MUCH has been said in print, and much more that was unprintable, about burdensome controls, taxation, and multiplying restrictive, regulatory, or taxing activities of the Federal Government, but not so much has been said about ways and means whereby the Government can and does render economic assistance. Economics has been defined as the study of men earning a living, and economic assistance to industry as well as to individuals properly should take the form of helping enterprisers to help themselves rather than charity. Proposals to have the Government play Santa Claus must be examined carefully if -only to avoid undue favoritism to politically important persons and downright venality by potentially crooked public officials. Thomas Jefferson is credited with the remark that the best government is the one which governs least. Paternalism is abhorrent to most Americans.

IN the past few years and especially since the beginning of World War No. 2, gold has attained a new, important. and critical place in the international scene, and in world affairs. In the past, as far back as history records, most wars have been waged for the purpose of acquiring it from someone else by conquest. But now, the most titanic struggle of all time is being waged with the avowed purpose of not only destroying it, but of destroying all that it stands for and represents. A tradition dating back to ancient Rome, affirms that battles are fought by men with weapons, but wars arc eventually won by gold. The validity of that tradition is now being subjected to its major test. Hitler has proclaimed that in his new world order, the work dollar or reichsmark, a beautifully engraved paper currency representing only a theory of value, based on unit of work and production, will become the supreme medium of world exchange, and that gold eventually will he valueless and obsolete.

The key-note of good writing, as of good manners, is B natural. Sincerity is the first requisite for effective writing. When a man says what he knows or believes, he is likely to be interesting, because each human being possesses an individuality, a point of view, or a range of sympathy that makes him different from his fellows. To say or to write what you do no6 think, for the mere sake of talking or writing, is a verbal exercise that must be performed with extraordinary skill if it is to be attractive. Affectations are rarely attractive, rarely effective. To be natural is to be yourself, not a poseur; to give the reader the best of yourself, instead of re-warming the baked meats of yesterday. Quotations-which are second-hand thoughts-will serve occasionally when the thing you want to say has been said so well by another that it would be waste of energy to try to say it better; but, as a rule, the utterance of the writer himself is more interesting than the quotation, because the writer brings something of himself to bear on the subject, and for the moment is more in touch with the reader than any dear departed author. Therefore, say things as best you can in your own way, neither in borrowed words nor in the phraseology that mimics another. Write as if you were speaking to a person whom you desire to persuade or convince. You will then write better than you speak, because, in the first place, you can be more deliberate, and, secondly, you can revise what you have written. Speaking and writing are similar mental acts, with a difference: the difference between eating food raw and eating it cooked. I HAVE been puzzled by two lines of thought'; one emanating from Washington, D. C., to the effect that we must all cheer up, that in a very short time, measured in terms of months, prices would begin to recover, business would become normal, and prosperity would continue on its way just as before the interruption of a year ago; and a second, coming from certain industrialists and economists, expressing fears that all commodity prices were in for a long downward trend, which would cause much unemployment, eventually drag down wages and so restrict purchasing power as to further aggravate the situation. One basis for the fear of a downward trend in commodity prices' is that ifter great wars a depression could last for something like 40 years-the downward trend to such a depression after our recent World War having been postponed for some reason or other; and the basis for another fear was that the production of gold was becoming less. I had 'also been trying for some time past to refresh my recollection as to how my ow11 particular lead interest climbed out of the depression of 1893; and as all the metals have had, and still have. relative values and prices, I can best express what I have in mind by talking principally about lead.

WE cannot but marvel at the fact that fire is necessary for almost every operation. It takes the sands of the earth and melts them-now into glass, now into silver, minium or other lead or some substance useful to the artist or physician. By fire, minerals are disintegrated and copper produced; in fire is iron born and by fire is it subdued; by fire, gold is purified; by fire, stones are burned for the binding together of the walls of houses.... Fire is the immeasurable, uncontrollable element, concerning which it is hard to say whether it consumes more or produces more." Thus wrote Pliny in his "Natural History," that great collection of fact and error which constitutes the principal contemporary description of Roman technology and which until the seventeenth century was the authority most often quoted and requoted by those who wrote on metals, as on many other subjects.

IN the middle of the eighteenth century John Frazier and wife, Sarah Ingraham, removed from Boston, Mass., to Philadelphia, Pa., where he was held in such esteem that we find him one of the Committee which arranged the ball at Washington's inauguration. Their son John. Nalbro Frazier, was prosperous in his mercantile career and fortunate in his wife, .Anne West; who was an important personage in the early life of Professor Frazier. This cultured lady brought into the family an atmosphere of religious enthusiasm, of thoroughness and: of unity of purpose. Her son, Benjamin West Frazier, inherited her traits and displayed them during a. short and active life. Like his father, he engaged in mercantile pursuits, and was a member of the firm of Zimmerman, Frazier & Co. In their interests he lived for a short- time in Montevideo, and on his return married Isabella Zimmerman, a daughter of the head of the firm. Their happy married life was cut short by the death of Mrs. Frazier shortly after the birth of the subject of this sketch which, occurred October 3, 1841. Mr. Frazier did not long survive her, and left his orphaned sons to, the care of his mother, from whom he had inherited a lovable and deeply religious nature, an : artistic temperament and a capacity for thorough work. Whatever of these traits fell by inheritance to these children were strengthened by the influence of their grandmother, and. the purity of mind, the delicacy of sentiment, the refinement of honor, which characterized. Professor Frazier, are due to Anne West Frazier, and are generally present in the characters of all of gentle blood who have been under the sole and immediate influence of a mature and refined woman. GOLD is a large subject. One could talk about its geological or mineralogical occurrences, prospect- i11.g for it, mining of .it, its metallurgy or its marketing; but I have decided to limit my discussion to gold as a business-that is, to its production and marketing. In the production of gold, it is necessary to consider the many possible sources, the quantities available, the capital and operating costs and the chances of price-breaking competition. So in the following remarks I shall endeavour to point out that though gold is found in every formation constituting the earth's crust, though it is possible to-find it free in great concentrated placer deposits on the surface, though there are still large unprospected areas of both the surface and the crust, though it may be possible to produce it by the cheapest labor on earth, and by processes not as yet developed, it still has an unlimited market at a definite price. There is no reasonable fear of disturbance by the finding of bountiful deposits, or by cheapening the cost of production due to devaluation, or by the development of any easy processes for direct, or for by product, production.

RECENTLY it has become the custom of retiring presidents to talk of the relations of the Institute to its membership and its constituency- and it seems a good precedent to follow. Past-president Smith reviewed our relations to materials and to society in general. Mr. Bradley spoke of the value and use of our publications and of our educational duties. My message will be in regard to the coordination of our various groups of member interests and of service to industry. This Institute has, within its organization, four divisions and fourteen technical committees--each interested in a separate put very definite subject, and each covering a phase of mining engineering interest. These vary from geology and the geophysical methods of prospecting, to the physics of the structure of metals, truly "from the mine to the consumer"-from the preparation for mining to the final use of that which has been mined.

IN addition to the usual methods of manufacturing steel, a number of special processes have been the subject of considerable experimentation-and use in manufacturing practice. A number of these methods have been of a type in which a rapid refining action has been secured through the intimate mixture of fluid slag with fluid metal. The persistence with which more rapid methods are sought is indicated by the current interest in the Aston' method for producing wrought iron and in the Perrin2 process for dephosphorizing and deoxidizing steel. In the Perrin process, in particular, the mixing action is extremely vigorous and the reactions proceed with surprising speed.

It is probably safe to say that, as the economic well-being of the mining industry goes, so goes the fortunes of mineral explorationists. And in 1977 the industry was not well at all. The year-long depression of the copper industry, marked by layoffs, temporary shutdowns, and mine closures, provided an appropriate background for the collapse of the nickel market, passage of a surface mining law that will affect the hard-rock industry in ways that are yet unclear, and the threat of operating under a new set of rules brought on by reform of the Mining Law of 1872.

THE 123d meeting of the Institute was held in New York Feb. 14 to 17, 1921. The total registration was 1199, as compared with 1138 at the New York meeting in 1920. The weather was a strange and welcome contrast to that of last year, when New York was buried under six feet of snow as the result of the fiercest blizzard in its history. This year there was no snow, and the weather was said to be much more like an Arizona winter than New York. A complete program of the Technical Sessions is on p. 9. The discussions of the papers presented will be published in pamphlet form as soon as possible and will be noted in MINING AND METALLURGY in the usual way.

In the United States the value of gold- and silver-ores is everywhere reckoned in ounces troy of the metal per " short ton " (2000 lbs. avoird.) of the ore. In the case of silver, which fluctuates in market value, the New York quotation on a given day must be known, in order to determine the gross value of an ore at that date. In Mexico the assay is reported 'in kilogrammes of silver or grammes of gold per metric ton. As everyone is aware, this is practically a percentage system, 1 kg. of silver per metric toll (1000 kg.) being 0.1 per cent., and 1 gramme of gold per metric ton, 0.0001 per cent. The notation is simple and convenient for both assayer and miner.* The Mexican government purchases at an unvarying price for silver, payable in silver, and at a fixed price for gold, payable in gold if the seller insists, but preferably in silver at about the rate of exchange between U. S. gold coin and Mesican silver coin. The value of silver is $40.915 per kilogramme in Mexican silver dollars. That of gold is $675.416 per kilogramme in gold coin. The mints do not, as a rule, issue gold dollars, as the government keeps them to pay the interest on the national debt. Almost all bullion containing a considerable percentage of gold is shipped to foreign countries (principally the United States) to be refined. P. R. Kalischer.*—I should like to amplify a little one of the points made by Dr. Hensel, and rather violently disagree with him at the same time. He brought out the point that when the higher forming pressures are used on the green compacts there is a marked decrease in the density as sintered. We found that to be true and, of course, many of you notice that that is true with copper compacts also. But, in my opinion at least, it is not true that the expansion is due to entrapped air. We have vacuum-pressed both silver and copper compacts and obtained almost exactly the same numerical expansion as we secured by pressing in air. The powder, however, that is vacuum-annealed does show a slight decrease in expansion on sintering, but almost the entire increase on expansion can be overcome by very slow rates of heating. And it is our opinion that a majority of the expansion is due to dissolved oxygen in the discrete metal particles themselves rather than to entrapped gases. Another interesting observation that we have made is that often with silver or copper compacts it is desirable to silver solder or braze the compact into some part of a piece of equipment after completing powder metallurgical operations on it. If such a compact is sintered and coined, say a silver compact, given an initial forming pressure of 10 to 15 tons per square inch, and sintered, there is an adequate amount of shrinkage and it can be coined at about 50 or 60 tons per square inch and bring up the density nearly to theoretical. If, then, that compact is silver-soldered into some part of a fixture or a machine, it will expand very beautifully, and the only way that this can be overcome. as far as we know, has been to reanneal after the coining operation at a temperature higher than is to be used in any subsequent operation. In that way, a density very nearly theoretical can be achieved, but the coining operation cannot be carried to the excessively high pressures or expansion and bubbling of the compact will occur again.

AN appraisal of the activities of the mining geologists during 1936 clearly indicates the ever in- creasing utilization of geology in the search for ore. Few men with geo- logic training are idle at present; this is particularly true regarding recent graduates. Many have accepted employment in distant fields, such as the Philippines and South America, and greatly increased mineral production from these places reflects their activities. In North America, regions of intense mineralization formerly important are being restudied in greater de- tail and with better understanding; as a result, new mineral wealth is being found in many such districts. Much is being done by private companies and individuals, and it is to be hoped that mining companies will increasingly make available the purely scientific results of such studies by permitting their geologists to publish. On such generosity to a large extent will future advances in ore finding depend.

A PERIOD of business depression and falling prices always raises questions as to the possible responsibility of the monetary or banking system. This is natural enough, for it is agreed that the supply of money or credit is a very important factor in modern business and in prices. However, it is far from being the only important factor. One of the chief merits of the gold standard is that under its workings the supply of currency and credit is regulated automatically to the masimun extent, in- stead of by the control of any arbitrary authority. The supply of new gold comes from the mines, and mining is free. It is distributed among the countries by the currents of trade and the play of economic forces, with the general result that the distribution tends to be in accordance with the economic development of the countries and their ability to use it or command it. Inasmuch as the accumulated stock of monetary gold is very large in comparison with the annual additions, the total avail- able supply changes but little from year to year, and it may be assumed that price-changes that are properly chargeable to gold will take place gradually rather than suddenly.

AN acute current shortage of copper, with the prospect that conditions may become worse, indicated by Office of Production Management information. Present estimates of copper requirement for defense indicate that nearly all the available metal will be required in the future for this purpose. Severe dislocations are, expected, but the objective is to distribute the copper available for civilian use in such a manner as to minimize these dislocations. The advisory committee on metals and minerals has been asked for a suggestions which may be helpful in meeting this situation.\

ARCHEOLOGISTS, by use of the terms Bronze Age and Iron Age, indicate that metals have in the past determined the character of civilization. The relatively simple discovery by a primitive metallurgist that the addition of tin to copper both facilitated the production of castings and increased the durability of the product enabled hunter, warrior, and housewife alike to do things never dreamed of before. Similarly, the smelting of iron and the discovery of hardening methods greatly changed the arts of peace and war. Discoveries of low-melting-point alloys for joining and for making household utensils, and perhaps the adornment of a feminine form by sparkling precious-metal jewelry, have at times changed the destiny of a country. Bronze cannon, the cast and wrought iron Watt engine, copper transmission lines, and aluminum alloy aircraft, are cases of particular metals making possible the realization of an improved engineering design. Perhaps of the greatest influence of all upon civilization was the development of type metal. The rapid increase in the rate of dissemination of knowledge dates from the day that the technique of the pewterer was utilized in making rapidly reproducible and accurately sized letters for printing. It was not movable type, but metal type that was important, for metal castings could be made of identically the same shape and size at an enormous rate, and possessed excellent inking and wearing characteristics.

SECOND only to the February Annual Meeting of the Institute are the Regional and Divisional meetings held in the fall of each year. Six such gatherings are scheduled in the next the months, with something likely to interest every member of the Institute. A brief résumé of the programs follows. Regional Meeting Vancouver T HE regional meeting of the Institute will be held at Vancouver, Sept. 13 to 20, in conjunction with the annual western meeting of the Canadian Institute of Mining and Metallurgy. The pro gram appeared on page 350 of MINING AND METALLURGY for July and-proof of careful preparation-a month later re- quires no correction and little elaboration. On the technical side there are few changes. A new item on the Wednesday morning program is the paper, "Investigation of Residential-type Stokers," by H. F. Yancey, supervising engineer, Northwest Experiment Station. U. S. Bureau of Mines, Seattle. As to entertainment the meeting is taking on some most pleasurable aspects. Two notable excursions have been arranged.

I. INTRODUCTION. REPEATED failures in attempts to work gold-bearing gravels by means of suction-dredges have created the impression that this method is impracticable. The suction-dredges have failed from three special causes excessive wear and frequent breakage of pump-shell, runners and liners; inability to dredge compact gravel which would ,not. readily move towards the intake; and, most important of all, closing. of the suction-pipe by stones too large to enter it. In my opinion, all three causes of trouble may be remedied: the first, by making stronger the parts most liable to wear and breakage; the second, by means for loosening the gravel at the intake; and the third, by sufficiently... Increasing.. the diameter of the suction-pipe. In suction gold-dredges, this diameter has not usually exceeded 10 or 12 in.; whereas there are few profitable gold-fields which can bee considered dredgeable, in which stones more than' 12 in. in diameter, are-.not frequently encountered. II. AN EFFECTIVE SUCTION-DREDGE. In harbor-operations, much larger stones are handled by suction-dredges.., The large dredge of the Henry Steers Contracting Co. worked for nearly four years at League Island, Philadelphia, where it sucked up, passed through the pump, and forced through 3,700 ft. of discharge-pipe; gravel containing boulders up to 200 lb. in weight. This was done with no bad breaks and few shut-downs. The cutter; and liners were the only parts liable to damage, and these were easily replaced with brief interruption of work.
