The greatest opportunity to attain the most favorable prices for underground construction projects occurs during the competitive bidding period. The Owner, Engineer, and Contractor need to have a thorough understanding of the project’s design concept, how it is going to be built, and what it is going to cost. This paper presents the opinions of three engineering professionals who are well established in their sectors of heavy civil underground public works construction. This paper will outline and summarize the considerations that the three principal contracting parties of Owner, Engineer, and Contractor need to make to obtain good price quotes at the time of bids.

Ion exchange (IX) has been in use for a long time, references to IX are made in The Bible, Exodus Chapter 15 vs. 22-25 ?and the waters were made sweet?.1, 2 Aristotle noted a reduction in the salt content of water when passed through certain types of sand, a phenomena probably associated with ion exchange characteristics of zeolites. Ion exchangers can be naturally occurring or synthetic; the majority of ion exchange materials in use today are synthetic resins based upon organic polymers such as polystyrene or methacrylate. Into more modern times the use of ion exchange for metal recovery was first proposed for the recovery of gold using zeolites in 1909.4 In 1939 copper was being recovered from the manufacturing of Rayon using ion exchange5 a development that continued applicability through to current times in the production/recovery of copper and nickel in ammoniacal leach processes. In early 1949 researchers at the Rohm & Haas Company discovered that hexavalent uranium existed as an ionic complex in sulfuric acid leach liquors, and that quaternary ammonium anion exchange resins exhibited a high selectivity for this ionic species6 The first commercial application of this technology went on-stream in October 1952 at the West Rand Consolidated Mines, Ltd operation in South Africa. 7 Ion Exchange has been applied for the recovery and purification of a range of metals;8 ? An 8.5-km (5-mile) conveyor has gone into operation in western Turkey to eco¬nomically transport crushed lignite from the mine area to a power plant. This conveyor has replaced trucks as the principal mode of transporting the lignite. One principal element of Turkish govern¬ment policy is the country's commitment to increase electricity supplies for mining and other industries. Lignite is an important source of electric power supply in Turkey. Production was about 48 Mt (53 million st) in 1987, amounting to more than 20% of the total power supply in Turkey. In the western Anatolia supply network, it plays a major role for power generation. Deposits are located in the Soma region of western Turkey. The lignite is of low quality, deposits are scattered, and the terrain is dif¬ficult and hilly. These conditions demand an economical and technically feasible method of transporting the raw material from mining areas to the central thermal power plant. The Soma power plant is located about 120 km (75 miles) northeast of Izmir, near the coast of Aegean Sea. An overland conveyor of a unique design has gone into commercial operation at the Soma power plant facilities of the Turkish state electricity organization, Türkiye El¬ektrik Kurumu (TEK). The conveyor re¬places truck transport to ensure economical use of the lignite deposits. Computer-aided design (CAD) added more precision, qual¬ity, and flexibility of engineering in design activities. It also helped quick realization of the project that was executed in cooperation with the German company Krupp Industri¬etechnik and the Turkish firm Gama Endüstri AS. Unique features The conveyor includes several major features rarely combined in a single flight: Overland long distance conveyor. • Horizontal curves. -Steep vertical concave and convex curves to match the difficult terrain. Down-hill conveying. Frequency converter drives with vari¬ able belt speed. Generating operation mode to backfeed the energy to the network. Layout The 8.5 km (5 mile) long conveyor takes the -200 mm (-8 in.) lignite from the primary crushing plant located near the mine to the central, final crushing plant located in the stockyard area near the power station. The drive and belt tensioning assemblies are situated near the tail end of the flight. The high voltage switchgear is housed in a room in the primary crushing plant build¬ing upstream from the conveyor flight. The Wyoming bentonite industry finished 2005 with strong growth. For most of the markets, demand exceeded supply. The industry continues to be heartened by the strength of its longtime markets, oilfield and iron ore pelletizing markets. But overall, all of the major markets enjoyed good to excellent commercial conditions. Growth at the macroscale was fueled by the continued strong domestic economy, by the exchange rate of the U.S. dollar in global markets and by strong worldwide global demand. As result, two new greenfield operations are in the early stage of development in the Wyoming region for the first time in more than two decades.

Many appraisers/valuers believe that the only valuation method available within the Cost Approach category for Real Property appraisal is the depreciated replacement cost method. Some valuation and financial reporting standards setters also believe the same. This paper introduces the minerals appraiser to a number of useful methods for mineral property appraisal that are based primarily on the principle of contribution to value, the predominant economic principle in the cost approach. Most of these cost approach methods discussed are primarily for use in valuation of exploration tracts and resource properties that have no defined reserves. However, the powerful rural cost method can be used to calculate the contribution of categories of resources, reserves, and other property components to the value of a mineral property. This method can be applied to mineral properties at all stages of development, including producing properties.

The United States continues to be the world’s leading producer and consumer of diatomite. Production of diatomite in the United States during 2004 was estimated to be 635 kt (700,000 st). This was a 2-percent increase from 2003. The value of processed diatomite in the U.S. was about $164 million in 2004. Production was from six companies with 13 processing facilities in four states. Nevada and California were the principal producing states. They accounted for about78 percent of the U.S. production during 2004. U.S. diatomite exports were about 136 kt (150,000 st). Imports were negligible.

The Denali Prospect (147° 08' 20" W, 63° 08' 50" N) is located on the south flank of the Alaska Range in the Clearwater Mountains in south central Alaska. (See Figure 1). The mineralization was discovered in 1963 and surface explora¬tion began the following summer. Surface trenching and diamond drilling were used to locate and sample the mineralized zones. In 1969, an adit totalling approximately 1400 feet was completed. In 1970, a -15% grade decline approximately 1800 feet long was completed. Further diamond drilling was done along with both underground programs. Although much work remains to be done to properly evaluate the prospect, results from all the work to date are quite encouraging. This paper will consider the geology of the prospect and the surrounding area, some- aspects of the geochemistry of the sulfides, and the origin of the sulfide deposits. This paper includes data from this writer's Ph. D. dissertation, "Geology and Geochemistry of the Denali Prospect, Clearwater Mountains Alaska" from the University of Alaska and subsequent work.

The importance of metallurgical information in reaching appropriate decisions during the development of mining projects is demonstrated. A financial analysis is calculated using a simulation that includes random number generators. The results are compared to the results of a traditional sensitivity analysis. The traditional analysis is shown to have the potential to overestimate the value of mining projects. The type of statistical distribution selected for the random number generator affects the results significantly. The statistical method of analysis provides insight into the amount of metallurgical testing to be completed and verification of how representative the samples are.

Site-specific blast vibration prediction can be more accurate than using a universal prediction equation. Vibrations from 37 blasts were monitored using three seismographs. Data analysis showed that square root, cube root, and site-specific scaling predicted ground motion with equal reliability. Imprecise prediction is caused by geologic and blast variability, particularly, inaccurate delay times. Vibrations at some mines were consistently lower or higher than vibrations predicted from US Bureau of Mines (USBM) equations. Vibration restrictions based on USBM studies could then be too conservative or too lenient. Predominant vibration frequencies were generally less than 50 Hz, but several blasts had significant energy up to 125 Hz. In some cases, energy was concentrated at frequencies corresponding to delay intervals.

Technological advances in underground coal mining have led to a reduction in fatalities. This study demonstrated that the percentage of cumulative injuries remained largely unchanged across two decades of technological advances (1983-1984: 37%; 2003-2004: 33%). Furthermore, it was demonstrated that the average number of lost days due to cumulative injuries has increased (36±55 days and 62±82 days, respectively) which may have been due to the increased age of the work force or an increase in length of employment meaning that the mine workers injured in 2003-2004 had been exposed to ergonomic risk factors longer than those in 1983-1984. It is recommended that ergonomics processes be implemented as a means to systematically identify, prioritize, and resolve the root causes of these cumulative injuries.

This section deals with one of the most fascinating aspects of mining the evaluation of mine investment opportunities. Be-fore proceeding further, it is important to clarify the meaning of some fundamental terms used frequently in the text. 6.0.1.1 Mine Valuation vs. Evaluation The words "valuation" and "evaluation" in a mining context are often used interchangeably. However, for the purposes of this section, a distinction is made between the two terms in accordance with commonly accepted practice. The word valuation in a mining project context has the rather narrow meaning of placing a dollar or other currency value on the worth of the project as a whole. In other words, the value of a mining project refers to a measure of the desirability of ownership of that property. As such, the major item of interest is, "what is the mine worth?," or `what is the value of the mine?" The value of a mining project may actually be determined in the marketplace at any specific point in time, or it may be estimated by one of several methods. The vision-based approach to process control involving fine particles in harsh on-line environments is discussed in this paper. The sensor equipment at the process location, consisting of a light source and a CCD camera provides RS-170 B&W video output. The video can be seen on a process monitor in the control room and is sent to a computer based Vision Processor. The Vision Processor contains a video digitizer and Canty developed software that extracts process information. The iron mine application controls thickener agent feed rate and thus settling pond overflow clarity. The sensor is mounted in the overflow flume of the outdoor settling pond and is used year around in the Minnesota weather. Alternate control system needs a low flow water sample which is subject to freezing in winter. The computer based vision processor provides 4-20 mA analog outputs for real time control as well as file archive for a history record.

For leach solutions containing primarily free cyanide, the silver nitrate titration method is a rapid and acceptably accurate means of analyzing for cyanide. However, in leach solutions containing elevated levels of copper, the titrimetric method significantly over-estimates the concentration of free cyanide and under-estimates the concentration of weak and dissociable (WAD) cyanide. The authors have developed a modified potentiometric titration method for determining WAD cyanide that overcomes issues with high copper levels in solution. The new MP-WAD method involves addition of a chemical ligand to the sample prior to silver nitrate titration to fully release cyanide bound to copper. Once released from copper, cyanide in solution is no longer affected by the presence of copper and titration results are quantitative rather than empirical. In multiple laboratory trials with synthetic solutions and complex actual leach solutions, accurate WAD cyanide measurements were achieved using the MP-WAD method. Analyses obtained with the new method were found to be within about ±10% of analyses obtained with the USEPA OIA-1677 WAD cyanide analytical method.

Perhaps the most significant development in China's base metal sector is the discovery of major copper porphyries in northern Jiangxi Province and the adjacent southern Anhui Province. At the center of the new exciting district is the proposed Dexing copper complex, located some 350 km east of Nanchang, the provincial capital of Jiangxi. This project represents China's first attempt to put together a major large-scale open-pit operation, comparable in magnitude to Arizona porphyry operations. With the aid of Fluor Mining and Metals, the Chinese plan to develop a 135-175 kt/d open-pit mine, a matching large-scale mill, and the infrastructure needed to accommodate the big operations. An operation of this magnitude would significantly reduce China's import requirements by some 75%. China imports of the red metal are running around 200 kt/a. Under the direction of the Ministry of Metallurgical Industry, the Chinese are currently operating a 10-kt/d mine and mill with equipment primarily of Chinese origin. Dexing engineers told ME that they are considering a possible scale-up to 20 kt/d. How this effort will ultimately jell with the major expansion program is largely a matter of conjecture. Fluor Mining and Metals received a $10-million contract in December 1978 to develop a preliminary engineering and design program. While the original plans called for a 175-kt/d capacity complex, the Chinese subsequently decided to scale it down somewhat. The current proposal is around a 135 kt/d, which would in- elude the existing operation, according to Dexing engineers. Completion of the engineering and design phase is expected by March 1980 and a go-ahead decision will likely be made at that time. The value of the engineering and construction contract is estimated between $800 million and $1 billion. At right, mined ore is dumped 150 m down the mountain to a holding pocket below for rail haulage to the processing plant. Below, a Chinese miner tackles the universal problem of hard toes in the pit with a jack leg. Reserves and Early History The Dexing mineralization consists of three principal ore bodies, including the Chushahung on the north mountain, and the Tungchang and Fuchiawu on the south mountain. Combined ore reserves are estimated by mine geologists at 1.7 Gt of 0.4-0.5% copper. As is characteristic of porphyries, the ore contains important associated values of molybdenum, rhenium, pyrite, gold, and silver. There is also some secondary calcocite and bornite with an oxidized capping. Historically, copper was recovered with iron from the pregnant solutions emanating from the Tungchang deposit as early as the Tang Dynasty (700 AD). Goldcorp Inc. has mining operations and exploration projects throughout Canada, the United States, Mexico, Guatemala and Honduras; as well as partnerships in Argentina and the Dominican Republic. In rural areas of developing countries it is very common to have mining operations surrounded by diverse communities consisting of people with limited, or no formal education. This is fertile ground for anti-mining NGOs to cultivate. The limited educational backgrounds of the people, coupled with a company desire to maintain a low profile can lead to a problematic lack of trust between the local communities and the mining company. As part of its commitment to environmental stewardship and sustainable development, Goldcorp has implemented various programs to build trust at these operations, as well as incorporating this policy into any new projects prior to commencement of operations. This paper is intended to describe two initiatives that have shown positive results for both the communities and the Marlin Mine.

Acid ferric sulfate solution has been used for heap and dump leaching of low-grade chalcopyrite ores and is being considered as a possible lixiviant for the hydrometallurgical processing of copper sulfide concentrates. For many years, researchers have attempted to explain the leaching behavior of chalcopyrite, since the reaction rate kinetics are extremely slow and seem to be significantly influenced by the nature of the reaction product. A summary of conclusions drawn from reported literature on chalcopyrite leaching is found in the paper by Munoz, Miller, and Wadsworth(1) and more recently by Dutrizac.(2) Lowe(3) and Jones and Peters (4) attributed rate control to a surface reaction. Linge,(5) Dutrizac,(6) Bauer,(7) and researchers at the University of Utah(1,8) reported that the reaction rate is limited by transport in the chalcopyrite lattice or through the elemental sulfur reaction product layer. Munoz et al.(1) presented a model, derived from the Wagner theory of oxidation, which is based on the formation of a protective sulfur layer with rate control by electron transport through the insulating sulfur layer. Natural aggregates, primarily stone, sand and gravel, are recovered from widespread, naturally occurring mineral deposits and processed for use primarily in the construction industry. They are mined, crushed, sorted by size, and sold either loose or in concrete products to build roads, houses, buildings, and other structures. Smaller quantities are used in agriculture, cement manufacture, and industries employing chemical and metallurgical processes. The growth of cities, their buildings and the highways that connect them have created demand for enormous quantities of aggregates. The aggregates industry is the largest mining industry in the United States in terms of production by weight, volume and by number of active operations.

At Ok Tedi, ore type and SAG feed size distribution vary widely and frequently. This makes control of the SAG mills by application of the power/pressure relationship difficult. Power logic has traditionally been conservative due to power spikes associated with rapid size distribution changes. A new expert system was installed in early 2000. The system incorporates multiple state fuzzy logic to deal with frequent and radical ore type and size variations, along with monitoring of motor temperatures. A short term power spike no longer warrants immediate radical action. This has resulted in increased mill throughput and improved circuit stability.
