The result of this research partnership is the development of a partial cab.

In July 1982 the Committee on Underground Coal Mine Safety completed its study of safety in U.S. underground coal mines; the results of the study were published in the National Research Council report entitled Toward Safer Underground Coal Mines. One of the findings of this study was: THERE IS A STRONG CORRELATION BETWEEN MINE SIZE AND FATAL INJURIES. THE FATALITY RATE IN MINES WITH 50 OR FEWER EMPLOYEES IS NEARLY THREE TIMES THAT OF LARGE MINES (WITH OVER 250 EMPLOYEES), AND ABOUT TWICE THAT OF INTERMEDIATE-SIZED MINES (WITH 51-250 EMPLOYEES). Although the Committee explored possible reasons for the higher fatality rate in the smaller mines, it was not able to explain this phenomenon fully. Therefore the Bureau of mines requested that the Committee undertake a supplementary study of fatalities in small underground coal mines. The Committee met in the fall of 1982, discussed the problem, developed an approach to it, approved a program of statistical analyses, and authorized a panel of four committee members to explore the problem in greater depth. The panel, in turn, reviewed the results of the statistical analyses and met with the president of the National Independent Coal Operators Association and with several owners of small underground coal mines for a detailed discussion of the unique problems of small mines. Panel members examined 66 individual fatality reports prepared by Mine Safety and Health Administration (MSHA) inspectors who investigated fatal accidents that occurred in small underground coal mines in 1979 and 1980. This report is the result of those studies, analyses, and deliberations. The first draft was prepared by the panel, but the report has been reviewed and approved by the entire Committee.

Oxidation of mixed lanthanide solutions with ozone at pH 4.5 and at ambient temperature resulted in precipitation of 98 percent of the original cerium present. Corresponding cerium purity was increased from 50 to 98 percent. A second ozone oxidation-precipitation step produced cerium of 99.9 percent purity in high yield from the 98-percent-pure material. Alternately, ozonation at pH 6.5 and 85° C differentially precipitated cerium and rare-earth elements heavier than cerium and left 89 percent of the original lanthanum in solution at a purity of 95 percent. Subsequent recovery of cerium from the heavier rare-earth elements in the precipitate was accomplished by dissolving the precipitate in dilute mineral acid and reoxidizing the cerium with ozone at pH 4.5 and at ambient temperature. The filtrate contained an enriched praseodymium-neodymium-samarium-europium mixture that is amenable to separation by ion exchange or solvent extraction.

This Bureau of Mines publication presents an overview of mine electrical power systems research currently being conducted by the Bureau. The papers, given at a Technology Transfer Seminar, emphasize the increasing importance of research related to the safety considerations of underground coal mine electrical systems. Selected topics are included that summarize results of research in the areas of electrical shock prevention, explosion-proof enclosures and load centers, discriminating circuit breakers, and trailing cables. Other topics discussed at the seminar are published as separate sections of the Bureau of Mines Hand- book "Application Notes--Mine Electrical Power Systems."

Extremely difficult ground conditions were encountered in the main belt entry in a room and pillar mine in West Virginia. Several generations of supplemental support, including cable bolts, cribbing, and Heintzmann jacks and beams failed to halt roof falls that threatened workers safety and the life of the mine. Polyurethane (PUR) was injected into 27 intersections in the roof and the results were monitored by borehole video camera. The mine had averaged 2-3 falls in the beltway per year and, since the roof injection, no roof falls have occurred. Pre- and post injection monitoring of test holes showed that stability can be achieved without filling all of the existing void spaces. Video logging showed that the project goal of building a beam from 2-6 ft into the roof was successful. Pre-injection monitoring of roof fractures uphole can delineate the zones to target for reinforcement, and avoid pumping PUR into large voids to little effect. Multiple-injection zones can be identified, and the entire intersection drill hole array can be optimized based on knowledge of the fractured zones. In addition, pre-monitoring can prevent excessive hydrofracturing in solid zones. Polyurethane injection is a proven method of rock stabilization in even the weakest, most broken ground. Optimization of the injection design by pre-injection video diagnostics can greatly contribute to the successful and efficient roof stabilization.

The literature dealing with the electrical conductivity of solid dielectrics, including all its aspects and its relationships to other physical properties of these materials, is extensive and scattered in many books, phamphlets, and periodicals. It is believed that most of the important contributions to this field up to October 1943 have been listed and abstracted in this circular. Also included are some general references on static electricity. Methods of removing static charges are described; methods of and conditions for measurements of resistivity are discussed; equations for the calculation of resistivity are given; and methods of resistance measurements in Situ are reviewed. Data on the variations of resistivity with changing conditions as well as explanations for them have been collected, and three tables showing the resistivity of various dielectrics at different humidities are included. The appendix contains a short development of the mathematical formulation of the charging and discharging currents due to interfacial polarisation. INTRODUCTION Methods for Removing Static Electricity Of the various means employed for preventing or removing accumulations of static electricity in industrial processes, grounding is the most common and most generally effective. It is a precaution readily applied to stationary machines anti may often be utilized to good advantage to rid persons and portable equipment of an acquired charge. There are many situations, however, in which direct low-resistance grounding cannot be used, either because the charged bodies are insulators or are inaccessible, or because contact to a ground lead might give rise to a hazardous spark. If the charged body is a conductor, contact made to a neighboring conductor, even though the latter be insulated from ground and of relatively small capacitance, may also result in the occurrence of an incendive spark. In such instances, static electricity can sometimes be removed most satisfactorily by means of strong atmospheric ionization produced by radioactive material, X-rays, ultraviolet light, or A. Coal miners often handle heavy electrical power cables, weighing up to 10 kg per meter. These cables are manually lifted and attached to the mine roof to prevent damage from mobile underground equipment. Data suggest that workers who commonly perform cable handling tasks experience a high rate of lost time back injuries. In this study, six male underground miners performed a total of 12 cable-hanging tasks in standing, stooping, and kneeling postures, during which kinematic and ground reaction force data were collected. Reductions in vertical work space were found to result in a linear increase in the peak moment experienced by the lumbarspine (p<0.05). In restricted postures, peak moments were not significantly different in stooping vs. kneeling postures (p>0.05). Average lumbopelvic flexion during the tasks was highest in stooping conditions, followed by standing and kneeling exertions (p<0.05). Research was undertaken by the Bureau of Mines to assess the technical feasibility of smelting cement-copper precipitate in an electric furnace to produce commercial-grade copper. The blister-grade copper produced in smelting was refined by gaseous oxidation and reduction methods to rive a product equal in quality to fire-refined copper. The cement copper used in the study was typical of the material produced in commercial operations. The sample product was received in a partially oxidized state and analyzed 77.5 percent Cu, 3.4 percent Fe, 0.8 percent Pb, 0.05 percent Ni, 0.6 percent Sn, and 0.9 percent S. Smelting tests were made on the precipitate using laboratory-size induction and electric-arc furnaces. Three types of furnace linings were tested during, the investigation: Carbon, including graphite; clay-graphite; and silicon carbide. Although all proved satisfactory, either carbon or graphite was preferred because of their superior refractory properties and low permeability to molten copper. Copper recoveries in the induction and arc smelting tests averaged 92 percent in commercial-grade metal assaying 99.8 percent copper. Refining the molten copper by oxidation and gaseous reduction or by chlorine lancing increased the purity to plus 99.9 percent.

The U.S. Bureau of Mines investigated the relationship of bituminous coal seam parameters and the amount of airborne respirable dust generated at longwalls. Dust and coal samples were obtained from 20 longwalls operating in geographically representative coalfields throughout the United States. Statistical analyses of coal seam parameters and airborne respirable dust measurements indicate a likely causal relationship between seam type and respirable dust. Low-ash, high-volatile coal seams were associated with higher airborne respirable dust levels. A negative linear correlation (significant at the 95-pct confidence level) was observed between the seam&apos;s ash content and airborne respirable dust, explaining up to 18 pct (R2 = 0.18) of headgate dust level variation and up to 15 pct of tailgate dust level variation. Volatile matter was found to have a positive linear correlation with tailgate dust level, explaining 16 pct of the variation. Further data examination indicates that these relationships with dust are most likely nonlinear, because of improved R2 values over the linear correlations. However, a notable portion of longwall dust production is influenced by other operational parameters, so additional research under more controlled conditions is needed to determine the seam&apos;s causative functions.

The complex organic chemicals in coal differ from those in petroleum mainly by the ratio of carbon atoms to hydrogen atoms; this ratio is about 2 for coal and 1 for petroleum. By changing the ratio, coal can be converted into compounds similar to those found in petroleum. In. very simplified form, omitting here the special conditions required, the paths by which this can be done are: [ ] Part or all of the coal is first gasified by reaction with steam and oxygen, either in a gasifier or while the coal is still in place underground. The resulting gas is mainly hydrogen and carbon monoxide, with impurities that .must be removed before further processing by one of the following routes.

Multiple seam mining interactions caused by full extraction mining, whether due to undermining or overmining, frequently involve tensile failure of the affected mine roof. The adverse ground control conditions may prevent mining for both safety and economic reasons. Prior researchers have identified the geometric, geologic and mining factors controlling multiple seam mining interactions. This numerical study examines the mechanics of these interactions using a modeling procedure that 1) incorporates the essential constitutive behavior of the rock such as strain-softening of the intact rock and shear and tensile failure along bedding planes and 2) captures the geologic variability of the rock especially the layering of weak and strong rocks and weak bedding planes. Specifically, the numerical study considered the effect of vertical stress, interburden thickness, and the immediate roof quality of the affected seam in both undermining and overmining situations. The models show that for overburden-to-interburden thickness (OB/IB) ratios of less than 5, interactions do not occur, and that for OB/IB more than 50, extreme interaction is a certainty. In between, the possibility of an interaction was found to depend on gob width-to-interburden thickness ratio, site specific geology and horizontal stress to rock strength ratio in addition to the OB/IB ratio. The models also showed that horizontal stress was profoundly altered well above or below a full extraction area and that these changes are likely to influence the success or failure of multiple seam mining. The role of horizontal stress in multiple seam mining interactions has received little attention in prior investigations. Four factors control the mechanics of multiple seam mining interactions: 1. vertical stress concentration 2. horizontal stress concentration 3. stress re-direction 4. bedding plane slip bands A combination of vertical and horizontal stress increase and high stress gradients in the vicinity of full extraction areas re-orients principal stresses into a very unfavorable direction. This seemingly small stress re-orientation has a profound adverse effect on bedded rock.

Occupational hearing loss is a permanent illness with no recovery currently possible. For underground coal mine workers, Noise Induced Hearing Loss (NIHL) continues to be a serious health issue. One of the principal and fundamental machines used in underground mining operations is also one of the loudest. Noise generated on the continuous mining machine is the result of 3 operational components: the cutting system, the dust collection system, and the onboard conveying system. During underground acoustic evaluations, the conveyor system noise was observed to be dominant. In order to more closely examine sound generated by the continuous mining machine, sound power levels were measured in a reverberation chamber at the Pittsburgh Research Laboratory (PRL). Different chain types and configurations were installed on the conveyor system, and the resulting sound power level ranged from 118 dB(A) to 108 dB(A). Noise generated by the dust collection system was also examined and found to be 107 dB(A).

DOMESTIC OUTPUT of white arsenic, As2O3, was derived entirely as a byproduct of smelting arsenic-containing copper ores by The Anaconda Company at Anaconda, Mont., and American Smelting and Refining Company at Tacoma, Wash. Arsenic metal was not produced. Consumption, and Uses.-Most of the white arsenic produced in 1964 was consumed in manufacturing lead and calcium arsenate insecticides. In the 12 year period since 1951 the production of lead arsenate insecticide has varied between 7,800 tons and 4,900 tons, indicating that lead arsenate has maintained its position in competition with organic insecticides.

During 1986, the Government continued with efforts to ease the country&apos;s almost total reliance on coffee exports for trade revenues by allocating 45% of the Government&apos;s budget to commerce and industrial projects. The collapse in coffee prices in 1985 continued to exacerbate the country&apos;s growing trade deficit, weakened currency, and dwindling reserves of foreign exchange in 1986. Amoco Burundi Petroleum Corp., a subsidiary of Amoco International Oil Co., continued with plans to drill at least two exploration wells in Lake Tanganyika in 1987. Both offshore and onshore drilling exploration was planned by Amoco Burundi. Any oil or gas finds were expected to have substantial impact on the Burundian economy, as a major portion of the country&apos;s trade deficit was directly attributable to petroleum and gas imports.

Near-surface temperature measurements in two granite quarries show that diurnal temperature variations are significant to a depth of 1 or 2 feet, and annual temperature variations are significant to a depth of at least 25 feet. As a result, ground stress anomalies due to temperature exist near the surface, and their magnitude depends upon the time of day and the time of year. Rock stress and corresponding temperature measurements were made in one granite quarry over a rock temperature range of 33° to 81° F. Measured rock temperatures show good agreement with values predicted from one-dimensional heat flow theory. Calculated and measured stress-temperature coefficients for the two granites in this study are given. Thermally induced stress variations in near-surface rocks tested were as large as 1,690 psi from combined daily and seasonal temperature changes.

Researchers at the U.S. Bureau of Mines investigated the use of close-range photogrammetry and subsequent stereo digitizing to obtain data from rock fracture roughness profiles. The photogrammetric process yielded results that were acceptable but somewhat inferior to those obtained by a mechanical profilometer. On the basis of this study, further pursuit of photogrammetry as a data collection method in mining is proposed. Fractal geometry was investigated as a means of measuring the roughness of rock fracture profiles. Four fractal algorithms were used: divider method, modified divider method, box method, and spectral method. A comparison of the methods gave ambiguous results. Brown&apos;s modified divider method provided the best means of obtaining the fractal dimension. Shear strength estimates were obtained using the parameters of the modified divider method and Myers&apos; Z, measure. Because of differences in results when comparing the different ways of obtaining the fractal dimension, future users of fractals in studies of rock fractures are advised to cross-check their results carefully.

Thirty-seven blasts have been monitored using either three or four seismographs, at four coal strip mines and at a limestone quarry. Statistical analysis of the data shows that square-root, cube-root, and site-specific scaling methods predict peak particle velocities with about the same (low) degree of reliability. Some mines have peak particle velocities that are significantly lower or higher than the U.S. Bureau of Mines averages (Siskind et al., 1980). This suggests that the option provided by the proposed regulations (Office of Surface Mining, 1983), to adjust blast designs based on site-specific measurements could be highly beneficial both to operators and to the public. The frequency spectra reveal that the predominant frequencies were generally less than 50 Hz but several blasts had a significant amount of energy up to 125 Hz. In some cases the vibration energy was concentrated at frequencies corresponding to the delay intervals.

More than 80% of U.S. roof bolts are fully-grouted, but about 1500 roof falls are reported each year. Anchorage failure of a fully grouted bolt can occur when the roof is active near the top of the hole. This paper reports on an extensive series of short-encapsulation pull tests (in which the bolts are installed with only 1 ft of resin) that were conducted in the National Institute for Occupational Safety and Health (NIOSH) Mine Safety Research Laboratory and operating mines in WV and PA. The tests confirmed that poor anchorage can been countered under some weak rock conditions. Suggestions for improving anchorage are included.

Researchers at the National Institute for Occupational Safety and Health are investigating technologies that could be used to detect objects, small vehicles, and pedestrian workers that may be in the blind areas of haulage equipment used in mining and construction. A detection system that warns the equipment operator that there is an obstacle nearby could prevent collisions and save many lives each year. One popular technology for collision warning systems is radar. Several different types of radar have been tested in the laboratory and on mining equipment. Early in the study, questions arose concerning the best way to test radar systems. Many factors affect the performance of radar, including the size, shape, and composition of the object that is to be detected; the height of the radar antenna(s); and the relative motion of the radar system and/or object. This report discusses several different test procedures and test targets and recommends methods to determine how effective a radar system will be in detecting a person near heavy equipment.
