INTRODUCTION Ferromanganese (FeMn) crusts from Mendeleev Ridge, Chukchi Borderland, and Alpha Ridge, in the Amerasia Basin, Arctic Ocean, are similar based on morphology and chemical composition. The crusts are characterized by two- to four-layered stratigraphy. The chemical composition of the Arctic crusts differs significantly from hydrogenetic crusts from the North Pacific Prime Zone (PCZ; Hein et al., 2013), such as a high mean Fe/Mn ratio (2.6 versus 1.3) and low Si/Al ratio (1.8 versus 4.0), with lower Mn, Ca, Ti, P, Ba, Co, Cu, Ni, Pb, Sr, and Zn and higher Si, Al, Mg, As, Li, V, Sc, and Th. Based on Arctic FeMn crust mineralogy, chemical composition, and growth rates, crust formation was dominated by three processes: Precipitation of Fe-Mn (oxyhydr)oxides from ambient ocean water, sorption of metals by the Fe and Mn phases, and fluctuating but large inputs of terrigenous debris (Konstantinova et al., 2017; Hein et al., 2017). The Mn and Fe phases are hydrogenous and reflect bottom ocean-water chemistry and the aluminosilicate phase contains stable detrital minerals such as quartz, feldspars, zircon, monazite, and clay minerals. A precise method of studying the distribution of elements in FeMn crust phases is sequential leaching that dissolves four mineral phases of different stability step-by-step, in the following order: easily leachable phase, mostly bio-calcite; manganese oxides; iron oxyhydroxides; and residual aluminosilicate minerals (Koschinsky and Halbach, 1995). Twelve bulk crusts and crust layer samples obtained from six hydrogenous FeMn crusts were studied. Those crusts were collected during Russian (Arktika 2012) and USA (HLY0805, HLY0905, and HLY1202) research cruises from different parts of the Amerasia Basin (Mendeleev and Alpha Ridges, Chukchi Borderland). Samples were chosen for the sequential leaching experiments based on their morphology, location, and water depth. Hydrogenetic crust (D07-33) from the Tuvalu EEZ, central-west Pacific Ocean, was included in the experiment for comparison. Recovery during the four-step sequential leaching, with respect to the bulk analyses, was between 80% and 120%.

The 1982 United Nations Convention on the Low of the Sea includes provisions under Article 76 for extending a coastal State's jurisdiction beyond the 200-nautical-mile (nm) Exclusive Economic Zone (EEZ) and for establishing the seaward limits of sovereign rights over natural resources. Article 76 prescribes a set of methodologies for determining these outer limits based on physiography and sediment thickness. The methodologies were applied to each of the five continental* margin areas of the United States - Atlantic, Pacific, Gulf of Mexico, Alaska, and Pacific Islands-using existing digital hydrographic and geologic data. Figures 1 and 2 show the results of applying the methodologies to the Atlantic, Pacific, Alaskan, and Gulf of Mexico continental shelves. Figure 1 depicts the preliminary limits of each of the Article 76 determinations for the Atlantic and Gulf of Mexico continental shelves. The Atlantic limits were described by Carpenter, Thormahlen, and Amato (1995) at the 26th Underwater Mining Institute.1 The limits for the Alaskan continental shelves are shown in Figure 2. Additional areas beyond the 200 nm EEZ are highlighted. These include a small area north of the U.S. - Canada boundary, containing 7,000 km2, a large area north of Point barrow (395,000 km2), and a third area north of the Aleutian Islands (178,000 km2). The shelf between the first two areas appears to have sediments thick enough to qualify for the 1 percent method (Irish Formula); however, year-round ice cover has prevented acquisition of seismic or drill data. The entire northern Alaska shelf is prospective for petroleum The Gulf of Mexico (Figure 1) has two small areas beyond the EEZ known as "doughnut holes." One is south of Louisiana and includes part of the Sigsbee Escarpment, an area believed to have potential for oil and gas. Oil was found on Sigsbee Knoll in cores from Deep Sea Drilling Project's Leg 1 cruise in 1968. The Sigsbee areas contains about 6,000 km2. The second area is south of the Florida panhandle and contains about 12,000 km2.

"Sediments in the vicinity of the hydrothermal seafloor massive sulphide (SMS) mounds are characterized by high concentration of metallic particles. They result from a long process of weathering of the primary mineral deposits and have been accumulated in depressions by mass wasting and hydrothermal plume fall-out. We present here the first results obtained on pore waters analyses of such sediments in distinct geological seafloor environments (in low-temperature hydrothermally active zones, on extinct hydrothermal mounds and in a remote depositional channel). Vertical concentration profiles suggest that the pore fluid composition is affected more by seawater circulation compared with hydrothermal fluid flow in all environments. The composition of pore fluids is affected by diagenesis and redox processes in the distal depositional channel where Mn2+ is released at depth with Cu2+.IntroductionMarine hydrothermal fields, hosting seafloor massive sulphides, are potential resources for future deep-sea mining and might become economic reserves for the industries. They are widespread at mid-oceanic ridges, arcs and back-arc spreading centers (Hannington et al., 2011; German et al., 2016). Sediments in the vicinity of these fields can contain unusually high concentration of Fe, Mn, Zn and Cu among other metal elements (Shearme et al., 1983). These hydrothermal, or metalliferous, sediments result from a combination of processes such as collapsing and weathering of chimney material, filling of the channels by turbidite-like mass wasting, in situ authigenic mineralization and hydrothermal plume fall-out (Goulding et al., 1998; German et al., 1990). The sediments contain important indicators reflecting the development of the hydrothermal systems. Because of their widespread distribution and metal content, they themselves can be considered potential mineral resources. Circulation of seawater through these deposits, however, often modifies the sediment composition by oxidizing the sulphides into oxyhydroxides and clays causing mobilization of the metals. To address the importance of alteration and diagenesis of these hydrothermal sediments, including the result of seawater circulation, we investigated the post-depositional processes occurring in the hydrothermal sediments at the TAG Hydrothermal Field (Mid-Atlantic Ridge, 26°N), focusing on the mobility of metallic cations in a number of different seafloor environments."

Various natural, commercial, engineering and operational factors govern the evolution of approaches taken in the exploration for Seafloor Massive Sulphides (SMS) and in delineating the resource. These stages are prerequisites to the proposed mining of SMS deposits. This paper presents and analyses these factors from the view of an SMS exploration company that is pioneering the exploration of this rich alternative source of zinc, copper and gold. Current exploration practices developed by Marine Scientific Research (MSR) workers for SMS deposits are expected to give way to industry-generated methods as the SMS exploration industry gathers momentum. The exploration process falls into three phases that are described below: Prospecting (locating targets), Indicating Resources, and Measuring Mineral Resources Considerable streamlining of the SMS exploration process will accelerate the rate of discovery. The economics of SMS mining are projected to be superior to comparable terrestrial mining operations in both operating cash cost and capital terms.

The chemical composition of the nodules varies with the type of manganese minerals and the size and characteristics of their nucleus, but those who have an economic interest have the following composition: Mn 29%, Fe 6% Si 5%, Al 3%, Ni 1.4%, Cu 1.3%, Co 0.25%, Na 1.5%, Ca 1.5%, Mg 0.5%, K 0.5%, Ti 0.2 0.2% and Ba 0.2% (Morgan, 2000; ISA, 2002). The Pacific Rim is an area of abundant occurrence of polymetallic nodules (Glasby et al., 1980; Morgan, 2000). According to these authors, the Pacific sea floor of the Clarion-Clipperton Zone (CCZ) is one of the most interesting areas in regard to the genesis of polymetallic nodules. Their abundance in the ocean floor is very variable, as there are places where they cover more than 70% of the ocean floor. The nodules can be found at any depth, but the highest concentrations are between 4000 and 6000m (Morgan et al., 1993). In studies conducted in the EEZ of the Mexican Pacific are those made within the project "Research on the origin, process and distribution of minerals in the Pacific ocean floor in the Exclusive Economic Zone of Mexico". Within this project Rosales (1989) conducted studies on the origin, process and distribution of polymetallic nodules, finding that a number of processes give origin to nodules, being diagenesis one of the main mechanisms of elements that contribute to the nodules. Besides hydrothermal processes that are carried near the East Pacific Rise at 21° N, inputs are contributing to the nodules metallic elements and sediments, especially in regions close to the dorsal, as a greater influence hydrogenetic processes occurs westward (Rosales and Carranza, 1990). In 1993, after cruise MIMAR II, Carranza and Rosales refer that metals such as Cu, Co, Ni, Sn, Fe, Mg, Pb, Zn and Ba may have a relationship with the East Pacific hydrothermal activity and sea currents carry these metals in solution to the Clarion-Clipperton fracture area, where there are hydrogenic metals sources (Al, Fe and Mn). As result of chemical analysis of Mn, Cu, Ni and Co, polymetallic nodules observed in part of the EEZ of Mexico are possible of potential economic interest (Rosales and Carranza, 1990, 2001; Carranza and Rosales, 2003).

We present a science-based infrastructure for continuous online monitoring of the ocean interior including benthic, pelagic and the demersal habitats. It will reduce expensive ship based monitoring costs associated to offshore and coastal industries. We combine established Norwegian cabled observatory technology and German mobile seafloor robotic technology and thus supports the transition from local to spatial ecological monitoring. Both technologies are developed through science - industry partnerships. In Norway, the Institute of Marine Research has worked with Statoil ASA and Metas AS to install and operate the LoVe cabled observatory. The German technology is developed by iSeaMC and Kraken Robotik, two spinoff enterprises of the Helmholtz Alliance “ROBEX”. GEOMAR has recently developed a lander-based deep-sea crawler that operates autonomously based on the original iSeaMC crawler system using the Kraken Autonomy. Combined with the Spanish image processing and modelling expertise in the SME Deusto Sistemas SA the consortium hosts the capacity to establishing a complete semi-autonomous real-time monitoring system. Merging of existing technologies into one operational autonomous product through the unique competence of partners’ support international ambitions (e.g. Blue Growth, GES, Horizon 2020), and renew monitoring that assess impact of human use of the marine environment. The consortium has been invited to contribute to technology/science programs for the Yellow Sea and for European mining and offshore decommissioning industries, which demonstrates the leading role of our consortium. The project is funded through the EU Martera program and started in June this year.

The particles that make up the deep-sea sediments have two main sources: 1) those that are created in situ from dissolved components and 2) those that are washed into the ocean in solid phases from the continents, atmosphere, space and interior of the Earth. Many particles as they sink through the water column reaches the seabed and are known as pelagic sediments with terrigenous, biogenic, authigenic, and cosmogenic components. Among the minerals found in the terrigenous fraction of pelagic sediments are quartz, clay minerals, feldspar, micas, ferromagnesians, and the biogenic fraction with remains of siliceous organisms, such as, radiolarian and diatoms. The chemical nature of marine sediments is controlled by the contribution of particulate matter derived from various sources with varying compositions for the fixing of elements during deposition and the compositional changes carried out within the sediments during diagenesis. In the last decade there have been several studies on the mineralogical composition of seabed sediments, suspended particulate materials and cores, together with paleontological and geochemical data are used for paleoclimatic and paleoenvironmental reconstructions, analyze changes in sea level, stratigraphic correlations and identify past and present sources of sediment and terrigenous input pathways and to describe the current ocean mass (Martins et al., 2001, Oliveira et al., 1998). There is also a scientific and economic interest in the authigenic fraction of pelagic sediments formed from other materials for polymetallic nodules. The study of sediments associated with polymetallic nodules helps to know the genesis, evolution and occurrence of these deposits (De Koven et al., 2003, Dubinin et al., 2008).

Seafloor polymetallic sulfides have been found in diverse volcanic and tectonic settings on the ocean floor at water depths ranging from 3700 meters to <1500 meters. More than 100 occurrences of hydrothermal mineralization have been documented (including Fe-oxide deposits, Mn-crusts, metalliferous sediments, and massive sulfides), but high-temperature hydrothermal activity and large accumulations of polymetallic sulfides are known at fewer than 20 different sites. Chemical analyses of samples from these deposits indicate that they contain important concentrations of Cu, Zn, Ag, and Au, comparable to those of massive sulfide deposits on land. However, the lack of sufficient data concerning the distribution, size, and bulk composition of seafloor deposits precludes a meaningful assessment of their resource potential.

The two HYFIFLUX cruises of the German RV SONNE (SO 99/1995 and SO 134/1998) were organized in the framework of a co-operation between several German universities and two European marine research partners. It is a multidisciplinary program for the study of hydrothermalism with its associated geological, mineralogical, and biological processes in the North Fiji Basin (NFB) in the SW-Pacific. The main achievements of the HYFIFLUX cruises were detailed multibeam Hydrosweep mapping in order to identify the detailed tectonic setting, water sampling at hydrothermally active vents, mineral sampling at inactive sites with sulfide, sulfate, and silica mineralizations, and sampling of basaltic rocks, (Halbach et al. 1999). Oceanic accretion in the NFB is characterized by a double spreading system (Auzende et al. 1994),with one spreading axis located in the median part of the basin (Central Fiji Ridge, CFR) and the second one located immediately west of the Fiji platform (West Fiji Ridge). Most of our investigations were done in the northern part of the N 15° segment of the CFR, which corresponds to area A of our program, area D is located farther south in the NFB and corresponds to the N-S segment of the CFR (Fig. 1). During previous works under the French-Japanese STARMER project, the active ?White Lady? mound and the extinct Père Lachaiseí site were sampled; these samples were studied by Bendel et al. 1993. Here an inactive hydrothermal field was studied, where there were many sediment-covered chimneys in various stages of disintegration, (Bendel et al. 1993). "Seafloor cobalt-rich ferromanganese crusts represent the most important yet least explored resource of ‘E-tech’ elements on the planet (Hein et al. 2003; ISA, 2008; Hein et al. 2010; Hein et al. 2013). These polymetallic deposits form a continuum from nodules rich in manganese and cobalt to crusts rich in tellurium and the heavy rare earth elements (HREE). It is this combination of traditional (base) metals and the extreme enrichment of ‘E-tech’ elements that makes seafloor ferromanganese oxide deposits particularly interesting to both science and society. Recent estimates of the global resource, based on the sparse data available, infers a dry mass of ferromanganese crusts on the seafloor of 35 x 109 tonnes (35GT). Of this, 3.7 GT is predicted in the Indian Ocean, 8 GT in the Atlantic, and 23 GT in the Pacific (Hein et al. 2013).At a global scale, the processes controlling the formation and distribution of ferromanganese (Fe-Mn) crusts are reasonably well understood (e.g. Hein et al. 2000; Verlaan et al. 2004; Cronan 2006; Halbach et al. 1989; Usui and Someya, 1997; Hein et al. 2000; Hein et al. 2003; Hein et al. 2009; Hein et al. 2010; Hein et al. 2013; Muiños et al. 2013; Marino et al., 2016). However, much of this knowledge is drawn from sparse sampling at a regional to ocean basin scale. As a result, there remains a fundamental gap in understanding of the role of local-scale factors, such as micro-topography, ocean currents and upwelling, sedimentation rates, micro-organisms, water mass composition and biological productivity, that are considered potentially crucial to controlling the growth and composition of Fe-Mn crusts. Indeed, quantitative, particularly temporal, information relating to these processes and their relative importance in deposit formation is almost completely absent. Hence, to make any significant advance in understanding these deposits require significant new research."

The United Nations Law of the Sea (LOS) Convention includes provisions (Article 76) for establishing the outer limits of a coastal State&apos;s continental shelf and for denoting the seaward extent of sovereign rights over natural resources. Determination of a coastal State&apos;s continental margin, according to Article 76, must consider eight factors: 1. The territorial sea baseline 2. The 2,500-meter isobath 3. The foot of the continental slope 4. A line 200 nautical miles seaward of the territorial sea baseline 5. A line seaward of the foot of the continental slope connecting the points where sediment thickness divided by distance to the foot of the slope equals .01 6. A line 60 nautical miles seaward of the foot of the continental slope 7. A line 100 nautical miles seaward of the 2,500-meter isobath 8. A line 350 nautical miles seaward of the territorial sea baseline Figure 1 shows the preliminary limits for each of the Article 76-based definitions for a portion of the U.S. Atlantic continental shelf. The additional areas gained beyond the 200- nautical mile Exclusive Economic Zone (EEZ) are highlighted. The first three factors are baselines from which the distance provisions of Article 76 are measured. Factors 4-8 are distance- from-baseline provisions for establishing the continental shelf limits. Factor 5, also known as the Depth of Sediment Limit or "Irish Formula", was calculated using sediment thickness data from seismic linesand isopach maps. All other factors were determined from digital hydrographic data. The Depth of Sediment Limit is the most advantageous method for the area shown in Figure 1. It is especially useful for introverted coastlines such as the Georgia Embayment and New York Bight areas. The Cu-Zn massive sulfides from the basalt-hosted Semenov-2 hydrothermal field (13°31.13´ N, 44°59.03´ W, MAR) are enriched in Au (22?188 ppm) and Ag (127?1787 ppm) [Ivanov et al., 2008] and elevated contents (ppm) of Se (269?289), Sn (123?125), and Sb (72?75). These may indicate heterogeneous substrate rocks and possible ultramafic rocks. Based on phase analysis, 70% of the gold in the massive sulfides is free. LA-ICPMS analysis has shown that the main carrier of the invisible gold is covellite (22.51? 226.64 ppm). Covellite is also characterized by elevated contents of Se, Mo, Sn, Te, Au, Bi, As, Ag, Sb, Tl, and Pb relative to the primary sulfides.

Polymetallic nodules are a widespread resource in the Pacific Ocean, particularly in the areas of Clarion-Clipperton (Cronan, 2000). The most abundant mineral phases are forme d by iron and manganese oxides, with minor elements such as nickel, copper, cobalt, molybdenum and rare earths elements (Cronan, 1977; Cronan and Moorby, 1981; Iyer and Sharma, 1990; Mangini et al. 1990; Banerjee et al. 1991). In the Clarion-Clipperton Zone (CCZ), several authors mention that there are three main mineral species of manganese oxides, which have been recognized and which are associated with different processes of formation: todorokita (Mn2+, Ca, Mg) Mn3 4+ O7. H2), vernadite dMnO and birnessite enriched in Fe and (Na, Ca) 0.5 (Mn4+, Mn3+) 2O4. 1.5 H2O. In nodules of hydrothermal origin have been found todorokite, birnessite, vernadite, goethite and pyrolusite. Although there are many oxides and hydroxides of manganese and iron in amorphous and microcrystalline phases that make up the bulk of the nodule (Frondel et al. 1960; Cronan 1977; Dymond 1981; Calvert and Piper, 1984; Aplin and Cronan, 1985; Martin and Lallier, 1993; Achurra et al. 2009), identifying specific mineral phases is difficult due to the intergrowth of different phases and associated detrital material.

Manganese nodules from the Cook Islands (CI) Exclusive Economic Zone (EEZ) are compositionally different from other nodule fields. CI nodules have relatively high cobalt concentrations and low nickel, copper, and manganese concentrations (e.g. Hein and Petersen, 2013). This reflects the predominantly hydrogenetic (seawater source) origin for metals in the CI nodules versus dual seawater-pore water sources for most other nodules. The concentrations of many critical and strategic metals have not been previously analyzed for CI nodules, so comparisons with other nodule fields have been limited. To address this, we analyzed a set of nodules distributed throughout the CI EEZ for a complete set of 67 elements, including all of the metals that may be of economic interest, such as the rare earth elements (REEs), yttrium, tellurium, niobium, zirconium, tungsten, titanium, and others (see selected elements in Table 1). In addition, we recalculated the tonnages of nodules and contained metals from nodule abundance areas (in square kilometers) determined by GIS ArcMap calculations based on JICA/MMAJ (2001) nodule distributions. The nodule tonnage calculated and summed from each abundance sector yields a total inferred resource estimate of 9.66 billion tonnes of nodules covering an area of 1.21 million square kilometers; using a cut-off of 6 kilograms of nodules per square meter, yields a median tonnage of 8.59 billion tonnes of nodules covering 687,647 square kilometers (Table 2).

Brothers volcano, in the southern Kermadec Arc, is host to two hydrothermal vent fields with very different geology, permeability, vent fluid compositions and mineralogy (see de Ronde et al. and Ditchburn et al. this volume). The NW caldera site contains mineral deposits (sulfide chimneys and crusts), which are either Cu-rich (?magmatic?) or, more commonly, Zn-rich (?epithermal?). The lower cone site, in contrast, is characterized by native sulfur mounds and spires. It has been proposed (see de Ronde et al. this volume) that the metals, especially Cu and possibly also Au, enter the hydrothermal system via injection and degassing of magma and/or the dissolution of metal-rich glasses. They are then transported rapidly upwards via magmatic volatiles along long (c. 2.5 km), narrow (c. 300 m diameter) pipes, consistent with evidence of vent fluids forming at higher than hydrostatic pressures, at relatively shallow depths. The NW caldera and cone sites may represent stages along a continuum between magmatic-hydrothermal and water/rock-dominated end-members. In this context, investigation of melt inclusions in conjunction with other geochemical and petrological research was carried out to ascertain the metal transporting conditions that may have led to mineral deposition and ore formation. Sixteen melt inclusions in plagioclase were analyzed for their chemical compositions from a typical cone dacite sample using LA-ICPMS at the University of Tasmania. The inclusions are typically glassy and commonly occur with other inclusions such as apatite, clinopyroxene, zircon, magnetite, sulfides and/or low-density fluids (Fig. 1). Major (XRF) and trace element (ICPMS) analyses were performed on whole rock samples collected during the 2005 Shinkai 6500 expedition. Haase et al., (2006) has also reported EPMA glass analyses from cone dacites, which may be used for comparison (Table 1). [ ]

Dredging tends to be either horizontal or vertical. In each case solids have to be disengaged from the deposit, mobilized, acquired and elevated or translated. One means of elevation is the airlift. Elevation and translation of essentially granular material nay be by jet pump or centrifugal pump. Any of the three types may be used on its own. The airlift and jet pump may he combined for vertical transport and the centrifugal and jet pumps for predominantly horizontal. Both suction point and pipework must have a means of deployment from the surface or from a submerged vehicle or merely a diver. An airlift is an energetic system, having a source of energy and a means of storing it. It therefore will be difficult to prevent oscillation -surging. A centrifugal pump has a characteristic that bends over at low flow rate and is therefore intrinsically unsuitable for pumping solids. The result is blockage, operation at high velocity and correspondingly high wear rates or operation at low concentration of solids and correspondingly low efficiency. The jet pump is intrinsically exceptionally stable but has a low hydraulic efficiency. The jet pump-airlift hybrid prevents or reduces surging and increases system efficiency away from the optimum depth for airlift operation. Delivered solids concentration is increased. The jet pump-centrifugal pump hybrid totally prevents pipeline blockages and increases the productivity from a given pipeline size. For a given energy input the average production is typically doubled. For example, the Indian River Delaware bypassing pipeline transmits an overall day-in-day-out average of 500t/h (tonnes) of sand down a 10.86" diameter line.

INTRODUCTION For the last decades, deep-sea marine resources such as seabed massive sulfides (SMS), polymetallic nodules and ferromanganese crusts (Fe-Mn crusts) have received an ever- increasing amount of attention worldwide for their abundance in critical metals and potential commercial value. This interest has mostly been driven by the growing world demand for raw materials, in particular for high- and green-technology applications (e.g., hybrid and electric cars, batteries, photovoltaic solar cells, cell phones, super magnets), as well as by industrialized countries governments other than BRICS states need to secure a more diversified supply of metals, resulting in a new deep ocean exploration boom. Since the oceans and its resources are increasingly seen as indispensable for humans needs and their challenges in the decades to come, this boom increments pressure on marine areas, either in international or within countries economic exclusive zone (EEZ). Since 2002, the International Seabed Authority (ISA) has signed up 29 contracts with several entities and national governments from multiple countries (e.g., Japan, China, Germany, France, Russia, India, Rep. of Korea, UK, Canada, Brazil) for exploration for deep-sea mineral resources in international waters, either for scientific or commercial proposes, which together cover over 1.3 million km2 [1]. In turn, over 300 exploration licenses, covering more than 650,000 km2, have been granted within the EEZ of Pacific countries such as Papua New Guinea, Tonga, Fiji, Solomon Islands and Vanuatu [2, 3]. This number is expected to increase very rapidly, as 77 countries have proposed to the United Nations the extension of their continental shelf in order to extend their EEZ and jurisdiction over potential deep-sea mineral resources [4]. Its estimated that 42% of the potential areas for SMS occurrences, 54% for cobalt-rich Fe-Mn crusts, and 19% for polymetallic nodules lie within the EEZ of coastal countries [5]. In addition, a huge amount of seafloor is yet to be explored and evaluated. Combined, the size of the granted exploration areas represents less than 10% of the overall area thought as most favorable for the occurrence of the 3 types of deep-sea mineral resources above mentioned. This means that today’s assessments on deep-sea mineral resources are only a rough approximation.

In Expeditions 22 and 26 of China Ocean Survey (COS), Chinese and Russian scientists have Carried out a lot of work to search for hydrothermal sulfide in Southern Mid-Atlantic ridge (SMAR) 19°S, but come back empty-handed at last. The sulfide formation is closely related with the water-rock reactions which are controlled by the heat source. Melt inclusions are considered to have a unique compositions in melt to reflect the deep magma processes. Fortunately, we have found a large number of plagioclase hosted melt inclusions in SMAR19°S MORB. We have done experiments by re-homogenization and re-crystallization of these melt inclusions. During the re-homogenization experiments, the forming and melting processes of the olivine crystal inside the melt inclusions indicate that the homogeneous temperature of melt inclusions is 1190-1200??. During the recrystallization experiments, the different mineral phase assemblages show H2O inside the melt inclusions has hardly ever been loss, in addition Cr element and H2O molecule in SMAR19°S magma are heterogeneity at the time of melt inclusions trapping, and then the re-crystallization experiments provide a method to prove the microheterogeneity of basaltic magma system. Combining with the bulk rock data, this study shows that the melt inclusions are formed at a low-temperature and high-pressure condition. Eventually, this paper speculates that a low temperature heat source generated by a lower mantle potential temperature or/and a thick lithosphere indicated by the melt inclusions that not experienced the H2O loss process are beneath the SMAR19°S. The low temperature heat source transmits its heat to lithosphere through the cooling thermal boundary layer (CTBL), and the thick lithosphere can sufficiently absorb and consume the heat. Under the interaction between the heat source and lithosphere, the residue heat at the infiltration depth of sea water might have been no ability to satisfy the water-rock reactions temperature, therefore, the water-rock reaction should hardly ever appear, so the theoretical reaction zone would not exist beneath the SMAR19°S. Eventually, the interaction between thick lithosphere and the low-temperature heat source should be the dominant factor that makes SMAR19°S area have no condition to form the seafloor sulfide. However, this paper is based on melt inclusions only, in fact, melt inclusions are potential to have melt compositions produced by mineral dissolution, reaction and assimilation, and the volumes of melt inclusions are exceedingly small compared to the overall size of the magmatic systems, therefore, the extrapolation across many orders of magnitude is implicit when applying petrologic information obtained from inclusions to entire magmatic systems. Therefore, there should have other more research to verify the reliability of this conclusion.

President Reagan&apos;s Exclusive Economic Zone (EEZ) Proclamation of March 10, 1983, extended United States ocean jurisdiction 200 nautical miles offshore our coastal states and territories. The accompanying policy statement noted that this action was a result of recently discovered deposits of polymetallic sulfides and cobalt-rich manganese crusts, which could be a major source of minerals important to the U.S. economy and security. Within these 3 billion acres of exclusive economic jurisdiction, the United States has sovereign rights to explore, develop, conserve, and manage the mineral and other natural resources of the seabed. The President has directed the Department of the Interior (DOI) to encourage exploration and production of minerals from this area. The DOI, through the Minerals Managment Service (MMS), is responding to this presidential directive by developing a leasing program for nonenergy minerals in the EEZ. The authority to develop this leasing program is the Outer Continental Shelf Lands Act of 1953, as amended in 1978, which authorizes the Secretary of the Interior to grant leases for oil, gas, sulfur, and other mineral resources on the Outer Continental Shelf (OCS). The Solicitor of D01 has determined that the definition of the OCS for legal purposes extends at least 200 nautical miles offshore of our coastal states to the EEZ boundary. Section 8 (k) of the Act allows the Secretary to lease minerals, other than oil, gas, and sulfur, on the basis of competitive bonus bidding and under such terms and conditions as he may prescribe at the time of offering the area for lease.
