The practical study of corrosion requires consideration of its economic aspects. It must be based on sound scientific principles, but it should be borne in mind that probably the most important object of a corrosion test is to determine what metal in corrosion-resisting construction will produce the greatest operating profit. Thus the corrosion test must be directly connected with money values or it is not a practical corrosion test. This, perhaps unusual, connection between corrosion and economics is partially due to the fact that corrosion deals only with the time factor or duration of equipment, and it is almost the only test which deals with this feature. In these statements a departure is made from the academic definition of the word corrosion and it is done deliberately. The use of the term corrosion is unusual. It is as though we spoke of a tensile test as a "breaking" test. We are not interested primarily in the break but in the strength of the metal. There is no English word which expresses our main interest in corrosion-testing, but let us have clearly in mind that we make corrosion tests to prevent corrosion. Our real interest is in this corrosion-prevention, not in the corrosion. Previous to 1922, it was common comment that "it is impossible to determine the course of corrosion by laboratory testing.'' This statement was true at that time in that the technique of laboratory testing for corrosion resistance was so vague that tests in the laboratory gave untrue results almost as often as true ones. This was so, even in the simple case of determining which one of two metals better resists a given solution. While this is no longer true the number of misleading "corrosion tests" still being ground out by laboratories is too large in the light of our present knowledge. There are two important features of corrosion testing whose neglect is a large contributing factor to misleading results: (1) The economic relations of the corrosion tests to other tests; (2) testing technique. PRIOR to 1909 that mountain of porphyry, known as. Sacramento Hill, had remained hardly touched but had always aroused suspicions as to the presence of ore within.. During that year, exploratory work was started by underground methods; drifting and raising continued until 1913. It was proved that a mineralized zone existed, the limits of which had not been determined; so, because of the lower costs of exploratory work and the greater desirability of vertical sections, it was decided to prove the extent of the ore zone by churn drills. Drilling continued until the year 1917, when it seemed almost certain that the horizontal limits of the orebodies had been determined. Ore continued in depth in one direction beyond a point where it was economical to explore by churn drilling; this extension is still being developed by underground methods. The irregularities of the boundaries of the ore zones, together with the variable grades of ore encountered, made it necessary to drill on the corners of 100-ft. squares. Two ore zones were proved, known as the East and West Orebodies. The Sacramento Hill porphyry stock intruded into the Dividend fault. The fault ran roughly east and west with a dip to the south, having pre-Cambrian schists on the north against Paleozoic limestone on, the south. This intrusion was accompanied by a silica breccia on the south periphery, along the limestone contact side. The ore lay in the silica breccia and in the porphyry, some distance from the breccia. No ore was found in the heart of the porphyry mass on the north side, along the schist contact. The West Orebody is elliptic in shape, having a major axis of 1200 ft. (366 m.) and a minor axis of 800 ft. (244 m.); these diminish with depth until, at 300. ft., the axes are 500 ft. and 300 ft., respectively. The ore consists of chalcocite, some bornite, chalcopyrite, and considerable pyrite in a silicious gangue. About 30 per cent. of the copper is caused by

IT has been known for several years that in certain age-hardenable alloys precipitation of finely divided particles occurs simultaneously with the changes in physical properties; while, in other alloys, these changes take place prior to, or without any, precipitation. . The silver-copper alloys are generally considered to be the classical example of the first group, and the aluminum-copper alloys (duralumin) are typical of the second group. The two types of aging are explained by the precipitation theory and the knot theory respectively. ? It is well recognized now that these theories do not conflict with each other; the one used for a given aging system depends upon which way the alloy in question happens to age-harden. However, previous work on the aluminum-copper alloys1,2 has shown that if the aging temperature is raised sufficiently the hardening will be accompanied by actual precipitation. In fact, it is quite probable that all of the so-called knot-hardening alloys will harden by precipitation at elevated temperatures. Therefore, a combination of the knot and precip-itation theories is necessary to give a complete picture of the age-harden-ing of these alloys, and indicates that knot formation and precipitation are not independent processes. To test the generality of this concept, it is necessary to show that the alloys that commonly harden by precipitation will harden prior to precip¬itation if the aging temperature is sufficiently lowered. For this reason, it would be well to carefully re-examine the aging characteristics of the silver-copper alloys at aging temperatures somewhat below those used by previous investigators. If hardening can be detected prior to precipi¬tation in these alloys, it will lend great weight to the idea that knot forma-

During the last few years a type of coal called "splint coal" has been brought to the attention of the United States Bureau of Mines, through numerous inquiries concerning its nature. Until recent years it appears to have escaped general notice. The term "splint coal" is of long standing, but was thought to be merely another expression applied by the miner to coal having certain minor characteristics. When closely examined, however, these coals were found to form a marked and distinct type, with distinctive characteristics that cannot be mistaken. Because splint coals produce a hot cheerful flame, possess a clean blocklike nature, and have a high volatile content, they have lately become much valued for domestic, gas-producer and steaming purposes, and have attracted considerable attention. Mattkohle For many years we have heard from the Germans about Mattkohle and Streifenkohle, in contradistinction to Glanzkohle, but have not realized that they were of a different type from the coals with which we were most familiar. This type of coal was first brought to general notice by Muck, in 1881, who gave a good description of it.' Because this coal is often intercalated with thin sheets of brightly shining cod, Schondorff, who was more familiar with the Saar coals, called it Streifernkohle. This term was later used by Muck also. Still later Potoné² used this term exclusively for the whole group in contradistinction to a class called Glanzkohle, and considered these coals to be composed alternately of Humuskohle and Faulkohle or Mattkohle (Pig. 20). Not knowing the nature of the German coals and not realizing that the term Streifenkohle was applied to a distinct class of coal, the terms of its components as used by Potonié and others were translated to "bright Coal" and "dull coal" and applied to the components of our

Much has been written on this great engineering work, principally from the civil engineer's stand-point. In presenting the subject to the Institute, it seems necessary to include something of geology as well as engineering. In this case, it is particularly the glacial and post-glacial periods with which we are concerned; for it has been clearly proved that the canal recently excavated has not for the first time opened the Des Plaines valley for drainage away from Lake Michigan, and that this valley, as well as the site of this city, is very closely connected with the processes and effects of the ice period. We have simply renewed a channel and a drainage direction which formerly existed. As the days of deep water-ways for commercial purposes are fast approaching, engineers may find the consideration of ancient topography and geologic changes highly useful. ThE transformation of austenite to proeutectoid fer-rite is becoming recognized as an exceptionally useful vehicle for quantitative studies of the kinetics of phase transformations.'" Reasons for this popularity include well-characterized microstructures which develop on a convenient scale with acceptable kinetics within a considerable temperature-composition region, the absence of great sensitivity to common impurities, and, especially. the availability of a unique wealth of the ancillary information indispensable for the quantitative interpretation of kinetic measurements, including phase diagram,3 crystallographies diffusivity,5 inter-facial energy,=17 elastiit," specific vlume, ''' and ativity'-' data. Development of considerable amounts of additional thermodynamic information from activity data is of particular importance with respect to kinetic studies, since much of this information is needed in temperature-composition regions not directly accessible to presently available techniques for the measurement of equilibrium properties. A generally useful approach to the thermodynamics of solid solutions, which is of especial value in this situation, is based upon the formulation of the free energy of such solutions as a function of temperature and composition. The free energy of solid solutions has been resolved into many components. Particularly in the case of interstitial solutions, with which we shall be concerned in the present study, however, only the positional entropy component has been intensively studied. The other components are conventionally taken into account by fitting equations for the activity of the interstitial species or the temperature-composition path of phase boundaries, derived principally from positional entropy considerations, to experimental information on these quantities through adjustment of one or more constants in the equations. A number of studies of the thermodynamics of interstitial solid solutions have been made primarily on this basis,'"25 but only Kaufman, Radcliffe, and cohenZ2 (hereafter KRC) and ener''% ave applied the results of such studies to develop relationships for the thermodynamic quantities of interest in the austenite —- proeutectoid ferrite transformation. KRC made use of a model developed by cheil'' (on the basis of a previous study by ohansson'), and subsequently rede-rived correctly by Speiser and retnak,' in which a carbon atom is considered to inhibit occupancy of a certain number of its nearest-neighboring interstitial sites. schei120 determined the number of sites in austenite thus excluded by matching calculated and experimentally measured curves for the variation of carbon activity with the mole fraction of carbon. zener17 used a different approach. He assumed that the positional entropy of carbon is ideal both in austenite and in ferrite (i.e., no excluded interstitial sites), and included all other contributions of carbon in a temperature-independent "free-energy change" accompanying the transfer of 1 mole of carbon between the two phases. This quantity was determined by "pinning" an equation derived for the boundaries of the a + y region to experimental data on the compositions of these boundaries at a single temperature. In the present investigation, three different approaches to the thermodynamics of the proeutectoid ferrite reaction are examined comparatively: I) the method of Zener; 2) the model employed by KRC and predecessors; and 3) the more detailed statistical thermodynamic treatment of the same model developed by acher and Fowler and uenheim, ' in which the problem of overlapping regions of influence of individual interstitial atoms is resolved. In order to make these comparisons, it is necessary to undertake an extension of one aspect of Zener's method; since the Lacher- Fowler -Guggenheim (LFG) treatment has not been previously used in the present context, the necessary thermodynamic "superstructure" for this treatment will be developed in parallel

When the writer first began his search for the early history of coal he was amazed at the paucity of information in literature about it, and while after six years many of the reasons for such a scarcity are understood, there are still many cases, even within the last two centuries, when one who can appreciate the tremendous part coal has played in the development of modern times, finds it hard to realize how little attention was paid to this material in those early clays. Occasionally a traveller or observer is found who foresaw how valuable coal was to be when industries were developed, but these were few and to most of those recording its occurrence it was just another mineral. George Washington was farsighted in his view of the development of this country and the need for means of transportation across the mountain barrier, but it was at least sixteen years after he must first have known of coal before he made any reference to it in his journals. He did, however, knowingly or not, select some valuable coal properties in the lands lie obtained in the West. This was then almost entirely an agricultural country, and what industries there were found a great abundance of wood fuel within easy access, there were no steam plants, and all iron was made with charcoal; in fact, the "captive mines" of the iron industry then were large timber "plantations," and when these were exhausted the furnace usually was abandoned and another one built elsewhere, as transportation of charcoal was quite expensive. Along the seaboard the cities and industries began to import coal from England and Nova Scotia early in the eighteenth century, but until the war of the Revolution began the total quantity of coal used yearly in this continent did not exceed nine thousand tons. In 1800 only two places, Pittsburgh and Richmond, Virginia, were using coal to any extent for domestic purposes and it was much later. than this that the amount of coal used in Philadelphia, New fork, and Boston exceeded that of wood. Practically all of the early travellers and writers mentioning coal are noted in the following pages. Several Englishmen who were evidently familiar with its use and value at home, mention its presence as being of great future promise to the young nation, but to nearly all it was more or less of a curiosity and the smoke caused by its use an abomination, and it

IN a single-crystal cube of iron the arrangement of the atoms is that characteristic of iron at room temperature: the body-centered cubic lattice. X-ray investigation has shown this structure to be characteristic of iron, as it has shown the atomic arrangement of other metals to be characteristic of those metals also. Rarely do substances have more than one characteristic atomic arrangement. Many physical properties of metals are directly connected with their atomic arrangements, so that changes of arrangements produce changes of properties. Only chemical change influences atomic arrangement. If a difference in the physical properties of a metal is caused by a process which involves no chemical change, the cause of the difference in properties must be sought elsewhere than in the atomic arrangement. Frequently this cause can be traced to alteration of crystal orientation. The orientation of a crystal may be defined as the relationship which the crystallographic axes bear to some quantity of reference. A cube of iron appears cubic whether it is regarded from a face, an edge, or a corner. Yet these three positions represent three different orientations of the cube with respect to the observer. It is evident that the orientation of this cube of iron, unlike the atomic arrangement, is not characteristic of iron but is entirely dependent on the previous history of the cube. Most of the processes of metal working, such as wire-drawing, rolling, and bending, change the orientation of the crystals present in the worked metals. These processes usually tend to produce rotation of the crystals into positions approaching a mean. Specimens of metals show-ing this characteristic are said to possess a preferred, orientation. Tensile strength, ductility, and many other properties are influenced by orientation changes; therefore two specimens of the same metal may show different values of these quantities. In metal specimens possessing a narrowly limited preferred orientation, these quantities will vary in magnitude in different directions throughout the specimens. THE Pittsburg coal field in western Pennsylvania, is conceded to be the most important in the world. To measure its importance it is necessary to understand the extent of its service in the various industries of the country. Probably 90 per cent. of the pig iron manufactured in the United States up to the present time has been made by using coke manufactured from the Pittsburg coal seam in western Pennsylvania. This coal field is the foundation on which the city of Pittsburg rests and is the reason for the great growth of the iron industry in the Pittsburg district. Iron ore is brought to this district, not because Pittsburgh is a. natural location, over other locations, for the iron and steel industry-as its position places the manufacturer at the mercy of the railroads-but the ore is brought 1,100 miles to meet the fuel. It can be said that the illuminating-gas industry in the United States has used this coal exclusively to the same extent that the pig-iron maker has used it. It may be also said that 20 to 25 per cent. of the fuel used on railroads in the United States conies from this coal field. The Pittsburg coal field is unquestionably the center of the industrial population of the United States, for in addition to the industries of the district and those closely adjoining, it has tributary to it all the cities and industries along the Great Lakes and practically all of Canada with the exception of the extreme western and eastern ends. It supplies the industries and population west of Duluth and Superior many hundreds of miles. This coal is floated down the Ohio and Mississippi rivers, supplying the towns en route, and is delivered in New Orleans, a distance of 2,200 miles, for approximately SO to 90 c. per ton transportation cost. It is delivered on the docks of Superior and Duluth at a cost of transportation 50 c. a ton less than the cost of transporting the same coal from Pittsburg to a local consumer in Philadelphia. With other Appalachian coals it has large markets east and along the seaboard, especially for byproduct-coke making and the illuminating-gas industry. It is considered the premier railroad fuel of the world on account of the fact that this coal in a given-sized locomotive will probably haul more cars than any other coal in the

For permanent structure underground, where rock is not competent, support usually consists of concrete or reinforced concrete. However, temporary supports in the form of timber or steel are often needed during construc-tion. Although the history of rock bolting is relatively short—50 years— their use has become widespread in general engineering construction as well as mining. This profusely illustrated and detailed study covers a broad range in the field of rock belting: from the behavior of rock and bolts including rock properties, masses, and structure; mathematical formulae for rock bolt applications; through analysis of various operations and descriptions of the bolts themselves. Rock construction is one of the oldest of the engineering arts and its origin is lost in antiquity. From the days when early man decided that he wanted to improve the natural caves which he was using for shelter and protection or made a river crossing by placing rocks to form a ford or causeway, we have had structures made of rock. It is not too much to say that rock in situ as a structural material forms part of every major engineering undertaking. Rock bolting is one means whereby the inherently good characteristics of rock in situ are preserved and used to the best advantage and the bad characteristics ameliorated. In many cases the latter are accentuated by construction processes used. Rock bolting, as with other rock construction techniques, is only just beginning to emerge from being an art. Consequently, its theory and practice is still more descriptive than mathematical. ROCK BOLTING In underground excavations, where the rock is not competent, support is provided. For the permanent structure, this generally consists of concrete or reinforced concrete. However, support may be needed during construction before the concrete can be placed, and conventionally this consists of timber or steel support in the form of ribs, struts, and lagging. Alternatively, rock bolts may be used. Although their use dates back over 50 years, it is only in recent years that rock bolts have become widely used, not only in mining but in general engineering construction. A rock bolt is a steel bar which is inserted in a hole drilled in rock. The end away from the rock face has a device which permits it to be firmly an- chored in the hole and the projecting end is fitted with a plate which bears against the rock surface. The bolt is placed in tension between the anchor and the plate, thereby exerting a compressive force on the rock. The essential feature of a rock bolt is that it is placed in tension. This distinguishes it from anchor bars which are grouted into holes in rock, but which are not prestressed. The difference between an anchor bar and a rock bolt when the rock bolt is grouted in is analogous to the difference between the reinforcement in ordinary reinforced concrete and in prestressed reinforced concrete. The view that rock bolts only pin or nail blocks or slabs of rock which are loose to the sounder rock behind them is erroneous. Rock bolts are useful for this purpose and have been so used for a long time. However, the term rock bolting, as used here, means the designed use of rock bolts to reinforce and develop the rock around an excavation into a structural entity which can competently play its part in a structure such as a powerhouse or a mine installation. Rock bolts behave quite differently than steel ribs. They can be installed at the working face directly after blasting and within a short space of time can be exerting a stabilizing pressure on the loosened rock surface. This early installation not only partially restores loosened blocks of rock to their original unloosened positions, but also it prevents the gradual relaxation or loosening of the decompression zone behind the new rock face. In contrast, steel ribs generally use timber blocks, wedges, and lagging between the ribs and the irregular rock surface. The timber is relatively compressible, and loosened blocks of rock must move outwards an appreciable distance before any load builds up on the steel ribs. Also, the ribs may settle as the foot blocks and foundation become compressed. Hence, it may take several days or weeks before the rock has moved sufficiently to make the steel ribs carry an effective load.

THE Coal Division holds its fall meeting in the Pocahontas coal field, at the West Virginian Hotel, Bluefield, W. Va., Oct. 9 and 10. The first day will be a busy one-two sessions for the presentation of papers and a dinner in the evening. Hon. E. Fudge, Assistant Undersecretary, Mines Department, and R. V. Wheeler, head of the Mines Research Board of Great Britain, will be the guests of the Division. Mr. Wheeler will discuss the British Mining Act as relates to the coal industry. George S. Rice, Chief Mining Engineer, U. S. Bureau of Mines, will present an account of the recent meeting at Buxton in England, of representatives of England, Germany, France, Belgium and the United States to formulate a plan and to correlate research work now in progress in the various countries. The second day the members will be the guests of the operators on a trip through the Pocahontas field. The work of preparation for the meeting is being actively pushed by committees headed by T. H. Clagett, R. M. Lambie and H. D. Smith, and a good attendance, both local and from the general membership of the Division, is anticipated. Because many will make the trip by car the principal automobile as well as rail-road connections to Bluefield are given here. The program for Friday, Oct. 9, follows:

SINCE the discussion on steel rails in America has forcibly drawn attention to the value of chemical analysis, if not as a necessary stipulation, at least as a guide to control the usual mechanical tests, some doubt has been thrown upon the accuracy of the analytical results obtained by different chemists. To any one having the least acquaintance with chemistry, it is quite clear that if exactly similar results are to be obtained from the same borings of steel, exactly the same methods must be used by the different analysts. Hence the necessity (if complications are to be avoided) of establishing what I may call standard or normal methods, to be used both by the inspectors and by the chemists at the works. Remembering that the application of chemistry to steelrail inspection is yet in its infancy, it is of great importance to possess a perfect acquaintance with the best methods in use. Being myself a grateful pupil of Professor Eggertz, of the School of Mines in Sweden, it occurred to me, two years ago, that I could not do better than start a laboratory of my own, and engage one of his pupils, Mr. Troilius, for the purpose of analyzing the steel borings from mechanically-tested rails, so that I might thus obtain without delay thoroughly accurate determinations. Introduction IN a leaching process, having obtained the copper in solution, the choice of the precipitation method is influenced y the following factors: 1. Availability of precipitant. 2. Adaptability to the leaching process. 3. Final product desired. 4. Regeneration of leaching solutions. 5. Fouling of solutions. There are three general classes of precipitation methods: 1. The use of iron, scrap or sponge. 2. Electrolytic deposition. 3. The use of some gas or reagent y which the copper is obtained, usually in the form of an intermediate precipitate which requires further treatment. For example, the precipitation of the copper as Cu2Cl2 from chloride solutions, with SO2 gas. The use of iron is adapted to almost any process. It has the great advantage of extreme simplicity, and the recovery of the copper and any values present in a highly concentrated, easily treatable form. The disadvantages are the cost in isolated places, the uncertainty of the scrap-iron market, and the fouling of the leaching solutions. The latter is a serious factor, When a reagent such as salt is used in them, which makes necessary their re-use. Where applicable, electrolytic deposition is very attractive. The copper is obtained in a form directly marketable, there is a regeneration of acid amid no fouling of solutions. Unfortunately, chloride solutions do not lend themselves to electrolysis. An entirely satisfactory anode material has not yet been discovered, although magnetite, apart from being rather brittle, seems to answer the requirements fairly Well.

SINCE the discussion On steel rails in America has forcibly drawn attention to the value of chemical analysis, if not as a necessary stipulation, at least as a guide to control the usual mechanical tests, some doubt has been thrown upon the accuracy of the analytical results Obtained by different chemists. To any One having the least acquaintance with chemistry., it is quite clear that if exactly similar results are to be obtained from the same borings of steel, exactly the same methods must be used by the different analysts. Hence the necessity (if complications are to be avoided) of establishing what I may call standard or normal methods, to be used both by the inspectors and by the chemists at the works. Remembering that the application' of chemistry to steel-rail inspection is yet in its infancy, it is of great importance to possess a perfect acquaintance with the best methods in use. Being myself a grateful pupil of Professor Eggertz, of the School of Mines in Sweden, it Occurred to me, two. years ago, that I could not do better than start a laboratory of my. own, and engage One of his pupils, Mr. Troilius, for the purpose of analyzing the steel borings from mechanically-tested rails, so that I might thus Obtain without delay thoroughly accurate determinations. The hydration of portland cement is treated as a chemical reaction and the changes in matter, in energy and the rate of change of the process are discussed, Portland cement is a mixture of four major and at least as many important minor constituents. In the hydration process, the four major compounds (trical-cium silicate, dicalcium silicate, tricalcium alumi-nate and tetracalcium aluminoferrite), plus gypsum and water form five or six new compounds. In spite o the great complexity of the reaction, considerable progress has been made in its understanding, primarily with the help of such research tools as X-ray diffraction and electron microscopy. The rate of the reaction can be followed by direct and indirect methods of measurements. The effects o composition, particle size (or specific surface), temperature and water-cement ratio on the rates of hydration are discussed. The hydration of portland cement is a chemical reaction accompanied by such highly important physical phenomena as heat evolution, setting and hardening. It is a vast and complex subject, on which hundreds of papers have been published. At the time of the writing of this paper, in October 1962, a two-volume book, which alone contains dozens of papers pertaining to cement hydration appeared in print.' The present paper deals with a few aspects of this vast subject, and the selection was not easy. The work reported here deals with some of the most recent investigations in the field. In any chemical reaction, the physical chemist is primarily interested in three things: changes in matter, changes in energy and the rate of change of the process or the speed of the reaction. This is true also of the chemical reaction between portland cement and water, and all three aspects of the reaction will be discussed. These three aspects are of vital interest to the engineer as well. Portland cement is not a cementing material — the hydration products, the new materials which form in the reaction, have the cementing action. The energy changes manifest themselves in a considerable evolution of heat, which may be useful or harmful. It is useful, for example, in winter concreting, but in very large concrete structures like dams, a large evolution of heat, which cannot be easily dissipated, may produce distress in the structure. Primarily for such a purpose was the Type IV or low heat portland cement developed. The speed of the chemical reaction is important because it determines the time of setting and hardening. The initial reaction must be slow enough to permit placing of the concrete before setting occurs. On the other hand, after the placing of concrete it is often highly desirable to obtain as rapid chemical reaction as possible. For this purpose the Type 111 or high early strength portland cement was developed. CHANGES IN MATTER Portland Cement: In a basic investigation, before one begins to study a reaction, one either knows the quantities and compositions of the starting materials, the reactants, or one determines them. This is obvious; the chemist expresses the changes in matter that occur in a reaction by a chemical equation, which has the quantities and compositions of the reactants on the left side of the equation and the quantities and compositions of the reaction products on the right side. The first question is then what to put on the left side of the equation in the reaction between portland cement and water? It is not very easy to answer this question. Portland cement is not a single chemical compound but a mixture of many compounds. Four of these are considered the major compounds, and at least four of the minor compounds also play important roles in the hydration reaction. In order to avoid complicating matters, the present discussion will be restricted primarily to the four major compounds, which constitute usually more than 90% of a portland cement. The relative amounts of these compounds vary from cement to cement. Actually not only the amounts but the compositions of these constituents also vary to some extent, but the variation in composition of the individual components will be neglected for simplicity.

To note that environmental considerations had a major im¬pact on the minerals processing industry in 1971 would be something less than a profound observation. The degree of its importance was demonstrated by MBD when it established the Environmental Committee as a new unit committee within the Division to achieve greater participation in exchange of information relating to the technologies and problems involved. It is appropriate and necessary to devote special attention to this timely aspect of minerals processing, as its influence penetrates the research, engineering and operations of almost all unit technologies that comprise minerals processing. The pollution abatement aspect of this industry has been such a dominant factor in recent years there is reason to wonder whether progress in unrelated technologies has been curtailed. Perhaps so, to some degree, but unit committee reviews presented in this article suggest rather that it would appear to have served as a catalyst for accelerated progress in development of new methods and improvement in more conventional ones. Present concepts regarding primary metal or mineral recovery and by-product potential may change considerably as a result of improved technology in waste product treatment.

Late in 1944 a group of petroleum and coal technologists was organized in Washington under the sponsorship of the Petroleum Administration for War and the U. S. Bureau of Mines. This group, known as the Technical Oil Mission, was placed under the authority of the Technical Industrial Intelligence Committee of the Joint Chiefs of Staff, which was then promoting the organization of other missions to be sent to Germany to obtain technical information regarding various industries in that country. The objective of the Tehnical oil Mission was to obtain technical data on German production of synthetic oil from coal and all other commercial practices and research projects connected with the oil industry. The primary purpose was to obtain such data as were immediately essential to assist the war against Germany and Japan, with secondary emphasis on technical information that would assist American industry after the end of the war. since oil-production facilities in Germany and the occupied countries controlled by Germany were the top targets for strategic bombing, the Technical Oil Mission was the first group under the Technical Induslrial Intelligence Com,mittee to enter Germany. A few members of the group flew to London in February 1945 and the majority of the remainder followed in March. In London they were joined by an equal number of British investigators and the combined mission was then sent into Germany under the authority of the Combined Intelligence Objectives Subcommittee (CIOS). A summary of the more important information gained by this combined British and American mission is presented below. German Oil Production The oil available to Germany, both natural and synthetic, and including production from occupied countries, reached a peak in late 1943 and early 1944 Production at this time was at the rate of 1,200,000 metric tons Per month, equivalent to 100,000,000 bbl. per year, or about 7 per cent of the wartime production in the United States. Of this production, jo per cent was crude oil from Romania and Hungary, 12 Per cent was crude oil from Germany itself, including Austria, 9 per cent cumprised coal-carbonization products, that is, tar and light oil, and only the remaining 29 per cent was synthetic liquid fuel made from coal or tar. Synthetic liquid fuel made in Germany was equivalent therefore to less than 2 per cent of wartime production of crude oil in the United States. The success of the strategic bombing campaign against German oil-production facilities is demonstrated by the fact that by September 1944 the Ploesti fields of Romania and much of the syrlthetic oil production had been eliminated, so that the amount of oil available to the German war machine was only 25 per Cent of the peak qualltity mentioned above.
