BACKGROUND A mine shaft is the lifeline to underground mines. Mine operators depend on safe, uninterrupted, and efficient movement of workers and materials. The shaft and hoisting system provides access to the network of openings used to recover the underground resource, provides vertical transport of miners and materials, and serves as an escapeway in case of an emergency. Accidents involving hoisting can be catastrophic. Such was the case in 1973 at the Markham Colliery in Derbyshire, UK when the conveyance overwound and fell to the shaft bottom, resulting in 17 deaths. Hoist and elevator machinery must meet the requirements specified in the Code of Federal Regulations (CFR), Parts 57 and 75. According to the Mine Safety and Health Administration (MSHA) data, many shaft-related accidents in the United States are associated with the hoisting cycle. MSHA statistics show that there were about 1500 shaft- related accidents in the 5-year period between 1992-1996. Most of these accidents resulted from the action, motion, or failure of the hoisting equipment or mechanism and involved movement of the conveyance which includes cages, skips, ore buckets, and elevators. A hoisting hazard may be characterized as an "unsafe hoist operating condition caused by insufficient or inaccurate information available to the hoist operator" (authors' quote). Earlier investigators have defined safety features and operating and maintenance standards for hoists, and reported on monitoring and control systems and sensors for hoists and conveyances [Farley, 1983; Ward, 19931. However, despite the considerable technological progress and hoisting control improvements in recent years, safety- related issues that require further investigation still remain. The hoist operator must constantly be aware of two important hoist-operating conditions: the position of the conveyance and the tension in the hoist rope. If this information is not available or is inaccurate, the hoist becomes unsafe. Current technology provides this information indirectly from sensors and indicators in the hoist room. However, unlike a building elevator hoistway, mine shaft hoistway problems often include: 1. poor ground conditions and excessive shaft wall and guide displacement; 2. rock bursts in deep mines (resulting in large rock movements and fragments blocking the hoist way); 3. water, ice, and salt buildup (impeding the smooth flow of the conveyance); 4. severe vibration from hoisting (resulting in loose guide support brackets, broken welds, or other alignment and conveyance mechanism malfunctions). The second issue relates to dynamic rope loads applied during normal winding, particularly during loading, acceleration, and stopping. Safety factors on wire rope are based on static load. They are artificially high to account for all cases of dynamic loads, even though the total load history on the rope (static and dynamic) during service is unknown. Therefore the tension, and thus the compliance with wire rope load safety factors, is unknown to the hoistman.

Overexposure to noise remains a widespread and serious health hazard in the U.S. service providing and goods producing industries. Excessive noise can lead to poor verbal communication and reduce the ability to recognize warning signals. These dangerous work conditions can also cause stress and fatigue. Occupational hearing loss is a permanent illness, with no recovery currently possible. Method: National Institute for Occupational Safety and Health (NIOSH) has recognized Noise Induced Hearing Loss (NIHL) as one of the ten leading work related diseases and injuries in the United States, and has emphasized its importance as one of the critical areas expressed in the National Occupational Research Agenda. Results: One of the most serious noise problems in the goods producing industries is the operation of continuous mining machines during underground coal mining. In order to minimize occupational hearing loss, noise hazards are “designed out” early in the design process. NIOSH is leading a national initiative called Prevention through Design (PTD) to promote this concept. This paper describes the quiet by design approach of a noise control that reduced noise exposures of continuous mining machine operators by 3dB(A) using the four functional areas of PTD, namely Practice, Policy, Research, and Education.

From evidence made available during the investigation, it was concluded that the first of a series of explosions occurred at 1:15 to 1:20 p.m. September 21, 1951, in an underground vault that housed pressure regulators on the gas-distribution lines that served Brighten. This explosion damaged the pressure regulators and permitted high-pressure gas to enter the distributing mains and individual-service lines. As a part of the gas-distribution system was not provided with means for protection against such excessive pressures, gas gained access to the interiors of many residences in this area and caused a series of disastrous explosions and fires, which took place during a period of approximately 2 hours after the initial explosion in the pressure-regulator vault. Two persons were killed in the first explosion in a residence, and a third person died of a heart attack attributed to the excitement that prevailed during the explosions and fires, Twenty-three persons were listed as injured. Forty-one residences were either destroyed or damaged - 11 by explosion and the remainder by fires, which developed as a result of gas leakage into residences. Fifteen residences were listed as "completely down" or "gutted." Unofficial estimates of property damage ranged from $1,000,000 to $1,500,000. In view of observations made and information obtained during the investigation, recommendations are presented in this report relative to the natural-gas distribution system in Brighton, which may be helpful in the prevention of similar accidents in this and other communities.

Quickly and cheaply consolidate underground slimes to facilitate their use as backfill and permit their easy handling for other reasons. Approach: The slurry containing slimes is pumped into active stopes and electrokinetically dewatered to provide consolidated back fill. How It Works: To densify slimes electro-kinetically two electrodes are placed in the material to be dewatered and densified. Typically, the electrodes are pieces of wire mesh fencing. One is placed on the bottom, and the other is suspended in the slurry near the surface. Figure 1 is a simplified section of a test. A d-c voltage of 100 to 400 volts is applied across the slurry. This causes the solid particles which are in suspension in the water (usually these are negatively charged) to migrate toward the anode; simultaneously, the water moves toward the cathode. Water immediately adjacent to the negatively charged solid particle surfaces contains an excess of dissolved positive ions. Longwall tailgates in coal mines are often subject to severe mining induced loading and deformation. Innovative tailgate supports have been developed over the years to provide safe and economical access and a ventilation pathway at the tailgate. The support capacity and yield capabilities of the supports need to be matched to the loading imposed by the surrounding rock mass. The ground response curve can be used to represent the rock mass response to mining and its effect on support systems. The FLAC finite difference code was used to supplement field results by simulating a longwall tailgate and the associated ground response. The ground response curve is developed by modeling tailgate excavations with different internal support pressures and recording the resulting convergence. Ground response curves are developed for two typical longwalls operating in the Pittsburgh seam with weak and strong immediate roof. An additional model is presented in which the effect of weak overburden strata is simulated. The ground response is shown to be significantly affected by the strength of the immediate roof as well as the main roof. The importance of yield capacity of standing support is demonstrated. Gob height and compaction are found to affect the amount of convergence in the tailgate. The potential exists to develop site specific tailgate design curves by combining model results with field observations.

On the basis of world production data alone, 1985 appears to have been a year in which the world's mineral industry took another step upward in its recovery from the very poor years of 1981, 1982, and early 1983. Despite a drop in the output of crude oil, which was the single most significant crude mineral product from the viewpoint of value, the estimated value of world crude mineral production advanced by 3.4% to about $1,054 billion constant 1983 dollars, with output increases logged for nearly two-thirds of the commodities and forms of commodities for which the U.S. Bureau of Mines calculates a total world output. However, the economic well-being of any industry or group of industries cannot be measured solely in terms of the volume and/or value of its production, and examination of statistics reflecting other aspects of mineral industry performance shows that 1985 was a less than ideal year in many respects. In the case of consumption of mineral commodities, although there were gains registered in diverse sectors such as iron and steel, aluminum, fertilizer materials, solid fuels, and gaseous fuels, there were also proportionally small but notable declines in use among the older major nonferrous metals (copper, lead, tin, and zinc) and in the all-important liquid fuels. In the case of international trade in mineral commodities, although comprehensive data for 1985 were not yet available, there were indications that the value may well have fallen below the estimated 1984 level of $632 billion, although the volume may have increased slightly. This, if true, would be chiefly the result of declining prices of mineral commodities, and indeed, price declines were noted for a number of significant materials in terms of current dollars, and even more would register declines if calculated on the basis of constant dollars, adjusting for inflation.

A Paradigm Shift As market economists, mine managers are interested in "staying in business" and even "prospering." Bottom-line results are the "order of the day." Concern for bottom-line results invokes questions such as: How much was produced? At what cost? And, was anyone injured? While these questions will always carry everyday emphasis at the mine, they are fundamentally lacking in that they often appear, especially to lower levels of management and to the production worker, as preeminent concerns. Driven by market economics, many organizations have decentralized, outsourced, downsized, restructured, and formed new coalitions. Investments in new technology and concentration on productivity have been part and parcel with these changes, contributing to improvements in both safety and efficiency. A reason for (and, perhaps a result of) these improvements has been the development of a highly experienced and flexible work force. These changes in mining present an interesting opportunity to modify a few paradigms about work life in general, and perhaps a few paradigms about how we invest in the miner, in particular. Studying these issues now might offer some interesting opportunities for the future, as the foundations for the next generation of mine workers are laid. With the average "experienced" U.S. miner five to fifteen years from retirement, perhaps a key determinant of future success in the world market might be how well we make the transition from today's work force to the work force of tomorrow. We can ill afford to wait a few more years to tap into the special knowledge residing within a veteran mining work force. The WCPM work Crew Performance Model, see pp. ) is one approach to defining, capturing, and transferring this expertise.

In 1988, Albania's centrally planned economy continued to decline. The country's officially published yearend economic report did not contain concrete results such as the growth of national income or industrial output. 2 The shortfall for central budget earnings for 1988 amounted to 9% below the planned target. Losses in industry were attributed to poor management and organization, as well as to low technical standards and excessive consumption of fuels and raw materials. The construction, energy, and mining sectors of industry did not meet their annual production plans. As in 1987, within these sectors, the chromite and petroleum extracting and processing industries continued to lag in output. Both chromite and petroleum remained Albania's chief sources of foreign exchange; the production downturn of these commodities continued to negatively affect the country's foreign trade position, especially in view of constitutional prohibitions against using foreign credit to finance trade. The chief events in the minerals industry in 1988 included the construction startup of the first of four planned new concentrators at the Bulquize chromite mine, as well as the construction startup of new ferrochromium capacities at Elbasan. Also, the copper mining industry reported the completion of facility expansion at the Perlat mine in the Mid-rite district. Albania began new facility construction at the Dinamo heavy-equipment enterprise at Tirana to maximize self-sufficiency in mining equipment production. Upon completion, the new factory would double the out-put of mining equipment at the enterprise and would introduce new designs for electric trucks and pneumatic drills for the mining industry. The new facility would also increase the production of new machinery and equipment for the country's beneficiation plants.

A diesel particulate matter analyzer capable of direct, real-time measurement of engine exhaust particulate is necessary to effectively institute source control technology currently being used on diesel equipment and to ensure that the control measures are working. To investigate the potential of a differential pressure monitor to measure diesel particulate matter in undiluted exhaust, samples were collected from three different diesel engines-Kubota, Isuzu, and Deutz-running under 12 different RPM and load scenarios. These measurements were compared to elemental carbon concentrations in the sampled exhaust as determined by using the NIOSH 5040 analytical method. Elemental carbon is used as a surrogate measurement for diesel particulate matter. The results of the two data sets were then compared using a linear regression analysis. The coefficient of determination (or R2) was calculated to be 0.98, 0.94, and 0.74 for the Kubota, Deutz, and Isuzu engines, respectively. R2 values of this magnitude indicate that this method can be successful in estimating elemental carbon emissions in the engines tested. In addition, for replicate samples, the coefficient of variation ranged from 7.1% to 10.2% with an average of 8.5%. These data indicate that this method could prove useful to mechanics as they work to maintain engines and DPM control technologies.

The Thousand Lakes Wilderness has no known economically significant mineral resources. However, the geologic setting of the Wilderness indicates a potential for the discovery of geothermal resources. INTRODUCTION The Thousand Lakes Wilderness occupies 16,335 acres (6,611 ha) in eastern Shasta County, California. A mineral resource study of the area was authorized by the Wilderness Act of 1964 (Public Law 88-577). Mining records and published information were examined, and field investigations conducted in 1979. The Wilderness is about 50 miles (80 km) east of Redding and 12 miles (19 km) south of Burney, California. It lies in the Cascade Range of California. Relief is more than 3,000 feet (910 m); elevation is greatest at the summit of Crater Peak, 8,677 feet (2,645 m).

"Up to the last 10 or 15 years, responsibility for accidents in mines was generally, though not universally, placed upon the person or persons immediately involved. Present-day thought is rapidly veering toward holding the industry responsible for accidents, with ultimate payment of the bill by the consumer, if financial expenditure should be necessary. While it is undoubtedly correct in principle that responsibility for accidents in and around mines should be shouldered by the employer and while it is probable that as time passes the burden will become even more definitely than now that of the mining companies, on the other hand it is an undeniable fact that large numbers of accidents occur through acts of omission or of commission of some person, very frequently the victim of the accident being the offender.Out of about 3,000 persons killed every rear in our -mines and quarries, nearly half or approximately 1,500 of the fatalities are due to falls of overlying material or of persons, about 500 to haulage, about 350 to fires and explosions, about 125 to explosives, approximately the same number to electricity, and about 300 to various miscellaneous accidents.Generally the accidents from falls involve but one or two persons at a time, and the tendency is now as it always has been to charge the victim or possibly a coworker with the responsibility. Usually this sort of accident occurs at or near a working face (statistics indicate that about 80 per cent of fatalities from falls of roof or rib occur near the face), and as it is Generally agreed that it is the duty of the worker to keep his working place safe, the worker and especially the face worker is given the blame in case of accident."

In preparing for war , Japan built an iron and steel industry that ranked high with other industrial nations . Deficient in raw materials for making iron and steel , it had to acquire the bulk of its iron ore and much of its coal and scrap iron from foreign sources . Steel manufacture, and fabrication , however , were reserved mostly for the Home Islands , where modern integrated plants produced the implements of war . The vulnerability of relying on imports during the war was recognized early, and steps were taken to exploit iron-ore deposits and develop treatment processes on the Home Islands in order to be as self - sufficient as possible . Although the industry had expanded considerably, the capacity of the large plants still was insufficient for military requirements, so other meth- ods of producing iron and steel were adopted, which in some ways illustrate the desperate effort made to supply the war machine. In developing the iron and steel industry, modern practices of other countries were studied and followed with modifications to suit Japanese con- Aitions. German and American technical ability and equipment played a large part in the program; however, the Japanese had competent furnace technologists capable of obtaining proper equipment performance. For the most part, the standard practice consisted of smelting iron ores in blast furnaces and then refining the pig iron to make steel in open-hearth furnaces. Electric furnaces played an important part, especially in the manu- facture of alloy steels. Various other methods yielded minor but significant production. Among the various other treatment processes used, the production of sponge iron in rotary kilns 'probably was the most important in producing melt- ing stock for steel making. Of special importance was the fact that sponge iron made from low-grade ores contained critical metals, such as nickel and chromium, so that the results were more significant than was generally believed.'

The heats of formation at 298.15° K from the elements are NAB02, -233.2 ±0.6 kcal/mole; Na2B07, -786.4 ±1.0 kcal/mole; NaB305, -549.9 ±0.8 kcal/mole; and Na2B6013, -1,412.5 ±2.0 kcal/mole, The heats of formation from the constituent oxides are NaB02, -31.5 ±0.8 kcal/mole; Na2B407, -78.8 ±1.3 kcal/mole; NaB305, -44.1 ±0.8 kcal/mole; and Na2B8013, -96.7 ±1.5 kcal/mole.

Coal-bearing regions cover about 18,464 square miles or one third of Iowa, primarily in the south-central part of the state. Coal quality ranges from subbituminous to high volatile bituminous. Iowa's coal reserves are estimated to be 2.2 billion tons, less than one-half of one percent of total U.S. reserves. Coal beds are typically thin seams with a maximum thickness of five feet. Coal deposits in Iowa were fist mined in the 1840s for blacksmithing and domestic purposes. Demand for coal increased with the use of coal to fuel steamboats and railroads. Production peaked in 1917, when Iowaproduced9 million tons of coal. Since then, conversion to natural gas and fuel oil has decreased the demand for coal. Today, electrical power generating plants have created a continuing, but declining, demand for Iowa's coal. Coal production in Iowa is by surface mining methods. The Iowa regulatory program was conditionally approved January 21, 1981. Full approval was received March 28,1982, and the Abandoned Mine Land Program was approved March 28, 1983.

Discomfort, annoyance, or interference with activities due to exposure to vibration is only expected if the vibration exceeds the threshold for the perception of vibration. When there is more than one vibration input to the body (e.g. at the hands, seat and feet), the sensation is first experienced at the location with greatest sensitivity. Knowledge of differences in the thresholds of perception for vibration at the hand, seat, and feet should assist the identification of sources of discomfort caused by vibration. Perception thresholds for vibration have been determined in several studies, but only a few studies have investigated perception thresholds in the horizontal direction for hand-transmitted vibration 1, 6 or whole-body vibration 4-5, and there has been little consideration of perception thresholds for the foot resting on a vibrating surface. This study determines absolute thresholds for the perception of sinusoidal lateral vibration, examining the effect of vibration frequency (8 to 315 Hz for the hand and foot; 2 to 315 Hz for the seat) and the effect of input location (the hand, the seat and the foot). Methods Three groups of twelve males aged between 20 and 29 years participated in the experiment. Subjects in each group attended an experiment to determine perception thresholds for lateral vibration via either a rigid handlebar (30 mm diameter) at the left hand (left hand), or a rigid contoured seat (250 mm x 150 mm), or a footrest at the left foot (30.5 mm x 10.5 mm with 10-degree inclination). For the non-exposed hand (right hand) or foot (right foot), a stationary handle and footrest with the same dimensions as the vibrating handle and footrest were provided so that the same body posture was adopted among the three groups of subjects. An up-down (staircase) algorithm was employed to determine thresholds in conjunction with a three-down one-up rule. A single test stimulus (2.0 seconds) was presented with a cue light illuminated during this period. The task of the subjects was to indicate whether they perceived the vibration stimulus or not. The threshold was calculated from the mean of the last two peaks and the last two troughs, omitting the first two reversals. Results The median absolute thresholds of the 12 subjects determined at each frequency for the hand, seat and foot are shown in Figure 1. The U.S. economy boomed in 1965, completing its fifth consecutive year of expansion. Although the advance was somewhat irregular, previous records for production, sales, employment, and income were topped. During the first few months of 1965, as the economy recovered from the depressing effects of the automobile strikes of late 1964, increases were unusually large. The gains moderated in early spring, but were stimulated at midyear by sharply rising capital outlays, excise tax cuts, in? creased Social Security payments, and accelerated Viet-Nam defense expenditures. Gross national product (GNP) in cur-rent dollars rose $49.5 billion or 7.8 percent, to a total of S681.2 billion. In constant dollars (effects of price changes eliminated), GNP increased 5.9 percent, a rate considerably higher than the historical postwar annual average growth of 3.5 per-cent. Demand increased in most final markets and was especially strong for business fixed investment and consumption expenditures. With the exception of construction, most of the increases in GNP were real, since prices increased less than 2 percent.

For the past three or four years attention has been attracted to the deposits of lead vanadate in the Goodsprings , Nevada , district . Some ore running as high as 9 per cent 205 has been produced , but most of it runs from 0.5 to 3 per cent . Only a little ore , and that of the richer sort , has been shipped , since the low- grade ore will not stend the cost of shipment and no concentration mill has been available . Preliminary experiments indicate that chemical treatment of the low- grade ore without concentration is not feasible . Its treatment therefore involves two distinct problems ; first , mechanical concentration ; and second , a smelting or chemical treatment to obtain the lead and vanadium in marketable form . Upon this basis the work has been conducted . The writer wishes to acknowledge the excellent work done by J. T. Norton and Virgil Miller on table concentration and by J. E. Conley , who suggested and did preliminary work on the direct smelting method . Many helpful suggestions were received from Dr. S. C. Lind and John Gross of the Bureau of Mines . The purpose of using experimental subjective and/or perception methods is: (a) to understand human subjective impressions of the physical characteristics of vibration; (b) to determine the relationship between the subjective perception of some aspect of the vibration and an evaluation index of the physical vibration characteristics; and (c) the establishment of target values for design of vibration environments in terms of human sensation of vibration characteristics. In order to understand the relationship between a physical measure of the mechanical vibration and the subjectively perceived aspect of the vibration environment, experimental methods shown in Table 1 have been used1. [ ] The constant measurement methods of Table 1 are mainly used for measurement of the threshold of human sense. The subjective scaling methods are mainly used for obtaining subjective (or proportional) scaling between the perceived quantity and physical quantity. In this review, the fundamental approach of experimental methods for obtaining the target values used in the design of vibration environments, and the different findings between the subjectively perceived methods for evaluating human response to vibration characteristics and the physical quantity of the vibration environment are summarized. Fundamentals of Subjective Scaling The relationship between the experimental psychological methods for providing target values in the design of the vibration environments and the physical quantities is illustrated in Fig. 1. Vehicle mechanical vibration can be characterized using many metrics, and these can be considered the ‘input’ to the human. In order to predict subjective responses to the vibration, it is necessary to link the characteristics of the source of vibration and human reactions, the ‘output’.

The National Institute for Occupational Safety and Health (NIOSH) has been conducting research at a Pittsburgh Coalbed longwall mine to evaluate and optimize bleeder ventilation and gob gas venthole longwall methane control systems. Gas flow into these two methane control systems was investigated using a combination of Sulphur Hexafluoride (SF6) tracer gas studies and gob venthole pressure monitoring experiments. The insights gained from this research has facilitated the development of along wall subsided strata methane control system conceptual model. This model provides the basis for design suggestions to increase the efficiency of the gob gas venthole system to permit the bleeder ventilation system to become a "safety net" for methane control.
