THIS paper proposes to give a general description of the pumping and other machinery in use at the Thames Hauraki Pumping Station, situated on the Thames goldfields of the North Island, New Zealand. An idea of the general arrangement of the pumping engines and pumps can be obtained, together with a certain amount of detail, by reference to the illustrations. The history of the pump is rather interesting, and is as follows: -In 1894 the Government decided that a subsidy of £1 for £1up to an amoUllt not exceeding £25,000 be granted towards the erection of suitable machinery to exploit the Thames low levels.With a guarantee of such assistance a company was floated in London, with a capital of £300,000, to develop several properties at Thames. As the old Queen of Beauty Company had produced bullion worth £400,000 prior to closing down on account ofa breakdown to its pumping gear, their shaft was chosen as the site of the principal work. As soon as the company was floated, operations were commenced at the Queen of Beauty shaft, situated at the entrance of the Waio-Karaka Creek, and not more than about half a mile distant from the principal mines on the field.

A sample of pyrrhotite flotation concentrate pulp assaying 15.3 g/t An, which had been prepared from an old tailing dump, was treated to extract the gold. Examination of the concentrate with an SEM showed that exposed or free native gold, 5-40 ¦m in diameter, was present but no locked gold was observed. Direct cyanidation of the concentrate to extract the gold showed that the flotation reagents present inhibited gold extraction. A range of pre-treatments was used to overcome these effects.Direct cyanidation for 48 h extracted only 26% of the gold, indicating possible contamination of the gold in the concentrate with flotation reagents. Pre-treatment of the concentrate pulp by aeration for 24 h, or by 72 h aeration with an addition of 3.65 kg/t of sodium sulphite, gave little improvement in gold extraction by subsequent cyanidation. Pre-treatment by filtration, or by aeration with 12.5 L/t 100 volume hydrogen peroxide, followed by cyanidation for 48 h gave gold extractions in the range 67-77%. Combining filtration and an aeration period with hydrogen peroxide addition raised the subsequent cyanidation extraction of gold to 88%, giving a tailing assaying 1.5 g/t Au.

The behaviour of coal in a process is a function of both the coal properties and the processing conditions. In the case of the Loy Yang coal deposit, extensive testing has been undertaken to determine: ò the extent, distribution and structure of the coal resource; ò the variations in properties throughout the resource; and ò evaluation of the behaviour of the coal during processing. This has involved the conduct of an extensive borehole drilling program, backed by geological modelling and material characterisation (chemical, physico-chemical and petrological). Evaluation of the behaviour of the coal during processing has ranged from theoretical modelling, laboratory-scale investigations through to pilot scale and full-scale tests. Until recently, the bulk of the work was directed at evaluating the behaviour of the coal for existing pulverised fuel (pf) firing/steam boiler technology and a high level of understanding has been developed of both the coal resource and its behaviour within these systems. More recent efforts have been directed towards the evaluation of new technologies directed towards cheaper and more efficient power generation using this coal. Loy Yang coal has been evaluated in the following technologies: ò Hydrothermal dewatering/direct coal-fired gas turbine; ò Steam fluidised bed drying; ò Solar drying/densification; ò Briquetting; and ò Gasification.

Gold placers can be difficult to locate in areas where tectonic activity and paleogeography have changed significantly since placer formation. Existing placer exploration models are useful in areas that have a relatively simple geological history, identifiable relationships with parent sources, or a history of placer mining. However, exploration becomes increasingly difficult in areas where tectonic activity and sedimentary recycling repeatedly redistribute the gold. Gold placers in the Waitaki River catchment, North Otago, New Zealand have no primary source within the catchment. During the Eocene placer gold was transported by a river ('Buster River') that flowed in a northeast direction from Central Otago toward a coastline at Maerewhenua, North Otago. This river and coastal system was inundated by marine transgression during the middle Tertiary. Since the Miocene its placer deposits have been uplifted and eroded and any links with parent sources have been severed. Changes in paleogeography resulted in local reconcentration and local dilution of placer gold in different areas in the Waitaki catchment. Thin veneers of old Waitaki River gravels (Kurow Gravels), containing gold recycled from the older placers, have been deposited unconformably on strath surfaces cut into Tertiary or older rocks. These gravels along with remnant Eocene fluvial and shallow marine strata provide potential placer exploration targets. Uplift and erosion of non-auriferous rocks in the Waitaki catchment to the west and north of the study area has resulted in considerable dilution of potential placer deposits downstream, especially in areas of gravel aggradation. We present a placer exploration model that is founded on answering fundamental questions pertaining to the paleogeography and geological history of the sediments associated with the placers.

Green policies have gained momentum since the 1972 Stockholm, Environment Conference. The environmental movement has influenced political initiatives both in New Zealand and abroad. Governments and international institutions have addressed local, regional and global environmental issues with varying degrees of success. New Zealand so far has not supported the United Nations' call for sustainable development in a consistent manner. New institutions and new rules for resource management mean there are opportunities to look after the land in different and more ecologically sensitive ways than has happened in the past. The increasing influence of regional councils in resource management planning will have important implications for mining and mineral exploration. These trends are discussed and possible future events outlined. Green policies have gained momentum since the 1972 Stockholm Environment Conference. Environmental issues are now global and the twentieth year Environment Conference planned for 1992 is likely to see new commitments made by world leaders and their national governments. Green politics may be the popular trend of the moment but green principles of managing the earth's resources are here to stay. There are many businessmen, many technologists, and many politicians who have hoped that the environmental movement was a passing fad and would fade into oblivion. The evidence is otherwise. Far from passing into oblivion, the environmental movement is growing rapidly. Each year brings further scientific data that indicates mankind is on a self destructive course unless we learn how to better manage the earth's natural resources. This information has contributed to a growing population of environmentally aware people. In the last 20 years there have been messages of concern about a population increase out of control and the energy crisis which focused on dwindling oil stocks. The issues are all interrelated including the present global issues of climate change and thinning ozone layers. The attention being given the messages by the United Nations and member states requires similar attention by industry. The problems have been identified; the challenge is to determine what should be done about them. Every challenge brings new opportunities and the future need not be doom and destruction. Mining is seen by some of the environmental action groups as unnecessarily destructive of the environment, but I do not see mining ceasing in the next few decades. Rather, the rules will be clearer with some areas excluded from mining, the methods of extraction will improve, the technology of processing will become more sophisticated and restoration of mining sites will be not only normal practice worldwide, but the end result may leave no hazards, may enhance the landscape and may result in acceptance of the industry by the general public. For that to happen, commitment and cooperation is required between the industry, the government, and society. As an Officer of Parliament my role is to review the system of agencies and processes established by Government for allocating, using and preserving natural resources and to report whether the system is maintaining and improving the quality of the environment. I also have a responsibility to see that the environmental planning and management carried out by public authorities is effective. That Ineans I have a keen interest in how the mining industry is administered by New Zealand public authorities, including Ministers of the Crown and district and regional councils. Today I intend to review the approach to resource management being taken by international agencies and by the New Zealand Government, and to comment on how environmental impact assessment for mineral exploration, as well as mining, may be administered in the future.

The fill material is regarded as a chemically-reactive porous medium, the most important property of which is permeability. Methods are described for measurement of permeability and other fill properties and results of such measurements applied to develop an orderly approach to the operation.

A forecast of energy demand in the non-commu- nist world to the year 1990 is presented with com- ments on the expected effectiveness of conservation efforts in achieving more efficient utilization of energy. A forecast of energy supply for the same period is presented showing the contribution of oil, gas, hydropower, coal, and nuclear fuels, with brief comments on the factors constraining the rate of growth of non-oil energy supplies. The role of `synthetic fuels', i.e. liquid or gaseous fuels produced from coal, oil shale, and tar sands, is reviewed with brief discussion of factors affecting the development of this industry. In somewhat greater details, the growth of demand for oil by geographic regions is analyzed. Particular attention is directed to the source of the oil supplies which will be required. The anticipated rate of discovery of new oil reserves is discussed with comments on lead times required in the development of new discoveries in hostile environments such as the Arctic and deep oceans. The continuing importance of oil supplied from countries which are members of the Organization of Petroleum Exporting Countries (OPEC) is illustrated. Oil will continue to be the marginal ('balancing') source of world energy supply throughout the forecast period and although it now appears that oil supplies will be sufficient to balance the energy equation during the 1980s, little flexi- bility will exist to cope with unexpected growth in demand or slippage in supply. Prudent energy re- source management will require major efforts to stimulate conservation and also to stimulate the rapid development of conventional and new forms of energy supplies and changes in energy consump- tion patterns to utilize the new supplies. Because of the long lead times and the massive capital require- ments involved, governmental policies are needed soon which will stimulate conservation and which will encourage businesses to move rapidly to assure the energy supplies the world will require in the 1990s.

The Plumduff sinter occurs at Whenuaroa, near Puhipuhi, approximately 30 km north of Whangarei. It is one of three residual sinters in the southern portion of a mid- to late-Pliocene geothermal system. The deposit consists of many large sinter breccia boulders, including rudrocks (coarse breccias), scattered around the flanks and summit of the small conical hill of Plumduff. Three types of sinter breccia occur: (i) rudrocks consisting of large, angular to sub-angular clasts of layered sinter up to 0.8 m across, as well as smaller clasts of sinter (20 - 100 mm dia), and fragments of stromatolitic structures; all clasts are supported in a matrix of microcrystalline, transparent to translucent to milky quartz; (ii) fragments of layered angular to irregularly mottled sinter of white to grey or bluish hue supported in a translucent to opaque silica matrix; (iii) smaller, matrix-supported breccias with clasts both partially surrounded and/or penetrated, by a clay-like weathering rind, and sinter conglomerates with rounded to oblate clasts. Three principal types of fabrics constitute the bulk of the sinter: (i) stromatolites, including columnar, palisade and filamentous networks, showing progressive silicification, in fenestral, tufted to clotted fabrics; (ii) peloids and pisoids; (iii) plant-rich facies in which various silicified plant species occur in a silica matrix. All fabrics have counterparts in hot spring deposits in the Taupo Volcanic Zone formed at temperatures from 75¦C to 35¦C. Also present is steam-condensate-produced alteration: kaolinite and alunite as well as boulders of quartz lattice texture. Cinnabar only occurs in sinter on the north and south central slopes of the hillside. No quartz veins or geyserite were recognised.

The kinetics of reduction of copper (cuprous) sulphide with CO-CO2-He gas mixtures, using an excess of CaO(s) as a sulphur-scavenging substance were investigated in the temperature range 855° - 950°C by a thermogravimetric method. Several gas compositions were employed at each temperature. Potential carbon deposition was overcome by preheating the reducing gas mixture. The phase-composition and the morphology of partially reactedsamples were analysed by a SEMlEDAX unit. The reduction rates showed strong dependence on the bulk gas compositions (CO, CO2) and, in most cases, the rate declined with rising temperature. The rate-controlling step appears to be the diffusion of CO2 gaseous species through the micropores of the CaS(s) - product layer which builds up around the CaOcore.

The quartz-cassiterite-wolfram veins at the Aberfoyle Tin Mine, north-eastern Tasmania, form a sheeted zone about 200 ft. wide and 1,600 ft. long in slightly contact metamorphosed shales, slates and greywackes, and are associated with a cupola of aplitic granite whose top is about 1,050 ft. below the present surface. Economic mineralization persists from the surface down to a vertical depth of 1,050 ft. to 1,100 ft., dying away in the vicinity of the cupola. Down to the 9-level there is a progressive increase in wolfram content of the veins, and a decline in cassiterite content, with increasing depth.The veins are banded or zoned, with a seivedge of muscovite on the wall. Cassiterite, wolfram and sphalerite occur inside the selvedges, projecting into a core of quartz of varying width. Other sulphides form the central part of some narrow veins, or occur as clots in the quartz. The general sequence of deposition of the ore minerals was: (1) cassiterite, wolfram; (2) arsenopyrite, pyrite, molybdenite; (3) pyrrhotite (in part); (4) blende-group minerals-chalcopyrite, sphalerite, stannite, pyrrhotite (in part)-as solid solutions; (5) galena, tetrahedrite, matildite, native bismuth, scheelite; (6) marcasite and secondary pyrite, magnetite and hematite. The sequence of deposition of the gangue minerals was: (1) fluorine-bearing minerals-muscovite topaz, apatite, triplite, fluorite-more or less contemporaneous with the cassiterite and wolfram;' (2) quartz-contemporaneous with the earlier sulphides; (3) carbonates--contemporaneous with the later sulphides. The stages overlapped somewhat.The composition of the sphalerite and heat treatment experiments with the solid solutions indicate that the blende-group sulphides were deposited at about 6000 C., and cooled rapidly, so that unmixing of the solid solutions was arrested. This accords with the likelihood that the country rock temperature was not above 2000 C. Annealing experiments at between 3500 C. and 6000 C. led to further precipitation from solid solution at the lower temperatures, and to significant segregation by solid diffusion within, a week, indicating that both deposition and cooling of the ore were rapid processes-completed in a matter of days. The Huntly West Mine has undergone significant changes in the last two years, which will affect the remainder of the mine's life. The paper describes the evolvement of plans and an overview of the technical considerations made in planning for and implementing the first New Zealand longwall operation. The technical investigations involve the longwall equipment, exploration, ventilation and strata control. The focus on these areas was to ensure that unacceptable project risks were addressed. Implementation of longwall mining at West Mine is planned in three phases, Development, Panel One extraction trial, and Full Longwall operation.   At present the development phase is complete, longwall installation is in progress and production start-up is planned for the end of August, 1991.

In spite of the many contributions that have been made to our knowledge of the creep properties of polycrystalline lead, the precise influence of various factors on these properties is not yet fully understood. Indeed, the position is such that several important points in connection with the creep of lead are a matter of controversy. This has been brought about largely by the fact that, in the case of lead, the changes that are produced in the creep behaviour by slight variations of such factors as the purity, grain sizeand previous treatment are out of all proportion to the magnitude of these variations.In order to study the fundamental properties of lead as related to creep, and so gain a more enlightened perspective with which to consider the creep of lead in general, the work that is described in a series of papers, of which the present paper is the third part, has been carried out. It deals with lead in the form of single crystals.It has been shown (1) - (3) that the grain boundaries as well as the actual grains play a part in the creep of polycrystalline lead. The present work, by eliminating grain boundaries, enables the. contribution of the grains themselves to the process of creep, in other words, crystalline creep, to be studied effectively.This object was, possibly, the major one in this work.

Collecting the clay fraction of active stream sediment from a flowing stream for geochemical analysis i a difficult process. One either takes a sample of dry fine-grained sediment from the stream bank (dry weather and dry sample are uncommon in parts of New Zealand and Tasmania), or dredges up a sample of sand and mud out of the stream.The latter method produces a soggy ample bag full of mud and sand, with varying amounts of gravel, depending on the size of the stream. The water can be filtered from such a sample by means of a Buchner filter funnel, but is difficult to obtain a vacuum in the bush. This problem can be solved by using a small hand- queeze bellows such as used in priming petrol pumps on outboard petrol motors. The common laboratory hand bellows is not powerful enough.A 70 mm diameter two-piece polythene Buchner filter funnel (Fig. 1) can be used. A length of rubber tubing is fitted around the inlet valve of the hand bellows and this valve is then jammed into the pipe at the bottom of the filter funnel (the polythene pipe may be trimmed with a knife to fit over the inlet valve of the bellows). The vacuum is generated and maintained by squeezing the hand bellows.The technique of collecting a sample of the clay fraction is to dredge a sample of the fine-grained active stream sediment out of the stream with a container, such as a plastic mug. The sample is agitated to get the clay fraction into suspension and the muddy suspension is then decanted into the Buchner funnel. The desired clay fraction is obtained as a thin film on the filter paper.If the "fines" are also required, a filter of nylon bolting cloth (stretched across the mouth of a short length of 80 mm diameter polythene pipe and attached by rubber bands or a concentric polythene pipe) can be placed over the mouth of the Buchner funnel and the whole sample of stream sediment...

A device is described which is suitable for the automatic sampling of dust in dust laden flue gases. This device, called a Venturi Sampler, consists of two pipes each fitted with a suitably designed venturi.Both pipes are placed in the flue where one acts as an open-ended reference tube and the other as the actual sampling tube.The gas sampling rate is automatically controlled so as to maintain a zero differential pressure between pressure tappings in the two venturi throats. The venturies are so designed that under these conditions the gas velocity in the sampling pipe is always equal to the free gas velocity in the flue-that is isokinetfc sampling conditions are maintained.INTRODUCTIONThere is a constant need in industry for regular and accurate assessments of dust losses, both to assist in improving operating efficiencies in order to minimize losses, and to obtain accurate metallurgical balances. In many cases where sampling is carried out in dust laden gases, the existing sampling methods are both laborious and inaccurate, and often make no provision for changes in flue gas velocity while sampling is in progress.In the majority of cases where a measurement of dust losses in a stack or flue is required, a preliminary velocity survey is made with a pitot tube to establish the gas velocity at each of the points at which samples are to be taken. The sample of gas (and dust) is withdrawn through a tube connected via a flowmeter to an exhausting apparatus. Some means of removing the dust from the gas sample is placed in circuit ahead of the exhausting apparatus. Recent literature is reviewed with emphasis on the design and scale up of mixers. Most important aspects of mixing have resulted from the study of Newtonian fluids and only a minor attempt has been made to extend the work to non-Newtonian materials.The rheology of non-Newtonian materials is outlined and the typical behaviour of mineral slurries is indicated.The importance of flow velocity, flow pattern, and fluid turbulence is discussed with relation to suspension of solids and rate of reaction.Data on experimental leaching of ore from Mary Kathleen, Queensland, show the effect of different mixing impellers.In conclusion, factors involved in the selection of a mixer are presented with emphasis on economic appraisal after pilot experimentation.INTRODUCTIONThe subject of mixing has attracted considerable attention during recent years, but relatively little work has been undertaken for the study of non-Newtonian materials. Most work has been restricted to Newtonian fluids because there are less inconsistencies in such study.Mixing, by definition, implies blending or combining, and ranges from gentle mixing which blends the contents of a large tank in 24 hours to violent mixing which completely homogenises the contents of a tank within seconds. Metzner and Otto (1957) have pointed out the present lack of knowledge on the degree (or quality) of mixing. Apart from this fact the design of mixers for Newtonian materials would seem to be reasonably certain.Both capital and operating costs rise rapidly with increasing mixer size. Therefore the design, or selection, of a mixer is a matter for economic consideration in the overall aspect of plant design and operation.

Reduced intrusion-related gold deposits have become a new, low-grade, large-tonnage exploration target during the last decade. The best recognized examples of such deposits are recognized throughout the Tintina Gold Province of the northern North American Cordillera. Because such examples may have many features in common with orogenic gold deposits, such as anomalous Bi, W and Te, low salinity and CO2-rich ore fluids, and a spatial/temporal association with igneous rocks, confusion and controversy have now become commonplace in classification of many gold deposits formed along convergent margins. The best discriminators of IRGS are likely to be their: +        regional location in deformed shelf sequences on the inboard side of a series of accreted terranes and within terranes that also contain important tin and (or) tungsten deposits; +        local spatial association of gold ores with cupolas and contact aureoles of relatively reduced, alkaline-leaning, and volatile-rich plutons; +        post-deformational timing of gold deposition; +        extremely low sulfide content (commonly <1 vol %) of ores within igneous bodies and the outward zoning, through proximal skarns and to distal base metal-rich veins, from the causative pluton; and +        low grades (<1 g/t Au) of auriferous sheeted vein systems in pluton cupolas.

Development of Underground Gold Processing Plants Underground gold processing plants have potential advantages over traditional surface installations related to a smaller environmental footprint, reduced capital and mining costs, improved security and increased value of the product delivered to surface. The concept of processing gold ores on the surface is the traditional paradigm. A process of pre-concentration of ore underground is likely to result in a major shift in operating costs. In particular, run of mine ore or a large proportion of it will not need to be transported to the surface. As a result, environmental and financial benefits are likely. Underground plants are likely to be pre-concentration systems where the process product is a high-grade concentrate and tailings for stope backfill. Units will be either static or modular. Concentration methods will be gravity and/or flotation or leach based. This paper discusses the development underground gold plants from early concept, through to the world's first operational unit, a newly commissioned unit and the technical basis of a fully modular system.

The three main lessons learnt are: 1. knowledge of their chemical anatomy; 2. precious metal transport and deposition; and 3. hydrothermal alteration zoning. These are described in the context of ore formation and exploration.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. Antamina, Peru is the largest Cu-Zn skarn deposit in the world. Skarn mineralisation is focused around a multiphase Miocene intrusive complex comprising at least eight distinct phases identified by cross-cutting relationships, including truncated veins, xenoliths and chilled margins. Skarn alteration and mineralisation, as observed in drill core, remain open at depths exceeding 2.2 vertical kilometres.Porphyry intrusions occur as four major phases with subphases (from oldest to youngest): P1 (a, b), P2 (a, b), P3 (a, b) and two dykes of uncertain timing named Oscarina-1 and Oscarina-2. P1a is a hornblende-biotite quartz diorite porphyry with pervasive K-alteration, local endoskarn and 30–40 per cent sheeted quartz veins, all of which obscure original igneous textures. P1b dacite porphyry is a minor unit with <10 per cent phenocrysts and <3 per cent quartz veins. P1b cuts P1a; P2 dykes cut both units. P2a porphyritic biotite quartz monzonite contains K-feldspar megacrysts up to 4 cm long, local K-alteration and 2–80 per cent quartz stockwork veins. P2b biotite monzonite porphyry contains approximately 50 per cent phenocrysts and typically <10 per cent quartz veins. P3a (brown groundmass porphyry) and P3b (coarse phenocryst porphyry) are minor in volume and extent, and both cut P2 bodies. Oscarina dykes comprise two separate but parallel bodies. Oscarina-1 is a feldspar-phyric rhyolite porphyry, while Oscarina-2 is an intensely chloritised andesite porphyry. Oscarina-1 has a U-Pb (laser ablation inductively coupled mass spectrometry (LA-ICP-MS)) age of 10.1 ± 0.1 Ma, whereas P2 U-Pb zircon ages (LA-ICP-MS) range from 10.0 ± 0.2 Ma to 9.9 ± 0.3 Ma.All the intrusive phases contain quartz veins, with P1a and P2a having the most intensive K-alteration and most abundant quartz veins ± endoskarns. Each phase may have contributed to mineralisation at the right depths and within favourable wall rocks (ie marble) during uplift of the Antamina structural block. In 1976 the Pitjantjatjara Council was established under the Associations Incorporation Act 1985 (SA), for the initial purpose of organising and bringing together three similar Indigenous groups. These members of the Pitjantjatjara Council of Central Australia were demanding land rights and to legally protect their traditional lands. The Land Rights movement was more focused on the South Australian Government that became more receptive to the general notion that Aboriginal freehold land could be attainable.For almost five years, Pitjantjatjara CouncilÆs intense negotiations took place with the Dunstan and Tonkin Governments culminating in the final passage of legislation by 1981. A bi-partisan approach by Government and opposition applauded by all South Australians for its mature and socially responsible actions, in line with the Aboriginal Land Rights (Northern Territory) Act 1976 (Cth). Despite the similarities between South Australian and the Northern Territory Land Rights legislation, there still remains one obvious distinction. In the Northern Territory case, its legislation established æLand CouncilsÆ as statutory authorities that are responsible for the management and use of designated Aboriginal lands. On the other hand, South Australian legislation fails to include any reference to æLand CouncilsÆ as defined in the Northern Territory Act. The intention of establishing such æLand CouncilsÆ in the Northern Territory was, and is to provide legal, anthropological and other expect advisers that respond to the wishes and opinions of Traditional Aboriginal Owners. Negotiations between mining companies and Land Councils, will, after the granting of mining leases, monies are then transferred to those Councils being a percentage of royalty entitlements. While the Pitjantjatjara Land Rights Act 1981 (SA) (Act) does provide royalty arrangements to Anangu Pitjantjatjara (AP), a body corporate pursuant to the Act as a Landholding Body (and not as a æLand CouncilÆ), it does not provide any royalty payments for the legal and anthropological services by the Pitjantjatjara Council for providing essentially similar services as the Northern Territory Land Councils. The limited services by AP do provide complimentary services from other organisations û including the Pitjantjatjara Council. There are approximately 4000 Anangu members who reside on AP Lands and more than 1000 other Anangu members live near AP Lands in Western Australia and the Northern Territory. These people are defined as APÆs æTraditional OwnersÆ by virtue of their affiliation to portions of AP Lands. As a result, the depth and understanding of spiritual beliefs and customs are strongly present as it relates to the whole of the Lands. Most of these members reside at permanent communities that spread unevenly about the northern and south-western parts of AP Lands. In addition, there are numerous æHomelandsÆ where families and extended families have establish homes, with electricity and water supplies on those Traditional Lands (see Appendix 1 and 2 of this paper depicting the map showing AP Lands and also showing stunning photographs taken during late last year). All roads and airstrips are unsealed between communities and Homelands and the essential services to all communities are limited and costly to provide, and require continuous upgrading. Capital expenditure on infrastructure is sorely needed and alarming levels of unemployment is of serious concern. Tjilpi (older) Anangu members have continually discuss the urgency to provide employment and education for the future of their children and grandchildren while balancing the needs of maintaining cultural and spiritual considerations. It is thus a growing realisation by many Traditional Owners that long-term benefits occur as a result of exploration and production of oil or minerals. There are promising results from Primary Industry and Resources of South AustraliaÆs (PIRSA) Aero-magnetic Surveys on the Musgrave and Mann Ranges and soon to be completed surveys of the remaining southern half of AP Lands (see Appendix 3). PIRSA and mining companies û such as Rio Tinto Exploration Pty Ltd and Delta Gold NL û have been more conscious of the necessity for improving the dissemination of information to Traditional Owners and to AP members. With recent findings of large nickel deposits just over the border in Western Australia, there is a strong indication that discoveries may occur on AP Lands as similar geological information is present on the east Musgrave Block. Consequently there are concerted efforts by the legal and anthropological services of the Pitjantjatjara Council to arrange Workshops and Summit meeting to give extra information û particularly information concerning the true effect of large-scale mining operations û to members to properly consider these proposals. Pitjantjatjara Council will play a major role in any decisions effecting Traditional Owners and AP, and will ensure orderly and professional services when dealing with legal, cultural and sensitive matters. This paper addresses the historical and current relationship between Pitjantjatjara Council and AP, with an emphasis on mining operations on AP Lands. It argues that future economic and social development on AP Lands hinge predominantly on the legal recognition of the Pitjantjatjara Council for its ongoing role, responsibilities and protection afforded to AP and its Traditional Owners.
