single stage drying tower, 4-pass oxidation section and absorption system.INTRODUCTIONSulphuric acid has been manufactured at Cockle Creek Works since 1913, when the first chamber nitration plant was commissioned. The raw material was brimstone roasted in Herreschoff furnaces. Since that time three additional chamber units have been constructed and have produced acid from brimstone, zinc concentrates, pyrites and -spent oxide, according to changing economic and supply factors.Three chamber units are still in operation. Contact processes have become increasingly important since the first Schroder-Grillo unit was commissioned in 1923. Six of these 5-ton per day units were operating in the mid-thirties, but have since been demolished. Borehole models used in the study of nuclear well logging are reviewed and the merit of heterogeneous us homogeneous formation simulation is discussed. .A heterogeneous model for simulating sandstone formations of variable porosity is described. Simulation adequacy was checked by steady-state and pulsed-neutron measurements. INTRODUCTION In the course of developing new methods of nuclear well logging, the problem of testing new logging instruments under controlled conditions always arises. This testing is usually done in wells of known lithology, porosity and fluid saturation, or in laboratory test facilities which simulate the borehole environment. Although the former approach is possibly more satisfying, it is frequently difficult or inconvenient to find wells with enough variation in the cited parameters for a truly comprehensive study, On the other hand. laboratow- test facilities can simulate a wide variety of formation and borehole conditions if care is exercised to maintain adequate simulation under all conditions. Workers concerned with the development of nuclear well logging methods have reported several types of research facilities in the past. Tittle, et a1 used cubical tanks filled with Ottawa silica sand to study the steady-state behavior of thermal and epithemal neutrons in simulated sandstone logging environments.1 In addition to the effects of fresh vs salt water, a wide variety of casing sizes and compositions were investigated. Tittman also used a large tank of Ottawa sand to measure the slowing down length of sio2;2 for making the same measurement in CaCO3, however, an assembly of solid Vermont marble blocks was used. More recently a very useful and carefully planned test pit for nuclear logs was constructed under the auspices of the API.3 This facility consists of three massive limestone sections, each 6-ft thick and more than 5 ft in diameter. The blocks are buried, one on top of the other, in a concrete- lined pit having a total depth of 24 ft. Each section is made of a different limestone to achieve porosity variation, the selection being Carthage (2 per cent), Indiana (19 per cent) and Austin (26 per cent). The blocks are traversed by a 7 7/8-in. diameter borehole and are saturated with fresh water. Great care was taken to insure total saturation of the stone. Homogeneous mixtures and materials have not been used exclusively for simulating earth formations. Tittle, et a1 4 showed that a heterogeneous lattice of water and graphite could be used to simulate Liquid furfural with very little effecton measured thermal and epi thermal neutron distributions. Subsequently, a lattice-type model for simulating limestone earth formations was designed and built by Berry This limestone model was constructed of 7/8- x 11/4- x 36411. marble rods glued together with a plastic resin to form a 36-x 42- x 42in. cube. The cube was honeycombed vertically with 7/8- x 7/8- x 3641-1. holes for porosity and had a 111/2-in. diameter hole in the center to serve as the borehole. Lower porosities were simulated by placing marble rods in the square holes. The finished cube was used with the borehole vertical and set in a tank to hold liquid for filling the holes in the rock matrix. A second type of heterogeneous borehole model has been proposed by Kukharenko, et a1.6= In this concept the model is composed entirely of solid material. The hydrogen equivalent of formation fluids is simulated by making the model of alternating layers of dense rock and celluloid. Additional hydrogen is included by drilling vertical holes in the rock sections and filling them with solid forms of hydrogeneous material. The volume of the holes is equal to the volume of the celluloid layers, so an axial and radial dispersion of the hydrogeneous material is thus obtained. One such model was composed of alternate 50 mm-thick sand layers and 2 mm-thick celluloid sheets. Approximately 200 appropriately spaced plastic tubes were used in each sand section. The plastic tubes were filled with paraffin for additional hydrogen concentration. This arrangement yielded a model with a water-equivalent hydrogen concentration of 10 per cent. Whether we have occasion to think of it or not, an adequate and economic supply of energy fuels is vital to each of us. It is interesting to look ahead at the way in which fuels from supplementary sources will begin to enter into the energy mix to help meet the long-term national energy needs. From 1947 to 1965, the average annual rate of growth of energy consumption was 2.7%, with total energy demand in 1965 being equivalent to 54 quadrillion Btu's. During this short period of 18 years, the cumulative output of coal in the U.S. was 9.6 billion tons; natural gas, 193.5 trillion cu ft; and crude oil, 45.9 billion bbl. During the next decade and a half the nation's energy requirements are expected to grow at an average rate of 3.3% yearly, with consumption of energy expected to reach an annual rate of about 88 quadrillion Btu's by 1980, or 63% over the 1965 level.

"INTRODUCTION For many years it has been known that low-grade manganese deposits occur in the bluffs along the Missouri River Valley. Frequent attempts have been made to develop the ore and to produce a marketalble commodity but they have had little success. Under pressure of the war emergency and the shortage of manganese, the attention of the Federal Bureau of Mines was directedtoward the deposits.Manganese-bearing shale occurs from a point near Pierre, S. Dak., down the river to the Rosebud bridge near the Nebraska line (1).5/ The Bureau of,confined its work to the more accessible central portion of the deposits near Chamberlain, S. Dak. The ore occurs principally as concretionary nodules in the form of iron and manganese carbonates (manganosiarite and perhaps some manganocalcite; rhodochrosite has not been identified). At the surface the carbonate is often broken down so that the oxide of manganese gives the nodules a black The matrix or host rock is generally known as Pierre shale, composed of ""interbedded layers of bentonite, an altered volcanic ash, and dissemi¬nated bentonite particles,"" (2) and montmorillonite-beidellite clay minerals (3). The shale weathers to the very sticky gumbo characteristic of South Dakota and well-known to hunters and travelers in the area.The area selected for the experimental mining and pilot-plant work discussed in this report lies about 8 miles westerly from Chamberlain and is a few hundred feet north of U. S. Highway,16, on land owned or controlled,by M. Q. Sharpe of Kennebec, S. Dak., and the General Manganese Corp."

DATA on the solubility of hydrogen in iron-silicon alloys are of practical interest, as hydrogen causes gas unsoundness and embrittlement in iron and steel and is also a factor in the metallurgy of cast iron. Zapffe and Sims1 have recently demonstrated that in deoxidized iron and steel castings gassiness and bleeding are primarily functions of the hydrogen content of the liquid metal. These authors also suggested convincingly that ordinary melting and casting practice provides several sources of hydrogen for absorption by the metal. Norbury and Morgan,2 and Boyles3 have shown that dissolved hydrogen affects the graphitization of cast iron. Schneble and Chipman4 included in a study of the effects of superheating on the properties of cast iron an investigation of the part played by hydrogen. Schwartz, Guiler and Barnett6 investigated the significance of hydrogen in the metallurgy of malleable cast iron. A complete interpretation of investigations of this kind calls for equilibrium values of the solubility of hydrogen in the liquid and solid phases. From the theoretical standpoint, the solubility of gases, especially hydrogen, may reveal some aspects of the nature of liquid metallic solutions. This was implied in the early work of Sieverts6 on the effect of alloying additions on the solubility of hydrogen in copper. Recent work by Bever and Floe7 has shown that in liquid copper-tin alloys the solubility of hydrogen changes abruptly at the composition of the intermetallic compound Cu3Sn. It is of considerable interest to determine whether liquid alloys of iron also have compositions at which the solubility of hydrogen exhibits a discontinuous or otherwise unique behavior. Among the various alloys of iron the iron-silicon system is important because of the presence of silicon in various structural alloy steels, transformer sheets, cast irons and special acid-resisting castings. The various grades of ferrosilicon, finally, cover almost the entire remainder of the composition range. Published information on the solubility of hydrogen in iron-silicon alloys is meager. The first values for pure liquid - iron were reported in 1910-1911 by Sieverts and Krumbhaar8 and by Sieverts.9 They found that 100 grams of iron absorbs 28 C.C. of hydrogen at 1550°C. and one atmosphere pressure, and 31 C.C. at 1650°C. "The Ansil deposit is located in the Noranda mining camp in the southern part of the Abitibi greenstone belt. /twas discovered in 1981 and production began in 1989 with proven reserves of 1.58 Mt grading 7.2% copper, 0.9% zinc, 26.5 glt of silver and 1.6 glt of gold. It is centered at a depth of 1.3 kilometre and represents one of the deepest ore discoveries ever made from surface.The deposit consists of a single massive sulphide lens located at the contact between the Northwest Rhyolite and the Rusty Ridge Andesite. The lens strikes north-south and dips 50° east. The thickness of the lens may reach up to 35 m and can change very abruptly both along strike and along dip. The maximum thicknesses of the sulphide lens are reached in its upper (western) and at its lower (eastern) edges, thus giving the deposit its present shape of two sulphide domes connected by a thinner central portion. The lower dome is underlain by a thick accumulation of massive magnetite which may reach 10 to 15m in thickness. The upper and lower domes are underlain by two distinct pipe-shaped zones of stringer and disseminated sulphides which merge with a larger stringer zone at depth.The Ansi/ deposit displays strong relationships between its morphology and the distribution of metals. Hydrothermal alteration consists of chloritization and sericitization. Chlorite alteration is closely associated with stringer sulphide mineralization while sericite is developed in diffuse zones bordering the chloritic zones. Unlike other similar deposits, the Ansil deposit is characterized by very extensive alteration and sulphide mineralization in the hangingwall of the massive sulphides. Several features of the deposit are consistent with an origin from a submarine hydrothermal system which was particularly long-lived, and which thus promoted the build-up of very high fluid temperatures with extensive replacement (and enrichment) of pre-existing sulphides after their original deposition onto the seafloor."

The metals Cd, ,Wg-, Sn, TI, Zn, and Zr reach a peak hardness after a criticfir1 deformation by rolling- and then soften with fwther rolling-, thereby exhibiting wovk softening. Optical metallography on Cd, Mg, and Zn shows that work softening is accompanied by a change in grain size occurring during deformation. The creep of zinc from -1l° to +60°C at stresses in the range of 7.9 to 17.3 kg per sq mm is given by € = e0 -t- Bt + Kt +at6. The third and second rate constcints are related by the equation a = K~ K6 and their stress and temperature dependence can be represented by the equations K = A, . exp - (u, - Bu)/kT. A model based upon the stress activated glide of sub-boundaries is proposed which qualitatively accounts for the metallog-raphic observations. Expressions, which are in reasonable quantitative agreement with the ex-pe~inzental observations, are derived for the creep of zinc. THE term "work softening" has been used previously by Polakowski1 and by Cottrell and stokes2 to describe phenomena where further strain of a deformed material leads to a decrease in flow stress. In both cases, however, the conditions were changed for the second straining. Here, the term "work softening" is intended to refer to a decrease in flow stress after continued straining in the same direction at the same temperature: work softening is the antithesis of "work hardening". Work softening of zinc was reported by chadwick3 and in discussion of that paper Jenkins4 indicated that cadmium also work softens. More recently work softening has been reported5 in two magnesium alloys, -99.5 pct Mg. Chadwick found that the hardness, 0.2 pct Proof Stress and the UTS of electrolytic zinc all increased with progressive cold reductions up to 30 pct and then progressively decreased with further rolling. Gay and Kelly6 used a back-reflection X-ray technique to study the effect of cold rolling zinc and found that although deformations greater than 2 to 5 pct reduction in thickness produced some recrystallized grains, deformations greater than 40 pct caused com-plete spontaneous recrystallization. At deformations greater than 60 pct the material was found to consist solely of recrystallized grains, -20 pm diam, the size of which decreased with increasing reduction and was much less than the initial grain size of the annealed material (-300 pm diam). Similar results were also reported for cadmium, tin, and lead.6 Gay, Hirsch, and Kelly' suggest that these experiments indicate recrys-tallization takes place when the dislocation density exceeds a certain value. However, no measurements of MATERIALS AND EXPERIMENTAL PROCEDURE The purity of the metals used in this work is indicated by the following figures: Zn (99.99); Cd (99.94); Mg (99.95); T1 (99.99). The zirconium was iodide crys tal bar with a probable purity of about 98 pct. The metals were obtained in the form of 0.25 in. thick strip or 0.425 in. diam rod by various fabrication methods and then annealed to ensure complete re-crystallization. Hardness-deformation curves were obtained at room temperature by rolling 4 in. thick strip under conditions which left a surface adequate for diamond pyramid hardness tests immediately after rolling. The hardness was taken as the niean of five impressions made using a 5 kg load and the time elapsing between rolling and making the last impression never exceeded 5 min. The zinc specimens for creep testing were from 3 by 3 by 4 in. cast slabs which were rolled to 0.10 in. thickness starting at 350°C and finishing cold. The resulting strip was cut into pieces 1 in. wide and annealed in batches. With suitable choices of annealing temperature between 100" arid 400°C five different grain sizes varying from 4.54 x 10' to 3.03 x l05 grains per sq cm (530 to 20 um diam) were obtained. Creep tests were done in compression using a sub-press, based on a design after Ford,8 in which the strip is compressed between dies 0.100 in. wide under conditions of plane strain. Since there is no lateral spread of the material, the area of contact between the dies and strip remains constant throughout the test and the application of a constant load, using the load maintaining device of a hydraulic testing machine, resulted in a constant stress. Covering the dies with strips of P.T.F.E. reduced frictional effects to a minimum. The creep strain was obtained by measuring the travel of the crosshead of the testing machine to a sensitivity of 0.1 pct reduction in thickness. The complete subpress assembly was contained in a steel box and for tests above the ambient this was filled with liquid paraffin and heated electrically. Temperatures below the ambient were obtained with a cooling mixture of acetone and solid carbon dioxide in the box. The liquids were stirred and the temperature of the specimen, which was controlled to ±0.5"C dur-ing a test, was measured by a thermocouple placed near the dies. Compression testing of cylindrical specimens was also carried out in the subpress using hardened flat discs separated from the test material by P.T.F.E. sheets which obviated barrelling of the specimens. Intergrated energy balances and energy flows were constructed and quantified for State, regional, and national levels from four separate supply and demand commodity balances for coal, dry natural gas, petroleum and natural gas liquids, and utility electricity. These commodity balances were integrated by source and sectors through conversion and aggregation of their components to energy equivalents expressed in British thermal units (Btu). A summarization of the total gross energy components of supply and demand for commercial energy derived from direct fuels, hydropower and nuclear power, based on individual States and regions, is tabulated for 1960 and 1965. Pertinent computerization details and more than 500 individual State and regional printout tables, in both original commodity units and Btu's, are shown. Using these data, energy flows between States and regions were calculated to identify surplus and deficit energy areas. Report emphasis is on the conceptual aspects of integrated energy balances, rather than on the development of missing State energy data.

INTRODUCTION THE problem of mechanization is one of the most vital in the minds of Alberta coal operators today. In these times of constantly increasing operating costs, any way of decreasing the cost of a ton of coal must be explored to the limit. There seems no better field for such effort than the successful application of power to the mining and loading of coal. We are fortunate in having neighbours to the south who have made .remarkable progress in recent times along these lines. Higher tonnages per man have resulted in higher wages to the employee and lower cost to the employer. It might seem that our problems could be solved merely by imitating our neighbours. Unfortunately, neither practice nor experience substantiate this conclusion. It is with the purpose of reviewing our accomplishments, as compared with practice in the United States, and at the request of the Prgoramme Committee for this meeting, that this paper is written. The Committee believes that such a general discussion and comparison may well lead to further advances in our mining methods. SUMMARY OF PRACTICE IN THE UNITED STATES A visit to the highly mechanized coal mines of the United States is always most instructive and encouraging.

Planning for the Macraes Extension project highlighted the need for additional tailings storage availability. The possible solution of developing new tailings impoundments in Northern Gully, in tum, led to concerns being expressed by the regUlatory authority over the assimilative capacity of Deepdell Creek. Philosophical differences over the appropriateness of applying a seepage model used to set standards in consents for the original project resulted in the company re-evaluating the whole monitoring system associated with tailings disposal and seepage control. Re-evaluation indicated problems arising from the existing in-stream water quality monitoring in respect of protection of the aquatic ecological system and verifiability of results. A new monitoring system was designed relocating the compliance monitoring point out of the stream and into the gully containing the tailings impoundments giving greater certainty of monitoring results to all parties and providing improved protection for the aquatic ecology of Deepdell Creek.

This paper uses a case study to demonstrate best practices techniques for predicting the contribution of gravity concentration in a gold recovery process flowsheet. The case study was selected as an example of an ore with a marginal gravity gold content, which makes the value of a gravity circuit difficult to quantify. In this instance the value of leveraging a significant knowledgebase of operating gravity circuit performance to support the decision making process was demonstrated. This case study analysis serves as a useful demonstration of best practice methodologies supporting decisions to include or exclude gravity recovery in a gold recovery process flowsheet.CITATION:Giblett, A and Afewu, K, 2015. A number of relatively recent factors associated with the design of new metallurgical processing plants have made the effective training of operators a requirement for a successful start-up. Some of these factors include large capital investment in a minimum of processing lines, highly complex process control systems, and stringent regulations on plant effluent, to name a few. More than ever, operating mistakes during the start-up phase can lead to substantial delays in achieving design production, as well as problems with government authorities if permit limits are exceeded. The only way to assure your return on plant investment is to ensure new plant operators have the knowledge to properly run the plant from the outset. A comprehensive set of operating manuals specifically targeted for plant operators and foreman, written by experienced operating personnel, is the only effective way to provide the necessary information for start-up-related training.

"The San Francisco Museum of Modern Art (SFMOMA) in downtown metropolitan San Francisco, California, is supported on a mat foundation. Although the mat foundation of the original museum was designed to accommodate a future expansion, the plans for expansion that developed in 2010 required a larger footprint to accommodate the new space requirements of the museum. The new, larger expansion was designed by lead architect Snohetta. It will be a tall 12-story, steel-framed building occupying an area that was once the eastern part of the existing museum as well as two adjacent and newly acquired parcels.As designed, the expansion includes a 30-foot-deep excavation which is surrounded by adjacent buildings and improvements. Because of variable subsurface conditions at the site, geotechnical challenges included mitigating anticipated differential settlement between the existing and new foundations, preventing overstressing of the existing mat foundation, controlling groundwater to prevent settlement of surrounding improvements, and providing temporary support of adjacent structures during excavation for the new basement.To address several of the geotechnical challenges, soil-cement mixed (SMX) ground improvement was recommended by Treadwell & Rollo. However, during contract negotiations and construction, the specialty contractor proposed using jet grouting as an alternative technique for ground improvement. The jet grouting approach was accepted in principal, but when implemented was only marginally successful. Accordingly, the contractor eventually installed SMX panels using a Cutter Soil Mixing (CSM) machine. Because the CSM machine was a late arrival during construction, the contractor was not able to take advantage of the ground-improvement technique to install many of the shoring elements that we had originally recommended (such as the cut-off shoring wall). In the end, SMX panels were installed as ground-improvement beneath the new mat foundation to (1) reduce the potential for liquefaction in clean sand below the groundwater by providing increased rigidity to the soil, (2) reduce the potential for disturbing a weak underlying marsh deposit during construction, and (3) transfer vertical building loads to a layer of underlying dense sand.This paper also discusses the quality control and quality assurance programs that were implemented to check that the ground-improvement techniques used were thorough and complete and provided the required strength to transfer the new foundation loads to the underlying strata."

Discussion by A.E Agnew Strachan's paper summarizes a wealth of data on water-storage dam "incidents" published by USCOLD and ASCE in 1988, together with a review of tailings-dam incidents published by USCOLD in 1994. The data is summarized by text and 11 histograms. The histograms present a useful compilation of these data, although the patterns within the histogram blocks did not survive the Mining Engineering printing process - so their usefulness is impaired. Unfortunately, the text discussion is too cursory and does not highlight the significant relationships among the various causes of the incidents. Four paragraphs of text and Fig. 1 were devoted to water-storage dams, but the discussion is too sketchy, and Fig. 1 is unclear. Important statistics that could be uncovered are: •the total number of dam incidents tabulated were 500+, •earth embankments constituted 73% of those in operation and •incidents related to earth embankments were 75%, of which dam failures accounted for 24%, major repairs accounted for 42% and accidents accounted for 34%. Strachan concluded that "the majority of the dam failures are associated with overtopping (p. 49), and that the majority of incidents are associated with spillway and other facility structures" - although this is difficult to discern from Fig. 1. Confusion regarding Strachan's use of the terms "dam failures" and "incidents" is compounded by his use of "failures" and "accidents" in one paragraph of his Introduction section followed by his use of "incidents" in the next paragraph. Getting to the meat of Strachan's important paper, the tailings-dam incident survey (USCOLD, 1994), the connection between Figs 2 through 11 seems obscure. First, in the four paragraphs of introductory material, one learns that "incidents consisted of failures, accidents, seepage and other incidents of performance that did not meet design criteria" (p. 50). One does learn the helpful caveat that "structures not related to mill tailings were not included in the review" - so that the Buffalo Creek (West Virginia in 1972) and Aberfan (Wales in 1966) coal-mine failures, together with the ongoing metal-mine remediation work at Summitville (Colorado) do not muddy the waters of his paper. The all-too-brief discussion of the data shown in Figs. 3 through 11 (185 dams in USCOLD plus 26 dams in UNEP) reveals the following: •Figure 3: 57% of the incidents (failures and accidents) occurred with dams less than 20-m (66-ft) in height. •Figure 4: 63% of the incidents were due to failures alone (subset of Fig. 3). •Figure 5: Active dams had 82% of the accidents and 93% of the failures. •Figure 6: Types of dams (upstream, water-retention, downstream, centerline and "unknown") separated according to incidents. •Figure 7: Breaks out the incidents in Fig. 6 by failures, accidents and ground water. •Figure 8: Breaks out incidents by type (overtopping, slope stability, earthquake, foundation, seepage, structural, erosion, mine subsidence and "unknown"). •Figure 9: Separates Fig. 8 data into active and inactive dams. •Figure 10: Separates Fig. 9 data into failures and accidents. •Figure 11: Same as Fig. 8, but broken out by tailings-dam type (Fig. 6). Investment in the ferrous sector between 1981 and 1985 will total about $9 billion, or 7.6% of the state budget for capital assets. The money will primarily go to complete the first stage of the Baoshan Iron and Steel complex and to increase steel production by 3 Mt* (3.3 million st) and seamless tubing by 0.5 Mt (551,000 st). Investment in 1983 will be about $3.5 billion, a 28% increase over 1981. Although data on nonferrous investment is less specific, the Chinese announced early this spring that the country's investment would be 2.6 times greater than the average spent during the previous five year plans. Geological surveying will also be stepped up. The Ministry of Geology and Minerals recently announced it will incorporate a search for metal and mineral resources into its second round of oil and gas surveys. The Sixth Five-Year Plan desig¬nates some actual production targets. Steel is to increase to more than 72 Mt (79.4 million st). The country's production of 10 priority nonferrous metals - aluminum (and bauxite), copper, lead, zinc, nickel, tin, antimony, mercury, magnesium, and titanium - is to increase 12.7%. Top priority is to develop aluminum production. Renewed efforts are to be made to develop gold and silver production and to increase rare earth and rare metal production. By April 1983 when the China Nonferrous Metal Industry Corp. was established, some five months after publication of the Five-Year Plan, the goals for nonferrous development had already been upgraded and changed to include: • development priority status equal to that of coal's; • an increase of more than 150% in the 1985 projected production level for the 10 top nonferrous metals (a move from the Sixth Five-year Plan's production increase of 12.7% to one of 34%); and • modification of the top 10 nonferrous metals list to include tungsten, molybdenum, and rare earths. Aluminum, copper, lead, and zinc maintained primary importance, while mercury, magnesium, and titanium were deleted. It is likely that the modification will be taken one step further and titanium will be substituted for antimony. China has already indicated its intentions to stabilize rather than expand its antimony industry, while press reports play up the titanium industry's importance to the country's development. In addition, the China Nonferrous Metal Industry Corp. announced that it expects to register a progressive annual increase of 4% in foreign currency earnings through export. China's nonferrous development efforts, therefore, appear two-pronged. First, the country's efforts will be directed toward self-sufficiency in its four major process and primary metals - aluminum, copper, zinc, and lead - and a number of other nonferrous metals that are in increasing demand by its light industry sector. At present, 96% of China's non¬ferrous consumption is composed of aluminum, copper, lead, and zinc. Substantial portions of that must be imported to meet rising demand. Second, efforts will concentrate on those metals that can be developed the fastest and are in "urgent demand" on the international market. Metals such as tungsten, tin, molybdenum, titanium, nickel, and rare earths will be given freer use of foreign capital and technology to increase production levels and raise quality. Examples of some projects in the area include upgrading the country's carbide industry and developing new high speed and tool steels to meet international standards.
