"In order to access remote reserve areas, some U.S. coal mines have to maintain aged underground entries for a great distance. However, high humidity, warm temperature, and time dependent deterioration can cause progressive roof deterioration and unexpected roof falls can, pose a great challenge to ground control engineers. With an active belt structure in place and limited space, re-bolting becomes very costly, less effective, and, sometimes, impractical and unfeasible. To gain long-term entry stability and serviceability, operators typically rehabilitate the aged belt entries by installing standing steel set supports. In the last several years, Keystone Mining Services, LLC, (KMS) has assisted many coal mines with their belt entry rehabilitation projects, evaluated the ground condition of various aged belt entries, and designed different standing steel set support systems. This paper presents a case study of a large-scale roof fall that occurred at an aged belt entry in a mine located in an eastern coalfield, analyzes root causes of excessive deformation of square sets that were installed in an adjacent entry, evaluates the adequacy of an existing rehabilitation square set, and develops remedial recommendations for future rehabilitation practice. Based on the case study, the paper outlines design guidelines for rehabilitation steel sets that include field evaluation, engineering considerations, design assumptions, steel structural analysis, and field installation quality control. INTRODUCTION With gradual depletion of shallow coal reserves, some underground coal mines have to maintain long-term entries (belt, track, return airway, etc.) for a great distance in order to access remote coal reserve areas. However, due to high humidity, warm temperature, and aging in the belt entry, roof strata weathering and pillar degradation become more and more severe. Progressive roof deterioration poses a great challenge to ground control engineers. Pillar rib sloughs at certain locations, entry width increases in some areas, immediate roof sags, immediate roof rock falls out between bolts, existing bolts lose functionality due to corrosion, cutters develop deeper in corners, and strata separation develops deeper up into the main roof. As a result, unexpected roof falls occur in a random manner resulting in loss of production, damage of belt structure, and even injuries to underground personnel."

IN recent years interest has been aroused in flotation rate studies both from a technical and a more practical aspect. With increasing fineness of grind becoming a necessity in treatment of low grade ores, difference:; in flotation rates of various size ranges will assume importance in the evaluation of overall recovery results. Theoretical analysis of flotation kinetics was initiated by Schuhmann,' who sought to define flotation rate of a given mineral and specified size range in terms of certain physical variables of the flotation system. Using as a basis for his analysis the bubble-particle encounter hypothesis previously advanced by Gaudin,' Schuhmann writes for the rate of flotation (R,.) of particles of average size x, Rx = PcPa(x) V F. [1] In this relation Pc and Pa represent, respectively, the probability of collision between particle and gas bubble in a given time interval and the probability of adhesion of particle to the bubble after collision. Rigorously speaking, the term PC does not have the significance of a probability factor, since it depends on the time interval and therefore can be numerically greater than unity. The term c(x) expresses the concentration of particles of an average size x in the flotation cell in weight per unit volume of pulp, and V denotes the total volume of pulp in the cell. The product, P,c(x)V, defines the frequency of particle-bubble collisl.on, and when it is multiplied by P,, the number of collisions per unit time resulting in successful adherence is obtained. The factor, F, measures the froth stability and is introduced because after fruitful bubble-particle contact some particles may still riot reach the froth launder. Coalescence of bubbles in the froth column or too short a bubble life could account for this effect. Schuhmann also introduced the concept of "specific flotation rate" (Q) to allow for the relative abundance of different mineral species in the flotation pulp. The specific flotation rate, having the dimension of reciprocal time, is defined as Eq. 2: Qx =Rx/c(x)v [2] and it also follows from Eq. 1 that Qx = PcPaF. [31 The theoretical aspects of flotation kinetics were also considered by Sutherland,3 who tried to improve Eq. 1 by expressing the probability factors in terms of such physical variables as particle radius (x), bubble radius (X), velocity of bubble relative to particle (v), the number of bubbles per unit volume of pulp (N) and the induction period (A) necessary for air-mineral adhesion. Various silicone materials have been proposed for use in mining environments. The catalytic methane sensors now employed are poisoned by silicone vapors. Activated charcoal and carbon cloth adsorbents will increase the sensor lifetimes in an environment containing significant silicone vapor concentrations. The results of a study of catalytic methane sensor operation with adsorbent materials in hexamethyldisiloxane-air mixtures are reported. Sampling techniques developed for measuring silicone vapor content of mine atmospheres are described.

"INTRODUCTION A previous paper by H. H. Storch 4 described. three processes for the production of potassium sulphate from polyhalite (K2S01.MgSO1.2CaS04.2H2o), Since these processes depended upon calcination of polyhalite followed by leaching with water at 100°C., the fundamental reactions occurring in these steps were discussed in detail. This paper, which describes processes producing syngenite (K2S04.CaSO4.H2O) and potassium sulphate and gives data concerning the production of by-product magnesia, presents the results of work performed at the Non metallic Minerals Experiment Station of the U. S. Bureau of Mines, maintained at New Brunswick, N. J., in cooperation with Rutgers University.A study of the solubility relationships of the system 5 Ca++ -Mg++ -K+-SO4 = H20 at 25ºC. shows that syngenite is stable in the presence of a concentrated MgSO4 solution, the K2SO : equilibrium concentration being comparatively low (2.6 per cent), The processes described below, which involve the conversion of calcined polyhalite to syngenite, are based on the 25°C. equilibria. It has further been found that syngenite can be decomposed by water at 100ºC, yielding a 9 to 10 per cent K250 solution, the solid phase being potassium calcium pentasulphate (K2SO, 3CaSO.H2O, hereafter referred to as ""pentasulphate""). This latter compound is unstable in the presence of water at 25°C., its decomposition resulting in a solution containing about 3 per cent of K2SO4 and a solid phase consisting of gypsum. This behaviour of syngenite with water at 100°C. and of pentasulphate with water at 25ºC. constitutes the basis of processes for the production of K2SO4 by way of the conversion of calcined polyhalite to syngenite,Syngenite is a product which may be used as a fertilizer per se. As produced in the process to be described, it contains about 50 per cent of K2SO1, and will readily give up its potash content on treatment with water, although the limiting concentration at ordinary temperatures is approximately 3 per cent. This definite but limited solubility should make this product more desirable as a fertilizer then the more concentrated forms of potash salts which have higher solubilities and hence involve the danger or plant injury due to a high local concentration of potash."

An open tube vapor phase epitaxial growth system has been used for large area (multiple substrate) growth of GaAs1-xPx on GaAs substrates. The GaCl-GaCl transport reaction is used with either a GaAs or Ga (nonsaturated) source. Selenium and tellurium have been used for donor impurities, and zinc as an acceptor. The useable substrate area in this system is approximately 20 sq cm. The uniformity of thick-ness of the epitaxial layers are typically better than ±5 pct across a given wafer. Electrical and optical measurerments indicute comparable uniformity in electrical and luminescent properties within a wufer. The application of this system to the large scale pro-duction of GaAs1-x Px for display devices, both discrete and arrays, is discussed. Typical electrical and luminescent properties of light emitting diodes fabricated front material produced by this technique are presented. THE most promising materials currently being utilized for visible injection electroluminescence are GaAs1-xPx, Ga1-xAlxAs, and Gap. All have reasonably efficient emissions in the red portion of the visible spectrum at room temperature; Gap also has an efficient green emission.' At present, GaAs1-xPx has a technological advantage over Ga1-xAlxAs and Gap for display applications, since relatively large (several sq cm) areas of GaAs1-xPx suitable for use in electroluminescent devices may be readily grown by vapor phase growth techniques. In contrast, the preparation of Gap and Ga1-xAlxAs for electroluminescent device applications generally employs solution growth techniques which are at present not well suited for the growth of large areas of uniform thickness and doping level. The capability of uniform growth over large substrate areas and the use of multiple substrates is necessary for the practical utilization of electroluminescent devices. This is particularly important when quantity production or monolithic devices are required. Furthermore, in many display applications arrays of light emitting devices are used, the individual elements of which are of a size resolvable by the unaided eye. Thus the overall dimensions of display are substantially larger than those of most semiconductor devices. It is also necessary to achieve a high degree of control over the growth parameters to attain the required degree of reproducibility of materials properties for electroluminescent devices. In the case of GaAs1-xPx it is necessary to accurately and precisely control the phosphorus content of the alloy, both on a macroscopic and microscopic scale, in addition to the parameters generally associated with epitaxial growth such as thickness and doping level. This value is critical, as it has a major effect on the performance of electroluminescent devices. This paper describes the epitaxial growth of GaAsl-xPx suitable for electroluminescent display devices using a system developed specifically for this purpose, and which contains several novel features. The results of studies of selected physical properties of the epitaxial layers are also discussed. Finally, a brief summary is given of the characteristics of display devices fabricated from GaAsl-xPx grown in this system. EXPERIMENTAL A) Reactants. A number of techniques suitable for the vapor phase epitaxial growth of GaAs1-xPx have been reported in the literature.'-' The method selected for this investigation is that in which the Ga is transported by the GaC1-GaCI3 reaction in an open tube process. The results reported here were obtained using either the combination of GaAs, AsC13, and pH3, or Ga, AsH3, pH3, and HC1 as the initial re-actants.* The ASH3 and pH3 were obtained as dilute *Several different sources of supply were used for these reactants, y~elding comparable results._____________________________________________________ mixtures in HZ; the HC1 was obtained from the reduction of AsC13 by Hz at elevated temperatures. Both selenium and tellurium were employed as donor impurities, and zinc as an acceptor impurity. Selenium was introduced in the form of H2Se, tellurium in the form of tellurium-doped GaAs, and zinc in the form of diethy1 zinc. B) Apparatus. The prinicipal difference between the apparatus used in the present study and that of Tietjen and Amick,8 in addition to size and other related design features, is that RE induction heating is utilized in place of resistance heated furnaces. Induction heating was selected for this application because it appears to have several advantages, including: 1) It is possible to keep all fused silica portions of the apparatus at temperatures well below those of the reaction zone, thus minimizing a possible source of contamination. 2) The thermal mass of an induction heated system can be made small, thus reducing the total time required for the growth process. 3) Sharp temperature profiles (desirable for high deposition efficiency) are easily achieved. 4) The volume of the system for a given substrate area can generally be made smaller than a comparable resistance heated unit. The case study has identified and characterised additional subsidence arising from longwall mining above or under existing longwall goaf. It suggests that the magnitude, mechanisms and prediction methods for such additional subsidence are different between the two mining configurations. This paper presents a proposed method to predict maximum vertical subsidence due to longwall mining under existing longwall goaf. It suggests that, unless different results from further new cases become available, the findings presented in this article, including the aforementioned prediction method, be applicable to the majority of sites in New South Wales, where multi-seam longwall mining is to take place. This article also presents an important concept of 'overburden modification' due to multi-seam mining. A causal relationship between the above-mentioned additional subsidence and 'overburden modification' has been identified as a result of the case studies. Further investigations into the physical processes that cause such overburden modification will be fundamental to the understanding and management of multi-seam subsidence.

While Utah remains an unimportant factor in oil production, exploratory drilling was carried on in six widely separated areas, extending from the southwest to the northeast corner of the state. One new gas field, the Last Chance or Starvation Creek anticline in Emery County, and two new gas horizons in the Clay Basin field of Daggett County, were thereby discovered during 1934. Exploratory Drilling South Central Utah Emery County—Last Chance Anticline.—The test of the Ramsey Petroleum Corporation in sec. 18, T.26S., R.7E., on the apex of this anticline (vert. closure 700 ft.; area within closing contour line, as mapped by U.S. Geological Survey, 26,000 acres) encountered gas in the Moenkopi formation of lower Triassic age at depths ranging from 2530 to 2863 ft. The total thickness of sandstone, sandy shale and -limestone beds in which gas was encountered is approximately 50 ft. The well was tested at a depth of 2755 ft., gaging 21,000,000 cu. ft. of gas, R.P. 410 lb. The well is being plugged back to the lowest gas horizon at 2771 ft. from a total depth of 3168 ft. Gas from this well probably will be used for the drilling of a second well structurally lower, to test the oil possibilities of the Moenkopi formation as well as of the upper and lower Pennsylvania formations, of which the latter so far remains untested in South Central Utah. The well was not drilled deep enough to determine more definitely the western margin of the petroliferous Paradox Basin of lower Pennsyl-vanian age of southeastern Utah. Woodside Anticline.—This field, lying immediately northeast of the San Rafael swell, contains, according to maps of the U.S. Geological Survey, 8380 acres within its lowest closing contour line 700 ft. below the apex. A well was drilled by Utah Oil Refining Co. at the apex in sec. 12, T.l9S., R.l3E., during 1924. Gas was encountered in the Moenkopi and Kaibab formations of Triassic and Carboniferous (Permian) age respectively. The flow is estimated at 21,000,000 cu. ft., R.P. 900 lb.,

A Votorantim Metais processa pós de aciaria elétrica (PAE) e outros resíduos contendo zinco em sua unidade de Juiz de Fora, por meio do processo Waelz. Devido ao alto teor de óxido de cálcio (CaO) nos resíduos processados, a etapa de desalogenação apresenta baixo rendimento de remoção de fluoretos -aproximadamente 20%. O processo de lixiviação sob pressão foi testado para o tratamento de amostras de óxido Waelz (O.W.) da Votorantim Metais com o objetivo de lixiviar os cloretos e fluoretos contidos nesse material. Os parâmetros avaliados foram: temperatura de lixiviação (120°C a 180°C) e razão de carbonato de sódio (Na2CO3) adicionado (100kg/t a 200kg/t óxido Waelz), em um reator piloto com capacidade de 10L. A técnica mostrou-se eficiente para lixiviação de cloretos, com remoção acima de 94,2%. Os resultados para fluoretos obtidos apresentaram variação entre 63,0% e 96,2% de rendimento de lixiviação e uma forte correlação dos resultados com a temperatura. Esse processo mostrou-se eficiente em escala de bancada, apresentando rendimento de extração superior a 90% para a remoção de halogênios em temperaturas acima de 150°C e adição de Na2CO3 de 140 kg/t O.W.

The Ok Tedi Project is now a high production open-pit porphyry copper mine located in the Star Mountains of Papua New Guinea (PNG). At present, total daily production is 190 000t of ore and waste. Large scale drilling and blasting has only been in operation since 1988, prior to which all material was removed by ripping and dozing. This paper reviews the steps taken over the last 12 months in establishing a more efficient drilling and blasting operation and highlights the significant reduction in powder factor. These improvements have been achieved largely through the introduction of air-bags, controlled pattern expansion and an overall focusing on the operation by involving consultants, ICI's technical service and internal departments.

The Mantaro Phosphate Property is located ~ 250 km east of Lima, Peru in the Andean altiplano near the city of Huancayo, Junin District. The Mantaro deposit is a mineralized zone of phosphatic rock currently defined by surface outcrops, trenches and drilling extending over a strike length of more than 30 km and a width of more than 5 km covering ~27,700 hectares. Mineralization is exposed as three roughly parallel exposures (?mantos?) trending in a northwest-southeast direction along the Mancaspico syncline. Estimated mineral resources1 contained in Manto 1 of the Property (4% P2O5 cut-off) as of February 21, 2010, are: Measured 5.548 million tonnes @ 10.8% P2O5 Indicated 33.975 million tonnes @ 9.9% P2O5 Measured + Indicated 39.523 million tonnes @ 10.0 % P2O5 Inferred² 376.265 million tonnes @ 9.0% P2O5 1Tonnes rounded to the nearest 1,000 and grade to 1 decimal place. 2Inferred material reported with no cut-off and an assumed grade. There is considerable potential to expand the resource base. Mantos 2 and 3 of the deposit have been geologically mapped and exhibit surface mineralization widths similar to Manto 1. Given that the deposit is of marine sedimentary origin, it is reasonable to infer that comparable grades and depth of mineralization are present within Mantos 2 and 3. Based on this assumption, the potential mineral deposits within Mantos 2 and 3 are estimated to be approximately: Manto 2 425-435 million tonnes @ 9% P2O5 Manto 3 280-290 million tonnes @ 9 % P2O5 These potential quantities and grade are conceptual in nature, there has been insufficient exploration to define a mineral resource and it is uncertain if further exploration will result in these targets being delineated as a mineral resource. However, should such conceptual resources be confirmed by trenching and drilling, the Mantaro Phosphate Property would rank as one of the most significant phosphate deposits in the world.

Shotcrete is a practical and economical support system in many Canadian underground mines. Although shotcrete technology has gained acceptance in the mining industry, there are some problems that have emerged with respect to quality assessment and thickness measurement of the liner. This paper presents recent tests performed with a miniature seismic reflection device developed primarily for thickness measurement of this heterogeneous liner. Work was performed on site in an underground mine in Ontario, Canada. This paper also presents the results from laboratory tests performed on fibre reinforced and non-reinforced shotcrete panels that were used to assess the P-wave velocity in both materials. The results of these tests were used in a second on site investigation. The NDT thickness measurements showed good agreement with direct thickness measurement such as coring.

To improve communication among Government, industry, and academic researchers in the field of thermodynamics, the Federal Bureau of Mines sponsored a Workshop on Techniques for Measurement of Thermodynamic Properties in August 1979. Participants at the workshop presented 33 papers on the subjects of temperature measurement and control, general calorimetric techniques, low-temperature calorimetry, high-temperature calorimetry, galvanic cells, ionic solutions, and heterogeneous phase equilibria. A special invited lecture was presented by E. F. Westrum, Jr., on the resolution of lattice heat capacity. This Information Circular comprises the proceedings of the workshop and includes the texts of papers presented and discussion by attendees.

Selected voltammograms in tetraborate buffer solutions in the presence of ethyl xanthate or isopropyl xanthate at pH 9.3, for chalcocite, covellite, chalcopyrite, and enargite mineral electrodes, are presented. The concept of critical Eh of dixanthogen condensation (Ehc) is introduced, and the line of Ehc is thermodynamically defined in plots of log [X i] vs Eh, for methyl, ethyl, propyl, and butyl xanthates. A reaction scheme of xanthate oxidation in four steps, involving the dixanthogen condensation step, is proposed. A first attempt to interpret mineral flotation from a more general point of view is made. The electrochemical mechanism of dixanthogen formation and condensation is considered as a particular case of a more general and relevant phenomenon, which is the decomposition of the collector giving hydrophobic colloidal forms, whose associative behavior in bulk solution and at the mineral/solution interface is governed by colloid chemistry.

THIS paper reports the results of static tension and torsion tests made on single crystals of alpha brass for the purpose of determining its elastic coefficients. 70-30 alpha brass was chosen because it has been used extensively in the study of the plastic deformation and because it has the following desirable characteristics: (1) face-centered cubic structure, (2) marked elastic anistropy, (3) low elastic modulus. In 1928 Masima and Sachs' using static methods reported the following values for the elastic coefficients of 72-28 pct alpha brass: S11 = 19.4 X 10-13' cm2 per dyne S12 = —8.35 X 10"' cm2 per dyne S44 = 13.9 X 10-13= cm2 per dyne These values were obtained from the measurements shown in fig. 1. The experimental points for both tension and torsion lie consistently below the lines drawn to represent them. Fig. 2 shows the stress-strain curves for their specimens. Only a few points in the elastic range of these curves were available to obtain their values for Young's modulus. Therefore, it was considered that a re-evaluation of these data was desirable. In addition a variation of from 1.13 to 1.485 kg per mm2 was found in the values of the critical resolved shear stress for 70-30 alpha brass reported by Burghoff,² Treuting and Brick: Martin,4 Maddin, Mathewson and Hibbard5,6 and von Goler and Sachs.' Therefore, it was desired to evaluate the conclusion of Boas and Schmid8 that a constant resolved shear stress and not a constant elastic shear initiates plastic deformation. Theoretical Considerations*: The elastic deformation of cubic crystals may be defined by three elastic coefficients (S11, S12, S44,) or three elastic parameters (C,,, C,, C,,). These coefficients or parameters are sufficient to define the stress and strain relations for cubic crystals in the generalized form of Hooke's law referred to Cartesian coordinates. Elastic parameters and coefficients in the cubic system are related by the expressions: C11 —S11+S12/(S11-S12)(S11+2 S12) C12=-S12/(S11-S12)(S11+ 2 S12) (S11 — S12) (S11 + 2 S12) [2] C44 =1/S44 PI It is possible to determine all the elastic coefficients for a cubic metal by measuring two of the three elastic constants: Young's modulus (E), torsion modulus (G), or compressibility (S). Powders prepared from the algae Gracilaria secundata, Ulva lactuca and Ecklonia radiatawere shown to provide sole nutritional support for microbial, microaerobic, biodegradation of low-grade manganese dioxide ore. G. secundata was the most effective bacterial nutrient giving 32 per cent recovery of Mn++, at an average rate of 63 mg Mn++/litre/day and a yield of 24 mg Mn++/g dry powder in microaerobic cultures containing 1.5 per cent (w/v)MnOz ore and 3per cent (w/v) powder over 14 days. Although G. secundata was approximately half as effective as molasses in supporting microbial decomposition ofMnOz, possible on-site growth ofthe alga could be economicaIIy more practical than transporting carbohydrate to a distant mine site.

This is a true story. Names have been changed to illustrate the importance and impact of carbon monoxide risk management in explosive blast projects and the community « Honey I’m not feeling good…” “What is going on Michael?” – – Michael was not answering so Julia, who was on the third level of the magnificent house, hurried down the stairs to check up on him in the basement. Today was day 2 of the construction work of the bathroom, yesterday they had excavated all the space for the shower. She started to breathe heavily as she was approaching the bathroom and saw Michael unconscious on the floor. “Michael!” – Julia immediately dialed 911. She opened a window since the air was heavy and went by Michael to hear him breathe and take his pulse. The paramedics took Michael on a stretcher and rushed him to the hospital. “I’m feeling dizzy” she thought to herself a couple of hours after the incident, and heard Matthew say: “Mom, I’m feeling sick”. Suddenly, she felt like she would pass out and felt in danger but couldn’t move. She desperately searched for her cellphone and dialed 911 but couldn’t speak. The dispatcher sent the firefighters and paramedics to the GPS location that was appearing on the screen and the emergency team was alerted that it was a second call in hours at the same address. When the firefighters arrived, they had to force the door to enter and found Julia in her bedroom on the third floor and Anette and Matthew also unconscious in their bedroom, lying on their respective bed. There was no smoke but on their multigas meter, carbon monoxide (CO) peaked at 1500 ppm on every level of the house, which is abnormally high.

However, for these charts to function properly, the underlying assumption of normality and independence of data must be satisfied. When either independence and/or normality of data are not present, which is a common feature of ore quality data, an application of the conventional Shewhart [X]?and R charts may introduce false alarms in the analysis of the data. To address these issues, a guideline is proposed for construction of appropriate univariate and multivariate control charts for a variety of situations. A use of this guideline to a bauxite mine suggested the construction of special cause control chart for the analysis of individual variables namely, Al2O3% and SiO2%; whereas, the multivariate T2 chart based on residuals is proposed for the bivariate analysis of the variables. The case study clearly revealed that without considering the data correlation, one may be in a state of false impression about an out of control condition while using the Shewhart [X]?and R charts for univariate and the Hotelling T2chart for multivariate analysis. To compare the effectiveness of the control charts, specifically the Shewhart [X]?and the special cause control charts, a simulation study was conducted. It was found that the conventional Shewhart chart provided lower probability of coverage than the special cause control chart. It was also revealed that the quality specification of Al2O3% is met as the variation of Al2O3% is well within the specification limits; whereas, it is difficult to meet the quality specification of SiO2% on a regular basis.

As 1979 drew to a close, it was obvious that China would have another good year with output of most industrial products at 3-9% above levels attained in 1978. Most increases were registered on the basis of maximum utilization of existing capacities and nationalization of procedures and methods. There were also distinct improvements in the quality and variety of products. Coal output probably surpassed the 650-Mt level in 1979. Steel output was expected to reach the 35-Mt level, an increase of nearly 10% over 1978. Based on the vast amount of housing and road and project construction, cement production more than likely surpassed 70 Mt. The nonferrous base metal industries improved somewhat in 1978, but actual output levels in recent years may have been a little higher than previously estimated by the outside world. Stagnate world demand slowed growth in the "export metals" sector. Minerals like magnesite and talc were produced at tonnages much larger than previously thought, with gold also falling into this category. Sulfur and pyrite production are still short, although a big pyrite mine was being brought into production. Barite out-put was reportedly up and fluorspar output held its own. Westerners generally concede that difficulties in transportation and power supply are holding back mineral production. Throughout 1979, basic construction continued on the majority of projects started by the Chinese and those few foreign projects contracted before the adjustment of industrial priorities. Foreign Ventures Perspective The foreign connection looms large in China's plan for modernization. In effect, it is an extension of what China wants to do in terms of "walking on two legs"-that is, develop what can be done locally to the fullest extent, then rely on international technology to move into the bigger and more complicated projects. Foreign projects are designed to complement domestic projects rather than replace them. Many foreign projects were started or continued by the Chinese in 1979. Building the necessary infrastructure for the projects is usually a Chinese endeavor and requires Chinese technicians and money. In areas with a strong economic base, this activity proceeds without foreign aid. In other areas, added funds are requested. Foreign funds can come in many forms-equipment technology, low interest loans, equity capital, advance-of-funds on the basis of future delivery in kind, and joint venture money. The Chinese are exploring all these avenues, with the strategy of minimizing foreign exchange needs for individual projects. They feel very uncomfortable with high interest rates, even though interest can be treated as operating ex¬pense rather than capital expense. Then there's the question of rights.
