One understudied area of environmental law is the socio-ecological impact of ownerless mines. This impact is particularly pronounced in resource-dependent regions like South Africa and Western Australia, creating significant rehabilitation challenges. This article hypothesises that effectively managed financial provision could be valuable for rehabilitating legacy mines. Using a qualitative, comparative methodology, the article analyses the financial provisions for mine rehabilitation in South Africa and Western Australia, focusing on statutory provisions, funding mechanisms, and rehabilitation outcomes. Key themes, such as context, measures, and outcomes, are explored to assess the effectiveness of each financial model. Purposive sampling is used to select case studies from both regions, and thematic analysis is applied to interpret the data. The analysis highlights the financial rehabilitation measures in both regions, providing a structured framework for ownerless mine rehabilitation. South Africa's approach, guided by the Mineral and Petroleum Resources Development Act (MPRDA) of 2002, depends on state budget allocations, leading to funding inconsistencies and slow rehabilitation progress. In contrast, Western Australia’s Mine Rehabilitation Fund Act (MRFA) of 2012 uses a levy-based system, ensuring continuous financial support for mine rehabilitation. South Africa's state-dependent model has led to delays in rehabilitating derelict and ownerless mines, while Western Australia’s funding model has facilitated steady progress. The article recommends that South Africa adopt a levy-based financial mechanism, strengthen legislative enforcement, improve financial oversight, and integrate proactive mine closure strategies to accelerate rehabilitation, reduce environmental hazards, and promote sustainable development in mining-affected communities.

A novel agglomeration process has been developed, utilising a concentrated water in oil emulsion as a binder. The binder is typically 95 wt% water, the remainder being an organic phase containing kerosene and the emulsifier— sorbitan mono oleate (SMO) in equal mass portions. The binder can selectively agglomerate hydrophobic particles in less than 7 seconds. The agglomeration has proven to be highly effective in recovering any particle of virtually any size, provided the particle is hydrophobic. The approach has previously been applied to coal, magnetite and silica. In the paper, sodium isobutyl xanthate (SIBX) and its much longer chain version, potassium tetradecyl xanthate (C14X), were used separately as collectors to selectively agglomerate chalcopyrite from the ore. Xanthates attach to metal sulphides, thus hydrophobising sulphide mineral particles. Chalcopyrite is a sulphide mineral; however, it hydrolyses quickly in the presence of water. Ethylenediaminetetraacetic acid (EDTA) was used to remove the oxide layer formed at the surface of the mineral particles after wet grinding, leaving behind a freshly generated metal sulphide surface. After the EDTA treatment, the ore particles were quickly conditioned at an optimised pH as well as collector concentration and agglomerated. The agglomeration achieved a copper recovery of 75% within 7 seconds, consistent with the recovery achieved by flotation over much longer time scales. A new copper-molybdenum flotation technology developed for a certain coppermolybdenum ore is introduced. We achieved copper-molybdenum bulk flotation in lowalkali conditions. Locked-circuit test results showed that the bulk concentrate contained 21.05% Cu and 1.10% Mo, with copper recovery of 87.37% and molybdenum recovery of 77.07%. For the copper–molybdenum separation process of the bulk concentrate, we use a new depressant, BK511, to replace the traditional sodium hydrosulfide. We achieved copper–molybdenum separation through one rougher, nine cleaner, and two scavenger processes. The results of locked-circuit tests showed that the molybdenum concentrate contained 46.19% Mo and 0.75% Cu, with molybdenum recovery of 93.80%; the copper concentrate contained 21.50% Cu and 0.069% Mo, with copper recovery of 99.92%. This new technology overcomes disadvantages of using large amounts of lime, sodium hydrosulfide, and other reagents in traditional copper–molybdenum flotation.

Scrap printed circuit boards were selectively smelted at 1 200°C to produce a metallic alloy having three phases. These phases were identified as a lead-rich phase, a low tin content alpha bronze phase, and a high tin delta phase. Electrochemical leaching studies on this alloy were done in 1 mol/dm3 sulfuric acid or in 2 mol/dm3 hydrochloric acid (adjusted to an ionic strength of 3 mol/dm3). The lead rich phase was more strongly passivated in sulfate media, and in this medium the high tin content delta bronze was more resistant to corrosion than the lower tin alpha bronze phase. In chloride medium the lead phase and both bronze phases corroded readily, but with current densities about an order of magnitude lower than in sulfate medium (static conditions) for the bronze phases. The high tin delta bronze phase was found to form a passivating layer in sulfate media. A similar layer was not seen in chloride medium. The leaching studies in sulfate medium also showed the existence of an alpha bronze phase of lower tin content in the centres of the alpha phase grains. This phase was quite resistant to leaching in sulfate medium.

Most of the Au and PGM ores in Russia are characterised by a thin mineral impregnation of noble metals in sulfide minerals, and a large variety of mineral forms that lead to high loss of precious metals with fine fractions during flotation. In modern flotation technology, the rational choice of reagents is one of the main trends for selective separation of minerals and effective metals recovery. New data on the selectivity of the thermo-sensitive polymer with specific functional groups (TMPPh) as a flocculant and collector of Au and Pt fine fractions are available. The selective modified collector (DEDTCm) for the recovery of Au and Pt from complex ores is discussed in this paper. Scanning electronic microscopy (SEAM), laser SIM and AFM microscopy, UV and IR spectroscopy were applied to study the adsorbed layer of new reagents on the mineral surface. Flotation tests of TMPPh on the gold-bearing ore of the Olimpiada deposit showed an increase in Au extraction and Au content in the concentrate of the rougher flotation. Using a combination of reagents TMPPh and ButX, the quality of the Au and Pt concentrates increased in 1.7 time with an increase in recovery up to 15 % compared with the traditional reagent mode. Testing of TMPPh polymers in flotation of Pt-Cu-Ni ore at Norilsk Nickel has shown the ability to obtain a concentrate with a higher Pt content. Recovery of platinum is 17% higher than recovery in an experiment without polymer. Application of DEDTCm helped to achieve higher technological parameters in flotation of lowgrade Rt-Cu-Ni ore. Compared to the basic mode Pt recovery was plus 13%, Pd recovery was plus 9% and the content of precious metals in the rougher flotation concentrate increased in 2,5 - 4 times. The location of underground positions in mines has usually fallen to their survey department's. Their usual tasks include: ? installation of a high-precision peg network like the National Survey grid as beacons ? offset measurements to the sidewalls, and sometimes hangingwall and footwalls, of development tunnels and excavations ? offsetting of stoping panels for the calculation of face ? advance and the square meterage of area removed. Other departments build their observations into the plans produced by the surveyors. If more precision is required, they ask the surveyors to `elevate' their points with a theodolite. Apart from the survey peg network and `elevations' these measurements are usually planer measurements suitable for producing plans, sections and projection sheets. When the only representation medium was a sheet of paper or transparency, this was perfectly suitable. However the development of CAD models of the workings has changed all this. Full 3D representation is not properly catered for in the tool sets in current use, and needless hours are spent converting analogue-type observations into digital form. The basic survey models need to be augmented by the observations of other disciplines that are also required to locate positions underground. These include: ? the need for geologists to plott their mapping and ? borehole logs into 3D space ? the need for samplers to position their sample points accurately because the geostatistical models are biased and inaccurate ? the need for stoping width recorders to position their thickness observations to prevent errant evaluation and bonuses ? the need for rock engineers to place their mappings into 3D to build true geotechnical models to manage geotechnical stresses ? the need for production officials to receive updated face ? positions during the month so that they can manage the ? production and utilize their resources properly. This paper covers a new method of positioning profiling points to a suitable degree of accuracy. I believe the method is sufficiently simple and cheap for all to use. Historical methods Platinum and gold orebodies, especially in South Africa, are generally narrow tabular deposits. This made them suitable for depicting on a 2D medium like paper. The determination of stoping or face widths was not a problem, as the ore is removed in a single stoping process. Such 2D representations could be easily positioned using tape offsetting between survey pegs or points tied in from survey pegs. Problems of dip were handled by using 'Stope Sheets' which chose a best fit projection for the whole area depicted or by using true dip section sheets for inclined tunnels. Rolling reef and potholes were the common areas of difficulty. Most mines now model their orebody and plan the extraction in computer graphics. This means that the representation of the current workings has to change to support this trend. It now becomes a truly 3D problem. Mining officials find it inconvenient to have their actual workings in single-line depictions while their orebody is depicted with top and bottom contacts and the planned tunnels in 3D shapes. Geological models which form the basis for the resource model and planning process are often out of date, as the updating process is slow. The geological mapping has to be plotted onto sections and plans. These are then digitized into graphics by a draughtsman and checked by the geologist. Only then does the interpretation and model update take place. Potential methods to create 3D 'Actuals' Global positioning systems (GPS) Surface mines have been blessed by the advent of GPS technology. These simple-to-operate pieces of equipment and compatible software make it possible for all types of mine employees to locate themselves, and therefore to locate their observations. GPS are often inexpensive and give an acceptable degree of accuracy. Only in deep pits or close to the highwalls are observations hindered. Such technology cannot however, work underground. Ground penetrating radar (GPR) GPR is reported to be very useful for estimating the positions of potholes and faults. However it is still considered as providing an estimate, not a definite measurement. GPR is good for seeing into solid rock, not into open spaces. Inertia reading devices Experiments with inertia reading devices have been conducted on the mines. They were the forerunners of GPS for military guidance systems, and were even used for city navigation in the early 70s. They do however work best with heavy or fast-spinning gyros. Anglogold Ashanti's attempt to use them were discontinued in the mid-90s when the developers asked for an additional few million rand for a device that would weigh more than 12 kg and have a limited operational life.

The research described in this paper was done to confirm the Upper Group 2 (UG2) PlatMine peak pillar strength formula (Watson et al., 2007), which was determined from a back-analysis of failed and unfailed pillars. Underground measurements were made on a stable pillar that was loaded by firstly reducing it’s length and then by mining the surrounding pillars until pillar failure took place. The pillar was instrumented with suitably positioned strain cells and closure meters, which allowed both the average pillar stress and strain to be determined. The paper describes the methodology applied to identify a suitable position for the instrumentation, as well as the results. A stress/strain curve is presented for a UG2 pillar with a w/h ratio of 2.0, at Booysendal Platinum Mine. The measured pillar strength was similar to the predicted strength using the PlatMine pillar strength formula for UG2 pillars. The PlatMine formula has been successfully implemented on Booysendal Platinum Mine, and about 3 670 pillars have been cut without a single failure. An additional revenue of US$1.3 billion was calculated for the 25-year life of the mine as a direct result of the improved pillar design, given the January 2020 platinum group metals basket price. An extended life of mine and better mining efficiencies will also be realized.

Energy & Densification Systems (EDS) has developed patented new technology crushing/milling equipment. The EDS Multishaft Mill is a compact vertical mill – utilising high-speed impacts to break down particles with large reduction ratios, low energy consumption and improved liberation. The milling action combines several processes to provide a multitude of output products to satisfy various specifications. Comminution often accounts for more than 60% of the total power consumption on a mine. Two of the key problems to be solved in comminution is to bring down the specific energy required to reduce particle sizes; and to improve liberation or improve the efficiency of the beneficiation and recovery of the required elements. The EDS Mill has shown extensive improvements in both these areas with energy efficiencies up to 75% better than conventional milling equipment and improving liberation beyond the standard beneficiation processes. Conventional comminution equipment requires massive, heavy parts to be moved or rotated, consuming a lot of energy in doing so and not inputting that energy into the breakage of particles. In the EDS Mill, ramping up the relatively small shafts to speed is all that is required. Once at speed, the momentum, together with the minimal amount of constant drive required, means that the energy can be transmitted directly and efficiently into breaking down the particles. The high-speed impacts allow for a shattering effect of the particles and this quickly generates a high ratio of fines. Furthermore, the single impact force breaks particles in a very different manner to conventional compressive force breakage. With compressive force breakage, the particle breaks from point to point. With high-speed impact force breakage, the force tends to migrate through the weakest areas of the particle, which tend to be the mineral boundaries. Palabora Mining Company is one of the largest low-grade copper mines globally. The mine uses block caving for the extraction of the orebody. This paper enumerates the drawpoint loading strategies for the overall head grade improvements, particularly for a block that is nearing depletion. A comprehensive literature review of various considerations relating to improving productivity in block caving is presented to contextualize the draw control in caving. From this study, an optimized draw control strategy is presented, which focuses on three parameters that include grade distribution, loading compliance, and tonnage splits per sector. An empirical method based on the relational study between various parameters is used to outline the key criteria to be used in the optimization of drawpoint loading in block caving.

"The South African ferrochrome industry has been faced with various challenges during the past few years, such as influences from the market, manpower strikes, China’s control over the demand for both ferrochrome and chrome ore from South Africa, and electricity supply constraints, placing increased pressure on the local industry to improve output in order to remain globally competitive. The year 2016 brought a dramatic change in the local ferrochrome industry, being marked by higher chrome ore prices and the takeover of some idle smelters.This study investigates the methods of technology acquisition used in various parts of the ferrochrome smelter value chain throughout a business cycle, and whether there is a preference for a specific acquisition in an explicit part of the value chain. The study also considers whether companies prefer to partner with local or global institutions for collaborative development, and the methods used by companies to protect their technologies.IntroductionSouth Africa holds the world’s largest chrome ore reserves and was the world’s largest producer of ferrochrome until 2012, when China became the leading ferrochromeproducing country. South Africa’s chrome ore (chromite) supply into the Chinese market has risen significantly from 36% of China’s total chrome ore imports in 2010 to more than 70% in 2016 (Fowkes, 2014; Creamer, 2017). China controls the demand for both ferrochrome and chrome ore from South Africa (Fowkes, 2014). China’s high import rate of chrome ore has resulted in ferrochrome prices being driven down and a depressed ferrochrome market. The South African industry meets the chrome ore demands but loses out on ferrochrome beneficiation.Furthermore, the local ferrochrome industry has been threatened with the overall poor competitiveness over the past few years, resulting in four of the eight producers ceasing operations at the beginning of 2016. Challenges experienced by the producers, some of which are directly linked to production costs, include influences from the market, productivity that was affected by wildcat strikes, China’s control over the demand for both ferrochrome and chrome ore, and electricity supply issues (Fowkes, 2014, 2013; Biermann, Cromarty, and Dawson, 2012). Ferrochrome production is energy-intensive and South African producers have faced higher electricity costs, electricity supply complications, and a weaker currency exchange rate since 2009."

"As part of the planning system at each division of Nchanga Consolidated Copper Mines, Limited, the Mine Planning Department is required to produce a detailed production schedule for each shaft.Because of the difficulties in producing a schedule which satisfies all the mining constraints, and because of the large clerical effort involved, the full range of possible schedules can never be considered.It has been found possible to produce a schedule using linear programming which satisfies the majority of the many varied mining constraints. Computer programs have been written to enable the mine planning department to use this mathematical system without assistance.The system has a large degree of flexibility to enable the planner to include conditions which cannot be incorporated readily in the linear program. This system permits the more efficient production and evaluation of schedules and reduces the amount of clerical effort."

Anhydrous zirconium tetrafluoride can be used as a precursor for the manufacturing of nuclear-grade zirconium metal. This can be done by fluorinating plasma-dissociated zircon with ammonium bifluoride in a batch reactor. This paper describes the batch process. It was proved that anhydrous zirconium tetrafluoride can be manufactured by this route as confirmed by X-ray diffraction. The process shows potential for scaling up to the kilogram scale and possibly the tonnage scale.

Rare earth elements (REEs) are indispensable components in the manufacturing of high-tech devices, renewable energy technologies, and defence applications. As global demand for these elements continues to rise, there is a pressing need to optimize extraction processes for both efficiency and environmental sustainability. This study explores approaches to rare earth extraction using Ionquest® 801 and integrates a predictive modelling to enhance process understanding and optimization. We conducted a screening test varying pH process to evaluate the best extraction efficiency. Starting pregnant leach solution (PLS), solution was prepared in the lab with the following rare earth elements: La, Ce, Gd, Dy, and Υ, at 0.02 M for each element. The data obtained were used to develop empirical and mechanistic models to predict rare earth extraction yields and flowsheet. Further tests were performed by mixing specific concentrations of different extractant and/or phase modifier. Our experimental results demonstrated the effectiveness of the proposedextraction methods, highlighting improvements in both yield and selectivity. The developedmodels successfully captured the complex relationships between process parameters and extraction efficiency, providing valuable insights for process optimization.

Based on an actual experiment used as an example, assessment of the surface deformation due to undermining, the extensive possibilities of using a 3-D physical model and application results in practice are demonstrated. Deformation measurements were used to confirm the use of elastic theory to simulate the rock mass behaviour in the Witwatersrand gold mines in the 1960s. Although a prominent time-dependent component of stope closure was measured as early as the 1930s, it was ignored owing to the benefit of adopting elastic theory. Neglecting the time-dependent response of the rock for many decades resulted in important aspects such as the effect of mining rate, the effect of advance per blast, and the need for enhanced design criteria not being explored. Recent work is only now starting to address this gap in knowledge. In-situ measurements of large coal specimens in the 1960s and 1970s indicated that a linear formula may possibly be a better approximation of coal pillar strengths. This alternative formulation was never adopted, however, as the power law strength formula was already deeply entrenched in the industry at that stage. In spite of these apparent failures to continuously generate and adopt new knowledge, a key lesson learnt is that major advances in rock mechanics will not be possible without careful monitoring of the rock mass behaviour in experimental sites. Areas requiring further research, such as pillar strength formulae for the Bushveld Complex and enhanced design criteria for the gold mines, can only be developed using extensive undergroundmonitoring programmes.

It is thus understandable that the colloquium held at Wit bank on 3rd and 4th October, 1979, and organized jointly by the South African Institute of Mining and Metallurgy and the South African Coal Processing Society should have attracted more than 400 delegates.

The Paradela dam has a spillway that makes it possible to discharge a maximum flow of 400 m3/s, the water discharges being on the river Sela, about 2km upstream the river Cávado. After the first use of the spillway, some landslides have occurred on the right bank of the river Sela as a result of the erosion generated on its base about one hundred meters near some houses of a small village. This paper presents a study performed for the slope stability where finite element results are taken into account. A monitoring program was established that essentially consisted of measuring sub-horizontal displacements in points located in boreholes at different depths and also phreatic levels. Some monitoring results are presented. Le barrage de Paradela a une décharge d’eau avec un débit maximal de 400 m3/s sur le fleuve Sela dans un endroit situé environ 2km sur l'amont du fleuve Cávado. Après la première utilisation de cette décharge, quelques glissements se sont vérifiés sur le versant droit du fleuve Sela résultant de l’érosion générée sur sa base dans une zone à 100 mètres de quelques maisons d’un petit village. Ce travail présente une étude réalisée concernant la stabilité du versant avec la considération des résultats des éléments finis. Un programme d’auscultation a été mis en place pour mesurer les déplacements sub-horizontales sur des points situés en forages à des différentes profondeurs. Quelques résultats de cette monitorization sont présentés. Der Ueberlauf des Padela Dammes ermoeglicht das Ablassen einer max. Wassermenge on 400 m3/s in den Sela Fluss, ca. 2 km flussaufwaerts des Cávado Flusses. Nach Inbetriebnahme des Ueberlaufes traten in ca. hundert Meter Entfernung zur Wohnbebauung eine Dorfes Erdrutschungen am rechten Ufer des Sela Flusses auf, die auf Erosionen am Flussbett zurückzuführen waren. In der vorliegenden Studie wurde die Boeschungsstabilitaet unter Beruecksichtigung von Berechnungsergebnissen der Finiten Element Methode untersucht. Es wurde ein essprogramm ausgearbeiten, das im Wesentlichen auf Messungen der Untergrundverformungen in verschiedenen Bohrlochteufen sowie auf Grundwassermessungen beruht. Im Folgenden sind einige Messergebnisse dargestellt.
