The Metropolitan Water Reclamation District of Greater Chicago (District) is in the final phase of completing the Calumet System component of the Tunnel and Reservoir Plan (TARP) by bringing the Thornton Composite Reservoir online by 2014. The Thornton Composite Reservoir will provide nearly 30 billion liters (7.9 billion gallons) of additional storage for minimization of combined sewer overflows(CSO) and flooding in the Chicago metropolitan area. The project requires that the existing 6.7 m (22 ft) diameter Thorn Creek tunnel conveying overbank flood flows is re-routed and connected to the Thornton Composite Reservoir. This paper presents the components of the Thornton Composite Reservoir and specifically the detailed evaluation of a drill-blast tunnel. Other project features include an access shaft, control gate, energy dissipating structure, bulkheads, and live tunnel connection. The construction contract will be procured in late 2009.

East Side Access (ESA) will extend Long Island Rail Road into midtown Manhattan via 11 km of tunnels, a new terminal station and associated rail support facilities. The hard-rock tunneling in Manhattan will traverse under Park Avenue and some of the most historically and commercially significant real estate in the world. The soft-ground tunneling in Queens will traverse beneath Amtrak’s Sunnyside Yard and the Harold Inter locking, the busiest rail interlocking in North America. This paper details ESA’s program-wide geo-instrumentation monitoring system for obtaining, processing and presenting all geotechnical monitoring data. Data streams will be real-time, such as from automated total stations, and manually read, such as from optical survey instruments and handheld data loggers. All data will be input into a web-based Geo-Instrumentation Data Management System, which will be accessible to project stake holders via ESA’s intranet or via the Internet using remote access controls.

Ergonomics is the art and science that tries to understand the complex interrelationships among employees, their work environment, equipment, work methods and job demands. Coal and metal/nonmetal miners are exposed to a higher number of ergonomic risk factors than in non-mining occupations. In addition, studies have shown that these miners experience more degenerative disc disease and osteoarthritis than comparable industrial populations. A general discussion of the risk factors that cause overexertion injuries and disorders will be presented. In addition, the basic principles of ergonomics will be discussed with specific cases to show how successful programs have been developed. A successful ergonomics program should simultaneously improve health and enhance productivity.

Due to the constant need to improve SAG mill performance and efficiency, extensive research into all aspects of SAG mill optimization has been performed. This paper will review the current evolution of SAG mill shell liner design and their performance at the Copperton Concentrator. The effect of these liner design changes will be discussed with respect to: • Liner configurations • Mill operating performance, i.e., throughput, power draw, mill control • Mill mechanical performance, i.e., liner wear profiles, liner life, liner breakage, liner hardness • Foundry manufacturing considerations • Economic evaluation of throughput versus liner life This paper will discuss the results of Kennecott Utah Copper’s (KUC) and ME International’s (MEI) test work, providing an insight into the past, present and potential future opportunities of SAG mill liner design.

L. Alan Weakly, member SME, is a senior staff engineer, Exxon Co. Weakly chaired a Mining Engineering committee formed to solicit materials for six planned "personal skills" articles, to be used in ME this year. What follows are Weakly's introductory comments to the series. Upon graduation from college several years ago, I thought that I was sufficiently prepared to embark in my chosen profession. A short time later I realized that several years of on-the-job training was going to be required before I could use my technical training effectively. It never occurred to me that, professionally, I was seriously lacking in any other skills. My spelling could use a little upgrading, but this was not a serious deficiency. I have been very fortunate to have had two employers that recognized that their engineering professionals did lack other skills and made every effort to give them training to correct these deficiencies. The skills I am referring to are those in administration and interpersonal relationships. Most mining engineers and geologists receive very little, if any, college training in these areas. In addition, many companies do not provide this training and many mining engineers and geologists are unaware of their deficiencies. It is for this reason the subject of personal skills development is being introduced in Mining Engineering. The mining engineer or geologist can pursue one of two basic career directions, managerial or technical. In today's technically sophisticated society and highly competitive business climate, both orientations require administrative and interpersonal skills. Most of us are technically qualified and we continue to upgrade our technical skills. But many studies indicate that we, as a group, are significantly weaker in administrative and interpersonal skills than other professional groups. In addition, these studies indicate that engineers, in general, take longer to reach managerial levels and fewer do so. This series in Mining Engineering, then, should help readers strengthen and broaden their professional capabilities. In all industries, including mining and petroleum, economic analysis of potential investment projects is done to select the projects that will give maximum future value from the investment of available capital. Rather than looking directly at the future values to be generated by investing capital in alternate ways for economic decisions, evaluators usually use either rate of return, present value, annual value, a profit to investment ratio, or various break even analysis results to reach economic analysis decisions in evaluating alternative investments. Alternative economic evaluation techniques are used in industry to properly analyze the economic potential of various investment projects. "Discounted Cash Flow" analysis is the phrase commonly used to describe these techniques. Whether you want to analyze projects in mineral, petroleum, real estate, refining, pipe-line transportation, or any other industry, proper application of discounted cash flow analysis techniques enables you to fairly compare the economic potential of alternative projects as well or better than you can using any other project evaluation approaches. It should be pointed out that investment analysis generally involves more than economic analysis. Financial and intangible considerations sometimes are as important or more important to investment decision-making than economic considerations. Economic analysis refers to evaluation of the profit generating potential of projects, that is selecting which alternative projects will generate maximum future value possible from available investment capital. Financial analysis, on the other hand, relates to analysis of where money is going to come from to finance various projects. Regardless of the economic potential of a project, if financial analysis indicates that we cannot finance the project, it likely will be shelved for financial reasons even though it may be economically satisfactory. Many evaluators use the terms "economic analysis" and "financial analysis" interchangeably, but this author considers that to be undesirable. The successful application of equipment management principles can quickly and reliably produce cost reduction and performance improvement results while providing a dependable way of sustaining them. Equipment management embraces modern management techniques. These include reliability-centered maintenance, life-cycle costing, capital performance, the effective use of information and productive organizational models.

The Camp Dresser & McKee (CDM) has been retained by the Sacramento Regional County Sanitation District (SRCSD) to design the Mather Interceptor, a portion of the South Interceptor and Mather Interceptor program. The Mather Interceptor consists of 14,667 feet of 54 to 72 inch gravity interceptor. Approximately 90 percent of the alignment will be constructed via tunneling. Cobbles and boulders in a sand/gravel matrix dominate the ground conditions combined with seasonal perched groundwater table at some of the deeper reaches of the alignment, impacting design consideration. This paper will present the results of a comprehensive geotechnical investigation conducted for this project and in-depth technical evaluation of various trenchless techniques feasible for tunneling in the cobble and boulder laden formations of this project. This paper will also present the risks and issues of the design alternatives and selection criteria.

Mining engineers are ready to take a big step into a new field-oil mining. To understand the subject, one must look at the world's oil supply and demand as well as petroleum technology successes and failures. The US has an abundance of solid hydrocarbon and uranium energy resources, but 75% of its energy for industry, transportation, manufacturing, and space heating comes from liquid petroleum and natural gas. So there are increasing efforts to discover new oil reserves; today the number of drilling rigs operating in the US is at an all-time high. But with 80% of the world's wells already located in the US and Canada, good new exploration prospects are difficult to find. The cost of drilling deep new wells has also greatly increased. The US faced a similar situation in the early 1950s, when primary oil production declines began. During that time, the petroleum researcher introduced secondary recovery techniques such as water flooding and gas injection. This increased the average amount of extractable oil from discovered US reservoirs from 17% to 33%. Production soared and the world petroleum price remained stable until the end of the 1960s. Secondary recovery techniques were then supplemented by tertiary oil recovery technologies-increasing sweep efficiency with such things as CO2 injection-that are, so far, only partially successful in most petroleum fields. Even so, these technologies could raise cumulative recovery expectations to 35-38%. The "lost" oil in depleted US reservoirs equals 48 km3 (300 billion bbl) of conventional oil, or 12 times the current recoverable reserve base. At the present rate of US consumption-1 km3/a or 6 billion bbl/a-this is enough to run the US for 50 years without importing any oil. Moreover, there are 16-24 km3 (100-150 billion bbl) of as-yet unrecoverable heavy oil and tar sands in the US.

We are no longer short of viable Rare Earth deposits. As little as 2 years ago China mined and produced 97% ofthe world?s rare earths. Only a few deposits were in an advanced stage of exploration and development. Now Technical Metals Research (TMR) Gareth Hatch *5 reports that 347 deposits are being developed by 265 companies down from 440 on July 6th. Their Index of Advanced projects lists 45 projects in 14 countries. They will sustain the world for centuries to come and many good deposits are yet to be found. The problem is mining 14 elements in balance. Each of the deposits listing production in the chart has a unique set of minerals which they think will give them a cost advantage. Which of these will make it to production is a question. Most of the Advanced won?t be mined soon, but which ones? China is still in the driver?s seat in Light Rare Earth production (LREO) with one deposit with 35 million ton Baiyunebo deposit in Inner Mongolia which is part of a working iron ore deposit. The number of HREE deposits have been reduced and they attempting to eliminate unpermitted mines. This report will tell you what a Rare Earth is, how rare they are, why they are important, and where they are being developed which includes Australia, the United States, Africa, Greenland, Brazil and Canada.

Probability function integration method is one of the influence function method. It is a widely accepted method in many mining districts in China and Poland mainly because its theory and formulae can well-represent the surface subsidence basins due to longwall mining of flat or near-flat seams. This paper introduces the basic theory of the probability function integration method and determines its 4 basic parameters by analyzing the measured subsidence profiles in eight longwall panels in Northern Appalachian Coal field. It also discusses the two methods for determining the 4 parameters. Finally the acquired parameters are used to predict the subsidence and deformation of the houses for damage assessment. Comparisons are made between the measured and the predicted subsidence. Probability Function Integration Method The probability function integration method for predicting surface movements and deformations is widely used in China and Poland. The governing equation of the method contains five parameters: subsidence factor, a, offset of inflection point, d, tangent of the major influence angle, tan fl, horizontal movement constant, b, and major dispersion angle e (e = 90. for flat seams). Its applicable range iis much larger including seams less than 30' from the horizontal, critical and noncritical mining and soft to hard overburden.

This is the second in a series of articles on microcomputers and applications in the minerals industry. The first article (ME, Feb., page 129) discussed microcomputer terms and concepts. This article will discuss software for geology and mining. The third article will cover plant, administrative, and geotechnical software applications. Introduction Geology and exploration are areas where computers have a natural fit. Large volumes of data need to be tabulated, evaluated, and made into maps and reports that allow geologists and management to make a decision on a project or mine. Until recently, the programs that performed these tasks were cumbersome and not user friendly by any stretch of the imagination. Learning time to become an expert in these programs typically would be six months or more. The computers needed to run these programs are expensive mainframes. Several years ago, the use of minicomputers became popular because of their lower cost. Programs were adapted to fit these smaller machines and became friendlier. With the advent of micros, many programs. were rewritten and used the screen capability more effectively, thus providing a real advance in user interface. Programs and Price The definition of micro, mini, and mainframe is becoming blurred. For the purposes of this article, micro refers to either an eight- or 16-bit computer, costing less than $10,000 and, more typically, under $5,000. Mini refers to a 16- or 32-bit computer that typically costs more than $25,000. Mainframe refers to a 32-bit or larger computer that costs more than $250,000. There is a large gray area between micros and minis, and minis and mainframes. Technology and prices are changing so fast that the traditional definitions have become almost meaningless and price has become a better guide. With the arrival of the minicomputer, costs for hardware began to fall, but the programs have tended to remain unfriendly. In some cases, the minicomputer acted as a front end to the mainframe. Cost of both the programs and minicomputers could easily run a minimum of $70,000. A total cost of $200,000 would not have been out of line. The average geologist and company would have a great deal of difficulty justifying such a purchase. The advent of the microcomputer has changed all that. For $3,500 to $5,000, one can buy a 16-bit micro and a printer. Plotters with six pens are available for $2,000 that will produce a 280- x 430-mm (11- x17-in.) map. For several hundred dollars, software is available to act as a word processor, an economic spread sheet, or to perform ground water calculations. In fact, some programs are available for free. Some of these programs are relatively easy to learn. In addition, programs are being developed daily that are easy to use. Recent accidents in the United States underground Coal Mines and the on-going carnage in Underground Chinese Coal Mines has shown the danger associated with the lack of communication infrastructures in an underground environment. The US Mine Safety and Health Administration (MSHA) have introduced legislation that states all Underground Coal Mines must have two-way voice and personnel tracking capabilities by 2009. If Coal Mining companies are being forced to deal with this problem Tunneling Companies will not be far behind. This paper will examine current practices and best case technology to deal with these issues.

The Lake Hodges to Olivenhain Pipeline project is part of a 40-megawatt pumped storage project linking two reservoirs as part of the San Diego County Water Authority’s $939 million Emergency Storage Project. Seeking to expedite project completion, the project was advertised as Design-Build, a first for the owner. Awarded to Kiewit Pacific with Parsons as designer, the 1,750m (5,700ft) long, 4.25-m (14 ft) horseshoe tunnel was excavated with conventional drill-and-shoot technique. The mining method was well suited to deal with the shear zones, the very abrasive rock, and 13.3% and19.6% grades. At the apex of the alignment, a 60m (200ft) by 3.6m (12ft) diameter raisebore shaft with surge chamber to protect against pump malfunction was constructed. Upon completion of mining, the tunnel was lined with a 3m (10 ft) diameter high strength steel pipe. Scheduled to come on-line by January 1, 2008, the Lake Hodges to Olivenhain pumped storage project is valued at $108 million, delivering a reliable source of water in emergency situations and electricity-generating capability to meet the growing demands of the San Diego region.

In this decade of the 1.970's it is forecast that eight billion cubic yards of rock will be excavated from 400, 000 miles of new tunnels, drifts and other underground workings in the western world, according to estimates in a report of the Organization for Economic Cooperation and Development (OECD). It is expected that the cost of this work will be in excess of $54 billion in constant 1970 dollars. Most of this underground excavation will be in mining -- 97% of the tunnel length and 89% of the volume - -the balance in construction. In addition to this huge excavating task, in the 18 developed nations of OECD, will be projects in the Communist Bloc and in the developing nations. Underground excavation requires the successful completion of three principle activities: A. Break -- to free rock from the solid work face. B. Remove-- to clear the work area of broken rock. C. Support -- to assure stability of rock surrounding the underground excavation and to eliminate risk of rock collapse. In today's fully mechanized excavation systems, continuous miners, roadheaders or tunnel borers, (A) break the rock loose from the face, and (B) remove broken rock with their mucking devices and load it onto belt conveyors, mine cars, trucks, or any other appropriate haulage system for disposal. INTRODUCTION The Brightwater conveyance system project in King County, Washington consists of constructing about 21 km (13 mile) of effluent and combined influent and effluent tunnels. The influent tunnels will collect sanitary sewerage from the service area and convey it to the new wastewater treatment plant (WTP) site at Route 9 in Woodinville, Snohomish County, Washington. The effluent tunnels will convey treated effluent from the WTP to an outfall at Puget Sound. The tunnels will be constructed primarily under residential areas, busy suburban roads and state highways. This 21 Km (13-mile) soft ground tunneling project faced many design challenges because of the geologic and hydrostatic conditions, long tunnel reaches, and large overburden depths. Boring depths typically varied from 45.7 M (150 ft) to 114 M(375 ft) with a maximum depth of 185.6 M (566 ft) deep. Conventional empirical methods for non-mountain terrain based on a 1:1 ratio of drilled footage per foot of tunnel bore (National Research Council, 1984) for evenly spaced borings provided a good start for the Phase 1 explorations. However a continuation of this approach with closer spacing was deemed inadequate by the geotechnical team for efficiently allocating geotechnical exploration resources for the final design. This paper presents a rational approach that was used to evaluate the value of a particular geotechnical exploration boring, pump test or other in-situ test. The method of analysis, which was initially developed for rock tunnels (Einstein et al., 1978), was modified for the Brightwater project. The method considers the potential construction cost risks resulting from variable geologic conditions, the cost and reliability of the geotechnical exploration and the earned value (cost risk reduction) of performing the geotechnical exploration. Continuing analysis of environmental samples for asbestos content has resulted in the misidentification of non-asbestos amphibole particles as asbestos fibers. These errors have received wide publicity (such as in the asbestos-in-crayon story) and have caused unnecessary reformulation of products. The primary cause of these errors has been a poor understanding of mineralogy and analytical techniques among the many asbestos laboratories that arose following the passage of the AHERA regulations. Presented here is a procedure based on published data that can be used to correctly classify an elongated particle as asbestos or as non-asbestos.

With the passage of the Surface Mining Control and Reclamation Act (SMCRA), and the implementation of state permanent programs, underground coal mining operations are for the first time subject to government regulations regarding subsidence. These regulations now and in the future will directly affect the manner in which mining companies mine their coal. Since the promulgation of the original final regulations by OSM, numerous changes in those regulations have been made and many additional changes are pending in the near future. This paper will discuss state and federal approaches to regulating underground coal mines and examine issues surrounding future subsidence regulations.

"Environmental considerations are a key driver within marine mining consenting processes across different national and international legislative regimes and are critical in shaping the global public perception of the industry. As a result, it is vital that mining companies seeking to operate within marine environments establish a robust understanding of the sensitivities of the seabed environments in which they are active, the impacts of their activities and the ability of the environment to recover from these impacts. The significant risks of failing to do so include an inability to either obtain or maintain operating permits. At the individual project level, the environmental effects of any given development project are typically defined within the scope of an Environmental Impact Assessment (EIA). For well-established industries operating in well-studied environments this approach typically works well. However, where emerging industries or existing industries that are operating within new environments are concerned, there may be significant knowledge gaps pertaining to our understanding of how specific anthropogenic practices or activities interact with the marine environment. These knowledge gaps can cause significant uncertainties pertaining to the likely significant effects of a project. Such uncertainties may result in barriers to industry and economic progress, increased consenting risks, increased project costs to be borne by individual project developers through the acquisition of additional environmental data during the pre-consent or post-consent project phases, project delays and/or significant increases in environmental monitoring burdens with corresponding increases in project costs."

The Caltrain Downtown Extension (DTX) project will extend commuter and future statewide high-speed rail service into the Transbay Transit Center, which will be located in the business district in downtown San Francisco. The DTX project includes 1.5 miles of underground construction, comprising complex sections of mined and cut-and-cover tunnel. As part of the DTX preliminary engineering process, development of appropriate contracting practices, including contract packaging, procurement methods and contract terms for the underground construction, has been initiated. This paper provides a summary of the evaluations undertaken, preliminary conclusions reached, and proposed next steps to promote industry interest and maximize bid competition.
