Several high-impact tailings dam failures around the world in recent years have placed a renewed focus on the stability of tailings dams and pointed to potential shortcomings in traditional drained design and safety evaluation procedures. A need to consider undrained shear strength in the design of tailings facilities has become apparent. However, there are specific requirements that need to be met before undrained shearing occurs. In South Africa, the last major failure was likely the Merriespruit disaster in 1994, which leads to the question of whether the conditions required for undrained shearing are readily applicable to South African tailings dams. This paper describes research at the University of Pretoria that has recently commenced to further investigate the conditions required for undrained failure to occur. The research includes laboratory and field testing to replicate these conditions in the laboratory and relate them to those found in an active tailings dam.

In a cobalt precipitation plant, phosphoric acid is used to eliminate excess uranium from the pregnant leach solution, resulting in a cobalt hydroxide product that has little uranium contamination. However, the amount of phosphoric acid added must be monitored and controlled to avoid financial and sustainability impacts and to prevent negative impacts on the final product quality. One possible solution to this problem is the use of online residual phosphorus measurement techniques to regulate the addition. By continuously monitoring the residual phosphorus levels in the solution, the plant can adjust dosing in real time to maintain the target residual phosphorus level. As a result, the cobalt precipitation plant can improve phosphorus level control, lowering the risk of overdosing, and ensuring consistent product quality. This approach can also improve process efficiency, reduce operational costs, and have a positive environmental impact

ABSTRACT The recently introduced concept of negative taxation complicates estimation of the distributable profit of certain South African gold mines, and an assisted mine could operate at a working loss and yet produce an overall profit for distribution amongst its shareholders. A simple diagram is presented from which the approximate working profit or loss, taxation payable or tax credit received, and the distributable profit of an assisted mine can be estimated directly for any combination of the four main variable operational factors: tonnage milled, recovery grade, unit cost and capital expenditure. INTRODUCTION The effects on the working profits of South African Gold mines caused by changes in unit working costs, recovery grade, tonnage milled and capital expenditure are readily estimated. For normal tax- and lease-paying mines the distributable profit is related to the working profit and the latter is a commonly accepted comparative measure of the profitability of an operation. However, the recently introduced concept of State assistance in the form of negative taxation1, i.e. a tax credit, for mines with a life of less than eight years complicates such estimates. A requirement of State assistance is that an assisted mine must lower its normal pay limit by 16 to 20 per cent, and it will be possible for a mine to operate at a working loss and yet produce an overall profit for distribution amongst its shareholders. In the case of an assisted mine it is therefore necessary for management to judge the effects of changes in unit costs, grade, etc., in terms of distributable profit instead of working profit. This will require repeated calculation of tax to be paid or tax credits that will be received under the numerous possible combinations of the four main variable factors. However, with the aid of the diagram illustrated in Fig. 1, it is possible to assess at a glance the practical effect of these variables on the distributable profit of an operation not subject to tax on the normal formula, or small mine formula, with sufficient accuracy to decide whether a detailed analysis is required. USE OF THE DIAGRAM From the central point 'X' in Fig. 1, a range of tonnages milled per annum has been plotted along the north-bearing axis, a series of costs per ton milled in the northwestern quadrant, recovery grades in the northeastern quadrant, and capital expenditures in the southwestern quadrant. Starting from the tonnage milled per annum, a line is drawn east and west across the two northern quadrants up to the points where it reaches the desired cost- and grade-lines. From these points two north-south lines are drawn into the southern quadrants. A further line is drawn to the east from the point where the western north-south line crosses the desired capital expenditure. Eng.), Ph.D. (Cape) (Fellow) The theoretical and experimental results of a study of centrifugalmills are reviewed. Means for the scaling up of such mills are suggested, and tests on a prototype mill are described. Despite the high lining wear in the centrifugal machine, which reduces its productive availability, its other advantages suggest that there is merit in pursuing its further development.

GEOSCANs on belt analysers have been widely utilised in iron ore for nearly two decades. Since the first installations in 2003, the availability of accurate and reliable grade data has become standardised across iron ore mines in the Northern Cape, where various streams are monitored continuously to ensure the optimal functioning of plants. Assmang Khumani has been at the forefront of technology adoption and has implemented 19 GEOSCANs at various locations throughout the plant, monitoring run-of-mine, stockyard feed, beneficiation plant feeds, and products. Over the years, collaborative advances in the technology have allowed for numerous benefits and gains to be made. In recent times, there has been a concerted effort on the development of analysis for phosphorus in the material flows, and based on Scantech's experience in the phosphate industry, this element has now been calibrated to achieve statistically acceptable and repeatable accuracies for real time analysis of this element on many of Khumani's GEOSCAN analysers. This paper provides an overview of GEOSCAN use at Khumani, while focusing on the development of phosphorus analysis. A case study of analysis results is presented for a range of analysers that have been calibrated for this element, as well as a discussion on the benefits obtained as a result of this analysis. Irgiredmet has substantial experience on RIP and RIL technology for gold recovery, having started development of ion exchange technology in 1964. Irgiredmet specialists were involved in the majority of RIL and RIP projects in the former Soviet Union and Russia, and took part in commissioning of practically all plants using ion exchange technology. Laboratory and pilot plant tests were conducted to develop process design criteria for designing 15 RIP plants of the former USSR using bifunctional macroporous anionite AM-2B or its analogs. This paper is devoted to the laboratory, pilot plant testing and introduction of RIP technology conducted in cooperation with GC Pertopavlovsk. Medium base resin PuroLite S992 (PuroGold) was used as adsorbent. Some adsorption regularities and the affinity of resin to metal cyanide complexes were studied. Laboratory batch and continuous pilot tests on resin-in-pulp process were held for oxidised ores from Pioneer, Albyn and Malomyr mines (Amur region, Russia) owned by the Petropavlovsk company. A simplified flowsheet for gold elution and resin regeneration was developed. Alkaline cyanide solution was used as gold eluent and gold was recovered from eluates by electrowinning. Process design criteria were developed on the basis of the testwork results, and the plants were designed and constructed by GC Petropavlovsk. The RIP plant at Pioneer was commissioned in May 2008, at Malomyr in August 2010, and at Albyn deposit in December 2011. These plants are currently in operation at design performance at throughputs from 3 to 6.5 Mt/year. The primary gold ores of Pioneer and Malomyr deposits are refractory to cyanidation; Irgiredmet also completed continuous testwork on RIP technology using medium-base resin for pressure oxidation (POX) residues derived from their flotation concentrates. In 2019 a hydrometallurgical plant for the treatment of refractory gold concentrate after POX was commissioned at Pokrovsky mine (Amur region). "The aim of the audit was to determine whether the mining project environmental impact assessments (EIAs) in Kenya are undertaken according to international best practice. A sample of 50 EIA reports for the 2007–2016 period was evaluated using 18 criteria in the Environmental Law Alliance Worldwide (ELAW) guidelines. The findings showed that only two criteria were considered ‘excellent’ according to the ELAW guidelines, namely baseline environmental assessment and prediction of physical impacts. Six criteria were found to be ‘satisfactory’, including prediction of social impacts, analysis of alternative options, and impact mitigation. The reports were quite weak in terms of: consideration of all phases in the mining cycle, environmental regulatory framework, prediction of biological impacts, stakeholder consultation and engagement, integration of human right issues, and integration of climate change and cost-benefit analysis. It is therefore recommended that the Kenyan National Environment Management Authority (NEMA) should consider tightening the EIA terms and conditions in the approval of statutory terms of reference (ToR) for full-scale mining EIAs to ensure improved performance of EIA as a tool for environmental protection. IntroductionThe nexus between society and the environment has continued to generate interest because the environment is the source of goods and services that sustain the various needs of human beings as outlined in the UN sustainable development goals (SDGs) (Armstrong and Peart, 2000; Sutton 2004; Chakrabarti 2007; Strange and Bayley 2008). All the five generic categories of societal needs, namely physiological needs (food, water, clothing, medicines, etc.), residential and occupational needs (shelter, transport, energy, etc.), economic needs (tradeable goods and services), leisure and recreational needs (tourism), and cultural and spiritual needs (e.g. sacred resources and ecosystems) (Mwaura et al. 2016) are addressed by the environment. Consequently, a wide range of development sectors have been established around the world in order to address the above needs (Lederer, Galtung, and Antal, 1980; Rammelsberg et al., 2006; Noonan, 2014). All these development sectors rely entirely on the environment for their proper functioning, as shown in Table I."

Dimension stone mining is Increasing because of growing demand from the building and construction industries. Diamond wire saw cutting is a popular dimension stone mining technique around the world. Estimation of the production cost for this method is critical for these operations. n this research a production cost model was developed for the mining of granite using a diamond wire saw. Cost and production data were collected from a granitic dolerite operation in Pakistan for a 4.5-year period, and analysed to identify the cost components. Fuel (34%), labour (15%), consumables (40%), and maintenance (5%) were found to be the four major cost components in this operation. A regression-based dimension stone production cost model incorporating statistically significant variables was developed. The data presented a strong correlation of production cost with fuel, labour, and consumables costs. Finally, a production cost model based on the consumption cost of diamond wire is presented. The model was verified using actual production cost data, which indicated 95% (R2 = 0.95) variance in the data between the predicted and actual production cost values. The model may help field engineers in computing their dimension stone operational cost during the cutting phase.

"The complex planning required to achieve any planned production yields multiple and dissociated responses over the life of project (LOP). The customary decision-making process negates the possibilities of developing optimized and integral solutions from operating levels up to business and strategic levels. This results in an inefficient project or overall underperformance of the operation.In the project setting, disconnected trade-offs and improved performance studies become inadequate, because they are site-specific and use only a few comparative parameters. They are often based on a small data-set.Decisions taken to achieve overall objectives require the correct determination and dissemination of key performance indicators (KPIs). The KPIs indicate efficiency in operation, whereby the marginal rate of technical substitution corresponds to the rate of production. It is the necessary condition for optimization. Performance realization for sustainability follows optimization modelling, the latter often being presented with financial results such as business net present value (NPV). It considers techno-financial constraints and provides a strategic and aligned outlook of KPI decisions for an enhanced and integrated outcome.This paper explains a mining case study that is rendered efficient, and through business optimization (BO) short-term and sustainable targets are reached. Business optimization increases the NPV by 14.7%. This is achieved by challenging conventional decision-making associated with maximizing business value by including environmental externalities within the LOP."

WeissThe reasons for failure of computer applications in the mineral industry and the direction of future developments.The Chairman opened the discussion by elaborating on the disappointment felt by some authorities with the lack of progress in the application of computers in the mineral industry during the last ten years, and posed the question to the panel : 'Do you agree that the computer age has not come up to expectations?'Mr Langton said that although there seemed to be a tremendous amount of brainpower applied to the theoretical side, he thought that the production men had not got all the help from computers that could have been given to them. The computer, said Prof Griffiths, is as yet a new tool which should not be used to do old things in old ways. To learn to use the computer will take time. After all, he said, it had taken 400 years after the introduction of the printing press to achieve general literacy, and perhaps it will take 40 years after the introduction of the computer to achieve `numeracy'.In Mr Weiss' view, the reason for the feeling of disappoint¬ment lay in the focussing of attention on the computer. The blame, if any, lay with the people surrounding the computer, that is, the analysts and programmers, to whom the emphasis should be shifted.Prof Hawkins said that he thought that some applications of the computer in the mineral industry had been successful, such as, for example, the compilation of payrolls. Reasons for failures in other areas were to be sought in the fact that the people connected with computers had failed to realise that they were merely part of a system. They had not understood the power structure of the organization which their work tended to change, and were therefore not prepared for the inevitable conflict with the production men.In Mr Splaine's view the production man had not received the assistance he could have had from the computer people because he may possibly not have allowed this to happen.Prof Bleksley concluded from these opinions that the promise which computers had ton years ago had not been fulfilled and added that the opinions expressed by the panel had intruded on his next question which was: 'Is the reason for this that people are involved?Prof Hawkins elaborated on his previous theme, namely, that of computer people in relation to management. Com-puter people, he said, were trying to impose change on management but were not prepared to share the responsibility for these changes. In fact, they wanted their work to be distinct and separate, and, as far as management was concerned, changes would be made when management believed that these would be less agonizing than no change at all."

"Engineering studies by Selection Trust, Limited, initially in connection with the development of a copper and nickel deposit for Bamangwato Concessions, Limited, and subsequently for several other clients, have required a large number of metallurgical design calculations. The flash smelting process, developed by Outokumpu Oy in Finland, has been selected as the most suitable method for these projects and the computer programs described in this paper have been developed to facilitate the computation.The data required by the programs arc the chemical and mineralogical analyses of the concentrate, gangue and flux materials and the specification of possible fuels. The required grade of furnace matte is set as the main design parameter and the programs calculate detailed heat and material balances for the smelting process."

"Although the first large-scale application of copper recovery by solvent extraction took place in Zambia in the early 1970s, it is only in the last decade that this technology has become widely employed in this part of the world and is now a mainstay unit operation in copper hydrometallurgical flow sheets. The mineralogy of the ores of the African Copperbelt, and hence the characteristics of African leach liquors, differs significantly from those in Chile and the southwestern USA, where copper solvent extraction has had a long and successful history. These differences provide operators, metallurgists, reagent vendors, and engineers with many challenges: new approaches are needed to adapt solvent-extraction technology for successful implementation in this region. This paper examines typical operating practice in the African Copperbelt, discusses differences compared with other parts of the world, and looks at some of the challenges and opportunities presented by these flow sheets. IntroductionFollowing the success of the Rancher’s Bluebird and Bagdad solvent extraction and electrowinning (SX–EW) operations in Arizona in the late 1960s, the Tailings Leach Plant at Chingola, Zambia, became the first large-scale copper SX plant in the world, commissioned in 1974. Despite the equipment design now being outdated, this plant still continues to operate successfully, indicating the versatility and adaptability of this technology. Today, there are some 75 copper SX operations worldwide with cathode production above 10 kt/a. The top ten producers currently account for about 40% of the global 4.3 Mt/a SX–EW copper production. South America (predominantly Chile and Peru) is the largest copper cathodeproducing region, with annual production of some 2 Mt. The Central African Copperbelt (Zambia and the Democratic Republic of Congo (DRC)) is second, with cathode production of 1.2 Mt/a, and North America (USA and Mexico) third, producing close to 0.8 Mt/a Cu (Solvay Cytec data, 2014). The remaining 0.35 Mt/a comes from all other regions combined (referred to as ‘Rest-of-World’)."

"In copper solvent extraction, aqueous-in-organic entrainment results in the carry-over of unwanted species into the electrowinning process with negative cost implications. The need to bleed is increased and the purity of the copper cathode is potentially compromised, depending on the impurities being transferred (Cl, NO3, Fe, Mn). In some cases, entrainment results in elevated levels of manganese in the electrolyte which can cause oxidative conditions to develop and degradation of the organic phase. Degraded organic phase detrimentally affects the physical performance of the copper solvent extraction process, contributing to even higher aqueous-in-organic entrainment. Aqueous entrainment may be minimized through good operating practices and maintenance of the organic quality, but the accurate measurement of entrainment remains a challenge. This paper presents coalescing devices designed to provide more exact measurements of aqueous-in-organic entrainment. IntroductionMany copper solvent extraction (SX) plants experience high aqueous-in-organic (A-in-O) entrainments but are unaware of the extent of the problem because entrainment is often not measured. Aqueous entrainment results in the carry-over of unwanted species into the electrowinning (EW) process and the need to bleed to maintain acceptable concentrations in the electrolyte. The costs associated with the bleed are exacerbated in copper plants where aqueous entrainment levels are high. Other than these direct costs, there are operational consequences of the build-up of certain species in the EW circuit that can have deleterious effects on plant performance.Minimizing aqueous entrainment in operating plants requires an understanding of the factors that affect entrainment levels. Both chemical and operational influences are discussed in this paper. The difficulty of obtaining a representative sample makes it challenging to obtain an accurate measure of aqueous entrainment from a continuous process like SX. Coalescing devices used to get a more precise measurement of A-in-O entrainment are useful to complete mass balances around the SX circuits. Alternatively, mass balances can be used to estimate aqueous entrainments and are helpful as a tool to troubleshoot operations with a view to improving plant performance."

Gladstone Pacific Nickel Limited (GPNL) is proposing to develop the Marlborough nickel deposit in central Queensland and the Yarwun Refinery in Gladstone, Australia. The project proposes to connect the two sites with a DN 500, single pump station slurry pipeline, transporting up to 4 Mtpa of nickel laterite ore as slurry 180 km from Marlborough to Gladstone. Slurry viscosity is a key parameter influencing pipeline design. Not only is the slurry viscosity relatively high, requiring pumping at low concentrations, around 30% by weight, but the viscosity (yield stress and plastic viscosity) increases with shearing or agitation. It is argued that the viscosity changes can be analysed in terms of total energy input, including energy input during grinding. The slurry viscosity is therefore expected to increase along the pipeline and the pumping concentration must be low enough such that the increase in yield stress does not cause transition to laminar flow towards the end of the pipeline. The base viscosity of two ore types is determined using a rotational viscometer for minus 212 micron slurries. Viscosity variations with ore particle sizes of d99 212, 425 and 600microns are investigated. For each of these particle sizes the expected increase in viscosity during pipeline transport is simulated on a laboratory scale by agitation with a turbine mixer in a baffled container to give the same equivalent unit energy input as will occur in the pipeline. Tests were also conducted on the d99425 micron slurry in a 2.7 metre diameter DN 200Wheelstand, rotated for the 23 hour transit time and at a similar relative velocity as in the pipeline. Based on the Wheel stand test results the yield stress is expected to increase by a factor of 3.1during pipeline transit. The preliminary design allows for a reduced pumping concentration to accommodate this increase in yield stress towards the end of the pipeline.

The Soutpansberg Coalfield hosts South Africa's hard coking coal reserves. However, coals in this region are understudied compared to other coalfields in the country. This study characterizes the properties of fine-float fraction samples extracted from a wide diameter borehole core in the Makhado Project, Tshipise sub-basin, Soutpansberg coalfield. Conventional analyses were used to determine the coal quality, petrographic composition, mineralogy, geochemistry (including trace element and rare earth element composition), and free swelling index of samples from six coal horizons and three partings from the economic No.6 Seam. The coal samples are classified as medium rank bituminous C coals (0.88 %RoVmr, 0.92 %Rmax) and are highly vitrinitic in composition (97 vol% mineral matter free (mmf)). The samples show strong caking potential (FSI of 9). The total rare earth concentrations range between 570 and 3193 ppm in the ash samples. Preliminary analysis show all but two samples are promising sources of rare earth elements as the total concentrations exceeded the 1000 ppm cut-off grade. Further research is required to confirm these preliminary findings.

Hydrocyclones are the most commonly used classifiers in the mining industry. The reason for this is their low operating cost and a small footprint. Data from plant trials where screens replaced hydrocyclones indicated that lower bypass of fines and sharper separation could improve breakage rates, with a positive effect on flotation circuit performance throughput. Despite the importance of classification, hydrocyclones have not received as much attention as more expensive comminution units, and their technological progress has been incremental. Noticeable water split (Rf) reductions of a semi-inverted hydrocyclone have been reported in the past. According to theory, the hydrocyclone with reduced Rf will improve classification of fines. A classification study using semi-inverted hydrocyclones was conducted to determine if a hydrocyclone could be operated in a way that would minimise misclassified fines. The classification performance of a semi-inverted hydrocyclone will be presented in this paper and other potential applications will be discussed. Discussion R. E. Rarnes (Member): The original concepts and the pioneering work now brought to the practical test stage by the Mining Research Laboratory team deserve our highest praise. The authors of this comprehensive paper rightly stress the urgency of establishing the extent to which the apparent potential can profitably be realised in practice. It is to be hoped that adequate funds will be made available by individual mining companies, the Chamber of Mines and manufacturers to attract the necessary staff and maintain the high rate of achievement of the last two years. From the Seventy-Eighth Annual Report of the Chamber of Mines and its members we see that, in 1967, with a Working Revenue of R759.8 million from gold and R54.6 million pit mouth coal sales and with profits from gold and uranium and pyrite of R307.9 million, only R1.9 million was spent by the Chamber on all forms of Research. It is considered unlikely that the associated mining companies and manufacturers exceeded this investment expenditure. Assuming a total of R4 million spent by the industry on Research and Development, this is less than half of 1 per cent of sales of gold and coal. This percentage, so low in comparison to North America and Europe, is no worse than that of Exploration expenditure which, in 1967, with South Africa's total mineral production of R1,287 million, was estimated to have been R6 million (Pretorius 1968). In a primary industry with ever present depletion of ore deposits and with cost escalation, expenditure on Exploration and on Research and Development is not a risky luxury but a tactical obligation. The potential rate of return on research expenditure into rock breaking is high. Stores consumed by gold and coal mines, members of the Chamber of Mines, totalled R316.2 million in 1967. Except for purchased power costing R42.2 million the highest cost group was explosives, drills and drill steel totalling R33.8 million or 10.7 per cent of the total stores consumed. In the paper under discussion it is claimed that the low 'effective stoping width' should greatly reduce the likelihood of rock falls or rock bursts to the extent that permanent support can be dispensed with. Insofar as this narrow cut is only 12 in. in advance of the working area which, with a 10 in. channel, is unlikely to be much reduced in width from that achieved by current methods, this claim is not readily understandable. Were it to have been based upon the regional support gained from packed waste it would have been more acceptable. Pre-developed stope drives may give serious trouble at depth and for this reason it is questioned whether a stoping area can avoid periodic sub-development blasting-the spoil and fumes from which will interfere with the rock flow and continuous mining of the rock-cutter. If, in the mining method proposed by the authors, stope drives are cut as small as possible (6 ft by 6 ft) then 25 per cent of the total tons handled (excluding resued waste) and 5 per cent of the gold will be blasted conventionally in the stope. At this stage one cannot envisage tunnelling machines economically or practically capable of such work. The various methods described by the authors and subsequent contributors for breaking waste are most interesting. It was noted that the 'bull wedge' and 'explosives' in Fig. 1 of the paper were no further from the ideal point 'A' than was 'cutting'. The writer considers that the bold and imaginative steps taken by the Mining Research Laboratory Team, the mining companies and the manufacturers concerned will eventually lead to a successful rock cutting machine with universal application largely independent of rock type. This may take many years. In the meantime other methods of improving productivity of saleable metal by rock breaking teams should be investigated even if such methods have local applications only. In 1955 the writer conducted tests with a wire saw similar to those used in quarries in the Northern Transvaal and elsewhere. Jeppestown shale, the immediate footwall of much of the East Rand gold field, was cut at the rate of 6 in. per hour using sand, water and a special endless rope driven by a low h.p. motor. A hypothesis on its application was submitted to the Office of the Government Mining Engineer in 1955 and to other mining institutions in 1966 after the writer returned to South Africa. By inference, rope sawing was classed as less promising than other methods tested in the Orange Free State Goldfields (Parker 1969). With highly resilicified hanging and footwall quartzites this was not surprising and confirmed the writers findings when testing hanging wall quartzite from the East Rand in 1955. The relatively uniform conditions, the low strength, hardness, and silica content of the Merensky Reef platinum deposits (Gray and von Bardeleben 1969) and in particular, the existence of overlying Merensky pyroxenite (Cousins 1964) make this and the East Rand attractive areas for larger scale testing of wire saws. It is envisaged that in suitable rock types the 5/8 in. slot would be advanced down dip or down a minor dip. In undisturbed areas 'faces' of up to 200 ft in length could be cut several feet in advance of breaking which could then consist of light blasting to the second free face or some of the methods now being tested for breaking waste in rock-cutting operations. A wire saw is an inexpensive and simple machine which, in some areas, could make significant and early gains in rock breaking efficiency as well as in ground and stoping width control.

The copper industry is cyclical with the price determined by market forces (i.e. the balance between supply and demand for the metal.) The period of each cycle typically varies between 6 to 9 years. These cycles drive decision making for exploration, new project and mine development, mine closures, process improvement, research and development, and technological innovation. The gold industry is fundamentally different from copper in that supply and demand do not, alone, determine metal price and many other factors play a key role, including global and regional financial conditions, political stability, and the global future economic outlook. However, the gold price experiences trends and longer term cycles that similarly drive business decision making. This paper examines developments in the copper industry that have occurred over the past few price cycles (approximately 20 years) and explores how the lessons learned can be applied to gold extraction. A number of specific examples and opportunities are discussed in detail, including; technology development and innovation, cost control and business improvement, material characterization, comminution equipment, biological heap leaching, and concentrate pressure leaching.
