In June 1996, the United Nations International Seabed Authority opened shop in Kingston, Jamaica as an autonomous international organization charged with the administration of seabed mineral developments in all areas beyond national jurisdictions. The Authority is a consequence of the 16 November, 1994 entry into force of the 1982 United Nations Convention on the Law of the Sea (UNCLOS) and the 1994 Agreement relating to the Implementation of Part XI of UNCLOS. The total seabed area included within the Authority?s purview has yet to be assessed accurately, but clearly constitutes the largest single jurisdiction on the planet. The Authority is governed by legislative bodies called the Assembly and the Council and an administration called the Secretariat. The Assembly includes representatives of the 132 member states which are currently parties both to UNCLOS and to the 1994 Agreement. These member states directly fund the operations of the Secretariat. They include most of the world?s developed nations, island nations, and others among the 188 independent countries which are members of the United Nations. Notably absent are the United States and Canada, which are the only developed coastal states not represented. The Council is a 36-member subset of the Assembly representatives selected through a somewhat involved process designed to achieve a balanced representation of the specific interests of the members. Ultimate responsibility for the Authority?s actions resides in the Assembly, but most initiatives originate in the Council. Also included in the Authority are two subsidiary advisory bodies, the Finance Committee, which reviews the Secretariat?s budget, and the Legal and Technical Commission, which evaluates claims and drafts technical regulations. The Secretariat itself includes a staff of about 30, including 15 highly qualified and competent attorneys, accountants, engineers, and scientists. Msjflkcisokng During the past sixteen years, GNS Science has developed a number of radiometric methods for dating massive sulfide samples from submarine arc and back-arc volcanoes. This has improved our understanding of the formation of these hydrothermal systems, the frequency and duration of their activity, and assisted marine mineral exploration companies in assessing the economic potential of these deposits that can be rich in copper, zinc and gold (up to 90 ppm Au in some chimneys). The radiometric dating methods that we employ utilize radium isotopes that are extracted from the host rocks without their parent thorium isotopes, by ascending, hot, acidic hydrothermal fluids. When the hydrothermal fluid discharges into cold seawater, chemically similar barium and radium co-precipitate as barite, a common mineral contained within the black smoker chimneys that grow upwards from the seafloor. From the onset of mineralization, the isotopes 228Ra and 226Ra (with half-lives of 5.75 yrs and 1600 yrs, respectively) begin to decay, so that the 228Ra/226Ra and 226Ra/Ba values decrease with time. Thus, samples can be dated using these ratios once the initial values, i.e., the values at the onset of mineralization, have been established, ideally from active chimneys. 228Ra decays to 228Th (half-life 1.91 yrs) and from the 228Th/228Ra values, the growth-rate of individual chimneys can be estimated. The isotope 210Pb (half-life 22.3 yrs) is occasionally used for dating the mineralization, although several samples from a chimney are needed to determine an age from the 210Pb grown from 226Ra, using the isochron technique.

The southern Mid-Atlantic Ridge (SMAR) is one of the least-explored spreading centers in the world with respect to hydrothermal activity. In the past 8 years research focused mainly on the ridge segments close to Ascension Island, discovering hydrothermal fields as far south as 14°20?S (Haase et al., 2007; German et al., 2008; Tao et al., 2011). However, the vast majority of the SMAR ridge axis has never been thoroughly investigated for hydrothermal activity. In the spring of 2013 we used segment-scale AUV deployments as well as conventional CTD surveys to identify areas of hydrothermal activity along 16 mid-ocean ridge segments between 13° and 33°S, thereby covering close to 5 % of the global ridge axis in a single cruise. During cruise MSM25 of the German research vessel Maria S. Merian, we tested longrange (>100 km lines per dive) AUV deployments of GEOMAR?s AUV ABYSS (a Remus 6000 vehicle) along the spreading axis for their capability to locate active venting in a fast and efficient way on regional surveys. The particles that make up the deep-sea sediments have two main sources: 1) those that are created in situ from dissolved components and 2) those that are washed into the ocean in solid phases from the continents, atmosphere, space and interior of the Earth. Many particles as they sink through the water column reaches the seabed and are known as pelagic sediments with terrigenous, biogenic, authigenic, and cosmogenic components. Among the minerals found in the terrigenous fraction of pelagic sediments are quartz, clay minerals, feldspar, micas, ferromagnesians, and the biogenic fraction with remains of siliceous organisms, such as, radiolarian and diatoms. The chemical nature of marine sediments is controlled by the contribution of particulate matter derived from various sources with varying compositions for the fixing of elements during deposition and the compositional changes carried out within the sediments during diagenesis. "This paper explores the option of direct reduction smelting of the nodules from the German license area in the equatorial NE Pacific in a submerged arc furnace (SAF). An optimized slag design is proposed to separate the larger Mn-bearing stream from the valuable metals (i.e. Ni, Cu, Co, Mo). The slag optimization allows a maximum of Mn to be retained in the manganese-silicate slag on the one hand and a maximized metal recovery in a FeNiCuCo alloy on the other. This way, the goal is to make use of the complete nodules (“zero-waste”) instead of extracting only the metals Ni, Cu, and Co, which make up about 3 wt%. The process closely relates to the “Inco Process” by the Ocean Management Inc. (OMI) of the late 1970s, which was a consortium of INCO (International Nickel Company, CAN; today Vale Canada), Preussag AG & Metallgesellschaft AG (GER), DOMCO (JPN), and Sedco (USA). However, the manganese containing slag is investigated in more detail to recover FeMn, FeMnSi and/or SiMn. To optimize the process modern tools such as thermo-chemical modeling in FactSage™ have been used. [1,2]Polymetallic deep-sea manganese nodules may offer a decreased dependency of raw material imports for Germany and the EU. Currently, four European countries (United Kingdom, Belgium, Germany, and France and an Eastern European consortium (InterOcean Metal)) hold exploration licences for these nodules in international waters in the equatorial NE-Pacific. The license areas each cover 75 000 km2 of the seafloor and are located in the Clarion Clipperton Fracture Zone (CCZ) south east off Hawaii at water-depths between 4000 and 6000 m. The nodules may be used as a resource for industrially important metals such as Cu, Ni, Mn as well as for technology metals like Co, Mo, V and Zn. Barite and Fe-Mn-oxide deposits that occur along faults in the Southern California Borderland formed by low-temperature hydrothermal processes. The Borderland region consists of block-faulted continental crust within the broad transform boundary of the North American plate. The fault-bounded basins are anoxic and partially filled with hemipelagic and turbidite sediments. Barite was collected from four dredges and a submersible dive (DSV4-355) in the southern California Borderland, and was collected from two sea-cliff sites along the Palos Verdes Headlands near Los Angeles. Barite at these seven locations occurs along strike-slip and basin-margin faults from the shoreline to 1800 m water depth. Submersible observations showed a series of mounds up to 10-m high composed of friable, white barite associated with diffusely venting milky fluid; the mounds support large benthic colonies, including tube worms (Lonsdale, 1979). Barite samples recovered from dredges are brown, green, and white and range from porous, vuggy fragments to massive fragments cut by banded barite veins. Samples from two dredge sites contain fossil worm tubes 1-3 mm in diameter and >10 cm long. All the samples are nearly pure barite, with only minor to trace amounts of other minerals. Chemical analyses show 94-98 wt. % BaSO4, low total rare-earth element (REE) contents (<45 ppm), Sr contents from <2 to 10,000 ppm, and Hg contents up to 1 ppm. Chondrite and shale-normalized REE patterns show light REE enrichments and large positive Eu anomalies. These REE pattern characteristics are typical of marine hydrothermal fluids and minerals. Sulfur isotope ratios (d34SCTD) from +21.6 to +67.4? range from seawater values (+21?) to exceptionally high positive values. Strontium isotope ratios are lower than the modern seawater ratio as well as the seawater ratio that existed at the time of deposition of the host rocks.

The discovery of iron-manganese ores on the surface of underwater mountains was made more than a half century ago. During this time the basic ideas about the thermodynamics of the processes of hydrochemical reactions in the sea water have been developed by scientists and are revealed in geochemical and mineralogical differences between the deposits from the seamounts and the nodules of the sea bottom. The distribution of the dissolved metals, oxygen, carbonic acid and organic matter in the overlying ocean waters of seamounts in the deep ocean to depths more than 5,000 m has been studied in some detail (e.g. J.R. Hein, P. Halbach. G.B. Baturin, Ye.M., S.I. Andreev, L.I. Anikeyeva, [1-6]). In recent years scientists from YUZMORGEOLOGY have completed detailed geological survey work on the Magellan Seamounts in the Pacific Ocean. The results of drilling the ore body and geophysical and photo surveys have also been described [4]. Previous ideas about the general covering of seamount surfaces with iron-manganese crusts have been changed based on ground-truth surveys. This study examines the complex concentric-zone or spotty arrangement of the most densely covered sections, the strong dependence of the thickness of crust on the geomorphologic features, and the potential influence of the underlying substratum. One established geochemical heterogeneity in the composition of ores, also frequently inversely proportional power dependence on directions was observed. The development of a numerical model of the formation of the ore crust on the seamounts is currently a high priority.

Deep-sea mining of polymetallic nodules are expected to produce serious impact on benthic ecosystem due to removal of nodules, sediments and associated fauna by means of collector, and subsequently, by the resettlement of sediment plume which may affect seabed biota outside mining tracks through blanketing, smothering and feeding interruption. The scale and magnitude of the exact impact of commercial operations is not known at present, but its assessment strongly required acquisition of the adequate environmental baseline information. During the past two decades, IOM carried out a total of 20 research cruises in the eastern part of Clarion-Clipperton Zone (CCZ) with purpose to obtain essential data and information on polymetallic nodules and to prepare for future development their deposits. Whilst evaluating the nodule coverage at particular station from both seafloor photographs and box-core recoveries it was ascertain that the ground-truth data plotted against the photo data indicated substantial differences between two methods. Understanding of this phenomenon has not only the methodology meaning related to the efficiency of the using photoprofiling techniques during exploration of nodules, but also it could be of environmental importance because the similarity between natural sediment blanketing occurrence in studied area and expected re-deposition and blanketing of sediments which will be disturbed during mining operations.

This abstract discusses selected recent technology developments at the Deep Submergence Lab at the Woods Hole Oceanographic Institution aimed at fundamentally changing the nature and scope of AUV operations in the deep ocean. The Autonomous Underwater Vehicle (AUV) Sentry is described in its current configuration with discussion of emerging capabilities. Telepresence enhanced AUV operations are discussed including moving both operations and data processing personnel off the vessel. Autonomous Surface Vessel (ASV) aided AUV operations are discussed including recent experiments where an ASV provided both navigational aiding and a satellite based relay for acoustic communication of telemetery and mission redirection. New flexible communications strategies to perform intervention and manipulation tasks from an untethered vehicle are discussed. The abstract concludes with a brief discussion of industrial collaborations, including the newly launched Center for Marine Robotics.

"Mineral deposits found near seafloor hydrothermal venting are of great economic interest. Valuable metals such as gold, copper, zinc, and other polymetallic sulfides are found in appreciable grades in seafloor massive sulfide (SMS) deposits associated with these vents. For mapping these deposits, electromagnetic prospecting is one geophysical method that is very useful because copper/gold rich deposits are highly conductive.Ocean Floor Geophysics (OFG) in 2008 developed the first EM system to successfully map the limits of conductive mineralization in a survey at the Solwara 1 deposit (Kowalczyk, 2008). Since then, towed coincident loop time domain systems have been developed by Waseda University (Nakayama and Saito, 2016) and have successfully detected known mineralization buried at 30m depth. Using a deep tow controlled source electromagnetic (CSEM) array, very clear anomalies have been measured (Murton, 2017) over known mineralization at the TAG field on the mid-Atlantic ridge.In 2014 and 2015, OFG partnered with Fukada Salvage and Marine Co. Ltd. and the Scripps Institution of Oceanography to map methane hydrate deposits off the coast of Japan using a towed controlled source electromagnetic (CSEM) system developed by Scripps. These hydrate deposits are resistive targets, and the Scripps system successfully mapped subsurface electrical resistivity distributions to depths of several 100 metres below the seafloor. OFG is attempting to extend the Scripps CSEM technology to map subsurface conductive SMS deposits to a similar range of depths below the seafloor."

Sedimento II oceanographic cruise, on board of the B/O El Puma, shows a new high anomaly or phosphate associated with shelf sediments from the south Mexican Pacific. Recently, were found two anomalies in the Gulf of Tehuantepec, that are located to the east of this new anomaly, that is related to muddy sands and rock fragment debris. The latter shows values of 17% P205. The phosphate occurrence is probably associated with red tides locations that usually are found in sites where sediments are phosphates enriched. These findings suggest that south Mexican Pacific is of potential interest for P205, in waters with high nutrients values. The possibility of a more regional occurrence of phosphate, from California to Chile is suggested.

A chemical and geological study of beach samples from the Mexican North Pacific was undertaken in order to evaluate the chemical composition of the beach sediments and it s association to lithology, climate, topography and weathering. The North Pacific Mexican littoral is characterized by arid weather with wide coastal plains and three geological provinces. The sands from the area are mainly finer, well sorted and show high maturity because of the high wave regime and the high energy conditions produced by the California Current in the coastline. The provenance index reflects that the region has a source of deep seated rocks, now exposed and dissected. Factor analysis made using the chemical composition showed the samples can be differentiated by five factors: 1) SiO2, 2) Al2O3; 3) Cu; 4) Sr and P2O2 and 5) Na content. Samples located in the northof the study area showed the highest values of Fe2O3 (17.72%), TiO2 (2.43%), V (576 ppm) and Zn (141 ppm) associated to methamorphic rocks present in the area.

Metal-rich sediments precipitating from hot saline brine pools were first discovered in 1965 in the Red Sea.1-2 The subsequent discovery of high temperature black smokers and associated massive sulphides in 1977 at latitude 21oN on the East Pacific Rise3 came more as a confirmation than a revelation. Formation of massive sulphides through precipitation from circulating sea-water had been predicted by Oftedahl in 19584, and the mechanisms well evaluated in basaltic-hosted Cyprus-type 5 and in Kuroko-type deposits.6,7 Sea-floor exploration from 1977 through the 1980?s in sediment-starved mid-oceanic ridge (MOR) settings had little impact on land-based exploration. This is primarily because: a) MOR spreading centres were recognized as poor analogies to even Cyprus-type basalt-hosted deposits; b) their preservation potential was limited due to rapid oxidation and c) the metallic deposits studied were small and therefore not directly comparable to the far larger ore bodies on land. More recently underwater mineral deposit research has focused in a variety of back-arc environments associated with felsic submarine volcanism, environments more similar to those predicted for the formation of Kuroko-type deposits (e.g. Okinawa Trough, 8 Lau Basin, 9 Manus Basin, 10 Aeolian arc, 11). Most studies, while scientifically interesting, were hampered, in general, by a lack of good descriptive data, a reliance on isolated grab samples, and a lack of sub-surface observations. This research has therefore had only limited direct impact on exploration strategies with the possible exception of research conducted in areas where faulting provided enhanced vertical exposures. 12

Since the discovery of the first black smoker on the East Pacific Rise in 1977 (Francheteau, et al., 1979), the hydrothermal vents, now called seafloor massive sulphides (SMS) deposits, have generated great interest in the geological community, especially regarding their formation and composition. SMS deposits are areas of hard substratum, with high base metal and sulphides content, that form through hydrothermal circulation and are commonly found at hydrothermal vent sites. The high base metal (Fe, Cu, Zn, Pb), sulphur-rich mineral content has interested mining companies, due to their potentially high economic value. Currently, the known SMS deposits do not have the same dimensions as the massive sulphides (MS) found on land (covering just 10s to 100s m2) and pose significant mining challenges (being located in water depths between 800 m and 6000 m), meaning that they do not appear to be economically exploitable at present. However, these deep-sea mineral resources could be important targets in the near future, particularly with our ever-increasing demand for base metals. A key aim of the European Union-funded Blue Mining project is to develop techniques to robustly quantify SMS deposits dimensions (both surface expression and subsurface extent) and therefore assessing the suitability of SMS deposits for future economically viable and environmentally clean deep-sea mining operations.

"Ferromanganese crusts and nodules from the Amerasian basin of the Arctic Ocean are characterized by a unique composition compared to crusts formed elsewhere in the global ocean (Konstantinova et al., 2017; Hein et al., 2017). One of the most significant differences from global ocean crusts is the high detrital mineral content; mass balance calculations show that it may be as high as 35% in some samples (Hein et al., 2017).These Arctic Ocean Fe-Mn crusts also typically have three distinct megascopic layers, except for thin crusts; less commonly, four layers are noted for thick crusts. The age of initiation of Fe-Mn crust growth in the Amerasia Basin varies from 14.8 Myr to 0.7 Myr ago based on the Manheim and Lane-Bostwick (1988) Co chronometer, Be isotopes, and Th excess methods (Dausmann et al., 2015; Konstantinova et al., 2017; Hein et al., 2017).Samples and MethodsFourteen Fe-Mn crust samples recovered on Russian and U.S. research cruises were chosen for analyses based on their morphology, composition, water depth, genetic type, and location in Amerasia Basin. Seven samples from four distant dredge sites along Mendeleev Ridge and seven samples from four locations on the Chukchi Borderland are included (Fig. 1). Dredge site water depths vary from 3850 to 2100 m with the deepest samples from the Chukchi Borderland. Many of the selected samples were described in previous publications (Konstantinova et al., 2017; Hein et al., 2017)."

Between 2008 and 2013, the German Federal Institute for Geosciences and Natural Resources (BGR) carried out five exploration cruises to the German license area in the eastern Pacific Nodule Belt. The first two expeditions were mainly dedicated to multibeam mapping to obtain an overview of the seafloor topography and acoustic backscatter strength. These data were used to identify ten to fourteen prospective nodule fields for potential future mining, which together cover about 16% of the total license area of 75,000 km2. During the last three cruises, three of these potential mining areas were explored in detail. For this purpose, the BGR developed a suite of exploration methods to map nodule size distributions and nodule abundances. These methods include acoustic surveys with vessel-based multibeam systems as well as near-bottom video mapping complemented by in situ sampling. The economically most valuable field has a size of ca. 2,000 km2, of which 34% is covered by medium to large nodules (> 4 cm long axis of nodules) with an average abundance of 22.4 kg/m2 and 44% is covered by small nodules (< 4 cm) with a mean abundance of 17.5 kg/m2. The total mass of nodules in this field comprises more than 30 million tons wet weight and could sustain deep-sea mining for at least 10 years.

The primary objective of this study was to establish the fate and distribution of material rejected during marine aggregate dredging, and the extent to which this is associated with spatial changes in biological community composition. Two actively dredged sites in the southern North Sea (Licence Areas 430 and 106) were selected in order to provide a comparison of impacts between sites subjected to different levels of dredging intensity and of contrasting environmental conditions. Dispersal of material rejected during the dredging process was monitored by means of acoustic doppler current profiling techniques (ADCP). Composition of the substratum and benthic invertebrate assemblages were investigated by the analysis of seabed grab samples. It was found that dredging in both areas had an impact on seabed bathymetry in the form of dredge furrows and also led to a reduction of the coarse gravel-sized components of the worked area. Sand sized particles were shown to increase in the surface deposits of both dredged areas. This is likely to reflect both the removal of coarse particles as cargo and the settlement of finer particles rejected during overboard screening. Dispersion and settlement profiles of material rejected by dredging vessels suggested that the majority of the suspended sediment load resulting from overboard screening settles to the seabed within 500 m. Some evidence of suspended sediment loads above background levels were noted at distances of up to 2 km from the working vessel. Analysis of the particle size composition of the deposits, along the axis of transport of material from the dredged sites, suggested that the impact on the sediment composition outside the boundaries of the dredged sites is dependent on the strength and direction of net sediment flux at the seabed. Benthic invertebrate communities within the dredged zones of both areas were found to differ significantly from communities in nearby undredged deposits. A major suppression of species richness and abundance was noted in the dredged sectors of both sites when compared to control locations. A ?footprint? of potential impact on the benthic fauna was noted in samples taken along the axis of sediment transport at distances of up to 1750m outside the boundaries of Area 430. In contrast, impacts on benthic community structure at Area 106 appeared to be confined to the immediate vicinity of the dredged zone itself. This apparent difference in impacts, beyond the boundaries of the dredged sectors between the two study sites, was thought to be a reflection of the smaller quantities of material rejected at Area 106 and the weak seabed sediment flux which is characteristic of this area. These findings, along with those of numerous dredging impacts studies, were then used to make generalised predictions of macrobenthic community recovery following marine aggregate extraction in a variety of seabed habitats.

"Due to rising prices and increasing demand of raw materials over the last years, marine mineral resources including manganese nodules have become a focus of study for industry and science. Marine ferromanganese nodules consist of micro-layers of different chemical and mineralogical composition which incorporate metals of high economic interest (Ni, Cu, Co, Zn, Mo, Li, rare earth elements; Hein & Koschinsky, 2015).The varying composition of the layers depends on different growth processes, such as hydrogenetic (metal precipitation from the water column under oxic conditions; Mn/Fe = 3), diagenetic (metal precipitation from the sediment pore water) under oxic (Mn/Fe 3-10) or suboxic (Mn/Fe = 10) conditions; (Wegorzewski & Kuhn, 2014) or hydrothermal (metal precipitation from low-temperature hydrothermal fluids; Kuhn et al., 2003).METHODSIn this study, manganese nodules from three different locations of the Atlantic Ocean (Galicia Bank; Vema-Fracture-Zone and Brazilian Basin) were analyzed for their geochemical and mineralogical composition. Detailed information about the samples are given in table 1. The geochemical and mineralogical composition of bulk nodules were determined by XRF, ICP-MS/OES as well as XRD and the single micro-layers by high resolution analyses with electron microprobe and LA-ICP-MS."

Investigations of the Gorda Ridge within the proclaimed U.S. Exclusive Economic Zone off northern California and southern Oregon, and the Mid-Atlantic Ridge extending along the center of the Atlantic Ocean, have received new impetus from the discovery of hot black smokers, sizeable polymetallic massive sulfide deposits, and vent animals at the Mid-Atlantic Ridge by the NOAA VENTS Program in 1985. Prior to that time, the oceanographic community focused investigations of seafloor venting at the faster-spreading oceanic ridges of the Pacific Ocean including the East Pacific Rise, the Galapagos spreading center and the Juan de Fuca Ridge because a consensus held that the faster spreading rates at these ridges were necessary to supply the heat to drive black smoker-type venting. As the only oceanic ridge in the Pacific with slow-spreading characteristics, the Gorda Ridge is an outlier of the slow-spreading ridge system that extends through the Atlantic Ocean and western Indian Ocean comprising more than half the 55,000-kilometer-length of the globe-encircling oceanic ridge system. In response to recent discoveries at the Mid-Atlantic Ridge the oceanographic community is shifting more of its activity to investigation of hydrothermal venting and related processes at slow-spreading oceanic ridges.
