Nevertheless, this conventional view has always had its critics.

It is uncommon these days to read a business magazine or newspaper without finding a reference to Knowledge Management (KM), and its critical importance to corporate success. One definition of KM is: “getting the right knowledge to the right people at the right time and helping them to put information into action in such ways that strive to improve organizational performance.” In the minerals processing industry we could assert that we have been practicing this for years through effective operator training. In most cases we would probably be wrong. Training has certainly filled the need of addressing safety and basic operational issues, but we must collectively focus on education (learning), and the difference, as measured in outcomes, is not at all subtle. This paper briefly examines the history of training and education in the mining industry, and looks in more detail at the impact of one company’s approach to empower its workforce, while keeping the ultimate goal clearly in mind: “The great end of knowledge is not knowledge, but action.” (T.H. Huxley)

In Huoqiu region of Anhui Province, Fe2O3 occurs mainly in the form of specularite. Besides quartz, the gangue minerals include iron-bearing silicates such as chlorite and sericite which account for about 10% of the total gangue. The separation effect of conventional collectors is poor in the flotation of the minerals, that is, the average grade of iron concentrates is only 60-62%. Using the developed amphoteric collector can successfully realize not only the separation of specularite from various gangue minerals with results of iron concentrate grade above 65% and iron recovery of above 80% but also low temperature flotation at 15°C.

Inter-Mountain Labs, IML, performed a study comparing mining waste rock sample analysis by Net Carbonate Value (NCV) and Modified Sobek acid-base accounting procedures. The study looked at 468 waste rock samples and compared the data for Neutralization Potential (NP), Acid Generation Potential (AGP), Net Neutralization Potential (NNP), and the ratio of NP/AGP. The study found that a majority of the samples were below 50 Tons CaCO3/kTons. This subset of ?low-level? samples was also examined separately for Acid Base Accounting parameters. The analysis compared the NCV procedures to the Modified Sobek procedures and concludes that the NCV procedures are as protective of the environment as Modified Sobek procedures.

The US Constitution provides for regulation by the states for protecting the public's safety, health, and welfare. Hence, in the eyes of the law of all states today, this is the sole justification for registration of professional engineers. Wyoming was the first state to register professional engineers in 1907, to correct abuses of incompetent or fraudulent practices in surveying and real estate. Public safety and health are most directly affected by civil, electrical, and mechanical engineering. Other branches of engineering have a profound effect on the public welfare, including investors, and safety and health of employees. No arguments, pro or con, are valid except in relation to the registration laws of various states. Code of Ethics Few would argue the desirability of requiring conformance with a code of ethics. A major problem lies in enforcing compliance, since protecting the public demands a high standard of competence, yet assessing competence gets confused with restraint of trade. Bidding engineering work on price competition can lead to pressure to cut corners on engineering quality, and was therefore discouraged by codes of ethics. The Supreme Court, in a suit against the National Society of Professional Engineers (NSPE), barred any engineering society from such bidding restriction. It has, however, upheld the right of states to impose codes of acceptable practice as part of registration laws. For example, Texas Canon I reads, "The engineer's paramount professional responsibility should be the safety, health, and welfare of the general public." Anything less makes the code practically meaningless, but there are potential conflicts of interest in many engineering organizations. How can conflicts be handled? Any corporation could improve its public image by adopting a policy that each employed PE should, without fear of recrimination, record in writing over his seal any problem or flaw in any design that comes to his attention. The policy should further require that his superior provide him a written reply pointing out that the "flaw" is accepted as requiring correction or as a calculated risk, or overruled as erroneous or as a difference of opinion. Errors in calculation of judgment are inevitable. Despite this, there are limits to how much time and money should be spent to eliminate them. It is difficult, however, to see any excuse for failure to conscientiously evaluate the opinion of a PE. This may be an impossible ideal, but how else can the profession or the industry have credibility? The National Council of Engineering Examiners (NCEE) has a code of ethics one presumably subscribes to by signing an application to write a Principles and Practices examination. However, NCEE has none of the power of enforcement that is available through state boards of registration. Registration Qualifications Qualifications are set by the laws of the states. In general, they require passage of an eight-hour examination in fundamentals, preferably at graduation, and, later, one in principles and practices. The examinations are compiled and distributed by NCEE. This system provides for a high degree of uniformity and reciprocity. States set the education and experience levels (typically four years after graduation) required by those desiring to write the principles and practices examination. Examinations The principles and practices examination calls for answering eight of 20 equal weight questions; one on engineering economics, 19 on engineering. Economics may enter into engineering questions, but only provided the question is not answerable by an economist without engineering training. In preparing examinations, NCEE strives to use questions that require some judgment and can be more effectively answered by someone with four years experience beyond college. In 2006, the Mine Improvement and New Emergency Response Act (?2006 MINER Act?), Pub. L. No. 109-236, 120 Stat. 493 (2006) was enacted in a bi-partisan move to strengthen the 1977 Mine Safety and Health Act. This action followed several underground coal mining accidents at the Sago and Aracoma Mines in West Virginia and the Darby Mine in Kentucky. The focus of that legislation was, in part, to force technological development and implementation. It involved the recomposition and training of rescue teams. Requirements for sealing worked out areas of mines were changed when MSHA invoked its Emergency Temporary Standard (?ETS?) authority for the first time in many years. Increased penalty amounts were established for certain types of violations for all types of mining, and minimums were set for unwarrantable failure violations issued under Section 104 (d)(1) and (d)(2); 30 U.S.C. Section 814 (d)(1),(2). The entire 30 C.F.R. Part 100 penalty criteria was revamped in a rulemaking, effective in April 2007. The visions were ambitious and noteworthy and those in industry and government have spent the last four years working through the aftermath of intended and unintended consequences of these changes. The penalty structure arrived at in 2007 has proven unwieldy and has contributed to the increase in contested caseload now before the Federal Mine Safety and Health Review Commission. In essence, litigation under the Mine Act ground to a virtual halt when the number of cases increased but the budget for Administrative Law Judges, who hear the cases, and the Solicitor?s office who represents MSHA, was not increased. Addressing the backlog effectively was one of the major challenges when Joe Main was confirmed as Assistant Secretary in early 2010.

As is readily apparent, the reliability of the early-stage costs estimated for any mining project are critical to the viability of that project. An estimate too high might leave a potentially profitable deposit undeveloped or worse yet, available to a competitor. One too low might waste investment dollars in a project not yet economically ripe. There are two aspects critical to any estimate: 1. The cost data used to represent the values of the wages, salaries, supplies, and equipment. 2. The design used to determine the engineering parameters upon which the above estimated values are based. Given that all of the information contained in Mining Cost Service is provided by suppliers, equipment manufacturers and mine operators, one wonders why there is any question as to the reliability of cost estimates developed using this information. Given that it is all actual (as opposed to statistically derived) data, where do the problems with estimate reliability lie and what is the impact of the data on that reliability? The following presents a series of analyses designed to assess the reliability of the cost estimating process. Both the actual cost data and the engineering parameters upon which they are based are examined in an attempt to quantify and understand the importance of each. While several sources of cost information are available (Means, Richardson, Primedia?s Equipment Watch, and individual suppliers and manufacturers), the following rely solely on data contained in InfoMine USA, Inc?s, Mining Cost Service and in its Sherpa Mine Cost Estimating Software.

A variety of grades of very white muscovite mica are now being produced from sedimentary sands and clays in Central Georgia. The mica is naturally concentrated near the base of the lens-shaped kaolin deposits and also disseminated in associated quartz sands. The same weathering and bacterial alteration processes which have transformed the kaolins from dark organic muds to white pigment-grade industrial clays have also removed discoloring iron from the micas and developed unusually white muscovite. Further, chemical alteration has removed some potassium from the muscovite atomic structure, resulting in an easily delaminated mica which can be cleaved to unusually fine, high bulking, high aspect ratio products. The peculiar alteration history of these sedimentary micas enables production of some of the whitest, finest particle size, and thinnest aspect ratio muscovite mica products on the world market today. Raw mica feed is obtained from kaolin and sand processing by-products, and also from beneath the useful base of abandoned kaolin mines. The processed ultrafine and filler grade muscovite mica products are used for paint, plastics, cosmetics, mold release, thermal and electrical insulation, epoxy, and dry wall joint cement markets.

Push backs used in the production planning of open pit mines play an integral role in generating annual cash flow. Although several algorithms for push back designs have been proposed, none have studied the optimum number of push backs. In this paper, different algorithms have been implemented for the push back design of a cross section of a copper deposit and the results discussed. Moreover, the optimum number of push backs has been determined using analytical and multiple attribute decision making (MADM) methods based on minimizing the risk associated with grade uncertainty, and minimizing stripping ratio, while maximizing net present value (NPV). According to the findings, the optimum number of push backs has been proposed to be between three and six, as lower quantities of push backs are more likely to achieve the calculated net present value, and have smoother stripping ratios for different pushbacks. This approach was examined in an operating mine and the optimum number of push backs determined to be four.

Historical mining operations in Colorado and other western states have resulted in thousands of remnant mine openings. Many are sources of metals loading and acid water generation in surface and ground waters. It is estimated that more than 965 km (600 miles) of streams in Colorado have been impacted by past mining activities. The Animas River watershed in southwestern Colorado is one of the most heavily affected areas in the state. Abandoned mine features pose significant safety hazards to those who enter them. These hazards can include bad air, unstable rock or falls into open shafts, stopes and winzes. Backcountry skiers and snowmobile enthusiasts are particularly vulnerable to falls into snow covered mine openings.

Tround International Inc. is developing rock excavation and drilling devices which utilize a simple patented mechanism for firing frangible projectiles. This system launches a salvo of three projectiles with every shot in automatic sequence. Studies conducted by Physics International Inc. have demonstrated that firing projectiles into hard rock such as granite creates fragmentation which is much faster and cheaper than conventional drilling and blasting. The Tround salvo approach enhances this further by a controlled stresswave interaction created by a slight time difference during impact of the individual projectiles. The University of Maryland is conducting additional studies to optimize these parameters.

"The basic objectives of mine roadways are to provide sufficient cross sections in order to meet the needs of accommodation of equipment, transport, personnel travel and ventilation. However, many roadways become damaged to the extent of needing maintenance, generally dinting, and in some cases requiring re-ripping. The damaging of a roadway is a result of several factors including geological properties of surrounding strata, method of roadway formation, support systems and so on. Among these factors, strata conditions play important effects on the stability of roadways and other mining activities. Weak rocks cause excessive roadway closures, and water softens some rocks and worsens the closure problem. In Indonesia, over 250 Mt of coal is now produced from almost surface mines. In the near future, some coal must be mined from underground. Unfortunately, the mechanical properties of coal measures rocks are not so good to open underground mines. In this paper, a scientific discussion on the effect of water on the stability of roadways is given on the basis of results obtained by means of in-situ investigation and laboratory tests both in Japan and Indonesia."

Research has shown that excessive soil compaction is detrimental to the establishment of trees in reclaimed soils. Dry bulk density and penetration resistance are two soil parameters that can be used to indicate the level of compaction in reclaimed soils. It is believed that reclamation practices which minimize soil compaction will produce better results when forestland is the intended post-mining use. The University of Kentucky has developed reforestation test cells on reclaimed soils at a surface mine in eastern Kentucky to test this hypothesis. Each test cell has been planted with various species of trees, and since 1997, data have been collected at these test cells for soil average dry bulk density, average penetration resistance, average depth to refusal, and average survival rate of trees. These data have been correlated to determine the relationship between soil compaction and tree survival rate. It is believed that the two soil compaction parameters may ultimately be used to predict tree survival rates on reclaimed surface mined lands.

The 1,280 MW Sir Adam Beck II Hydroelectric Project was constructed in the1950s, at Niagara Falls, Ontario, Canada. The twin intake tunnels total over 17 kilometers in length and pass deep below the City of Niagara Falls. The tunnels were excavated using drill and blast methods, with a top heading and bench approach. The shot rock was loaded with electric shovels and transported to the five shafts with off-highway trucks. The tunnel muck was hoisted to the surface by skip and transported by truck to disposal areas. The volume of underground excavation for the 15.55 meter diameter tunnels and the shafts exceeds 3,500,000 cubic meters, then and now the largest underground civil works excavation by drill and blast in the Western Hemisphere. The lining required over 900,000 cubic meters of concrete. All of this work was completed in three years, remarkable progress, considering the technology of the day, comparing very well with the rapid excavation and tunneling methods of the twenty-first century. Big, fast, and deadly—at least 20 lives were lost in construction accidents.

The Gilt Edge Superfund Site is a former heap-leach gold mine that currently is being remediated in the Black Hills of South Dakota. Mine runoff water is treated before release from the site. The field pH, before treatment, is about 3, and the water contains arsenic and some heavy metals, in addition to sulfate concentrations of about 1400 to 1500 mg/L. In the Keystone area of the Black Hills, naturally occurring arsenic has been detected in ground-water samples from wells. Keystone City Well #4, which is not used currently, showed arsenic concentrations of 36 parts per billion (ppb) and sulfate concentrations of about 19 mg/L. With field samples of water from these sites, a limestone-based method was successful in reducing arsenic and heavy metals concentrations. The results are significant because previous research with the limestone-based method mainly had involved samples prepared with distilled water in the laboratory, in which interference of other ions such as sulfate did not occur. The research indicates the potential for broader field applications of the limestone-based removal method.

The use of phosphate depressants in the cationic flotation of silica from francolite in the Florida phosphate industry is rarely practiced. The occasional use of gelatinized starch derivatives and pH adjustments to assure a slightly alkaline flotation feed slurry pH have been used in some processing plants to improve selectivity. This paper presents a preliminary laboratory comparison of several potential phosphate depressants for use with the flotation of siliceous phosphates. It was found that starch is ideal for floating fine (-35 mesh) silica from phosphate, while sodium tripolyphosphate may be the best for coarser (+35 mesh) feeds.

This paper presents analysis of damages and rehabilitation design for three major French rail-way tunnels built in mid-19th century. The La Nerthe tunnel underwent ovalization deformation with excessive displacement at the springline, and pinching and bursting of the liner bricks at the crown due to tectonic residual stresses with very high lateral earth pressure. The Saint-Louis les Aygalades tunnel invert was subjected to undulatory deformation resulting in tracks misalignment, which was caused by non-homogeneity of mechanical and hydraulic properties of the ground. The Roches de Condrieu tunnel required widening to comply with the increase in dynamic envelope of trains due to their larger cross section and higher speed. The applied rehabilitation methods and constraints of work in these busy mainline railway tunnels have been discussed in detail.

Conveyors are the lifeline of mining and processing operations. They continuously supply materials to and carry finished products and waste away from operations. When conveyors are running at less than maximum efficiency, the operation's productivity is in trouble. Inefficient conveyors suffer carryback, leading to the buildup of materials on idlers and other expensive components. They spill and leak material at loading zones and conveyor transfer points. This causes accumulations that can damage the belt, wear moving components and increase both clean-up labor and maintenance expenses. They wander or mistrack, spilling material and endangering personnel and conveyor components. And through these inefficiencies, they multiply the operation's hidden costs. These added expenses occur in lost production, increased downtime for service and maintenance and replacement costs for prematurely worn equip¬ment. In addition, the attitude that inefficiency is "good enough" is recognized elsewhere in the organization. As a result, other departments relax or operate at less than peak performance. Quality goes down along with employee morale. Costs of inefficient conveyors A key to efficiency is handling a product as few times as is necessary. That means conveyors should be loaded, track true to the unloading point and then be unloaded, all without material escape or waste motion. An inefficient conveyor is often signaled by accumulations of DURT - material that has escaped from the system and is now at large in the plant. This DURT adds costs to an operation that are uncounted and, perhaps, uncountable.
