On July 24, 2002, a nonfatal entrapment accident occurred at the Quecreek #1 Mine, Black Wolf Coal Company, when an active mining section inadvertently cut into a flooded abandoned mine. This incident, and the dramatic rescue which ensued, brought national attention to a common problem in the coal mining industry. Since 1995, there have been more than 100 inundations at coal mines in the United States. Unavailable, inaccurate, or incomplete mapping of older abandoned mines is typically responsible. Serious problems associated with accidental discharges of fluid mine waste material (slurry) and water from coal refuse disposal facilities have resulted from similar causes. Recent problems related to the inaccurate location of old abandoned mine works have increased the interest in the use of conventional and emerging drilling and geophysical techniques for detection of air-filled and water-filled cavities. The United States Congress has committed significant funding toward investigating the applicability of these technologies. MSHA actively promotes the use of the best available technology to minimize the significant adverse safety and environmental consequences associated with unplanned breakthroughs and inundations. This paper provides background information and a general summary of the MSHA-sponsored field demonstration projects which are currently in progress. Potential benefits and limitations are discussed. The need for field verification/ground-truthing is emphasized. Under appropriate conditions, geophysical methods can be effectively integrated into a comprehensive field exploration program.

PT Kaltim Prima Coal?s 13-km (8-mile) overland conveyor (OLC) was commissioned in 1991. It is a conventional three-roller, 35 degree trough belt type. Cost and performance optimization during initial design resulted in a 5.4-m/sec (17.7-ft/sec) belt speed, 1,000 mm- (40 in.-) belt width to convey 1.35 kt/h (1,490 stph) and 7 Mt/a (7.7 million stpy) of coal. Despite a high initial figure, the belt speed was lifted to 6.5 m/sec (21 ft/sec) in 1996 to accommodate mine throughput in-crease. In 2002, a new low loss ST2100 1,100 mm- (43 in.-) wide belt replaced the ST2250 that was due to be changed-out. An upgrade project was initiated at the end of 2003 to further increase the belt speed to increase the OLC capacity to 30 Mt/a (33 million stpy). Upgrading the OLC by increasing the belt speed was the lowest capital option. Increasing belt width and/or modifying the trough angle to have larger cross sectional area was not an economical option because it would require expensive changes and significant down time of the OLC. To achieve 30 Mt/a (33 million stpy), the belt speed had to be increased to 8.5 m/sec (28 ft/sec). Although such high belt speed looked feasible, there was no information at that time of other OLC operating at such high speed. There was a risk that the conveyor would not operate safely and reliably at higher speeds. This risk was escalated by the fact there was no facility to lower or fine-tune the belt speed once the higher belt speed was implemented.

Recent research has shown that traditional sensitivity, what if and best case/worst case analysis of metallurgical data has the potential to over estimate the value of mining projects. Use of simulations, which rely on the input of statistical information, may provide more realistic predictions of the value of future projects. Actual metallurgical data is used to demonstrate that analyzing the data from a statistical perspective can give insight into completing an optimum amount of metallurgical testing and a mechanism to determine that samples used for the testing are truly representative of the ore that will be processed.

History The Cortez Mining District has a long history of mining activity dating back to 1862. More recently, Cortez Gold Mines had operated a cyanide leach, counter current decantation (CCD) recovery gold mill from January 1969 to February 1976. This type of plant has been standard in the US for treating higher grade, finely disseminated gold in Carlin type ores. The mill was initially operated from 1969 to 1973 at 1.5 kt/d (1650 stpd) on oxidized ore from the Cortez ore body. In 1973, the mill was operated at 2 kt/d (2200 stpd) on softer, less oxidized, high clay ore from Gold Acres, located 13 km (8 miles) west of Cortez, NV. In February 1976, the oxidized portion of the ore body at Gold Acres was depleted and the mill ceased operations. Successful heap leaching of the lower grade portion of the ores was practiced at both Cortez and Gold Acres to supplement the milling operations. Valuable experience was gained in the operation of these two heap leaching programs (Duncan and Smolik, 1977). The ore heaps at Gold Acres and Cortez were releached with a limited crew from 1976 to 1979. The surge in the price of gold in late 1979 sparked an interest to incorporate new techniques into treating lower grade and less oxidized carbonaceous ores at Cortez. In early 1980, heap leaching was started on low grade oxidized dump material left from the earlier Cortez mining operation. By June of 1980, testwork was completed on the London Extension Dump, a low grade, mildly carbonaceous dump at Gold Acres. It was decided to convert the mill at Cortez from the conventional cyanide leach CCD recovery plant to a carbon-in-leach (CIL) recovery system. In May 1983, ore processing from the Horse Canyon deposit began. The Horse Canyon ore body contains both oxide and carbonaceous ores and is located 22.5 km (14 miles) from the Cortez mill. The Cortez CIL circuit was expanded to handle a blend of oxide and carbonaceous ores from Horse Canyon. Ore selection In the last quarter 1979, gold prices were increasing to a point where restarting the Cortez mill, idled since 1976, appeared imminent. Several previously explored geologic reserves at various stages of development were available as possible sources of feed for the mill. Initial metallurgical testing of dumps and tailings from earlier operations was completed, and previously uneconomic deposits were explored. It was decided to pursue sources of ore with the least lead time to production and those with the least capital cost requirements. A master plan was developed to bring the four profitable ore resources into production. On the basis of preliminary data, production was 1 Mt (1.1 million st) with an estimated value of $47 million. Production increased by 3 percent in tonnage from 973 kt (1.1 million st) with a value of $45.1 million in 2012. Tennessee was the leading producer state accounting for 64 percent of domestic production, followed by Texas, Mississippi and Kentucky. About 67 percent of total ball clay production was airfloat, 22 percent was crude or shredded and 11 percent was water-slurried.ConsumptionIn 2013, domestic ball clay producers sold clays to the following markets: ceramic floor and wall tile (44 percent); exports (21 percent); sanitaryware (18 percent); miscellaneous ceramics (9 percent); fillers, extenders, and binders, and unspecified uses (4 percent each), based on 2012 end use patterns and current markets. Other markets accounted for less than 1 percent of the remaining ball clay sales or use. Sales reported for the manufacture of fiberglass or most filler, extender, and binder applications were likely to have been mainly kaolin mined or purchased by the ball clay producers.PricesThe average value of domestically produced ball clay was approximately $47/t ($43/st) in 2013 compared with $46/t ($42/st) in 2012, on the basis of a preliminary survey of domestic ball clay producers. The unit values of exported and imported ball clay were $126/t ($114/ st) and $373/t ($338/st), respectively, in 2013, compared with $62/t ($56/st) and $314/t ($285/st), respectively, in 2012. Unit values for most large export shipments increased in 2013, and a larger number of low-tonnage, high-value export shipments were shipped in 2013 than in 2012, resulting in a doubling of the average export value. Two low-tonnage, high-value shipments in 2013 accounted for the increased value of imports."

The long-awaited COSMAR study prepared under the auspices of the National Academy of Science reaches one emphatic conclusion that has been enthusiastically seconded by the mining industry: The 1977 federal surface mining act is "poorly suited" as a vehicle to regulate noncoal mining. Though the industry greeted the report with approval, the weight it will carry and the extent of its impact are yet to be felt. The COSMAR report makes no recommendations-that's a job left to the Administration's Council on Environmental Quality-and the prospect of legislation still hovers. For a closer look at the study, MINING ENGINEERING talked to COSMAR committee chairman James Boyd, a well-known presence in the mining arena for over 50 years. After highlighting some of the study's major points, Dr. Boyd comments on the report's impact and possible repercussions. Dr. Boyd, for those readers who haven't seen the COSMAR report, would you summarize some of its major findings? The committee analyzed the surface mining act to determine if it was applicable to noncoal mining and found that there were provisions of the act that either could not be met by existing technology or would be extremely difficult and not necessarily beneficial to adapt. We found that most noncoal mineral mines, despite their obvious diversity, can be considered in two major groups: 93% of all mines move 45% of all materials mined (mostly small units mining construction materials); and the few gigantic regional operations (2%)-copper, iron, phosphate, and uranium mines-that move 50% of the material. With few exceptions, neither of the two groups is amenable to the coal mining practices addressed by the act. The strip mine law was designed for coal mining, where land is regraded, revegetated, and returned to usefulness. In contrast, construction mineral quarries supply local needs for decades, remove most of the material from the immediate vicinity, and cannot be returned to their premining uses (though they have innumerable other valuable uses). The nation's huge mineral deposits require enormous capital investments, are vital to the nation's economy, and can take centuries to exploit. Any attempt to return these locations to premining use would be illogical. Pebble phosphate in Florida and red-bed copper in Oklahoma come near to meeting the conditions contemplated in the act. The extractive industries addition to the International Valuation Standards (IVS) is scheduled for publication in the next edition of the IVS book in January 2005. This will provide guidance for valuation of minerals and petroleum industry assets of all types for all appraisal uses. It will provide asset valuation support to the International Financial Reporting Standards for the stock markets of the world, and a global umbrella standard which can be supplemented for local needs by institutes and regulators. This paper discusses implementation of the IVS within the minerals industry and important issues that the industry should confront.

In 1967, development of the Cyprus Thompson Creek molybdenum deposit began near Challis, ID. The first mining claims were staked on an intrusive rock out-crop. Exploration continued for 14 years. In 1978, the decision was made to develop the deposit. In Dec. 1980, approval was received for the environmental impact statement and facilities construction and waste rock removal began. By the middle of 1983, 126 Mt (139 million st) of rock had been removed and all facilities completed. Location The Thompson Creek project is located about 58 km (36 miles) southwest of Challis in Custer County, in south central Idaho. The mine and mill are situated between 2.2 and 2.6 km (7,217 and 8,530 ft) in elevation. The project is located in an isolated area. Coal dust explosions in underground coal mines are prevented by generous application of rock dust (usually limestone). If an explosion should occur, the rock dust disperses, mixes with the coal dust and prevents flame propagation by acting as a thermal inhibitor or heat sink. To investigate this process in more detail, a number of explosion experiments using various coal dust and limestone rock dust mixes have been carried out at the Lake Lynn Experimental Mine (LLEM). These were conducted in a single entry of about 1600 ft (488m) in length and initiated with a methane gas explosion. A consistent set of post-explosion floor dust samples were taken along the entry after each test. These dust samples have been analyzed in the laboratory using thermogravimetric analysis (TGA) and solubility to determine how the limestone rock dust behaved during the coal dust / rock dust explosions. The preliminary results are reported in this paper and indicate that the chemistry of limestone plays an important role in its capacity to inhibit coal dust explosions. The results also show that it may be possible to estimate the intensity of the explosion using these conventional methods of analysis. In the wake of the collapse of the ceiling panels in the I-90 section of the Central Artery/Tunnel (CA/T) Project in 2006, the long term performance of tunnels became the focus of the tunneling industry. At the time of the accident, the tunnel had been open to traffic for about 10 years. This paper will discuss design methods and considerations to improve the long term performance and durability of a tunnel. The major problems found during the inspection of several tunnels will also be presented and the causes for these problems will be discussed.

During that time, federal programs, sponsored by the Federal Railroad Administration (FRA), the Office of High Speed Ground Transportation (OHSGT) and the Advanced Research Projects Administration (ARPA), stimulated tunnel research and development. Also, the American Society of Civil Engineers (ASCE) and SME collaborated to create the Underground Construction Research Council (UCRC) and the Rapid Excavation and Tunneling Conference (RETC) series.

JOGMEC (Japan Oil, Gas and Metals National Corporation) became the first entity to sign an exploration contract for Cobalt-rich Ferromanganese Crusts (Crusts) with the ISA (the International Seabed Authority). The contract was signed on 27 January 2014, and 15 years exclusive rights for exploration activities had started in the contracted area, located in the North-Western Pacific Ocean. JOGMEC had already conducted basic scientific surveys around the contracted area from 1987 to 2012. Activities by JOGMEC that will be undertaken during the first 5 years of the contract include examination of geological and acoustic surveys, environmental baselines surveys, and undertaking basic studies of R&D in mining, processing, and smelting technologies. Geological surveys will include analysis of rock core samples, using BMS (Benthic Multi-coring System). Deep-towed TV Camera will be used to estimate the distribution of crusts deposit and to get basic environmental data of deep-sea megabenthos. Water sampling, marine sediment sampling, and installation of mooring systems on the seafloor will also be conducted as a part of environmental surveys.

This paper is concerned with mineral policy in Ireland and how it might be improved to encourage more exploration and investment in mining in the country. The approach is to first outline the main desirable characteristics of a comprehensive national mineral policy document. This aspirational document is then used to assess the current regulatory, legislative and fiscal frameworks for mining in Ireland. The analysis also contains a brief account of the history, structure and characteristics of the mining industry in Ireland. The main focus of the paper is to identify those aspects of the existing framework that erode Ireland’s attractiveness to mineral investment and to suggest policy improvements.

To build an effective entry roof beam, a roof bolting or supporting system must be of the ability of providing a clamping force to the bolted roof strata. Currently, two roof bolting systems are widely used to serve the purpose of providing such a clamping force. They are resin and mechanical anchorage bolting systems. Both numerical modeling and double shear testing results indicate that a greater pre-installed load or pretension of a roof bolting system is very critical for effective beam building. Although it?s generally accepted that a mechanical anchorage bolting system can provide a greater pretension than a resin anchorage bolting system does (Su and Poland, 2007 and Peng, 2008), no published field data are available to support such a conclusion. This paper analyzes the results of our field tests on both roof bolting systems, explains why one roof bolting system is better than the other under a typical roof condition, and finally discusses the effective means for coal mine operators to determine the best roof bolting system for their roof conditions.

Comminution is an important unit operation of mineral processing in terms of large tonnage of materials processed, huge energy consumption, and high capital and operating costs. Substantial research efforts have been directed towards the development of process-engineering tools including mathematical models, process scale-up procedures and computer simulation packages (Austin et al., 1984; Rajamani and Herbst, 1990; Kawatra, 1992). The simulation systems are found to provide significant cost savings by enabling efficient circuit design and development of control systems. Most of these simulators are built from scratch, do not make use of software modules from other sources and are designed with minimal usage of formal software methodologies.

When originally accepting the assignment, the Client had described the property as vacant land. A prior appraisal was later discovered and revealed that the property included a mineral rights appraisal. Further research disclosed an old dispute with a court ruling based on testimony by AIMA-certified experts. The present appraisal was therefore based on data from findings of the court with a fresh look at discount rate, absorption period, and residual land value. Fortuitously, the property subsequently sold on the market, while meeting all criteria for Fair Market Value. This provided insight into a market-based discount rate. Also, the absorption period could be adjusted in accordance with the current market conditions. The residual land value was minimal (based on comparable sales and projecting trends in market) as the property was affected by a flood zone and the surrounding development was sparse. PROPERTY HISTORY: A GREAT INVESTMENT Briefly, the subject property is located in the floodplain region of the San Jacinto River, a short river in southeastern Texas that flows into Galveston Bay, filled with sand and gravel. Although salmonid fishes (including Pacific salmon and trout) have only intermediate sensitivity to copper (Cu) for traditional toxicity endpoints (survival, growth, and reproduction) and thus do not ?drive? the freshwater Cu criteria (e.g., see species-sensitivity ranking in US EPA 2007), Cu concentrations as low as 1 to 2 µg/L have been reported to impair olfaction (the sense of smell) in salmonids in laboratory experiments using dilute fresh water (see references in Meyer and Adams 2010 and DeForest et al. 2011). Olfaction is crucial to predator avoidance, recognition of kin, and reproductive synchronization (Baldwin et al. 2003); and Cu is of general ecotoxicological concern because it can be present in acid/mine rock drainage, industrial and municipal effluents, agricultural runoff, and urban stormwater runoff (Meyer et al. 2007). Therefore, there is public concern that the current regulation of Cu in surface waters is not stringent enough to protect salmonid fishes against olfactory impairment (e.g., OSU 2007; Pearson 2007). Because the toxicity of metals to aquatic organisms is a function of water chemistry [e.g., acute toxicity of Cu generally decreases as pH, water hardness (Ca2+ + Mg2+), alkalinity, and dissolved organic carbon (DOC) concentrations increase; Meyer et al. 2007], hardness-based freshwater criteria for metals are lower at lower water hardness. The recently-developed biotic ligand model (BLM) explicitly takes into account all four of those water chemistry parameters and the concentrations of other major inorganic cations (Na+, K+) and anions (Cl-, SO42-) to predict the acute toxicity of cationic metals (e.g., Ag, Cd, Cu, Ni, Pb, Zn) to aquatic organisms; and the BLM has been adopted by the U.S. Environmental Protection Agency (US EPA) to calculate acute and chronic national freshwater criteria for Cu (US EPA 2007). Consistent with observations of Cu toxicity to aquatic organisms, BLM-based Cu criteria generally are lower at lower pH, water hardness, alkalinity, and DOC concentrations. Therefore, although threshold concentrations for olfactory impairment by Cu can be low in dilute fresh waters, the corresponding hardness-based and BLM-based Cu criteria for the same waters also tend to be low. This leads to a logical question: Are Cu criteria already protective against impairment of olfaction in salmonid fishes, thus obviating the need to decrease those criteria even lower to protect against adverse effects to this physiological/ecotoxicological endpoint? Herein, we demonstrate that in all studies conducted to date, the US EPA?s BLM-based freshwater Cu criteria would have been protective against olfactory impairment in salmonid fishes, but the US EPA?s hardness-based criteria would not always have been protective. This distinction is important because all 50 States in the USA still use hardness-based Cu criteria in their water quality standards, and only some of the States allow use of the BLM to calculate site-specific Cu criteria. Additionally, in the absence of empirical results for calibration of a saltwater Cu-olfactory model, we demonstrate that a proposed unified freshwater-saltwater Cu-olfactory BLM predicts the US EPA?s current saltwater Cu criteria would be protective against olfactory impairment caused by Cu in sea water.
