To George Orwell the year of 1984 was the inspiration for a book. To most New Zealanders it was the year that the fourth Labour Government was elected to power. It was also the year that the review of mining legislation commenced. While Orwell's book and the election of Labour are clearly events of some historic note, one could be excused for classifying the review of minerals legislation somewhat differently in terms of its present achievements! Since the review began it has led a tortuous path through a rapidly evolving policy environment to a point three years hence where no major policies have been determined.

The Western Australian gold industry has approximately 100 operating plahts, mainly CIP/CIL. The nature of the State's rapidly expanding gold industry gave rise to concerns over management of the  cyanide hazard, in that most plants are remote from major population centres, have a workforce with a high tum over and use highly saline process water. Approximately 4500 workers in the industry have the potential to be exposed to cyanide in the course of their normal work.   This paper outlines the risk management strategy developed by Government and industry to monitor atmospheric HCN gas in the work environment and the role of continuing education and training along with regular site inspections by Department of Mines Inspectors.

The mechanical properties of rock samples of identical lithologicalcomposition may vary significantly due to existence of materialdiscontinuities. Laboratory tests were carried out to determine the effect of material discontinuities on rock sample mechanical properties. The investigations consisted of detecting discontinuities, observing the failure mechanisms during uniaxial compressive strength tests, and analysing of the factors affecting the strength. A non-destructive testing method has been adopted to assist in thedetection of discontinuities. Laboratory testing proved that fractures leading to failures initiated on the detected discontinuities. The location, orientation, size, density and extent of the discontinuities contribute to different modes of failure and these affect the mechanical parameters of rock samples. Four modes of failure were distinguished for hard and brittlecylindrical rock samples. These modes were referred to as simple shear failure, multiple shear failure, multiple fracturing and vertical splitting. To evaluate the effect of discontinuities on mechanical parameters, the ratio of uniaxial compressive to tensile (Brazilian) strength was calculated and analysed for the different modes of failure. It was found that the value of the ratio depended on the mode of sample failure. The lowest value of the ratio was observed for shear mode of failure and the highest for vertical splitting mode of failure.

The Shagou deposit is located along NE-trending faults within the high-grade metamorphic basement of the Xiong’er Terrane in the Qinling orogenic belt. It is a large Ag-Pb-Zn deposit hosted in the Taihua Supergroup and has proven reserves of 1.54 Mt of ore with grades of 767 g/t Ag, 13.24 per cent Pb and 4.31 per cent Zn. The hydrothermal ore-forming process can be divided into early quartz-pyrite, middle quartz-polymetallic sulfides and late quartz-carbonate stages. Four types of fluid inclusions (ie pure carbonic, carbonic, pure aqueous and aqueous) can be distinguished in quartz. Fluid inclusion, hydrogen, oxygen and sulfur isotope systematics indicate that the ore-forming fluids are initially deeply sourced metamorphic water with meteoric water gradually mixed in the later stages. Sulfur isotope data show that the ore-forming fluids originated from both the Taihua Supergroup and the sedimentary successions of the Guandaokou and Luanchuan Groups (CSC) located to the south of the Machaoying Fault. A genetic model of the Shagou deposit is proposed as follows: CSC subducted northward along the Machaoying Fault beneath the Xiong’er Terrane during the Mesozoic collision between the North China Craton and South China Block. Subsequent dehydration resulted in the devolatilisation of fluids rich in CO2. One of the most important goals of the experiments is to determine deformation and strength of the rock specimen under applying triaxial load, the status of failure condition is one of the subjects which can be used in soil mechanic and foundation engineering applications. To investigate the effect of confining pressure on the triaxial test, the rock has been considered as bonded-particles method and has been simulated by particle flow code three dimensions (PFC3D). This model, does not have pre-existing microcracks and all the particles have the same size (2 mm diameter), equal to the real specimen shape. To compare the mechanical behavior and failure pattern of the numerical and experimental results at uniaxial and triaxial tests at the same conditions, the Young's modulus, Possion's ratio as well as maximum axial stress have been considered. On the other hand, the microcracks growth and change of failure pattern at the modelling of the uniaxial and triaxial tests with different confining pressures up to failure point were reported. According to the experimental work, the number density of microcracks decreases from starting value and remains almost constant up to the failure beyond that point. The comparison of the numerical and experimental results of maximum axial stress and the Possion's ratio revealed good accordance. The initial number density of microcracks at the model was zero and increased while microcracking. Also, the sudden increment around the maximum stress was observed which is because of unstable growing of microcracks near the maximum stress. In all uniaxial and triaxial tests with different confining stresses, the number density of microcracks during the failure remains almost constant which can be considered as a proof of failure occurring in the model. The experimental results indicate the similar trend as well.

Geophysical anomalies result from the passage of hydrothermal fluids through rocks. Interpretation of these anomalies, when integrated with available geological and geochemical data, assists the construction of a conceptual model of the original hydrology of the system. The original extent of a geothermal system is often indicated by the distribution of low resistivity argillic clay alteration. Quartz-adularia vein deposits, silica sinters or stockwork (often mineralised) cause local increases in resistivity. Appropriately chosen electrical techniques can therefore be used to help target such structures. Airborne magnetic surveys have also proven useful in New Zealand epithermal exploration, because hydrothermal fluids destroy magnetite causing extensive demagnetisation anomalies. Ground magnetic surveys can sometimes be useful for geological interpretation on a local scale. Positive gravity anomalies may occur as a result of mineral precipitation (silica or calcite) in high porosity host rocks, while negative gravity anomalies can result from hydrothermal fracturing and leaching of relatively dense host rocks. The relative merits of these geophysical techniques as used in the exploration of epithermal mineral prospects are discussed, with particular reference to the Hauraki Goldfield. The preferred method for defining zones of quartz veining/silicification is vector or tensor gradient resistivity. Exploration strategies and technique refinements are suggested as a means of improving the resolution of potentially mineralised target structures, in a more efficient and cost effective manner.

Gold placers in the Nokomai and Nevis valleys are dominantly Quaternary in age. They occur mainly in western tributaries of the upper Nevis, eastern tributaries of the middle and upper Nokomai, and in the trunk valleys themselves. Placer gold in both valleys is dominantly a-phase Au-Ag-Hg alloy. Au-Ag alloy is absent or rare in most of the deposits, except in the lower Nokomai. Alpha-Au-Ag-Hg alloy is typically coarse-grained (up to 2 cm), angular, and rarely flattened or folded. Crystalline texture, quartz intergrowths, and psuedo-hexagonal crystal-pluck cavities are common. Fluvial transport distance predicted from the maximum Flatness Index ofAu-Ag-Hg alloy particles is typically less than 10-20 km. Coarse (up to 2 cm) cinnabar is commonly associated with the Au-Ag-Hg alloy, and both were probably derived from hydrothermal sources in western tributaries ofthe upper Nevis and eastern tributaries of the upper Nokomai. Minor secondary Au-Ag-Hg alloy occurs locally in the lower Nokomai, where it coats or cements detrital a-phase Au-Ag-Hg and Au-Ag alloy particles. Au-Ag alloy dominates over Au-Ag-Hg alloy in the lower half of the lower Nokomai alluvial plain and gravel of a raised channel incised into semischist basement adjacent to the plain. The Au-Ag alloy is rounded and commonly flattened and folded. Crystalline texture, quartz intergrowths, and pluck cavities are rare, and a fluvial transport distance of 25-40 km is estimated from maximum Flatness Index ofAu-Ag alloy particles. The Au-Ag alloy, three types of gamet, magnetite, clinozoisite and well foliated schist boulders in the abandoned channel are not found in the pumpellyite-actinolite facies bedrock in the Nokomai. These components were derived from greenschist facies schist and sedimentary sources in Otago, many tens of kilometers north of the Nokomai catchment. They were transported to the Nokomai either in Wakatipu Glacier till or fluvio-glacial outwash that entered the valley via Nokomai Saddle, the confluence with the Mataura, or both.

Although based on rather trivial examples, this paper addresses the following important issues: How much of a challenge is it? How and to which degree can it be improved? And what kind of economic benefits should be expected in return for the corresponding efforts?

Python Underground Processing Plant Critical Design The use of continuous gravity recovery in combination with a controlled breakage fine crushing and screening system followed by flash flotation has been incorporated into the Python processing plant. This provides miners with a flexible, robust, low cost, low energy pre-concentration process for the recovery of gold and/or heavy minerals. The Python plant incorporates fine crushing utilizing either High Pressure Grinding Rolls or Vertical Shaft Impactors in combination with the InLine Pressure Jig and Flash Flotation to continuously liberate and recover the valuable minerals. The use of these technologies has enabled a narrow, transportable pre-concentration plant to be produced which can easily be installed and operated in underground drifts and tunnels.

The need for the hydraulic transportation of coal in the New South Wales coal industry, both from the coal face to the surface and from the coal mine to the consumer or the port for export, is explained. Details of research projects currently in progress and involving the hydraulic transportation of New South Wales coals are given together with information on the hydraulic transportation of coal in the United States of America. The potential of hydraulic transportation as a viable alternative to the proposed expansion and upgrading of the New South Wales railway system to meet the projected New South Wales coal production to the year 2000 is described.

Straits completed its Feasibility study on the Whim Creek Copper Project in 1996. At this stage WCCP provided Straits with an open pit mine - heap leach - SX-EW copper project to follow on from its successful Girilambone Copper Operation (GCC). Since this time Straits has continued to review WCCP investigating a number of development and production scenarios. The development of Whim Creek, early 2004 and is on schedule to commence copper production in the final quarter of 2004. On current reserves Whim Creek will produce approximately 17 000 tonnes of copper cathode per annum for three to four years, at cash costs of The paper will cover a general description of the project, the project development and key design issues. Additional construction related issues associated with the complete relocation of the GCC plant to Whim Creek will be covered in the conference presentation.

Education for the Mineral Industry in Australia developed in an uncoordinated but effective fashion till the mid 1960's, with recognised quality in graduates, with output matching demand, and with industry needs being fulfilled. Then in the space of a further 20 years, as company structures expanded, as the number, complexity, and costs of mineral projects escalated, as educational facilities, costs and politics increased, as community perceptions and aspirations changed, as government control of minerals and education increased, and as mineral sales cycles and markets fluctuated widely, the very fabric of Australian Mineral Education fell in tatters. Extractive Metallurgy Education suffered most in this collapse, and no compre- hensive remedies have been initiated. We are all the losers. In the 1990's, the extraction of Australian minerals and metals will increase in international significance, and the education of Extractive Metallurgists must meet this need. After examining the current situation, a series of management strategies are proposed to enable Extractive Metallurgical Education to survive and prosper in the next two decades and beyond. These strategic proposals involve industry, the government, the educational bodies, and individuals, in a range of short and long term objectives, policies, and actions.

The cohesive zone in the blast furnace is largely affected by the softening and melting behaviour of ferrous burden because of its vital role in the blast furnace process. The Visual High Temperature Methodology (VHTM) has been given to study the softening and melting behaviour of sinter, two kinds of lump ores and acid pellet intuitively. Before softening, both two kinds of lump ore swelled and more serious for lump ore B because of its denser structure than lump ore A. The softening and melting temperature intervals are different from one another and this phenomenon contributed to the gas permeability of ore layer in the cohesive zone since the ‘ore window’ has formed. Besides, the softening and melting behaviour of mixed burdens have been studied, where it has been found that the softening and melting characteristics of mixed burden A (consisting of sinter and lump ore A) is better than mixed burden B (consisting of sinter and lump ore B) and mixed burden C (consisting of sinter and acid pellet) despite the poorest characteristics of lump ore A. The reason is that the high temperature interactivity between lump ore A and sinter is much better than lump ore B and acid pellet. The high temperature interactivity is mainly influenced by the chemical compositions, porosity and contact condition. The Northland region of New Zealand has a complex geological history which has long been the subject of considerable controversy. Small mineral deposits have been discovered in the past, and some have been mined. Except for aggregates and very high quality china clay, mining is virtually nonexistent at present. Mercury mining is proposed from small deposits in the Kaeo area. Intensive exploration for epithermal precious metals deposits in the past seven years, combined with some recent geological mapping undertaken by the Geological Survey and University thesis students has added greatly to an understanding of Northland's geology. Mapping of the Whangaroa-Kaikohe map sheet at a scale of 1:100 000 by Brown and Laurenson Limited has enabled new geological information to be collated for the first time since 1961, when the last geological map was published. The 'Northland Allochthon' is now observed to be a series of four or more thrust sheets each containing predictable formations. High angle faulting contemporaneous with overthrusting has modified the thrust sheets, and established a series of horsts and grabens. The Pirau Fault is considered to be a major earth fracture.

Sulfide chimney samples collected during the 1998 - 1999 R/V Atlantis û DSV Alvin 3 - 30 research cruise have been examined and classified into four types, based on common characteristics. Chimney morphology is the most important characteristic and resulted in the following groups: 1. flutes, 2. cones, 3. wide-flats, and 4. beehives. Other characteristics resulted in the classification of subgroups within the flute, cone and wide-flat groups. The combination of characteristics, including; the presence of an orifice, internal chimney fabrics, wall thickness, extent of weathering, and the presence of Alvinella worm casts, enable evolutionary trends between the different chimneys types to be established. These trends indicate that with time, flutes evolve from immature zoned chimneys with a central orifice and smooth thin-walls, into cone chimneys with thick walls and massive fabrics which have their orifices infilled by massive sulfides, and a rough exterior. Repeated mineralisation within, cones may result in the formation of wide-flat chimneys. Beehive chimneys can form at any time during chimney growth.

The former Gwynfynydd gold mine is located within the heart of the Snowdonia National Park, North Wales, United Kingdom. The black shale-hosted quartz reefs have intermittently produced more than 50 000 ounces of gold since 1863. Its most recent period of operation by Welsh Gold PLC was between 1992 and 1999 when it extracted 10 000 tonnes annually from a total resource base of 180 000 tonnes. A historical mining grade of 15 grammes/tonne was recovered from the Chidlaw Reef on which all production was based. Erratically distributed gold pockets hosted in the footwall zone of a 3 - 6 m wide quartz reef characterise the mineralisation. The gold exhibits a high-nugget effect and as a consequence the accurate determination of tonnage and grade was difficult. Production was undertaken by overhand shrinkage stoping. Due to its location within a National Park certain environmental constraints were placed on the operators. The principal requirement of planning permission was that processing should take place above ground and not involve chemicals. As a result, an underground mill based on physical separation methods was constructed in response to these environmental constraints. Much of the mine discharge is related to the flow of rainwater through the workings from surface openings on the reefs. Discharge from the underground milling facility was enhanced in various metals, particularly zinc, though was reduced to legally acceptable levels using liming tanks prior to discharge into the River Mawddach. The company was required to monitor and treat all water discharged from the mine before it reached the river. The mine closed in 1999, since which time a tip re-processing has continued as part of an environmental remediation and gold supply program.

Mining is a global industry. The conference is a good example of this, as itÆs jointly organised by professional associations from Canada, Australia and South Africa, and has attracted speakers and delegates from around the world. I commend the organisers for their initiative. I am pleased to be asked to participate in this panel û although I would hasten to add I see myself as perhaps an informed observer rather than an expert. It wonÆt be news to most in this room that AustraliaÆs mining sector is booming. As one of the most productive and diversified mineral regions in the world, this activity is also something that has not escaped the attention of CanadaÆs largest mining companies! This means that I follow what is happening in the industry and more specifically what might be occurring here. Two-way investment between Canada and Australia stood at $9.8 billion in 2005 with Canada as the seventh largest overall investor in Australia with $8.22 billion in investments. The majority of this investment is by Canadian minerals and metals companies. In recognition of the importance of Canadian investment in this sector in Australia, I maintain close contact with our companies. By way of example, in the past two months I spent a week in Western Australia visiting Perth and meeting with companies for example, like Teck Cominco and LionOre as well as seeing various Barrick Gold operations in Kalgoorlie. I attended the opening of AlcanÆs new Asia Pacific Headquarters in Brisbane in August and just two weeks ago was in Cowal, NSW for the opening of BarrickÆs new mine there. Having met with BHP Billiton in Vancouver, IÆm equally aware of active Australian mining interests in Canada. This is not designed to indicate how active I am but rather to demonstrate the dynamism in the mining industry and the diversity of Canadian mining interests in this country and Australian interests in Canada.

Some Otago quartz veins display spectacular open-space filling textures indicative of shallow formation. Fluid inclusions in some such veins show that fluid immiscibility occured before or during mineral deposition. This immiscibility or 'boiling' occured at depths ranging from about 3 km to within as little as about 100 metres of the paleo-surface. Temperatures of mineralization range from 190 - 250¦C. Metals deposited in these veins include: Au(+Ag), Hg, Sb and As. Hydrothermal alteration is confined to minor silicifation of immediate wall-rock schist, less than about two metres from the veins. These veins have some similarities to classical epithermal systems elsewhere in the world, although wall-rock alteration is much less developed in Otago. From analogy to these classical epithermal systems, it is speculated that gold mineralisation may be found beneath Otago stibnite and cinnabar localities.

This paper describes a physical modelling program that recreated block cave propagation in a geotechnical centrifuge. A brief description of the design of the test along with the sample material and monitoring equipment is given. The samples tested showed caving behaviour and fragmentation distributions that one would expect from caving mines, with one cave deviating due to pre-existing major discontinuities in the sample. A series of fractures formed ahead of and parallel to the cave, implying that an extensional failure mechanism may play a larger role in cave development than previously thought. The results of acoustic emission monitoring of the tests show a seismogenic zone advancing ahead of the cave; however, the quantity and quality of the data is too limited to draw any further conclusions.CITATION:Cumming-Potvin, D, Wesseloo, J, Jacobsz, S W and Kearsley, E, 2016.
