Arizona construction aggregate industry remains in the crosshairs of public debate, caught between the need for aggregate-based building materials and alternative, high-value land-uses. To better manage lands and improve land-use decisions, the Arizona State Land Department has need for a system to assess potential aggregate resources on State Trust lands, and assign dollar values accordingly. Thereafter aggregate values can be compared to residential, commercial, agricultural, recreational, and habitat values -- in a determination of highest and best land-use.

As part of the Lake Fort Smith Water Supply Dam Enlargement project, located in northwest Arkansas, microtunneling methods were used to install two side-by-side,1.53m (60-in) inside-diameter steel pipes between the intake structure shaft and the lake. The 46.6 m- (153 ft-) and 41.7 m- (137 ft-) long tunnels were excavated in Pennsylvanian sedimentary bedrock ranging from coarse sandstone to siltstone and shale-like claystone. The intake tunnels were constructed 18.3 m (60 ft) below lake level from the dry shaft. Special installation methods and procedures described herein were used to complete the lake taps. Installation difficulties that caused minor delays are also reviewed. After the excavation of the Intake shaft was completed, the two lake taps were installed in approximately ten weeks with the same microtunneling machine.

The Hatch Mott MacDonald/Bechtel Joint Venture team is designer and construction manager for the 5.25-mile Tunnel Segment of the overall 16-mile Silicon ValleyRapid Transit Project, which extends the existing Bay Area Rapid Transit (BART) system southward from Fremont to San Jose. The Tunnel Segment includes twin boredtunnels, mined cross passages, and three deep station excavations situated in highlyvariable ground, high ground water table, and a dense urban setting with high-risebuildings adjacent to the largest excavation. This paper will discuss design challengesthat have arisen with the excavations and the proposed solutions.

In response to recent mining disasters and new mine rescue team legislation, NIOSH researchers conducted meetings across the United States with mine emergency response experts to investigate current needs and issues. Some of the issues include emergency response preparedness, mine rescue contests, real-life training capabilities, and training facilities. Many new teams are being formed that must be trained for mine rescue team competitions as well as be ready to respond to a variety of mine emergencies including a fire or explosion, a massive roof collapse, mine inundations, or vertical shaft rescue situations. Therefore, it is important that these teams are adequately prepared and trained. This paper presents a summary of domestic and international coal mine rescue training facilities and identifies those that provide unique, real-life, and/or state-of-the-art training. Research findings from this report will be used in further NIOSH investigations to improve coal mine rescue training. Complex and distinct geological units spread along the 7-mile long 30-ft inside diameter Upper Rouge Tunnel CSO Control Project in Detroit, Michigan. Its construction is divided in two tunnel construction packages: The South Tunnel, to be driven in finely laminated weak TG Limy Shale, will be excavated by a shielded TBM with precast concrete segmental lining, while the North tunnel, predominantly in a relatively more competent geologic formation Antrim Shale, will be excavated by a main beam TBM with a two-pass lining system. The adits and deaeration chambers will be excavated by sequential excavation method. This paper addresses the process of selecting excavation methods and lining systems for shafts, tunnels, connecting adits, and deaeration chambers.

The Pipeline ore body was discovered in March 1991. The construction of the new mine and mill did not start until early March of 1996. Upon completion of permitting and corporate project approval, the 289 million USD project was “fast tracked”. The commissioning began 11 months after start of construction and the project ended 40 million USD under the budget figure. The objective of this paper is to review and highlight the Pipeline Project history from discovery, design, lawsuits, permitting, and re-design through to current - 1998operating practices. Particular emphasis will review the process design, design mistakes, and design successes. The paper will review project history, feasibility, design concepts, operator training, construction, financial and the current operation. Additional discussion will review what design features worked and which did not work within the process plant.

PolyMet Mining is developing the NorthMet property near Duluth, Minnesota. Laboratory investigations had led to the development of the PLATSOL process to dissolve in one step the base metals (copper and nickel) as well as the gold and PGM’s. To complete the pre-feasibility study, a fully integrated ten-day pilot plant trial was undertaken, comprising of: high temperature (>220ºC) pressure oxidation in the presence of 5-10 g/L chloride (the PLATSOL process), followed by solid/liquid separation, gold plus PGM’s recovery from solution, conventional Cu SX/EW and recycling of the copper raffinate to the autoclave. The concentrate tested was a NorthMet bulk flotation concentrate assaying 14.7% Cu, 3.05% Ni, 0.14% Co, 26.7% S, 1.4 g/t Au, 2.2 g/t Pt and 9.9 g/t Pd. Laboratory results were fully confirmed and with minor adjustments of the laboratory PLATSOL® conditions, the following leach extractions were obtained during the pilot plant trial: Cu 99.6%, Ni 98.9%, Co 96%, Pd 94.6%, Pt 96% and Au 89.4%.

This paper describes the overall delivery of the tunneling for the Mass Rapid Transit Authority of Thailand’s Chaloem Ratchamongkhon Line in Bangkok and the constraints provided by the alignment. Eight earth pressure balance tunnel boring machines were employed under two major civil works contracts to drive approximately33 kilometers of tunnel in soft saturated ground beneath the crowded streets of Bangkok. Responsibility within the contract for building damage provided an inherent control for ground movement arising form tunneling when the right of way was narrower than the influence zone. These limits affect the earth pressure balance requirements and permissible ground loss. The methods adopted to limit ground movements and deal with the various obstacles to tunneling influenced the design and operation of the machines. The challenges provided by the need to tunnel through numerous lines of piled foundations of canal bridges and overpasses crossing the alignment are described.

? The economic health and national security of the U.S. depends on the continued availability of, and access to, reliable and affordable energy and mineral resources. However, America is hindered by a costly, inefficient and often redundant regulatory structure that thwarts domestic investment, expansion and job creation. The annual cost of federal regulations in the U.S. increased to more than $1.75 trillion in 2008; averaging $8000 per employee.(The Impact of Regulatory Costs on Small Finns, SBA, 2010) ? The complexity, uncertainty and delays within the current permitting system places the U.S. at a competitive disadvantage with many other countries that have both abundant mineral resources and a more welcoming business and regulatory climate. As a result, American and international mining companies often move overseas or across borders to invest capital, create local employment, and produce the critical minerals America must then import at higher cost, while sacrificing employment and economic stimulus. ? According to Behre Dolbear, the U.S. is ranked lowest globally due to the lengthy permitting period required before mine development can commence. (Where not to Invest, 2010).

In order to evaluate the relationships between weathering and durability and strength of rock samples from the Goathill North rock pile at the Molycorp Questa mine, NM, we conducted slake durability and point load tests. Slake durability index (ID2) values ranged from 84 to 98%. Point load strength index (Is50) averaged for all rock units ranged from 1.1 to 5.7 MPa. Results show a slight positive trend between ID2 and paste pH. Two populations of data are distinguishable when ID2 is plotted versus the percentages of chlorite, illite and internal friction angle. In general, Is50 values increase toward the interior of the rock pile. Preliminary conclusions indicate that the durability and strength of the rock pile material generally increase toward the interior of the rock pile. Pre-rock pile alteration and post-rock pile weathering history have affected the durability of the GHN rock pile samples.

A minitest of the new potassium chloride-potassium carbonate two-stage in situ uranium leach process has been carried out at the Intercontinental Energy Corporation (IEC) Zamzow project site in South Texas. Substantial quantities of high concentration uranium were produced indicating the viability of the leach solution. The test results yield information regarding the reservoir dispersivity, the average cation-exchange capacity of the formation, and the distribution coefficients describing carion-exchange reactions. The test a1 so indicates permeability anisotropy and the existence of disturbed flow fields. The research was partially funded by the U.S. Bureau of Mines.

Using a series-model of an automotive short range radar sensor (SRR) and a recently completed experimental radar system, field tests have been performed in a surface mine. It was examined, to what extent low-cost electronically scanning radar sensors can provide useful data for assistance systems on large scale mining machines. Simple sensors are useful for anti-collision safety zones or hopper car automation. The more complex and sophisticated experimental radar system using digital beam-forming can clearly detect and map the contours of trenches and slopes. The overall promising results refer to many more potential applications for electronically scanning radar in surface and underground mining as a reliable alternative to mechanical laser scanners.

INTRODUCTION Project Background The Washington State Department of Transportation (WSDOT) hired the Seattle office of Parsons Brinckerhoff to lead a team of consultants to produce an Environ-mental Impact Study and perform conceptual and preliminary engineering. The pur-pose of the Alaskan Way Viaduct and Seawall Replacement project is to replace the existing earthquake damaged and aging viaduct and sea wall, adjacent the downtown waterfront of Elliott Bay, with structures that have improved earthquake resistance and that maintain or improve mobility and accessibility for people and goods along the existing corridor. With an estimated replacement cost over $4 Billion and construction duration exceeding 8 years, it is one of the largest transportation design projects on the West Coast of the United States today. Seattle, Washington is a city of over 2 mil-lion people in the Northwest corner of the United States. Ever since the Klondike Gold Rush in 1897, Seattle has been considered a departure point to Alaska. Because of this, the street along the waterfront was named the Alaskan Way in 1930. Alaskan Way Viaduct and Seawall The Alaskan Way Viaduct (AWV) carries State Route 99 along the shoreline of Elliott Bay through downtown Seattle and is a vital part of Seattle’s highway system. The viaduct carries approximately 110,000 vehicles per day or 25% of all north-south traffic through Seattle (Figure 1). It is 3.4 km (2.1 mile) long with 3 lanes in each direction and was constructed of cast-in-place reinforced concrete between 1952 and 1956. The wear and tear of daily traffic, salty marine air, and several earthquakes have taken their toll on the facility. Studies in the mid-1990s provided early evidence that the viaduct was nearing the end of its useful life. The viaduct’s increasing age and vulnerability was apparent by crumbling and cracking concrete, exposed rebar, weakening column connections and deteriorating railings. In early 2001, a team of structural design and seismic experts began work to determine whether it was feasible and cost-effective to strengthen the viaduct by retro-fitting it. In the midst of this investigation, a 6.8 magnitude earthquake shook the Puget Sound region (the Nisqually Earthquake, located 56 km (35 miles) from Seattle and deep below the surface) caused moderate damage to the reinforced concrete structure. WSDOT closed the viaduct for inspection and repairs intermittently for several days over a period of several months.

As the University of Hong Kong and their advisors planned their new Centennial Campus it became clear that they would have to re-provide existing water reservoirs on an adjacent site with new salt water reservoirs located underground in two new caverns. The existing reservoirs are owned by the Water Supplies Department who provide salt water for sanitary flushing and a separate potable water supply for regular use. Although underground reservoirs had not previously been adopted locally, the planning has been completed to a tight schedule and the construction is well advanced. The need to preserve historic buildings imposed constraints, as did the requirement to minimise potential construction nuisance for the local community and environment. This paper presents the background to the project and the work carried out to develop an innovative, sustainable and environmental acceptable solution. Construction progress to date is also presented.

Vast improvement in methods of design and analysis of the long- term stability of overburden above room and pillar mines is needed. Improved methods are vital for planning and land development and for prediction above existing, presently stable, room and pillar mines. As shown on the flow chart in [Figure 1], the assessment of the long-term stability is an integral part of the site investigation process regarding mitigation of surface damage effects. In Illinois, flat farmlands with subjacent coal reserves cover vast areas. In some of these areas high extraction of the underlying coal layer(s) may not be possible since the resulting surf ace subsidence combined with a pre-existing shallow water table would make the land too wet. Thus recovery of this coal might only be accomplished by room and pillar mining where the ground surface does not subside and the hydraulics of the overburden are not significantly affected.

The coal mining industry in the western United States is seeing the same boom as the rest of the country and the world. Most coal mines in the West are operating flat out as the nation’s appetite for energy continues to grow. And many of the coal mines have either increased their production capacities or are in the process of doing so. However, transportation issues along with environmental restrictions are keeping many mines from expanding even further. Some coal companies held off on further expansion plans until Congress and President Bush could agree on a national energy policy, one that recognizes coal as the nation’s leading source of electricity. In August, Congress passed and the president signed into law such a measure (see Washington Survey, page 7). The legislation includes research funding for clean coal technologies. So western and eastern coal could become even more important in the national energy picture. This is particularly true as supplies of natural gas diminish and the price of oil continues to increase.

The Narragansett Bay Commission (NBC) is a regional sewer authority that serves ten communities in the Providence, Rhode Island metropolitan area. From 1992 to 1999, the NBC developed a comprehensive facilities plan to abate Combined Sewer Overflow (CSO) pollution in the Upper Narragansett Bay. The plan underwent many major evolutions during this period, most notably the addition of a stakeholder?s process by which NBC demonstrated a site-specific plan to control the pollutants and meet water quality standards. The favored solution consisted of deep tunnel storage with treatment at existing wastewater facilities that had been recently upgraded. In 1999, a final plan was accepted which included two tunnels, five CSO interceptors, twelve sewer separation projects, a wetland facility, and a wastewater treatment facility upgrade. The program is to be constructed over 20 years in three sequential phases (Figure 1). Phase I of the program includes a 4,963 m (16,284 ft) long, 7.9 m (26 ft) diameter, 70.1 m (230 ft) deep storage tunnel; seven drop shafts with connecting adits; ancillary facilities; and a pump station. Construction of Phase I began in 2001 and is expected to be operational by October 2008. This paper focuses on design and construction of the Fields Point Tunnel Pump Station (FPTPS)located at the south end of the main spine tunnel. A189 Ml/day (50 MGD) pump station is required to lift CSO flows from the tunnel to the Fields Point Wastewater Treatment Facility (FPWWTF). The pumps are to be housed in a 35.6 m × 18.6 m ×20.7 m (117 ft × 61 ft × 68 ft), 91.4 m (300 ft) deep cavern excavated in a complex meta-sedimentary rock of the Rhode Island Formation, and connected to the surface by 9.7 m (32 ft) and 3.4 m (11 ft) diameter shafts. Factors which influenced selection of the size, configuration and location of facilities included the preferred arrangement of pumps, critical aspects of site geology, and estimated cost. Technical and value engineering reviews also affected the final design. Following Notice to Proceed (NTP), concerns were raised by the contractor regarding constructability and design. Additional geotechnical investigation and independent engineering review were employed to validate the design assumptions. The cavern was successfully excavated and sup-ported in rock, completed on schedule and within budget in 2005. In 1992 the NBC retained Louis Berger Group (LBG) as Program Manager (PM) for the CSO Abatement Program. LBG thereafter formed a design team including: Jacobs Engineering Group(JEG) as the designer for underground structures and near surface collection facilities; Black and Veatch(B&V) to design the pumping system and associated facilities; Haley and Aldrich (H&A) to oversee the geotechnical program; and Malcolm Pirnie to design the system-wide instrumentation and control system. Construction management, resident engineering, and inspection services were provided by the joint venture Gilbane/Jacobs Associates (G/J).

The US economy continued to grow steadily in 1988, reaching an annual rate of $5 trillion in the last quarter (US trillion = 1012). The value of domestically processed mineral-based materi¬als rose 20% to $300 billion (US billion 109). The value of metals produced from US ores rose 40% to more than $10 billion, industrial minerals rose 6%' to $20 billion, and recycled scrap more than doubled to $10 billion. Increasing economic activity stimulated metal prices. Yearly lows and highs were 95 cents and $1.68 for copper, 52 cents, and $1.30 for aluminum, 34 cents and 42 cents for lead, and 43 cents and 75 cents for zinc. A number of mining and metal companies experienced significantly increased profitability. Consumer demand strongly affects mining because the US economy is relatively saturated with long-lived products. Consumer, mortgage, and Federal debt continued to rise. About 246 million US citizens already possess 170 million licensed motor vehicles and 100 million dwelling units. New car production remained at the 1987 level of 7.1 million units. Truck and bus production, however, rose 7% to 4.1 million units. New housing starts fell 7% to 1.5 million units. Imports supplied a significant proportion of total US consumption of several important mineral materials. By year-end, imports of crude and refined petroleum exceeded domestic crude oil production. Such imports cost $42 billion. Imports of nonfuel mineral-based materials were valued at $44 billion and exports at $35 billion. The US and Canada-the world's two largest trading partners-consummated a historic free trade agreement. In February, President Reagan transferred responsibility for stockpiling strategic and critical materials to the Secretary of Defense. And, in July, the GSA group that bought, stored, rotated, and sold stockpiled materials was transferred to the Defense Department's Defense Logistics Agency. Concern about apartheid in South Africa continued, resulting in increasing attention to chromium, manganese, platinum-group metals, cobalt, vanadium, and gold. The Defense Production Act, authorizing priorities and allocations, supply expansions, voluntary agreements, and the National Defense Executive Reserve, was amended to include provisions for averting harm to national security from foreign takeovers. The DPAct, in effect through September 1989, is now up for further extension. Under the Act, the US Bureau of Mines maintains the Emergency Minerals Administration. During the year, consultations were held with Canada to strengthen the North American Defense Industrial Base. Coal production, 60% from open pits, rose 5% to 870 Mt (960 million st). Nearly four-fifths was burned to generate 57% of US electricity. Exports included 56 Mt (62 million st) of metallur- gical coal and 29 Mt (32 million st) of steam coal, with a total value of $4 billion. Domestic petroleum produc¬tion fell 2% to 574 hm3 (3.6 billion bbl). Uranium mining, including recovery from phosphates, was unchanged at 5.9 kt (6500 st). Nonfuel minerals Major metals Raw steel production-a major con¬sumer of many minerals-rose 14% to 92 Mt (102 million st). Domestic iron ore production rose 25% to 59 Mt (65 million st), about 96% pelletized. Net imports rose 37% to 16 Mt (18 million st). Raw steelmaking capacity of 102 Mt (112 million st) was unchanged. Voluntary Restraint Agreements with 21 steel exporting nations limited im¬port penetration to about 20% of the domestic market. Climax Molybdenum Company’s Henderson Mine is a large panel caving molybdenum mine located about 43 miles west of Denver, Colorado. Three Joy M120-72-880 fans are installed in parallel on the No. 1 exhaust shaft. Throughout the mine’s history, ventilation changes such as the completion of the No. 5 exhaust shaft have decreased the utilization of these fans. To optimize fan performance they have been run with the full complement of 16 blades, down to as few as four blades. Since the completion of ventilation upgrades associated with the Henderson 2000 project, one surface fan has been operated under normal conditions with 10 or 12 blades. With the completion of a new network model of the Henderson ventilation system, a tool was built to develop fan curves for possible future fan configurations and predict future fan performance. This paper describes the tool and its use at Henderson.

Introduction Stainless steel has by tradition been a common construction material for hydrometallurgy processes and the most common grades can be found amongst the ASTM 300-series, i.e. austenitic grades of type 304L, 316L and 317L. However, there are a number of new grades available today, which imply more cost effective solutions for those designing plants where good resistance to acids, containing the desired metal ions, often contaminated with chlorides and other halides, is the key issue. There are austenitic-ferritic or duplex grades having the same or even better corrosion resistance than the austenitic grades and approximately twice the strength, which enables design in thinner gauges, which in turn implies less weight and less cost. They have also excellent engineering properties, enabling fabrication of process equipment, machinery and different types of tanks. On top of that, they contain less nickel and molybdenum than their austenitic counterparts, which implies not only lower cost for alloying elements, but also a more stable price when considering the price fluctuations for these alloying elements during the last years. This paper describes briefly the family of duplex stainless steel and it presents a number of relevant corrosion tests where duplex grades have been compared with austenitic grades. The results have in several cases been verified by in-plant exposures in zinc and copper production plants. It also describes applications and experience of duplex grades within a variety of hydrometallurgy plants. Installations of highly alloyed austenitic grades will be described as well. The corrosion tests and service experience reported cover hydrometallurgical processes based on sulphuric acid.
