Several static tests estimate the capacity of mine waste to produce and neutralize acid and are used as tools for predicting metal-mine waste drainage quality. Various methods and their accuracies are addressed. More accurate quantification of these capacities, as well as their availability and reactivity, may be necessary to predict drainage quality from some mine wastes. Chemical analyses, x-ray diffraction, optical microscopy, scanning electron microscopy, and electron beam analyses are among the techniques commercially available to more accurately quantify these capacities and provide insight into their availability and reactivity.

The National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Center (PRC), has conducted research to improve electrical fault detection on coal mine direct current (dc) trolley systems. Present circuit breaker protection systems are current-magnitude-based and cannot discern between normal traffic and high resistance electrical faults. Tests were conducted at cooperating mines to assist in developing a neural-network-based detection algorithm for distinguishing between electrical faults and normal operation. The Fast Fourier Transform of the trolley rectifier current signature served as baseline data for the neural network. During field tests, the algorithm performed with greater than 90% accuracy.

Surface subsidence induced by underground coal mining activities, especially longwall mining operations, can cause various problems to interstate highways ranging from structural integrity, drivability to safety. Accurate subsidence prediction, correct influence assessments, and effective mitigation measures are the keys to ensure the safety of highway traffic. The surface subsidence prediction program, called comprehensive and integrated subsidence prediction model (CISPM), was developed based on the principle of influence function method and has been validated with a large number of subsidence measurements. In this paper, the techniques to use the predicted final surface movements and deformations for assessing their influence on the integrity and functionality of highway structures (e.g., road surface pavements, concrete slabs, transverse joints, etc.), vehicle dynamics, comfort level, and drivability are presented. A number of mitigation measures to protect the highway structures and to ensure traffic safety are proposed along with an application case.

The City of Toronto is currently undertaking the design of the Black Creek Sanitary Trunk Sewer Relief Project. The Project involves the design and construction of approximately 20 kilometers of tunnel through shale rock of the Georgian Bay Formation and soft ground soil consisting of glacial till, glaciolacustrine and glaciofluvial sand, silt and clay deposits. The 20 kilometer alignment has been split into four sections of tunnel (1) the 12.9 km, 3.0 meter diameter Keele Trunk Relief Sewer, (2) the 2.9 km, 1.5 meter diameter Keele Trunk Relief Sewer Microtunnel, (3) the 3.9 km, 1.8 meter diameter Jane Relief Sewer, and (4) the 0.5 km,1.5 meter diameter Combined Sewer Overflow Storage Tunnel. Additionally, one 40,000 m3 wet weather flow (WWF) storage tank and numerous WWF connection shafts are to be constructed and connected to the Keele Trunk Relief Sewer to pick up WWF from existing outfalls currently discharging to Black Creek. The anticipated cost of the project is approximately $600 million with construction of the Project’s Phase One Works, the Keele Trunk Relief Sewer and Jane Relief Sewer, scheduled to commence in 2025. This paper provides an overview of the project in terms of the anticipated geotechnical conditions, the scheme developed for design and construction of the tunnel system and the associated schedule and procurement strategy. The consideration for planning of the tunnel system, the risk-based analysis and decision-making process are presented and form the basis for selection of a precast tunnel lining support method in the rock and soft ground.

Fourteen samples of pyrite-bearing Archean greenstone rock (d < 6.35 mm, 0.04% < St < 1.22%) were characterized (particle size, chemistry, mineralogy) and subjected to laboratory dissolution testing. The only sulfide and carbonate minerals identified were pyrite and siderite, respectively. Quartz, chlorite and sericite typically comprised 90 to 98 percent of the mineral content. For the first 60 weeks, seven samples with sulfur contents less than or equal to 0.16% produced drainage pH values exceeding 6.0. Over this period, six of the seven samples with sulfur contents greater than or equal to 0.20% produced drainage pH below 6.0, with minimum values ranging from 3.2 to 4.7. The seventh sample (0.72% S) had a siderite content of 18%. Small amounts of magnesium and, to a lesser degree, calcium carbonates present in the siderite apparently dissolved to neutralize acid and maintain drainage pH above 6.0. Sulfate release rates generally increased as sulfur content increased, and the rates of pyrite oxidation estimated for individual samples were roughly half to five times that reported in the literature for the abiotic oxidation of pyrite by oxygen. Observed neutralization potentials ranged from 0.2 to 2.0 g CaCO3/g rock.

The use of hydraulically stowed classified mill tailings as a subsidence preventative will be discussed as well as the use of sandfill in pillar recovery and as a part of the regular mining cycle.

"The International Tunnelling and Underground Space Association (ITA) is a nonprofit organization that represents all aspects of the tunneling and underground space industry worldwide. Next year, the ITA will be holding its annual World Tunnel Congress (WTC) in San Francisco, CA, April 22-28, 2016. The ITA’s mission is to be the leading international organization advancing the entire industry and promoting the use of tunnels and underground space through knowledge-sharing and application of technology. This article updates a series of articles about the ITA prepared in 2007 by Harvey Parker, former president of the ITA, in anticipation of the next WTC in San Francisco.ITA accomplishes its goals through a range of activities that includes organizing conferences, workshops and meetings, working group and committee studies, training, experiments and other activities. ITA is also involved in the publication of proceedings, reports, and guideline documents as well as facilitating interaction among its membership and with sister organizations and decision makers. ITA currently includes 73 member nations and several hundred affiliate members, including 15 prime sponsors and 63 supporters. In contrast to pyrometallurgy&apos;s 6000year history in metals production, hydrometallurgy is of relatively recent origin. The earliest reference to it was in the 16th century, with the first applications to copper in the 17th and 18th centuries. In the 19th century, increased demands for pure metal resulted in the development of electrolytic refining, and early in this century electrowinning. The rapid growth in copper production in the 20th century, particularly in the United States and Chile, stimulated the development of new technology for leaching and for the recovery of copper from leach solutions. In the past 25 years, solvent extraction has become a major factor by permitting novel leaching technology that produces dilute or complex solutions. In addition, solvents other than sulfuric acid, and chemical methods for precipitating copper metal are now of increasing interest. These are trends that should grow in importance with the need to process lower grade and more complex materials. The evolution of copper hydrometallurgy is reviewed. Key factors in recent major developments are presented with details of specific operations and with trends for the future indicated. The relative importance of copper hydrometallurgy is compared with that of pyrometallurgy in the light of probable changes in ore supplies and character.

"Money and reputations can be lost in bad projects. Causes of bad mineral processing projects include poor contract definition and purchase of equipment without adequate test work. However, the root cause of many of the problems that can lead to bad projects is not any inanimate object, bad weather or catastrophic natural event but the people working on the projects. Because the people are so critical to the success of a mineral processing project, one must have suitably qualified and experienced people (SQEP) in all key positions. Characteristics that define SQEP include people who have successfully executed projects of similar size before; have undertaken projects treating the same minerals and producing the same valuable products and people who are familiar with designing, operating and implementing the required technologies and unit operations.To minimize the likelihood of future bad mineral processing projects, five recommendations are put forward in relation to the people aspect of a project.1. Attempt to retain SQEP during any down turn in the mining economic cycle so thatthe knowledge and experience can be kept within the industry.2. Increase the effort in attracting young people into the industry and retaining them.3. Set up robust training program to give young professionals a firm foundation of what real life projects and operations are like.4. Provide mentoring and continuous training for people after they have completed their formal graduate training program. Their career progression should be appropriately monitored and controlled.5. People working in projects must be exposed to as many detailed design and other finer issues as possible so that they can comprehend the amount of work required to deliver a project successfully."

The US$1,850 million EastLink project is a 39km tollway and includes twin 3-lane,1.5km long, undrained driven tunnels. The hard rock tunnels are being built to avoid passing the motorway through the Mullum Mullum Valley and so to help preserve the unique flora and fauna in the area. The US Constitution provides for regulation by the states for protecting the public&apos;s safety, health, and welfare. Hence, in the eyes of the law of all states today, this is the sole justification for registration of professional engineers. Wyoming was the first state to register professional engineers in 1907, to correct abuses of incompetent or fraudulent practices in surveying and real estate. Public safety and health are most directly affected by civil, electrical, and mechanical engineering. Other branches of engineering have a profound effect on the public welfare, including investors, and safety and health of employees. No arguments, pro or con, are valid except in relation to the registration laws of various states. Code of Ethics Few would argue the desirability of requiring conformance with a code of ethics. A major problem lies in enforcing compliance, since protecting the public demands a high standard of competence, yet assessing competence gets confused with restraint of trade. Bidding engineering work on price competition can lead to pressure to cut corners on engineering quality, and was therefore discouraged by codes of ethics. The Supreme Court, in a suit against the National Society of Professional Engineers (NSPE), barred any engineering society from such bidding restriction. It has, however, upheld the right of states to impose codes of acceptable practice as part of registration laws. For example, Texas Canon I reads, "The engineer&apos;s paramount professional responsibility should be the safety, health, and welfare of the general public." Anything less makes the code practically meaningless, but there are potential conflicts of interest in many engineering organizations. How can conflicts be handled? Any corporation could improve its public image by adopting a policy that each employed PE should, without fear of recrimination, record in writing over his seal any problem or flaw in any design that comes to his attention. The policy should further require that his superior provide him a written reply pointing out that the "flaw" is accepted as requiring correction or as a calculated risk, or overruled as erroneous or as a difference of opinion. Errors in calculation of judgment are inevitable. Despite this, there are limits to how much time and money should be spent to eliminate them. It is difficult, however, to see any excuse for failure to conscientiously evaluate the opinion of a PE. This may be an impossible ideal, but how else can the profession or the industry have credibility? The National Council of Engineering Examiners (NCEE) has a code of ethics one presumably subscribes to by signing an application to write a Principles and Practices examination. However, NCEE has none of the power of enforcement that is available through state boards of registration. Registration Qualifications Qualifications are set by the laws of the states. In general, they require passage of an eight-hour examination in fundamentals, preferably at graduation, and, later, one in principles and practices. The examinations are compiled and distributed by NCEE. This system provides for a high degree of uniformity and reciprocity. States set the education and experience levels (typically four years after graduation) required by those desiring to write the principles and practices examination. Examinations The principles and practices examination calls for answering eight of 20 equal weight questions; one on engineering economics, 19 on engineering. Economics may enter into engineering questions, but only provided the question is not answerable by an economist without engineering training. In preparing examinations, NCEE strives to use questions that require some judgment and can be more effectively answered by someone with four years experience beyond college. In recent years, economies of scale have continued to drive copper projects to larger throughputs to offset depleting lower grade resources. A decade ago there were only a small number of projects that stretched beyond 100,000 Mtpd throughput rates. Nowadays and moving forward virtually all the major copper projects are sized beyond this, with throughput rates up to 250,000 Mtpd now under evaluation for a number of key projects in Chile and Peru. This paper explores the development from the 160 m3 flotation cells, through to the 257 m3 cells and nowadays to the 660 m3 machines. The contributions of specific copper concentrators to this growth phase are reviewed herein. The historical basis of flotation machine scale-up is also briefly discussed. Metallurgical results as well as layout, maintenance and operational aspects are highlighted.

The annual surveys of corporate exploration expenditures carried out by Metals Economics Group (MEG) show that estimated total spending rose to a record $13.2 billion in 2008 ($14.4 billion including expenditure on uranium exploration). This compares with the previous peak of $5.2 billion in 1997. MEG does not adjust its figures for the effects of inflation but recognizes that the substantial increase in budgets of recent years has not been reflected in a proportionate rise in actual activity on the ground (MEG, 2009). In recent years, costs were boosted by rising prices of fuel and other inputs, and acute shortages of qualified staff and drilling rigs. The inflation rate for exploration substantially exceeded increases in general price levels as measured by national indices. Just how much exploration costs in-creased, however, is probably not widely appreciated. Figure 1 compares the MEG estimates of total annual dollar spending in Australia, Canada and the United States combined with their drilling activity, measured in meters drilled, as reported by national agencies. These three countries accounted for 39 percent of MEG?s estimate of total spending on minerals exploration in 2007 and 40 percent in 2008. Expenditure is shown both in money terms, as reported by MEG, and adjusted to real terms, with the U.S. implicit gross domestic product (GDP) price deflator. The comparison is of index numbers based on 2000 as 100. Comparisons for the individual countries are shown in Fig. 2 to 4. National figures for drilling activity and expenditures cover some minerals like iron ore, coal and industrial minerals (29 percent of Australian spending in 2007 to 2008 and 10 percent of Canadian in 2008) that are not included in the MEG estimates of spending. Such exploration has risen more than the total since 1997 so that the index of drilling activity in the figure may be overstated for recent years on a like for like basis with the MEG data. MEG only includes spending on uranium exploration in recent years whereas the national agencies include it throughout. Figures 5 and 6 com-pare national and MEG estimates for Australia and Canada. No comparable figures are available for the United States. The national estimates have been converted to U.S. dollars at the appropriate annual average exchange rates, and the Australian annual totals have been summed from the published quarterly data. Not only is spending cyclical, but so are unit costs. Australian and Canadian data show that total exploration spending per meter drilled rose by 2.5 to 3 times between 2001 and 2008. These rises may partly reflect increasingly complex drilling methods, and an increased share of assaying and testing in total exploration costs. In Canada, however, diamond drilling accounted for a lower footage of the total in 2005-2007 than in the preceding few years, and spending on exploration, as opposed to deposit appraisal, made up a higher proportion of the total. Figure 7 compares index numbers of exploration spending per meter drilled in U.S. dollars for Australia and Canada. These figures raise a number of questions. First, is the relationship between total expenditure and meters drilled in the three countries for which data are available typical of the global experience? Secondly, has there been a significant change in the make-up of exploration spending in recent years? The Canadian data do not suggest that there has been, but is Canada typical? Has drilling become less important relative to other exploration techniques, or is it just as important as ever in confirming the existence of viable ore deposits?

INTRODUCTION Probably the most important family of chemicals used in mineral processing today is a category of basic commodity chemicals loosely denoted as pH regulators. Typical chemicals which are referred to as pH regulators include lime, magnesium hydroxide, soda ash, caustic soda, ammonia, sulfuric acid, and hydrochloric acid. These chemicals are often used in very significant amounts in almost all of the major mineral processing operations such as flotation, hydrometallurgy, etc. (in dosages up to ten pounds per ton of feed ore treated). While cheaper in cost per unit weight of chemical than more specific chemicals such as collectors, frothers, extractents, etc., the overall cost to the mill operator is generally higher with pH regulators per ton of ore processed than with any other given processing chemical. For example, a rough rule of thumb in sulfide mineral flotation is that the cost of lime is double that of the collector(s) used. The symbol pH is used to designate hydrogen ion concentration. When acids, salts, and bases are dissolved in water, individual molecules are dissociated into their constituent radicals or ions. The strength of an acid or a base increases with the extent of such dissociation or ionization. An alkaline solution is one in which the number of Qydroxyl ions (OH ) exceeds the hydrogen ions (H ). In an acid solution, the hydrogen ions predominate. In either case, both ions are always present as water itself ionizes to a limited extent, that is: [ ] The pH scale is logarithmic and the pH value is the negative of the logarithm (base 10) of the molar concentration of hydrogen ions per liter of solution. For example, a pH of 5 means that the molar concentration of hydrogen ions per liter is 0.00001 (1 x 10-5). Likewise, a pH of 9 means that the molar concentration of hydrogen ions per liter is 1 x 10-9. Normally, the relationship between hydrogen ion and hydroxyl ion concentration is based on the relationship: Concentration of H ion x concentration of OH- ion = constant. Eq. (1) In dilute and/or moderately concentrated solutions that are normally used in mineral procygsing processes, the constant at 25°C is 10-14. On the pH scale, the value of pH equal to 7 represents the hydrogen ion concentration of a neutral solution. pH values lower than pH 7 indicate increasing acidity and higher values than 7 indicate alkalinity. Table 1 shows the nature of the pH scale at 25°C. Temperature affects the extent of ionization of dissolved acids, salts, bases, and water so that the hydrogen ion concentration (hence pH) of a solution is also affected by temperature. As a means of demonstrating this dependency, Table 2 shows the change of the exponent of the constant (base 10) in Eq. 1 and the pH value corresponding to neutrality as a function of temperature. It is also important, for example, that alkalinity or acidity expressed by pH not be confused with total alkalinity or total acidity. For example, total alkalinity is commonly determined by titration with a standard acid solution (usually HC1). pH is a measure of the hydroxyl ion concentration of an alkaline solution, whereas titration is a measure of an alkaline solution&apos;s acid neutralizing capacity. Thus, if one takes a series of various alkaline solutions prepared using different chemicals but all of exactly the same pH (and temperature) and then subsequently carries out a titration on each solution with a standard acid, it would be observed that the various alkaline solutions would neutralize entirely different amounts of acid. As an example, 0.08 grams of caustic (NaOH) , 6.32 grams of soda ash (Na2CO3), and 8.17 grams of ammonium hydroxide (NH4OH) all have a pH of 11.3 at 25°C. One liter of each of the above solutions neutralizes 0.073, 4.348 and 8.496 grams of HC1, respectively. This paper describes the preliminary design of the fourth bore of the Caldecott Tunnels along State Route 24 in Oakland, California. The paper focus is on two major aspects of the project: initial support system design and seismic design. The initial support system was designed based on the New Austrian Tunneling Method (NATM).NATM provides the required flexibility to accommodate the variable ground conditions in the weak, folded, and faulted rock along the alignment. The seismic design provides a final lining system that meets serviceability requirements for a 1,500 year seismic event with an estimated peak ground acceleration of 1.2g.

Partners In Economic Reform, Inc., established a Polish-American Mine Center in Katowice, Poland, in 1996 to improve working conditions in the minerals industry. The program was based on the experience of mining companies, government, and labor in the United States, and was executed by a Coordinating Committee headed by the Center Director and Polish leaders from industry, State, labor, and academia. The cooperation among all parties has enabled safety and health issues to become part of industry restructuring with impressive initial reductions in coal mine fatalities. Existing work practices and attitudes of labor and management were assessed in coal mines throughout the country. Promotion, Rules, and Job and Task Analysis were identified as the areas requiring the most improvement, and are part of a post-graduate Safety Management program. Demonstration projects included measuring dust levels, using safety glasses, and promoting hazard awareness. Improved labor-management relations increased cooperation allowing for effective transfer of technology. Results can also be applied to improve the working environment of the manufacturing sector also undergoing restructuring.

Mountain Top Removal (MTR) mining started in West Virginia nearly thirty years ago. This surface mining method can extract multiple coal seams as thin as a few inches thick with total recovery and minimum rock dilution in very steep mountainous terrain. It is highly efficient even if coal seams are in close proximity and small in aerial extent. Consequently, MTR has been widely used in the Central Appalachian Coalfield (mainly Kentucky, Tennessee, Virginia and West Virginia) for the past thirty years with great success. In that respect, there has been no demand for research and little scientific research has been performed to investigate its impacts on the surroundings in the history of MTR mining. However, in the past two years the debate over the MTR mining has grown quickly and in times become very intensely. This paper describes chronologically the issues raised by various parties, legal actions, its impacts on mining permit application and research projects developed to address the issues.

This paper presents real time photoacoustic measurements of diesel-soot black-carbon (BC or EC) and Dusttrak nephelometer total carbon (TC) concentrations in a Nevada gold mine. Comparisons with time-integrated filter-based measurements of EC and TC accomplished using the NIOSH 5040 method were found to be 50% smaller than the integrated real time measurements. This work was initiated primarily as a demonstration project for the usefulness of photoacoustic instruments in measuring BC in the mine environment. Real time black carbon measurements are very useful for determining miner exposure, for providing feedback in mine ventilation systems, and for quantifying machine specific emission rates to understand the operating conditions for specific machines that produce greatest black carbon concentrations. This paper reports real time measurements of DPM from a loaded and empty hauler as it is operated in a drift with a 12% grade. The photoacoustic instruments were demonstrated to be satisfactory for BC measurements in the mine environment.

At the center of it all will be some of the most impressive mining equipment that the industry has to offer. And in the shadows of the massive haul trucks, drill rigs and bulldozers, attendees will be able to see the latest and greatest products including hand tools; the latest in automation and robotics; safety and communications equipment; longwall mining equipment; engines and parts; materials handling and processing equipment and services; pollution control equipment; reclamation equipment and services; computer applications; consulting and financial services and more. While many companies will be on hand to display the tried and true, there will also be plenty of new things to see. ?We anticipate that a whole range of new products will be introduced at the show,? the NMA said of the show that has been called the world?s richest deposit of mining technology, services and products.
