But, depending largely on the character of work to be performed, the coarser material is often larger and of a greater percentage, while the bulk is always more or less fine.

THE ore from the Butte mines of the Anaconda company is quite siliceous; that is, it contains considerably less iron than is needed for the fluxing of the silica. The direct smelting of this ore, therefore, requires the addition of considerable fluxing material. The only flux available in sufficient quantity at Anaconda is limestone containing no metallic minerals. This necessarily makes the direct smelting of the ore so expensive that it is more profitable to subject the ore to a preliminary treatment by concentration. However, as the losses in the concentrator were very high, compared with the losses in the blast furnaces, it was found, by calculation, more profitable to send ores containing more than a given percentage of copper to the blast furnaces, in spite of the higher costs of treatment. The dividing point was dependent on various factors, the chief of which was the prevailing market price of -copper. It was customary, therefore, to segregate the ore as mined into two classes. Ore in the first class generally contained 5 per cent. or over of copper;: this was sent directly to the blast-furnace department. Second-class ore contained less than 5 per cent. of copper, and averaged around 3 per cent.; it went to the concentrating department. With the introduction of the flotation process, it was found possible to maintain an average recovery, as concentrates, of 96 per cent. At the same time, the cost of reverberatory smelting was very materially decreased by the use of pulverized coal. These two changes in practice made the blast furnaces unable to compete with the reverberatory furnaces on a cost basis. The distinction between first-.and second-class ore was therefore abandoned, and the ore was treated by concentration. DETAILED knowledge of purchase specifications established by coal consumers is essential to the successful design and operation of a coal-preparation plant. ANTHRACITE Specifications should be considered by both the consumer and the producer as guide posts outlining a certain path for both to follow. Plants differ, therefore specifications must differ to meet the varied requirements. Specifications are not of themselves a "cure all" or an assurance of complete satisfaction in fuel utilization. Specifications should not be regarded as a license to engage in an orgy of buying any and all coals that may happen to fall within their limits. This would lead to the indiscriminate mixing of coals which may vary in their burning characteristics. Different coals of equal grade tend to be individualistic in their burning characteristics. Rather, specifications should be used to help simplify coal selection, to reduce the actual number of coals used over a given period; in other words, to have a stabilizing influence on coal or customer turnover. In the final analysis, the use of too many coals per year in a plant is costly to both the consumer and the producer. Too many sources usually result in higher operating and maintenance costs for the consumer and higher sales costs for the producer. Finally, the statement included in the report accompanying the com¬prehensive Coal Selection Charts prepared by the Coal Committee of the National Association of Purchasing Agents, and released in 1938, is significant. This Committee worked diligently for a period of 15 years seeking to find a scientific and reliable method for selecting coals. The two following paragraphs are quoted from its report: More important is the fact that no ready-made classification or set of specifications can possibly replace the judgment and resourcefulness of an experienced combustion engineer or fuel technologist, nor the usual need for full scale plant tests under the exact conditions of use before a final decision is made ...

This article discusses principal areas relevant to financing natural resource projects using as an example a hypothetical newly proposed direct reduction facility. The issues most directly affecting the project from the standpoint of financing are categorized in four groups: 1. Lenders' differing requirements with respect to projected cashflows; 2. The impact of leveraging on project viability; 3. The importance of appropriate debt structure; 4. The significance of accurate and complete capital cost estimates. The findings emphasize that the economics and the financing of a project are not only inseparable, but that they should also be viewed as directly interactive during the project planning process.

THE numerous theories of hardening which have been advanced in recent years are all satisfactory in accounting for some of the phenomena observed in hardening metals, but none so far presented account for all of the facts observed. Some years ago one of the authors, R. S. Dean,1 presented a theory to account for some of the properties accompanying work hardening. The present paper develops this theory further in the light of recent experimental, work and extends it to other forms of hardening. Many of the ideas included have come from the writings and personally communicated thoughts of others. We have attempted to give proper credit in every case, but it is possible that we have not always done so. As an historical basis it is desirable here to review very briefly the hardening theories which have been current. The first comprehensive theory of work-hardening phenomena was due to Sir George Beilby.2 He contributed the idea that with cold work part of the structure of the metal was rendered amorphous and that it was to this amorphous material that the cold-worked metal owed its difference in properties. According to Beilby's theory this amorphous material was a super-cooled liquid and, therefore, had the characteristics of a vitreous material. That such a theory is not capable of explaining the property changes in metals has been repeatedly pointed out. This theory also allowed a slip to take place only once on a given plane, which, as has been pointed out by Jeffries and Archer,3 is not consistent with the observed length of an individual slip and the amount of elongation which can be obtained by wire drawing. The modifications, which have been proposed to this hypothesis to make it coincide with the experimental facts, have to a considerable extent robbed the theory of its clean-cut characteristics. A HUNDRED years have passed since Wöhler made the first few particles of aluminum by decompos-ing aluminum chloride with potassium. In 1854 Deville used sodium to decompose the double chloride of aluminum and sodium, but even various subsequent improvements of the process, especially by Castner, did not sufficiently decrease the cost of the metal to bring it into general use. In 1862 Monckton proposed to reduce Al O? with carbon by the aid of the electric current, but the efforts of the Cowles brothers to do so were not successful and in 1884 they turned to making aluminum alloys by electrolysis. At about the same time Hall in America and Heroult in France success-fully worked out the technology of dissolving A12O3 in fused cryolite and electrolyzing the bath. It is hard to realize that forty years ago the annual production of aluminum was only 30 to 40 tons per year and the price of the metal thirty times what it is today. Great strides in decreasing the cost of production, improving the quality of the metal, and increasing the output have been made in the lifetime of middle-aged men. The large consumption of electrical energy in the form of direct current makes it necessary to locate aluminum-producing plants near waterfalls, to avoid transmission losses. Norway with its abundant water-falls is therefore a logical place for the development of aluminum production, even though it is necessary to import the bauxite, which is the raw material of the process. It was foreigners who first started the aluminum in-dustry of Norway and the first two plants were built by the British Aluminium Co. in 1906 to 1908; one at Vigeland near Kristiansand, and the other at Stavan-gerfjord in Nordfjord. These two plants are still oper-ating and producing over 3000 tons a year. When the plant at Vigeland is enlarged the production of the company will be more than 4000 tons a year.

No more important question has come before the coal industry in the past decade than the prevention of stream pollution by mine drainage; especially in Pennsylvania, where large areas of coal land have been developed. It may be thought that the problem of labor or lack of transportation outweighs in importance that of stream pollution. We can see possible remedies for labor and transportation problems but there is no known satisfactory solution of the mine-drainage problem. The subject has been given little serious attention, for, until recently, it has been little understood; but in the past year it was brought to the attention of the coal-mining industry by the introduction, in Congress, of several bills designed to prevent the discharge of acid waters from mines or other sources into navigable streams, or their tributaries. The first legislation proposed was the Applebybill, H.R.7369, designed particularly to prevent the oil pollution of coastal waters. It contained the following provisions, which the coal men regarded as referring to the coal industry. It shall be unlawful to throw ... any refuse matter of any kind ... into any navigable waters of the United States or into any tributaries of any navigable waters from which the same shall float or be washed into such navigable waters. The chemical, steel, paper, and other manufacturing industries, as well as the mining industry, objected to this clause, the miners claiming that it would prevent the discharge of waste or mine drainage into any waters of the United States, for all streams or tributaries finally reach navigable waters. The next bill introduced was that of Congressman Briggs, H.R. 7430, an amendment to Section 13 of the Pollution Act of March 3, 1899. The original act referred chiefly to oil and oil refuse, but it provided also "that no material of any kind should be deposited on the bank of a navigable water, or tributary, which might reach the waters and interfere with or

The oil embargo and increasing disillusionment with nu- clear power have put this country's abundant coal reserves in growing demand. Both the government and industry are looking toward increased coal mining, and with this goes an increased interest in new and advanced methods of coal utilization. One advanced coal system stands out among the rest-magnetohydrodynamics (MHD). Its high efficiency, strong probability of sulfur dioxide control, and limited consumption of cooling water place MHD in a unique position to help the power generation industry. Another point in MHD's favor is the capital costs of operation, which are lower than those of other advanced technologies. However, initial costs are higher and realization of a commercial MHD plant in this country may be more than a decade away.

While coal was undoubtedly seen by the early travellers within the state, the first mention of it was in the late 1820's when hunters put some stones from a creek bed under the logs of a large camp fire, and awoke later to find the stones on fire. The stream was later named Coal Branch; the location was at the eastern side of the present Bibbs County.1 In the Louisville Daily Journal of Feb. 11, 1831, the following short editorial note appeared: "Tuscaloosa Coal.-A small quantity of this article has reached Mobile, and has been tried in the office of the Patriot; it is said to be an excellent article. We invite such of our friends as desire economy in fuel, love a cheerful and constant fire, or would eschew a smoky room, to call and examine." On a geological map published in 1832, the "Carboniferous group" is shown and a spot near Tuscaloosa indicated as showing bituminous coal,2 and this is again alluded to in Morton's Synopsis, 1834. A brief description of the coal fields in the state in 1834 said that in winter coal was brought down the. Black Warrior River to Mobile and sold there at the same price as Liverpool coal, $1.00 to $1.50 per barrel, ($10 to $15 per ton) and that the writer was using it in his laboratory.3 At that time it was in local use by smiths and an iron foundry was using it in Shelby County.4 In 1836 some coal was mined in the Birmingham district, chiefly in the northern portion of the Coosa basin, where it was loaded on barges and taken down the Coosa Rivers.5 "William Whitman dug coal out of Wolf Creek (Walker County) in 1837," and in the same county, in 1839, the first coal shaft in the state, was sunk. This was near the mouth of Lost Creek and was known as Frierson's Shaft. It was operated by a hand windlass, using two tubs.1

A very limited development has been made of the coal-fields of this Territory. This is to be accounted for by the fact that a number of the coal-fields lack railroad transportation, by the distance of other fields from the consumers (due to restricted settlements), and finally by the poorer quality of a number of coals which have been mined as compared to others which can be economically imported into the Territory. The consumption of coal in Utah during 1886, outside of that used by the railway companies, was: Tons. Utah coal,..........110,000 Wyoming coal,. .....19,000 Colorado coal,........* 4,945 Total,........... 133,945 It is estimated that there are 1100 miles of railroads in the Territory which use coal for fuel. The consumption of these roads for the year is estimated at 100,000 tons, making an aggregate consumption in the Territory of 223,945 tons. THE FRENCH occupation of the Ruhr valley and other districts on the eastern side of the Rhine continued during March to be the pre-dominating feature in European affairs. There were sporadic troubles and disorders, but on the whole the Germans were passive while the French were consider-ate. However, it became more and more evident that France is not in this way going to succeed in collecting the reparations, to which of course she is entitled. It appears to be a case of Germany being unwilling to pay what is claimed from her and France being unable to make her do it. However, as the month drew on it became reason-ably clear that both the French and the Germans were becoming more and more disposed to get out of an impossible and dangerous situation. It was suggested that the basic principles upon which Germany now is ready to resume reparations payment are as follows: (I) appointment of a commission to establish Germany's ability to pay and to fix limits to the reparations; (2) a series of international loans; (3) the amount to be paid cannot exceed approximately 30,000,000,000 gold marks. From Russia came numerous reports reflecting economic and political changes there. One of these told of a Cossack insurrection in the southeast of European Russia. Another reported that the expatri-ated Russians recognized the solidity of the Bolshevik government and would contest it no longer, and would reunite with other Russians if they would recognize the rights of private property and validity of former debts. This is the same position that is taken by most of the foreign governments, and especially Great Britain and the United States, with respect to recognition of the present government of Russia. Secretary Hoover announced that it is no longer necessary to give famine relief to the Russians, their present need being for credit, not food. Lenine was reported seriously ill and probably incapacitated for further activity. Administration of the government, in succession to him, by a triumvirate was suggested.

Activities of oxides in the ternary FeO-MnO-SiO system are calculated from data on the binaries, using the Gibbs -Schuhmann method. These activity data are used, together with thermodynamic relations, to calculate the contents of oxygen, silicon, and manganese in liquid iron, and the composition of the corresponding oxide phases in equilibrium with it. Excellent agreement was found between calculated and experimental metal compositions, indicating that thermodynamic methods, such as those presented, can supply useful data on slag-metal equilibria, and are therefore capable of wider application. When molten steel containing oxygen is treated with a deoxidizer, the product of the reaction is composed of the oxides of the deoxidizing elements together with more or less iron oxide. This assemblage of oxides is presumably very close to equilibrium with the melt since it is formed directly from elements dissolved in it. Therefore, it is likely that metal analyses corresponding to a given oxide phase composition are calculable with considerable precision where sufficient information is available on activities in both phases. The present study was made to test this hypothesis in the case of deoxidation by silicon and manganese. Here experimental data on the relationship among oxygen, silicon, and manganese in the metal phase are available, as are activity data for the MnO-SiO2, FeO-SiO2, and FeO-MnO binary systems. A further objective was to demonstrate in a specific example how gaps in the data may be filled by judicious interpolation, and how the Gibbs-Schuhmann method is applied to obtain activities in ternary systems. The rigorous derivation of the latter, requiring considerable facility in handling partial differential equations, tends to mask the real simplicity of the method, and repel the very engineers and experimenters who would benefit the most from its use. I) GENERAL PROCEDURE Deoxidation of steel with silicon and manganese results in the formation of two phases, metal and oxide. The number of components is four—Fe, Mn, Si, and 0. The phase rule then gives the number of degrees of freedom: If temperature and pressure are fixed, 2 deg of freedom remain. Consequently, it suffices to fix the concentration of two of the components of the system for all the concentrations to be determined and, at least in principle, calculable. The practical problem is then to discover a straightforward method of calculation with a minimum of trial and error solutions. The type of reactions to be dealt with are like the following: Si (in steel) + 2 O(in steel) = SiO2(in oxide phase) The standard free energy of this reaction is readily obtained from the literature, so that the equilibrium constant can be calculated by the expression: Since the metallurgist is concerned with percentages rather than activities, a real solution requires information that will permit activities to be converted to concentrations. This information is fairly adequate for the elements dissolved in molten steel, but is not available for the FeO-MnO-SiO2 oxide system. Therefore, the first step in this study was to find the relation between activity and concentration for the three oxides making up the system. The next step was the calculation of slag and metal compositions that are in equilibrium with one another. As shown by the phase rule, it is sufficient to assume the values of two composition variables in order to calculate the rest. But which two are picked makes a vast difference in how difficult the calculation turns out to be, so that it is necessary to make preliminary trial of several routes to find the easiest one. A convenient method is to begin with the slag, and to pick FeO concentration and that of one of the other oxides. Starting with the relation between oxygen dissolved in the liquid steel and FeO in the slag permits a good first estimate to be made of the oxygen content of the steel in equilibrium with FeO, because the iron content being fairly close to 100 pct, Fe has an activity close to unity. Using this first estimate of oxygen activity, approximate values of the manganese and silicon contents of the melt are readily calculated from the appropriate equilibrium constants. A fully-instrumented driving mechanism has been constructed to study the power, aerating and solid suspension characteristics of several laboratory flotation machines. Machines operating over normal flotation speed ranges give substantially constant power numbers in liquid systems indicating that they operate close to fully baffled turbulent flow conditions. Owing to lack of geometrical scaling, power numbers for different sizes of cells of the same make are different. Even larger differences occur between cells of different manufacturers. For a given impeller, varying the tank size did not significantly affect the power consumption. Tank geometry and baffling has a slight effect on power consumption with shrouded impellers. For a given impeller speed, suspension height decreases while power increases with increasing mass of solids in suspension. While power consumption is hardly affected by particle size and clearance between the impeller and tank bottom, the suspension height significantly increases as clearance increases and as particle size decreases. Aeration was found to affect not only power but also the suspension characteristics of the machine. For closely sized particles, drastic sedimentation occurred when a critical value of the air flow number was exceeded. The critical air flow number decreased with increasing particle size. This effect was less marked with a wide particle size range. The self-aerating capacity of flotation machines increases with cell size at a given speed for the same impeller-shroud system, but decreases in the presence of frother and solids. Equations have been established for correlating all of the studied variables. Data taken from the literature were also correlated with these equations. The modern mechanical flotation machine has, over a period of 60 years, displaced other designs to become the dominant type. Once the correct chemical environmental conditions have been established, the major requirement, selective mineral-air adherence, is essentially a function of two operating variables — impeller speed and air rate. The special nature of this dependence is such that in the same apparatus, but under different operating conditions, adherence can be either prevented or destroyed. Another aspect of this observation is that flotation machines though differing in detail to a considerable extent can produce similar metallurgical results. It must be concluded that having determined the correct reagent levels, establishing the correct operating conditions are at least as important as machine design. Since about 1960, after 30 years of fairly stable circumstances, manufacturers have been developing new types of machines whose major feature is emphasis on pulp flow characteristics by virtue of new im-peller-stator designs. As far as can be ascertained, these new designs necessitate radical departures from accepted impeller speed-air rate values. Performance data are still awaited. Flotation machine development has been empirical, as is selection of operating conditions. The purpose of the work at Columbia University has been to elucidate the fundamentals of the subject so that the purely mechanical aspects of the flotation process can be understood in hydrodynamic terms.1-6 Hopefully, this might lead to intelligent selection of a particular machine and its operating conditions for a specific ore based on a minimum of testing, or even to new types of flotation machines. The present investigation is the most comprehensive to date.7,8 Earlier work, which was largely exploratory, has been repeated and extended and employes the most accurate measuring techniques available. Additionally, sufficient hydrodynamic data were obtained under flotation conditions to delineate the relevant operating ranges. Attention has been given to scaling in that several geometrically scaled tanks and impellers have been constructed and tested; it has been pointed out elsewhere that undistorted geometrical scaling rarely pertains in flotation machine design.5 This paper is divided into sections dealing with relevant combinations of the three phases: liquid, air and solid. Summaries of the literature have been given in previous publications2-4 and will not be repeated here. Recently, several reviews of mixing have appeared, which can be usefully referenced.9-11 It is of interest to note that flotation is not included

The Telfer Project, Australia's newest, largest, and most remote gold mine treats 480 kt of ore grading 9.33 g/t derived from open pit mining operations. Coarse gold is recovered by gravity concentration with jigs and further upgraded wing a continuous strake launder table, and by amalgamation. Remaining gold is recovered in a cyanide circuit and incorporates flat bottom air agitators, counter current decantation (CCD) and stellar filters for clarification and precipitate removal. Overall recovery into a bullion averages 98%. The mill incorporates a number of design features that allow for maximum efficiency and security wing a minimum number of operation personnel.

In a recent publication in the SME Transactions of September, 1975, Volume 258, entitled "Potential for Further Lowering Sulfur in Intensively Cleaned Coal at Mines", the writer discussed: (1) technical findings useful for the management of reserves to further lower sulfur in intensively cleaned coal, and (2) a future coal preparation plant concept for the intensive cleaning of sulfur. The purpose of this technical note is to ( I ) illustrate the nomographs that can be formed when recovery is phased in with previous work, (2) make note of the powerful potential for predicting future cleaning performance in unmined areas, and (3) discuss resulting mathematical interrelationships.

The following paper deals almost exclusively with the results of practice at the works of the Pennsylvania Steel Company at Steelton, Pa. From the records of the furnaces at this plant, both acid and basic, large and small, are drawn the data for the various demon strations, and on a long and intimate experience with their opera tions are founded many theories and generalizations. It may seem that universal laws should not be built upon a basis so restricted ; but in reality the condition is the strongest guarantee of validity. Each table investigates some- certain variable, and by virtue of the common origin of the factors, we have good ground for assuming the corresponding agents to be equal. The examples may or may not be instances of good practice, and may be open to criticism if regarded solely as exponents of • metallurgical success. But it must be remembered that the lists are not made up of selected specimens, nor are they chosen to show su perior results; they are gathered to investigate, by strict scientific methods, the formula? of the operation. In such work no untoward results should be eliminated, save those which bear upon their face the stamp of experimental error. If the worst members be omitted, then the best must also be omitted. Only by using every available case can an honest attempt be made to deduce a true average. It is recog nized, however, that with the most careful selection it is difficult, if not impossible, to collect data representing universal conditions. In each table the records tell of a special practice, and all conclusions drawn from them are true only within the limits between which the equations have been integrated. The mining press, as well as certain federal and state bulletins, refer from time to time to the relative hazards that attach to loading bituminous coal by hand when compared with the so-called "mechanical loading" process. Much of the coal coming under the head of hand-loaded coal is won in part by the use of machinery; the coal-cutting machine is in general use, the electric power drill employed to a lesser extent. Therefore it may be said that the principal difference in the process employed, mechanical loading versus hand loading, lies in the fact that some type of loading machine is employed in the mechanical loading process to lift the coal from the face of the room, place or entry, after it is mined, placing it in the pit cars for transport to the tipple. It is a common practice to compute accident records on the basis of tons mined per fatal and per nonfatal accident, disregarding the fact that it is possible to produce by the aid of coal-loading machines the same daily, monthly and annual tonnage with a much smaller force than is required where the coal is all shoveled by hand. Inasmuch as the men who are released by the substitution of machinery for hand labor must find employment elsewhere, suffering some measure of hazard in their new occupation, we are of the opinion that the true relative hazard that attaches to the processes of mechanical loading and hand loading can be determined only by using as the basis of comparison "man shifts worked" or "hours of exposure" experienced per accident. The Union Pacific Coal-Co., beginning with the year 1929, undertook to maintain a true record of man shifts worked per compensable accident, giving equal weight to fatal and nonfatal accidents. Accidents lacking sufficient severity to come under the compensable terms of the Workmen's Compensation Act were not included in the compilation, the Act providing that "no compensation, except the expense of medical attention, shall be allowed for the first seven (7) days of disability, unless the incapacity runs beyond the period of twenty-one (21) days, in which case the compensation shall run from the time of the injury."
