The employment of a tunnel boring machine (TBM) is the default delivery method for the realisation of traffic, utility and primary resource underground space worldwide, with hundreds of kilometres completed safely each year. This is not yet the case for the mining sector in Australia, specifically underground coal mining. The safety advantages of TBM delivery when compared to New Austrian Tunnelling Method (NATM) delivery, or that of drill and blast, remains unrealised.With coal access drifts ranging between 1000?m and 3000?m in length, the construction of these facilities using TBMs could be done in a fraction of the time when compared to current practice. TBM world records currently stand at 435?m/week or 1600?m/month for the 7.0?m to 10.0?m range. Resource owners and developers should embrace the opportunity to deliver access to their orebodies in only a few months, excluding machine assembly and disassembly time.There are challenges in utilising TBMs for construction of Coal access drifts, such as; TBMs generally being bespoke design, maximising capital efficiency for drift development, and geotechnical variances between projects. This paper explores safer and more cost-effective options. This paper also provides detail of how the configuration within a completed drift could be optimised to ensure all site specific needs are met with regard to future use of the drift. The paper also includes descriptions of the engineering solutions that are available for physical and atmospheric challenges specific to coal drift applications and how the TBM manufactures are adapting to the regulatory requirements are also covered.Due to downward pressure on high cost bases and ever increasing safety requirements the popularity of TBMs in the Australian mining sector can be expected to increase and eventually become the default delivery method for coal drift construction, building them cheaper, faster and?safer.CITATION:Sibthorpe, D, 2014. About 15 years ago the debate on the reliability of sampling procedures for agricultural food and feed commodities was initiated by a few brave scientists who questioned the representativeness of what, at the time, were routine sampling procedures established exclusively on the basis of tradition and practical feasibility. Over time several national and international organisations contributed to the discussion, developing standards and publishing papers either to underline the fact that sampling is always a source of error, in itself, which cannot be overlooked, or to minimise the relevance of sampling on the basis of argumentations linked to time and money limitations. The latter dominated, but is nevertheless impossible to accept from both a scientific and a responsible management perspective. Here the author presents an historical overview of these past 15 years, illustrating the most controversial issues, reporting major achievements in food/feed sampling, highlighting milestones, as well as unresolved problems that still need the attention and contribution from the sampling community. The need to incorporate Theory of Sampling (TOS) into food/feed safety assessment (pre-market), as well as into food/feed safety monitoring (post-market) has recently been highlighted, and the practical applicability of TOS to base food/feed safety decisions on representative sampling, has been explored and documented via concrete examples of risk analysis in different areas of food/feed industrial production chains. Now it is time to move forward and ensure that TOS is fully integrated into the well-established Food and Agriculture Organization (FAO) / World Health Organization (WHO) risk assessment approach, in order to guarantee a transparent and correct universal frame for risk assessment and the subsequent management decision-making process. WCSB8 offers the ideal platform to explore the best way to do so, switching from a theoretical discussion of correct sampling principles for food and feed agricultural commodities to practical recommendations in the interest of consumers, worldwide. These 15 years have also been a personal journey of interesting dimensions, indeed a veritable roller-coaster ride in-and-out of the scientific, technological, industrial and (last but not least) regulatory worlds. The start was WCSB2 in 2004, when I flew to Australia to discover if in other areas sampling had been identified as an unavoidable issue and, if so, what the solution was. There, I found a good travel companion who today is still on my side, to assemble the puzzle and explore how to shape the future, to concretely answer to the 15 years’ quest for proper sampling in the assessment and monitoring of food/feed safety.CITATION:Paoletti, C, 2017. Questions of sampling precision and accuracy affect every process plant in differing ways and to differing extents. To address these perceived issues, chemists, metallurgists and engineers are often asked to check their results to confirm their reliability. However, it is not possible to achieve the level of detail required to check every sample, especially if the event has already occurred. No operation has the resources to frequently sample every point in the process for the purpose of verification.One way to address this scenario is by generating a sufficiently detailed comparative data set from a dynamic mass balance simulation of the processing plant. This mass balance uses both sample and plant instrument data to model every flow, while also taking inventory changes and process chemistry into account.The mass balance data can be used to identify any bias present in plant sampling and analysis. It can also be used to verify any unexpected assay results by taking a holistic view of the process. Improving the precision and accuracy of sampling data helps support operational decision-?making and understanding. A passive acoustic emission (AE) monitoring system has been developed and trialled on two M10000 IsaMillsTM. The analyser detects AE stress waves generated by grinding media impacts with the mill liner during mill operation. Locally propagating stress waves can be detected on the exterior liner surface using strategically mounted broadband accelerometers.The analyser has been developed into a robust commercial prototype system, and has been designed, installed and commissioned with Xstrata Technology at two mineral processing plants.A six-month field trial showed large-scale variation in AE power signature with process conditions. Analysis of the enveloped AE power output demonstrated a strong correlation with mill process conditions – more specifically grinding media relative loading, feed pulp density, feed volumetric flow rate and feed type.Placement of accelerometers along the length of the mill body provided key information on the grinding media relative deportment. Learning is an iterative process, and we might reasonably expect that after more than a century of mining during an era of sustained technological development, (following a millenium or two of unrelieved hard physical graft), that the more obvious physical hazards could by now be competently managed. It is perhaps a reflection on the perversity of human nature that we have not fully learned our lessons in this exacting environment, and that worse, we have still too often failed to profit by the experience of those lessons. The more obvious underlying factors which impact on this situation are examined briefly, as a prelude to consideration of some outstanding examples of recurrent problems experienced in recent years. Reasons for the continued existence of sub-standard practices are outlined, with a focus on the human element, and finally proposals for appropriate remedial strategies are summarised. This paper therefore seeks to examine and discuss some of our deficiences and to suggest some directions for the way ahead.

"Investors and other stakeholders assessing the risk, opportunity and relative value associated with a resource project need to appreciate the project in its correct context. Errors, omissions, biased reporting or conflicting information in project reporting may lead to a misinterpretation of technical and financial results, resulting in biased estimates or assumptions on project value.This paper provides a simple ‘Resource Project Framework’ for presenting a project’s status that may be readily benchmarked against other similar projects and to illustrate the stages required to advance the project outcomes to higher levels of certainty. When the Paulsens operation was poised to be placed on care and maintenance, Bill Beament and the rest of the Northern Star Resources (NSR) team capitalised on the opportunity to send the Ashburton region’s only operating gold mine into the record books.A three-stage strategy was devised by NSR to pay off the acquisition and maximise the return from the operation. The first stage was to mine the 55 000 oz mine plan and pay off the cost of the acquisition, then maintain profitable production beyond the seven months and re-establish a mine life. The second stage involved an early commitment to a 220 m long diamond drill drive being placed in the hanging wall of the orebody from which the extensions of the orebody could be further explored, allowing the second stage of the plan to come into effect and extend the mine life by converting Inferred Resources into the mine plan. The third stage of the initial plan was to utilise this drill drive and continue to drill deeper holes beyond the current limit of drilling in the ore zones to extend the orebody and increase the mine’s life.With an ever growing desire to further expand, the young company took on the bold move of establishing its own mining services division. A critical element to the success of this was ensuring that the right people were recruited with the appropriate specialised skill sets.Aligning common goals amongst all NSR team members, from the board and senior management to the work force on site, was critical to integrate the new and driven direction that Paulsens had adopted. It was essential to change the focus and a shift in all employees’ attitudes and values from a mine that was all but down and out, to a site that wanted to be kicking some serious goals.Teaming together a passionate and driven leader with a strong allied workforce was always going to put NSR in the best position possible to make Paulsens the success story that it now is. The original and most basic relationship between mining company and explosive supplier was a simple one of consumer and product supplier. The divide between the two was quite clear-cut with neither taking much interest in the activities of the other. The explosive supplier had little understanding or share in the outcome, efficient rock breakage and therefore impact on mining and milling. Likewise, the mining company did not encourage the improvement or development of products. The transactions were limited to product and funds. This environment does not encourage any form of knowledge sharing, trust or optimisation of the mining process.Conversely, there are now a variety of relationships to the point that the mining company may simply be an asset manager whereby all æoperationalÆ aspects are contracted out. For the drill and blast aspect this takes the form of a æRock-On-GroundÆ contract whereby the explosives company takes on design, drill, load and fire responsibilities and is paid a rate per volume of broken rock. This removes the majority of risk to the mining company derived from having to produce broken rock and guarantees the cost of a portion of the overall unit cost of mining. The onus is now on the explosives supplier to break rock to a specification as efficiently as possible.There exist a number of variations between the æbasic supplyÆ and æRock-On-GroundÆ. These contracts may also include value sharing to encourage the explosive supplier to optimise the mining operation to maximise profit.This paper looks at some of the drivers for the change in explosive supplierûconsumer relationships and examines the æprosÆ and æconsÆ of a few of the options.

This paper reports the advances made during the development of underground mine fill technology from circa 1960 to the present and, in particular, indicates where increased input from process plant metallurgists û mainly milling, but also smelting û can contribute to further advances. Fill types pertinent to the discussion are partially deslimed, partially dewatered mill tailings fill (uncemented, cemented) and paste fill. Pertinent process plant includes hydrocyclones, thickeners, filters, elutriation tanks, holding tanks, mixing mills, pumps and pipes. Control instrumentation is a critical component of each of the process plant units. The impact of smelter practice on filling is not considered in this paper, except to note that some smelter slags are, or have the potential to be, active pozzolans and when ground to the specific surface area of Portland cement can act as partial Portland cement replacements, a factor of economic and operating significance when Portland cement supply lines are considerable and/or tenuous. The important role of process plant metallurgists has long been recognised, with Thomas, Nantel and Notley (1979) including them as one of the many categories of professionals with contributions to make. With the ever increasing sophistication of mine fill practice and its ever increasing acceptance as an essential component of the mining/ milling/waste disposal process, the scope for contributions by the modern breed of highly educated, specifically trained process plant metallurgists is becoming ever increasingly obvious.

The competitive coal market has required coal producers to put more effort into coal quality control. Successful quality control requires a good estimation of the in situ coal quality as well as a good estimation of the probable fluctuation of the in situ coal quality during production. Geostatistics offers a very promising way to meet this requirement. A geostatistical approach toward the coal quality control problem is presented. Two models, the prediction model and the conditional simulation model, have been developed for coal quality data from two large export coal mines in central Queensland, Australia. The mine planning and scheduling aspects based on this and other potential applications of the models are addressed.

Process mineralogy is an inter-discipline in the fields of mineralogy and mineral processing. As a predicting and trouble-shooting tool, process mineralogy helps address all mineralogical issues and problems related to mineral processing. It provides useful information on process design and optimisation, flow sheet development and cost reduction. As more and more complex and refractory ores are being discovered and processed, it is believed that process mineralogy will gain more attention and play a more important role in process design and optimisation. This paper will first discuss the scope of process mineralogy and mineralogical factors that may affect mineral processing of various ores, and then focuses on the application of process mineralogy in process design and optimisation through case studies.

This paper proposes a set of new approaches for the optimisation of planning and designs in mines by means of evolutionary algorithms, which include the determination of ore grade, layout of development system, selection of mining methods and production scheduling in underground mines. The applications indicate that evolutionary algorithms are particularly suitable to the complex and complicated problems in mines.

The Energy Authority of NSW has wide powers and responsibilities conferred by its Act which are pertinent to the State's coal industry and its development into the next century. With respect to coal, the broad objective is to maximise the benefits to NSW and its people derived from the State's coal resources. The initial focus of the Authority's coal-related activities in the late 70's and early 80's was on petroleum substitutes from coal. Research was supported, especially on hydrogenation, and the Authority participated in the Joint Australia/Federal Republic of Germany coal-to-oil feasibility study. It also co-ordinated a State Government initiative to involve the private sector in examining the possible establishment of a synthetic fuels industry based on Hunter Valley coal. With a short-fall in world-wide petroleum supply now seen as less likely for some years, the Authority is looking also at ways of working towards the broad objective in the field of coal utilisation on both domestic and export markets. Areas of interest include possibilities for using washery rejects, means of making NSW coal more competitive as an energy source, use of coal-seam gas and new or special technologies for burning coal. The future is expected to see renewed interest in producing petroleum substitutes, and coal - as the State's major energy resource - is seen as a strong contender as a basis for such an industry. Developments in coal-based power generation are also expected to have an impact, with advanced technologies having a possible place here as well as Overseas.

Leaders have invested heavily in traditional safety management to improve safety performance over the years. This primarily involved: • fixing the environment (eliminating the hazard) • improving the system (more/less rules, procedures etc) • making safety more conscious (more/better interactions about the importance of safety). These approaches have helped improve safety performance significantly during the last 50 years and will continue to play a role in the future. Although these approaches may be part of an overall solution, they are not enough to prevent many incidents. Today, these three approaches are used more than before, and are used better than ever before. Yet, workplace fatalities in Australia have stagnated from 2013 to 2019, as have the number of incidents, even serious ones. In the USA, workplace fatalities have increased by 15 per cent in the same period.

The implementation of robust, reliable and accurate sampling systems is the key to the successful management of any mineral processing plant. The representative sampling of a mineral processing plant is the only way to determine what is coming into the plant, what is going out as fi nal product and what is going to tails. In plants with high gravity gold components, where high recovery effort gravity circuits are installed, the use of a gravity recoverable gold (GRG) sampling system can assist in the online monitoring of the performance of the circuit. The typical installation location would be in CIP or fl otation feed (ie cyclone overfl ow), downstream of the gravity circuit. A GRG sampling system generally consists of the following equipment: true proportional, continuous drive, linear cross cut sampler, secondary vezin sampler operated on a timer, a batch centrifugal concentrator, and sample dewatering module. The operating philosophy of the GRG sampling system is that the primary sampler operates on a continuous basis, generating a constant stream of truly representative sample. Consep's H&S drive system is unique in its ability to be able to operate in a continuous mode, therefore enabling a continuous stream of representative sample to be generated. The primary sample stream reports to the secondary sampler. The secondary sampler operates on an intermittent basis (nominally ten minute interval), resulting in a relatively small sample volume per shift. Normally the sample volume would be ten to 15 L per shift. The secondary sample rejects stream reports back to the batch centrifugal concentrator. The sample generated from the secondary sampler can be dewatered using a Consep H&S dewatering module. This device produces a final sample that consists of separate filter cake and filtrate. These are suitable for taking directly to the laboratory. The continuous stream of truly representative secondary sampler rejects is passed through an appropriately sized Knelson Concentrator, typically a KCMD7, KCCD10 or KCCD12 sized unit. This unit recovers any available GRG from the stream. The Knelson Concentrator is also purged of its gravity concentrate at the end of the shift. This sample, which is nominally around 1 - 2.5 kg of concentrate, is also taken to the laboratory. At the end of the shift the client will have a measure of the gravity recoverable gold content of the target slurry stream, as well as a true representative sample of the complete stream. Through the addition of a Knelson Concentrator to an otherwise typical sample station, it is possible to generate a true measure of the performance of your gravity circuit. This will take the guess work out of the daily variation in gravity circuit gold recovery, as the site knows whether the changes are due to gravity circuit equipment performance, or due to the natural variation of ore GRG contents. Maintenance planning can also be designed around the system, as the site will have a composite sample to measure the performance of the circuit, therefore indicating where performance has dropped and maintenance is needed. The HIsmelt technology was developed and proven in Western Australia (WA) after more than 30 years and several billion dollars of research and development. The HIsmelt technology was transferred to China and is now successfully operating at the Molong plant in Shandong Province, China using WA iron ore fines as the major feedstock. Several more plants are under construction in China, and the technology has been approved by the Chinese Government as an environmentally acceptable alternative to the blast furnace. The unique flexibility of the HIsmelt process offers multiple pathways to decarbonise the production of steel in the near future. These pathways include:  Use of sustainably grown biomass converted to Biochar to replace coal as the reductant.  Pre-reduction of iron ore fines using hydrogen or biomass to direct reduced iron (DRI) powder.  Capture of carbon dioxide from the HIsmelt off gas and geo-sequestration underground. These pathways are highly suitable for the Australian iron ore industry as they utilise:  The large areas of land and long growing season available in Australia for the production of large tonnages of sustainably grown biomass.  Coarse iron ore fines directly without the need for fine grinding and pelletising.  Existing oil, gas and other underground gas reservoirs to store carbon dioxide. The HIsmelt technology will allow Australia to transition from ‘Asia’s quarry’ to Asia’s supplier of low cost, low carbon and high quality metallics that are required to produce ‘green’ steel with net zero carbon dioxide emissions. In addition, HIsmelt pig iron can be converted locally into steel via electricarc or basic-oxygen steelmaking furnaces to supply all of Australia’s demand for green steel.

"From paving the way in gaining approval for the first metalliferous in-pit tailings storage facility (TSF) in Victoria, to developing a deposition methodology to optimise the storage capacity and provide a final rehabilitated surface which replicates the premining topography, in-pit tailings storage has proven not only to be a cost-effective means for tailings management at Fosterville Gold Mine, but also one which provides significant economic, social and environmental benefits. Coupled with ongoing raising of the existing above ground TSF and commissioning of a new above ground TSF, Fosterville Gold Mine have to date effectively used three open pits for in-pit tailings storage, with one of the pits currently progressing through the capping and vegetation establishment phases of closure.This paper presents the process adopted by Fosterville Gold Mine in their flotation tailings management, from design and operational phases through to rehabilitation implementation. Included within the paper are challenges which have arisen during the process, and a discussion on principals behind the designs and lessons learnt during operation of the facilities.Citation:Gray, L P, 2016. The management and operation of tailings storage facilities (TSFs) are often neglected until the process plant has to shut down as a result of this negligence or as a result of a catastrophic failure as was the case during the recent TSF failure in North America.TSFs are often regarded as non-assets and do not receive the attention they deserve in terms of technical expertise and financial provision. A TSF is not a simple structure but a complex and dynamic structure that changes throughout its operational life. The operational life of a TSF is the period in which there is the greatest opportunity for risks to occur. The failure of a TSF is normally not as a result of a single event but as a result of a consequence of events. These events are often not recognised in time due to a number of factors.Process plants and slurry pumping systems are operated at suboptimal conditions in order to maintain throughput. At the same time, the tailings properties are compromised in terms of slurry density and particle size distribution amongst other things. Tailings deposition cycles and drying cycles are not well understood and the tailings management strategy is not well tuned in terms of maximising consolidation and improving in situ densities. Pond control is also neglected. These are aspects that form the keystone to the effective utilisation of available deposition area as well as the frequency and cost of future embankment raises.Apart from operational issues, forward planning in terms of budget requirements, increases in tailings throughput, embankment raises, pipe replacements, etc are normally put on the back burner. Available deposition space at the time seems to render this planning obsolete.The bottom line is that responsible tailings management and proper forward planning can limit liability and reduce the bottom line in terms of cents per ton if correctly implemented by suitably qualified tailings managers and engineers.The aspects that need to be considered as part of responsible tailings management are highlighted in this paper.CITATION:Boshoff, J, 2015. The largest oil sand deposit in the world is located in Alberta, Canada, with a total proven reserve of 2.5 trillion barrels of oil. The water based extraction process is currently being used in commercial operations to recover bitumen by flotation from oil sand ores. A recognised challenge in bitumen extraction is the reduced bitumen recovery when processing ores containing high fines content or æweatheredÆ oil sand ores, collectively known as poor processing ores. Inspired by demonstrated success of using kerosene as collectors in coal flotation, an innovative idea of using oily bubbles (air bubbles coated with a thin layer of oil or solvent) was tested to improve bitumen flotation recovery from poor processing ores. In this study, dynamic contact angle of air bubbles or oily bubbles on bitumen and induction time of bitumen-oily bubble attachment in water were measured to justify the use of oily bubbles in bitumen recovery from poor processing ores. The type of oil or solvents, including kerosene, toluene and naphtha, used in generating oily bubbles showed a marginal effect on the contact angle values, similar to the values measured with air bubbles. However, the spreading of an air bubble was found to be much slower than that of oily bubbles on a bitumen surface. The induction time for oily bubble-bitumen attachment was found to be much shorter than that for corresponding air bubble-bitumen attachment in the process water from poor processing ores. The reduced induction time for kerosene-coated air bubble-bitumen attachment correlates well with the improved bitumen recovery from poor processing ores using kerosene-coated oily bubble flotation technology.

There has been a reduction in overall workforce in the mining industry during the current downturn; a corresponding reduction in fatalities and high potential incidents (HPIs) has not been observed. The same contributing factors can be seen in the vast majority of these incidents. These include inadequate supervision and lack of adequate risk assessment. How management structures, trains and leads an operation can have a great impact on eliminating these factors and reducing the risk of fatalities and HPIs.Contractors now account for 41 per cent of full-time equivalent employees in the Queensland mining workforce, and are disproportionately represented in the majority of fatalities and HPIs. Having a clear strategy for how contractors are integrated into the workforce is crucial.
