In underground mines, coal dust explosions are prevented by the addition of rock dust sufficient to render the coal dust inert. The National Institute for Occupational Safety and Health (NIOSH) developed a hand-held instrument that uses optical reflectance to measure the explosibility of a rock dust and coal dust mixture. This instrument is called the Coal Dust Explosibility Meter (CDEM). In this study, NIOSH personnel accompanied Mine Safety and Health Administration (MSHA) inspectors on their routine band surveys in five underground coal mines in MSHA District 2 (Pennsylvania) and three underground coal mines in MSHA District 11 (Alabama). While underground, NIOSH personnel and MSHA inspectors used the CDEM to assess the explosibilities of the dust samples. The values of percent incombustible content (percent IC) determined by the CDEM agreed well with those obtained later by low-temperature ashing (LTA) in both MSHA and NIOSH laboratories. Further, the meter identified some samples as potentially explosible that LTA analysis had found to possess sufficient rock dust for inerting. The CDEM provides more information on the hazards in the mine. Rapid identification of areas with explosible dust mixtures using the CDEM allows for immediate intervention rather than a wait of several weeks for laboratory analysis.

The Liaoning Dahuofang Reservoir Water Transfer Project is an important development for the Department of Water Resources of Liaoning Province in northeastern China. The 85.3 km water conduit will transport water from the Hun River downstream of the Huanren Reservoir to the outlet on the Suzi River leading to the Dahuofang Reservoir. The additional water is required to sustain the growing cities of Fushun, Shen-yang, Liaoyang, Anshan, Panjin and Yingkou. The project is divided into seven contracts. Three TBM contracts comprise almost 75% of the work and the others are drill and shoot. The focus of this paper is about the creditable TBM performances achieved and some of the problems encountered by Chinese contractors; notably two having had no previous TBM experience.

Historically, boulders are a frequent source of problems in soft ground tunneling. During tunnel construction, the need to manually break and remove boulders as obstructions causes delays to the project. Repairs to a tunnel boring machine (TBM) can also be a source of delays. Managing these problems is difficult since normal soil investigation techniques do not accurately predict the presence or frequency of boulders. This has lead to considerable number of claims for extra costs and delays during the construction of soft ground tunneling projects. These issues are exacerbated in pressurized face tunneling systems where there is limited access to the TBM cutterhead for obstruction removal and/or cutterhead maintenance. The project team that built the Big Walnut Augmentation/Rickenbacker Interceptor (BWARI) Project for the City of Columbus successfully managed the design and construction of a 4,267 mm (14 ft) diameter soft ground tunnel with high boulder concentrations in a complex geologic setting. The management of the boulder issue tookplace during several phases of the project.

Using an exhaustive data set of Walker Lake, four different kriging techniques plus the inverse distance squared weighting were compared with regards to each one's performance in accurately estimating the block grades. The North-West quadrant of the Walker Lake data area was used because of its extreme variability of values and its distinct contour of the values. There were 1900 exhaustive data points in the selected area from which a total of 121 samples were drawn following the sampling strategy given in Isaaks and Srivastava (1989). The average of 5 x 5 exhaustive data points was treated as the true, known block grade. A total of 780 blocks, each block corresponding to the average of 5x5 exhaustive data points, were then estimated using the 121 sample points. The resulting estimates were then compared with the true known values to determine each technique's prediction performance. For this particular portion of the Walker Lake and for the given sampling strategies used, the obtained results for the global estimation are mixed. For the variable U which is much more variable, the rankings are; 1) Jackknife Kriging (JK), 2) Indicator Kriging (IK), 3) Inverse Distance Square weighting (IDS), 4) Ordinary Kriging (OK), and 5) Log-Jackknife Kriging (LJK). For the variable V, the results are; 1) OK, 2) IK, 3) JK, 4) LJK, and 5) IDS. When we apply several cutoff grades to the estimates to determine the conditional mean grades and tonnage, the above rankings generally get shifted around. Two exceptions to these cases are; a) UK for U and b) IDS for V. These two consistently ranked at the bottom.

Increasing use of pressurized-face tunnel boring machines in North America has produced a similar increase in the application of precast concrete tunnel linings. Where a pressurized TBM is needed, immediate ground support and ground water pressure resistance is also required. A segmental lining installed within the TBM tail shield provides the only available means of providing such a sealed lining. This paper addresses new developments in North America in lining applications and design. For the purposes of this paper, a precast concrete tunnel lining is defined as a tunnel lining constructed using precast concrete segments that are assembled into a lining ring. The lining rings are connected adjacent to each other to form a tunnel lining. Each segment has a sealing gasket around it so that when the lining is completed, it provides a fully waterproof lining system. The ring is erected within the tail shield of the TBM and the annular gap around the ring is filled with grout as the machine moves forward. The ring is not expanded and normally provides the finished lining of the tunnel with no requirement for a second pass lining. The TBM has a series of hydraulic rams that push on the leading edge of the segmental lining to provide the sole system of forward propulsion for the machine. The rings are tapered, being longer on one side than the other. This allows the rings to be installed either on a curve or in a straight line depending on the rotational position of the rings.

One way of cost reduction is attained when using materials with improved erosion ? corrosion resistance. For many years hard irons successfully answered the Mining Operation needs however application ranges were limited due to the low chemical resistance of such alloys. Corrosion resistance of any hard iron increases when microscopically homogenizing chromium and generating passivation conditions throughout and between all metallographic phases. Chromium distribution of the new material called Max10 was analyzed with EDS ? energy dispersive spectroscopy. At critical depleted chromium carbide ? matrix interfaces chromium increased to 31.72% which is well within passivation levels. Generally the corrosion resistance of high chromium hard irons provided by Metal Casting Industry is limited to 0.5% sulfuric acid and 28 PPM ionic chlorides. Such restrains increased when using Max10 to 2.0% sulfuric acid and 100 PPM ionic chlorides. Max10 contains 35% carbide volume fraction, has excellent corrosion resistance within pH = 1.15 ? 13.6 while fracture toughness under plain - strain conditions and Mode I opening is KIC = 20 KSI.(inch)1/2. Wear rate was calculated with the pin-on-disk apparatus using a diamond indenter per ASTM G99 recommendation. After years of research, experimentation and implementation the Max10 castings were service installed in slurry pumps and mixing equipment. In some applications the life time of slurry pumps manufactured in Max10 tripled versus previously used materials.

Long extensible conveyor systems are an important option for efficient tunnel excavation where intermediate access is impractical. The conveyor system designed for the Pula Subbaiah Veligonda Tunnel #2 in Andhra Pradesh, India will eventually extend to 19.35km. The Ø10.0m water diversion tunnel will be excavated under India?s largest tiger sanctuary using a Robbins Double Shield TBM. Once extended, the conveyor will be one of the longest single-flight systems ever installed in India, and is expected to offer increased system availability over comparable systems using muck cars. This paper will examine the engineering challenges of long-flight extensible conveyor systems in the areas of belt selection, component design, and equipment location in confined assembly and launch areas

PRINCIPLES OF MINE PLANNING During the initial planning stages, all mining operations are analyzed and evaluated in a similar fashion. This similarity holds true because the mine-planning procedure can be reduced to a network of interrelated systems that are tied together by a common philosophy of mine planning: namely, that the resource is to be extracted in a manner which is safe, efficient, and profitable. The success of the mining operation cannot be guaranteed unless each of these three requirements is met. Fig. 1 shows a flowchart for the initial planning of any mining operation. Notice that there is a preplanning stage that leads to the planning of four interrelated systems. The preplanning stage includes property exploration, estimation of production and manpower requirements, and the establishment of construction timetables. The four systems, evaluated after the pre-planning stage, are broken down into the following: (1) Excavation and handling system, (2) Strata control system, (3) Operating support system, and (4) Service support system. The Excavation and handling system includes the selection of all the equipment for the removal of the resource from its in-place deposit (e.g., draglines, continuous miners, rock drills, etc.) and for the transportation of the mined material from the face (e.g., belt conveyors, trucks, etc.). The Strata control system incorporates all those considerations which maintain the integrity of the roof, ribs, floor, and overburden both during and after the extraction phase; typical considerations in this area include pillar sizing, artificial support of the immediate roof in mine entries, and subsidence protection. The Operating support system contains the "necessary evils" of mine planning; the system consumes a large percentage of the mining engineer's planning time but does not contribute to the actual extraction of the resource. However, if proper attention is not paid to the various components of the system, such as ventilation, drainage, and power, then the mining operation will not perform to its capabilities. Finally, the Service support system is composed of those operations which keep the mine running efficiently; typical examples of these include maintenance and sup- ply. One important concept that Fig. 1 is designed to emphasize is that the four systems are interrelated; typically, a slight alteration of one can affect the performance of another. If these interrelationships are ignored, the effects on the system can be disastrous. The mine preplanning stage and the four subsequent system evaluations constitute the Analysis portion of the mine planning flowchart. After this portion of the study is completed, the overall projected operation can be evaluated by techniques such as financial analysis. This last step in the study is referred to as the Synthesis of the previously calculated parameters into an overall plan. Much has been written about the overall evaluation of mining properties, but, over the past thirty years, very little has been written about the analysis of mine- planning systems in a coordinated manner. Further, those texts which attempted this topic have failed to give sufficient examples for successful implementation, thus supporting the operating engineers' lament that it is easy to discuss theories but difficult to show applications. This text is intended to bridge this gap. Examples of the various stages of the analysis portion of the mine planning flowchart shown in Fig. 1 will be covered in this text, with the exception of the Service support system, since this system is oriented more toward day-to-day planning than long-term mine planning. INTERNATIONAL STANDARDIZATION The benefits that can be derived from an international standardization of the units used in mining engineering calculations are numerous. The interchange- ability of equipment parts and the ability to analyze and compare performance and design specifications on an equal basis are just two of the goals desired by both manufacturers and mine operators. Unfortunately, conversion to an international standard has not been rapidly achieved by engineers in the United States, due to their training under the English system. The Society of Mining Engineers of AIME has made the commitment for the adoption of the Systeme International d'Unites (SI) in all mining engineering calculations. Since many practicing mining engineers and students in undergraduate programs still find difficulty in relating to SI units, the calculations in this textbook will use the English system, with Table 1 available for conversion into SI units.

This includes new and innovative technical solutions as well as the sensitive management of interests. The lignite industry has learned that openness and the constant effort to exchange viewpoints within their environment are all essential elements. The credibility that has been gained over the decades is the foundation on which the lignite industry can build its future. Beyond that a framework of political guidelines is necessary. Public interest in a secure and inex-pensive energy supply that also includes lignite is indispensable. In this context, the lignite industry will then be able to answer the questions which are directed at them and concern the economy, ecology, and social tolerability also by indicators."

The Mini-DiscTM cutter drill bit is a radical design departure from the traditional tri-cone rockdrill bit. Miniature disc type cutting tools as small as 3.25 inches (82.5 mm) diameter are fitted to a bit body to cut individual concentric kerfs. The action is the same as that commonly used on large tunnel boring machines but miniaturized. The high performance rate and efficiency of a disc cutter are the result of producing a large proportion rock chips rather than sand or powder. The Mini-DiscTM drill bit, referred to as the “Disc Bit” has other unique features as well. It can be re-greased between runs. It can be rebuilt in the field in about 15 minutes, cutters can be replaced and the Disc-Bit appears to require less down hole hydraulic power than conventional bits. Thoroughly tested in the laboratory, the bit has recently been undergoing field trials in well drilling, blast hole drilling and shaft drilling. As any engineer knows, the laboratory can not shake out all the problems but it eliminates the more glaring weaknesses. Performance results have been exhilarating, and a few mechanical problems were discovered and largely overcome. This paper is a progress report.

The term shortwall mining is somewhat of a mis¬nomer. It may infer a longwall mining system, but of much shorter face length. Actually, continuous pillar mining is a more descriptive term. Coal is mined using a continuous miner as would be done in pillar extrac¬tion, but with the addition of roof supports to control the caving. Face length on such a system typically is 46 to 61 m (150 to 200 ft). The coal is cut in front of the roof supports in the same direction as with a long¬wall shearing machine or plow, but it is mined with a continuous miner and shuttle cars of the same type as used in continuous mining. ROOF SUPPORTS Roof supports for shortwall mining must be con¬siderably larger than those used for longwall mining because of the additional roof to be supported by the wider 2.6- to 3.4-m (81/2- to 11-ft) cut of the continuous miner. Capacities of shortwall chocks in current use vary from about 454 to 726 t (500 to 800 st). The higher capacity as compared to longwall roof supports is needed primarily because of (1) the greater support length, hence more roof weight, and (2) the presence of draw slate in the eastern coal seams, where shortwall is being used. The most popular shortwall support currently used is the four-leg 590 t (650 st) model. This support is shown in Fig. 1. The price of this support is approxi¬mately $25,000 each. As shown in Fig. 1, the shortwall chock incorporates an unusually long forward bar that has an additional hydraulically operated extension bar to provide face support for the wide miner cut. METHOD OF OPERATION Mining Sequence In shortwall mining, two or three (depending upon the chock design) move up cycles of the chock are needed because of the miner cut width. The Woodbury L-73 Tunnel involved the design and construction of a 96-inch tunnel driven through 8,080 lf of very difficult ground conditions. Anticipated ground and groundwater conditions consisted of potentially flowing silty sand with cobbles and boulders, mixed face of sand and sandstone and full face of the St. Peter Sandstone. Actual conditions were similar, although the quantities did change from bid quantities. This paper presents the approach used for development of the GBR regarding risk management. The means of arriving at a fair compensation for variances from the baseline values to address the actual encountered tunneling behavior of the soil, boulder count and its effect on production rates are presented.

What is your personal view and assessment of the overall health of the industry in the current global economy? The economic outlook remains soft for the near future and, although the global economy is showing signs of recovery, uncertainty has tempered the pace of recovery. In addition to uncertainty, we are still facing significant economic challenges in many parts of the world, including Europe and the United States. The rapid expansion of China?s economy has recently slowed, further contributing to the sense of uncertainty in the overall health of the global economy. This situation is both a blessing and a curse, depending on which sector of the mining industry we are considering. For example, coal, industrial minerals, aggregates, base metal and precious metals markets are impacted by different forces and drivers and will experience different outcomes within the same economic environment. Let me give a few concrete examples to illustrate this concept. The prevailing economic uncertainty that I have just described tends to drive investors toward safe havens. Gold has historically been viewed as a safe haven and as long as investors shy away from traditional investments, gold prices will remain high and gold mining companies will continue to expand and invest capital in their operations. The same sluggish economy that drives gold prices higher has the opposite effect on other segments of the minerals industry. A great example of this is industrial minerals and aggregates used in construction. The markets that consume these minerals have contracted significantly over the past five years. The outlook for this segment is poor, as the glut of available housing continues to inhibit demand for new construction and, thus, many industrial minerals. In addition to this, the federal government?s lack of political will to enact long-term legislation funding transportation and infrastructure projects continues to be a drag on the U.S. aggregates industry.

Geologic ore controls are usually interpreted and modeled from cross sections and plans, as they are critical to construct meaningful and accurate ore reserves models. The geologic boundaries are often modeled as two-dimensional surfaces or three-dimensional solids and used as hard boundaries to constrain the grade estimates. In many cases, the geologic model is the most important factor in estimating the mineralized tonnage predicted by the reserves model, since it is generally drawn to separate the volumes of mineralized and waste material within the deposit. Because geologic models are interpreted from widely spaced drill hole data, the accuracy of the contacts of the different zones modeled could be poor. The lack of accuracy in the definition of geo-logic zones can have a significant impact on a resource model. In this paper it is shown that the geologic interpretation can and should be checked for potential biases. In particular, an unbiased overall volume of the original drill hole information with respect to the resulting solids and codes assigned to the block model is sought. In addition, geostatistical conditional simulations can be used to simulate the geologic attributes modeled, thus providing an alternative view of the geology, and a measure of the uncertainty of the geologic boundaries. The simulated geologic model provides an assessment of the impact of alternative geologic interpretations on the over-all uncertainty of the reserves model. In the case study presented here, the uncertainty of the geologic model is quantified for a difficult-to-model, high-grade copper deposit in northern Chile.

The Systems Conveyance and Operations Program (SCOP) is being implemented to convey tertiary-treated effluent to Lake Mead near Las Vegas, Nevada. The Reach 3 Tunnel Project is part of SCOP. The tunnel?s planned location along and across the Las Vegas Wash creates challenging tunneling conditions. A number of feasible excavation and initial support methods are being considered during the final design stage. This paper describes how the tunnel construction options were refined based on anticipated tunneling conditions and compatibility between tunnel excavation and initial support methods. A brief description of the most significant characteristics of the anticipated ground conditions is included for the purpose of discussion.

The Masbate Province, Philippines, has been a gold producer for many years. Several gold properties were profitably operating until the outbreak of World War II in 1941. One of these properties was the Masbate Consolidated Mining Company that at the time showed an impressive production rate of more than 4,000 metric tons of ore per day and one of the lowest milling costs on record in the country at that time. Interesting enough, t was the milling equipment left abandoned at Masbate that gave birth to one of the giant copper producers in ASIA. In 1955, Atlas Consolidated Mining and Development Corporation started a new operation at its copper property in Cebu with the seven 2.4m 0 x 3m long (8'0 x 10' long) ball mills left abandoned at the old Masbate Gold Mine. Now, 25 years later, Atlas is processing over 100,000 metric tons of copper ore per day through its three copper concentrators, and, the seven old mills are still grinding, copper ores now.

MINExpo INTERNATIONL 2000 was a good place for companies to introduce new products, technologies and services to the mining industry. Caterpillar took that a step further. The company hosted a one-day preview of its mining products at its Tinaja Hills Training and Demonstration Center near Tucson, AZ. About 30 members of the trade press spent the day at Tinaja Hills before heading on to Las Vegas for MINExpo INTERNATIONAL 2000. Dozens of Caterpillar professionals provided the editors with a first-hand look at Caterpillar’s mining trucks, loaders, excavators, road graders, water trucks and engines. In addition, these Cat experts explained the intricacies of each piece of equipment, the latest technology that led their improvement and their value to the company’s mining customers.

Introduction The impact of the Comprehensive Environmental Response, Compensation, and Liability Act, or Superfund, as well as the Resource Conservation and Recovery Act (RCRA) and their state counterparts underscore the intention of the nation's lawmakers to reduce the risk from hazardous substance to American society. The promises and requirements embodied in these laws, together with their prospects for liability, will continue to have a very substantial impact on decision making in the mining industry. These laws present the prospects for staggering liabilities, often of an unquantifiable nature in terms of time and amount. It is therefore necessary to keep them in clear focus. This is particularly true in light of President Reagan's signing into law the Superfund amendments on Oct. 17, 1986, and in light of the Environmental Protection Agency's (EPA) major policy pronouncement of July 3, 1986, regarding solid wastes from extraction of ores and minerals. This article examines the general trends as well as the specific provisions of these laws in an effort to assess the prospects of liability for the mining industry of releases of hazardous substances into the environment. Hazardous substances vs. hazardous wastes The distinction between the terms "hazardous substances" and "hazardous wastes" is important to appreciate for the purposes of assessing the potential for liability for a mining operation. Hazardous substance is a term that appears in and is defined in the Superfund Act. In Superfund, it is defined by reference to other substances that have been declared to be hazardous under other federal environmental statutes, such as RCRA, the Clean Air Act, and the Clean Water Act. Hazardous waste is a term that is less all-encompassing than hazardous substance, as that term is defined by RCRA. Hazardous substances do not need to be wastes to be considered hazardous for the purpose of Superfund liability. A "release" of a hazardous substance into the environment can bring about potential liability under Superfund. Many mining wastes, even though they are not considered hazardous wastes by EPA under RCRA, have been determined by that agency to be capable of bringing about liability under Superfund if they contain chemical substances, such as the heavy metals copper, lead, mercury, zinc, silver, and others. Therefore, it is not sufficient for the mining industry to be able to answer whether one has hazardous waste at a mining site. That question only goes partway in addressing the potential for liability. The next question is, do one's solid or liquid mining wastes contain hazardous substances that could bring about liability under Superfund? Superfund 1980 law: A review Some provisions of Superfund as it existed before its recent amendments must be considered. The law provides that the owners and operators of mining sites, together with those who transport hazardous substances to such sites, can be held jointly and severally liable for the cost of cleaning up the site. The concept of joint and several liability means that one party, as among many, can be held totally responsible for the costs of cleanup. The Western Mining Resource Center (WMRC) at the Colorado School of Mines (CSM) received a grant from the National Institute for Occupational Safety and Health (NIOSH) to perform a study that will help reduce the amount of respirable dust generated from the cutting of coal. The study is based upon laboratory testing and field experience. This information is being used to develop a new cutterhead design in conjunction with Joy Mining Machinery. The new cutterhead design is being evaluated with existing computer models developed at CSM. The new continuous miner cutterhead will be tested at the Twenty Mile Coal Company’s Foidal Creek Mine. Baseline testing with the current cutterhead will also be performed. This paper presents laboratory test results, design methodology, and test results performed to date.

Real copper prices during the past several decades display two striking characteristics. First, they are highly volatile. Within a year or two, copper prices can rise or fall by 30% or more. Second, over the longer term, they are falling. Indeed, since 1970, the secular trend price for copper is down by more than 50%. Figure 1 highlights both of these characteristics. It shows the average annual US producer price for copper since 1970 measured in constant 2001 US dollars. While the London Metal Exchange (LME) copper price is not shown, it and the US producer price have for some time moved more or less together. So pronounced short-run fluctuations around a significant long-run decline describe copper prices, not only in the United States, but around the world.
