Performance testing is often used by project owners and financiers to provide protection from, or assessment of, technical aspects of project design, procurement, construction and commissioning. The performance tests can range from comprehensive performance warranties relating to process performance and production in the case of lump sum turn key (LSTK) projects to less onerous demonstration tests for cost reimbursable contracts. This paper will discuss performance testing from both the contractor's and owner's perspectives and focuses on: ? when performance tests are required, ? what type of performance test/warranty is optimum for each type of project, and ? how project performance should be evaluated. The requirement for performance testing can be driven by the project financiers, particularly in the case of smaller resource development companies. In such cases, differentiation between owner's risk and contractor's risk can become contentious. At the other end of the spectrum, larger mining houses may choose to heavily influence the engineering and design process with the contractor supplying services on a reimbursable basis. In that case, the performance testing process is often limited to demonstration tests that validate performance for the owner's corporate governance requirements. This paper was prepared due to the lack of published benchmarking of performance testing and the resultant differences in expectations between a contractor and a project owner that often surface late in the contract negotiation process. The paper provides a checklist of requirements for both the owner and the contractor that may be used to provide `common purpose' early in the contract negotiation process.

In a first for the diamond industry, Koffiefontein Mine in the Free State, South Africa, opted for the front cave mining method to extract a 90 metre high block of kimberlite ore. Block caving, because of its high initial capital requirements, resulting in a negative internal rate of return (IRR),was ruled out as a feasible mining method for Koffiefontein Mine. Front caving is essentially a combination of the traditional block cave and sub-level cave mining methods, but uses two or more levels of retreating drawpoints. Two extraction levels, in the case of Koffiefontein Mine, are spaced 12 m apart vertically, with the upper 478 m level (48Level) acting as the undercut/extraction level, and the lower 490 m level (49 Level) as the extraction level. Caving is achieved by undercutting a small column of ore, which is then drawn, on both the 48 and 49 Levels, until the planned extraction percentage is achieved. The next column of ore is then mined by advancing the undercut (48 Level), and the process is repeated until the entire ore block is depleted to the contact. Caving-by-gravity techniques of mining rely on closely controlled draw of the caved ore to ensure proper caving action and to minimize the dilution of ore with waste material from the open pit. This paper discusses the need for, and implementation of, a draw control system at Koffiefontein Mine — a computerized production management system, and a draw control system based on linear programming, to allow control over the draw rate and mining sequence — a major factor in all production planning to optimize production efficiency, ore recovery and cave management. A new model for hollow rock bolts which comprises rock material, hollow bolt material, bolt/rock interface, is developed on the base of the composite element method (CEM). The main advantage of the new model is that it can be incorporated into the conventional finite element analysis. So the mesh generation of bolted rock structures becomes more convenient and feasible, which is very important in the optimisation of reinforcement design: the mesh can be kept unchanged when the number and orientation of bolts are adjusted. The comparison of the calculation results with a conventional FE approach shows the robustness of the proposed method. Un nouveau modèle numérique de boulons creux comprenant la roche, le matériau du boulon creux et l’interface roche / boulon est développé sur la base de la méthode des éléments composites (CEM). L’avantage principal du nouveau modèle est la possibilité de l’incorporer dans une analyse aux éléments finis conventionnelle. Ainsi la génération du maillage d’une structure rocheuse ancrée devient plus simple ce qui est très important pour une optimisation du projet : en cas d’ajustement du nombre et de l’orientation des boulons, le maillage reste inchangé. La comparaison de résultats de calcul avec ceux obtenus par un code aux éléments finis conventionnel montre la robustesse de la méthode proposée. Auf der Grundlage der Verbund-Element-Methode (CEM) wird ein neues Modell für hohle Reibungsanker entwickelt, das den Fels, das Ankermaterial und die Kontaktfläche Fels / Anker umfasst. Der Hauptvorteil des neuen Modells ist die Möglichkeit, es in eine konventionelle FE-Analyse einzubetten. So wird die Netz-Generierung für verankerte Fels-Bauwerke einfacher, was für die Optimierung des Verankerungs-Projekts von Wichtigkeit ist: wenn Zahl und Orientierung der Anker variiert werden, bleibt das Netz unverändert. Der Vergleich von Rechenergebnissen mit solchen aus einer konventionellen FE-Rechnung zeigen die Robustheit der vorgestellten Methode.

Historically the insurance industry's involvement in any project has been relatively late in the process. Often it was a case of the last item to be ticked off the checklist has been to ensure that the insurance is in place. However, in more recent times insurers have imposed more restrictions on the cover they are prepared to provide, which has in some cases necessitated a change in the contracting structure to accommodate the insurance policy(ies). In addition, changing contractual practices have changed the allocation of risk between the various parties involved. This calls for a more proactive approach to the design and implementation of an insurance program for both the construction and operational phases of any resource project. This paper explores how a risk managed approach to the design and implementation of an insurance program for a resource project can align itself with current management approaches to project development. From the authors' experience, this approach is best adopted early on in the project (often in conjunction with the bankable feasibility study) and follows AZ/NZS4360 to objectively examine and compare a wide range of risk exposures of the project in a time-effective manner across the following areas: ? personnel; ? environment; ? general management; ? compliance - legislation, systems, protocols; ? asset management; ? change management; ? financial impacts to the organisation; ? products/services; ? service delivery; and ? technology. Having identified and then analysed the risk exposures according to common consequence and likelihood ratings the next step is to develop a risk map of all considered exposures. The true value of this approach lies in the development and implementation of a risk treatment plan for identified exposures where the exposure is unacceptable. The plans will lead to the optimal solution to the appropriate risk prevention, risk mitigation and risk transfer options available. This paper also examines other benefits to the project that may arise from adopting a risk managed approach in addition to the ability to design an insurance program which recognises the exposures and the ability of the organisation (and other project parties) to retain risk.

The cycloned gravitated tailings backfill system, also referred to as a soft or low density fill, has been implemented at Vaal Reefs. Inhibiting the success of the system was the problem of shrinkage after placement. The problem was overcome by a pressure fill technique which eliminated settlement, contained costs and allowed remote placement. The technique involves the preinstallation of disposable pipes which are filled cyclically until a residual pressure of 0,5 bar of active support is generated in the filled paddock.

In 1999, INCO Limited Mines Research, in Sudbury, Ontario, Canada, took delivery of a MeycoRobojet Logica Spraymobile, a computerized concrete spraying system. The Spraymobile is a self-contained mobile machine capable of applying spray-on ground support in underground applications. The Logica component of the Robojet is designed to control the operation of the Robojet, as well as scan and map the tunnel geometry prior to the spraying operation. The Robojet can be operated in various modes, from manual to automatic operation. In the automatic mode the computer controls the standoff distance, angle, and motion of the spraying jet. In 2000, INCO Limited, working with Meyco Equipment of Switzerland (a division of MasterBuilders Technologies), detailed a plan to create a tele-operation package for controlling the spraying process from a surface location at INCO's Mines Research Test mine. With the RobojetLogica operating in automatic mode, the operator at the machine becomes a process monitor. Since the Logica system controls the key spraying parameters of nozzle distance and nozzle angle to the sprayed surface, the operator could easily monitor and control the Robojet Logica from aremote location. The benefits of operating underground mobile mining (drills and LHDs)equipment from a surface location has been demonstrated at INCO Limited, however, the abilityto control a ground support operation (shotcrete spraying) from surface has not been attempted until now. This paper will describe the Spraymobile shotcreting system, the development of the tele-operation package for the Robojet Logica, as well as modifications to the original Spraymobile for implementing the tele-remote package on the Robojet Logica at the Mines Research test mine.

The problems connected with deep mine hoisting and the increasing complexity of this process can be analysed through the application of such mathematical tools as stochastic modelling to study the effectiveness, reliability or safety of hoist methods. To relate these theoretical investigations to real practice, knowledge about components, their stochastic nature and stochastic order of appearance is necessary. This paper presents results obtained during the ten-year (1976-85) period of research undertaken in the Polish mining industry by the Mining Mechanisation Institute of the Silesian Technical University, Gliwice, Poland.

Some important aspects of the design of rock-cutting systems remain relatively unexplored. Two areas of practical significance in this context form the subject of this paper: cutting in jointed or fissured rock, and groove-deepening. A series of controlled laboratory experiments on the performance of disc cutters in jointed rock showed that the spatial and geometrical configuration of jointed rock masses needs to be taken into consideration in the design of mechanized rock excavating systems. One series of experiments showed that, under favourable geometric conditions, the energy required to cut in a jointed rock mass is at least half that required to cut otherwise intact rock. Groove-deepening-the progressive deepening of a groove by successive passes of a cutter-is a potential operational feature with most mechanized rock-excavating systems. Laboratory experiments revealed an important fundamental cycle of events associated with disc cutters when progressively deepening a groove in intact rock. Furthermore, in contrast to pick cutting, groove-deepening by discs is shown to be an efficient operation and one that should not necessarily be avoided. This can be directly attributed to increased interaction between the disc cutters as the result of an increase in magnitude of the lateral forces generated as a groove is deepened.

TSG Consulting works with many of the major global mining companies using simulation modelling as an integral component in their development team's processes to determine which combination of infrastructure options, operating performance and operating rules best achieve project goals. All systems can be divided into a series of subprocesses. Conventional management and design practices focus on the optimisation of these system components. However, the interaction between subprocesses means that improvements made to the individual components do not necessarily translate into total system performance improvement. TSG Consulting advocates a `total integrated system approach' to understanding the behaviour and performance of complex interacting systems. In a constraint-based integrated set of processes, the instantaneous system capacity is limited by the subsystem component capacity that is the bottleneck at that point in time. Additionally, real world stochastic and dynamic influences tend to have knock-on effects across subsystem boundaries. This necessitates the requirement for simulation modelling to develop and validate solutions that are sufficiently robust to deliver sustainable outcomes. The key to maximising production is to understand the causes and effects the inherent variability has on component performance, subprocess performance and most importantly, the total integrated system performance. The correct use of simulation modelling techniques allows study teams to evaluate the relative merits of different capacity enhancement proposals. Put simply, when done well, simulation modelling provides a quantitative and rational process to enhance the knowledge and insight needed to make informed decisions.

The National Institute for Metallurgy - usually referred to as NIM - has become the Council for Mineral Technology, or Mintek. The Honourable F. W. de Klerk, Minister of Mineral and Energy Affairs, announced the change of name at the official opening of the main entrance to Mintek's premises on 30th October, 1981. Awards for bravery Two men who disregarded the dangers of fiercely burning timber and falling rocks to douse an underground fire, using their hard hats to scoop water from a drain, received the Chamber of Mines Award for bravery at a ceremony held at West Driefontein Gold Mine near the end of October.

Wolhuter entitled, 'Utilisation of slags for the manufacture of cement.' After the presentation of the paper the President said: "Thank you, Professor Howat, for so ably introducing the paper prepared by yourself, Dr Jochens and Mr Wolhuter. Once again we are deeply indebted to you for bringing to our attention a new development in the metallurgical field, this time a technique for assessing the suitability of slags for the production of slag cement, and thereby providing a means of turning a waste material into a valuable asset. May we hope that this will lead to an end to unsightly slag dumps and, at the same time, to some conservation of our local limestone resources. Discussion within this Institute on the problems of cement manufacture, has of recent years been all too infrequent, and we thank you for bringing this interesting and important subject again to our notice. We are doubly grateful to you and your co-authors. Dr C. M. van Staden (Fellow): Mr President, ladies and gentlemen, thank you very much for this opportunity to contribute to the paper by Dr Stander, and Messrs Henzen and Funke. First of all, my congratulations to Dr Stander on being re-elected President of the International Association of Water Pollution Research. We in South Africa are proud that this honour was again bestowed on our leading scientist in the field of water research. Furthermore, my congratulations to the authors of this paper. The growth of the pollution problem caused by acidic water discharged from abandoned collieries, is known to most of us. However, I am not aware of any case where an abandoned gold mine is directly discharging polluted underground water. I think it is also a debatable point as to what the quality of underground water being discharged from abandoned gold mines would be in the long run. Any reduction works on a gold mine which practises only fairly good housekeeping, should not cause any water pollution by cyanide. First of all, any cyanide solution before gold precipitation would be too valuable to lose. Secondly, the precipitated solution, which contains the cyanide, is used to pump slime to slimes dams. Any cyanide pollution that may occur at the slimes dam, must come from the top and, fortunately, the days when pen stock water was discharged directly from the top of dams into public streams, have gone. Run-off and seepage is usually acidic, thus decomposing the cyanide. The code of practice by the Chamber of Mines is quite clear on the point as to how the tops of dams should be secured, to prevent any process water or storm-water polluting public streams. The general standards are given on page three of the paper. To my knowledge, under certain circumstances a degree of relaxation can be given regarding the faecal coli count; namely a permissible count of 1 000 per 100 ml. I feel very strongly that research aimed at inhibiting the activity of acid-producing bacteria should be encouraged. Success in this field would be of great benefit to the mining industry. I am very thankful that the authors have mentioned vegetation of dumps as a method to combat water pollution, with the full awareness that the key objective in vegetating dumps is to prevent air pollution. A problem that I have not heard mentioned before and on which I would appreciate the views of the authors, is the pollution that may be caused by power-stations discharging

The Annual General Meeting of the Institute was held in Kelvin House, Johannesburg, on Wednesday, 27th August, 1969, at 4.15 p.m. Mr. R. C. J. Goode (President) was in the Chair. The President declared the meeting open at 4.20 p.m. OBITUARIES The President: "It is my very sad duty to announce the deaths of the following members of the Institute: Mr James Charles Napoleon Humphreys, a Life Member who joined the Institute on 1st April, 1935, and passed away on 6th February, 1969. ANNUAL REPORT OF THE COUNCIL AND ACCOUNTS FOR THE YEAR ENDED 30th JUNE, 1969 The President: "Ladies and gentlemen, It is with much pleasure that I present to you the Annual Report and Accounts for the year ended 30th June, 1969. These have been laid on the chairs and before calling for their adoption I would like to make a few comments. The Accounts show an excess of expenditure over income of R2,124 and our Honorary Treasurer, Mr D. G. Maxwell, will in due course comment on this. The main difficulty has again been the cost of the Journal and I think most of you are aware of the changes that we propose to make. I shall be sorry to see the last of our old format but then I have always had rather a con¬servative outlook.

Splaine, in opening the discussion on Mr Perlman's paper, asked whether the model, as fitted by data up to 1963, predicted the rise in the price of copper in 1967, and whether the model could be used to capitalize on short-term price fluctuations.Answering the second question first, Mr Perlman said that the horizon used is six months to one year. In the very short term the activities of speculators obscured the effect of the fundamental econometric variables. This effect, however, was removed if one moved to a longer term, say, quarterly. In 1963 the model had predicted a price rise in 1964 and 1965 and a drop in price in 1966. The rise in 1967 had been caused by a strike, and imponderables such as large strikes were difficult to include in the model since they were unpredictable. Model simulation can be used to show the effect of strikes on price and the effect of small strikes is small.Mr B. R. van Rooyen said that because models are both calibrated and tested on historical data a bias was introduced which gave rise to an overoptimistic estimate of the accuracy of the forecasts. To this Mr Perlman replied that there seemed to be no alternative to the use of historical data for calibrating and testing models, and thus little hope of avoiding the bias. A second point made by Mr. van Rooyen was that manage¬ment tended to be suspicious of complex models and that frequently more heuristic models were sufficiently accurate and preferable for investment decisions. He added that if management were not involved in the model building the econometrician might easily go astray, Mr Perlman replied that symbiosis between data analysts and users of the model was essential and that the experience of the practitioner must be reflected in the model.Mr M. R. Fuller-Good remarked that a clear understanding of future price trends was essential for effective capital planning, and asked, first, how one went from the compiled data on supply and demand to the determination of their effect on price, record, whether necessary data, for example, capacities, could be obtained timeously, and, third, when strikes restricted supply, whether stockpiling by consumers induced large price fluctuations."
