Surface mining activities disturb large tracts of land resulting in the potential for greatly increased downstream sediment loads. The Surface Mining Control and Reclamation Act of 1977 places increased emphasis on the protection of the environment from the adverse effects of surface mining operations. Surface mining activities must be planned to minimize disturbance to the hydrologic balance, erosion and sediment contributions to receiving streams. Sediment ponds must provide a sediment storage volume equal to the accumulated sediment volume from the drainage area as determined by the Universal Soil Loss Equation (USLE) or other empirical methods established by the regulatory authority. It has thus become extremely important for the mining industry to secure more accurate estimates of potential erosion losses and sediment yield. Accurate estimates of sediment yield are required for the planning, design and successful operation of sediment control systems such as detention ponds and other alternative control structures and for evaluating the effectiveness of land management practices. The principal soil loss prediction procedure available for use is the LISLE. The USLE procedure is inadequate for use in predicting soil loss from surface mine regions for a number of reasons. These include: 1. The USLE was developed to estimate average average annual loss from agricultural soils. It cannot predict accurately soil loss for specific storm events. In surface mine regions a major portion of the soil loss occurs during the initial six months to one year of active mining. Accurate estimates of soil loss over short periods are thus required for the design of control structures. 2. Barge traffic on the Nation's inland waterways over the past 15 years has been increasing at a rate much faster than intercity freight traffic by all modes, largely due to the growing consumption of mineral commodities, development of more powerful towboats and large and more specialized barges, improvements to loading and unloading facilities, and competition among bargelines for contract shipment of bulk commodities. The Bureau of Mines, in a study to determine barge traffic projections for inland waterways in the South-Central States to the year 1980, gathered data on origin-destination patterns by commodity, quantity moved, equipment used, and rates charged; the trend of each of these factors over time; and the extent of competition between water trans-port and other means of transportation. The Mississippi River and the Gulf Intracoastal Waterway, which together carryover half the Nation's barge traffic, are major carriers of coal, crude petroleum, steel, marine shells, sulfur, salt, cement, and alumina. Greater quantities of these products will be transported by barge; however, oil pipe-lines and unit trains for coal are expected to limit increased barge traffic of these two commodities. Increasing quantities of fertilizer materials will be transported upstream. Although congestion at certain locks is a current problem, the Mississippi River below St. Louis and other open-river stretches have the capacity to handle the increasing number of barges for the foreseeable future.

The Lincoln Terminal System is described as a device with the capability to deliver technical information, monitor student performance, and assure learning in industrial training. An experimental unit, the LTS-3S, was constructed and delivered to the Bureau of Mines with appropriate lesson material for a test of feasibility and acceptability of this form of training in the mining environment. Operations were conducted at two mine maintenance schools. The overall results were that (1) there was a substantial improvement between tests before and after self-training on the LTS, (2) students found this an acceptable way to learn, and (3) reaction by training personnel and supervisors was favorable toward the feasibility and advantages of using the LTS in the mining environment. Transfer of the LTS to industry depends on availability of reliable units and adequate lesson material. The requirements for authors of training materials were established based on advice from mine training experts, formal analysis of lesson development procedures, and experience from efforts in lesson development at Lincoln Laboratory-It was concluded that experienced mine training instructors were best qualified to proceed effectively and economically to format instructional material for the LTS, if supported by well-designed facilities and services. Discussion with mining experts confirmed the desirability of generating training materials and delivering instruction at distributed locations to meet local training needs and in direct support of industrial operations.

"INTRODUCTION The Bureau of Mines, recognizing the importance of knowing the evapor¬ation losses of aviation gasoline as larger quantities of this material must be stored, has made studies at a large refinery in the Texas Panhandle area during the past 13 months to determine the magnitude of the losses, by evaporation, under different storage conditions. Proper storage of aviation gasoline is very important, not only because large supplies are being stored for military use but because the specifications to which his fuel must conform are very rigid. Aviation gasolines that conform present-day specifications are blended from base-gasoline stocks (in some instances relatively pure hydrocarbons), each of which has different physical and chemical characteristics. Consequently, partial loss of any one of the more volatile components from the blended fuel results not only in material loss of the blended fuel but also may affect the characteristics or performance of the gasoline. One characteristic that has considerable influence or the vaporization tendency of gasoline is vapor pressure; and although the vapor pressure of aviation gasoline usually is lower than that of average commercial motor fuel, the quantity of certain components having relatively higher vapor pressure is greater in aviation gasoline, so that under prolonged storage the evaporation loss of these components may be appreciable."

The Bureau of Mines investigated the availability of mercury from 22 deposits in market economy countries. The 15 significant deposits evaluated have demonstrated resources of approximately 25 million metric tons of ore containing 5.3 million flasks of mercury and account for more than 85 pct of the demonstrated resources for market economy countries. Using data gathered as part of its Minerals Availability Program, the Bureau determined the mercury production potential of each deposit. At a January 1984 mercury market price of $300 per flask, the deposits evaluated could economically produce an estimated 2.5 million flasks of mercury from six mines operating at the time of this study; no mercury is available at this price from nonproducing operations. At $600 per flask, approximately 4.5 million flasks of mercury are available. For production costs up to $300 per flask, operating mines could supply mercury at the current production rate of 114,000 flasks per year until 1988, when the amount of mercury available from these deposits would decrease. This decline could be offset by the development of resources currently reported at the identified level (17 million flasks) at much higher production costs.

MSA Research Corporation, Division of Mine Safety Appliances Company, was awarded a contract to conduct a survey of past and present methods used to control respirable dust in noncoal mines and ore processing mills. The survey covered information reported in mining journals, and U.S. Bureau of Mines Circulars, dust inspection reports, on-site evaluation of dust control methods and systems, and contact with manufacturers of dust control equipment. Both surface and underground mining operations were visited. Fifty mines and 51 processing plants were included in the survey. This Bureau of Mines report describes a new type of scrubber (dust collector) and ventilation system built into the auger support frame (boom) of a Jeffrey 120L continuous mining machine. With this twin scrubber arrangement, one scrubber is mounted into each side of the boom. Each scrubber includes a 2,500-cfm fan, a flooded fibrous-bed scrubber panel, and a water droplet eliminator. The system was designed for minimum size and adds only a few inches to machine height. Exhaust duct design allows flexibility with various airflow configurations to suit both blowing and exhaust fare ventilation systems and brattice distances ranging up to 20 feet. Full-scale tests with exhaust ventilation were conducted at a Mine Safety and Health Administration surface facility at Bruceton, Pa., to determine the scrubbers' methane dilution capability. Several configurations of the twin scrubber-ventilation system produced striking improvements in face methane dilution when compared with conventional systems.

This report describes the preparation characteristics of the three significant coal beds in Greene County, Pa. It is one of a series planned to determine which coals are suitable for the production of metallurgical coke, either as mined or after beneficiation. Over 12.5 million tons of coal was produced in Greene County in 1956, of which approximately 10 million tons was cleaned mechanically in 8 cleaning plants. The Bureau of Mines has estimated that 3.5 billion tons of recoverable coal remained in the county as of January 1, 1954.

Several experiments have been carried out in efforts to evaluate qualitatively a variety of electrolytes for refining bismuth. Most extensive work was done with the basic tartrate, hydrochloric acid, and hydrofluosilicic acid electrolytes. Deposits that are smooth and adherent can be obtained from these three electrolytes if low cathode current densities are employed. All three electrolytes were effective in purifying crude bismuth considerably, with additional purification indicated in each instance by a reelectrolysis step. With the basic tartrate electrolyte best results were obtained when the electrolyte was at 40° C, and contained at least 100 grams of bismuth per liter, An apparent disadvantage was depletion of bismuth from this electrolyte, causing the deposits to become spongy and nonadherent.

This paper outlines the concepts used to correlate rock failure with microseismic events and presents examples of microseismic monitoring together with associated computer modelling of the rock failure. This study is motivated by the need to develop improved ways to reduce ground control hazards in underground mining. Toward this end we present and compare results from numerical modelling and micro- seismic monitoring studies conducted at several different mine sites. Emphasis is on integrating results obtained with these tools to characterize, and thus increase our understanding of, important mine deformation processes. The ultimate goal is to use this knowledge to design mine structures, and develop mitigation measures, that minimize specific ground control hazards.

The mining regulations of all 50 States were reviewed by the Bureau of Mines, and those parts pertaining to the use of internal combustion (IC) engines (particularly diesel engines) in underground mines or confined spaces were extracted. Also extracted were subjects associated with the use of IC engines; for example, storage and handling of flammable liquids, maintenance, and ventilation requirements. As the laws now stand, 29 States have specific regulations that affect the operation of diesel engines in underground coal and/or metal and nonmetal mines. The other States have no regulations because either they have no mining activities or they defer to Federal regulations. Six states have regulations expressly prohibiting the use of diesels in underground coal mines. Specific contacts (addresses and phone numbers) precede each State's regulations to facilitate inquiries about regulation revisions and interpretation.

This report documents the current status of the U.S. Bureau of Mines ongoing investigation of the use of adaptive signal discrimination (ASD) systems to distinguish between cutting coal and cutting rock. Cutting-tool forces and vibrations were measured in the laboratory using both conical bits and roller cutters in a linear-cutting apparatus for several material samples and two cutting directions. A number of ASD systems consisting of one or more signal classifiers were trained and tested to study how data window size, type of signal feature, and combining (polling) of classifier results influence system performance. The results show that ASD system recognition rates can be improved by increasing data window size, removing air-cutting portions from the signal data, overlapping data windows, and combining (fusing) information at various levels of ASD system operation.

The objectives of the coal-research activities of the Bureau of Mines are very well expressed in the organic act of Congress establishing the Bureau. It reads as follows: That it shall be the province and duty of the Bureau of Mines, subject to the approval of the Secretary of the Interior, to conduct inquiries and scientific and technologic investigations concerning mining, and the preparation, treatment and utilization of mineral substances with a view to improving health conditions, and increasing safety, efficiency, economic development, and conserving resources, through the prevention of waste in the mining, quarrying, metallurgical and other mineral industries; to investigate explosives and peat; and on behalf of the Government to investigate the mineral fuels and unfinished mineral products belonging to, or for the use of, the United States, with a view to their more efficient mining, preparation, treatment, and use; and to disseminate information concerning these subjects in such a manner as will best carry out the purposes of this act.

This U.S. Bureau of Mines report investigates shield mechanics and component stress development in a two-legged longwall shield for unsymmetric canopy and base contact configurations. Previous studies analyzed shield behavior for symmetric contact configurations. The goals of these efforts are to improve longwall support selection and design. This study provides vital information that will help develop improved procedures for performance testing of longwall supports and will benefit future research to improve support design through stress optimization and evaluation of failure mechanisms. Combinations of six canopy (three symmetric and three unsymmetric) and six base (four symmetric and two unsymmetric) contacts provided a total of 36 configurations for evaluation. Of these 36 configurations, 10 were eliminated because of fixture limitations or shield instability. Controlled vertical and horizontal displacements were applied by the Bureau's mine roof simulator to the remaining 26 configurations. Component responses were determined from pressure transducer and strain gage instrumentation in order to identify contact configurations and boundary displacements that produced maximum loading in each of the support components. This report describes these test results and provides conclusions relevant to critical contact configurations for performance testing of longwall supports.

[A study of mining methods and underground practices as they influence injury from falls of roof or coal reveals data as to the location in the mine where such injuries occur with the greatest frequency and as to some of the methods and practices which are in use for the prevention of injury. This paper, which presents statistics bearing on the frequency and place of occurrence of accidents and, discusses regulations and practices which have resulted in a low frequency rate from falls of roof and coal in a few representative mines takes its information from mine-accident reports and from the results of studies conducted in a group of 80 mines in the bituminous coal fields of western Pennsylvania, Ohio, and West Virginia. The statistics from this group of mines cover periods of one to four years but average 2 years and 7 months. During this time these mines produced over 110,400,000 tons of coal, equivalent to one-fifth of the annual production of all bituminous mines in the United States. The coal beds of the mines in the group studied are mostly flat, with local pitches of moderate degree. A number of mining plans are in use, each of which follows a general system of multiple entries, cross entries, and rooms. Room and pillar in panels either advancing, retreating, or half advance and half retreat and the block systems are employed. The methods of pillar extraction are by splitting, slabbing, pocket-and-stump, and open end. It is hoped that in presenting some of the details of the methods and practices at particular mines of this group which have commendable records in the prevention of injury some good may accrue to many other bituminous mines which 'nave similar natural conditions.]

[Simple systematic accounting that adequately records all transactions has long been regarded as essential to the welfare of any business enterprise. Some of the defects that detract from the prosperity of the slate industry are attributable to a lack of effectiveness in cost keeping. This condition has promoted the United States Bureau of Mines to make a detailed study of accounting methods for the slate industry, and to present for consideration a system of accounts, which it is believe would enable the industry to attain more economical management and operation if accepted by a fair proportion of its important units. The method of accounting presented herein has been worked out with the assistance of leading slate producers and the recommendations are tentative and are submitted in this form as a means of developing constructive criticism. Believing that cooperative effort in this, as in many ether problems will bring the most enduring benefits to the industry as a whole, the writer urges that the cost earnest consideration be given to this vital problem now facing the slate industry.]

An abandoned mine shaft near Omar, in Logan County, W, was permanently sealed through a cooperative agreement between the West Virginia Department of Commerce, Labor, and Environmental Resources, Division of Environmental Protection, and the US. Bureau of Mines (USBM), Abandoned Mine Lands (AML) Program. An engineered shaft seal design was developed and demonstrated that featured lightweight concrete as a key material component at a wet density of about 45 lb/ft3. A reinforced concrete cap designed for 5 psi live load was placed over the shaft seal. Applicable new concrete technologies relating to a 100-yr design life were utilized to assure future integrity of the shaft seal. Waterproofing methods were included in the shaft seal design to provide protection from ambient moisture and corrosive mine waters and to increase the long-term durability of the shaft seal. All construction methods used in the field trial are fully adaptable for the mine-reclamation contractor, The USBM research objectives were to develop a broad generic design that will be widely applicable to other adit-sealing and shaft-sealing problems throughout the mining industry.

"As a part of the wartime activities of the Bureau of Mines, metallurgical services were extended to other Government agencies engaged in purchasing and stock-piling some of the more critical and strategic materirals. At the request of George A. Easley, representative of the MetalsReserve Company, beneficiation studies were made on a sample of complex tin-tungsten ore from the Urania mine in Bolivia, South America.The low-grade Urania ore (1.9 percent Sn and 1.55 percent W03) contained a very complex of cassiterite and scheelite with iron sulfidesand quartz. The problem involved in concentrating this ore was the removal of sulfides and silica by stage flotation and gravity concentration for the production of a marketable tin-tungsten concentrate. The sulfides and primary quartzite were readily rejected, but the secondary quartz was intimately associated with cassiterite, and ultimate recovery depended on treatment of minus 560-mesh (theoretical) sizes.The ore was amenable to concentration by ore dressing. Seventy percent of the tin and 83 percent of the tungsten were recovered in a product that assayed approximately 20 percent Sn and 20 percent W03 and that met grade ""F"" specifications of the Metals Reserve Company for mixed tin-tungston concentrates."

The Bureau of Mines subjected three commercially available brands of transformer fluid to a series of combustion studies. The experiments were conducted in the intermediate-scale fire tunnel, which was designed to simulate environmental conditions in underground mines. The work was divided into three phases. In phase one, the brands were compared for gas production, smoke characteristics, and combustion yields. In phase two, the production constants of transformer fluids and other fuels were compared for the rate of formation of gas and smoke as a function of fire size. In phase three, several diameters of liquid-pool fires were compared in terms of fire size and burning rate. These transformer fluid measurements will be added to the existing coal and wood data that can be used as a basis of comparison for future studies of other mine combustibles. Further research into the combustion product emissions from combustible materials found in underground mines will lead to improved and realistic fire detection and suppression systems,

The prevention of accidents is considered a necessity at all branches and divisions of the Phelps Dodge Corporation copper-producing operations, and since there is a continual exchange of data on safety accomplishments between the various units, their safety programs are fundamentally similar. Variations in accident-prevention methods result from a difference in emphasis rather than from a difference in the elements themselves. The main copper-producing operations of the corporation ore conducted in Arizona and distributed as follows: Copper Queen Branch, mines division, Fisbee, and smelter division, Douglas, Aria.; Morenci Branch, mines division, Morenci, and smelter division, Clifton, Ariz.; New Cornelia Branch, Ajo, Ariz.; and United Verde Branch, mines division, Jerome, and smelter division, Clarkdale Ariz. As it is not feasible to describe here the safety programs of all branches and divisions, the program at the Clarkdale smelter has been selected for discussion. The United Verde Brach includes the mine and smelter purchased by the Phelps Dodge Corporation in February 1935 from the United Verde Copper Co. The mine at Jerome and the reduction works at Clarkdale are designated, respectively, as the mine and smelter divisions.
