The imposition of non-market regulations, such as the proposed SO2 standards for coal combustion, will typically lead to less efficient (thus more costly) production in a free enterprise system. For the coal industry these increased costs will occur in several ways, among which are mining less accessible low sulfur reserves and transporting low sulfur coal to distant markets. There are, of course, social benefits of reducing the S02 emissions from the use of high sulfur coal. The social benefits include decreased health risks, reduced damages to property, and certain unmeasurable benefits associated with the aesthetic appeal of clean air. Proponents of Federal S02 standards argue that the benefits gained from reduced emissions will exceed the costs borne by the coal industry and society in general in meeting the regulations. The purpose of this paper is to investigate the degree to which costs of meeting future energy demands from coal will change under different sulfur standards. No attempt is made to estimate the benefits of imposing regulations. Specifically, the impact of SO2 standards on the private costs of meeting regional coal demands, the competitive positions of the nation's major coal producing regions, the degree to which strip mining as opposed to underground mining will be feasible, the amount of coal being processed, and the amount of coal transported over major rail routes will be analyzed.

It is unlikely that improvement in truck efficiency and capacity can fully offset the effects of inflation, fuel cost/shortages, and increasing haul distances as in the past. Therefore, investigations of haulage systems less sensitive to these problems are warranted. Thus, this Bureau of Mines contract research study on alternative continuous haulage systems was prepared. This study identifies the physical, economic, and technological parameters in the application of continuous haulage systems with special attention to under pit slope conveyors and skip hoisting systems. The evaluation data were gathered from extensive literature searches, European/North American mine visits, and industry comments. The study concludes that continuous underground haulage is a viable method within the proper geometric configurations.

As part of ongoing deep-ocean mining research, hydraulic transport systems as well as status of deep-ocean mining systems are reviewed in the aspects of manganese nodules and crusts from 8006,000-m depth. The emphasis of the investigation of hydraulic transport is placed on the shape effect of particles on the pressure gradients and flowrates. Series of tests are being conducted to study the lift characteristics of a 2-phasevertically upward hydraulic transport of 2 types of small solid particles in a PVC pipe of 1-in (2.54 cm) diameter: irregular-shaped silica sands and equivalent spherical glass beads. Pressure drops and mass as well asvolumetric flow rates were measured by electromagnetic(EM) flowmeter and mass flowmeter. The particle sizes used are 8-10 mesh. The results in turbulent flow range of 101045Re show that pressure gradients or friction factors are smaller for the spherical beads than the sands. The larger the concentration of the particles are, the larger the pressure gradients become. The larger the particle concentration is, the less the effect of particle shape on pressure gradients becomes. The shape effect is greater for the minimum particle transport velocities than for the settling velocities.

Carbonaceous gold ores containing gold dispersed in sulfides are refractory to cyanidation because: ( 1) the carbonaceous materials adsorb gold during cyanidation; (2) a portion of the gold is so finely dispersed in the sulfide mineral lattice as to preclude contact with cyanide solution; and (3) a portion of the gold is chemically combined with carbonaceous material. Techniques which have been used to treat these ores are: (1) roasting or chemical oxidation to decompose sulfides and carbonaceous materials; (2) flotation to reject carbon; (3) the use of kerosene or other reagents to passivate the adsorptive carbon compounds; (4) carbon or resin in pulp; (5) flotation of a bulk concentrate which is treated by one of the above methods; and (6) the use of chelating agents which have a stronger affinity for gold than the activated carbon in the ore.

Section 15 covers a loose collection of topics that involve water in some way. The chapters in this section include Dredge and Placer Mining (Chapter 15.1), Solution Mining: Surface Techniques (Chapter 15.2), and Solution Mining: In Situ Techniques (Chapter 15.3). The dredge and placer systems involve water in several forms. The segment on hydraulicking or hydrosluicing discusses the use of monitors to direct high-pressure water jets to move material. As such, this represents an alternative to mechanical breakage, loading, and hauling. This chapter also covers placer mining (except dry placering) where the water provides the medium that promotes the separation of minerals based on their density and other settling characteristics. Thus placer mining is generally limited to concentration of gold, tin ore, diamonds, and other heavy minerals that are already liberated and are contained in a less dense matrix. The third topic, straight forward dredging, as in sand and gravel operations, involves water only in an incidental way. Here water simply covers the minerals of interest. Thus the dredging system need only lift a payload from the submerged location to the surface for further processing or handling

It is estimated that through 1975, there were 1.69x109 m2 (418 000 acres) of urban land threatened by potential subsidence due to mining with a value of over $12 billion (19;3 dollars; USBM, 1979). With increased coal production to meet the energy needs of the nation, both these figures may be expected to increase. Hence greater attention to controlling surface damage due to subsidence is merited. In fact, the Surface `lining Control and Reclamation Act of 1977 (SMCRA) (Public Law 95-87) mandates that underground coal mining operators "adopt measures consistent with known technology in order to prevent subsidence causing material damage to the extent technologically and economically feasible, maximize mine stability, and maintain the value and reasonably foreseeable use of such surface lands, ..." The term "subsidence," as used in this paper, implies the total phenomenon of surface effects associated with the mining of minerals, and not only vertical displacement of the surface as is sometimes inferred in the literature.

The high speed conveyor type self unloading bulk carrier concept has been around for about 70 years. Although the design was developed, refined and steadily improved in the Great Lakes, to date limited numbers of such vessels have emerged in the bulk ocean trades, and these have tended to concentrate within specific mineral trades. For example, North American gypsum companies have embraced conveyor self unloaders to the point where such vessels almost exclusively carry the gypsum requirements of this part of the world. One major aluminum company has developed an impressive fleet capability in self unloaders. Application of other ships tends to be fragmented through several mineral trades. A few years ago a new phenomonen began to appear on the Great Lakes. Whereas it had historically been accepted in that region that self unloaders were effective vessels for the minor bulk trades including limestone, coal, salt, gravel and sand; they had seldom been employed heavily in the big volume iron ore trades. Suddenly, however, the new generation of 60,000 ton Lakers which emerged were all designed as high speed self unloaders. The new vessels intended to trade especially in ore, or alternatively especially in coal, have somewhat different internal features, but the important point is that all are self unloaders.

In the sintering of iron ores, the partial substitution of anthracite coal for coke breeze has been considered to be an effective way of reducing emissions and improvement in sintering properties. In the present study, the combustion characteristics of the anthracite coal and coke breeze were investigated and its influence on product sinter quality and sinter flue gases is being monitored. Pot trials are carried out with different coke breeze ratios, 0%, 40%, 50%, 60%, and 100%. It is found that as the percentage of anthracite coal is increased from 0 to 100%, the sintering time decreased from 24 to 20 min, and the productivity increased from 2.25 to 2.60 t/h/m2. Up to 60% anthracite coal substitution Tumbler index (+ 6.3 mm%), Product yield (+ 5 mm%), and fines generation (− 5 mm%) is found 62.29%, 85.17%, and 15.33%; moreover, hematite ( Fe2O3), magnetite ( Fe3O4), calcium ferrite phases ( CaFe2O4, CaFe3O5), and Silico ferrite of calcium and aluminum (SFCA) are major mineral phases found during microstructural analysis of product sinter. In modern iron pelletizing plants fuel consumption has been optimized to such an extent that only minor savings can be expected in the future. Inspite of this fact, different process parameters were studied with a mathematical model and firing tests. The influence on fuel consumption and productivity was established. Furthermore, the adoption of simplified firing patterns was investigated, in particular for coal firing. In view of high costs of oil and natural gas, only substitution of these fuels by coal can substantially reduce production costs. In existing plants partial replacement of oil and gas can be achieved by addition of coal to the iron ore feed and by firing the pellets with pulverized coal. Two systems have been developed for the Lurgi- Dravo travelling grate process which enables coal to completely replace oil or gas. This paper describes in the first part the potentials for fuel savings available in the Lurgi-Dravo process. In the second part, different techniques for the use of coal as fuel in iron or pelletizing plants and in particular the recently developed Lurgi Multistage Coal Injection and Combustion Process (LMC) are discussed. Combined with the LMC process, a wide variety of iron ores and coals - also with high ash contents - can be used in the Lurgi-Dravo travelling grate process.

Management of mine and tailings reclamation activities by surface mining oil sands operations in Alberta, Canada is experiencing increased national and international attention. Of particular concern is the ability of existing mines to execute and fund reclamation activities. Concern stems from a lack of demonstrated tailings reclamation technologies, perceptions of a poor track-record of reclamation activity by industry, and a lack of transparency with respect to the potential cost of reclamation activities relative to the monies secured in Alberta?s Environmental Protection Security Fund (EPSF). Limited information is publicly available regarding reclamation costs and technologies. Available data typically comes from disparate sources. This paper examines the expected costs of oil sands reclamation activities through a study of corporate Asset Retirement Obligation (ARO) liabilities, the Province of Alberta?sEPSF, and published data relating to reclamation costs.Issues relating to current liability funding are introduced.

Sunshine Mining Co.'s Kellogg operation is the primary silver producer in the US. Maintaining a comfortable working environment in this deep underground mine historically has been a complex and costly problem. To improve the ventilation and cooling systems at a time of declining and un-certain silver markets, it was proposed to optimize the performance of existing facilities at minimum cost. This paper discusses a two-year, $400,000 optimization program that resulted in increased total mine airflow, cooler ambient temperatures, reduced compressed air usage, and lower energy consumption by primary fans, air compressors, and refrigeration plants. This saved the company about $650,000 per year.

The evaluation of industrial minerals deposits for investment decision making follows the same basic principles that apply to metallic deposits. For example, the quantity and quality of the mineral occurrence is assessed, engineering/economic feasibility studies are performed for various production scenarios, project evaluation criteria are calculated for each alternative, and finally, an investment decision is made. A more specific evaluation-related example of commonality between metallic and nonmetallic deposit assessment relates to the various parameters which impact project feasibility studies. There exists a suite of pertinent factors which must be considered, studied, and analyzed when evaluating any mining property. Table 1 is an outline of some, but certainly not all, of the various factors which should be considered when preparing feasibility studies on mining properties. Most analysts agree that all the factors listed in Table 1 should be assessed to some degree in at least one of the feasibility studies prepared during the property's evaluation period.

The productivity in coal mines, measured in terns of the output per manshift depends largely on the efficiency and speed of men and materials transport between working faces and the surface. The mechanization of coal winning and material handling processes has led to a great rise in the mine productivity (1). Early applications of power in U. S. coal mines were mainly electrical. The excellent traction available with the DC motor and the ease of the distribution of the DC power have made trolley wire installations for haulage very popular. In shallow mines with very limited emissions of methane it did not constitute a major hazard but as mine depths increased and corresponding emissions of methane also increased fire and methane ignition hazards have become very serious. Conveyors have proved economic where intense mechanization of coal faces generates a large output of coal from a single face, but the fire and respirable dust hazard associated with them are no less serious. Recognizing these shortcomings, the Federal Coal Mine Health and Safety Act of 1969 laid down numerous provisions for the safe use of trolley-wire haulage and conveyors (2) which generally improve safety but in some cases complicate mining operations and have decreased productivity significantly since 1969. In course of time as coal mines become deeper and hence gassier and as the emphasis on safety increases it would be inconceivable to use trolley-wire haulage under ground as already witnessed in several other countries with deep coal mines. With rising capital investments and cost of the protection against fire and respirable dust, the use of conveyors may also have to be limited to special areas, e.g. main entries. Indeed, there are only two alternatives available, namely; (1) Degasify the coal seams prior to mining and use conventional electrical power, or (2) Develop alternate sources of power which would be safer and yet efficient and cheap.

The equations of heat conduction are numerically solved for two kinds of artificial freezing- mechanical freezing and liquid nitrogen freezing. A two dimensional finite difference model simulating the freezing field is developed. The procedure introduces a way to simulate the effect of latent heat released when water transforms from liquid to solid. The procedure also produces a way to calculate the harmonic mean of heat conductivity used when dealing with heterogeneous material. The theoretically derived temperature distributions in frozen soil are given and compared with measured data. An analysis is made on the thermal design in shaft freezing. The average temperature of frozen soil is calculated by using numerical integration. The regularity of development of frozen soil radius is revealed and given in an appropriate mathematical model.

The St Lawrence Seaway, a deep-water canal system between Montreal and Lake Ontario, was opened for navigation on April 25, 1959. Prior to the opening of the new Seaway, small boats known as canalers and a few deep-sea carriers, primarily from Norway since World War II, were the only ships able to journey past Montreal into Lake Ontario through the old Canadian St. Lawrence canal system. Thus it was necessary for many tons of bulk and general cargo to be shipped all-rail to and from Atlantic ports or to be transhipped to and from canalers. With the opening of the new Seaway, large Great Lakes bulk carriers and a much larger percentage of the world's shipping fleet are now able to sail directly from the sea to the heart of industrial North America. In this paper, the historical events leading up to the construction of the Seaway and the physical nature of the Great Lakes transportation system are briefly reviewed. Following this, an attempt is made to evaluate the effects of the new Seaway on Canada's mineral industry. Because the Seaway has been in operation for only one season, this paper must be considered only an interim report. Because of the importance of the Seaway to iron ore, this commodity will be dealt with in detail, although the effect on other mineral commodities such as coal, petroleum, nonferrous ores, iron and steel will be mentioned. At this time the author wishes to thank the various company and government officials who provided both factual information and critical opinions.

Ask someone what they can tell you about the Royal Canadian Mint and most likely the first thing that they will mention, is coinage. The Royal Canadian Mint manufactures Canada's one-cent coins, nickels, dimes and quarters - over 1 billion per year. Most of these coins use copper and nickel as base material, and all of this metal is mined, refined and processed in Canada prior to being shipped to the mint for coin production. In 1985 alone, 1270 metric tons of Canadian nickel and 2160 metric tons of Canadian copper were absorbed in circulating coinage. July 1987 will have marked the introduction of Canada's new one dollar coin, an important new addition to Canada's monetary system. The first phase of this program will consume about 2,235 metric tons of Canadian nickel in the initial production run. Annual requirements in subsequent years are estimated at 225 metric tons. The Royal Canadian Mint is also a major producer of circulating coinage for foreign countries. Since the state-of-the-art Winnipeg plant swung into full production in 1976 the Mint has struck more than 5.2 billion coins for some 35 nations around the world. 1985 sales have increased almost 6 fold over 1984. 1987 already shows commitments for a further significant increase in volume in this business. The use of Canadian metals in export to foreign nations as coinage adds still more to the Royal Canadian Mint's key role as a major market maker for Canada's mining industry. The success of the Mint in this realm can be directly traced to it's 75 years as one of the world's most important refiners of gold. Groundwater monitoring conducted at an acidic uranium-tailings impoundment in Wyoming and at one in Ontario indicate that at these unlined impoundments situated on unconfined sand aquifers, there exist well-developed plumes of contaminated groundwater. In the literature similar results are reported for three other unconfined aquifers at mill sites in Wyoming. The plumes extend for distances of several hundred to a few thousand metres from the impoundments. They have a zone of low pH beneath and adjacent to the impoundments and a larger zone of near-neutral pH that extends to the outer limits of the plume. The low-pH zones are generally small compared to the neutral-pH zones because the advance rate of the fronts of acidic tailings-derived water is slower than the average velocity of groundwater which controls the advance of the high pH zone. The retardation of the acid fronts is a result of geochemical reactions that cause hydrogen-ion consumption in a slowly-advancing neutralization zone. Within each of the plumes, the low-pH zone has high concentrations of transition metals, heavy metals and radionuclides. In the neutral-pH zones all of the metals and radionuclides occur at significantly lower concentrations and are generally at levels much below those specified in national drinking water standards. An exception at two of the Wyoming sites is uranium, which exists at levels close to the drinking water limit. A second exception is ferrous iron at the Ontario site, which occurs at high concentrations throughout most of the plume. The carbonate alkalinity at this site is much lower than at the Wyoming sites. The field data indicate that even in very permeable aquifers with a low content of silt and clay, there is normally a considerable capacity for acid-front retardation. To take advantage of this capacity to control contaminant movement in the design, operation and decommissioning of tailings impoundments, it is necessary to be able to predict the rate of acid-front movement. This predictive task has two primary components. The first is to identify the important flow paths from the tailings through the groundwater system and the second is to determine the degree of acid-front retardation that will occur as the tailings-derived water moves along these flow paths. Relative to these two tasks determination of the effects of hydrodynamic dispersion is generally of lesser importance and simple approximations that do not involve field or laboratory tests are probably adequate. In order to effectively apply the acid neutralization concept to the prediction of subsurface contaminant migration at uranium-mill tailings, improved representations of hydrogeochemical behavior of iron and aluminum in the neutralization zone and of the consumption of hydrogen ions through reactions with carbonate and aluminum-silicate minerals are required. Along with the hydrogen ions contained in the tailings water the ferrous iron represents a large potential source of acid but the extent to which ferrous iron converts to ferric iron to produce acid is problematic. Detailed hydrogeochemical evaluation of existing contaminant plumes and the performance of laboratory experiments under appropriate redox conditions ore prerequisites for the improvement of predictive models. However, the existing field and laboratory data provide a basis for preliminary predictions of contaminant migration from acidic uranium tailings impoundments.

Smooth, compact, dendrite-free, 24-h zinc deposits have been electrowon from zinc chloride electrolyte using a diaphragm cell. The cell consisted of sealed anode compartment con- taining DSA anodes which were separated from an open cathode compartment by Dynel cloth membranes. Fresh electrolyte was fed to the cathode compartment where zinc deposition onto an aluminum cathode was aided by air-sparging. The catholyte passed through the diaphragm into the anode compartment from which chlorine gas and spent anolyte were withdram.

Swelling ground is one of the most feared problem in tunneling. Although usually not causing sudden failures during construction, the very large and long- lasting deformations give contractors and designers the impression of facing an inevitable phenomenon against which there is no technical defense. Examples are concrete liners of up to 1 m that have been cracked or crushed, tunnel inverts that are heaving at a rate of 0.1 m per week during construction and continue to heave during decades. This author (Einstein (1979). Einstein et al. (1972) (1975)) and others (Huller (19761, Grob (1972) (1976). Golta (1967), tienke (19761, Krause (1976). Lee et al. (1976)) have described many cases of swelling tunnels that illustrate the significance and magnitude of the problem. This paper intends to show that tunnels in swelling rock can be built to perform satisfactorily. . For this purpose the tunnel builder needs to know how to determine the existence and specific behavior of swelling ground, how to select appropriate structural characteristics of the tunnel and predict its performance under the specific ground conditions, and finally how to construct the tunnel such that the anticipated performance will be achieved. This concept of a design-construction procedure is the same as that for tunneling in general; it is mentioned here for NO reasons: 1. To point out that design and construction cannot and should not be separated. The way in which the tunnel will be built has to be an integral part of the design. 2. This paper will be structured corresponding to the procedural concept.

Many remnants of gold exploitation in the Middle Ages were found in the Lower Silesia region. The oldest evidence of such activity was found in the neighborhood of Zloty Stok and comes from the 7th century. Mining of precious and non-precious metal ores has a great relevance in the late Middle Ages when advanced metallurgic technologies were mastered, that allowed to obtain gold, silver, lead, copper, zinc and arsenic from complex ores occurring in the oldest middle part of Sudetes. Historically it concerned the area of the Swidnica Principality and Klodzko County. Experience obtained in Freiberg, which is located close to the Lower Silesia, was used in the development of mining. A high level of mining and metallurgic technology was obtained in the 15th century that caused significant increase of production of the metals mentioned above. Unfortunately, the good time of Lower Silesian mining lasted only up to the 18th century; the notion of preservation of cultural heritage was unknown at that time. The Lower Silesian medieval mines were not in such a fortunate situation as the ?Wieliczka? and ?Bochnia? mines, which are operating to present-day, and which made preservation of the most interesting headings and objects possible. All these objects are now available for visitors. However, in the case of the middle Sudetes it seems that it is often sufficient to localize old shafts and headings on the basis of careful observations and old maps and carry out some earthwork to uncover medieval headings and objects of underground mining activity. They are often preserved in amazingly good state; this also pertains to mining devices. Another issue is of course the permanent preservation of that heritage and its possible availability for re-searchers and tourists. Some success has been achieved in that field (Zloty Stok Gold Mine is a good example), but also problems were encountered in many cases. The Lower Silesian Coal Basin, which has not been exploited for 10 years is an evidence that there is not a holistic conception of mining heritage renovation. Many attractive mining objects disappeared irrecoverably from the mountainous landscape of the Middle Sudetes despite common consciousness of their significance for cultural development of Silesia and other regions.
