"INTRODUCTIONThe shales of the Greater Toronto Area (GTA) have been known to experience time-dependent deformations (TDD); those initiated by excavation-induced stress relief which progress with time as a function of rock porewater salinity, access to freshwater (or air) of lower salinity, clay and calcite content, and the buildup of swelling pressures within the rock mass. These deformations can induce long-term pressures on shaft walls and tunnel linings, especially if the permanent works are constructed soon after excavation, with very little time delay. This paper presents measurements of time dependent deformation of recent shaft and tunnel projects constructed in the GTA, and draws conclusions regarding the main influences on the TDD. The key input parameters for the numerical predictive model are critically assessed. Projects which are discussed include the Billy Bishop Airport Pedestrian Tunnel, Hydro One Midtown Tunnel and Hanlan Feedermain (Contract 3).MECHANISM OF TIME DEPENDENT DEFORMATIONExplanation of MechanismThe Georgian Bay Shale unit consists of typically moderately weathered to fresh, grey to dark grey, fine to very fine grained fissile shale interbedded with slightly weathered to fresh grey, fine grained calcareous siltstone and limestone interbeds. There are two distinctive features of the shale in the Greater Toronto Area (GTA). One is a high horizontal stress regime, and the second is long-term time dependent swelling behavior which develops when the following factors occur (Lo and Micic, 2010):• Stress relief of the rock mass• Outward salt concentration gradient from pore fluid of the rock to the ambient fluid• Availability of fresh waterThe swelling is a consequence of the reduction in confined stress in the rock which occurs upon excavation in combination with a differential gradient in salinity between the saline rock porewater and freshwater or even humid air. Osmotic and diffusive processes result in a decrease in the salinity of the rock porewater achieved by an overall increase in the water content, resulting in volumetric expansion of the shale rock over time. The environmental and economic problem created by pyrite in coal are well documented. The removal of pyritic sulfur prior to, or during, utilization has been the object of considerable research, however, much of this research has proceeded without a proper knowledge of the microscopic occurrences of pyrite in coal. This paper investigates the forms, occurrences, and variations in the distribution of pyrite in major West Virginia coal scan. Twenty-nine samples from twenty-two major west Virginia coal scans were selected for this study (see Table I). The samples were selected so as to be representative of the major coal producing areas of the state. All samples, except five, were collected at active surface mines, as indicated in Table I, and all except one were channel samples. The time interval between sampling and preparation of polished microblocks varied from two months to two years, though most were prepared within three months of collection. Grinding, screen¬ing, and riffling of samples to obtain 250 grams of -20 mesh coal for microscopic analysis strictly followed ASTM procedure D2013-72.

Underground mining operations are sensitive to price fluctuations because they usually perform with a narrow profit margin compared to open-pit mining. Furthermore, the economic evaluations regarding operation are based on estimated or simulated grades rather than actual values. These bring a high degree of uncertainty to the viability of an operation. Hence, mine planning that accounts for uncertainty is crucial for underground mining operations. As an underground mining technique, sublevel stoping has geotechnical, curing time, seismicity, cost minimization, and production requirements. A new mixedinteger linear program is proposed that considers the uncertainty associated with net present value using chance-constrained programming. The net present value (NPV) maximization objective is transformed into a multi-objective maximization problem where one objective is to maximize the mean NPV, and the other objective is to maximize the negative standard deviation multiplied by a scalar called risk or reliability level. The balance between the two objectives was maintained by this scalar and was selected based on the reliability level of the project. A case study was conducted with varying reliability levels, and sequences were generated. It was shown that the expected net present value increased at higher reliability levels, and the overall value of the objective function decreased as the reliability level increased. In other words, the variance component penalized the value of the objective function. Moreover, it was observed from the case study that at lower reliability levels, stope grade order bears similarity to the extraction order.

The unit-train concept of moving raw materials .is considered by many railroad men as the most signifigant contribution to reducing rail freight costs since the introduction of the diesel locomotive. The idea, which involves assigning railroad equipment to only one haul and keeping the equipment rolling results in the maximum utilization of equipment. For example before the unit train was plaged in servige on coal hauled to one of Mid. Continent's customers, about 900 cars and 9 locomotives were needed to move the coal requirements for this plant, compared with. 250 cars and 6 locomotives used by the present scheduling of unit trains. If the economics of unit-train movements are to be achieved, coal companies no longer can use railroad cars as small storage bins on wheels to accumulate their coal in trainload shipments, but, rather, must build large bins which incorporate facilities for the rapid loading of railroad cars in a minimum length of time. In this manner railroad equipment is operated at a high degree of efficiency 'with consequent dollar savings. After negotiations between Mid-Continent, the customers and the Railroad, it was decided a unit train loadout and storage facility at Carbondale was required in order to reduce the delivered price of coal to the customers and thereby contribute to the reduction in the cost of manufacturing steel. Carbondale was selected as the bin site location, because the cost of constructing a railroad to Redstone could not be justified for the tonnages anticipated.

As development in underground coal mines progresses away from the critical components of the ventilation system, including the main fans and ventilation shafts, resistance within the system is markedly increased. This results in higher pressure and flow requirements from the main fan(s) to maintain adequate face ventilation. Upgrades to the primary ventilation system are often required. The use of booster fans underground is a potentially practical alternative to the addition of shafts and surface fans. This study presents simulations of the use of booster fans in two underground ventilation scenarios, one longwall and one room-and-pillar. The booster fan effects on the power requirements of the ventilation systems are evaluated.

Over the last fifty years, the treatment of enargite concentrates has not received much attention, primarily because of the availability of other clean concentrates suitable for processing with existing smelting and/or leaching technologies. As traditional copper ores have become scarcer, copper-arsenic ore deposits have garnered more interest. Arsenic release is a significant concern during the treatment of enargite concentrates by pyro or hydrometallurgical methods. Enargite is also very refractive in standard leaching procedures. Thus, economical treatment options for enargite concentrates are needed. Preliminary experiments have shown that the acid bake-leach process could be adapted and used for the treatment of enargite concentrates. In this study, low-temperature (100-400º C) sulfuric acid baking of an enargite concentrate followed by water leaching has been evaluated. The results indicate the thermal transformation of enargite to copper sulfate happens during sulfuric acid baking, with most of the arsenic being released from the concentrate into the gas phase when baking at 400º C. The condition for maximum copper extraction (~100%) from the concentrate was found to be 400º C, a sulfuric acid concentration of 0.5 mL/g and two hours baking time. Part of the arsenic was captured in the form of arsenopyrite (FeAsS). X-ray diffraction (XRD) analysis proved the presence of some arsenic in the form of claudetite (As2O3) in the baked concentrate. Acid baking of pure enargite behaved in a similar fashion.

It seems to be a matter of general understnading that title extraction or use of ground water may not be used as the basis of a depletion deduction under the United States Revenue Code And indeed, I have been unable to find any precedent upon which to base such a deduction. It is for this reason that the Shurbet case, which is the subject of my discussion and is now before the Court, may well become a precedent as authority for the allowance or disallowance of a depletion deduction for income purposes. It is well known that the law recognized that capital is consumed in the process of extracting minerals, oil and has, other natural deposits, and timber (underscoring supplied). This exhaustion, or depletion, is likened to the using up of raw materials in manufacturing. The law, therefore, provides a deduction for depletion which is intended as compensation for the exhaustion of assets consumed in the production of income through severance of minerals, oil and gas, other natural deposits, and timber.

Coal production in the United States in 2010 increased to a level of 960 Mt (1,085.3 million st), according to preliminary data from the U.S. Energy Information Administration (EIA), an increase of 1 percent, or 9.43 Mt (10.4 million st) above the 2009 level of 975 Mt (1,074.9 million st) (Table 1). In 2010, U.S. coal consumption increased in all sectors except commercial and institutional, while total coal stocks fell slightly for the year. Coal consumption in the electric power sector in 2010 was higher by 4.5 percent, while coking coal consumption increased by 37.9 percent and the other industrial sector increased by 7.1 percent. The commercial and institutional sector, which prior to 2008 had been called the ?residential and commercial? sector and is the smallest of all the coal-consuming sectors, declined by 3.1 percent in 2010. (Note: All percentage change calculations are done at the short tons level.) U.S. coal exports increased from the 2009 levels due mostly to higher demand for metallurgical coal, while coal imports decreased for a third year in a row. The increase in coal consumption for electric generation during the year was the consequence of improving domestic economic conditions further bolstered by a cold winter and warm summer in important coal-consuming regions. Preliminary data show that total generation in the electric power sector (electric utilities and independent power producers, including useful thermal output) in the U.S. increased in 2010 by 4.2 percent. Coal-based generation also increased, resulting in a 38-Mt (42-million st) increase in coal consumed in the electric power sector. Coal use in all the sectors other than the electric power sector increased by 13.9 percent to a level of 65.9 Mt (72.7 million st).

Significant economic benefits can result when rock mechanics is applied within a practical framework and integrated within the other engineering functions of the mine organization. This requires management support and understanding of rock mechanics as a practical tool to help attain high standards of safety, productivity and resource recovery. For such an approach, a long-term geotechnical program is needed in most operations to build an adequate data base and to ensure that design and ground control issues are handled in a cost-effective manner. This paper presents a summary of four case studies where significant economic benefits were realized with the help of rock mechanics. Although cost savings were not computed, the economic benefits are obvious and clearly impacted the mine operations favorably.

"The development of mining safety and health management as a recognized profession has been long in coming. Over the last 150 years, the mining industry has evolved from having individuals randomly involved in safety related work with no specific responsibilities or qualifications, on to the designation of individuals responsible for safety, regardless of knowledge, qualifications and experience and finally to today’s expectation that virtually every mine and mining company has designated individuals operating as safety and health professionals. Further, with the complexity, risk potential and moral expectations surrounding safety, people who address mine safety and health management are justifiably expected to function in a professional capacity including:1. Rendering a specialized service based on advanced knowledge and skill.2. Maintaining a high degree of obligation to those most affected by mine safety outcomes.3. Bound by an ethical code in working with the public, employers and miners.4. Maintaining confidentiality with an employer or client. This historical change parallels thedevelopment of other professions, e.g., attorneys, engineers, physicians, etc., with the exception that those professions require a license granted by a governmental agency, which is justified on the basis of public protection, in order to practice. Likewise, decisions made by today’s mine safety and health professionals, both directly and in association with other managers, clearly have a significant impact on the life and welfare of miners throughout the world.CertificationIn light of this, there is growing need to improve standards of competency and professionalism for those who work in mine safety and health management. An effective mechanism to accomplish this, other than licensure, is the use of accredited professional certification programs. There are many professional certification programs for safety and health throughout the world (Hale & Harvey, 2012). However, there is only one certification specific to mining —the Certified Mine Safety Professional (CMSP). The International Academy of Mine Safety and Health (ISMSH-SME) was formed with the purpose of developing and managing mining safety and health certification programs for the Society for Mining, Metallurgy and Exploration (SME). In 2016, following the discontinuation of the International Society of Mine Safety Professionals (ISMSP), which developed the Certified Mine Safety Professional (CMSP) credential in the 1990s, the IAMSH-SME began the process of updating and relaunching the CMSP program. Among other work required to gain third-party accreditation both domestically and internationally, the IAMSH-SME has developed a new Body of Knowledge associated with mine safety and health management (Table 1)."

Trona ore at the Westvaco mine of FMC Corporation has been obtained by room- and-pillar methods since the mine began operation. The flat-lying, 10-foot bed of trona, Na2CO3 NaHCO3 2H2O, is covered by 1500 feet of weak shale and sandstone. Extraction of pillars on the retreat quite often throws large amounts of weight onto development workings. Weak shales in the roof and floor fail rapidly and the mine ribs slough to such an extent that mining often becomes very difficult. When this occurs efficiency goes down, costs go up, and the risk to men and machinery increases greatly. Difficult mining conditions in the early 60's forced a re-evaluation of all presently known mining techniques in bedded deposits. Many room-and-pillar mining plans' were compared with the system in use at that time, but none of them offered a better solution to the roof control problem. Longwall techniques were seriously considered, but machinery was not available that would cut the hard trona seam and still maintain the productivity obtained from room-and-pillar sections. Roof cones troy in the longwall methods appeared to be more satisfactory than that found in room-and--pillar techniques. It was therefore felt that a new technique using the longwall principle and based on rock mechanics should be tried rather than previously known pillaring methods.

The 30th annual American Mining Hall of Fame Awards Banquet and Fundraiser sponsored by the Mining Foundation of the Southwest (MFSW) will be held at the JW Marriott Star Pass Resort, Tucson, AZ on Saturday, Dec. 1, 2012. Each year, one living inductee, two recipients of Medals of Merit and up to five honorees from mining history are chosen by the MFSW for their outstanding contributions to the mining industry. Gregory H. Boyce will be the guest of honor, featured speaker and inductee into the American Mining Hall of Fame. Boyce, chairman and chief executive office of Peabody Energy, is being honored for his leadership in the coal industry.

The U.S. Bureau of Mines has conducted investigations on extracting phosphate values from wastes generated during the mining and beneficiation of phosphate matrix. These wastes may contain up to one third of the phosphate originally present in untreated ore. Samples of wastes were air-dried and leached using 93 pct sulfuric acid in the presence of methanol. Evidence for the formation of a calcium sulfate hemihydrate coating that hinders complete dissolution of phosphate is presented. Solid-liquid separations were enhanced when flocculation was effected using poly(ethylene oxide) (PEO) in conjunction with hydroxypropyl cellulose (HPC) or hydroxyethyl cellulose (HEC. A conceptual flowsheet for a proposed process using an acid-alcohol leaching technique is presented.

Mechanical raise and tunnel boring are new techniques to most of the mining industry. Coal, salt and potash have been bored economically, but until recently boring machines were not designed specifically for rock boring in underground mining. The construction industry has led the field of rock boring since 1854 when the first tunnel boring machines built by James S. Robbins and Associates went to work at Oahe Dam, South Dakota. Since that time the company has built boring machines for tunneling through ground conditions varying from cohesionless soil to hard rock, and in diameters ranging from 7 feet to 36 feet 8 inches. It is natural that the construction industry got the jump on mining with the use of mechanical rock boring equipment. Mines have looked for the long range answer to problems of underground excavation and they have chosen proved and established techniques they expect to employ for the next ten or twenty years. The mine development was laid out to accommodate these techniques.

SOLUTION MINING Solution mining techniques present a means of extracting soluble ores, particularly such materials as salt and potash, from horizons which are not accessible by conventional mining. In the process of dissolving materials, it is evident that solution may be complete or partial. In general, the solution mining operations described in the following section relate to complete solution of the desired compound. Even though the solution of material is complete, there may be instances in which insoluble material is present to a large extent either as granular separated particles or as insoluble layers. The process required for obtaining the desired product involves access wells to reach the deposits, sufficient water supply to yield the production goals, and the development of an underground cavity. The process of solution mining, therefore, depends to a great extent on three factors: availability of a relatively pure strata or formation of salt or potash to be mined, access well or wells, and adequate control of the solutioning process so that enlargement of underground cavities can be fairly well delineated. Since halites represent the most general ores mined by this procedure, the considerations which follow are based primarily on the production of sodium or potassium chloride. The producing formations may be in the form of bedded evc~porites wherein the salt member may be some 30 to 500 ft thick or from salt domes in which great depths of salt occur. Solution mining has been carried out to depths of nearly 10,000 ft. The recovery of saturated brine from wells drilled to effect the solution-mining process leads to further processing. In many instances, the procedures are relatively simple and involve simple recrystallieation or fractional crystallieation, while in others more complex flow systems are required before a final product is obtained. The intent of this section is to provide information relative to the basic procedures for obtaining materials which are soluble in water and to acquaint the engineer with the various aspects of the overall problem which in many instances, may become quite complex and present numerous difficulties. The storage of fluids, particularly hydrocarbons, underground has proven to be a very important part of industry operations. Cavities formed in salt provide excellent storage facilities. The formation of well-defined controlled configurations of such cavities has been possible because of better understanding of the solution process, wide experience gained over nearly 30 yr, and improved technology in drilling and completing wells, surveying caverns, and the operation of numerous types of systems. Solution mining techniques will improve in the future. Many facets of the simple operation of pumping solvents and extracting valuable minerals require further study. Developments undoubtedly will occur to further the processes of mining by solution. In addition to those whose names appear in connection with the individual subjections which follow, a major role in assembling and processing the material in this section was played by Dr. D. A. The 25th Peruvian Mining Convention (Convención de Ingeneieros de-Minas del Perú) was held Sept. 10-14, 2001, in Arequipa, Peru. The biennual meeting, sponsored by the Peruvian Institute of Mining Engineers (Instituto de Ingeneiros de Minas del Peru), is designed to showcase the Peruvian mining industry and to ?promote progress in the national mining sector.? The convention consisted of technical sessions, forums, field trips and social activities. The technical sessions featured 80 papers selected from more than 200 papers submitted. The well-organized 2001 meeting was held at the Tecsup Institute of Technology of Arequipa. The meeting was held in conjunction with Exposición Technologica Minera (Extemin), a mining trade exhibition. The2001 Extemin had representatives from more than 400 companies in attendance. In addition to the many Peruvian companies present, the trade exhibition featured pavilions representing the United States, Canada, Germany, Australia and Chile. Registration at the 2001 meeting was about 3,300, a conference record. The theme for the 2001 meeting was Mining: Society and Development. Mario Brescia was chairman of the organizing committee. He said in his opening remarks that ?this year?s meeting seeks to emphasize the commitment on the part of the [mining] companies to treat our natural resources responsibly, controlling any adverse impacts and giving priority to group benefits.? Consistent with this theme, many of the technical papers stressed environmental and social responsibility. Many successful examples of environ-mental and social responsibility on the part of the mining industry were presented in the technical sessions.

Hecla?s Lucky Friday Mine is a deep, underground producer of silver, lead and zinc in the Coeur d?Alene mining district of northern Idaho. Main access into, and production from, the mine is via the Silver Shaft, a 5.5-m (18-ft) diameter, concrete lined shaft sunk by J.S. Redpath to an original depth of 1,890 m (6,200 ft) in the early 1980s. The shaft is divided into four compartments (Fig. 1), with sets made of 225 mm x 175 mm (9 in. x 7 in.) hollow structural section (HSS) steel buntons and 150-mm x 150-mm (6-in. x 6-in.) HSS dividers spaced every 4.5 m (15 ft) down the length of the shaft. Two skip compartments on the east side of the shaft are equipped with 125-mm x 150-mm (5-in. x 6-in.) HSS steel guides and 9-t (10-st) skips with three deck trailer cages for men and materials. The west side of the shaft is divided into a manway, and a fourth compartment that was originally designed for a service cage. Shaft services consist of a 250-mm (10-in.) a compressed air line and 150-mm (6-in.) sandfill line along the south side of the shaft, and 250-mm (10-in.) discharge (gray) water and 150 mm (6 in.) fresh water lines on the north wall. The mine?s primary 13.8 kV power lines, as well as communication lines are located on the west wall of the shaft. The production hoist is a 3.7-m (12-ft) diameter, double drum, double clutch, 2,238 kW (3,000 hp), direct current unit equipped, at the time, with thyristor drives. The 30-year-old drives would prove to be problematic during the rehabilitation project, leading to an upgrade to modern ABB drives later in the project, after the shaft rehabilitation was complete. The shaft had been subjected to the typical wear and tear of 30 years of operation, including intermittent sandfill and muck spills, and, in the lower areas, some corrosion. During those 30 years, the west compartment, originally designed for the service cage, could only be accessed from a work deck on top of the skips or from the manway.

The Rio Blanco Oil Shale Company completed a modified in situ oil shale retorting demonstration at its Tract C-a Lease in the Piceance Creek Basin of northwestern Colorado during the spring of 1982. This demonstration was the first MIS project with shafts rather than adits for access to the mining operation, and it involved several potential hazards which required that particular attention be paid to mine ventilation. Methane was first encountered during shaft sinking and ultimately resulted in the mine being classified gassy by MSHA. Secondly, we encountered hydrogen sulfide in association with the ground water, and this proved to be a more persistent problem than did the methane. Thirdly, in order to burn the underground retorts, it was necessary to provide for potential leakage of retort gases and to obtain a modification to the MSHA standard which forbids fires under- ground. This modification had a significant effect on the ultimate ventilation procedures at Tract C-a. An extensive under- ground air monitoring program was included in the ventilation system.

Some 30 years ago Stevenson (1940) underscored the fact that most of the world's molybdenite production came from the Cordillera that comprise the western part of North America, and that the northern extension of the Cordillera into British Columbia is not essentially dissimilar to the United States section. Therefore, in view of the successful development of molybdenite resources in the United States, he concluded that prospecting in the Canadian section f the Cordillera should be encouraged. However, as recently as seven years ago Schneider (1963) remarks that no large economic deposits have been brought into production in British Columbia, although one important property was being evaluated. World production f molybdenum ore was sporadic until 1900. Among the very early producing areas in North America were Arizona and New Mexico in the United States. World War I provided the stimulus that brought the Climax deposit into production, and in 1920 Questa, New Mexico followed, although the ore came from fissure vein deposits at that time. In the early part f this century high grade deposits in various parts f the world containing 5-20 percent MoS2 were exploited. In Canada most production during World War I came from Quebec and Ontario. With the build-up of world tension and the inception f hostilities in 1939, British demand was satisfied by United States producers (Schneider, 1963).

Classification of rock and coal is one preliminary problem for fully automated or intelligent mining. It assists in automated rib stability analysis and enables the shearer to adjust the drums without human intervention. This paper studies the classification of rock from coal on rib images using machine learning techniques. A database of rock and coal images was created by filtering photographs taken by NIOSH researchers during site visits. Machine learning was conducted on patches, smaller images randomly extracted from each rock or coal image. After training, the classifier was validated with the testing dataset and achieved an accuracy score of 0.9.
