For some years past, those interested in the development of the increasingly important mining industry of Canada, have urged the adoption by the Dominion Parliament of a federal mining-law, which would have the force and stability of statutory enactment. At present, placer-mining in the Yukon Territory, is governed by the Yukon Placer Mining Act. All other mining under federal jurisdiction is governed by 'Orders in Council and Ministerial Regulations. In the earlier stages of development, it is perhaps a matter of necessity that these important matters should be so dealt with; but it is now felt that the time has come when mining-rights in the extensive regions under federal control should be put on a permanent basis, -and that any changes required from time to time should be made only after full and open discussion in Parliament. A short sketch will suffice to indicate how vast and varied the interests affected really are. When the Dominion of Canada was constituted by the Imperial Statute known as the British North America Act of 1867 (which came into force by proclamation on July 1 of that year), it comprised only the present Provinces of Ontario, Quebec, Nova Scotia, and New Brunswick; but provision was made for the inclusion of Newfoundland, Prince Edward Island, British Columbia, Rupert's Land, and the North West Territories. Subsequently Rupert's Land and the North West Territories were acquired, the 'Crown Colonies of British Columbia and * SECRETARY'S NOTE.-Mr. Clark, an eminent Canadian lawyer, and joint author of the treatise on "The Law of Mines in Canada," has been requested by the Do¬minion Government to prepare a Federal mining-law, and presents this paper, by invitation of the Council, in order to obtain, if possible, useful suggestions from members of the Institute.-R. The sheet-ground deposits of the Tri-State district, because they are fairly uniform in thickness (7 to II ft.)—rather flat, with an easy dip to the west—and cover a large acreage, offered a problem of improved transportation. Heading advance in this kind of mine is very rapid and track haulage requires a larger crew of trackmen than do other mines, and a heavy investment in track. The use of some type of rubber-tired truck equipment for underground haulage was under consideration for some time by the Eagle-Picher Mining and Smelting Co. The nature of some ore bodies made them not adaptable to truck haulage and some mines that did offer possibilities were equipped with other types of haulage, and the expected savings by the use of trucks did not offset the loss of investment that would be incurred in discarding other equipment. The decision was made to sink a new shaft, designed for skip hoisting, on the Blue Goose ore body, and then develop truck equipment. Developing Tractors and Trailers A study was made of internal-combustion engines for power units in the tractors, but the extreme difficulty of controlling air circulation, and the heavy cost of drilling large churn drill holes for blower installations, led to the adoption of a tractor with a storage battery. The storage-battery tractor that was on the market for mine haulage was impossible to obtain because all were needed for defense work. Several standard electric-truck chassis were purchased and rebuilt in the Eagle-Picher shops. The steering wheel was shortened and set vertical, permitting the driver's seat to be moved forward, and the frame was shortened enough to take the battery box and the fifth wheel support that carried the gooseneck of the dump trailer. The fifth wheel, or turntable, is of the ball and socket type. Tig. I shows the ball fastened to the gooseneck. The socket is split to permit introduction of the ball and is held by through-bolts, and the socket is welded to a ½-in. plate, which in turn is attached to the tractor frame. Smaller wheels and tires were put on to reduce over-all height. If it had been necessary, the spring: could have been reversed, or taken off entirely, to gain additional clearance. The tractors are equipped with 48-cell, 23-plate, 400-A.H. batteries. With the initial tonnage and mileage, the batteries were about 50 per cent down at the end of a shift. Tractors have truck tires 7.50 by 20, 8-ply, front and rear, the rear being dud. After four months of use, the .tires are beginning to show signs of failure.* In

THE use of froth flotation for the separation of minerals has become one of the most important of ore dressing processes. Its particular adaptability to the enrichment of low grade ores has made the process an important factor in the national economy. The methods have been extended to the recovery of a great number of minerals. Among the few minerals which have resisted efforts toward industrial flotation is chrysocolla, a hydrated partly colloidal copper silicate. Chrysocolla, being a product of natural oxidation, has been found to occur in small quantities with many ores which are recovered by flotation methods. In present practice, these small quantities of copper silicate pass off with the tailings and are lost. The advantages to be gained by a satisfactory process for the recovery of chrysocolla is apparent. Any application of principles which points a way toward the satisfactory industrial flotation process for copper silicate would be of advantage. This paper presents an attack on this problem.

It is well known that iron markedly improves the physical properties and casting characteristics of aluminum bronzes. The use of 1 to 4 per cent iron as the principal modifying addition has become common practice in many foundries melting aluminum bronzes. Although the beneficial effects of iron are unquestioned, there is some uncertainty regarding the structural changes caused by it in the basic copper-aluminum system. It is agreed that a new constituent appears in abundance when the iron content reaches 2 to 4 per cent. This constituent, which frequently occurs in shapes resembling clover leaves, is sometimes assumed to be an aluminum-iron intermetallic compound. If this were correct we might expect a change in the structural relationships of the matrix in the direction of decreased aluminum content. On the other hand, it has been reported that iron has a negligible effect in altering the fundamental relationships of copper-aluminum alloys1 Others2'3 have reported an additive coefficient. Apparently it will be necessary to know the equilibrium relationships between the phases of the copper-aluminum-iron alloy system to establish any such theory as fact. When this has been done it may very well be that a further revision in the structural relationships may be necessary to describe the changes to be expected in commercial cast alloys. It was with this latter problem before them that the authors attempted to determine the change in the copper-aluminum relations with respect to iron. THE hot-working of iron and steel is an art dating back to antiquity, but until about 25 years ago, relatively few alloying elements were used, and these were present only in small percentages. With the exception of sulphur, the amounts of other elements in steels did not markedly affect their hot-workability. The references in the literature on the effect of other elements on the hot-workability of steel are usually reports of failure of these steels in forging or rolling.1/8 With the increased use of alloying elements, and their use in larger amounts, it was observed that many of the new steels were red short in certain critical ranges or at all hot-working temperatures. The stainless steels are particularly difficult to hot-work. The determining of the correct conditions for piercing, rolling and forging of these alloys by experimentation in the mill often results in large losses of these expensive metals. It also is found that the hot-workability limits of many types vary from heat to heat, and hence poor results are obtained on changing to a new heat after a previous one has rolled satisfactorily. To determine the effect on hot-workability of iron to which various elements have been added, it was, necessary to devise a method that could be used on small quantities of metal. In such a method, the minimum number of variables should be present, and the procedure should be simple, quick and correlatable with large-scale hot-working operations. Sauveur,9 in the first Henry Marion Howe lecture in 1924, described the effect of carbon on the ductility of steels in torsion near their critical points. He found that carbon increases the plasticity of gamma iron. In the 1930 Campbell Memorial lecture,10 he gives the effect of carbon, chromium, and chromium and nickel on the ductility of steels under 2000°F. in torsion. Ellis11 has studied the malleability of steels at various elevated temperatures by means of a single-blow drop-hammer test. In this test the percentage decrease in height of standard cylinders is taken as a measure of their malleability. He has shown that in the low-alloy steels studied, carbon has a greater effect than nickel, chromium and vanadium. In 1938 the first tests were run on a new quantitative hot-workability test in the laboratories of the Globe Steel Tubes Co. Thum12 mentioned it in 1940. An illustration of the apparatus was published in January 1942.11 The effect of a few alloying elements on the hot-workability of metals was shown in a description of the test in 1944.14 DESCRIPTION OF TEST METHOD The method adopted after a trial of several others is a rapid twisting of bars to failure in a furnace. A few years ago, while the writers worked on the constitution of ternary and quaternary alloys consisting mainly of iron, chromium and siliconl,2 some information on microstructures and hardness, not incorporated in the published work, alas obtained. It has not been possible to do any further work on the properties of the alloys. The information possessed is hereby presented for the interest it may have in connection with the constitution of the alloys. Microstructures Referring to the iron-chromium-silicon diagram,' the regions that received most attention were those in which the sigma phase appears. It was found that the mode of occurrence of this phase varied much with the condition under which it mas formed, and the mode influenced considerably the hardness of the alloys. In some slowly cooled alloys, well within the alpha + sigma-phase boundary, sigma occurs in pabterns suggesting a eutectic. The structure of such an alloy is shorn in Fig. 1, showing it to be partly coarsely laminated and partly globular mottled. In other annealed and slowly cooled alloys, the lanlinated structure is entirely absent, and sigma appears in an irregular distribution of sharply cornered elongated areas (Figs. 2 and 3). These areas all possess a more or less mottled structure. A carbide phase is also visible in these two photomicrographs; it is represented by bright white arras of various shapes, sometimes apparently enveloping the sigma. Quenched and aged specimens, whose compositions arc: located near the phase boundary between alpha and sigma + alpha regions, have structures not unlike martensite (Figs. 5 and 6). Expressions are developed for estimating the optimal choice of design and operating parameters for beneficiation of magnetite ores. By proper choice of these parameters either a high-grade concentrate or a low-grade tailing can be produced from an incompletely liberated feed.

MAJOR battles in the present war have been fought in American research laboratories. Without the outstanding contributions made by our scientists, engineers, and technologists in mining and metallurgy, many of our achievements in the present war would have been impossible. All recognize the fact that modern research has found the answer to problems which seemed insuperable. For the duration, many of these inventions must be maintained as war secrets. But aside from these, the record of accomplishment in peace and war, especially in the past few decades, known to all, demonstrates what scientific and industrial research can accomplish. It may be regarded as axiomatic that the development of modern industry is based principally upon research devoted to making inventions and discoveries. We have come a long way from the sixteenth century, when Agricola published his classical "De Re Metallica:" With our vastly increased knowledge we are now commercially producing dozens of metals entirely unknown at that time. Further, with our modern methods of research and development, a large number of invaluable alloy compositions have been produced. These include numerous age-hardenable alloys, cupronickels, "Everbrite", "Everdur", "Duralumin", "Elinvar", "Hastelloy", "Inconel", "Invar", "Monel", "Ni-chrome", "Ni-Hard", "Ni-Resist", "Permaloy", "Silcrome", stainless steels and irons and other alloy steels, "Stellite", and zinc die-casting alloys.

ACCURATE ore-sizing with screens is drawing attention to certain details that now, more than ever before, require attention. There are many tests that must be preceded by careful sizing. The assayer often could profit by a more careful selection of screens. In milling, more attention is given the slimes produced. Cement-manufacturers are pulverizing and screening finer than they formerly did, and others are reducing materials to fine sizes at high cost, with screens used to govern the fine¬ness of the pulverized product. Fine screens are expensive, easily injured by mis-use, are carried in stock sparingly by most dealers, and are handled often by those who know little about them except their designated number. More attention, on the whole, needs be given the actual size of the mesh-openings, and less emphasis placed upon any custom or conventionality in numbering. An effort to classify wire screens, in this respect, leads at once into computations, where one is confronted with details of sizes and standards, of different wires, different gauges, and different customs. There is always uncertainty about the exact working-size of a screen until one gives the matter special attention, and devotes more time to it than its simplicity seems to demand. To know only the number is not sufficient for all uses. Often, in sets, superfluous sizes are used; and sizes are omitted that are of critical importance. In wire screens, the use of different standard sizes of wire makes important differences in dimensions that must be taken into account. The dealer usually grades screens by the number of openings per linear dimensions, regardless of the size of the openings or of the wire. Certain 100-mesh screens in use are found, by measurement, to he actually coarser than others of 90-mesh, a result which is due, of course, to the use of larger

H. F. Ryan and J. Suiter (CSIRO)—In this paper the authors have presented "a physical model which has as its central hypothesis the solution strengthening of regions along grain boundaries in the order of tens of angstroms thick", and their calculations have used 40Å as the zhalf-width of this boundary region. Selection of this value by the authors suggests that they were unaware of a number of recent field-ion microscope observations of grain boundary structures (e.g., Refs. 29 and 30). The accompanying figure, Fig. 9, shows a portion of an ion micrograph of a tungsten specimen containing a grain boundary, and the regular arrangement of atoms in various crystal planes in each grain can be seen, except in the boundary zone which is not more than two atom diameters in width. Since it is expected that solute atoms will segregate only to the region where the lattice is disturbed, it would seem that a value of 4Å for the half-width of the boundary region would be more appropriate than the value of 40Å assumed by the authors. If the former value is used in Eq. [8] of their paper to obtain curves showing solute concentration in the grain boundary as a function of temperature, the resulting curves differ significantly from those obtained by the authors. Although there are only relatively slight changes in the regions corresponding to higher temperatures (i.e., grain boundary concentrations of approximately 1 at. pet), at lower temperatures the curves are no longer realistic. For example, the curve corresponding to u = 7000 cal per mole gives a solute grain boundary concentration in excess of 100 pet at a temperature of approximately 360°K, and "flattens out" at a grain boundary concentration of about 300 pet! Similar results are obtained with each of the other curves. Ion microscopy of dilute solid-solution alloys has shown that solute atoms give rise to image points which in most cases are of higher intensity than those of the solvent atoms.31 If the same behavior occurs when the solute atoms are present in much lower concentrations then ion microscopy should provide a sensitive tool for studying the segregation of impurities to the grain boundary regions. Although many grain boundaries in tungsten have been examined after different thermal and mechanical treatments, there has not been, as yet, any systematic study of such segregation. In general the micrographs show no clear indications of marked grain boundary segregation, but occasionally areas are found where the grain boundary contains an appreciable number of image points of high intensity in a very narrow zone, see Fig. 9. If it is assumed that these correspond to impurity atoms then it is possible to estimate the impurity concentration both in the grain boundary and within the body of the grains. The growing need for development of thinner, more erratic, or less easily-mined coals in the Appalachian region requires more detailed analysis of conditions and factors controlling or influencing deposition of these seams. The value of depositional modeling in evaluation of such coals has been demonstrated in many recent studies and publications. Such modeling may be applied to allow prediction of factors varying from regional coal occurrence trends to very local areas of seam discontinuities but requires thorough we of all available types of data. Mapping of general depositional energies, as derived from basic geophysical and driller's logs, can be applied to specific prediction of coal occurrence, and projection of particular facies as representative of unique depositional features or conditions may prove more applicable to coal character delineation than mapping of the coal itself. Depositional modeling and trend projection may also serve as a guideline in reserve classification and confidence levels in reserve estimations.

The engineer and the conservationist agree that effective water drive is the desirable reservoir production mechanism. Water drive may result either from the expansion of edge water, the reservoir water bordering an oil pool, or from the artesian flow of edge water from the outcrop. Thus, the extent of the reservoir has an important bearing upon both the rate and the ultimate quantity of water influx to an oil pool. Lens-type reservoirs are generally recognizable, but the complete structure of the more important domal types, having possible limitations from crestal and synclinal faulting, is not well understood. The delineation from cores, electrical logs and exploitation phenomena of the crestal portions of reservoirs is increasingly exact. This paper suggests that inference from these factual pictures, combined with the scattered well and geophysical data of the synclines and with consideration of the dynamics of structural formation, may be applied to solving the complete geologic structure. Since faulting on the domes and in the synclines may effectively seal and thus limit the size of a reservoir and bar additional water influx, consideration of geologic structure and its possible effects is essential to complete analysis and prediction of reservoir performance. Introduction Implicit in reservoir studies is the fact that the oil must be displaced from the reservoir rock by some other fluid, either gas or water, and this understanding yields the terms descriptive of the major reservoir production mechanisms, gas expansion and water drive' Three recent papers1-2-3 make clear the economic and conservation preeminence of Water drive as a production mechanism; in fact, the title of the latest of these is " Production under Effective Water Drive as a Standard for Conservation Practice." There appears to be an assumption at times among analysts that the effectiveness of a water drive is solely dependent on the rate of oil production; that is, if water drive appears to be insufficient or lacking, a lower oil-recovery rate would increase or reveal it. This assumption might result from the fact that the analysis has been wholly developed during the period of production curtailment; that is, since 1929. The writer takes it that the recurrent phrase in De Golyer's paper,3 "some degree of water drive," is related to this assumption. In California, an extraordinary phrase, "inactive water drive," is rather common and the connotation of uncertainty regarding our knowledge of reservoir performance is evident. Wyckoff2 speaks of the type of reservoir and performance as follows: "In general, reservoirs may be any one or a combination of domal, faulted, lenticular, or stratigraphic traps. Insofar as the dynamic performance of such reservoirs is concerned, the particular type merely determines whether regional flow is symmetrical as in a uniformly developed domal or lenticular type, or one-sided as in many stratigraphic or faulted traps." THIS interesting application of the laws of thermodynamics to metallurgical practice has not been discussed by any writer, within my reading, except the late Prof. Gallon of Paris. In his Cours de Machines,* Prof. Callon has given a short but lucid discussion of this subject in the admirably clear style for which he was remarkable. Although the interest attached to the subject is rather theoretical than practical, I have thought that an attempt to explain the mechanical action exerted in the hot-blast oven might not be entirely devoid of utility, especially in the suggestions which it involves. The statement, that the mechanical work performed in heating the blast is, when high temperatures are produced, considerably greater than the work performed by the blowing-engine, may seem incredible to many who are practically acquainted with the subject, appearing, as it does, to conflict with the results of their experience. It is, nevertheless, literally true, and I shall attempt in this paper to prove it, and to explain why it has not rendered itself palpably manifest in practice. Before proceeding to the mathematical demonstration, it will be well to recall to mind the definitions of some terms employed by writers in mechanics and thermodynamics. The actual energy of a moving body, as defined by Rankine, is the work which it is capable of performing against a retarding resistance before being brought to rest, and is equal to the energy which must be exerted on the body to bring it from a state of rest to its actual velocity. This paper describes the development and implementation of the control system in the flotation plants of China. The control system can be categorized as: Control in the crushing circuits: Automatic control of the flow rate of the crusher. Control in the grinding circuits: Control of the feed rate of the grinding mill and circulating load. PSM-200, an indigenous particle size monitor, and gamma-ray density gauges are utilized. Control in the flotation circuits: pH control, flotation reagent dosage estimation and control, pulp level control, aeration control, etc. Complete grinding-flotation circuits control is based on minicomputer operations. Some typical control systems which have been applied in copper flotation plants are summarized and specific problems discussed.

THE last few decades have witnessed the introduction of many new nonmetallic mineral products and changes in the use of many of those already well known. Among these is diatomite, formerly employed as a mild abrasive and, at one time, as the absorbent material in dynamite. Now nearly 100,000 tons a year are mined and milled into such things as filter aids, cement admixtures, insulants, fillers, absorbents, cosmetics, cleansers, etc. Pumice, commonly regarded as only an abrasive, is now also employed as an insulant, as light-weight aggregate and as a concrete admixture. With increasing use of insulants, light-weight aggregates, and acoustic stuccos and plasters in the building trades, both these mate-rials should find increased application. Very large deposits occur in eastern Oregon and have been studied by the U. S. Geological Survey in cooperation with the Oregon State Mining Board.
