Results of work on the development of a phenomenological model for the continuous flotation process using short-lived radioactive tracer techniques for the determination of model parameters is reported. A model that incorporates a flotation first-order rate constant and a residence time distribution based on the cross flow finite state (CFFS) model has been derived and investigated. The short-lived radioactive tracer techniques necessary to extract the model parameters have been developed as have the necessary nonlinear search methods. The conditions under which all the model parameters can be extracted from a single radiotracer experiment are detailed and illustrated. A microcomputer-based unique data logging system has been designed, assembled, and implemented for collecting the necessary transient radiotracer data. Results are reported for a continuous laboratory flotation system for the two systems mica ore and coal.

Arsenic is among the list of major contaminants in mining aqueous waste streams. Though the elemental form is toxic, the aqueous oxyanions are more so. The most common forms of arsenic released during mining processes are arsenate and arsenite. The common treatment technologies to date can be summed up in these major categories: oxidation, coagulation, absorption, and media filtration. These methods can often involve many expensive processing steps that may also be limited by variables, such as total dissolved solids, other cations and anions, and the oxidation state of the arsenic. An innovative technology, falling in the absorption category, was developed that can successfully reduce such aqueous forms to a level below the EPA recommendations. This new technology offers a unique and viable solution which is transparent to the above mentioned limitations.

Several universities and colleges in Australia, Canada and the United States, recognized the need to establish or reorganize geoscience programs at the vocational and two-year technical levels. To accomplish this, a cooperative study with industry in one state or province from each country was initiated. These include Tasmania in Australia, British Columbia in Canada and Alaska in the United States. The objective of this work was to develop a diversified geoscience educational model at the two-year technical, vocational and continuing education level that provides the source from which any nation can draw the proper educational tools to create a new geoscience program, modernize an existing program or strengthen a weak program. More than 100 mineral industry organizations provided information regarding their specific training needs for support personnel. The data gathered have been used to identify training areas for semi-skilled, skilled and technical personnel in geochemical mineral exploration. These included geological, geochemical, environmental and computer skills. With the areas of major educational need defined for geochemical exploration, an educational field skills model was developed for the three levels of training. The international need for a study of this type was recognized as early as 1980, following numerous contacts from domestic and foreign geoscience educators regarding the structure and success of training within the University of Alaska Fairbanks Mining Extension program, located in Fairbanks. Contacts, correspondence and visits included educators from Australia, Brazil, Canada, Mozambique and the conterminous United States. The need was magnified between 1985 and 1989 at the University of Alaska Fairbanks, when an attempt failed at initiating and developing a two-year geoscience vocational-technology program leading to an Associate of Science degree.

Competition from foreign coal producers could displace as much as 9 Mt/a (10 million stpy) of US coal bound for power plants located near waterways. But, according to a Maryland-based coal consultant, it could be worse. Theoretically, about 52 Mt (57 million st) of domestic coal could be vulnerable to imports by 1990, said Forrest Hill, of Hill & Associates of Annapolis. Hill was speaking to about 150 coal industry executives and experts at the third annual Coal Marketing Strategies Conference in November. Most were at the Denver, CO conference to pick up tips on how to sell coal in an oversupplied market. Imports threaten domestic markets Of the 200 utilities studied by Hill and his staff, 119 are situated near major waterways, he said. However, most of those waterways are not equipped to handle coal from the shipping lanes. Good news for US coal producers. But don't breathe too easily. Foreign coal still poses a major threat to domestic markets, Hill continued. The strength of the US dollar is an obvious factor. But easy access to US utilities located on waterways combined with low rates for ocean vessels give foreign producers another edge. And foreign mines are typically low cost producers. For example, Hill said Colombia's huge Cerrejon mine can deliver coal to an Illinois power plant for $47.87/t ($43.39 per st). That compares to $52.85/t ($47.95 per st) from a Kentucky coal mine. Also, Colombian coal producers can generate a cash flow even if the coal sells for $27.50/t ($25 per st). The main competition US producers face from abroad, as Hill sees it, comes from Australia, Canada, Colombia, Poland, South Africa, and, perhaps, from Venezuela. Domestic producers, however, do have some things going for them. Most US coal buyers, Hill said, "are not wild about the idea of buying foreign coal." A 10% price advantage or pressure from public utility commissions would be needed to force some of them to buy foreign coal, he said. Some of the utilities contacted said they would not commit to more than one-third of their stockpiles to a foreign source. Another advantage for US producers is that they have room in their long-term contracts to cut prices and still maintain a profit, Hill said. Railroads, too, have high profit margins written into their rate structures. They are also aware of the import threat. Therefore, they may reduce their rates accordingly to keep their markets. Marketing's role The energy price shocks of 1972 and 1976 caused major adjustments in world economics. Coal was no exception. High oil prices caused many utilities to look at less expensive coal. As the market improved, coal prices began to respond, said R. Gale Daniel, of Anaconda Minerals Co. But clean air legislation and the strengthening dollar caused havoc in the coal markets, he said. The price of oil crashed, taking with it predictions of record coal use. The result is an oversupply of coal that has led to price cutting. "Electric and hydraulic shovels are the dominant loading machinery in surface mining operations. Despite their critical role in production and their high capital and operating costs, no reliable and comprehensive quantitative performance metric is available. In this paper, a stochastic shovel effectiveness (SSE) measure is proposed for the purpose of quantifying the performance effectiveness of these shovels. The SSE is based on the widely used method of overall equipment effectiveness (OEE) in the manufacturing industry. The OEE measures the performance effectiveness of equipment by multiplying its mechanical availability, utilization and production quality. In manufacturing processes, quality rate is the ratio of the total number of products minus the number of defective products – equivalent to the number of acceptable products – to the total number of products. The SSE similarly uses the mechanical-availability and utilization terms, but instead of quality rate it uses a new parameter named bucket rate.The variability or randomness of the input data, that is, availability, utilization and bucket rate, are further incorporated into the SSE, and a final stochastic SSE distribution is derived in the form of a probability density function. One hydraulic and one electric shovel in a surface mining operation were selected to test the validity of the proposed method. The SSE scores for the two shovels, operating continuously for one year, were derived and compared. As with the OEE, the three-parameter SSE method yielded more representative results for overall performance measurement than a single-parameter approach. Using Monte Carlo simulation, a three-parameter Weibull and a normal distribution were derived for quantifying the overall effectiveness of hydraulic and electric shovels, respectively. As a decision aid, the proposed methodology promises to render a more informative tool than traditional metrics for mine equipment maintenance and management."

The Belle Eldridge Mine is an inactive lead-zinc mine in Spruce Gulch south of Deadwood, South Dakota. Acidic mine drainage (AMD) produced at the site drains into Spruce Creek, a tributary of Whitewood Creek. The site is on U.S. Bureau of Land Management (BLM) property. Extensive fieldwork was done at the Belle Eldridge Mine through the cooperation of the BLM and the South Dakota School of Mines and Technology. The site was extensively mapped to identify physical and environmental hazards such as tailings, waste rock, collapsed buildings, adits and workings. An exhaustive search of the historical records of the Belle Eldridge Mine was conducted. Maps of the under-ground workings of the Belle Eldridge dating from the 1930’s and 1940’s were found. The maps were used to correlate currently collapsed features to old adits and tunnels. Using hand corers and a portable drill rig, waste rock, tailings and soil core samples were collected and depth to bedrock was determined and the total volume of waste and tailings pile were determined. Related work examined the hydrology of the site. The site is very complex hydrogeologically. Numerous underground and surface workings and tunnels add to the complexity. Several seeps are located at the site, one of which is producing AMD. Recharge to the site was studied, and a 100-year flood plain map was produced.

Metallic magnesium is mostly used in lightweight alloys in order to decrease fuel consumption in automotive applications. Several different production processes are currently used worldwide, and the magnesium production scenario is changing rapidly, with Chinese production increasingly dominating the world market. For the purpose of this paper, a novel approach to Life Cycle Assessment was applied, in which Material Flow Accounting and energy-based methods (Embodied Energy, Exergy and Emergy Analyses) are integrated and complemented, with a detailed description of the environmental hazards associated with emissions from all the different processes.

Public Law (PL) 95-87 contains explicit demands for land use planning in its reclamation and designation sections. Both sections require recognition of local land use plans; however, they are not well integrated. Accommodation to these planning requirements affords an opportunity to create better links among local land use planners, the state's permitting authority and designation office, and mine designers. Mining companies should take a more positive interest in local land use plans and in resource inventories. States should consider handing down to local government the responsibility for accepting mine permit applications and designation of unsuitability petitions.

If you believe that the goal of the space program should be a permanent, manned presence in space, then you believe in space mining. Historically, mining has been an integral part of the frontier. For the space frontier, mining is absolutely necessary. Any large-scale space facility must be built from materials mined in space. The reason is simple: the cost of getting material off the earth overwhelms all other costs. The cost of launching a pound of material from earth into low earth orbit ranges from $5000 to $10,000. Multiply this number by three to get to geostationary orbit. With the added expense of landing on the moon, an object is worth more than its weight in gold. Most space projects are impossible if materials must be hauled out of earth's enormous gravity well. For example, habitats (large structures in free-fall that simulate earth's gravity) and massive solar power satellites will take millions of tons of material to construct. Transportation economics alone dictate space as the source for oxygen, construction materials, and metals, among others. Space mining is not concerned with introducing materials for terrestrial use. The need for materials in space is infinite. The challenge for the mining industry is enormous.

Investment in the ferrous sector between 1981 and 1985 will total about $9 billion, or 7.6% of the state budget for capital assets. The money will primarily go to complete the first stage of the Baoshan Iron and Steel complex and to increase steel production by 3 Mt* (3.3 million st) and seamless tubing by 0.5 Mt (551,000 st). Investment in 1983 will be about $3.5 billion, a 28% increase over 1981. Although data on nonferrous investment is less specific, the Chinese announced early this spring that the country's investment would be 2.6 times greater than the average spent during the previous five year plans. Geological surveying will also be stepped up. The Ministry of Geology and Minerals recently announced it will incorporate a search for metal and mineral resources into its second round of oil and gas surveys. The Sixth Five-Year Plan desig¬nates some actual production targets. Steel is to increase to more than 72 Mt (79.4 million st). The country's production of 10 priority nonferrous metals - aluminum (and bauxite), copper, lead, zinc, nickel, tin, antimony, mercury, magnesium, and titanium - is to increase 12.7%. Top priority is to develop aluminum production. Renewed efforts are to be made to develop gold and silver production and to increase rare earth and rare metal production. By April 1983 when the China Nonferrous Metal Industry Corp. was established, some five months after publication of the Five-Year Plan, the goals for nonferrous development had already been upgraded and changed to include: • development priority status equal to that of coal's; • an increase of more than 150% in the 1985 projected production level for the 10 top nonferrous metals (a move from the Sixth Five-year Plan's production increase of 12.7% to one of 34%); and • modification of the top 10 nonferrous metals list to include tungsten, molybdenum, and rare earths. Aluminum, copper, lead, and zinc maintained primary importance, while mercury, magnesium, and titanium were deleted. It is likely that the modification will be taken one step further and titanium will be substituted for antimony. China has already indicated its intentions to stabilize rather than expand its antimony industry, while press reports play up the titanium industry's importance to the country's development. In addition, the China Nonferrous Metal Industry Corp. announced that it expects to register a progressive annual increase of 4% in foreign currency earnings through export. China's nonferrous development efforts, therefore, appear two-pronged. First, the country's efforts will be directed toward self-sufficiency in its four major process and primary metals - aluminum, copper, zinc, and lead - and a number of other nonferrous metals that are in increasing demand by its light industry sector. At present, 96% of China's non¬ferrous consumption is composed of aluminum, copper, lead, and zinc. Substantial portions of that must be imported to meet rising demand. Second, efforts will concentrate on those metals that can be developed the fastest and are in "urgent demand" on the international market. Metals such as tungsten, tin, molybdenum, titanium, nickel, and rare earths will be given freer use of foreign capital and technology to increase production levels and raise quality. Examples of some projects in the area include upgrading the country's carbide industry and developing new high speed and tool steels to meet international standards. Mine exploitation is a broad subject whose focus is the technical skills or efforts needed for the extraction of mineral from a known ore body. Mine exploitation can be considered the very core of the mining engineering discipline. It begins at the conclusion of the exploration and development stages of mining and ends when the ore body is exhausted and the mine (or mines)closes and is reclaimed. Section 8 on mine exploitation is comprised of seven chapters: (1) classification of mining methods, (2) mine surveying and mapping, 3) systems engineering, (4) computer methods, (5) labor relations and training, (6) management and administration, and (7) mine closure, sealing, and abandonment. Each chapter focuses its efforts towards providing detailed and useful information for the engineer on basic mine exploitation principles. The information can be applied to a broad range of mining problems without regard to mineral type or mining method.

Oregon Resources Corporation (ORC), an industrial minerals mining company, is currently engaged in the development of a new process design that will allow the unique paleo-beach placer deposits of southwestern Oregon to be mined efficiently and economically, creating an additional domestic source for chromite, garnet, and zircon. Engineering design has been guided by the variable geology and mineralogy of the paleo-beach placer deposits as well as the need for a dry tailing scheme that resolves a lack of water resources at the placer locations and at the same time eliminates the need for slurry settling ponds, typical of paleo-beach placer operations in North America. Metallurgical study of the placer material was grouped into four distinct samples based on marine terrace deposition, geological facies, and mineralogy. Because the metallurgical samples represented the extremes likely to be encountered in all future Oregon paleo-beach placer ores, the process design is highly dynamic and will successfully adjust to meet the production needs. Water availability at the mining area is seasonal and will not support a typical placer operation?s water requirement needs for heavy mineral concentration. For this reason, ORC has developed a plan to construct the ore processing facilities near Coos Bay, where a municipal source of water is available. Raw ore will be transported from the mining sites approximately twenty miles one way to the processing facility with return loads hauling tailings back to the active pit. The need to haul dry tailings, return dry material to the pit for reclamation, and limit the amount of water being purchased from the municipality has driven the design of a unique water reclamation system. BACKGROUND Location and Access Economic concentrations of ?black sand? or heavy mineral (minerals with specific gravity greater than 2.85) have been recognized and studied in marine placers from Coos Bay to the mouth of the Rogue River, a distance of approximately 75 miles along the southern Oregon coast (Hornor, 1918; Griggs, 1945)(Figure 1). ORC will begin mining existing reserves approximately 20 miles south of Coos Bay in a region known locally as Seven Devils. Ore will be trucked north to the processing site near Coos Bay via use of existing county and state roads, including U.S. 101. The available facilities at the processing site include highway, rail, municipal water and electricity, natural gas, and a deep water port. At the time of this writing, the rail line had been abandoned, but was being pursued by the International Port of Coos Bay. It is anticipated that this will be serviceable at some time in the future. History The southern Oregon marine placers have garnered the interests of miners since 1852, when present day beaches were exploited for gold. The beach deposits were small and irregular in nature and were easily washed away by the major storms the coast endures during the winter months (Hornor, 1918). [ ] In the 1920?s, deposits at the beach were followed upstream to their paleo-beach terrace origins (Pardee, 1934). These terrace placers were mined, but with little success, as the cost of mining and processing was greater than at the present day beach deposits. The greatest effort to understand and delineate the paleo-beach terrace placers came during World War II. As the need for a domestic source of steel hardening chromite was evident, the heavy mineral bearing placers of southwestern Oregon provided just that. The U.S. Geological Survey, under guidance from the Oregon Department of Geology and Mineral Industries, began exploration drilling of the paleo-beach terraces in 1940 (Griggs, 1945). This work was part of the investigation of strategic mineral deposits and would ultimately supply much needed chromite for the war efforts. Introduction Many old underground mines have been developed extensively into reserves requiring large numbers of workers to maintain and rehabilitate lengthy track haulages and/or belt conveyor systems. Often, large numbers of fans are required to maintain minimal airflows in areas where poor conditions and huge leakages prevail. Problems that beset one such coal mine and projects undertaken to restore it to potential profitability are presented. Brief history The Vesta No. 5 mine was opened in 1908. Drift development began near the Monongahela River, which was the primary avenue for shipping metallurgical coal to coke ovens in Pittsburgh. Over the ensuing 75 years, the main haulage entries were developed a distance of 16.1 km (10 miles) to the present mining area. Track haulage was used to transport coal from working sections to the river loading facility. As haulage distance and areas of high water influx increased, management decided, in 1973, to construct an underground conveyor belt system. The project spanned 36 months and culminated in a system of 22 flights, ranging from 205.7 to 1767.8 m (675 to 5800 ft) long. Six intake and eight return entries were developed as the mains were advanced. These entries provided adequate ventilating capacity over the years, but as extensive gob areas progressed and roof conditions deteriorated, the entries became inaccessible and more resistant to airflow. By 1981, five fans were being used to circulate 943.9 m3/s (555.5 cfm) of air through the mine. An average of 6440 t (7100 st) were produced from 20.8 continuous miner unit shifts and 2.7 longwall unit shifts each day in 1981. The ratio of support to production personnel was 1.94. To maintain the outby 16.1 km (10 miles) of haulage, 110 personnel were used. The average cost per ton was $43.54 ($39.58 per st), resulting in excessive bottom-line losses. The mine possessed a rather promising reserve, mostly in lease, of good quality, medium-sulfur metallurgical coal, but it also had a number of formidable operating problems. Operating problems Contributing factors toward relatively low productivity and high costs were the conditions of the track haulage, conveyor, and ventilation systems. Productivity was affected greatly by downtime associated with the conveyor system, which lacked adequate access for making splices or other repairs. The first part of this article is a review of industry techniques and styles during the past 50 years. It is followed by my career history during the same period. The second part covers my ideas about what works in mineral exploration. These include estimates about discovery costs, thoughts about education of explorationists, organization of exploration groups and my opinions about the relative value of exploration techniques. Evolution of exploration techniques [Table 1] shows the evolution of mineral exploration techniques and styles from 1950 to 2000. During the first half of that period, there was a progressive increase in exploration drilling. During the second half, there was a decrease in prospecting and an increase in high technology, indirect exploration and a rapid increase in discovery cost.

The Niblack polymetallic volcanogenic massive sulfide deposits are located on Prince of Wales Island in southeast Alaska, approximately 50 km southwest of Ketchikan. The property hosts a number of polymetallic volcanogenic sulfide occurrences within the folded Lookout rhyolite volcanic succession. The Lookout deposit is the primary focus of current resource delineation and contains an indicated resource of 4,136,000 tonnes at 1.13% Cu, 2.32 g/t Au, 2.27% Zn, 38.70 g/t Ag and an inferred resource of 1,736,000 tonnes at 1.09% Cu, 1.77 g/t Au, 2.02% Zn, and 25.52 g/t Ag as of March 2011. Sulfide mineralization is interpreted to have formed sub-seafloor, within permeable felsic fragmental volcanic rocks. Sulfide minerals of economic interest include chalcopyrite and Fe-poor, Zn-rich sphalerite. Of considerable importance, the Lookout deposit contains elevated gold that occurs as inclusions within the base metal sulfides.

Research programs conducted by Allis-Chalmers Corporation are showing that the most efficient energy use in crushers is achieved when the forces applied to particles undergoing breakage are increased. Laboratory bench scale tests have been developed to confirm this phenomena, which was first observed in the field using HYDROCOME crushers with automatic setting controls. A new testing machine is described and methods of maximizing such benefits are postulated. FOREWORD Allis-Chalmers Corporation was founded in Milwaukee, Wisconsin, in 1847 as the E. P. Allis Company, which had an initial interest in manufacturing components in the grinding of flour. As such, its roots were started in reducing material size, which is covered by the generic term, comminution.

The Mantos Blancos copper-silver district, a major copper-producing area since 1961, is located on the Tropic of Capricorn about 45 kilometers northeast of the northern Chile port city of Antofagasta, as shown in Figure 1. Copper oxide minerals occurring as atacamite (Cu C1(OH)3) and chrysocolla (copper silicate-hydrate) were discovered in the district in the early 1900's (Knobler and Joseph, 1962). The mine is situated in the northern Atacama Desert, one of the most arid regions on earth, and presently receives less than 1 cm per year of precipitation. The extreme aridity of the Atacama Desert is thought to have prevailed since at least Middle Miocene time (Mortimer et al., 1978) when development of important supervene copper enrichment was slowed in many areas of northern Chile (e.g., Chuquicamata, Exotica). Despite the paucity of precipitation, landform development is mature, with large alluvial fans and alluvial-filled valleys covering much of the region. In addition, the aridity and presence of salts have led to the formation of a sub-surface cementing of alluvium and colluvium by halite-rich caliche ranging from a few centimeters to over 3 meters in thickness. These factors, resulting in poor outcrop exposure, make even reconnaissance mapping difficult.

"Highwall miners have been widely used to extract additional coal reserves from existing surface operations, particularly on contour operations in the Appalachian coalfields. Using a continuous miner cutting head, coal may be extracted from significant depths (such as 150 m), leaving behind an array of web and barrier pillars with the purpose of maintaining highwall stability. This method inherently involves elevated risks to both equipment and personnel due to proximity to and increased exposure time near highwalls. As a result, modern operations should actively design web and barrier pillars to maximize extraction while providing adequate stability. The ARMPS-HWM software, an empirical-based program created for the design of web and barrier pillars at highwall mining operations, is one such approach. The calculated stability factor is compared with empirically established guidelines produced from examining case histories.The ARMPS-HWM program is a handy tool for initial design, but understanding the site’s structurally significant geologic features and geomechanical behavior is important and may potentially increase extraction. We created a two-dimensional numerical model using FLAC3D and calibrated it to ensure pillar strength, closely following the Mark- Bieniawski formula for a typical range of pillar geometries and overburden properties. The development of pillar stresses along a highwall panel was then numerically investigated as mining progressed, and the stress distribution between barrier pillars was found to be asymmetric, which can result in an over-design of the closeout web pillars if tributary area loading is assumed. Finally, the importance of adequate barrier pillar stability is highlighted."
