BHPBilliton is a large (US$32bn market capitalization) diversified mining group. Significant organic growth is planned through the development of a number of mining, processing and oil and gas projects, totalling some US$5.2bn over the next three years. The investment standards underpin the capital approval process, and incorporate the requirements for range and risk analysis of key input variables, including mineral resources. Public reporting codes for mineral resources and ore reserves (such as JORC) stipulate deterministic reporting of estimates, but are generally silent on any requirement for range or risk assessment, although they acknowledge the risk and uncertainty in the production of resource estimates. In contrast, public reporting of petroleum reserves allow for the use of either deterministic or probabilistic estimation, and for the latter, mandate the level of confidence required for proven versus probable reserves. Conditional simulation techniques, popular in the petroleum industry, provide an ideal tool forrange and risk assessment of the range of outcomes of key resource parameters, such as tonnagesand grades. Examples of a diamond deposit and of a porphyry copper deposit are presented. The understanding and quantification of mineral resource risk through a technique such as conditional simulation provides quantified information on the potential upside or downside. "Government’s equity role in the minerals sector is one of the nationalist measures implemented in order to ensure greater control and management of a country’s mineral resources. This paper evaluates the Tanzanian government’s equity participation in the minerals sector from 1996 to 2015. The research methodology included determination of the number of mineral rights, minimum allowable exploration expenditures in prospecting licences (PLs), and forms of equity role of the government. Data was collected and analysed for PLs, mining licences (MLs), and special mining licences (SMLs).The study revealed a number of challenges faced by the Tanzanian government as regards its equity strategy in the mineral sector. One of the major challenges was the secrecy surrounding agreements and contracts entered into between the government and private sector investors, which were concluded via various business ownership and mineral development projects. This secrecy resulted in non-transparency and lack ofaccountability in the mining industry.The financial benefits accruing to the government were inadequately realized, evident through inconsistent payments of corporate income tax and mining royalties by the mining companies. Furthermore, the government does not have solid mechanisms and frameworks for assessing non-financial benefits, thus it is difficult to measure the impact of these factors.It is recommended that the Tanzanian government review the Mining Act and Regulations of 2010 to include the provision of solid mechanisms and frameworks for all forms of government equity role.This paper is based on an MSc research study undertaken at the University of the Witwatersrand.IntroductionGovernments can grant private companies mining rights to extract mineral resources, or take a stake in the companies as well as establish state companies to oversee their interests in the minerals sector. The establishment of a state company to oversee government interests in the mining sector implies the direct participation of government by way of equity participation. Equity participation or role is defined as the holding of shares in an enterprise, company, or asset by individuals or a body corporate (Otto, n.d.; Brown, 2013; Natural Resource Governance Institute, 2015)."

Anglo Platinum is in the process of introducing a number of initiatives, varied in nature, on a scale that will impact operations in the short, medium and long-term. The advent of mechanization on a large scale and the introduction of new mining technologies therefore require a different approach to the design of ventilation and cooling systems. In addition, the ventilation and cooling systems serving increasingly deeper operations will place a greater demand on electrical power consumption?this in an environment where power generation is limited and increasingly expensive. Ventilation and cooling systems currently being employed in platinum operations have evolved from practices first pioneered in deep level gold mines. However, in modern and future platinum mines, deepening of operations will take place in a somewhat different environment?particularly in terms of geothermal settings and electrical power utilization. This provides the opportunities to devise novel and energy-efficient ventilation and cooling strategies tailor-made to meet these challenges. The need for refrigeration and cooling at depth will increase the capital and operational cost component of ventilation systems and the medium-term limitations on the availability of electrical power will require the provision of innovative systems. The increased use of diesel-powered vehicles underground, the viability of energy recovery and feasibility of thermal storage opportunities are discussed in this paper. Some of the challenges and the solutions currently proposed in terms of ventilation system design, refrigeration plant selection and chilled water distribution methodologies are described. Changes in strategies core to this discipline that affect the health and safety of employees and the profitability of modern operations are deemed necessary to support the transformations that are envisaged.

Processing confidence for a bankable feasibility study on a green field heavy mineral deposit is inmost cases achieved only through bulk sample processing. Bulk sample is classified as a large enough concentrate sample that is processed into final products to satisfy market sample demand as well as further processing demands such as smelting. In this case study the demand was to produce 500 tons of heavy mineral concentrate from more than 5 000 tons run-of-mine on are mote location with limited to no infrastructure. The various challenges faced and lessons learned are documented as an outcome of the success of this mission.

Middleburg Ferrochrome (MFC), a company in Samancor Chrome, commissioned a new ferrochrome smelter in March 2009. This is a 60 MW DC-arc furnace with a DC power supply for the smelting of Transvaal chromite ore fines. With the benefit of 12 years' experience with this technology while operating a 44 MW DC-arc furnace, MFC mitigated all known challenges and considered up-scaling risk in the new plant, which had a rapid ramp-up to full power in 02 of 2009. Good operating practices, as made possible by robust equipment selection, including a thyristor rectifier set of proven technology, and operation with optimal slag chemistry, leads to a safe and effective plant operation. With the optimized furnace design and a correctly sized power conditioning system, using only standard (static) harmonic filters and a correctly sized smoothing reactor, the arc furnace is not a 'dirty load' for the utility, staying well within IEC limits for power quality. A patented arc compensation system is installed and allows for full arc position control (to compensate for magnetic field induced arc deflection) so that a symmetrical crucible is maintained, significantly benefiting refractory life. The principal benefits gained from the MFC process is the fact that ore fines are processed, without metallurgical coke, and higher chrome recoveries are achieved compared to other smelting technologies when using a DC open arc for smelting. The Impala Platinum Limited Base Metals Refinery in Springs, South Africa, refines convertor matte containing base metals and PGM?s (platinum group metals) using a hydrometallurgical process. In addition to a PGM-rich concentrate that is further refined, the Base Metals Refinery produces nickel (in powder or briquette form), copper cathodes and cobalt powder. Five leaching stages are utilized to remove the base metals and impurities from the PGM concentrate. The project described in this paper involves a radical redesign of the second stage leach autoclave with the aim of reducing maintenance costs and downtime, increasing throughput and ensuring a safer working environment. The second stage leach process at the Base Metals Refinery, produces a PGM-rich residue through the extraction of copper and any remaining base metals from the first stage leach solid residue material. Leaching is performed in an autoclave operating at a pressure of 600 kPaG and a temperature of 140°C to 150°C. Concentrated H2SO4 is added to the feed to produce a solution with a free acid content between 10 and 30 g/L and a pH of less than 2. Oxygen is passed into the 1st and 2nd compartments of the autoclave. As a result of the aggressive, highly oxidizing conditions within the autoclave, the original design utilized a heavy wall carbon steel shell with lead lining and two layers of acid bricks. The bricks acted as a wear resistant material and ensured a low surface temperature at the skin of the lead lining, whereas the lead lining acted as a corrosion barrier to protect the steel shell. These brick lined autoclaves were heavy, maintenance intensive and prone to catastrophic failure. A radical autoclave redesign was needed to reduce the high costs of manufacturing, installation and operation. Finite element modelling was used to optimize the design and various high alloy materials were investigated for the application. Based on extensive test work, the carbon steel shell was replaced with duplex SAF 2205 stainless steel in the new design. The use of this highly corrosion resistant material, eliminates the need for the lead and brick linings and reduces the wall thickness requirements substantially, resulting in an increase in the available volume for the same external shell dimensions. The vessel is welded in circular sections to form an elongated, impermeable, cylindrical body, with several agitator nozzles and compartments. The first new duplex stainless steel unit has been in continuous operation for more than 24 months and its performance has exceeded the highest expectations. The design was so successful that a patent has been registered. The major benefits of the new stainless steel design include increased throughput, improved performance, less downtime and a safer working environment. Lead has been eliminated and replaced with a more environmentally safe material, and the total lifespan of the vessel has been extended. In addition, the autoclave project has made significant developments in advancing the field of welding and optimizing the integrity of welding quality standards in South Africa.

"Kansanshi mine, located in northwestern Zambia, uses conventional openpit mining to produce primarily copper, with gold as a by-product. The ore is extracted from a deposit with highly complex mineralogical suites that are difficult to process, sometimes leading to poor recoveries. The mine was using an ore classification system called ‘Mat-Type’, which classified various ore types into 22 different quality categories, ranging from poor to good quality. Ore with poor recovery was classified as ’poor quality’ ore and directed to long-term stockpiles. Due to a lack of proper integration between the technical and functional areas forming the mine value chain, Mat-Type unintentionally misclassified ore. A geometallurgical analysis was therefore undertaken to review Mat-Type and a new geometallurgical ore classification system, called ‘OXMAT ’, was developed to replace Mat- Type.When implemented, OXMAT eliminated nine of the 22 ore categories and the remaining 13 ore categories could now be more accurately and consistently defined, leading to a significant change in the quantity of ore being mined. OXMAT demonstrated that within a defined test volume of the geological model, waste tonnes could be reduced by 19% while ore tonnes could be increased by 17%. This paper therefore demonstrates the value created through integrated geometallurgical modelling. IntroductionKansanshi mine is located in northwestern Zambia, approximately 10 km north of the provincial capital Solwezi and about 160 km west of Nchanga mine in the Central African Copperbelt (Broughton and Hitzman, 2002). The location of Kansanshi mine relative to other major copper deposits in the Copperbelt is indicated in Figure 1.Kansanshi mine uses conventional openpit mining methods to exploit copper- and gold-bearing veins hosted in a structurallycontrolled mineral deposit. Mining is carried out in two areas of the deposit, the Northwest and Main pits. A third area of the deposit, called Southeast Dome, is currently not being exploited (Figure 2)."

Leinster Nickel Operations, located in Western Australia, consists of an underground and three open pit mines in relatively adverse ground conditions. This paper reviews our ground control practices in the open pits, covering aspects of ground support, wall control and monitoring. These methods have been effective in allowing mining operations to continue beneath unstable slopes. In particular, the use of Groundprobe?s Slope Stability Radar has enabled the Harmony Open Pit to safely operate for months following indication of failure from traditional methods. This case study highlights the benefits of investing in appropriate slope stability monitoring systems.

The Talvivaara deposits are located in Eastern Finland, within the Kainuu Schist Belt. These polymetallic sulphide deposits are of relatively low grade, but bioheapleaching enables economically profitable nickel extraction from the ore. Zinc, cobalt, and copper are also produced. Talvivaara?s production process begins with large-scale open-pit mining and four crushing stages, followed by stacking of the ore in bioleaching heaps. The ore is first leached for 13?14 months on the primary leach pad, after which the leached ore is reclaimed, conveyed, and re-stacked on the secondary heap pad. After secondary leaching, the barren ore will remain on the secondary heaps permanently. In the metals recovery process, the metals are precipitated from the pregnant leaching solution. Construction of the process was begun in spring of 2007 and first metal sulphides were produced at the plant in October 2008. The development of the bioheapleaching process was begun in a 17 000t on-site pilot heap operated during 2005?2008 and has continued in the industrial heap. At industrial scale, the development measures have focused on improving the permeability and aeration of the heap. Challenges with crushing and aerations systems at the beginning of industrial-scale leaching delayed the increase in metal recovery, but after the first two operational years the leaching results have improved significantly and the process is performing as targeted.

Decision making can be defined as the selection process of the best routes from the alternatives in order to achieve a goal, and mostly involves uncertainty. Additionally, mostly qualitative variables (weak rock, massive ore deposit, etc.) are in question. Mine planning engineers often use their intuition and experience indecision making. As fuzzy set theory has been used since 1970, these uncertainties are easily evaluated in the decision-making process. Real world study is decision making under vague constraints of different importance, involving uncertain data (qualitative variables), where compromises between antagonistic criteria are allowed. This paper presents a new approach in the selection of an underground mining method based on fuzzy set theory for the Ciftalan Lignite Site located close to Istanbul in Turkey. The physical parameters such as geology and the geotechnical properties of ore, hanging and foot wall, economic effects, environmental effects, are established with field and laboratory tests together with the determination of other qualitative variables. Meanwhile, some qualitative variables dealing with the matter was described according to the view of a number of experts. Then fuzzy set theory is applied to these parameters, considering the available underground methods in order to choose the proper method. At the end of the evaluations, the room and pillar method with filling was determined as the most suitable method for the test site. Altering the microstructure in order to improve the tensile properties of bow shackles resulted in inconsistency in the fatigue performance. This raises the question whether the inconsistency in fatigue life can be attributed to microstructural changes along the profile of the shackle or to decarburization at the surface. Bow shackles forged from 080M40 (EN8) material were subjected to different heat treatments in order to alter the microstructure. The shackles were subjected to five different fatigue load cases, which represented typical loads experienced at termination points for an overhead power line with a span length of 400 m, with changes in conductor type, configuration, wind, and ice loading. Although the change in microstructure does improve both the tensile and fatigue performance, we found that the depth of the decarburization layer has a greater effect on the high cycle fatigue life of bow shackles than the non-homogeneous microstructure.

KingIn presenting his paper Dr W. J. Whiten outlined the basic concepts on which the control model was based and emphasized the fact that empirical models based as much as possible on theory were used to simulate each unit of the crushing plant. The final parameters of each model were computed using data collected from the plant. Unfortunately, the system did not permit accurate extrapolation but was successful when operating in the region from which the parameters were calculated.He concluded from the results of the test work that the crusher amperage was a critical parameter and that the utilization of the model gave a 15 per cent increase in the plant output. This was because the model predicted that a marginally fine grind would provide a significant increase in throughput. Dr Whiten elaborated on what constituted the multiple spline regression, explaining that it was a least-squares curve-fitting technique in one or more dimensions, where the calculation of coefficients in analytic expressions was replaced by the calculation of typical points on a very smooth curve called a spline function. The emphasis was placed on the shape and value of the curve or curves instead of on the coefficients as in analytic regression. A spline function was the line drawn between all points constituting the data set.Dr B. K. Loveday commented that the simulation was unusual in that the optimum throughput was considered to be the maximum throughput, which, surely, was limited by the crusher size. He also emphasized the importance of the interaction between both crushing and grinding circuits and added that in practice the optimum operating conditions were inter-dependent. Dr Whiten replied that in the case of the plant under consideration, the crushing process was not, in fact, the limiting operation.Mr C. E. Clifford indicated that the model was being used to simulate a number of crushing and grinding circuits at Mount Isa Mines. He reported that the model simulated the circuit satisfactorily for primary and secondary gap settings of 0,625 in. to 0,375 in., but that adjustment had to be made to the model parameters for gap settings of 0,250 in. to 0,125 in.In reply to a question from Dr D. M. Hawkins, Dr Whiten said that he preferred to use low-order splines with smaller segments rather than high-order spline functions with large segments."

During the course of 2011 the nationalization of mines emerged as one of the most contentious and emotive political issues under review. Some four years after the African National Congress electoral conference held in Polokwane, which had led to a change of leadership within the country's ruling party, elements within the ruling party's youth league, which had been virulently supportive of the change in leadership, turned on the incumbent President, using the mining question as its rallying call. At issue was the expressed perception that mining has, since the country's democratization, not delivered the anticipated benefits to the population as a whole, continues to be the preserve of the capitalist element of the South African community, and is therefore in need of radical reform. Aspersions were made that transformation within the industry had failed dismally and that mining companies had not delivered against their commitments to the Mining Charter and social and labour plans. The debate became extremely vocal and heated, evoked dramatic and emotive opinions, and vigorous skirmishes on the matter were fought in the media over much of 2011 and into 2012.

"The working environment for ground support installation in mines has improved during the last 20–30 years, with more mechanized equipment for installation of ground support elements such as bolts, cable bolts, and screens. Ground support installation productivity has, however, not followed the same development curve, remaining more or less constant. In some cases, for example the mechanized installation of bolts, productivity has even dropped. One reason for this is that modern mechanized bolt rigs are complex. In this paper we evaluate manual and mechanized ground support systems, propose a way to measure the productivity of bolt rigs, and make relevant comparisons between different mines and equipment. Some productivity measures for rock reinforcement are suggested, using productivity results from eight case study mines.IntroductionTo improve safety for operators and equipment underground, ground support systems (bolts, screens, etc.) are installed in mines to stabilize the rock mass (Hoek, Kaiser, and Bawden, 1995). Important questions to ask when selecting a ground support system include where ground stability problems are located, why they have occurred, how problems should be addressed, and when and how the ground support system should be installed (Hadjigeorgiou and Potvin, 2011). The performance of bolting and screening operations in underground mines is important for both safety and productivity reasons. With greater mine depths and an increasing focus on safety, ground support has become a significant bottleneck in the production process of many mines.Many factors play a role in establishing safe and stable underground structures. Equally, there are several factors to consider in productivity, including the mining method, organization, logistics, mechanization level, and procedures. Today, most mines in Scandinavia have changed from manual to mechanized bolting, as this improves operator safety and arguably boosts net capacity. Internationally, however, manual installation of bolts remains common, with some claiming that manual installation is more productive (Bawden, 2011)."

Hydrometallurgical processing of complex ores and concentrates is becoming increasingly important as the mining and metallurgical industry seeks to exploit mineral deposits that are difficult to treat using conventional mineral processing and pyrometallurgical technologies. Mineral processing is often challenged by the difficulty or inability to separate valuable minerals into marketable concentrates. Hydrometallurgical processing, using selective leaching technology, can often ?chemically beneficiate? such difficult deposits. Pyrometallurgical treatment of base metal concentrates is capital intensive and subject to ever more stringent environmental control. Hydrometallurgical processing is generally lower in capital cost for an equivalent metal production rate and avoids the gas and dust issues associated with pyrometallurgical processing. The possibility of by-product recovery may also increase with hydrometallurgical treatment. Two examples of new technology or flowsheet development for treatment of complex ores and concentrates are used as illustration. These include the El Boleo process of Baja Mining for recovery of copper, cobalt, zinc and manganese from a complex clayey ore and the PLATSOL? process for recovery of copper, nickel, cobalt, platinum, palladium and gold from a bulk sulphide concentrate.

The paper summarizes the current state of development of simulation models for SAG and FAG mills, and gives the results of recent investigations of the physical processes occurring in autogenous grinding. The breakage process is treated as the sum of three regions of breakage actions: normal breakage caused by nipping of particles between media (steel balls or pebbles); abnormal breakage caused by media when the particle or lump is too big in relation to the media to be readily nipped; and self-breakage resulting from the chip¬ping fracture and abrasion of the tumbling action of rock lumps. Each region of breakage action has associated specific rates of breakage and primary progeny fragment distributions. A simplified form of the model was used to predict the performance of an 8 m diameter SAG mill with L/D = 0.5 grinding a copper ore, and predicted maximum capacity and minimum kWh/ton at about 6% ball load at 25% total filling. Two FAG mills of L/D = 2 were necessary to give the same capacity, and the simulations indicated a lower kWh/ton for these mills. For this ore, both systems were technically feasible.

"The ore deposits of the Zambian Copperbelt occur in sedimentary strata that have been subjected to relatively mild, flexure-type folding. Unrolling serves to reconstruct the original depositional geometry of the folded sedimentary strata and is in common usage on the Copperbelt both for geological analysis of drill hole data and in routine ore reserve estimation.A computerized method of unrolling was introduced at Roan Consolidated Mines in 1969 based on a standard contouring program. A contour map of the geological structure is drawn from a regular grid of elevations, interpolated from the original, irregularly-spaced intersections. Unrolling is performed across this grid, perpendicular to one or two axes specified by the geologist. Each intersection is unrolled independently, and the new co-ordinates are subsequently processed to produce unrolled maps.The technique has been used successfully at RCM over the last two years in both the estimation of ore reserves and exploration planning."

A computer-aid is described that is designed to calculate steady-state material balances for ore-dressing circuits. The program determines the material balance from a specification of the process condition. No mathematical models or data adjustment techniques are employed. As such the program complements existing simulation and material balance 'smoothing' packages. The process condition is specified using performance indicators. These are significant parameters in the industry with which all practising mineral processors are very familiar. The program employs an equation-oriented technique for material balancing and so has had to deal with the difficulties peculiar to that approach.
