The recent spate of catastrophic events at U.S. mines raises the question as to whether or not the mine safety and health system in the U.S. is broken. The prescriptive regulatory regime in the U.S. is not a cure-all for a broken system. Without totally dismissing the contribution of a prescriptive regulatory approach, this paper argues that safety in the U.S. mining industry would be enhanced if the nation adopted a scheme that provides a balance between specification standards and two alternatives: performance and systems-based standards. This would allow effective and flexible means to continuous health and safety performance improvement. Mine operators, regulators and politicians could then go beyond thinking that compliance alone equals strong safety by creating a proactive system that emphasizes continuous improvement. By adopting performance and systems-based standards, exemplary safety and health performers can be recognized, allowing regulators to focus their efforts on those without sound occupational safety systems and who have substandard safety performance. The City of Toronto’s Coxwell Bypass Tunnel is currently being constructed by North Tunnel Constructors ULC, a joint venture of Jay Dee Canada, C&M McNally Tunnel Constructors and Michels Canada. This project includes construction of approximately 10.5 km of 6.3 meter finished diameter rock tunnel, five 20 meter diameter storage shafts and eleven tunnel connection drop shafts, along with associated deaeration and adit tunnels. This paper describes progress on the project to date and reviews the risk mitigation measures utilized on the project to move the project forward through tough geological conditions during shaft excavation and tunneling phase of the project.

Acid mine drainage is a serious water pollution problem, for its contaminants will eventually effect the quality of the receiving streams. According to the Appalachian Regional Commission (1969)1, 10, 500 miles of streams have been polluted by mine drainage, and 70 percent of this acid pollution is accounted for by underground mines. Due to the severe damage to aquatic life, to recreational and industrial use, and to domestic water supply, more stringent mining and anti-pollution laws have been legislated and coal mine operators are required to treat the mine water discharges to meet the minimum standards. For years now, abatement and treatment methods have been extensively studied. Progress reports presented in the Fourth Symposium on Coal Mine Drainage Research, 1972 1 suggest that a thorough investigation and understanding of the basin discharge is necessary in order to cope with the mine drainage problem. The extent of mine water discharge contamination can be considered as a function of the basin streamflow and acid generation load.' A conservative treatment cost estimation these days is $0.40 per 1, 000 gallons for water with 100 ppm iron, 500 ppm acidity. These figures need not include collection and pumping costs nor the cost of dispersing of chemical waste by-products. To achieve optimal abatement and treatment of mine drainage, predictions of the quantity and quality of mine water discharges are needed. Basin discharge is a continuous process and it can be considered as a. macro-system. This system can be subdivided into micro-systems to describe the various mine discharge .types in the basin. The mining activities could produce acid water discharges from deep mines, stripmines, or associated gob piles. A total study entitled ?Resource Allocation to Optimize Mining Pollution Abatement Programs?* will consider all of these sources. However, this paper will discuss only one micro-system, the drift (deep) mine type. We will look at a single mine and its watershed. The total research project considers a multiple mining complex in an extensive stream basin.

There is an ever-increasing need for quality construction materials to provide the necessary housing and transportation facilities required for the protection and movement of people and goods. By the year 2000, requirements for housing in the United States will have doubled due to population growth. Requirements for transportation facilities in this same period will also have increased substantially. Further, all existing facilities for both housing and transportation will require substantial maintenance of one form or another. Aggregate is the basic material of the construction industry. There is some occurrence of aggregate source material in virtually every state of the United States, and in every country in the world. United States reserves of commercially useable aggregate have never been systematically estimated and are probably so vast as to be incalculable.1 However, in many areas its existence is largely negated by inaccessibility. Often it is lodged deeply or intricately in the earth or it is too distant from markets to offer a desirable "return on investment" under the present economic structure. Other factors that prevent its utility are the occurrence of small scattered deposits that individually are too small to justify the necessary capital investment for exploitation and collectively are too widely disseminated; also, the aggregate nay be deficient in certain desired chemical or physical qualitites.1

The pandemic emergency is forcing transit agencies to define strategies allowing social distancing, which are more challenging in underground interchange stations in crowded downtown cores. Toronto Transit Commission’s (TTC’s) Bloor-Yonge Station Capacity Improvement Project in Toronto was approved to meet increasing demand and represents an opportunity to fight COVID-19. This paper discusses cost-effective solutions in expanding the cut-and-cover station box over the existing Toronto Subway Line 2 and connecting it through ventilation openings in the cast-iron tunnel liner. Potential uplift risks and structural damage due to minimal vertical clearance were analyzed via three-dimensional finite element analyses with advanced constitutive laws to simulate the multi-stage construction process. Based on the simulation results, a series of countermeasures, including excavation support systems, king posts, ground-consolidations, and liner reinforcements were integrated into comprehensive design options to ensure the serviceability and structural integrity of the subway tunnels.

It would be most difficult to place a date on the beginning of the revolution in analytical techniques that we have witnessed in recent years; but there is no question that the period since the end of World War II has seen a major change in thinking with respect to control and accounting analyses. For reasons relating to competition, much of this change was brought about in the chemical industries and only more recently has begun to affect directly the mineral industries. In considering the subject outlined in the title of this paper, one might well be tempted to discuss solely the more exotic methods of control and automation which have come into being in the past short while. In this paper, however, an attempt will be made to take a broader view and consider not only the application of newer purely physical methods of control but also those phases of chemical plus physical analyses that have bearing on our industry.

The problem of assessing uncertainty in grade estimates has been a topic of research and debate since kriging was first introduced. Use of the kriging variance was originally touted as all that was necessary in order to produce confidence limits for grade estimates. Since then the prudence of using the kriging variance for confidence interval estimation has been questioned, and techniques such as the jackknife and conditional simulation have been proposed to develop "true" interval estimates. This paper compares the differences between interval estimates produced by the three methods and makes conclusions about the performance of confidence intervals produced by the different methods.

Methane gas explosions are a major risk in underground coal mining operations. The severity of such explosions can range from local area damage to massive loss of miners’ lives along with significant damage to mine infrastructure and ventilation controls that may lead to mine closure and loss of the entire operation. This study demonstrates the viability of integrating a computational fluid dynamics (CFD) combustion model into a longwall mine ventilation model to simulate methane gas explosions in the longwall face area. The resulting 3D methane gas explosion simulation can provide better understanding of the fundamental physics and the potential impact of an explosion in an underground longwall coal mine.

Design of plugs for abandonment of boreholes and shafts may be governed by the bond strength between the plug and host rock. This paper presents the results of push-out tests on cement grout plugs in salt. Two expandable cement grouts have been tested. The average interface shear strengths ranged from 2 to 12 MPa. Peak shear stresses at failure, assuming an elastic stress distribution along the interface, were up to eight times higher. Standard deviations commonly reached 20%. Dissolution along the interface was observed, and may have been enhanced by clay inclusions in the salt. This dissolution appears to have reduced bond strengths. Application of the results to the design of plugs for larger openings (e.g. shafts, drifts, or boreholes) is discussed.

"Productivity in openpit mines depends on the observation and adjustment of critical phases of operation. As one of the most expensive activities in openpit production, optimization of the load-haul-dump cycle becomes a critical aspect to address. Using simulation techniques and an ad hoc methodology for analyzing the key performance indicators (KPIs) involved in the production cycle, it is possible to compare actual performance and ideal operating conditions and develop an alert system when operating conditions are subpar with the expected production standards.Study objectivesThe purpose of this work is to implement a methodology for optimizing the haulage cycle by identifying and adjusting the factors that affect the cycle time performance. The methodology includes the implementation of an alert system emitting warning messages when one or several trucks are idle, or when the time of completing production tasks is falling outside a predefined value. This alert is compared with predefined KPIs and is used to determine corrective actions.The alert will:• Demonstrate the benefits of time analysis and how this affects the productivity results in the mining process.• Demonstrate the utility of KPIs in the extraction of ore and waste and how they help to identify equipment performance.• Develop software interfaces to visualize the alert system in order to increase awareness in the operations supervisor.• Make recommendations for future applications that can help improve the productive process of an openpit mine.Problem statementTransporting material in openpit mines may require the utilization of high capacity equipment, which also represents an elevated cost per hour. A supervisory system that controls the adequate distribution of trucks and shovels by providing the operational status of each unit shall contribute to increase productivity while subsequently reducing operational costs. Nevertheless, there is an issue with certain dead times such as queue trucks for loading, trucks waiting to be loaded and other delays. This creates inefficiencies in fuel consumption and energy utilization.For the identification of delays, a contextbased system could be required in order to help optimize the haulage cycle time by controlling delays in loading, haulage and dumping. After applying this methodology, efforts were focused in correcting out-of-standard performance values."

The main purpose of mine ventilation design is to provide sufficient quantity and quality of air to the workers and to dilute methane and other contaminants. It is generally perceived that the additional air along the longwall face will improve methane dilution on the face and in the tailgate. However, computational fluid dynamics (CFD) modeling efforts at the Colorado School of Mines (CSM) under a National Institute for Occupational Safety and Health (NIOSH) funded research project have found that higher flow velocities along the longwall face are shown to increase the pressure differential between the gob and longwall face allowing more methane to be entrained in the active face and tailgate (TG) area, thereby negating the dilution effect. The increased face ventilation causes an increase in pressure along the headgate side which allows more oxygen to ingress into the gob area, thereby increasing the amount of oxygen available to form explosive methane air mixtures in the gob and to support spontaneous combustion of the coal. Two things are happening at two different locations along the longwall face, increase in pressure as the flow enters the active area cause an increase in pressure which forces more oxygen into the gob, but as the flow is developed along the longwall face, the higher velocities causes greater pressure drop allowing methane to enter the active face further downstream from the headgate (HG) towards the tailgate side. In this paper, a parametric study will be presented to discuss the effect that varying the face air quantity has on methane concentrations in the tailgate and formation of explosive gas zones (EGZs) in the gob. Counter to conventional wisdom, it appears that increased longwall face air quantities may increase the explosion hazard as they result in increased EGZ volumes in the gob, along with increased methane quantities in the tailgate return.

The MBS Solvent Extraction System utilises a unique design of mixer- settler having very high capacity per unit area and great flexibility. The development of the mixer-settler is traced through its various stages wherein the independence of mixing and pumping, reduction in settler area requirements and simplicity of plant layout were achieved. The laboratory, pilot plant and full scale tests contributing to the development of the machine are described. The existing KREBS SX plants in Europe and Africa are described as well as the plants presently under design. Results of recent testwork are also given.

Centromin is a Mining Company owned by the peruvian government. It's considered as one of the major mining and metallurgical center in Latin America. The main operations of the Company are: Mining, Concentration, Smelting and Refining of several metals (Figure 1). At present, dentromin operates with six mining units: Cerro de Pasco, Morococha, Casapalca, San Cristobal, Yauricocha and Cobriza; which are located in the Central part of the country between 2 100 m and up to 4 800 m above sea level. The installed capacity of concentration all together ranges about 14 000 tons per day. There's also a metallurgical plant in La Oroya with a production capacity of 220 000 tons per year of refined metal. The production of the Company is diversified in twenty two (22) final pro- ducts, whose major productions are : copper, lead, zinc, silver, gold, tungg ten and bismuth. The minor products are: arsenic, antimony, cadmiun, teluriun, sulphuric acid, indium, selenium, etc.

Phase III of the Orme Street Combined Trunk Relief Sewer project connects two existing 2.13 m diameter combined sewers to a new 3.66 m diameter relief sewer at 7locations along a 970 m alignment in downtown Atlanta. The alignment was enveloped by adjacent structures and utilities. The project was constructed below the groundwater table through compressible residual soil, rock and mixed face using a myriad of construction techniques, including compressed air NATM and jet grouting. Numerous design and alignment changes and accommodations for existing utilities and conditions were made during construction. The authors believe this to be the ?rst NATM project in North America utilizing compressed air tunneling.

Coal mine refuse handling traditionally has been the redheaded stepchild of the industry - a problem to be ignored as much as possible. During the past few years, however, mining companies have become more aware of the potential water pollution problem associated with refuse handling and storage. Planning for refuse disposal increasingly emphasizes protection of the environment as well as economics of refuse handling. Coal companies are responding to the environmental control needs by devising new systems and adapting well-known techniques to refuse handling systems. Monterey Coal Company has operated a non-polluting refuse disposal system at its No. 1 Mine for over two years. The purpose of this paper is to describe the design considerations given to the planning of that system and the operational experience gained during its construction

As part of an effort to provide basic data on the fundamental scientific and engineering principles of minerals beneficiation, the Bureau of Mines is conducting research on the flocculation of mineral fines. This paper presents results of studies using crosslinked starches containing carboxyl, diethanolamine, iminodiacetic acid, and xanthate groups to flocculate hematite, goethite, chromite, manganrte, pyrolusite, cuprite, and cassiterite fines. The carboxyl and xanthate derivatives flocculated all minerals except cassiterite; the latter was flocculated by only the diethanolamine derivative. The iminodiacetic acid derivative flocculated hematite, goethite, chromite, cuprite, and pryolusite fines. Zeta potential measurements were made to help define the reaction mechanism responsible for flocculation. These measurements indicate that electrostatic attraction probably is not involved, except possibly in the case of the diethano lamine derivative. The separation of hematite from quartz by selective flocculation with chelating cross- linked starches under two pH conditions and with two dispersing agents is described. Best recoveries and grades were found when either the carboxyl or xanthate derivatives was added at the natural pH of the pulp in the absence of a dupersing agent.

According to the 1966 Bureau of Mines Mineral Year Book only three states reported production of lignite in that year. These state: were North Dakota, Montana, and South Dakota; although it is known that there is production of lignite in Texas, California and, perhaps, Arkansas. In the year 1966 North Dakota produced 3,543,000 tons of lignite, Montana produced 328,000 tons of lignite, and South Dakota produced 10,000 tons of lignite. In view of the fact that North Dakota produces approximately 95 per cent of all the lignite reported in the United States, in discussing lignite mining, my remarks will be confined to lignite mining as conducted in North Dakota and will be confined to the production of lignite by stripping methods, as this is the predominate method used today. The first lignite mining in Worth Dakota, undoubtedly, was done by people settling in the western part of the state where wood was scarce and where lignite is exposed in the banks of creeks and ravines. The first production records were kept in 1884 and indicate that 35,000 tons of lignite were mined that year. The growth of the lignite industry has been very slow during the intervening period, but in 1966 production started to increase, and it is now indicated that production in the next few years may approach 6,000,000 tons per year. Ninety-seven per cent of the lignite produced in the lignite area of the Midwest is utilized in the generation of electric power, and it is anticipated that this use will predominate during the next two decades.

Utah produces a wide variety of industrial rock and mineral commodities, valued in 1998 at $534 million (28 percent of the total non-fuel mineral production of Utah). Major commodities produced in 1998 include: halite; potash and magnesium chloride; Portland cement; sand and gravel; car- bonates including lime, limestone, and dolomite; phosphate; crushed stone; clays; perlite; gypsum; and sulfur and sulfuric acid. Commodities produced in lesser amounts include: diatomite; pumice; silica; lightweight aggregate; gemstones, ornamental stone, and mineral and fossil specimens; byproduct sulfur and sulfuric acid; silica; and building stone. The years 1993 through 1998 were a period of steady growth in industrial rock and mineral production. However, some commodities have grown much more rapidly than others. The robust western U.S. economy has stimulated production of construction-related commodities like sand and gravel, raw materials for Portland cement, lime, and building stone, resulting in exploration for raw materials, development of new quarries, and expansion of existing plants. Noteworthy specific developments include: (1) opening of new aggregate operations and buyouts of small aggregate operations by large national and international firms, (2) expansion of a lime operation and two cement plants, and (3) development of several new gypsum mines. The future of the industrial minerals industry in Utah looks promising despite a more restrictive regulatory environment and a growing anti-development attitude among its citizens. While Utah has become less pro-development than it was prior to the 1990s, it is still moderate compared to strongly anti-development states, so companies have some motivation to choose Utah in their strategic mineral development plans. As long as the western states' economies continue to grow, Utah's industrial minerals industry should thrive.

"INTRODUCTIONThe shales of the Greater Toronto Area (GTA) have been known to experience time-dependent deformations (TDD); those initiated by excavation-induced stress relief which progress with time as a function of rock porewater salinity, access to freshwater (or air) of lower salinity, clay and calcite content, and the buildup of swelling pressures within the rock mass. These deformations can induce long-term pressures on shaft walls and tunnel linings, especially if the permanent works are constructed soon after excavation, with very little time delay. This paper presents measurements of time dependent deformation of recent shaft and tunnel projects constructed in the GTA, and draws conclusions regarding the main influences on the TDD. The key input parameters for the numerical predictive model are critically assessed. Projects which are discussed include the Billy Bishop Airport Pedestrian Tunnel, Hydro One Midtown Tunnel and Hanlan Feedermain (Contract 3).MECHANISM OF TIME DEPENDENT DEFORMATIONExplanation of MechanismThe Georgian Bay Shale unit consists of typically moderately weathered to fresh, grey to dark grey, fine to very fine grained fissile shale interbedded with slightly weathered to fresh grey, fine grained calcareous siltstone and limestone interbeds. There are two distinctive features of the shale in the Greater Toronto Area (GTA). One is a high horizontal stress regime, and the second is long-term time dependent swelling behavior which develops when the following factors occur (Lo and Micic, 2010):• Stress relief of the rock mass• Outward salt concentration gradient from pore fluid of the rock to the ambient fluid• Availability of fresh waterThe swelling is a consequence of the reduction in confined stress in the rock which occurs upon excavation in combination with a differential gradient in salinity between the saline rock porewater and freshwater or even humid air. Osmotic and diffusive processes result in a decrease in the salinity of the rock porewater achieved by an overall increase in the water content, resulting in volumetric expansion of the shale rock over time. Mine Safety and Health Administration (MSHA) regulations require underground coal mine operators to dust their mine corridors with an inert material to prevent coal dust explosions. The most commonly used material is pulverized limestone. Current practice to determine compliance with MSHA regulations requires the coal mine foreman or an MSHA inspector to collect samples of the deposited dust, a mixture of coal dust and limestone rock dust, for above ground laboratory analysis. To expedite this process, the U.S. Bureau of Mines has developed two instruments to facilitate the inspection and rock dusting processes, the explosibility meter and float dust deposition meter. The explosibility meter is a hand-held instrument which provides an in situ measurement of the explosible nature of homogeneous mine dust samples. The float dust deposition meter measures the mass loading density of the top layer of coal or limestone dust deposited on the mine floor during mining operations by the ventilation air. It may also be used to automate trickle rock dusting equipment. The operation of each device is based on the difference in the optical reflectance between the light limestone dust and the dark coal dust. The principal of the explosibility meter is based on the observation that, for a fixed coal volatility, the optical reflectance of dust mixtures is relatively constant at the limit of flammability, and independent of the coal dust particle size.
