There was a time when an occasional failure of a tailings embankment was considered an acceptable risk associated with mining activities. This is not the case anymore. A major tailings failure today could result in the indictment of mine officials, huge fines and a possible site closure due to the loss of operating permits. As a result of this changed operational environment, tailings disposal facilities must be operated with these potential consequences in mind. Physical controls for tailings embankments are prohibitively expensive. However, the nuclear industry has developed a system of administrative controls as an alternative to physical controls. Administrative controls may be defined as control of actions, through organizations and management, using written procedures, record keeping, review and audit to assure operation of a facility in a safe manner (10 CFR 50). Administrative controls can reduce the cost of operating tailings impoundments, as well as increase the level of confidence in these facilities.

Long before recorded history, man began to dig into the earth's crust in a never ending search for useful materials. It is well known that more than half of the earth's crust is composed of silicon dioxide (SiO2), also known as silica. Silica and silica-containing material have a great many uses in modern society. This material, however, is potentially an extreme health hazard. Silicosis: Not a New Disease Centuries before the Christian Era, Hippocrates wrote of a lung disease common to those who mined in hard rock. He was obviously describing silicosis. It is also apparent from ancient writings that the Egyptians were aware of this malady. Dioscorides also wrote on this subject in the fifth century B.C. It is undoubtedly the oldest and best studied of the occupational lung diseases. Silicosis was certainly described by Agricola in his De Re Metallica published in 1556. Here he described lung disease among hard-rock miners. The original document was written in Latin and then translated in 1912 by Hoover and Hoover. One of these translators was Herbert L. Hoover, a former US president who once made his living as a mining engineer. More recently, there are numerous references in medical literature in the 19th and 20th centuries relating silica exposure to silicosis. There are specific references to mining in hard rock, as well as to sandblasting and a host of other industrial exposures. In 1919, Winslow described standards for measuring the efficiency of exhaust systems in polishing shops using sandblasting. These standards were equally applicable in the mining industry. As early as 1920, Winslow explored the efficiency of certain devices used to protect sand-blasters against the dust hazard. These devices were equally applicable in the hard-rock mining industry. The medical community recognized the silica health hazard in the early 1900s. Middleton described the illness in the British Medical Journal in 1929. He noted the danger to health at that time. D. Hunter mentions in his book, The Diseases of Occupations (1969), the monumental work of Merryweather in 1936, in which he surveyed the silicosis risk in Great Britain. He showed statistically that the average employment length of sandblasters who ultimately died of silicosis was 10.3 years, compared to 40.1 years for all fatal cases, irrespective of occupation. Sandblasting and hard-rock mining and drilling, obviously, are very hazardous occupations. Weil and Zisking of Tulane University wrote in 1975 that "it was known as early as 1935 that the course of silicosis is much more rapid in sandblasters than in miners or foundry workers. This can be explained by the fact that sandblasters are exposed to an almost pure siliceous dust containing high concentrations of respirable particles within the range of 1 to 3 micron size." Protecting the Worker The medical community recognized in the early 1900s the need for proper protective equipment for all of those who worked with siliceous materials. Middleton, writing in 1929, said: "The worker is then protected by a close fitting helmet with an air feed, much as in the case of an underwater diver. In spite of these precautions, cases of silicosis among sandblasters are being met with today. It is a matter for serious consideration whether a substitute, such as steel or iron grit, could not be used to replace the siliceous grit as the abrading material." C. E. A. This study investigates the use of a horizontally- baffled column (7.6 cm inside diameter by 344.2 cm high) to reduce the ash content of a high ash bituminous coal. Tests were carried out to determine how the baffled column responded to changes in feedrate, reagent dosage, and feed quality, and to compare its performance with a conventional column installation in an operating plant. In this paper, the results of this investigation will be reviewed and discussed.

Mr. Garrett brings up several interesting points with respect to the proposed API specification for "nontreated bentonite." However, although not explicitly stated, these specifications are being written based strictly on bentonites from the Wyoming/South Dakota area. Other sodium bentonites may be suitable for use as drill mud but will be unacceptable since the specifications are designed for Wyoming bentonites. Regardless of the API's intent that its specifications are intended only as guidelines, they are generally adhered to on an international basis and, for practical purposes, might as well be chiseled in stone. Estes (1986) notes that the quality of bentonite available from Wyoming producers has steadily declined since the early 1960's. The plastic viscosity: yield point (PV:YP) ratio was included in the current API 13A specification primarily to prevent excessive polymer treatment of lower quality bentonites to make drill mud. However, with development of polymers designed to control YP, this specification cannot ensure that only high-quality bentonites are used for drill mud. Nor will the new specifications for untreated bentonites. Other sodium bentonites are available. Bentonite produced in southeast Oregon demonstrates superior performance characteristics without addition of polymer or other chemicals. However, the exceptionally high purity of these deposits leads to a relatively high YP:PV ratio since the naturally high YP probably results from the higher purity and smaller particle size of this bentonite (Rath, 1986 and personal communication). These bentonites typically have a smectite component exceeding 90% (Rath, 1985), compared with 70% to 75% smectite for typical Wyoming bentonites, as determined by X¬ray diffraction and tests for colloid content. As evident from the accompanying table, the untreated Oregon bentonite has excellent rheological properties, though different from Wyoming bentonites due to the high purity. Additionally, this bentonite reacts well with polymers typically used in the oil industry, making it eminently suitable for use in a low-solids mud system. The extremely low grit content, less that 0.5% on a 75 mm (200-mesh) wet sieve, greatly exceeds the standards set for Wyoming bentonite. Optimum rheological properties are obtained at a higher moisture content than Wyoming bentonites. At 10% moisture, API 13A maximum, the clay is overdried, again reflecting the high smectite content. To reduce fire hazards from spontaneous combustion of coal in longwall gob areas, a series of computational fluid dynamics (CFD) simulations were conducted by National Institute for Occupational Safety and Health (NIOSH) to model the spontaneous heating of coal in longwall gob areas. The previous modeling results demonstrate that spontaneous heating of coal usually occurred behind the longwall shields and along the face with a bleeder ventilation system. Assuming a stationary longwall face, the spontaneous heating could turn to a spontaneous fire in several days for the most reactive coal under favorable conditions. When the longwall face advances, the spontaneous heating process will be significantly affected. In this study, the effect of longwall face advance on the spontaneous heating in the gob area is investigated using the CFD model developed in previous studies. One longwall panel with a bleeder ventilation system is simulated. The width of the panel is 300 m, while the length of the panel is changed between 1,000 to 2,000 m. The same permeability and porosity profiles are used for gobs with different lengths. The spontaneous heating first develops in the gob when the longwall face is stationary. Then, the face advances at a certain rate. The face advance is simulated as a series of discrete movements, and the effect of the face advance on the maximum temperature developed during the face stoppage is examined. India bestowed with 6000km of the coastal belt, contains some of the richest and largest placer deposits with a mixture of heavy minerals like ilmenite, rutile, leucoxene, zircon, monazite, sillimanite and garnet. Each of the minerals is having economic value due to its inherent characteristics for industrial use in fields of paints, metallurgy, refractory, abrasive and so on. The reserves of titanium bearing minerals (ilmenite, leucoxene, and rutile) in the country is around 378 million tonnes. More than 90% of the titanium based minerals produced worldwide are utilised for making value added products in the pigment industries. Approximately 8 million tonnes of monazite reserves are available in the country from which several rare earth elements like cerium, neodymium, lanthanum, yttrium etc. can be extracted for use in several industries. The country contains a deposit of about 20 million tonnes of zircon, which is used in foundries, refractories, ceramics and chemicals. India has a reserve of 107 million tonnes of garnet and 131 million tonnes of sillimanite required for the abrasive and refractory industries respectively. Keeping in view the multifarious uses, the beach sand minerals are being exploited to have the economic growth of the nation. Although the process adopted for the separations are simple, the equipment involved are specially designed because of the nature of the material of construction. Starting from the spirals to magnetic separators, all equipments are manufactured outside India, which is not only costly, but the availability also takes much time for fulfilling the import formalities. Unlike open cast mining, beach sand mining is a environment friendly mining because dredging is implemented to cut and pump the loose sand through a slurry pump causing less damage to the surface topography as both mining and backfilling takes place simultaneously. Therefore all out efforts are made to explore the beach sand placer deposits in an economic manner to emerge as a leader in the global mineral industries.

Researchers from the Spokane Research Laboratory of the National Institute for Occupational Safety and Health and personnel from Coeur Silver Valley, Wallace, ID, conducted tests using rock strain strips and Split-Set rock bolts instrumented with strain gauges to monitor wall rock strain at the Galena Mine, Osburn, ID. The objective of the test was to identify whether strain on the rock bolts increased prior to a rock burst. Although results were inconclusive, researchers learned that the Split-Set rock bolts yielded in stick-slip fashion in the highly jointed walls of the stope. The bolts were also bent as stress was redistributed following blasting and subsequent movement along joints in the wall rocks.

The Arrowhead Tunnels Project represents the final portion of a 70 km (44-mile) long water conveyance facility that will bring up to 28 m3/sec (1,000 ft 3/sec) of water into Southern California. The 13 km (8-mile) tunnelling project is well underway and consists of two, 5.8 m (19-ft) diameter TBM bores through extremely variable geological conditions. An extensive and essential pre-excavation drilling and grouting program was performed in all reaches of the Arrowhead Tunnels Project, located north of San Bernardino, CA. This program supported the advance of two hybrid hard rock TBMs though extremely challenging ground conditions under substantial ground cover and up to 27 bar (900 ft) of ground water pressure. The well known San Andreas Fault lies nearby and has greatly influenced the local geological conditions. This paper will describe the means, methods and materials used throughout the numerous phases of the pre-excavation grouting program. It will also describe many versatile, flexible and innovative drilling and grouting methods and equipment systems utilized to improve performance, save time and costs in constantly changing geological conditions. Considerable lessons learned have been learned while overcoming some extremely formidable ground conditions and safely advancing the tunnels.

Led by a surge in coal production and prices in recent years, Colorado’s mining industry is taking part in the same revival as others states and the world. Not too many years ago, the state’s industry was languishing in the same doldrums as the rest of the mining world. Ironic for a state whose history was based on mining. Now, however, Colorado’s mining can boast increased production in all commodities produced, along with prices that allowed companies to expand, increase work forces and post improved shareholder value. So there was a lot of optimism at the Colorado Mining Association’s (CMA) 107th National Western Mining Conference in February. The conference, held in Denver, attracted more than 500 attendees and 39 exhibitors. The theme was Colorado Mines the World.

The Manhattan section of the New York Water Tunnel No. 3 constructed by the Schiavone/Shea/Frontier-Kemper Joint Venture is a $668 million project. The contract includes a tunnel drive of 8.85 km (29,045 feet), tunnel lining of 14.77 km (48,468 feet)and construction of nine shafts ranging in depth from 143 m (469 feet) to 169 m(555 feet). Construction methods for excavation of the shafts are presented including raise bore, ground freezing, soil excavation, blasting, slashing, muck handling, rock support and shaft final concrete lining.

Conventional Atmospheric Monitoring System (AMS) installations for monitoring CO, CH4, O2 and air-velocity throughout underground mines are usually relegated to a modest 3-5 mile extent and with data communication speeds confined to a ponderous 1-5K baud range. New US-MSHA and state regulations require fast reporting of unsafe conditions, and the old 20-30 minute updates are no longer acceptable. To communicate farther and faster has always been a problem, because data reliability degenerates with excessive distances and high speeds. Because of this, very large mines often resort to costly optical-fiber media, using expensive OF cables and repeaters to obtain the necessary coverage. This entails high initial cost, as well as high maintenance and downtime costs to repair or replace broken optical fibers. Rel-Tek has pioneered with its DX-Bus communication data highway, which uses inexpensive twisted-pair telemetry cables, which can now communicate well into the 20-mile extent of the largest mines -- normally a brick wall for low-tech AMS systems. This extended range, enables the use of twisted-pair cables and provides a low cost alternative to OF systems. This paper discusses the DX-Bus, and its latest accomplishment, the ?B-LINK,? a unique high-speed communication repeater that maintains the 19.2K-Baud data rate. On-going innovations to our workhorse Millennia-DX computer software have kept pace with this extra speed/distance phenomenon, resulting in a dually-optimized AMS package: both hardware and software. Cost savings are substantial, and at no sacrifice of reliability ? nearly always at 100%. Sensor updates are measured in seconds, not minutes and hours. Twisted pair copper cable is cheap to purchase and install and a breeze to maintain. Rel-Tek uses the B-LINK's wide branching capabilities to enable the AMS to extend 20-miles both far and wide. Actual experience in large US coal mines -- both longwall and continuous mining operations -- confirms the large mine performance. The ventilation and safety benefits to the mining industry are immeasurable.

Sedimentary deposits of pluvial Lake Bonneville are an important source of sand and gravel suitable for aggregate and construction in Utah. Data on Lake Bonneville basin sand and gravel deposit thickness, volume, grain size, percent of fines, and durability were statistically analyzed to detect variations associated with geologic domains, geographic location, Lake Bonneville shorelines, and sand and gravel deposit type, and to construct quantitative deposit models. Analysis showed several trends; (1) sand and gravel in younger shorelines was slightly more durable and the deposits considerably larger in volume, (2) younger shore- lines are also more likely to contain more than one genetic deposit type, (3) the volume of terrace deposits is larger than beach deposits, (4) terraces and beaches are generally thicker than spits and bars, (5) the northern part of the Bonneville Basin contains slightly more durable sand and gravel than the southern part of the basin and is more likely to contain deposits composed of more than one genetic deposit type, aid (6) the Wasatch domain deposits are composed of more than one genetic deposit type more often than deposits of the Basin and Range domain. Three additional conclusions with immediate economic significance are; (1) the median sand and gravel deposit in the Wasatch domain, 360,000 m3 (275,000 yd3), is three times larger than that of the Basin and Range domain (120,000 m3 [90,000 yd3]), (2) the median deposit thickness in the Wasatch domain, 5.8 m (19.0 ft), is nearly twice that of the Basin and Range domain (3 m [lo ft]), and (3) the Wasatch domain also contains slightly larger diameter gravel. These three conclusions are significant because the trend for sand and gravel development in the Bonneville Basin is to move from the Wasatch domain to the Basin and Range domain. Smaller, thinner deposits with smaller diameter gravel will require more surface area to mine than would have been necessary in the Wasatch domain. The result is a higher cost for sand and gravel in construction projects in the Salt Lake City area, especially since the gravel must also be hauled farther.

The regulations for current coal mine refuge alternative (RAs) require that there be sufficient life support to sustain survival of the maximum number of RA occupants for a minimum of 96 hours. This minimum duration assumes that rescuers can access the RA through the mine within four (4) days of the onset of the mine emergency. But what if mine rescue teams cannot reach the miners within the RA before the RA air supply is severely limited or exhausted? What could be done to extend the duration of the RA life support capability into the 97th hour and beyond? In addition, what might be done to enable more rapid rescue of the miners if they could not be reached through the mine in a timely manner? This paper describes a systems approach to address the potential need to extend the duration of RA life support beyond current design limits. New capabilities that need to be developed in advance of such a dire need include more reliable emergency communications, highly mobile and efficient drilling rigs, enhanced directional drilling techniques, and a standardized RA external life support interface along with RA internal design modifications to accommodate use of an external supply. The following sections describe the need, intent, and technology gaps associated with each of these capabilities. Government agencies and the mining industry should consider initiation of a program to investigate, design, and develop effective means of extending the current 96-hour time restriction on coal mine refuge alternative life support. The development process should begin with a focused study to refine the overall operational concept, investigate the current state-of-the art of critical technologies, identify specific technology development priorities, and make recommendations for a development program to provide in an organized, efficient, and timely manner a solution for extended refuge alternative life support and occupant rescue.

This paper is a follow-up to the paper presented at the SME meeting in April of 1996. Since then, the El Abra facility has been started up, 9 months ahead of schedule, and has processed about 45 million tons of ore and produced over 700 million pounds of copper. For those unfamiliar with the El Abra materials handling and leaching facilities, a brief overview of the facility is provided. The paper will then deal in detail with such aspects of Conveyor 103, the long regenerative overland conveyor, including: actual running resistance starting and stopping procedures emergency brake test at 10,000 t/h Additionally, we shall take the opportunity to report on a catastrophic culvert collapse in October 1996, which stopped the conveyor abruptly at full speed and under high load condition, causing a belt breakage. We would like to use this opportunity to thank the management of El Abra and Cyprus Amax for providing assistance and allowing us to present this paper. The El Abra team deserves a great compliment for building this one billion dollar facility in record time in a remote area of a high-altitude desert with no existing infrastructure, and for bringing it so quickly up to full operating capacity. The El Abra management had to assemble a completely new operator team. Considering the above circumstances, it took a great effort by all involved to achieve success. The official performance test which was required by the lending banks was successfully concluded in November 1997.

One of the major problems encountered with recirculatory breathing apparatus presently used by mine rescue teams is that the inspired air becomes uncomfortably, and often dangerously, hot. This is also true with self-rescuers. It is well known that man can tolerate very high dry-bulb temperatures if the wet-bulb temperature is low, but not vice- versa. The maximum tolerable, wet-bulb temperature is about 42 °C (108 °F). A continuously inhaled wet-bulb temperature above this value can cause irreversible damage to the throat and lung tissue, and wet-bulb temperatures close to it cause extreme discomfort (1) and seriously retard the capability of the man to perform useful work. A theoretical analysis, combined with experimental results, has shown that it is the carbon dioxide absorbent that is the major cause of high wet-bulb temperatures of the inspired air in the Siebe Gorman Proto 4, and in the Draeger BG 174 apparatus, both of which are used by rescue teams on South African mines (2). In the Proto 4 apparatus, the absorbent for the carbon dioxide is soda lime (calcium hydroxide). The German Draeger BG 174 also uses this absorbent but under arduous conditions such as in hot environments (50 °C, 122 °F), the use of an alkali absorbent cartridge is recommended which consists mainly of caustic soda (sodium hydroxide). Lithium hydroxide is used in some apparatus in the United States. It is clear that different absorbents will produce different quantities of heat and moisture for a given rate of absorption of carbon dioxide. The proportion of this heat and moisture which is transferred to the user depends upon how much can be removed from the recirculating air between the absorbent and the mouthpiece. This paper discusses the present methods of heat removal and describes the design and test results of a prototype evaporative cooler.

"The large extent of global production and consumption of aggregates from quarries, grabs one´s attention and makes its substantial and essential standpoint in the world today pretty clear. A great amount of aggregates is utilized in civil engineering applications such as road construction, railway industry, concrete production, etc. Considering this fact that igneous rocks display a higher strength and abrasion resistance, this type of rock is preferred in the field of civil engineering. For all these applications, rock quality assurance is a key factor and certainly unavoidable, and it has great influence on the quality of constructions in civil engineering. One of the major problems encountered by both the producers and users of igneous rock is the fact that, with the passage of time, some specific rocks lose their strength, up to a complete loss of structure or in other words, their disintegration and degradation. In the last decades, different methods and procedures such as Glycol test, methylene blue dye test, as well as the Los Angeles test have been introduced to distinguish these rock properties, and to identify these problems. However, as these methods are time consuming, hard to perform, only to be applied to hand-piece samples, requiring special laboratory equipments, and only possible to be accomplished under laboratory conditions, their application has always been limited to some specific cases, and they are neither recommendable nor advantageous. In addition, these methods provide partially different results for the same rock. To address this widespread quality management problem of the quarry industry, a relatively quick, easy and user-friendly approach is necessary. It calls for a systematic solution with a device that can simply be used day to day in a mine for quality control of the quarry´s daily production. This scientific research is concentrated on developing a systematic method for early recognition and diagnosis of rock quality, in order to control and manage the quality of the quarry production in advance. This method was developed, based on the procedure of the magnetic susceptibility measurement. The obtained values can lead to valuable information regarding the quality of the rock and allows the quality control process to be accomplished and performed at the borehole location. This approach has been assessed through extensive field and laboratory studies. A detailed and comprehensive discussion will be made on the results of the experiments. The advantages and impacts of the application of this method, on increasing the reserves and environmental protection are also discussed."

Experimental animal studies comparing asbestos and non-asbestos varieties of tremolite indicate tremolite asbestos is markedly more carcinogenic. By direct analogy, the differences in carcinogenicity between tremolite asbestos and non-asbestos prismatic tremolite should be the same for the other types of amphibole that also crystallize in the asbestos and non-asbestos habits. The earliest of the experiment animal studies, done more than 25 years ago, have design limitations by modern standards including the use of injection or surgical implantation as the route of administration rather than the more relevant route of inhalation. However, the differences in the carcinogenicity of amphibole asbestos and non-asbestos amphiboles are sufficiently large to be clearly discernable even with the study limitations. Together with later studies on these and related minerals, there is strong evidence of a much lower hazard associated with the shorter, thicker fibers of the non-asbestos amphiboles, than is found for the asbestos analogues of the same mineral. It is possible that the non-asbestos amphiboles are no more hazardous than other silicate minerals widely considered nuisance dusts. © 2007 Elsevier Inc. All rights reserved. The Toulon South Tunnel in France is the second part of a project started 20 years ago. After the problems and delays suffered during the construction of the North Tunnel, due to a complex geologic context of highly fractured and soft rocks under a highly urbanized environment, a very dense automatic monitoring system was implemented to control the settlements of surface (more than 1000 points), the structures adjacent to the tunnel alignment and the underground galleries being constructed. The latest automatic instrumentation systems were installed, using for example AMTS capabilities in terms of ?automatic prismless settlement monitoring?. All the data (geotechnical, structural and geological) was gathered in a global automatic data acquisition system and continuously available on a web based interface. Three different threshold levels (notification, anomaly, alert) were set up, each one with a differential and an absolute value for settlements. Depending on the actual geological site conditions and the actual monitored settlements, different supporting systems and excavation techniques were used. Furthermore, the monitoring data was also used to predict and anticipate the future settlement, by comparing it continuously with the theoretical Peck settlement curves. This method allowed a better risk management by limiting the settlement on existing structures and helped to secure the Works progress schedule, for a project that lasts from July 2007 to March 2011. The implementation of this observational method application is presented in this paper.

At the beginning of the 1990s, Communism fell and signaled the end of the Cold War. The world rejoiced but also watched and waited to see how those countries would restructure themselves. The 1990 SME Annual Meeting was held at the Salt Palace Center in Salt Lake City, UT. The keynote session featured Alistair Frame, chairman of RTZ; Paul Queneau, professor of metallurgy at the University of Utah; and TS Ary, director of the U.S. Bureau of Mines. The SME Board of Directors voted to hire a Manager of Public Information and Education to be the GEM Program coordinator. This person was to collect and disseminate information that could be used by individual members and Local Sections to interface with government personnel and the general public.

During the last 20 years, more than 80 km (50 miles) of tunnels have been constructed in the Los Angeles, CA area. Recent projects include The East Central Interceptor Sewer (ECIS), completed in 2004. It spans more than 18 km (11 miles). The Northeast Interceptor Sewer (NEIS), completed in 2005, spans 11 km (7 miles). And the 2-km (1.3-mile) Metropolitan Transportation Authority?s Gold Line Eastside Extension (MCGLEE) was completed in 2006. All of the tunnel routes lay beneath heavily populated urban environments so minimizing ground surface settlement was critical to the success of the projects. Previous tunneling efforts in the Los Angeles area using open shield methods resulted in significant settlement that damaged roads, utilities, buildings and other structures. Earth pressure balance (EPB), or slurry machines, were specified for these projects to reduce subsidence risk. The contractors chose EPB tunnel boring machines (TBM) for the work. The closed and pressured face of the EPB TBM reduces loss of ground at the tunnel face and, when the machines are used in combination with gasketed pre-cast tunnel liners and backfill grout behind the installed segments, losses from over-cut of the excavated surface are also reduced.
