The Singapore Land Transport Authority Contract C917A is for the design, construction and completion of all outstanding works under the original Contract 917, including taking over the design and construction responsibility for the works carried out by previous contractor. Construction works connect the bored tunnels between the stations at King Albert Park and Sixth Avenue on the Downtown Line two in Singapore.The original contractor became insolvent leaving the works incomplete. On 29 August 2013 McConnell Dowell were awarded the completion contract following a fast-tracked tender process. The completion contract required a quick start and therefore the recruitment of some of the original workforce. A large majority of the original workforce was from Malaysia, Indonesia, China, Philippines, Bangladesh, India and Thailand. In order to ensure that the safety standards were upheld, and that the new workforce embraced a safety culture, a behaviour based safety (BBS) approach was implemented.The BBS approach was implemented to overcome the existing poor cultural safety behaviours, and to ensure that high standards and expectations for safety were implemented. This ensured that the workforce were comfortable in identifying hazards, avoiding shortcuts, and changing poor safety behaviours.This article outlines how a BBS program was delivered on the C917A project, containing defined goals, communication tools, and assessment and feedback models.CITATION:Brown, R, 2014. Base metal sulphide mineralisation on the northern end of Great Barrier Island is spatially associated with hypabyssal intermediate to acidic intrusives, in transgressive structures in indurated, complexly deformed greywackes and argillites. Copper predominates in the mineralisation, with minor accompanying lead and zinc and also some gold and silver. However, in some cases lead or zinc may be the dominant constituent. The mineralisation is generally characterised by only narrow envelopes of weak alteration (propyliticassemblages dominated by chlorite and epidote) and with only minor amounts of quartz accompanying the sulphides, which form a cement in zones of hydraulic fracturing. There are two distinct structural settings to the mineralisation: at MinerÆs Head, in a structurally complex situation in a shell-like zone of crackling in hornfelsed greywacke, in association with both north- and east-striking fractures and rubble breccias associated with the apical part of a large intrusive; and in very narrow, but very strike-persistent, 1inear steeply-dipping fracture zones, exposed on the north coast and inland areas near Tataweka.

The rush for alternate iron-units in the last few years spurred a true outbreak of new alternate iron units projects many of them incorporating new process in what can be classified as the.most fruitful and innovative technology outburst, in the steel industry, in decades In a recent paper we focused on what would be, in our opinion, the ultimate targets of the use of alternate iron-units by mini-mills: 1. to improve quality, 2. to reduce cost, 3. to increase plant productivity, and 4. to improve `supplyability'. With these objectives in mind liquid hot-metal, among all possible scrap substitutes, has been proven to be by far the best. This conclusion stems from many different authors who have reviewed the `value in use' of hot-metal against other alternate iron units and measured its impact on steel-shop productivity and cost (Figure 1).

Much effort over the years has been put into the task of devising parameters which adequately assess the metallurgical efficiency of mineral processmg operations. One of the most celebrated of these methods is the so-called "release analysis" method of Dell (1953) which tackles the problem in terms of an ideal separation based on sequential retreatment of the products and tails of a given separation process. Other methods have also been proposed by Jowett (1969) and by Holland-Batt (1971 ). While these procedures are appropriate to multi-component mineralogical separations, they perhaps do not lend themselves to the much more simple two-component systems encountered in coal preparation. However Dell (1962) has suggested the use of the term "specific profit" in coal preparation in order to assess the conditions that give maximum economic gain. Specific profit is derived from data relating washability data with equipment performance and operating costs. The procedure for using this criterion for comparative purposes is therefore somewhat cumbersome as is illustrated by its lack of widespread acceptance in the coal preparation literature.In contrast, an efficiency index, E, which is both simple and meaningful from the utilitarian standpoint, has been proposed by Tsiperovich and Evtushenko (1959a). This index is defined by the relation, E = Yield X Tailings ash/Product ash (1) A cursory examination of this parameter shows that it increases when yield and tailings ash increase and also when product ash decreases; all of which are desirable circumstances in coal cleaning operations.Further, it will be shown that slight variations in operation are amplified by this function which makes comparisons simple and direct.While the use of this index is quite extensive in the Soviet coal preparation literature for some reason it has not received wide usag~ elsewhere.

A novel, microaerobic, heterotrophic microbial leaching system for manganese dioxide is described. Mixed natural microflora were enriched by addition of sugars and crude plant nutrItIOnal supplements. Between 84 and 104 mg MnH was solubilized per gram sugar at I per cent (w/v) concentrations for fructose and galactose in the presence of 0.03 per cent w/v dried microalgae (a Chlamydomonas species). Some 42 per cent soluble manganese was dissolved by microbial action on MnO, (3 per cent (w/v) pulp density) using a 10 per cent (w/v) molasses growth substrate.

These may be of interest to members examining the collection of ores, etc., from Mount Lyell, which is a feature of the Victorian Gold Jubilee Exhibition, and may have some value as geological records. No. 7 and No 8 are analyses of samples of footwall rock from the Lyell Tharsis mine. No. 7 is hard, crystalline, fine-grained, and of homogenous structure. It has a dark-red colour, due to ferric oxide (Fig 1); and was taken from a place eight feet east of the ore body and about half way between the 50 feet and 100 feet levels. No. 8 is from the same excavation and from four feet east of the ore body it is softer than No. 7, being easily scratched with a knife-blade, of a deeper dark-red colour, and has a slaty cleavage.

X-ray fluorescence spectroscopy used for the analysis of mill samples results in improved control of flotation concentrators.Techniques and equipment for sampling pulp streams, filtration and drying, grinding, briquetting and X-ray fluorescence analysis of samples have been developed.The current methods in use permit the analysis for lead and zinc in six pulp samples within 30 min total elapsed from the start of sampling. The X-ray method gives a precision at least equal to the former routine wet-way assay methods.The equipment is used also for pilot plant control, as a means of solving complicated analytical problems and in the rapid qualitative analysis of exploration samples.INTRODUCTIONIn milling and concentrating operations, classical methods for the assay of lead and zinc have been mainly of use for accounting purposes and for the post-mortem examination of plant operations, but have been of little value for rapid mill control. Where attempts have been made to apply these methods to control assaying, it has been necessary to modify the procedures and introduce short cuts which have tended to reduce their reliability.Even with these shortened procedures, the time taken to obtain a limited amount of information rendered them of little value for the control of milling operations where sudden, large fluctuations can occur. In recent years, a number of new and rapid analytical techniques, based on physical rather than chemical principles, have been introduced.These include direct reading emission spectroscopy, x-ray fluorescence spectroscopy and atomic absorptionspectroscopy.

When the Mining Bill came before the Victorian Legislature not so many months ago, the question arose whether mining managers required education, and to what extent. Some members of the House expressed themselves in a way which appeared to leave the impression that mining managers would be all the better if they were not brought up in a scientific school.To try and prove what we owe to science I will give a short history of colonial mining from the earlier period to the present time and compare results.I believe I am right in saying that South Australia is the pioneer colony in mining and to her belongs the credit of not dnly being the first mining colony, but also that her beginning turned out so successful, as the history of the Burra Burra copper mine will testify. At about the same time a little galena mining was carried on nearer to Adelaide, but as this did not prove a success and was only worked by tributing parties, little notice was taken of it.

The essential features of the zinc concentrate roasting installation at the Risdon Works by the Electrolytic Zinc Company of Australasia Ltd. are given.The problem of maintenance of ignition in down-draught zinc concentrate flash roasters is discussed, and a solution offered.A successful and economical method of using by-product oxygen for raising the roasting efficiency of hearth roasters is described. Three methods of utilizing oxygen for the same purpose in flash roasting are detailed, and their relative merit, considered.INTRODUCTIONThe zinc sulphide concentrate used at the Risdon Works is roasted autogenously for removal of sulphur in two hearth roasters, and four flash roasters. The hearth roasters are of modified Skinner type with eleven hearths. They were designed, and are used, for roasting mixtures of relatively low sulphide content. Their design and operation have been described elsewhere (Forster, 1949).The flash roasters are down-draughted furnaces with cross-section and rabbling equipment based on the hearth roaster design, and the process is similar to that developed by the Consolidated Mining and Smelting Company of Canada Ltd. (Cominco) at Trail, B.C. (Stimmel, Hannay, and McBean, 1936).These furnaces are 20 ft. in diameter. They have three drying hearths through which hot gas is drawn from the combustion chamber by the burner fan. The combustion chamber is 2'1 ft. high above the collecting hearth (27 ft. in No. 4 unit), and the discharge hearth below it is 6 ft. high, so that a large gas offtake is possible. Four rabble arms for each hearth are carried on a central column. Dried, ground concentrate, and the air for roasting it, are fed to a burner...

Based on the examination of thirty sets of contiguous matte and slag samples taken from industrial nickel smelters a relationship is predicted between oxidic nickel in slag, oxygen in matte and the Ni/Fe ratio in the matte. Oxidic nickel in the slag is found to increase with an increase in oxygen content of a matte of constant Ni/Fe ratio, and it is proposed that the relationship may be used to predict nickel solubility in slag from a knowledge of matte composition alone.

THE most important part of the routine survey work on a mine is the keeping up-to-date of plans and sections showing progress of stoping and development work, and the direction of the latter for the purpose of making necessary connections. Except in specialcircumstances, e.g., major horizoittal development, the exactitude required in this work is not extreme, and a method of survey in keeping with the demands of the work itself is all tbat is required.For example, no one would consider measuring the walls of a stope to a fraction of an inch; such extreme accuracy would be wasted.The stope walls being irregular, a mean is usually taken, and for ordinary purposes a survey with a limiting error of six inches is quite satisfactory for the purpose of plotting either stoping or development.It is the author's aim in this paper to describe the method in use at the North Broken Hill Oompany's British mine. This method, while being sufficiently accurate for the purpose in view, possesses the very great advantages of speed and simplicity of operation,with a minimum of necessary equipment. This latter is a very important item where several surveys on different levels have to be carried out on the one day.Let it be understood, however, that the use of this method does not dispense with the theodolite, but simply serves as a convenient adjunct to obtain details and to extend the accurate theodolite survey up rises and down winzes, and through ladderways orwinzes into stopes, where the use of a theodolite, if not actually impossible, is often exceedingly inconvenient. This is particularly so on the British mine, where a large proportion of the ore is won from narrow and complex-dipping lodes, and where vertical ore...

The beach sand industry is the only Australian mineral industry which, so far, has used electrostatic separation on a full commercial scale. The main application of the process is for the separation of rutile from zircon. Laboratory work has demonstrated that electrostatic methods are effective for ilmenite-monazite and cassiterite-zircon separations, thus facilitating the production of high grade monazite and cassiterite products from top-strip table concentrates, but the commercial application of these processeshas been rather limited so far. Overseas, electrostatic methods are becoming more widely used for the treatment of granular material which is not amenable to flotation. The use of electrostatic separation for the treatment of ores other than beach sands has been investigated in this laboratory 1, 2, 3, and two pilot separators were built during i953 to carry out field tests. Of these, the first was an inclined feed plate separator for the removal of silica from granular lime-sand in Western Australia, the second a conductance roll separator for the removal of diamonds from alluvial gravel in New South Wales. In both cases the whole of the ore passed through the separator, not a gravity concentrate only as in beach sand practice. The two types of separator mentioned are shown diagramatically in Figs. 1 and 2.

The dynamic response of holdup in a continuous ball mill has a direct influence on the rate function of grinding kinetics and is useful for predicting the variation in the size distribution of the finished product with time.A model was proposed involving three interacting, completely mixed chambers and this was used to derive analytically the transfer function of the system, from which the unit impulse response and the unit step response of the holdup with feed rate were obtained.The theory was confirmed by comparing it with previously published experimental data for the residence time distribution of particles passing through a ball mill.

The Eyre Peninsula (EP) has been known for its iron ore for more than a century. Edward John Eyre noted the ironstone outcrop at what is now Iron Knob in the 19th century. Sir Douglas Mawson visited and reported on the geology of the lower EP in 1906, noting the widespread presence of iron stone and the likelihood of copper being associated with the iron stone. Despite this knowledge there has been only one successful iron ore mining region developed on the EP and that is Iron Knob and the Middleback Ranges which have been mined continuously since 1899. The Middleback Ranges can justly lay claim to be birth place of the Australian iron ore and steel industries.The discovery of large scale haematite resources in Western Australia meant that there was no need to seek out iron ore that needed benefi ciation. The low price of iron ore precluded further development of the EP and many other areas in Australia and overseas. This situation changed rapidly in the mid-2000s with the emergence of China as the world’s industrial power house and the soaring demand and price for many resources including iron ore. This triggered a flurry of activity across Australia and led to the rapid exploration and drives to develop the EP iron ore. A brief examination of the magnetic maps of the EP shows the wide spread presence of magnetite and associated smaller haematite deposits. A closer look reveals the magnetite deposits to vary in formation style and host rock lithology as well as being significantly altered by regional metamorphism. *This is an abstract only. B. P. Thomson (South Aust. Dept. of Mines): Dr. A. B. Edwards presents in the published discussion on the above paper, his interpretation of the dolerite dyke-lode relationship as a major objection to the syngenetic origin for Broken Hill ore bodies to which Mr. Condon subscribes.Dr. Edwards claims that the dyke-lode relationships indicate clearly that the Broken Hill orebody was formed after the folding and regional metamorphism of the Willyama Series. Field evidence compels m:e to join with H. F. King (1958), in finding this conclusion unacceptable-as follows:(1) Broken Hill type mineralization, as defined by King and Thomson (1953), is clearly confined by the regional sillimanite isograd and does not extend into the lower temperature almandine and biotite zones as does the Thackaringa type mineralization.(2) In the Corruga area the writer has mapped a dolerite dyke apparently cutting a conformable quartz gahnite lode of the Broken Hill type (see Edwards 1958, p. 12).(3) At the Champion mine a similar lode is cut by a fine grained granite dyke.An alternative history of the dolerite dykes to that given by Stillwell & Edwards (1956, p. 26) appears possible. It has been suggested by the writer in an unpublished thesis, (Thomson 1955, p. 30), that the pyroxenite and serpentine plugs and dolerite dykes are rheomorphic end-products of a complex regional metamorphic and metasomatic process involving the formation of amphibolite and pegmatite. The analogy in composition between the dolerite and normal amphibolite is close (see Edwards 1958, Fig. 1, p. 22).

Mineral deposits in New Zealand whose origin can be ascribed to primary magmatic segregations are associated with mafic-ultramafic complexes related to two orogenic episodes which took place during Palaeozoic and Mesozoic times. These mafic-ultramafic complexes are essentially of two types. One is ophiolitic and has podiform chromite mineralisation presumably formed below a spreading ridge. The other type occurs as intraplate layered intrusions in which Fe-Cu-Ni sulphides and Fe-Ti-V oxides have formed as a result of liquid immiscibility with the host magma, and have subsequently accumulated by gravity means. Generalised descriptions are given for some deposits in NW Nelson, Fiordland and Marlborough districts.

There is a strong focus in the mining industry to limit its impact on water quality and usage. This is even more evident in developing countries, where mining companies operate within local communities and have to be diligent not to affect them negatively. In mineral processing operations, the vast majority of water reclamation occurs at the tailings thickener area and tailings storage dam. It is often more effective to maximise water recovery at the tailings thickener before material transport to the tailings dam. Tailing dams are relatively inefficient, and experience a high degree of water loss due to evaporation, seepage and water retention. In addition, tailings dams present the biggest environmental liability for mineral resource projects, so it is beneficial to limit their size and loading.In the past, it was common for tailings thickener areas to have a significant footprint with several large diameter conventional thickeners, producing underflows of between 45-55% solids (w/w). At times, these multiple thickeners were difficult to operate, leading to inefficiencies in water recovery and quality. The development of High-Rate Thickeners (HRT) has resulted in improved settling properties and HRTs usually operate at significantly higher solids loadings (= 1.2 t/m2.h) when compared to conventional thickeners (= 0.1 t/m2.h). Subsequently, thickener diameters have reduced in size and HRT technology has become the preferred option for thickener circuit design in both new and existing operations. HRTs also produce higher water recoveries with increased underflow densities = 55% solids (w/w).The Carmen Copper Corporation (“Carmen Copper”) circuit upgrade is a recent example of these HRT benefits, where one, 39 m diameter, Outotec HRT treats the solids flow rate of five 76 m diameter conventional thickeners. This has allowed operations to increase dry plant tonnage by 50%, maintain key performance targets and provide a framework for further plant expansion. The additional information that Clarke and Taylor (1982) provide about the important but poorly documented Ardlethan deposit is, of course, very welcome. However their contention that structural considerations, in conjunction with petrology, alter the interpretation of the mineralogical and geochemical data presented previously (Scott, 1981) is not accompanied by adequate supporting evidence. Indeed characteristics of the orebodies studied invalidate their arguments.Heterogeneity between matrix and fragments is not a problem in the South Cherry and Ardwest orebodies because most samples are comprised entirely of interlocking hydrothermal assemblages with a fabric and mineralogy that is uniform through both former breccia fragments and matrix. In hand specimen, the rock superficially resembles altered granite and, as indicated by Clarke and Taylor (1982), a brecciated texture is difficult to discern. In thin section, relict brecciated textures can be observed as localized changes in the grainsize or in the distribution of minerals that outline former breccia fragments (P. J. Eadington, 1982, personal communication).Because of the intense brecciation and comminution of rocks (fragments < 10 mm are usual) in the South Cherry and Ardwest breccia bodies, hydrothermal recrystallization was complete, resulting in homogenization of fragments and matrix. Furthermore, the amount of sample analysed (-100 g for drill core and 2-3 kg for hand specimens) is sufficiently large to be representative of both former breccia fragments and matrix. The Carpathia and Stackpool orebodies, with their abundance of sedimentary fragments, have alteration superimposed on a heterogeneous fabric, and were not studied. Thus the problems of differentiating between fragments and matrix (Clarke and Taylor, 1982) are irrelevant to the particular orebodies described in my paper.Within the alteration halo, which is several hundred metres wide (Paterson, 1976), the very uniformity of the alteration assemblages implies that subsequent, postmineralization brecciation is of only minor significance.Indeed tourmaline pipes in the Ardwest pit are less than several metres across (Clarke, 1979) and produce minimal alteration in the surrounding rocks. Therefore the interpretation of the mineralogical zonation is not compromised by the recognition of several periods of brecciation.

The projection of operating costs for mining, processing, and other site operating costs is an exercise which can be fraught with considerable peril. Not only are the physical characteristics of each mineral property unique, but a range of other factors will influence the consultant's approach to compiling cash flow estimates. This paper details some of the techniques used in estimating operating costs for use in order-of-magnitude cost studies and feasibility studies, and describes how to avoid common areas of difficulty. A series of examples relating to open pit gold mining and processing cost estimates illustrate these problems, and various corrective methods are described. The mining and treatment processes, and their associated cost elements, are followed in sequence of operation from on-going ore delineation through to disposal of the product. In addition the problem of assigning management, administration and overhead costs along with taxation allowances is addressed. Of critical importance is the application or possible misapplication of accrual procedures to the cost elements. In many cases such misapplication can introduce more pronounced errors with projects of short duration, such as the typical open pit/C.I.P. gold operation commenced in the last decade. The importance of providing verification of estimates depending upon the standard of the cost study is also investigated, and opinion is provided upon the minimum levels of verification necessary at various stages. Finally, the amalgamation of the various individual cost elements into a coherent whole is reviewed.
