This publication contains routine analyses and related source data for 547 natural gas samples from 22 States and three foreign countries. Of this total, 340 samples were collected during calendar year 1967. The remaining 207 analyses are of samples collected during previous years, but releases granting, permission to publish the results were not received until 1967. All samples were collected as a part of a continuous survey of the free world for occurrences of helium in natural gas. The Bureau of Mines has conducted this survey in the United States since 1917, and in 1965 it was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus which are described in Bureau of Mines Bulletins 4863 and 516.4 Nine previous publications have been made to present results of 7,618 gas analyses made by the Bureau of Mines Helium Activity prior to 1967. This project was started 8 June 1971. As set forth in our Proposal of 28 April 1970, responding to the RFP of 30 March 1970, the plan was twofold: 1) choose fluids and develop techniques for measuring coat porosity, and 2) construct a porosimeter for making such measurements, By the time plans for the porosimeter had been drawn up, the picture had changed; and it was found more advisable to do further researches on porosity rather than build the equipment. This development arose from a meeting with Dr. Fred N. Kissell on 14, 15 October 1971, annotated in our letter of 19 October 1971, and was contracted for 6 December 1971. The technical effort of the project was completed 7 May 1972. From the beginning it was realized that the ratio of 'hole volume to the whole volume' might be too simplistic a definition for coat porosity and that its measurement might be confounded by complications which were not yet known, We were hopeful that an exploration of fluids and techniques would provide early feedback on both these points which could be used in subsequent developments. This report is a study of the impact of Federal laws and regulations on the domestic supply of metallic and nonmetallic minerals. The study was confined to pertinent environmental legislation and the recently enacted Federal Mine Safety and Health Act of 1977. Emphasized were the legal requirements placed on individual selected mineral industries, and the economic impact of these requirements. A certain amount of attention was also directed to the particular environmental and health and safety problems generated by selected mineral industries. The study also pinpointed a list of major problem areas having significant impact on the domestic mineral supply.

Subsurface injection of liquid and slurry-type industrial waste is being used as a means of waste disposal. This survey conducted by the Bureau of Mines shows that the method can be economically and environmentally attractive if the proper precautions are taken, especially when the alternative is cursory treatment and discharge at the surface. Attention is called to petroleum technology and experience that can be applied to subsurface waste injection. Part 1 of this report is a discussion of the general aspects of subsurface waste-injection systems. Part 2 is a general discussion and review of the literature concerning the geologic formations available for injection in the United States. Part 3 is a discussion if 15 case histories including information on the source and nature of the waste and the geology, surface equipment, well completion, and operation of the systems.

Objective: On-the-job training (OJT) is a common means of training workers. By definition, it seems relatively simple. However, to be effective, training must go beyond the simple process of following an experienced worker around the workplace— sometimes called the "follow Joe" method. NIOSH researchers spoke with human resources personnel, safety and health specialists, supervisors, experienced miners, and new miners and found that OJT was of high interest, but was rarely part of a formal or standardized program. Various training methods have evolved to ensure that a trainee will absorb the information presented rather than simply emulate what the instructor is teaching. These methods have been brought together into a published guide for developing an effective formalized OJT program. The guide (Information Circular (IC) 9479) is called "Coaching Skills for On-the-Job Trainers." It contains materials and suggestions for your company or mine to conduct a 1-day workshop for teaching OJT trainers how to be better coaches to less experienced workers. The guide was created by the NIOSH Pittsburgh Research Laboratory and a safety professional from a private mining company.

When the Organic Act of 1910 established the Bureau of Mines within the Department of the Interior, the Bureau's programs involved only health and safety research and education, and fuels testing. As the Federal Government's primary agency for research in minerals, the Bureau has expanded its scientific and technological investigations to mining, processing mineral substances, eliminating occupational health and safety hazards in the mineral industries, economic development, and resource conservation. Today, Bureau activities cover a broad spectrum of programs for meeting the diverse (and sometimes conflicting) needs of mineral industries, government, and the public. In the 1960's, the Bureau initiated programs to resolve environmental problems associated with past mining and mineral processing. Dependence on foreign sources of raw materials critical to our national economy and competition from other countries for these world supplies stimulated the need to conserve and use with intelligence the Nation's minerals, metals, and materials.

At the request of the Mine Safety and Health Administration (MSHA) the Bureau of Mines evaluated the potential hazards of three compressed oxygen self-contained self-rescuers (SCSR's) designed for use in under-ground coal mines. The evaluation followed the lines used in a similar investigation of chemical self-rescuers and involved laboratory experiments as well as field trials designed to simulate a mining environment. They included bullet impact, bonfire, feeder-breaker impact and feed-through, and mining machine runover tests. The work showed that the units were not inherently unsafe but that under certain conditions of extreme abuse they can present a potential ignition or explosion hazard. This, coupled with a survey of reported damage on SCSR's currently deployed in underground mines, which indicated a relatively high frequency of incidents leading to the destruc-tion of the units, led to new recommendations on the deployment of SCSR's. The recommendations formulated by MSHA state that the units should be either properly worn by the miner, stored in heavy containers, or otherwise protected from situations in which they might be accidentally ruptured or destroyed, such as runover by mobile mining equipment.

The United States Bureau of Mines, in cooperation with the Natural Gas Department of the American Gras association, has been studying actively for the past several years the problem of the flow of natural gas through high-pressure transmission lines. Numerous data on gas flow through pipe lines under many conditions of operation have been obtained by carefully conducted tests, and these data, together with all other available information, have been analyzed carefully to secure practical facts for the use of operators in designing pipe lines and determining the effects of different operating conditions on pipe-line capacities. The first procedure in initiating; this problem was to review, compile, and analyze all of the existing data on the flow of natural gas through pipe lines. Actual data applicable to pipe and operating conditions normally used in the transmission of natural gas were meager, and the several pipe line flow formulas developed by different investigators gave widely varying; results when applied to problems of pipe-line design. Therefore, further experimental work under conditions comparable to those found in transmitting natural gas was essential before any definite recommendations could be made.

This report assesses the expected detectability, on the surface above mines, of electromagnetic signals produced in the frequency band of 630 to 3030 Hz by a rescue transmitter activated by miners trapped underground. This assessment is based on a statistical analysis of experimental signal and noise data taken at a representative sample of coal mine sites well distributed over the United States underground coal fields. Regression analyses are performed to characterize the signal transmission behavior of overburdens as a function of depth and frequency. The predicted signal behavior is then combined with experimentally based distributions of the background noise, and aural detection characteristics of signals in noise, to generate curves of the expected probability of detection for trapped miner signals versus overburden depth and operating frequency. The implications of these results, and associated recommendations, are presented regarding the detectability of trapped miners, sensitivity analyses and confirmatory tests, and operational utilization considerations for the trapped miners and the search and rescue team on the surface.

Water-swelling fluormicas and fluormontmorillonoids were synthesized and described. They were found predominantly in the system Mg0 - MgF2 - Si02, with varying amounts of Li+ or Na+, Some water-swelling synthetic minerals were prepared with only strontium or lead in the twelvefold position, Water- swelling compounds containing either K+ or Ba+ were not found. The synthesized water-swelling products were shown by electron microscopy, X-ray diffraction, and chemical analysis to be typically two-silica-layer, platy compounds, Except for the complete substitution of fluoride for hydroxyl, the compounds were similar to the natural micas or montmorillonites. The stability and properties of the compounds were further established by electrodialysis, by differential thermal analysis, and by anion and cation exchange methods. Fluoride in the interlayer positions was nonexchangeable except through decomposition of the product. Exchanging the sodium or the lithium of the synthetic fluormicas or fluormontmorillonoids with potassium ion, particularly those derived from KOH provided a product from which a completely inorganic paper of extraordinary flexibility was fabricated. This paper had excellent mechanical and electrical properties except for water adsorption and a high power factor. Neither of these problems was solved during this investigation. However, papers with dielectric strength from 1,500 to 5,000 volts per mil were readily fabricated, particularly from the lithium containing fluormicas or fluormontmorill onoids.

Coal wasted with mine refuse represents losses in overall recovery of merchantable coal to the mine operator and a concomitant reduction in domestic reserves of available coal. Fraser, Kelley, and Graham3/ in studying the available coal in mine refuse in the Pittsburgh district of western Pennsylvania have estimated that at least 1 ton of mine refuse is produced for each 10 tons of merchantable coal and that 20 percent of this mine refuse might be recovered as salable coal by mechanical cleaning. SUMMARY This investigation dealt with the mechanical recovery of coal from wine refuse by a dense-medium washery employing pulverized mine rock as the dense medium and operating at a rate of 175 tons per hour. Two types of mint refuse were tested: Freshly mined and that .which had been mined 2 years before and piled on a waste dump.

Under an approved remining program, mine operators can remine abandoned coal mines without assuming legal responsibility for treatment of the previously degraded water, as long as the discharging waters are not further degraded and other regulatory requirements are satisfied. A U.S. Bureau of Mines review of 105 remining permits in Pennsylvania indicates that remining results in substantial reclamation of abandoned mine lands, utilization of significant quantities of coal, and reduction of contaminant loads (acidity and iron) from degraded mine drainage discharges. Normality tests performed on the water quality and flow data indicate generally nonnormal distributions and extreme right-skewness, tending toward lower values. The water quality of underground coal mines was observed to be more highly degraded in terms of acidity, iron, and sulfate than that of surface coal mines. The optimum baseline sampling scenario is 12 months in duration at a frequency of one sample per month. Analysis of water quality and flow rates before and after remining indicates that a majority of the mines exhibited either no change or a significant decrease in pollution rate because of remining. The discharge flow rate was the dominant controlling factor when the post-remining contaminant load was significantly better or worse than the baseline (pre-remining) load.

The Bureau of Mines, in cooperation with three Minnesota agencies (Department of Natural Resources, Geological Survey, and the Iron Range Resources and Rehabilitation Board), investigated the potential of using glacial lake clay from Minnesota, as well as other areas, as a binder for iron ore pellets. The best clay-characterizing procedures for predicting binder effectiveness were the cation exchange capacity (CEC) using the methylene blue method and the plate water absorption test (PWAT). The best clay binder was found in the Red River Valley. However, compared to a typical western bentonite at the 0.5-pct-addition level, addition of about 2 pct Minnesota clay was required to obtain comparable unfired (green) pellet strengths. Soda ash addition only slightly improved the binding properties of Minnesota clay, but considerable improvement was obtained by the addition of a small quantity of water absorbing organic compounds. For example, with a mixture of 0.5 pct Minnesota clay or paint rock and 0.1 pct pregelatinized starch, the unfired and fired physical pellet properties were about the same as with 0.5 pct of typical western bentonite. The reduction rate at the 40-pct reduction level and the percentage of plus 6.3-mm particles from the reduction disintegration index test were also about the same.

It describes practices and equipment used in tramway construction and discusses the design of tramways. The second paper will describe the construction and operation of tramways and give operating costs. This report is the second of a series of three that will evaluate, in order, the metallothermic, carbothermic, and electrolytic methods of magnesium production. The historical development of the carbothermic process is outlined. Production costs varying from 38.9 to 21.8 cents per pound of magnesium are estimated for different versions of the process. Additional suggested process modifications are listed. The technical and economic potential of the different versions are compared. Areas deemed most promising for future research on the process are delineated.

An investigation of hazardous surface openings of abandoned and inactive underground mines in the Black Hills area of South Dakota has revealed: (1) tracing legal ownership of mineral claims via county courthouses is confusing, complex, and oftentimes misleading, (2) in general, the selected mine openings in this investigation are to be considered relatively high in risks and hazard potential which poses a threat to the general public, (3) mine closure procedures and designs can generally be categorically implemented depending on the overall situation of the particular mine opening with subsequent unit costs estimates, (4) few preventive state or federal legal measures exist to date concerning mine closures, and (5) liability damages relating to mine opening accidents usually involve expensive and complex common law cases.

The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the ash- softening temperature of ash, the free-swelling index, and the hardgrove grind- ability index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instruc- tions issued by the Bureau of Mines; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the con- tractor and, if it is not, a price adjustment is made. Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal. The Government purchased approximately 5-1/4 million tons of coal in fiscal year 1953. In connection with these purchases, the Bureau analyzed 11,435 samples. These are published for the use of Government officials and the public. A series of publications has been completed on coal analyses by States, or, where production is small in any one State, by groups of adjacent States. In addition to analytical data showing composition and quality of coals of the States, the publications con- tain brief descriptions of the geological structure of the coal basins, typical mining conditions in the various districts, the principal economic data of the industry, and the relationship of mine or channel samples to delivered and tipple samples. The present publication covers many States but deals only with the analytical data of the coals. This report is the first substantial description of the carbonizing process and the details of experimental work conducted at the Denver laboratories under a coopeative agreement between the Bureau of Mines and the Texas Power & Light Co. It presents the results of tests on several Texas lignites and other typical western coals that have been processed in the first pilot plant operated at Denver. Investigations on drying fine coal in the entrained and fluidized state have been under way at Bureau of Mines Denver laboratories for several years. Reports on this work were published in 1949 and 19505/ describing the theory and practice of re-moving inherent moisture from the lower -rank coals. The investigation did not include a study of the removal of surface moisture from fine fuel. Private industry in Canada became interested in the possibilities of drying fine coal, employing the closed-circuit system and techniques recommended by the Bureau. Large, commercial-scale drying units were built by a Canadian company, which successfully demonstrated that surface moisture could be removed from fine coal at high efficiency and capacity ill drying units similar in design to those developed by the Bureau.

This report covers the calendar year 1953 and has been prepared and submitted in accordance with the provisions of Sec. 106(a) and Sec. 212(c) of the Federal Coal Mine Safety Act (66 Stat. 692; 30 U.S.C. Secs. 451-483). During this first full calendar year of operations under the Federal Coal Mine Safety Act, the coal-mining industry of the United States attained the best injury records in its history - improving the former best records (made in 1952) by 91 fatal and 10,020 nonfatal injuries. Whereas, the mandatory provisions of the act were intended and designed to prevent major mine disasters, apparently the effects have reached beyond the scope thereof in reducing mine accidents generally.
