The Bureau of Mines conducted research to provide technical information needed to devise waste management plans for the processing of manganese nodules. Studies included summary descriptions of Pacific manganese nodules, process options and flowsheets, methods for characterizing nodules and their tailings, and results of analyses of laboratory and pilot-plant generated tailings. This information is the result of a cooperative research effort of the Bureau of Mines and the National Oceanic and Atmospheric Administration (NOAA), with NOAA providing funding and the Bureau conducting the research. A summary of the extensive literature review is provided for manganese nodule mineralogy, chemistry, processing techniques, and methods of analyses. Characterizations and analyses of laboratory-generated tailings and slags are given, as well as the results of the leaching studies on these waste materials. Leachability was determined by three standard leachate tests- the Environmental Protection Agency (EPA) extraction procedure (EP) toxicity test, the American Society for Testing and Materials shake extraction test, and the U.S. Army Corps of Engineers-EPA seawater elutriant test. While the wastes generated in the laboratory may not be entirely representative of those to be generated in full-scale plants, results of these studies provide a positive indication that commercial recovery of cobalt, copper, manganese, and nickel from manganese nodules would be environmentally acceptable.

Definite progress has been made in accident prevention in Illinois during the past few years; the State Department of Mines and Minerals is receiving excellent cooperation from coal companies and employees, the companies are making greater effort to maintain their mines in good condi- tion, and the employees are eliminating more unsafe practices. As a result, some coal companies have made commendable safety records that prove that coal can be mined with a comparatively low accident rate. However, there is need for further improvement, as the accident rate of the State as a whole is much higher than it should be. During the 55-year period 1882-1936, in- clusive, reports of the State Department of Mines and Minerals show a total of 7,005 (an average of 127.36 per year) men killed in and around the coal mines. Of this number, 6,425 (91.7 percent) were killed underground, 346 (4.9 percent) in the shaft, and 234 (3.3 percent) on the surface. Of the fatalities underground, 3,300 (51.3 percent) were killed by falls of roof, sides, or face coal, 1,167 (18.1 percent) by haulage, 639 (9.9 percent) by handling explosives, 579 (9 percent) by explosions, 151 (2.3 percent) by electricity, and 589 (9.1 percent) by other means. Of the fatalities in the shaft, 171 men (46.5 percent) were killed by falling down the shaft, 14 (41.6 percent) by the cage, and 31 (8.9 percent) otherwise. On the surface, 113 (48.2 percent) of the fatalities were due to railroad cars, 51 (21.7 percent) to machinery, and 70 (29.9 percent) to other causes. The fact that 7,005 lives (an average of 127.36 per year) were lost during 1882-1936 is sufficient evidence that in the past too little interest has been taken in safety by either the management or workers. A realization of this deplorable loss of life should act as an incentive to the industry to make greater effort to prevent accidents in the future. After an accident occurs, the facts pertaining to it become history, and anything that may be done afterward cannot change in any way the damage that has already been done, such as loss of life, personal injury, and destruction of property. The main benefit that can be derived from an acci- dent is that suitable procedure may be adopted and some lesson may be learned to aid in preventing a similar accident in the future. A methane monitor that complies with 30CFR75.313 has been designed and fabricated using a novel pressure modulated infrared absorption technique. The methane monitor met or exceeded in performance all of its target specifications. The monitor was operated continuously during production mining for the entire duration (45 days) of the in-mine test; no failures occurred during the test. The monitor was regularly checked with calibration gas and no shifts in calibration were found during the in-mine test. Operating principles, performance data and electrical schematics are included in the report.

This report describes Bureau of Mines research that led to the design, prototype fabrication, and successful proof-of-concept testing of an improved stench fire-warning system for underground noncoal mines. Stench systems are the most widely used means of warning driers in underground noncoal mines of fires or other emergencies. A stench system alerts miners that an emergency condition exists by injecting an odorant into the mine air. Although stench warning systems have been used successfully for over 60 yr, present systems suffer several serious shortcomings, including odorant toxicity, unreliability of warnings, widely varying stench concentrations, and others. In 1980, the Bureau began a research program to upgrade the stench warning system. The resultant system overcomes the deficiencies of existing systems by substituting tetrahydrothiophene for the commonly used ethyl mercaptan stench odorant, and through the use of a specially designed stench injector. The improved injector reliably meters stench fluid into either ventilation-air or compressed-air streams at a precisely controlled rate. Prototype hardware has been fabricated and proof-of-concept tested under bath laboratory and in-mine conditions.

The commission may be permitted to express its earnest hope that the litigation which comes to an end with the findings and recom- mendations herein set forth will be considered by both parties to the action as definitely and equitably decided. The commission trusts that its work will show the value of the commission form of settlement and that its work will serve as a prece- dent to be followed in disputes relative to technical subjects. If the work of the commission is productive of a tendency on the part of technical litigants to avoid the use of the courts for the settlement of disputes it will not have been done in vain. Such tendency will surely grow and ultimately such differences will be arbitrated by technically trained men without recourse to the courts of law. Appended to the report of the findings of the commission are to be found the detailed reports covering the several lines of inquiry and investigation carried on by the commission and upon which its findings are based, and also a detailed statement of the fiscal affairs of the commission. A word of explanation is necessary in regard to the fiscal statement. While each party to the litigation has agreed to bear one-half of the expense of the investigations of the commission, it will be noted that the Selby Smelting & Lead Co. is credited with $21,000, while Solano County is credited with but $6,000. "Many of the iron ore deposits on the western end of the Mesabi Range Minnesota consist of the so-called ''wash ores."" Because of their high silica content these ores must be washed or concentrated to make them merchantable. Washing plants have been in operation for 20 years, during this period large quantities of tailings have accumulated in tailings ponds. These tailings contain the aggregate millions of tons of iron oxides which, if recovered, would greatly to the available tonnages and to the revenues of the mining companies. It the purpose of this paper to outline give results of concentration tests on tailings.In order that the reader may understand more clearly the type of material under consideration, a short description of the characteristics of the wash ores of the Western Mesabi Range and a brief resume a washing methods that have been are now being employed will be given. Appleby and Newton4 In their description of the district and of the ores say:The Western Mesabi district embraces the territory west of the town of Nashwauk in Itasca County. The territory to the east of this dividing line is known as the Central and Eastern Mesabi district. This subdivision is rot wholly arbitrary. While the ore bodies in the two districts resemble each other in. shape, size, and general structure, there is a marked and very important difference in the character of the respective ores. For purposes of comparison, the western deposits have been called washable ore bodies, and the central and eastern, standard ore bodies. The latter ores are the result of natural concentration processes which have teen carried far enough to produce a large proportion of high-grade ore Wet can be marketed direct; the Western Mesabi ores present a lesser degree of natural concentration and are as a rule of too low grade to admit of marketing without preliminary treatment. In many cases the grade can be improved by washing, hence the material is called washable ore. Exceptions to thin general rule may be noted in both districts. Many of the Western Mesabi ore bodies contain quite a proportion of merchantable ore. There are also portions of central and eastern Mesabi ore deposits which are of low grade and which can be improved by washing."

A general computer program is given for the linear elastic static analysis of complex structural systems. These elements have special advantages for the analysis of massive underground structures such as mine structures and above ground structures such as arch dams. New finite elements are developed which are useful in the analysis of two and three dimensional solids. Examples are given which illustrate the accuracy of the elements. A description on the use of the program and a FORTRAN IV listing are given in the Appendices.

THE RAPID GROWTH of the small Albanian mineral industry in the 1950's began to taper off by 1961 and slackened sharply in 1963. The abandonment of Soviet and East European technical assistance programs in mid-1961 greatly affected Albania's mineral development, since four-fifths of all technical aid personnel were engaged in mineral activities. Chinese assistance apparently has not been able to fill the void. Overall mineral production increases during 1961-63 averaged 1 percent per year in value, as compared with 3 percent in 1959 and 5 percent in 1960. Although by world standards Albanian mineral output, except for chromite, is insignificant, it is vital to the country's domestic economy. The mineral industry generated about 14 percent of the gross industrial product in 1962 and employed a notable share of the industrial labor force. In recent years, mineral products have provided about three-fifths of the country's exports by value. Chromite and iron-nickel ores together constituted from one-fourth to one-third of the total export value. In 1963, total trade turnover increased 12 percent over 1962.

In 1967 the United States consumed 58.8 quadrillion Btu of energy. Both the Atomic Energy Commission and the Resources for the Future, Inc., a private economic forecasting group, predict that the United States energy requirements will reach 135 quadrillion Btu by the year 2000. In 1967 bituminous coal produced 21.4 percent of the energy used in the United States and anthracite coal another 0. 5 percent. Coal Reserves Coal reserves make up about four-fifths of the United States storehouse of fuel in proven reserves. Seventy-five percent of all fuel, likely to be found and recovered is coal. Electric utilities consume more than half of the bituminous coal mined in the United States in generating 53 percent of the nation's electricity. Atomic Energy Commission analysts have proposed the development of a vast "national energy system" based upon long-distance electrical transmission from abundant untapped coal reserves in the western United States. The study predicts that even if uranium supplies are available and economic breeder reactors developed, coal requirements for electricity generation will more than double by 1980 and increase another 50 percent before the year 2000.

Lime was a highly useful commodity thousands of years before the simple chemistry of its manufacturing process was known. The employment of lime for agriculture, building, and even certain essentially chemical purposes is so old that its origin is among the unrecorded details of man's first ventures into the manufacture and use of prepared substances. Lime is a most versatile material and consequently has come to be widely utilized in modern civilization. Immediately before the depression of the early 1930's the annual production of lime in the United States was more than 4 million tons, valued at 33 to 42 million dollars. This output was sold to many industries, so many that mere enumeration becomes tedious. In addition to agricultural and building lime the sales statistics compiled annually by the Bureau of Mines include lime sold to the steel and other metallurgical industries as refractory and fluxing material, as well as that used by paper mills, glass works, tanneries, and water-treatment plants. These major uses normally consume about 86 percent of the domestic sales. The remaining 14 percent includes lime sold for use in the manufacture of alcohol, alkalies, bleaches, calcium acetate, calcium carbide, coke gas and byproducts, glue, insecticides, oils and fats, paints, and rubber, in the refining of salt, in the manufacture of sand-lime and slag brick, in the disposal of sewage and garbage, in the manufacture of silica brick, in the refining of sugar, in the textile industries, and in wood distillation. Many other uses are also known for which complete sales data are not available.

This pamphlet, a guide to mining and mineral operations that may be observed or visited and some other points of interest relating to minerals, is intended to aid tourists and students who are interested in mining. Some may wish to study our Nation's romantic past; others may plan to enter the minerals industry as a career; still others may have a primary interest in conservation practices. The pamphlet is also intended to aid State and local officials, Chambers of Commerce, and mining firms in answering some of the many questions of tourists and students.

The U.S. Bureau of Mines awarded a contract to Morrison-Knudsen, Inc., to evaluate the use of roadheaders in underground mining operations. Road-headers were found to be widely used in mines as construction support units, as development miners, and as stoping machines. However, road-headers were found to have mechanical and electrical problems, to suffer reduced productivity when integrated into the mining cycle, and to create dust problems. Also high capital costs and low utilization and avail-ability cause high amortization costs per ton. This report identifies the roadheader operating problems and offers suggestions for improved mechanical and electrical design as well as manufacturer and owner responsibilities for improved availability. The development of a complex integrated excavation and ground support sys tern is no t warranted until the roadheader itself is made much more reliable.

Ground-water and tailings pond monitoring in the Upper Santa Cruz Basin Mines Task Force's Special Studies Area has been performed to determine the nature and extent of aquifer contamination from copper tailings pond's recharge in the basin. A monitoring program for each of three mining areas (Mines A, B, and D) was developed. Analysis of data shows that recharge from Mine A's ponds has caused increased hardness, sulfate and total dissolved solids in local ground water. However, pumpage in the area has controlled most of the water's movement. Pond recharge from Mine B has led to similar conditions, and the degraded water is moving towards a local public-supply well. Pumpage from Mine D's interceptor wells is controlling some, but not all, of the movement of recharge seepage from Mine D's ponds. Recommendations include the need for enhanced monitoring programs at each current mine site, development of a monitoring program for Mine C's area, development of water budgets for all mines, investigation of tailings pond compaction and sliming, establishment of mine closure plans for containment of recharged pond water, and the need for additional interceptor wells in several locations.

The effectiveness of 0.01 pct. molybdenum, as ammonium molybdate impregnated on coal, on the hydrogenation of a high-volatile bituminous C coal at 8,000 p.s.i.g. and 460° to 480° C. has been studied in a pilot plant by the Federal Bureau of Mines. Under these conditions, the Bureau obtained 98 to 99 pct. conversion5/ of coal to liquids and gases at throughputs of 29 to 101 lb. of m.a.f. coal per cubic foot of reaction space per hour. At 460° C. the indicated yield of oil ranged from 63 pct. (based on m.a.f. coal) at a throughput of 35 lb./c.f.h. (pounds per cubic foot per hour) to 68.5 pct. at a throughput of 58 lb./c.f.h., and the yield of gaseous hydro-carbons ranged from 25.5 to 19 pct. at the same throughputs. The maximum measured yield of oil boiling under 325° C. was 47 pct.

This report describes the construction and calibration of two ice calorimeters and includes results of high-temperature heat-content measurements, made by the Federal Bureau of Mines, on rubidium fluoride, hafnium tetrafluoride, cesium chloride, and cesium iodide. The heats and entropies of fusion of rubidium fluoride, cesium chloride, and cesium iodide have been calculated at their respective melting points using equations derived from the experimental heat-content data. Hafnium tetrafluoride did not melt within the range of temperatures investigated. Heat and entropy of transition of cesium chloride from the alpha to the beta form were also determined. INTRODUCTION Free-energy data usually afford the cheapest and quickest means of determining the feasibility of experimentally untested reactions. For known reactions, free-energy data show the variation of the equilibrium constant with temperature and make it possible to calculate, without experiment, the maximum ratio of product to raw material for a given chemical process.

The separations achieved by eight conventional cyclone washers have been evaluated to determine their performance when processing intermediate size coal of 28 mesh bottom size. The dense-medium cyclones provided efficient, sharp separations in treating feeds of up to 44 percent of near-gravity material at separating specific gravities ranging from 1.42 to 1,55 (one separation of a secondary feed was made at 1.63). Complete washability analyses are shown by sizes of the composite feed to these cyclones. The magnetite losses per ton of coal processed ranged from 0.6 to 2.0 pounds; however, of the eight plants reporting losses, seven indicated magnetite losses were 1.1 pounds or less per ton of coal processed.

In 1960, the Secretary of the Interior, acting under the provisions of Public Law 454, 80th Congress, appointed a Lignite Advisory Committee to aid in programming research on coal (lignite) of the north-central area. The chairman of this committee is the Secretary of the Interior or his delegated representative, and in all meetings held during 1960 and 1961, the Director of the Bureau of Mines, Marling J. This volume- summarizes mining and petroleum legislation in 18 European jurisdictions. Within these jurisdictions, primary attention is given to requirements that must be met in each country for acquisition of rights to permit development of mineral resources. Coverage includes: First, identitication of the controlling laws or statutes governing minerals acquisition and reference to the administrative authority; second, analysis; of the laws governing mines and quarries and their products; third, analysis of laws applicable to natural gas, petroleum, and related materials; and fourth, mention of laws regulating offshore operations. Where pertinent, sections dealing with historical background or administration have been added in countries where minerals are subject to control of States or Provinces, those areas are considered separately from the central government.

"For a good many years the Bureau of Mines and various state mining experi¬ment stations have endeavored to develop some method of utilizing the immense deposits of lignite in the United States. Work in relent year has indicated that the best method of this is to drive off the moisture and most of the volatile water from the lignite in some form of carbonizing apparatus leaving a residue high in fixed carbon and low in moisture and volatile matter, which by briquetting can be made into a high-grade fuel. The earlier forms of carbonizing equipment tried were complicated, costly to build and keep in repair, and could not be operated intermittently without being seriously damaged. During the year 1922, however the Bureau of Mines devised a very simple carbonizing oven which produces a uniformly well carbonized product. This oven is essentially a vertical shaft with means for supplying raw lignite at the top and discharging the carbonized limited at the lower end. Air in regulated amount is admitted to the shaft at two horizons, and a zone of combustion maintained through which the column of lignite passes. The lignite is thus carbonized by construction of its contained matter and a small proportion of its fixed carbon, leaving most of the fixed carbon in the carbonized product or ""char"". The degree of carbonization can be closely controlled by varying the volume of air supplied to the oven and the rate of travel of the charre down the shaft.The ""lignite char"" produced is a soft material resembling charcoal more than coal or coke, but somewhat harder than charcoal. A typical analysis is shown in the table headed ""Fuels,"" further on in this papers."

Past failures of coal refuse embankments have resulted in more intensified efforts in inspections of coal refuse sites. Inspections, however, are mainly qualitative and time consuming. In August 1975 CH2M HILL was awarded a contract to identify, develop, and test a rapid system for monitoring coal refuse embankments to aid in inspections. The rapid monitoring system developed uses convergent and vertical photography from conventional fixed-wing aircraft. The system was tested on an active landslide and on two coal refuse facilities using both black and white and color infrared film. Field tests showed the system was capable of accurate measurement while providing qualitative data through photointerpretation. The accuracy of the system allows it to be used to monitor coal refuse embankments, tailings dams, major earth dams, and natural slopes. Bibliographies of literature reviews in the area of past coal refuse embankment failures, monitoring instruments and methods, and photogrammetry are included.
