To aid industry and Government in planning water developments the Bureau of Mines in 1963 canvassed mineral producers to determine water use in 1962. Water use by the mineral industry comprises only 2 percent of the water withdrawn by industry as a whole. The major water-using mineral industries are natural gas processing, phosphate rock, sand and gravel, and iron ore. Analysis indicated the following conclusions: 1. Total water use and new water intake is dependent on the quantity of material processed and the process water requirements of the particular industry or commodity. 2. Recirculation is dependent on the processing requirements of a particular commodity, the manner in which the water is used, cooling and condensing requirements in certain large industries, the quality of new water intake, and the need to treat new and discharged water. 3. Consumed water is dependent on the quantity of water recirculated, the temperature and humidity in the area, and the proportion of water used for cooling and condensing. 4. A threefold increase in water use by the mineral industry by 1985 is forecast.

A quick-reaction, mine permissible rescue vehicle (MERV) was developed for use by rescue teams. The MERV is a 6-wheeled, battery-powered unit with life support equipment and instrumentation; designed for a two-man team, with provisions for handling two victims or tools in a trailer. The vehicle is 100 inches long, 56 inches wide, and maximum height of 34 inches. It can be lowered down most mine shafts and has clearance to travel mine railways. The vehicle has power to all six wheels with power transmitted separately to either or both sets of wheels. Low-pressure, high-traction tires give the vehicle the ability to handle soft, muddy mine floors, flooded areas and significant obstacles, and can negotiate a 45% grade. Power and life support are sufficient for a 4-hour mission. The life support system is a commercially-available, approved unit currently used by MESA rescue personnel. A payout wire system provides communication between the vehicle and home base over a distance of 10,000 feet. On-board monitoring of carbon monoxide, methane and oxygen is provided, with master and individual alarms to warn of gas concentrations outside pre-set limits. A lightweight, water-tight trailer was developed for carrying victims or hauling tools and equipment.

The economy continued to expand during the third quarter, as real GNP rose at a seasonally adjusted annual rate of 3.8%, up from 2.5% in the second quarter (table 1). Continued job gains (see below), higher incomes, and an increase in installment debt, resulted in a nearly 20% increase in consumer spending on durable goods. Consumer expenditure on nondurables fell slightly, while spending on services continued at a moderate pace. Nonresidential fixed investment climbed nearly 24%, as producers purchased more durable equipment. Residential fixed investment was adversely affected by rising interest rates, which slowed new home construction from January to August, 1987 to a rate 11.2% below a comparable period in 1986. Net exports of goods and services deteriorated slightly, after three consecutive quarters of improvement. The volume of net exports has risen 15% for the year, contributing to economic and employment growth, but large price increases on imports have slowed the improvement in the nominal trade balance. Although U.S. goods have declined in price relative to foreign goods because of the devaluation of the dollar, faster growth in exports is hampered by austerity programs in developing countries, and emphasis in Germany and Japan on curtailing inflation and fiscal deficits.

This circular is one of a series published by the Bureau of Mines describing mining and beneficiation methods and costs at various mining operations throughout the United States. Inclusion of the Abbott mine in this series is of particular interest, as the complex geology and the character of the deposits make their exploitation a unique operation. The mine operates on a high-cost, comparatively small-scale basis, and only the persistence of an aggressive management has enabled it to maintain its rank among the major mercury producers of California. Rising costs and decreasing metal prices, which continuously threaten the low profit margin, are reflected in increased efficiency of operation. This report summarizes past operations and describes, in detail, the geology and ore deposits; exploration and mining methods; and furnacing and condensing operations. It covers the entire operation from initial exploration to the actual production of mercury. Comparative production costs for 1944 and 1958 are of special interest.

Increased mechanization .of coal mines has emphasized the need for study of actual power requirements of the various machines employed in the production of coal and losses in the distribution of power to these machines. These studies are being made in order that hazards, excessive use of power, and high maintenance cost of equipment resulting from these losses may be analyzed and eliminated where possible. Research on the use of electric power in-coal mines was suggested by the Advisory Committee of the Bureau of Mines in 1937, and it was decided to begin with a study of individual machines of various types under operating conditions in modern coal mines. The transmission of power, particularly line losses and inadequate return circuits, should be a part of the investigation. This report presents some of the data of an initial study in commercial mines. ACKNOWLEDGMENTS The superintendents, engineers, and other officials of the two mines studied cooperated fully and aided in setting up and transporting the test equipment, giving such information as was requested.

Reconnaissance studies of beach sands along the eastern part of the Gulf of Alaska were conducted by the Bureau of Mines to determine if any of these coastal areas warranted investigations as possible sources of valuable minerals. Because of difficult access and limited transportation facilities only a minimum of sampling, surveying, and camping equipment is utilized to obtain spot samples from key areas as well as information indicating the location, size, and character of the deposits. Such data were obtained from beaches located along approximately 247 miles of the Gulf of Alaska coastline during parts of the 1957 and 1958 field seasons. A total of 201 3-inch-diameter auger holes, spaced roughly at 1 mile intervals, were bored by hand methods to depths ranging from 3 feet to 27 feet; also 33 shovel samples were collected from selected localities. Samples were reduced to a rough concentrate in the field by panning; the rough concentrates were shipped to the Bureau of Mines laboratory at Juneau for further concentration and for petrographic and chemical analyses. Particular attention was given to the heavy-mineral content of the concentrates, although the types and relative amounts of rock-forming minerals were also determined. The reconnaissance indicated that, generally, the valuable mineral content of the beach deposits was too low to be of further interest except in the vicinity of Yakutat and Lituya Bays where erratic but possibly significant concentrations of magnetite and/or ilmenite were found. At Yakutat, about 20 miles of beachline extending southeasterly from Ocean Cape, yielded samplas containing from 1 pound to over 300 pounds of iron and from a trace to over 100 pounds of titanium dioxide (TiO2) per cubic yard of beach material. However, the higher grade samples represented local concentrations of minor importance. The general tenor of the Yakutat beach, as indicated by the airthmetical average of 27 auger-hole samples, is about 35 pounds of iron and 20.5 pounds of titanium dioxide per cubic yard of beach material. The overall injury experience, excluding officeworkers, at metal mines and mills during the period 1961-63, reported by operators, was 174 fatal and 11,357 nonfatal disabling work injuries during an aggregate worktime of 451 million man-hours. These injuries occurred at a frequency rate of 25.55 per million man-hours, comprising 0.39 for the fatal and 25.17 for the nonfatal injuries. The combined severity rate of the disabilities was 3,779 days lost or charged per million man- hours, consisting of 2,314 for the fatal and 1,465 for the nonfatal injuries. The average severity of all disabilities during 1961-63, was 148 days per injury. The number of days lost and/or charged, ex- cluding officeworkers, at metal mines and mills during the period 1961-63, was 1,440,000 days charged to fatal injuries and 661,290 days lost from nonfatal injuries. An average of 70,966 men were at work daily. The outstanding cause for fatal injuries was the fall of rock or ore from the back, while most of the nonfatal injuries were caused by handling materials, slips or falls of persons, machinery, falls of rock or ore from back and side, and haulage. Injury experience at primary nonferrous smelters, refineries, and reduction plants during 1961-63, excluding officeworkers, was 23 fatal and 3,214 nonfatal disabling injuries during a total work- time of 277 million man-hours. The injuries occurred at frequency rates of 0.08 per million man-hours for the fatalities and 11.61 for the nonfatal disabilities. The severity rate for all injuries of 1,085 days lost or charged per million man-hours comprised 498 for fatal and 587 for nonfatal injuries. The number of days lost, excluding officeworkers, at primary nonferrous smelters, refineries, and reduction plants during 1961-63 was 138,000 from fatal injuries and 162,385 from nonfatal injuries, An average of 34,938 men were at work daily an active plant days during the three year period. The injury experience for officeworkers at metal mines and mills during the period 1961-63 was 20 nonfatal disabling work injuries, (there were no fatal injuries reported), during an aggregate work-time of 28,694,244 man-hours. These injuries occurred at a frequency rate of 0.70 per million man-hours. There were no fatal injuries reported for officeworkers at non-ferrous smelters, refineries, and reduction plants during 1961-63, but seven nonfatal injuries were reported during an aggregate work-time of 30,814,772 man-hours. The frequency rate for these injuries was 0.23 per million man-hours for this period.

The Bureau of Mines has been active in promoting the purchase of coal for Government use under specifications that define the requirements in terms of heating value of the coal, expressed in British thermal units, and the composition as shown by proximate analyses. To these, when required, are added the ash-softening temperature, the free-swelling index, and the Hardgrove grindability index. Under most of these specification contracts the bidders guarantee the quality of the coal, and that guaranteed by the successful bidder becomes the standard of his contract. The deliveries are sampled in accordance with instructions 5/ issued by the Bureau of Mines; the samples are analyzed in the Bureau laboratory to determine whether the coal is of the quality guaranteed by the contractor and, if it is not, a price adjustment is made. Analyses of the delivered coal and tipple samples (samples collected at mine tipples as coal is being loaded into railroad cars or trucks) provide valuable data for use in evaluating future bids. In addition, the continuous sampling of coal as delivered is a check on the practical results obtained in burning the coal.

These proceedings consist of papers presented at two Bureau of Mines Technology Transfer Seminars for the purpose of disseminating recent advances in mining technology related to coal mine fire and explosion prevention. Primary, although not exclusive, emphasis is placed on underground coal mining. The papers address research accomplishments ranging from methods for detecting mine fires to remote sealing systems for extinguishing coal mine fires. Each paper represents the current state-of-the-art in the respective research categories. Presentations include research occurring from both Bureau in-house and contract efforts.

A bench-scale evaluation of coal and coal waste materials as aggregate materials for use in longwall mine supports was undertaken as part of the Bureau of Mines Health and Safety program on ground control. Performance data were obtained on portland cement concretes (PCC) prepared with coal and coal wastes as aggregate materials. The effects of high-early-strength accelerators on strength and creep and of superplasticizers on strength properties of PCC formulated with coal and coal waste were investigated. Concrete formulated with a high-early-strength accelerator and coal and coal waste has 20 and 40 pet greater compressive strength, respectively, than the control samples without admixture. A concrete formulated with coal waste and the high-early-strength accelerator, using four bags of cement per cubic yard and a water-cement ratio of 1.0, had the lowest creep value of all the coal- and coal-waste-formulated PCC's tested.

This work examined the feasibility of in-mine coal preparation in two phases. Phase I included a survey of previous investigations and a preliminary analysis of the economic and technical feasibility on a selection of representative sites and degrees of cleaning. The contract was terminated at the end of Phase I. The preliminary analysis determined that in-mine preparation systems can be applied using currently available technology. The most likely mines for application will have shaft or slope access and be deeper than 500 feet. The refuse disposal systems technically feasible are (1) pneumatic placement of coarse refuse in room and pillar panels or longwall faces, (2) mechanical placement of coarse and fine fractions in room and pillar panels, and (3) hydraulic placement of fine fractions in room and pillar panels. The economic feasibility is much more dependent on the refuse disposal-system than on the preparation system. It is estimated that the capital cost of an in-mine preparation and disposal system would be $6.00 per clean ton and the operating cost would be $1.24 per clean ton for a 1 million clean ton per year mine.

Although the explosion-fatality record for the fiscal year 1944 showed considerable improvement over those of the preceding 4 years, it is still fur from creditable, and the coal-mining industry and agencies interested in the prevention of coal-mine accidents should not be satisfied until accidents from explosions and fires are eliminated. In view of present knowledge of the methods of preventing explosions and fires, such disasters are inexcusable and discredit the mining industry. Despite this knowledge, far too many coal¬mine operators and employees continue to follow procedures that have resulted in disasters in the past. Included in the appendix to this circular are a number of safety measures designed to prevent coal-mine explosions and fires and metal-mine fires. Their adoption is essential if explosions and fires are to be prevented, as certainly they should be. An epidemic of disastrous mine fires of electrical origin during the past 2 years emphasizes the need for better methods of protection of underground electrical circuits. At present, committees of mining-electrical engineers, electrical-equipment manufacturers' representatives, and others are cooperating with the Bureau of Mines seeking means to solve this problem.

This is the third report published by the Bureau of Mines concerning the washability of Black Creek coal. Both of the former reports5/6/ dealt with the Black Creek coal at the Bradford mine, Dixiana, Ala., near the northeastern extremity of the Warrior field, whereas the present report is based on float-and-sink tests of coal from what is presumably the Black Creek bed near the southern extremity of the field. Although the Yolande Coal & Coke Co., owners of the property at Yolanda No. 6 slope, consider this opening to be on the Black Creek bed, the authors do not feel that there is as yet positive proof that this correlation is correct. There has been little or no development of the Black Creek bed in the Yolande Basin in the past, and a posy-tine identification of the bed at Yolande No. o will have to await further exploration and development. The Yolande No. 6 is an exploration slope 3/4 mile north of Rockcastle, Ala. The slope is approximately 400 feet from top to bottom on a dip of 18° As fax as the authors can ascertain, coal has never been produced commercially from the Black Creek bed in the southwestern part of the Warrior field. Exploration work in the past has indicated that the Black Creek coal in. this area is extremely friable and high in sulfur. Extreme friability would naturally discourage its' use as a domestic and railroad fuel, and high sulfur content would be a disasvantage in its use for coking coal. The present study of this coal has been made with particular reference to sulfur elimination on the assumption that it would make a good coking coal provided enough of the sulfur could be eliminated by washing.

Critical and strategic metals are often present in small quantities in low-grade domestic ores. When these ores are leached, the resulting solution usually contains the metals in very dilute quantities. Selective electrowinning from dilute electrolytes was investigated by the Bureau of Mines. A metal deposit containing 84 pct nickel was electrowon from the leach solution of a complex domestic ore bulk flotation concentrate originally containing approximately 2 wt-pct nickel. Key to achieving accelerated deposition rates, in the case of dilute solutions, is the rapid movement of the electrolyte through the electrowinning cell. Pure, synthetic nickel electrolytes were used to establish deposition parameters, and to optimize electrolyte velocity or mass transfer rates. Hydrodynamic and electrodeposition parameters for both the synthetic and leach electrolytes are presented and the experimental research described. Selective electrowinning appears to offer a viable alternative to physical separation methods to obtain separate metal "concentrates" from low-grade ores.

The applicability of borehole assaying techniques, both conventional and advanced, to orebody evaluation in the mining industry is reviewed and assessed, and the research, development, and demonstration programs necessary to apply the various logging techniques to mining are outlined. At present, the principal method of orebody evaluation in the mining industry is coring. However, coring is costly and time-consuming, and potentially great savings can be realized if all or part of d coring program is replaced by a borehole logging suite specialized to the needs of the particular mining industry. Using a set of 12 minerals, most of which are essential to the U. S. economy, an algorithm is presented for calculating the priority of developing suitable borehole assaying technology to replace all or part of the coring in each mineral industry, The priority is expressed in terms of dollars currently spent for that portion of present orebody evaluation techniques which may eventually be replaceable by in-situ assay techniques. The orebody assay requirements (grades, accuracies, etc.) of the 12 selected mineral industries, as determined from mining industry interviews and published literature, are compiled and represent performance criteria for borehole assaying instruments for the particular industry. Current logging techniques, applied chiefly in the petroleum industry, and advanced assay techniques which are or may be packageable for borehole use are evaluated to determine their performance characteristics. The performance characteristics of the various conventional and advanced techniques are then compared with the performance criteria in each of the 12 mineral industries in order to determine the potential benefit derivable from each technique. Finally, the benefit available from each technique, averaged over the 12 mineral industries, is compared with the cost of development of the technique, to determine the overall priority for investment in research to develop the technique for use in mining. The technology assessment and cost-benefit analysis shows neutron activation analysis in its various forms to have the highest priority for research and development as a borehole logging technique. Other techniques found to be promising include x-ray fluorescence, x-ray diffraction, photoluminescence (optical fluorescence), and infrared spectroscopy. Of the 12 industries considered in the study, those where the need for advanced borehole logging technology is greatest are uranium, copper, gold, and iron.

The potential usefulnuss of reclaimed surface-mined land has received much attention in recent times. This attention is partially due to the establishment of federal environmental reclamation standards but concern for achieving better land uses has also been shown by interested members of the mining industry. In an effort to develop a procedure for evaluating postmining land use potentials, specific mines in various regions of the U. S. were studied to determine the extent of current mined-land planning and to discover characteristics that are regional in nature. As part of this investigation, a 430-acre surface mine in Clear-field County, Pennsylvania has been studied. Established site planning principles have been applied to the case study site including formation of a data base, development of alternate land use plans, and evaluation of the economic, environmental, and social impacts of the land use alternatives. Key factors affecting site realization have been identified along with positive suggestions for applying land use planning processes to mined-land planning.
