The 53 countries that constituted Africa in 1991 accounted for a significant portion of total world output of a number of mineral commodities. However, total output for the continent declined for many major mineral commodities produced compared with that of 1990. Also, Africa's share of total world output of these commodities generally declined. (See tables 1 and 2.) The most conspicuous declines were for cobalt and copper owing to mining and metal processing difficulties experienced by the world's two largest cobalt producers, Zaire and Zambia. Phosphate rock output declined primarily owing to a sharp fall in production from Morocco, also a leading world producer. Morocco's state corporation for phosphate production experienced marketing problems, leading to the decline.

Recommendations for safe practices in the operation of Diesel engines underground must take into consideration the hazards that might be created if the composition of the underground atmosphere differs from that of normal air. One aspect of this problem was discussed in the second report6/ of this series, which presented the results of tests in which a Diesel engine was operated with mixtures of normal air and exhaust gas supplied to the intake of the engine. Atmosphere .of this type were studied first because they will be present whenever the exhaust was is discharged into the atmosphere of underground workings in which an engine operates. The coal reserve base in the Western United States is presented for coalbeds amenable to extraction by underground mining methods. The Federal Bureau of Mines has abstracted data on the quality and quantity of coal resources/reserves from numerous State and Federal publications and modified such data as necessary to allow computer storage and retrieval. Tonnages are compiled by State, county, coalbed, and rank, and allotted to sulfur categories by statistical apportionment. The coal reserve base in those States west of the Mississippi River, amenable to underground mining, is estimated to be approximately 131 billion tons. Of this total, about 30.8 billion tons are bituminous coal, 100.2 billion tons are subbituminous coal, and 126.4 million tons are anthracite. Lignite is not considered for underground mining in this report. Included in this report is a glossary of terms applicable to a classification system for coal resources and reserves as jointly defined by the Bureau of Mines and U.S. Geological Survey. The purpose of this system is to provide for direct comparison or compilation of various resource/reserve data.

A technique for use in underground coal mines measures the response times of machine-mounted methane monitors. This technique uses a calibration cup to deliver gas to the sensor head to measure response times. For comparison, in the current study, response times were measured by placing methane sensor heads in a specially designed test box where they were exposed to an atmosphere containing a constant concentration of methane. Response time readings measured in the test box were shorter than the readings obtained using the calibration cup. The response times measured in the test box were comparable for sensors from three different manufacturers. The effects of dust cap and flame arrestor design on response times were also evaluated using the test box.

The State of Washington has a federal program that gives the Office of Surface Mining responsibility for assuring the reclamation of lands affected by coal mining. Most of Washington's coal-bearing regions lie west of the Cascade Mountains. The state's coal reserves are estimated at 1.4 billion tons, about 0.3 percent of the nation's total coal reserve. Steeply dipping. minable seams range from 2.5 to 25 feet in thickness. The occurrence of coal in Washington has been documented since the early days of its settlement; at one time, coal production played a significant role in the state's economy. During the late 1800s and early 1900s, coal was second only to lumber in Washington's industrial production. Coal production declined as other sources of energy were developed. By 1959, production was at 200,000 tons. Regulation of the coal mine operations in Washington is conducted by the Office of Surface Mining's Casper, Wyoming, Field Office and its local office in Olympia, Washington. All permit applications and abandoned mine land reclamation are completed by the OSM Western Support Center in Denver, Colorado. Inspections of mine and reclamation sites are conducted by OSM reclamation specialists located in Olympia.

The U.S. Bureau of Mines, Department of Labor, and United States National Committee of the CIE hosted the TC4.10 Mine Lighting Committee Meeting and Second International CIE Mine Lighting conference at the MSHA Academy in Beckley, WV from October 12-16, 1981. This was the first time the meeting and conference had been held in the United States. The TC4.10 Mine Lighting Committee, chaired by Dr. Adam Peretiatkowicz of Poland, was attended by 15 committee members and six guests representing eight countries. Discussion during the meeting covered mine lighting instrumentation, open cast (surface mine) lighting, and lighting sources. The committee also reviewed a draft of proposed lighting terminology and suggested changes to make the definitions more acceptable to representatives of the nations present. The mine-lighting conference featured 20 papers presented by 18 speakers representing six countries. The papers covered all phases of mine lighting, including research, hardware development and application, personnel acceptance, and requirements for system maintenance. The conference attracted 126 attendees and also included displays by eight lighting hardware manufacturers and four mining machine manufacturers. Papers from the conference are being published by the Government Printing office, with copies presented to the conference attendees. Copies will be available to others interested through the NTIS. During the course of the TC4.10 meetings and conference, committee members toured three mining equipment assembly plants, and six of the foreign representatives visited a longwall installation in an underground mine. Planning and administrative services for the meeting and conference were handled by Bituminous Coal Research, Inc., under USBM Contract H0318038.

The purpose of this study was to assess the adequacy of the cab design and to determine the percentage of musculoskeletal symptoms among workers. A questionnaire was designed to assess demographics, work information, job history, and musculoskeletal symptoms in operators of heavy construction equipment. Information concerning equipment included design of the seat/chair, levers, pedals, bothersome vibration, quality of egress from the equipment, proper preventative maintenance and repairs, and age of the equipment. The body regions that were evaluated included the neck, middle/upper back, low-back, shoulder/upper-arm, elbow/forearm, wrist/hand, hip, knee, and ankle/foot. One hundred and eighty nine operators completed the questionnaire. The results indicate that these workers are at risk for developing musculoskeletal disorders, the need to perform a larger survey to further substantiate the outcome, and the need to quantify risk factors (i.e., whole-body vibration and static sitting postures).

The year 1986 was not a good year for the world's mineral industry from several viewpoints. Levels of production, both of crude minerals and processed forms, registered declines in the cases of a greater number of commodities than the number that recorded increases. The overall value of world crude mineral production was estimated to have increased, but only very slightly in terms of constant dollars to nearly $997 billion. Although there were modest increases in the consumption of all major fuels and most major metals, the latter at least apparently resulted more from drawdowns of inventories than from increased production (fuel consumption increases did come from higher output levels), and consumption of most major fertilizer and chemical commodities (nitrogen, phosphate, and sulfur) were at lower levels than those in 1985. Prices for a number of mineral commodities declined, headed by the very substantial drop in world crude petroleum prices, but also including downturns for a number of metals and industrial minerals as well. There was insufficient information to reliably fix the level of the dollar value of world trade in minerals, for while output was up in the case of some large-volume materials such as iron ore, coal, and crude and refined petroleum, suggesting that the volume of trade in physical units may have increased, declining prices may well have offset quantitative gains.

Handling of heavy vehicles such as tractors, trucks and buses require a large roll stiffness which causes large high accelerations at the seat level during impacts. To provide comfort and minimize the energy transfer from the chassis and the seat a pneumatic active seat suspension is proposed. An active seat suspension design and control algorithm under development at the University of Illinois at Chicago, UIC, is being developed and tested. Preliminary results are presented in this paper. The design of a passive suspension typically consists of optimizing the value of two parameters: the stiffness and the damping of the suspension. The general dynamic performance of the suspension is limited to the conditions under which these parameters were obtained. A change in the input conditions might lead to poor suspension and an amplification of the vibration transmitted to the body. The focus of this paper is a robust, semi-active suspension system with a variable controlled damping and using the body response an index measure to minimize the acceleration at the interface of the seat and operator. A summary of existing suspensions, such as MR and ER fluids, and spring loaded and dual valve shock absorbent will be discussed to highlight the need of a semi-active pneumatic suspension system design. Methods A model of the proposed suspension was developed in MATLB (Simulink) and different control strategies for the valve position in relation to the cylinder pressure tested. The effects of stiffening and softening resulting from pressure changes in the cylinder were examined. The vertical accelerations of the seat was computed for different control strategies and configurations of the suspension and compared to the response of a passive seat suspension. A lump -mass model was created to represent the human body including the head, the upper, middle and lower torso as well as the legs. The connective forces between body segments were modeled through modal analysis techniques from previous experiments at the Vehicle Technology Laboratory. ISO standards and absorbed power were used to evaluate the different configuration of the seat suspension system in relation to the dynamic response of the operator. Results Initial results of the semi-active suspension system show a significant reduction in the RMS value of the acceleration of the seat. A reduction of the total absorbed power by the operator is expected to provide an insight into the control strategies adapted in the active suspension.

The combined production value of natural abrasives, which consist of tripoli, special silica stone, garnet, and emery, decreased in 1985. Shipments of processed tripoli increased slightly in quantity but decreased 6% in value, Production of garnet, an abundant iron-aluminum silicate, increased 24% in quantity and 20% in value. There was an 11% increase in the quantity and a 7% increase in the value of refined garnet shipped when compared with 1984 shipments, a new record high. Production of crude special silica stone decreased 10% in quantity and 14% in value, and shipments of finished special silica stone products decreased 85% in quantity and 68% in value. Both the quantity and value of special silica stone finished products sold or used were the lowest since 1981. Production of emery, an impure aluminum oxide, decreased 56% in quantity and 61 % in value of product mined and shipped. [ ]

This paper addresses establishment of an experimental system for measuring biodynamic response (BR) of hand-arm system at the NIIH in Japan. BR measurement system at the NIIH is nearly equivalent to NIOSH installed system. The feasibility of the system is examined through the apparent mass (AM) measurement of the empty handle and a set of calibration masses. Apparatus The grip force was measured by using the handle shown in Fig. 1. The handle has two force sensors (KISTLER, 9212) and one accelerometer (PCB, 356A12). A low-pass filter with 5 Hz cut-off frequency was used to the grip force from measured force signal. Figure 2 shows BR measurement system in this study. The push or pull force at the handle was measured by using the force plate (KISTLER, 9286AA). The grip force and the push / pull force were displayed on a monitor. The shaker (IMV, VE-100S) is used to vibrate the hand-arm system along the forearm axis (Zh direction) (ISO 10068, 1998; ISO 5349-1, 2001). In most situations force actions for operating tools are expressed by grip, push, pull and combined these actions. These actions can be simulated in the test system. AM was obtained by performing H1 estimator in the PULSETM system (B&K, 3109) and it is denoted at the one-third octave band center frequencies. [ ] Methods In order to investigate the reliability of the system, AM measurement of the handle was performed. It is assumed that the handle is rigid in the upper limit of adoptive frequency range in this study. This assumption is validated in AM measurement of the empty handle. A pseudo-random vibration in the frequency range of 10 to 1,250 Hz was used and its amplitude is 1.0 (m/s2)2/Hz with a flat power spectral density (PSD) in the experiment. Measured AM includes the mass effect of the measuring cap in a subject experiment. Compensated apparent mass AMc(?) is obtained by Eq. (1) 1-2.

[The Mining and Metallurgical Divisions of the Bureau of Mines, Region V, conducted an investigation in 1950-51 of the iron sulfide deposits in Aitkin and Carlton Counties, Minn. Twelve diamond-core-drill holes, aggregating 2,347 feet, were drilled in secs. 14 and 15, T. 46 N., R. 25 W., Aitkin County, to increase reserves of iron sulfides known to exist 2 miles southwest in secs. 28 and 29, T. 46 N., R. 25 W. Three diamond-core-drill hobs, totaling 561 feet, were drilled in Canton County, sec. 7, T. 46 N., R. 2 0 W., to check reports of the presence of a large sulfide deposit in that area. Mineral-dressing tests were made on cores from 10 holes drilled in Aitkin County. These included core from hole 21 drilled in sec. 28 and submitted by the Glen Development Co.]

Mineral resources of the Rice Valley Wilderness Study Area (WSA), in the Mojave Desert of southeastern California, were investigated by the U.S. Bureau of Mines and U.S. Geological Survey during 1980. The study consisted of an examination of mines, prospects, and mineralized areas by the Bureau: of Mines and geological, geochemical, and geophysical investigations by the Geological Survey. Little indicated potential for the presence of mineral resources exists in the valley floor segment of the study area. The Big Maria Mountains section of the study area has some potential for mineral resource development. Decorative building stone from both bedded quartzite deposits and weathered limestone surface rubble (driftwood stone) has been produced from the Big Maria Mountains segment of the study area. Total production is unrecorded but probably small. A 700,000 ton (640,000 t) quartzite resource was inferred and 4,500 tons (4,100 t) of driftwood stone within the study area was estimated. A relatively pure limestone deposit inside the study area contains an inferred resource of 14 million tons (13 million t). One prospect suggests a potential for the presence of manganese resources although none were estimated. The likelihood of discovering oil, gas, coal, uranium or geothermal energy is low; potential sources are not known to exist.

The development of the Seminole area into one of the major oil-producing sections of the country has been accompanied by many innovations and departures from former methods of development. On July 1, 1929, two years and nine months from the date of discovery, 20,490 acres were considered proved, and additional acreage is constantly being developed. Because of its peculiar conditions, extent, and rapid rate of development, the Seminole area provided numerous problems, the solution of which necessitated research in connection with practical field operation; as a result, there was a radical departure from methods usually employed in the development of a new field in the Mid-Continent area.

This chapter presents proportionate mortality ratios (PMRs) derived from death certificate data in the National Occupational Mortality Surveillance (NOMS) database for the years 1986 through 1993. At the time this report was prepared, 1993 was the latest year for which data were available. Industry is classified under the 1980 U.S. Bureau of the Census classification system [Bureau of the Census 1982]; cause of death, under the International Classification of Diseases, Ninth Revision (ICD-9) [World Health Organization 1977]. A PMR of 100 indicates a mortality risk for a particular industry group that is similar to that for all industry groups combined. A PMR over 100 suggests a higher risk; a PMR under 100 suggests a lower risk. PMRs are subject to many factors that affect their reliability and validity and may not be comparable across populations with very different causes of death. An elevated PMR for a specified cause of death among an occupational or industry group may indicate a relationship between a work exposure and the cause of death specified. However, there are many limitations of PMRs as a measure of risk; they are most useful for generating hypotheses about exposure-disease relationships, which can then be tested in other studies. Selected PMRs are presented separately for males and females for coal mining, metal mining, nonmetallic mineral mining and quarrying (which includes nonmetal, stone, and sand and gravel), and for oil and gas extraction. All PMRs have been adjusted for age and race. In general, PMRs are presented only if the lower 95% confidence limit exceeded 100. If a PMR in an ICD-9 subcategory was above 100, however, the PMR for the larger category into which the subcategory falls is always presented and may be less than 100. PMRs can be expected to be elevated for conditions that have a high prevalence in particular occupational groups. PMRs showed elevated values for conditions known to affect miners, such as coal workers' pneumoconiosis, pneumoconiosis due to silica, tuberculosis, chronic pulmonary heart disease, and injuries. Additional findings of interest were- • An elevated PMR for myocardial infarction among male coal miners (table 2-1); • Elevated PMRs for neurologic disease in general and anterior horn cell disease, in particular among male metal miners (table 2-3); • An elevated PMR for rheumatic heart disease in male metal miners (table 2-3); • Elevated PMRs for malignant neoplasms of the digestive organs and peritoneum and for malignant neoplasms of the colon and rectum in female nonmetal miners (table 2-6); and • Elevated PMRs for non-A, non-B hepatitis and arteriosclerotic heart disease among male oil and gas workers (table 2-7).

ackleg rock drills are widely used in the mining industry and are known to generate high levels of hand-arm vibration which contribute to the development of the hand-arm vibration syndrome for exposed miners.1-3 To reduce the vibration levels, a prototype of an antivibration handle was developed as part of a previous study.4 To provide some bench marking for this handle prototype and to follow the evolution of its performance over time, a test bench was developed to characterize the vibration emission values of jackleg drills under controlled operating conditions. As the current ISO 8662 series of standards could not apply directly to this type of tool, there was a need to design and validate a test bench to evaluate the vibration emission values of jackleg drills, while taking into account the conditions specific to the operation of this type of tool. Methods A test bench including an energy absorber, was developed for testing jackleg drills based on the ISO 8662-3 standard 5. The energy absorber was bolted to a 3300 kg concrete block to ensure tool stability. A pictorial view of the device is given in Figure 1. For validation purposes, acceleration measurements at the handle of a conventional jackleg drill were taken simultaneously along the three axes (xh, yh and zh) in an underground rock drilling operation as well as on the test bench. The handle accelerations were measured for three different jackleg angles (13º, 28º and 43º) determined with respect to the floor. Moreover, each measurement was repeated at least three times to asses the data repeatability. [ ] Results As a preliminary validation of the test bench, Figure 2 provides a comparison of the frequency weighted rms acceleration spectrum measured along the zh-axis, for both underground drilling and operation on the test bench (28º jackleg angle in both cases). It is shown that the vibration measured on the handle of a jackleg drill operating on the test bench is representative of that recorded during typical rock drilling operations, despite the fact that some harmonics of the percussion frequencies are generated with a higher amplitude on the test bench. Ohio has an estimated 46 billion tons of coal beneath 12,000 square miles of the eastern third of the state. Recoverable coal reserves within this vast area are estimated at 21 billion tons, 3.2 billion tons of which have been mined since 1800. Ohio is the eleventh-largest coal- producing state in the nation and ranks third nationally in coal consumption. Coal resources in Ohio lie in as many as 60 identifiable coal seams along the northwestern flank of the Appalachian coal basin. Except where interrupted by minor faults and erosional discontinuities, these rocks dip gently and uniformly to the east, simplifying the mining methods needed to extract the coal. Fourteen of Ohio's 60 coal seams are considered to be important, although only a small number of seams are currently being mined. Ohio first enacted a surface coal mining law in 1948, requiring in part a $100 per acre reclamation bond. Ohio progressively strengthened its surface mining law in 1949, 1955, 1959, 1961, 1965,1972,1975,1978, and 1981. At the time of its enactment, Ohio's 1972 mining law was one of the most stringent in the country. This law also created a state coal severance tax of four cents per ton to be used for abandoned mine land reclamation. Ohio received primacy to regulate the surface coal mining operations within the state August 16,1982. Its Abandoned Mine Land Program was approved on the same date.
