This summary of State laws on explosives was compiled primarily to ascertain what subjects relating to their control have been acted upon by each State legislature and, in general, how they have been treated. It does not include any legislation passed after 1942, or any proclamations, regulations, or administrative orders. It does not purport or attempt to be authoritative. If any problem arises involving interpretation of the statutes of any particular State, the original source must be consulted for the exact words used by the legislature. This summary, however, will be useful in determining whether relevant statutes exist and in locating them quickly, with a minimum of effort. It will be of value also in comparing statutes in one State with similar statutes in other States to determine what construction has been placed upon them by the courts of those jurisdictions or to contrast the varying provisions of many States upon a single subject. To make these comparisons easier, the statutory provisions for each State have been grouped under several major topics in outline form. Although

One of the first matters to receive attention from the Bureau of Mines when it was authorized to undertake investigations relating to wastes in the mineral industries was the smoke problem at smelting and ore-roasting plants. This bulletin is published by the bureau primarily for persons who seek information on the subject of metallurgical smoke but are unacqllainted with the technical language of metallurgy. It is, of course, not possible to free a techniCal subject entirely from teclmicalities, but, 80 far as possible, statements are made in plain and simple English. Metallurgical smoke causes considerable friction between the metallurgical industry and agriculture in certain parts of the country. Owners of smelting plants are making every effort to devise ways and means to do away with possible damage and annoyance from smoke and are meeting with success. The problem is peculiarly difficult in this country because of the large tonnages of material that must be handled. The solution of the problem is not yet at hand and much work still remains to be done. As the mineral industry is one of the great basic industries of the country and of necessity is entitled to full consideration, it should be accorded freedom to work out the smoke problem to the benefit of all concerned. The effort is made in this paper to present the problem of metallurgical smoke as it actually exists, without bias of any kind. The writer takes this opportunity to express his indebtedness to the sources of information on which he drew, many of which are enumerated in the selected bibliography at the end of this paper. In connection with the author's use of the present tense in describing plants and methods, the reader should note that none of the references in that bibliography is of later date than 1913. Much information was obtained by personal visits and by correspondence, and thanks are hereby tendered to all persons who kindly furnished data. The writer desires to thank particularly F. G. Since its inception the United States Bureau of Mines has fostered the development of portable mine lamps. Although there is still much to be desired with respect to illumination in coal and metal mines and the replacement of open lights has been slow the Bureau has been given credit for assisting materially in the development and introduction of the safe and efficient portable mine-lighting equipment available today. Much of the work conducted by the electrical section of the Bureau entails approval tests of various types of electrical equipment, including lamps; to be used in atmospheres that may contain methane or coal dust in explosive proportion. If a can lamp meets the requirements-for safety, efficiency, and adequacy, as published in Schedule 6B,4 it is approved and is generally known as a "permissible" lamp. The terms "approved" and '"permissible' often are used interchangeably. The manufacturer must put an approval plate on each approved lamp, showing it has mot the schedule requirements. The approval plate is not a guarantee that the lamp is safe. However, if the lamp, once in service, has not had any parts changed or improperly assembled or if carts that wear out or depreciate have been properly replaced it should still, be safe, efficient, and adequate for the service intended. Virtually all electric cap lamps in service today in the United States and a great many that have been sent to foreign countries bear the approval plate of the United States Bureau of Mines. Although many explosions have been attributed to open lights none has been charged against the permissible cap lamp. Nystagmus, a disease of the eye attributed to working under insufficient illumination, is practically unknown among; American miners, although it is quite prevalent among European miners.

This Bureau of Mines report describes several significant problems associated with absenteeism among underground coal miners. The vast empirical literature on employee absenteeism is reviewed, and a conceptual model of the factors that cause absenteeism among miners is presented. Portions of this model were empirically tested by performing correlational and multiple regression analyses on data collected from a group of 64 underground coal miners. The results of these tests are presented and discussed.

Conclusions regarding the use or omission of stemming in blasting have not peen reached, pending completion of all aspects of this investigation. The results from the dust phase of this study on six classes of stemming prove that the kind of stemming affects the amount of dust produced from blasting. In previous work at the Mount Weather testing adit it was demonstrated that blasting produces the highest dust concentrations of any of the mining processes.5/ Under the conditions prevailing at the Mount Weather testing adit, the average of all rounds having a break of at least 95 percent showed that the least amount of dust was produced when no stemming was used.

In 1948 the United States became a net importer of oil. Coupled with an unprecedented domestic production of 5,900,000 barrels daily, imports approximating 500,000 barrels made available a total supply of 6,400,000 barrels a day. Thus, by a herculean effort, the oil industry was able to meet an extraordinary demand at home and, in addition, to ship abroad almost 460,000 barrels daily of petroleum and products. The country’s oil position now differs greatly from that prevailing at the beginning of World War II. Then, actual oil production averaged about 4 million barrels a day, and productive capacity probably was greater than 5 million barrels a day. As the demand of the military and industrial machine grew with the rising tempo of the drive toward victory, the United States not only met its own needs but produced about two-thirds of the total oil requirements of the Allied Nations, excluding Russia. As a people, we can be deeply grateful that the Nation’s petroleum resources were adequate and sufficiently developed to support such a tremendous effort. Even in those critical hours when immediate needs were the paramount issues, a prudent Congress paused to contemplate the importance of an assured long-term supply of liquid fuels. From these deliberations came the Synthetic Liquid Fuels Act of 1944, which authorized research and development work on new sources of oil – coal, oil shale, and agricultural and forestry products. Since World War II, a civilian demand for 6 million barrels of petroleum products has become the order of the day. By drilling as many as 39,000 new wells a year, the production rate has increased enough to meet domestic requirements by a bare margin. Some imports were necessary, however, to fill both domestic and foreign demands, and these doubtless will increase. Is this policy of exploration within the United States and the development of oil in foreign countries adequate insurance for the fulfillment of our future national needs? This question has two aspects – one purely civilian and economic in character and the other significant from the standpoint of our national defense. There are now approximately 4,000 producing oil fields in this country. At first thought, it would appear that production could decline in a considerable number of these fields without materially affecting the overall daily output. However, 48 percent of the oil comes from only 111 major fields which contain 60 percent of the total proved domestic reserves. It is apparent, then, that the flow from large fields – having proved reserves of 100 million barrels or more each – must be sustained if daily production is to be kept at the present levels. Essentially, this means that new major fields must be discovered about as rapidly, or perhaps more rapidly, than the older ones lose productive capacity. From 1940 through 1947, only eight major fields with estimated reserves of more than 100 million barrels each were discovered and proved – an average of one such field a year. The total estimated reserve of these eight fields was less than 1 year’s supply at the present rate of use. As drilling continues, some existing fields ultimately will prove reserves larger than those now known. Without a pronounced increase in the number of major discoveries, however, the prospects for increasing our present productive level are not encouraging. Any gap that appears between domestic productive capacity and demand could be filled with supplies from proved oil resources abroad. In 1980, the Bureau of Mines investigated the northern Darby Mountains on the Seward Peninsula, AK, for radioactive mineral deposits. Uranium is concentrated in silicified shear zones in biotite quartz monzonite of the Darby pluton. The shear zones are best exposed in steep, narrow, avalanche gullies; they are characterized by radiometric anomalies and by uranium and thorium geochemical anomalies. Radiometric and geochemical anomalies are also found over altered biotite quartz monzonite where there are no visible shear zones. The radiometric and uranium anomalies are often spatially, but apparently not genetically, associated with alkaline mafic and felsic dikes. Similar geochemical and radiometric anomalies over discolored altered zones and geochemical anomalies in sediments downstream from the altered zones indicate that additional areas may also be favorable targets for uranium deposits. Analyses of panned, heavy mineral concentrates show no significant concentrations of uranium or thorium in resistant heavy minerals. This indicates that radioactive elements in the Darby pluton are concentrated in soluble, nonresistant minerals that may constitute a recoverable uranium resource.

This report summarizes studies of 28 National Forest roadless areas in Montana completed by the U.S. Bureau of Mines (USBM) in the period 1974-1993. It also briefly describes 20 areas for which field studies have not been conducted. All 48 of these roadless areas have been recommended for addition to the National Wilderness Preservation System or proposed as special management areas by the U.S. Forest Service (USFS) or the Montana congressional delegation. The Bureau studies indicate which parts of the roadless areas have a high likelihood for mineral-resource development. They also show where mineral production has occurred in the past and where abandoned mine workings (possible hazards) would be encountered. The number of mine and prospect workings found are a measure not only of surface disturbance, but of areas not wilderness in character. For the purposes of this report, mine refers to a property which produced (or is currently producing) a mineral commodity, a prospect is a property which has been explored but has no record of production.

The Bureau of Mines investigated northern New Jersey as a potential future source of yttrium and the rare-earth elements. The studies, consisting of geophysical surveying, sampling, and exploratory drilling, began in the spring of 1959. A total of three and one-half months were spent in the field collecting data. Thirty-three deposits were investigated, of which five demonstrated some potential resources of yttrium and rare-earth minerals. Results indicate that the deposits examined do not contain quantities of yttrium and the rare-earth elements recoverable under present economic conditions. Detailed studies conducted at the Scrub Oaks mine, near Dover, N. J., delineated a yttrium and rare-earth-bearing zone within the magnetite-hematite ore body that represents a potential low-grade deposit. Beneficiation studies on this deposit indicate that a final product, averaging 31.3 percent rare-earth oxides including yttrium, could be produced through amine and fatty acid flotation procedures with 77 percent recovery. Two hundred and eighty-five feet of diamond drill core was obtained from exploration studies conducted at the Bemco prospect in Sussex County. The deposit averages 2.30 percent rare-earth oxides (including yttrium), 0.45 percent uranium and 0.24 percent thorium. Low-grade deposits were identified at the Canfield phosphat2 mine and the Tanners Brook Monazite placers in Morris County, and the Marble Mountain prospect in Warren County.

The property being worked by the Lewiston dredge of Placer Development (Ltd.) is on the Trinity River in Trinity County, Calif., about 9 miles north of the town of Lewiston (see fig. 1). The nearest rail point is at Rending, Calif., which is exactly 50 miles bar road from the dredge camp. Recently a very good section of State highway has been constructed from Redding to Weaverville, and it is now possible to use this highway for 35 miles of the distance between the dredging property and Redding. The remaining 15 miles, however, are over ordinary dirt road. No trouble is experienced in reaching the property except for a few weeks during the middle of the winter when snowstorms may make travel difficult but not impossible. At present the property consists of about 500 acres of patented land, which extends for about 3 miles along the main Trinity River and Stuart's Pork. It is being worked with one 7-cubic foot, Bucyrus-type dredge, which has an average monthly capacity of about 100,000 cubic yards. To the end of 1931 approximately 10,000,000 cubic yards of gravel had been dredged.

The compensation-insurance rates for quarrying in North Carolina are 11 times higher than for the State?s major industry, textiles. Some operators are willing to accept this as representing the ratio of existing hazards. This was not true of the management of the Southern Aggregates Corporation, and in 1935 it tools definite steps to correct the idea of its local officials and employees that loss of life and limb in quarries is inevitable. The importance of United States coal exports as a component of the national economy, the potential for growth of these exports, and the inter-national character of this sector of the coal industry are described in this report. The report summarizes some of the many background elements in the rise of United States coals to preeminence in highly competitive world markets. It presents some insight into this important sector of United States industry and the positive contribution of this sector to the Nation's balance of payments. It contains pertinent basic statistics on production, trade, and consumption of coal in most major markets for 1960-66. The report examines the movement of United States coals from mines to export markets, tracing and describing origins, exit ports, prices, and trends as well as inland and ocean freight rates and other data vital to an under-standing of some of the practices and complexities of the United States coal markets abroad. A brief sketch of coal production and consumption in principal importing countries is also presented with a short review of some of the more current practices and problems of these countries. Coal produced in inland areas of the. United States can be moved to and distributed economically within coal-producing countries overseas and in Canada. Quality coals from the United States can successfully compete with foreign coals in nearly any area of the world on a truly economic basis because of their high grade and their low cost which derives from the high productivity of the miner and from reasonable ocean freight rates. Because of tariffs, trade embargoes, quotas, and other restrictions, how-I ever, foreign coal markets are relatively limited. Further limitations are imposed in some countries by economic conditions which restrict all imports as a matter of financial and economic necessity. Despite these obstacles, United States coals have brought lower cost quality coals to a large segment of the foreign energy market.

In 1984 and 1985, at the request of the U.S. Bureau of Land Management, the U.S. Bureau of Mines studied part of the Meadow Valley Range Wilderness Study Area (NV-050-156) in order to evaluate its identified mineral resources. The study area is located in Clark and Lincoln Counties, NV, about 50 miles northeast of Las Vegas, NV. The Johnston and Fitchett prospect, in the northern part of the study area, has more than 3 million tons of marginal perlite reserves suitable for many commercial uses. A preliminary mining feasibility estimate suggests perlite could be profitably mined from the study area; however, it is unlikely these perlite deposits will be developed in the foreseeable future because of unfavorable market conditions. Zeolite minerals occur in alteration zones adjacent to perlite deposits at the Johnston and Fitchett prospect, but high quality material is closer to potential markets. A metalliferous black shale unit containing 800,000 tons of subeconomic resources may extend into the study area at the Bradshaw vanadium prospect on the northwest boundary. Limestone, stone, sand, and gravel occurrences are wide-spread, but other suitable deposits in the region are more accessible to potential markets. Seven prospects in and near the study area were examined. The entire study area is leased for oil and gas exploration. A group of perlite placer claims covering more than 480 acres was located in the 1940's in the northern part of the study area. A small group of lode claims was located in the mid 1950's in the southwest part of the study area. No mining claims are currently (1985) held inside the study area. No mineral production is known from within the study area.

This U.S. Bureau of Mines report reviews the state of the art in blind pneumatic stowing of backfill in voids in abandoned coal mines. It contains a short history of the development of pneumatic equipment in mining and four recent case histories of blind pneumatic stowing. Limitations of pneumatic stowing in terms of equipment wear, costs, backfill material, and methodology are discussed, and some new procedures and designs are reviewed. A bibliography covering pneumatics in mining is included also. This report provides background for the preparation of a Bureau test program in which the variables affecting the efficiency of pneumatic backfilling will be studied using a full-scale surface test facility.

The Dike and Eaton veins in Crittenden County, Ky. (fig. 1), are along northwesterly trending relief fractures that lie between two northeastward striking major faults - the Moore Hill and- the Levias, in Crittenden County, Ky. The veins contain small, narrow, irregular ore bodies of fluorspar with subordinate quantities of sphalerite and galena. Gravel fluorspar was found on the surface in the Eaton vein, and open-cut mining was in progress on the W. M. Conyer property about 1900. Discovery of fluorspar in the Dike vein came much later, about 1933, on the W. H. LaRue tract, but the principal production on the Dike vein started after the discovery of gravel spar in 1938 on the land of the P. J. Gilless estate. Production from the Eaton vein was estimated at 9,400 tons and that from the Dike vein at 15,700 tons, a total of 25,100 tons. A large part of this production was gravel fluorspar from within 50 foot of the surface. Beneath the gravel spar the veins are very narrow, averaging 2 to 2.5 feet in width, and the ore shoots are small. The deepest mine level was 140 feet below the surface, and the deepest shaft 150 foot. Orb was concentrated by log washer or sent unwashed to custom mills at Marion, Ky. about 6 miles distant.

A study of the records on file in the Bureau of Mines reveals that moray fire in coal mines have been started by electrical equipment or circuits. There the fires were of undetermined origin, electricity often was Strongly suspected as the probable cause. While it is unfortunate that positive evidence as to the cause is so often lost in the general destruction resulting from fires, there are many lessons to be learned from fire s in which the origin was definitely established as electrical. For modern high-speed methods of producing coal, electrically operated machinery has become virtually indispensable underground. With increases in the amount of equipment it has not always been necessary to increase the number of circuits in the mine where direct current is mainly used, but it has been necessary to increase the carrying capacity of these circuits. For example, lends such as heavy-haulage units drawing 1,000 amperes or more have brought boat the introduction of 6/0 and "No. 9 section" trolley wires. This has not made the task of fire prevention any easier, for it has meant that circuit breakers s must be set so high that partial short circuits fail to open them, therefore an arc of considerable proportions can be maintained without causing the, beaker to open. Thus, if as fall of roof brought a trolley wire down against a loaded car of coal, an arc might be struck that would ignite they cowl without opening the circuit breaker.

"INTRODUCTION This report gives preliminary results of field and laboratory investigations made at the request of the War Production Board relative to causes that have occurred during the last 8 months in acetylene-generat72,r plants in shipyards on the Pacific coast.Six acetylene-generator explosions have occurred in four shipyards. These explosions killed five operators, injured six others, and extensive damage to the plants involved and curtailmnent of vital defense Although the occurrence of acetyiene-generator explosions in other section of the United States is not known, it appears, at least, that if such have occurred, they have caused only minor damage and no loss of lives.The use of acetylene in shipyards on the west coast has expanded tremendously during the past 2 years. These shipbuilding, companies erected aletylene-generatcr equipment, which was soon found to be entirely inadequate to meet the needs of their expanding acetylene requirements for welding, cutting, shrinking, and other purposes, and instances found it necessary to operate their equipment at rates greater than deemed consistent with safe operating practice."

"INTRODUCTION Electrolytic manganese is produced by electrolysis of a solution of manganese sulfate and ammonium sulfate in a diaphragm-type cell, metallic manganoese being deposited on the cathodes and sulfuric acid produced at the anodes. The spent electrolyte is used to leach fresh ore that has previously been subjected to a reducing roast; the resulting leach liquor is purified and returned to the cell.The leach liquor produced at the Bureau of Mines pilot plant 3/ at Boulder City, Nev., contains 135 to 140 grams of ammonium sulfate and 32 to 36 grams of manganese (as sulfate) per liter, and has a pH of about 2.5. After neutralization to a pH of 6.4 to 6.6 with ammonia and thickening, 0.10 to 0.15 gram of hydrogen sulfide per liter is added to the liquor to precipitate the heavy metals, and after 15 to 30 minutes the precipitate is filtered off. Residual sulfides and colloidal material are removed by ferric hydroxide formed by adding a small amount of ferrous sulfate to the solution at a pH of 6.5 to 7.0 and passing air through it. The solution is then filtered and clarified as a precoat filter. Finally, 0.1 gram of sulfur dioxide per liter is added, and the solution is electrolyzed in an anode-in-diaphragm cell. The spent electrolyte coming from the cell contains approximately 10 grams manganese, 135 grams ammonium sulfate, and 45 grams sulfuric acid per liter."

Coal mining has been revolutionized by the continuous miner. This machine has replaced, or has combined into 1, 3 former operations: Cutting, blasting, and loading. During the 25-year period before this machine was introduced, advances had been made in transportation, but the actual "coal getting" remained virtually the same. As frequently occurs, the multiple-purpose continuous miner introduced a new hazard--more rapid liberation of methane. The coal output formerly obtained from 10 to 20 working places might now be obtained from 1. It is true that circulation of air was generally increased; but the bulk of this machine virtually precludes continuous flow of air across the face, where gas may accumulate. Apprehension about this possible hazard led the Bureau of Mines to test face atmospheres during operation; and Report of Investigations 5288, Methane Buildup During Cutting and Continuous Mining Operations (published in 1956), presents proof that real danger may be present in many otherwise well ventilated mines.
