To accommodate growth in air service and to follow the Master Plan for long-term airport development, the Metropolitan Washington Airports Authority established thed2 Development Program at Washington Dulles International Airport. A sub-surface Automated People Mover (APM) System is under construction to replace the Mobile Lounges as the primary people mover system at Dulles. To minimize disruption to airport operations the majority of the APM System’s crossings of Taxi lanes will be undertaken using Tunnel Boring Machines (TBM) or the New Austrian Tunneling Method (NATM). This paper explores the planning and design of these shallow tunnel segments for future generation aircraft loads, within the constraints of minimal construction access under post 9/11 security requirements and the context of the overall airport expansion program.

Goldcorp Inc. has mining operations and exploration projects throughout Canada, the United States, Mexico, Guatemala and Honduras; as well as partnerships in Argentina and the Dominican Republic. In rural areas of developing countries it is very common to have mining operations surrounded by diverse communities consisting of people with limited, or no formal education. This is fertile ground for anti-mining NGOs to cultivate. The limited educational backgrounds of the people, coupled with a company desire to maintain a low profile can lead to a problematic lack of trust between the local communities and the mining company. As part of its commitment to environmental stewardship and sustainable development, Goldcorp has implemented various programs to build trust at these operations, as well as incorporating this policy into any new projects prior to commencement of operations. This paper is intended to describe two initiatives that have shown positive results for both the communities and the Marlin Mine.

The recycling of electronic waste (e-waste) tends to be a rather complex undertaking when considering the intimate bonding of materials in the average printed circuit board. The development of a recycling process is further complicated when considering the wide variety of products being generated under the heading of “electronics” as well as the constant change in materials of construction coupled with the speed at which electronics are changing. CSM researchers have undertaken a survey of the current state of pyrometallurgical processing of e-waste. This base-line will set the stage for the development of new recycling technology at CSM.

The Mine Safety and Health Administration's (MSHA) Ventilation Division continues to evaluate proposed explosion-resistant seal designs. There are currently eleven specific designs for explosion-resistant seals that are suitable for construction in underground coal mines. Seal construction in operating mines must be equivalent to those constructed in the Experimental Mine during the explosion testing program. Accidental failures of seals have occurred due to explosion pressures below 138 Kpa (20 psi). The possibility exists that the failed seals were not properly constructed. Also, conditions in the vicinity of the seals may change. Water may accumulate against the seals, heave or sag may cause detrimental effects on the seals, and sloughage of the ribs may negate hitching. If seals are not properly installed or maintained, they could fail when subjected to explosion pressures. If seals fail for any reason, the possibility exists for explosion propagation throughout large areas of the mine. There could be catastrophic consequences to an event of this nature. This report will present a limited discussion on the construction of each of these seals and will address related issues.

A variety of approaches have been used in the recent literature for the estimation of pre-mining (or natural background) metal concentrations in areas affected by mining. The following is a list of some of these approaches: (1) historical and anecdotal data, (2) remote analogues (other similarly mineralized areas), (3) proximal analogues (nearby mineralized areas), (4) sediment sampling (streambeds, lakes, estuaries, floodplain deposits, and soil profiles), (5) stable isotopes (hydrogen, oxygen, sulfur, and carbon), (6) geochemical modeling (forward, equilibrium-based), (7) geochemical modeling (forward, kinetic- and transport-based, and inverse), (8) statistical analyses, (9) mass balance on oxygen flux, (10) mass balance with age determination of weathered material. Examples of each approach are described, and the strengths and limitations of each approach are discussed.

Since 1955, Gaspe Mines has produced 150 Mt (165 million st) of ore averaging 0.9% copper. The ore was mined from two open pits and from underground workings. In 1994, four exploration drill holes discovered a buried porphyry/skarn copper-molybdenum (Cu-Mo) deposit at depths of between 1,000 and 1,700 m (3,280 and 5,580 ft) below the top of Porphyry Mountain. The mineralization and alteration associated with the Porphyry Mountain quartz monzonite does not outcrop. Prior to 1997, about 19,500 m (64,000 ft) of drilling in 12 drill holes had outlined 200 Mt (220 million st) grading 0.73% Cu and 0.08% Mo. Mineralization occurs as veins and disseminations of chalcopyrite and molybdenite.

Resolution Copper Mining LLC (RCML) is currently in a Pre-feasibility study evaluating a large and deep copper and molybdenum deposit in the historic mining district east of Superior, Arizona. Work scheduled for the next several years includes dewatering the existing shut-down mine (the Magma Mine) and sinking an exploratory shaft to 2,130 meters (7,000 feet) below the surface. To dewater the Magma Mine and sink the exploratory shaft, RCML must extract and manage about 2 billion gallons of accumulated mine water inventory, as well as about 300 million gallons per year of new inflow. In order to conserve a valuable water resource in a desert environment, RCML worked with the New Magma Irrigation and Drainage District (NMIDD) to provide treated mine water to blend with and supplement the NMIDD?s water supply to approximately 2,000 hectares (5,000 acres) of farmland located east of Phoenix. A 44 km (27-mile) pipeline was needed to convey the treated water. It was essential that a treatment system be used which could reliably meet irrigation water quality goals, produce a non-scaling effluent to maintain pipeline flow capacity, and generate a dense sludge minimizing disposal cost and volume. This paper describes the resulting mine water treatment and recovery system (MWTS) and how the system has performed against objectives.

Until recently, the generation of electricity was regulated in all states and the value of generation assets in a regulatory environment for ad valorem taxation were based largely on the book value of the plant plus the rate of return on capital allowed by the state regulatory agency. This method of appraising utility generation assets is inappropriate in a competitive environment because past capital expenditures are not relevant in a competitive environment. However, it is not clear what valuation methods are appropriate after restructuring. This paper identifies key problems and advantages of other appraisal methodologies and makes comments on various valuation and taxation methods.

PT Kaltim Prima Coal?s 13-km (8-mile) overland conveyor (OLC) was commissioned in 1991. It is a conventional three-roller, 35 degree trough belt type. Cost and performance optimization during initial design resulted in a 5.4-m/sec (17.7-ft/sec) belt speed, 1,000 mm- (40 in.-) belt width to convey 1.35 kt/h (1,490 stph) and 7 Mt/a (7.7 million stpy) of coal. Despite a high initial figure, the belt speed was lifted to 6.5 m/sec (21 ft/sec) in 1996 to accommodate mine throughput in-crease. In 2002, a new low loss ST2100 1,100 mm- (43 in.-) wide belt replaced the ST2250 that was due to be changed-out. An upgrade project was initiated at the end of 2003 to further increase the belt speed to increase the OLC capacity to 30 Mt/a (33 million stpy). Upgrading the OLC by increasing the belt speed was the lowest capital option. Increasing belt width and/or modifying the trough angle to have larger cross sectional area was not an economical option because it would require expensive changes and significant down time of the OLC. To achieve 30 Mt/a (33 million stpy), the belt speed had to be increased to 8.5 m/sec (28 ft/sec). Although such high belt speed looked feasible, there was no information at that time of other OLC operating at such high speed. There was a risk that the conveyor would not operate safely and reliably at higher speeds. This risk was escalated by the fact there was no facility to lower or fine-tune the belt speed once the higher belt speed was implemented.

The underground ventilation system at the Waste Isolation Pilot Plant provides unparalleled ability to ensure safety of the workers, public and environment. Although small spatially, it can vary the airflow from 66,000 acfm to 460,000 acfm. It can automatically incorporate HEPA filtration in the event of radioactive contamination. Remote-capable regulators individually control the four main splits, and can be adjusted from the surface if necessary. A ventilation remote monitoring and control system provides real-time information. Future areas of concern include DPM compliance, system psychrometry, logic-based-real-time mine ventilation simulation and automation using PLC technology. This paper discusses the evolution of this system.

This paper deals with the development of environment performance indicators (EPIs) for the steel industry. Environmental performance has become one of the key measures of business success. Emergence of continuing pressure from customers, employees, government and NGOs for environmental performance evaluation (EPE) of industries has led to evolve a framework for the development of sector specific environmental performance indicators. EPIs can be used by steel industry for assessing the continual improvement in environmental perfromance, selecting various eco-friendly options, benchmarking, environmental reporting, technology assessment and dissemination, evaluating environmental impacts and building EPIs based environmental management systems. The objective of this paper is to develop EPIs for steel industry and provide framework for development of environmental performance indicators based environmental management system and its integration with the overall management system. An indepth discussion has been presented concerning identification of EPIs, eavaluation of significance of EPIs, their prioritization and its integration with Environmental Management Systems. A new methodology has been proposed for implementing EPIs based environmental management systems . The material presented is derived in part from PhD studies of Rajesh Kumar Singh.

Heightened environmental consciousness has resulted in the development of various international accords dealing with natural resource management. This international awareness is now being translated into regional and local initiatives that proactively implement collaborative environmental management programs. One such program was recently initiated in northern Chile in recognition of the interconnection of Andean salars. Cooperative efforts between industry, governmental agencies and academic professionals have resulted in the implementation of simultaneous environmental monitoring of flora and fauna in the salars of northern Chile. This coordinated effort is leading to an improved understanding of the migratory patterns of South American fauna, as well as improved access to an expanded database for the multiple user groups associated with the Andean salars. The El Abra Mine is actively participating in these coordinated monitoring efforts.

The introduction of computer technology to the mining industry has produced many benefits for the mining engineer. The most significant is the dramatic increase in productivity realized by the individual user. This is important during times of competitive market conditions. Software for the minerals and energy industries has evolved substantially over the past decade. But even today it remains difficult to find a system that features the flexibility and integration capabilities to effectively (and cost-effectively) handle the needs of professionals in each phase of the mining industry - from exploration to reclamation. Several national software developers are now addressing this challenge. One Denver-based company, MINEsoft Ltd., offers a software package that is currently being used in each phase of the mining industry. The basic technology used in MINEsoft's database management system was developed in the 1960s. But during these early years of the computer industry, most of the technology was available only on mainframe computers, and then only as separate entities. MINEsoft's system unifies these various systems in one package that can be used on most computers manufactured today. Database Management System TECHBASE is a flexible, integrated database management system designed specifically for technical applications. The system features a database manager with no practical limit to the amount of data it can store, retrieve, and manipulate, according to the company. TECHBASE in¬cludes Applications Packages (TAPs) designed to meet the needs of professionals in a host of industries. Clients use the TECH BASE system to prepare many reports, including important EPA information. The package reduces data to a manageable level and enables users to increase productivity with a smaller staff. Mining engineers no longer need to do things by hand. What used to be a day's work can be accomplished in an hour or two. Exploration "Using the TECHBASE system to generate maps has probably saved us the expense of three or four draftsmen," says Ralph Fitch, regional manager and senior staff geologist with Chevron Resources in Portland, ME. "The system has great flexibility. You can treat it much like a spreadsheet. If you are halfway through with a particular project, the system allows you to add fields and calculations with ease but without starting over." Fitch uses TECHBASE for the "straightforward" plotting of results and generation of geochemical and geophysical profiles. "In exploration," he says, "these are the two key elements ... the generation of maps and data profiles. The system allows you to plot as many elements and variables in these areas that you like." Other aspects are important, too, says Fitch, including drill hole sections. "We use all the basic capabilities the system provides in the complete package," he explains. "Soft technology" computers and computer programs-brings to mind a room full of machines, tape drives, disks, plotters, and printers spitting out financial reports. Computers now have a much broader scope of applications because of reductions in equipment size and cost. For example, people now interact directly with computers to control events. Such computers and associated equipment-called interactive control systems-are often small, relatively inexpensive, and can be designed to increase productivity at mining operations. This is accomplished by improving communications between individuals; giving employees the information needed to make decisions in real time, as events are happening; and giving individuals the background needed to perform more effectively. This paper will describe a procedure for determining the return on investment for interactive control systems, and describe four such systems. The analysis process is general in nature and can be applied to any type of mining operation or production process.

In the mining and quarry industries, rock fragments are often transported by conveyor belt. To estimate the qualities of the rock fragments (i.e., size distribution and shape), an operator must take samples from the conveyor and manually perform a sieve analysis, which is time-consuming and tedious. Alternatively, an image-analysis system can be used to monitor the fragment quality on a fast moving conveyor belt. However, images of fragments on a fast moving belt vary to such a degree that the quality of any two successive images are not the same, and some of the images are of such poor quality that they are unrecognizable by human eyes. If poor-quality images are directly analyzed by a segmentation algorithm, the analysis will not be satisfactory. To resolve this problem, it is necessary to use an image-classification pro-gram for the automatic selection of fragment images with good quality. Because of this need, an image-classification program was developed and tested both in the laboratory and in the field. Testing of the system on different types of fragments showed that the system works reasonably well.

ISO 9000 is a system of quality standards that originated in Europe in the 1980s and has since been widely adopted by manufacturing companies throughout the world. The ISO 9000 standards have received less attention in the minerals industry. But, in part as a result of customer pressure, a trend is beginning to emerge for minerals producers to seek ISO certification. This is especially true among producers of industrial minerals. In early October 1994, SME's Industrial Minerals Division held a conference "ISO 9000 - uniting industrial mineral producers and consumers into quality partnerships," in Nashville, TN to bring people from the industry together to talk about their experiences with ISO 9000. William J. Miles, of Bentonite Corp. Inc., and A. Frank Alsobrook, of Alsobrook and Co., were cochairmen of the meeting. In his introductory remarks, Miles noted, "ISO 9000 is more than a quality program. It is a quality philosophy. Appropriately imple-mented, it is a contract between the supplier and the customer. It leads to continuous quality improvement and reduced manufacturing costs."

1.0 PROLOG Since the "end" of the Cold War, revolutionary new research and commercial remote sensing capabilities are being developed that will dramatically change the way we map the earth and address its environmental problems. The technology challenge is not the growth of new environmental remote sensing technologies themselves. It is, rather, how these new innovative observing systems can be accepted and used to the benefit of both the regulatory and the mining communities in the light of present concerns about unknown risks of discovery and liability. An ilmenite concentrate was reduced in the solid state with carbon under argon atmosphere at temperatures between 1000oC and 1400oC. The ilmenite concentrate and 50% excess carbon were reacted to achieve the highest attainable degree of reduction at each temperature and the reaction products were subjected to a series of analytical work by optical microscopy, X-ray diffraction analysis and SEM ( EDS) analysis. The ilmenite remained unaltered at 1000oC and had a slight change in its composition at 1050oC. A secondary oxide phase containing metallic nuclei was detectable at 12% reduction at 1100oC. The reduction of TixOy took place in a sequence changing the y/x ratio from 2.0 to a value less than 1.0 at 84% reduction at 1400oC. Metallic phase consisted of Fe and C initially and started to include Ti at the later stages. Complete reduction of TixOy to metallic Ti was not possible at these temperatures.
