The objective of this study was to prioritize the potential risks nuisance and biologically active dusts and fumes present in metal and nonmetal mines. This was accomplished by ranking numerical values derived from a matrix formula calculation that took into account dose, mine population, and sampling size. Data used in these calculations were obtained from the Mine Inspection Data Analysis System (MIDAS). The dusts determined to have the highest risk potential were quartz respirable particulates, mine dust, cristobalite respirable particulates, welding fume components, and nuisance respirable dust. Other dusts and fumes that were not ranked in this study, due to small sampling population, but which show a potential risk, include asbestos, talc, hydrogen cyanide, organic compound dusts, arsenic, metal dusts, and metal and nonmetal fumes.

The Program of Mine Safety and Health Research described in this document reflects the continuing commitment of the Spokane and Pittsburgh Research Laboratories to focus on the most important areas where research can make a difference in reducing risk and improving safety and health for miners. It is the first program of work conducted since Congress mandated closure of the former U. S. Bureau of Mines (USBM) in the Department of the Interior and supported integration of the health and safety research function of the former USBM into the National Institute for Occupational Safety and Health (NIOSH). Organizational changes made FY97 a challenging year of transition. Ongoing research was reviewed and revised to reflect the new, more limited, health and safety mandate of the research laboratories. The mining industry, mine worker representatives, and interested government agencies provided broad input to assure that the research performed would focus on the most critical safety and health problems confronting mining today and which are expected to be faced in the future. The two laboratories worked to evolve coordinated programs of safety and health research, each with a special focus. The work of the Spokane Research Laboratory is directed toward issues of special importance to the Western mining industry, particularly those safety hazards found in metal/nonmetal mining and surface mining. The work of the Pittsburgh Research Laboratory will continue to focus on Eastern mining, particularly underground coal mining. Traditional areas of expertise for understanding and preventing fires and explosions and for controlling the hazards of dust and noise will continue to reside in Pittsburgh. Each laboratory is developing new capabilities in the analysis of relevant safety and health information to assure that program priority-setting decisions are informed by the best available data. Recognizing the continuing importance of communicating the results of research to all who are capable of improving safety and health conditions in mining, each laboratory has developed an activity for information dissemination and coordination with stakeholders. In the midst of organizational self-examination and change, the research staff in Pittsburgh and Spokane have never wavered from their continuing commitment to conduct the highest quality scientific research-solution-oriented scientific work meant to reduce the risk of injury, disease, and death from occupational hazards in mining. The pages that follow give insight into some of the program activities and accomplishments from FY97. I hope you share my pride in the many accomplishments of the NIOSH mine safety and health research program during this year. This report comes at a time of increasing stability for the mine health and safety research program. The organizational changes in Spokane and Pittsburgh have been concluded, and NIOSH has succeeded in recruiting a new, permanent associate director for mining to lead this critically important national program. Congress has contributed to an optimistic future by providing expanded funding for NIOSH mining-related research for the next fiscal year. On a personal note, I greatly appreciate the opportunity I have had to serve as the NIOSH Acting Associate Director for Mining during this transitional year. The commitment and intelligence with which the mining research staff pursued their mission was matched by their patience and understanding in moving into a new organizational environment. All of us committed to improved safety and health for this Nation's miners owe them our respect and appreciation.

Laboratory tests on three commercial methane detectors, two combustion- type detectors and one interferometer-type detector, were made by the Bureau of Mines to determine their response to certain single and multiple flammable gases mixed with normal and abnormal air atmospheres. Although both types of detectors responded accurately to methane-normal air mixtures, they did not show correct concentrations for other single flammable gases in air. Uniquely, the response of the interferometer-type detector to hydrogen was in a negative direction. The effects of individual gases in multiple flammable gas mixtures were approximately additive. In oxygen-deficient atmospheres the methane response of the interferometer-type detector erred on the high side, but only in very low oxygen concentrations were the combustion-type detectors affected-- showing low, erratic methane readings.

Determine the advantages and operational limitations of water-let-assisted cutting used with mining equipment. Approach The Bureau of Mines con-ducted a research study to evaluate water-Jet-assisted cutting both in the laboratory and in underground mines. Earlier research on water-jet-assist was limited to laboratory studies where bit speeds and penetration depths were very low and large cutting force reductions were reported. For the past years, research by the Bureau of Mines and others has been concerned with the application of water-jet-assisted cutting under more realistic mining conditions. Study Results Water-jet-assisted cutting employs a mechanical cut-ting bit combined with a moderate to high-pressure water jet directed just in front of the bit tip to assist in the cutting process. Recent Bureau findings show that the addition of the water jet to the cutting bit can improve cutting in harder materials, significantly reduce respirable dust and bit wear, and increase product size. Salient information on reserves, production, and consumption of fuels and energy by State is summarized in this Bureau of Mines publication. Reserve and production data are shown for each of the fossil fuels (coal, crude oil, natural gas liquids, and natural gas) and for uranium. The consumption data of each of the major consuming sectors (household-commercial, industrial, transportation, electric power, and miscellaneous) are broken down by energy source (coal, petroleum, natural gas, hydropower, and nuclear). In addition, total energy consumption in the Nation in 1973 is compared with consumption in 1972 and 1974 (preliminary data).

Analysis of seed numbers present in topsoils (a grazed area, an ungrazed area, and two stockpiles) indicated that seeds of the most prevalent colonizers (e.g., Kochia scoparla, Setaria virdis, and Salsolo collins) were not present in the topsoil upon respreading but rather appeared by immigration from the surrounding areas. The grazed site had a seed density of over 7,700 seeds m-2 (of which 43% were from weedy species) and the ungrazed site had 3,900 seeds m-2 (of which 7% were weeds); the stockpiled topsoils had very low seed densities (255 and 520 seeds m-2). Seed densities and diversity decreased with depth on both the grazed and ungrazed sites; this was especially true on the grazed site where 94% of the seeds were found in the surface 7.5 cm. Several species were present in the seed bank (e.g., Hedeoma hispida, Artemesia ludoviciana, A. frigida, and A, abslnthlum) which were also found on the three and four year old mined sites in the aboveground vegetation survey. Seeds from these species may germinate after several years of dormancy, thereby starting populations on mined sites and enhancing plant diversity. Seed bank analysis was also undertaken on mined sites ranging in age of 2 to 6 years (plus an unmined site). Mined site seed densities ranged from 1630 to 3980 seeds m-2, with the four year old site having the greatest density (largely because of high Melilotus spp. populations); unmined site and stockpiled topsoil sample had lower seed densities. A significant positive correlation between total viable seed content and soil-water saturation percentage indicated that soil texture may influence seed viability/ dormancy (the. finer the material, the higher the seed population). As with the previous part of this study (and other studies), there was a poor correlation between the aboveground flora and the belowground seed composition.

The Missouri lead ores are the only domestic sources of cobalt presently being mined and processed for other materials. They represent the best short-term solution for meeting up to 13 pct of the Nation's strategic and critical cobalt needs from domestic sources. Presently, the cobalt is lost as an impurity in the copper, lead, and zinc concentrates and in the mill tailings because the technology to recover it with minium impact on present production does not exist. This paper presents results of research, built upon earlier Bureau of Mines laboratory research, to enumerate the problems encountered in cobalt recovery from the copper concentrate under actual mill conditions; to present alternative solutions to these problems; and finally, to describe the best available technology for cobalt recovery within the imposed constraints. Mineralogical analyses showed the cobalt present as a distinct mineral phase, predominately siegenite, amenable to a physical separation method such as froth flotation. Flotation was chosen for recovery because of easy adaptation by the mills. Unit processes of grinding, conditioning, and flotation were studied individually and in concert, and a series of continuous tests were run based on the parameters developed to obtain engineering data for subsequent economic analysis. Overall cobalt grades of 3.00 wt pct at a recovery of 64.0 pct were achieved.

The Bureau of Mines conducted an environmental noise survey to determine the noise levels to which underground coal mine employees are exposed, to evaluate noise survey techniques and equipment, and to compare noise exposures using two criteria, Walsh-Healey and CHABA, for determining allowable exposures that were under consideration for the Federal Coal Mine Health and Safety Act of 1969- Time study techniques and Bureau-approved standard sound level meters were employed. The shift exposures of 20 percent of the miners studied were in excess of the safe standards established by both criteria. The shift exposures calculated using the Walsh-Healey criteria were greater than those calculated using the CHABA criteria owing to the intermittent nature of the exposure. Ultimately the CHABA criteria were rejected, and the Walsh-Healey criteria were adopted.

Back injuries account for a high proportion of lost workdays in the mining industry and are a leading cause of disability in mine workers. Two risk factors for low back injuries are manual lifting and whole-body vibration exposure when operating mobile equipment. Recent research has shed light on possible mechanisms through which low back injuries may occur, and the results of these studies can be used to improve the design of lifting tasks and seats to decrease injury risk. This article discusses recent research results and how this knowledge can be leveraged to reduce the risk of low back pain.

This chapter summarizes data on crude nonfuel mineral production for the United States, its island possessions, and the Commonwealth of Puerto Rico. Included also are the tables that show the principal nonfuel mineral commodities exported from and imported into the United States and that compare world and U.S. mineral production. The detailed data from which these tables were derived are contained in the individual commodity chapters of volume I and in the State chapters of volume II of this edition of the Minerals Yearbook. Although crude mineral production may be measured at any of several stages of extraction and processing, the stage of measurement used in this chapter is what is ordinarily termed "mine output." It usually refers to minerals or ores in the form in which they are first extracted from the ground, but customarily includes the output from auxiliary processing at or near the mines.

An independent contractor is defined by the Mine Safety and Health Administration (MSHA) as ?any person, partnership, corporation, subsidiary of a corporation, firm, association or other organization that contracts to perform services or construction at a mine.? Contractors that perform specific types of work are required to report the number of employees who work at coal mines and noncoal mines.

Relatively few longwall mines in the U.S. operate under multiple seam conditions where the two seams are less than 200 ft apart. This paper describes the experience of six that do. These operations are located in PA, WV and UT, and include examples of both undermining and overmining. Some operate above or beneath their own workings, others are in historic mining districts and must contend with abandoned mines that are decades old. The lessons that these mines have learned cover a broad range of topics, including: • Whether to stack gateroads or place them under old gob areas; • How to size pillars and select artificial support to cross longwall stop lines; • How to use yield pillars to minimize multiple seam stresses and coal bump potential, and; • When to anticipate the creation of pathways for gas, water, or oxygen between current and abandoned gobs.

COMBINED sales of abrasive materials in the United States during 1956 increased at about the same rate as the value of the Gross National Product in terms of 1954 dollars,3 which was nearly 3 percent. The Government of New South Wales has granted approval for Hunter Valley Aluminium Pty., Ltd" and Alcan Australia Ltd. to proceed with the building of an aluminum smelter at Lochinvar and the expansion of a smelter at Kurri Kurri. Construction of the smelters is expected to start as soon as the consortium is finalized in early 1982. The smelters are part of a plan to increase Australia's aluminum capacity fivefold to 1.5 million tons by the mid-1980's. CHILE Construction of a $61 million lithium carbonate plant in northern Chile will be started in early 1983 by Sociedad Chilena del Litio Ltdao Production is scheduled to begin in 1984 with an initial capacity of 6,350 tons of lithium carbonate produced from a brine deposit. The firm is owned 55% by Foote Mineral Company, of Exton, Pennsylvania, and 45% by Corporacion de Fomento de la Produccion-CORFO.

The effectiveness of an industry's safety activities can be gaged best by the accident records of that industry. In an effort to gage conditions in the petroleum industry, and with the objective of helping to reduce the number of accidents in it, the Bureau of Mines from time to time has tabulated, analyzed, and published pertinent statistical information.3/. These reports have dealt with distribution, causes, and costs and related phases of accidents for various and collective divisions of the petroleum industry in several sections of the country. This type of study aids the personnel of the Bureau in planning the course of its activities in accident-prevention work and gives useful data to persons engaged or interested in the promotion of safety in the petroleum industry, which will aid them in their efforts to reduce the number and severity of accidents. A majority of petroleum operators and "service? contractors have acknowledged their responsibility to provide their employees with safe working conditions and to their stockholders for greater economic value of invested capital by establishing safety divisions within their respective organizations. Such divisions have a primary duty, namely, to see that properly designed and guarded machinery and working equipment are furnished the employees and that they are trained in the safest practical methods of performing their work. 7253. Arkhangelsky, A. D. Geological Results of the General Magnetometric and Gravimetric Surveys of the U.S.S.R. (in Russian). Internat. Geol. Cong., Rep. of the 17th Sess., Moscow-Leningrad, 1937, vol. 1, Moscow, 1939, pp. 241-250. Geophysical methods have been used in the U.S.S.R. to study geological problems. Such is the case of the general magnetometric and gravimetric surveys made jointly by the Main Physical Observatory, Main Office of Geodesy and Cartography, Institute of Terrestrial Magnetism, and Main Office of Geophysical Prospecting. Some institutions supplied the data, others processed them. Geological interpretation was made by the author. (1) Regional magnetic anomalies in the plains of the U.S.S.R. are traceable to the folded substratum overlain by sedimentary rocks; these anomalies promise to yield data characterizing the substratum in respect to strike and depth. Anomalies in European U.S.S.R. suggest that the pre-Cambrian -substratum of the East European plateau consists of elements of different ages. In the most ancient of them, the main strike of the folding is almost latitudinal; in the younger ones, the folding is oriented in the meridian. (2) The Faye and Bouguer gravity anomalies are caused primarily by differences in the density of rocks composing the upper crust and by unknown processes producing changes of density at depth; these processes are not connected with isosiatic movements. The anomalies in the European and adjoining Asiatic U.S.S.R. promise to indicate the volume of the pre-Cambrian massif of the east-European plateau and to clarify the interrelations between the Ural, Tian-Shan, and Donetz Basin folding systems, as well as between the Dnieper-Donetz depression and the mid-European depression. - V. The U.S. Bureau of Mines has been conducting a series of rock mechanics investigations at the Lucky Friday Mime in the Coeur d'Alene Mining District of northern Idaho. In the present study, the energy release rate (ERR) index was used to evaluate three underhand stope backfill parameters--cement content, density, and placement gap-to determine their influence on rock bursts. This index provides a relative measure of the likelihood of rock bursting for a given rock mass. It is known that the elastic idealization of the rock mass inherent in this method causes underestimation of stope closure and hence underestimation of the influence of backfill on rock bursting. However, this evaluation still showed that (1) changing from present practice to one in which backfill was omitted altogether would increase the ERR by 42 pct and (2) perfect placement of backfill would reduce the ERR below present practice levels by 28 pct. The easiest step toward perfect placement would be elimination of the placement gap, which accounted for half of the difference in ERR between present practice and ideal placement conditions. There was no indication that increasing initial fill strength through increased cement content would affect the ERR.
