The assurance of future raw materials supply to the EU mineral industry has become, in recent years, one of the most important tasks of the EU Commission. It is focused on creation a new mineral policy within the EU zone. One of the starting points for this activity was identification of the mineral commodities that are critical for the sustainable development and technological progress. The paper presents the glance to this problem from the National Member level. Domestic mineral reserve base as a possible source of critical raw materials for the EU was shown. Poland cannot be considered as its resource base. The source of these raw materials are not only scarce in Poland, but also they are not produced, and their demand is now - and according to forecasts is going to be in the future - met by imports. The raw materials in question are not considered exactly critical for Polish economy, but they are of limited economic importance. On the other hand, their growth is a best opportunity and at once the need to the future sustainable development.

Public-private partnership efforts are working to create green landscapes from abandoned industrial sites. Fabricated soils, potentially an essential element of such landscapes, are designed to substitute for topsoil on the areas free from ground cover and plant community. The aluminosilicate matrix and humus form the soil micelle - the primary unit of any soil complex. Humus formation is a process based on carbon-nitrogen interaction. Sources of carbon can be materials rich in easily composted products like cellulose and polyphenols (plant leaves) or aged lignin polymers (saw dust from different woody plants). The pathways of carbon-nitrogen complexes are discussed. Properties of the fabricated soil components were examined by bio-tests and plant models.

The Deep Underground Science and Engineering Laboratory (DUSEL) is to be constructed at the defunct Homestake Mine, in South Dakota. As a cornerstone of DUSEL?s research program, it is intended to conduct experiments into the fundamental nature of neutrino and proton particles. The experimental apparatus required to con-duct these experiments will be housed in large rock cavern(s) sited at depths of over a kilometer. As conceived, these cavern(s) are planned to have mined volumes of up to half a million cubic meters, and spans of approximately 50 meters. The paper will describe key end-user requirements, and outline the in situ rock conditions and mine site constraints that are likely to play determinant roles in identifying candidate sites and developing cost-effective design options(s).

Effects of the August 1995 failure of the Omai tailings dam in Guyana continue to be felt throughout the mining industry. This article is taken from the final report of the independent body of experts commissioned by the government of Guyana to establish the cause of the failure. It explains what happened, why and how to avoid it in the future. Despite environmental, health and safety effects that were negligible by any objective measure, the failure has received wide international attention. Coming on the heels of the shift in exploration targets and development opportunities to developing countries, it has intensified interest in tailings dam safety and environmental management issues. An informed understanding of the nature of the failure and its effects is key to responding to these concerns.

During the last twenty years computers have be-come widely used to assist with the simulation and design of large scale, primary ventilation systems. However, to date there are few computer programs available to help with the modeling of auxiliary ventilation in dead-end headings or tunnels. This paper presents the results of the first year of a research and programming study dedicated to the development of a user-friendly duct simulation tool. Included is a literature review that summarises publications on duct leakage and resistance, on previous programs developed for the simulation of airflow in ducts, and case studies on extended ductlines in mines and tunnels. The methodology behind the development of Ductsim, a Windows based simulation program is presented.

The leaching behavior of silver and silver oxides in ammonical solutions has been studied. The current study is concerned with an effective recovery of silver from secondary sources such as spent silver batteries. Silver associated with these batteries appears in various forms including metallic silver, argentous oxide, Ag2O and argentic oxide, AgO. The leaching behavior of metallic silver in ammoniacal solution has been studied using an electrochemical mehtod. Oxidants used in this study include hyperchlorite, hydrogen peroxide, bromine and iodine. Results on cyclic polarization and Tafel plots on the silver anode in ammoniacal solutions are presented and the results are discussed. The dissolution rate of metallic silver in ammoniacal solutions is also compared with those of silver oxides.

In 2004, rare earths were not mined in the United States. The major supplier, Molycorp, continued to maintain a large stockpile of rare-earth concentrates and compounds. Major uses for these commodities were in automotive catalytic converters, petroleum fluid-cracking catalysts, permanent magnets, glass-polishing compounds, ceramics, metal-alloying additives, phosphors and rechargeable batteries. Consumption of refined rare-earth products decreased. The United States was a major importer and exporter of rare earths in 2004. Yttrium was not mined or refined in the United States in 2004. Imports from China, France and Japan accounted for most of the U.S. supply of yttrium compounds for refined yttrium products.

Research is currently being conducted at the Colorado School of Mines in the use of high-pressure water for scaling down loose rocks in underground mine openings. In addition to improved miner safety, the adhesion strength of shotcrete applied to rock surfaces treated with high-pressure water is also increased significantly resulting in improved overall support capabilities of the shotcrete layer. Test results show an increase in adhesion strength by a factor of four on a concrete test wall cleaned with water at 21 Mpa (3000 psi) as compared to a surface cleaned at 0.7 Mpa (100 psi).

Currently, there are several techniques and technologies available which are used by mining industry in its attempts to remotely monitor the ground movements both at surface and underground mines. The currently available remote distance meters and distance change monitors mainly use phase change and time-of-flight techniques. The described monitor uses triangulation technique to track position of an optical spot projection and then image processing to measure mine wall movements. The system can be easily automated and poses no obstruction to mine traffic. The position of an off-normal laser spot will shift as the target wall moves. The described ground movement monitoring system has potential for superior accuracy and target monitoring can be made through air (gaseous) or other transparent media. The theoretical accuracy and range of this system depends solely on the resolution and focal length of the camera being used. The remote capabilities of the system make it uniquely suited to applications where monitoring is required in high-traffic, inaccessible, or unstable and dangerous areas of a mine.

"The development of indicators to assess the sustainability of mineral raw materials operations is amajor task with respect to its actuality and difficulty. This holds true even more when dealing withenvironmental indicators.The use of existing environmental indicators in the mineral raw materials industry leads to false orat least distorted results. Therefore the Institute of Mining Engineering I from the RWTH AachenUniversity developed indicators and an assessment system for the mineral raw materials industryon operation, company and sector level on behalf of the Federal Ministry of Economics and Labour(Bundesministerium für Wirtschaft und Arbeit, BMWA) and the Federal Institute for Geosciencesand Natural Resources (Bundesanstalt für Geowissenschaften und Rohstoffe, BGR).In total 30 indicators were defined and designed to assess the performance of the mineral rawmaterials industry in terms of sustainable development, 10 indicators for each pillar (economical,ecological and social pillar).The following paper describes some of the results focussing on the development of environmentalindicators. These had to be adapted or completely new designed in order to match the specificcharacteristics of the mineral raw materials industry."

In situ stresses are one of the key inputs to a successful underground excavation design. Because of the complex mechanisms involved in arriving at the current state of stress at a point in the Earth’s crust, often the only reliable way of estimating in situ stresses is by actual measurement. In the United States coal mines, overcoring relief method is by far the most popular technique used for estimating the virgin stress field. Typically, for stress measurement with overcoring, a vertical borehole is drilled into the roof or floor of an underground coal mine opening to a certain distance and change in borehole diameter is monitored at multiple points along the length of the hole when this borehole is overcored. For the measured stresses to represent the pre-mining stress field, the measurement points should be located beyond the influence zone of the mine opening. Actual data from several US coal mines have been collected to check if the measured stresses by overcoring represent true in situ stresses. The data indicate that most of the stress measurements were within the excavation influence zone. A three-dimensional numerical modeling methodology was applied to one of the collected cases to correct the measured stresses for the excavation influence. The modeling approach demonstrated the usefulness of integrating numerical modeling into a stress measurement program to estimate ‘true’ in situ stresses.

How does SME-AIME cope with profound changes in technology, markets - and most importantly - in employment patterns facing its membership today? This is the question that prompted the Society's Board of Directors to appoint a Long-Range Planning Commission (LRPC) (see ME, Feb. 1984, pp. 118 and 128). This is also the question addressed most particularly by the LRPC's Scope Committee. The Committee started its deliberations by asking such basic questions as "Who are we?" and "What is our business?" The Scope Committee then reviewed the findings and recommendations of other more specialized committees to develop and integrate their concepts of the Society's business for the next 10 years. The policy-making suggestions of the LRPC were reviewed and acted upon by the Board of Directors at its open meeting in Los Angeles on Feb. 26, 1984. At the Oct. 23-26, 1984 SME Fall Meeting in Denver, the Board will again review LRPC recommendations. In answer to the question "Who are we?" the Scope Committee proposed description, which was accepted by vote of the board of directors: . . A technical and professional organization that consists of individual members, namely those mining engineers, metallurgists, geologists, earth scientists, economists, managers, educators, and other professionals concerned with all facets of exploration, production, distribution, and using of mineral commodities. "These mineral commodities include all metals; industrial minerals, including construction materials and fertilizers; coal, oil shales, tar sands, and other mined fuels. Among the earth's mineral resources, only wellpumped oil and gas lie outside the Society's specific purview. "Traditionally, SME members work in the fields of engineering, technology, exploration and discovery, development, construction, mining, quarrying, beneficiation and processing, handling and transport, equipment manufacturing, sales and marketing, data processing, safety, land reclamation, environmental protection, taxation, administration, and management of these elements. "Members practice their professions in industry, in universities and research institutions, and in government. They may be operators, manufacturers, sales persons, contractors, consultants, analysts, researchers, educators, advisors, regulators, or members of supporting staffs. "The members of the Society are leaders in dedication to their crafts, in innovation, and in the pursuit of excellence. Among their numbers they count the most distinguished of engineers, applied scientists, and managers. "The Society is based in the United States, is active on a worldwide basis, and is open to nationals of any country. Certain qualifications must be met for attaining and maintaining membership." Purpose of the Society As to the question "What is our business?" the Scope Committee restated our purpose in light of current practice and the constitution of AIME and the bylaws of AIME and SME. The Board of Directors accepted the following proposed purpose of SME: "To further the professional development and well-being of its members by publishing and distributing technical writings, news, and information; by sponsoring meetings of members; by providing forums for discussions and for continuing education; and by fostering communication on the subjects within its purview. A leach pad’s fluid flow characteristics greatly affect the recovery of metals from heap leaching. However, because there are other factors such as particle size distribution, application rate and method, and chemical reactions to consider, mining companies often overlook potential problems associated with fluid flow until it is too late. In an effort to better understand the dynamics of fluid flow in leach pads, a series of experiments were preformed using temperature probes. A model leach pad was set up using a particle size distribution, fluid application rate, and application method common to modern leaching methods. Variable water temperatures were applied in succession and data gathered from the three dimensional grid of temperature probes built in to the model. Current work is analyzing these data along with visual observations of the model, computer simulations, past mining experiences, and other related research, in an attempt to develop a low cost test that could be performed prior to large scale leaching to determine the fluid flow characteristics of a particular ore. This paper will summarize the work and findings to this point as well as suggest areas of additional related research.

Discussion by E. Arioglu Y. Luo and S.S. Peng are to be congratulated for their outstanding paper providing new results from surface subsidence monitoring over longwall panels under different conditions. This writer found the authors' paper very interesting. In reference to this paper, the following contributions are offered: • In the paper, the maximum possible subsidence [(ASmax)] induced by chain pillar convergence has been related to a parameter (h/1- p) by linear regression. (Notations are expressed in this discussion's Fig. 1 (b).) It is a well-known fact that in a goaf the roof lowers onto broken material that gradually compacts. Then the physical behavior of goat may closely follow the compaction characteristics of broken materials. In light of this assumption, a mathematical means (Fig. 1(a)) of defining the expected compaction (i.e. surface subsidence) represents an exponential expression between [ASmax/m vs. h/1-p]. This is based on Luo and Peng's field observations from the Appalachian, Illinois and Alabama coal fields. (The coefficient of regression "r" under consideration was computed to be 0.883). • According to Wardell's (1969) findings for board and pillar mining, the maximum possible subsidence can be expressed in terms of maximum pillar loading (depth, ratio of extraction) and the height-to-width ratio of the pillars left. Using Luo and Peng's 1991 results, this writer discovered a regression equation between the above-mentioned factors. As displayed in Fig. 1(b), the functional expression approximates as closely as possible the observed subsidence data. It may be noted here that Wardell's approach (1969) can be successfully utilized for longwall panels having chain pillars. The tracer gas method of conducting ventilation surveys is a means of determining air quantity in underground mines with knowledge of the concentration of the tracer in the atmosphere and the flow rate at which the tracer is being released. The technique is useful in inaccessible areas of underground mines and areas where traditional point measurement of velocity is not practical. Sulfur hexafluoride (SF6) is the industry standard tracer(Kennedy 1987) used in underground mines because it is safe, stable, and not naturally occurring in the mine environment. The implementation of a second tracer will increase the versatility of the tracer gas technique allowing for simultaneous releases for the study of interrelated ventilation circuits, and for conducting multiple experiments in less time. This paper will detail the selection of perfluoromethylcyclohexane (PMCH) as a novel tracer with sensitivity, physical properties, and analysis characteristics similar to SF6. Methods for the release of liquid PMCH into underground mines will be recommended, and the vulnerabilities of sample loss due to condensation of vapor PMCH will be explored. Finally, the benefits and implications of using PMCH as a second tracer will be discussed.

Ilmenite smelting furnaces must be operated with a freeze lining of frozen slag to protect sidewall refractories from chemical attack by liquid slag. The process has two main control objectives: Firstly the slag TiO2 content must be controlled according to specification, and secondly a safe freeze lining thickness must be maintained. This text only concerns itself with the second objective. Freeze lining thickness cannot be measured directly due to conditions inside the furnace. It is therefore inferred from signals of thermocouples installed into the furnace sidewall. These signals are used as the 'controlled variables' in the freeze lining thickness control loop. The dynamic characteristics of these signals are the focus of this text. During this study a model of the process was constructed to study interactions between the slag bath and the freeze lining. This model was used to conduct simulation-type experiments to study the influence of various parameters (temperature, slag composition, ilmenite feed rate, reductant feed rate, power input, etc.) on the slag bath, freeze lining, metal bath, furnace wall and other parts of the process. In the case of the furnace wall, the modelling results were first plotted in the form of time-dependent isotherms. The dynamic thermal behavior of the furnace wall became evident from these results. To illustrate the dynamics of sidewall thermocouple signals, the results were also plotted as time lags between events occurring in the slag bath, and the time when a thermocouple registered a temperature change. The events studied included sudden changes in slag bath state (composition and temperature), changes in operating setpoints (ilmenite feed rate, reductant feed rate, power input), and operational errors (complete loss of reductant or of all feed). All of the result sets showed significant lags between occurrences in the slag bath and temperature changes in the refractory wall. The delays are such that it appears impractical to rely on sidewall thermocouple signals for warning of impending damage to the refractory wall, or for purposes of actively controlling freeze lining thickness. Some measures are suggested to improve the usefulness of these signals during furnace operation.

Much of the land reclaimed since enactment of the 1977 Surface Mining Control and Reclamation Act is over-compacted. Research has shown that excessive compaction in replaced growing media is detrimental to establishment of trees. If trees are to be grown on reclaimed surface mined sites, something must be done to alleviate this excessive compaction. Dry bulk density and penetration resistance are two soil parameters that can be used to indicate the level of compaction in reclaimed growing media. The University of Kentucky has developed test cells on reclaimed sites at a surface mine in eastern Kentucky to determine the impact of tillage (ripping) on soil compaction and tree survival rate. The ripping methods being evaluated include shallow tillage using conventional farm equipment and deep tillage using a dozer with a ripping arm. The impact of organic soil supplements on soil physical properties and tree survival rates is also being evaluated at the site. The organic soil supplements being evaluated include application of hardwood bark and application of straw and mulch. Each test cell has been planted with various species of trees, and for the first two years, data have been collected at these test cells for soil dry bulk density, penetration depth and resistance, and survival rate of trees. These data are currently being correlated to determine how ripping and the application of organic soil supplements affects the relationship between soil compaction and tree survival rate.

This paper deals with the development of environment performance indicators (EPIs) for the steel industry. Environmental performance has become one of the key measures of business success. Emergence of continuing pressure from customers, employees, government and NGOs for environmental performance evaluation (EPE) of industries has led to evolve a framework for the development of sector specific environmental performance indicators. EPIs can be used by steel industry for assessing the continual improvement in environmental perfromance, selecting various eco-friendly options, benchmarking, environmental reporting, technology assessment and dissemination, evaluating environmental impacts and building EPIs based environmental management systems. The objective of this paper is to develop EPIs for steel industry and provide framework for development of environmental performance indicators based environmental management system and its integration with the overall management system. An indepth discussion has been presented concerning identification of EPIs, eavaluation of significance of EPIs, their prioritization and its integration with Environmental Management Systems. A new methodology has been proposed for implementing EPIs based environmental management systems . The material presented is derived in part from PhD studies of Rajesh Kumar Singh.

"Since the United Nations conference on "environment and development" in Rio de Janeiro in 1992, the term "sustainable development" or short "sustainability" is used more and more in social-political discussions. Agenda 21 calls on the countries on national level as well as governmental and non-governmental organisations on international level to develop a concept of sustainability indicators to measure the progress towards sustainability. This paper deals with the development of an evaluation system for sustainability in the minerals extraction. By their application, aspects of sustainable development in the raw minerals industry are to be systematically conceived and assessed. This project has been carried out on behalf of the German Federal Ministry of Economics and Labour."

To preserve Washington Group International's quality of service in the mine operations area, the company has established a Supervisor Training Program to provide all levels of supervision with the required skills to meet objectives and guarantee consistent, excellent performance for each of our projects. A need developed to establish this training program internationally. The first international training session was held at the APEX San Cristóbal Mine in Bolivia. This paper discusses the program’s development, execution, results, and lessons learned with an emphasis on multicultural environments.
