"Abstract - The demographics of Nunavut indicate a very young and poorly educated population spread over wide areas in small isolated communities. The current economic sectors will be unable to expand and meet the demands of this emerging workforce. Given the realities of Nunavut, the most promising direction in which the economy may expand is through mineral development. The Nunavut Land Claims Agreement (NLCA) has established the legislative framework for sustainable development in Nunavut through mineral development. The NLCA has transferred ownership for much of Nunavut’s potential mineral resources to beneficiaries of the lands claim. Royalties generated from mining operations on subsurface Inuit-owned lands, and to a lesser extent on Crown land, will flow back to beneficiaries of the lands claim through their administrative company, which may then be invested in the communities. Additional benefits of mineral resource development in Nunavut will be realized through impact and benefit agreements.To realize the benefits from mining operations, Nunavut has to be able to attract and support exploration and development companies through the release of high-quality geoscience data. However, due to Nunavut’s isolation and the expense of conducting geoscience fieldwork, the jurisdiction lags far behind the rest of Canada in terms of quality and quantity of government geoscience. About 70% of the territory is inadequately mapped to attract exploration companies or to make informed land-use decisions. The role of government-funded geoscience in Nunavut is to stimulate exploration and discovery through new framework mapping and focused thematic projects. The timely delivery of high-quality geoscience products will attract exploration companies to Nunavut and further their efforts to discover and develop mineral resources in order that the subsequent benefits of this activity may flow to the beneficiaries of the NLCA as well as all other residents of Nunavut."

"Mining with blast holes drilled upwards may be done to recover sill pillars, or for economic reasons when the distance between the levels is relatively large. If the rock is sufficiently competent to accommodate large stope size, the distance between sublevels could be increased to as much as drilling accuracy allows. The same drill drift can be used for the drilling of both down holes and up holes. In the case of down holes, the initial opening of the stope (drop raise) is not as much a problem as for the inverse drop raise for mining with up holes. This is because, with a drop raise, a lot of space is available at the toe for the blasted rock to expand. In addition, the raise can be blasted in many shots, thus allowing smaller blasts each time. Inverse drop raises are generally much more difficult to blast because of the limited space for muck flow, and must, therefore, be taken down in a single blast, requiring special considerations in order to ensure a success. A case study of a 29 m (95 ft) inverse drop raise successfully blasted in a single shot at Heath Steele Mines is described. The paper covers technical considerations such as drilling accuracy, hole deviation survey, delay extension and protection, initiation methods and initiation sequence. Finally, a novel method for creating the initial opening called ’slot drilling’ is presented. This method, inspired from LKAB in Sweden, consists of drilling a row of interconnected holes using a special guide mounted on a regular production drill hammer.With a case study of blasting an inverse drop raise of 29 m (95 ft) in one blast, this paper further discusses some technical issues that are critical for the development of inverse drop raises. A novel method for creating the initial opening with a slot of interconnected holes is also presented with the experience acquired at different mine sites across the Noranda group."

Quality and durability of sprayed concrete depends on the concrete mix design, the type and use of accelerator and all the aspects of the placement onto the rock surface in the underground working. A large number of influence factors are involved and they must be managed for a successful and durable permanent sprayed concrete structure to be produced. The paper discusses some of the central issues, including how to view the long-term effects of chemical admixtures and accelerators in wetmix sprayed concrete. Permanent lining sprayed concrete for rock support is increasingly being used today and the durability can be equally achieved as for any other concrete.

To evaluate geochemical aspects of sheared zones, 35 samples of granitoid rocks from an area of shearing >5 km2at Derehamzeh, Iran were studied geochemically. Relatively unaltered samples within the shear-zone area average 38 ppm Cu, 1.45 ppm Mo, 4.6 ppb Au, 0.21 ppm Ag, <1ppm Re, 46 ppm Zn, 28.5 ppm Pb, and 0.34% S. Bleached, hydrothermally-altered samples areanomalous in Cu (>896 ppm), Au(>59.5 ppb), Ag(>24.4 ppm), Re(>1.28 ppm), Zn (>164 ppm), Pb(>218 ppm), and S(>0.9%). Some samples from bleached sheared zones that are highly anomalous in Cu (5000 ppm), Mo(23 ppm), Ag(74 ppm), and Au(200 ppb) are characterized by a typical sericitic alteration assemblage consisting of sericite, pyrite, chalcopyrite, and granular quartz. The main anomalous zone extends over about 0.4 km2in the southern part of the area. The strong Cu-Mo-Au-Ag association in the sericitic shear zones suggests a possible relationship to porphyry cop-per mineralization, similar to that found in northern Chile. Further studies on drill-core samples in the southern sericitized shear zones are required to determine if more extensive porphyry-type sul?de mineralization is present.

The HydroFloat TM is an innovative fluidized-bed separator that can substantially increase the upper particle size that can be successfully treated by flotation. Recent studies conducted using laboratory, bench-scale and pilot-scale equipment indicate that this technology can be used to float coarse sulfide middlings that cannot be recovered by conventional flotation machines. Recent data collected from pilotscale tests conducted at a base metal concentrator indicate that this technology can float middlings particles as large as 850 microns in diameter containing as little as 1% exposed hydrophobic mineral. As such, the crossover of this technology into the base metals industry has the potential to substantially reduce grinding costs and increase concentrator recovery/capacity through the use of split-feed circuitry. The split-feed concept, which is often used for upgrading industrial minerals, involves segregation of the feed into more than one size class followed by subsequent upgrading using mills/separators/reagents specifically optimized for each size class. In this article, a split-feed circuit is described that utilizes two stages of classifying cyclones in conjunction with the HydroFloat_ separator. The circuit is designed to recover, recycle and regrind coarse middlings containing small amounts of valuable mineral while simultaneously rejecting coarse well-liberated siliceous gangue so that mill throughput can be increased. Simulation data conducted using well-known process models suggest that this approach can increase existing primary mill capacity by up to 25% with only modest investments in new classifying and flotation equipment.

While the concepts of Aboriginal title share a similar jurisprudence in both Australia and Canada resource development regimes on Aboriginal title lands differ significantly. In Australia, the process is the right to negotiate with mining proponents. In Canada, the process is the duty to consult with government regarding mining projects. This paper compares and assesses the processes for ?consultation and negotiation? with Indigenous peoples when development actions (particularly in the context of mining resource development) impact Indigenous property rights and how agreement making can be progressed. This paper will question whether the resource development processes afford Indigenous people?s property rights full respect when mining developments on Indigenous lands are proposed.

"A planned production increase of 1.25 million tonnes per year at Domtar&apos;s salt mine in Goderich, Ontario required an increase in the underground mine ventilation system from 320,000 to 700,000 scfm, The design of the expanded facility included the addition of a 22-foot-diameter shaft to augment the existing production and service shafts.A preliminary review of the ventilation requirement s indicated that in order to pr ovide good economic design for the expanded system, a comprehensive ventilation survey of the existing system was required. The survey was completed in the latter part of 1980, and subsequent engineering design and equipment selection proceeded throughout 1981.This paper presents the methods used to carry out the survey. Particular attention is given to the numerous challenges presented in determining air flows in the large 45-ftwide by 43-ft-high airways. Emphasis is placed on practical field survey techniques.A mathematical model of the ventilation system using a computer program is described, and the application of this program to provide design data and assist in equipment selection is discussed. Economic sizing of airways and fan selection are analyzed considering horsepower and operating costs.IntroductionThe Goderich Mine of Sifto Salt Division, Domtar Inc., is located on the eastern shore of Lake Huron in the town of Goderich, Ontario, and has been operating since November 1959. The salt is extracted by a modified room-and-pillar method, and the workings advance at a rate of 1.5 miles per year by undercutting, drilling and blasting. The surface mine area consists of a 12-acre site in the Goderich harbour, at the mouth of the Maitland River, and the underground property consists of approximately 2,700 acres lying mainly under Lake Huron."

Surfaces forces have been measured between gold sphere and gold-coated glass plate in xanthate solutions using an atomic force microscope (AFM). The measurements conducted in potassium amyl xanthate (PAX) and potassium ethyl xanthate (KEX) solutions showed long-range hydrophobic forces, with the force curves showing no evidence for nanonubbles on the surface. The strongest hydrophobic force was measured at contact angle of 94° with a decay length of 23 nm. The hydrophobic force became weaker at higher concentrations and after a long immersion time, which may be attributed to the xanthate species adsorbed on top of the first mono layer. The hydrophobic force became stronger when the residual xanthate solution is displaced by pure water, indicating that hydrophobic force becomes the strongest in pure water.

"The present contribution is complementary with a preceding one on the field association of the conform-able ""pyritic"" deposits. It considers the more important features of their mineralogical constitution and their microtextures, re-examines the present interpretations of these, and of-fer-some alternative explanations. The term ""pyritic"" for these de-posits is m many cases a misnomer, as two quite distinct ore types are inuolve. One is a banded pyritic sphalerite-galena-chalcopyrite ore (for which the term '•pyritic"" is in-deed quite suitable), while the other is non-banded and is composed essentially of pyrrhotite and chalcopyrite. In addition to these constitutional differences, each is distinctive in general appearance and texture. The occurrence of two such consistent but clearly distinguishable ore types is attributed -rather than to difference in source material and pressure-temperature conditions of deposition -to the contribution of similar source material to dissimilarly oxygenated environments of sedimentation. Textures in the banded ores generally thought to be indicative of replacement or of high-temperature exsolution are explained by slow, law-temperature segregation in situ during compaction, folding, and regional metamorphism."

Erosion corrosion is acceleration in the rate of corrosion attack in metal due to the relative motion of a corrosive fluid and a metal surface [1]. The increased turbulence caused by pitting on the internal surfaces of a tube can result in rapidly increasing erosion rates and eventually a leak [2]. Engineers and scientists in different disciplines have worked for many years on methods of complete protection from flow induced corrosion or partially reducing corrosion of this type, and they have proposed or applied different countermeasures [2]. The accident at the Surry-2 nuclear power plant (USA) and other similar incidents have once again disturbed the scientific-technical community. This has forced the plant operating personnel and the management to undertake wide-ranging measures in order to discover on time, assess, and monitor such cases. In these extreme cases, protective coating and even metallic bulk material coating (the substrate itself) may suffer considerably from mechanically induced damage [2]. At high velocities, the "leaching out" dissolution reaction of particular, for example, steel elements at the solid-liquid interface become the rate determining step. One practical example for the difference between erosion corrosion and flow induced corrosion is the famous steam eruption from a Japanese [3, 4] nuclear power plant cooling system at the pressurized water reactor (PWR), turbine and in the condenser-steam generator connecting pipe. The rupture occurred in the carbon steel pipe connecting the condenser and steam generator. The damage occurred in the easily eroded/corroded carbon steel at a vulnerable location downstream of an orifice plate, In general, when there is significant reduction in pipe thickness through erosion/corrosion, distinctive patterns are visible, but those patterns were not observed in this case, Thus one can speculate that another phenomenon is possibly controlling, Fluid flow within pipes reduces the pipe thickness leading to an eventual rupture, The thickness reduction mechanism is erosion/corrosion, One example is "cavitations corrosion", Erosion and corrosion occur at the same time, and it is difficult to determine which one is dominant, Therefore, the term, "erosion/corrosion," is used [5]. In the atomic energy field, the terms "Flow Accelerated Corrosion" and "Flow Induced Corrosion" are also used. It is the purpose here to show that during flow induced corrosion a different mechanism may possibly be operating and in some cases it can be different from the well known erosion corrosion. "Complex facilities which provide for the collection, management and treatment of effluents emanating from the Sullivan mine and concentrator tailings were made operational in October 1979. Key features of the system are the use of upgraded tailings ponds for the storage of up to 800 million litres of metals-contaminated effluents, a treatment plant employing lime in a high-density sludge process and a sludge-impoundment facility designed for maximum long-term environmental safety. The completed works are capable of satisfying a difficult range of operating requirements imposed by highly variable weather conditions, drainage flows and soluble metals loadings. Final capital expenditures for the project approached $10 million and annual operating costs are about $0.8 million.This paper discusses the Kimberley effluents treatment project and the major considerations in its development. The treatment process, major plant equipment and initial operating experience are also described.IntroductionCominco Ltd. has worked the Sullivan orebody at Kimberley, B.C. since 1909 and has operated a concentrator some 5 km distant from the mine since 1923. Over the last 70 years, in excess of 120million tonnes of ore have been mined, and production continues at an average rate of 6,500 tonnes per day. It is a well-known fact that the contribution of this operation to Canada&apos;s mining industry and, in particular, Cominco&apos;s development has been significant. However, this success has not been without some undesirable side effects.Unfortunately, the Sullivan is one of only a few major Western Canadian orebodies which may be classed as ""acidic"" in nature. That is, the primary economic minerals, galena and marrnatite, are enclosed in a siliceous host rock with abundant pyrrhotite, but with little or no accompanying alkaline gangue minerals such as calcite and dolomite. The unavoidable consequence of mining such an ore is that contact with air and water generates an acid mine drainage containing various soluble metals orginally present as minerals.This problem also arises in the concentrator&apos;s tailings ponds, which, in the case of the Sullivan, are two separate impoundments of different materials. The 1,100 tonnesl day of ""iron"" tailings are primarily pyrrhotite which is surplus to the requirements of a separate operation that produces sulphuric acid as an intermediate to phosphate fertilizers. Inert gangue minerals with only a minor sulphide content are the main constituents of the 1,200 tonnes/ day of siliceous tailings. Corresponding to the relative proportion of sulphides in the solids, the decant from the iron tailings is substantially more contaminated than that from the siliceous pond."

In 1972, a cooperative program to map and estimate the quantity of Tertiary coal resources in southern Saskatchewan was initiated by the federal and Saskatchewan governments. More than 700 exploratory boreholes were drilled over a two-year period, and data were obtained from other organization s on an additional 1500 boreholes in the area. Stratigraphic data and data on each coal seam penetrated in the boreholes, along with technical and location data for each borehole, were stored in a computer data base for convenience of retrieval, modification and manipulation. Programs and program packages were developed or adapted to: (1) select borehole information defined by variable retrieval parameters from the data base; (2) calculate derived information , such as overburden ratios. cumulative net coal thicknesses , mean weighted center of gravity of coal seams in each borehole, etc., from the selected data ; (3) produce posting maps of either selected data or calculated information in various combinations at variable scales on a plotter or CRT display; (4) produce contoured structure, isopach or ratio maps , and perspective diagrams as appropriate , utilizing plotter or CRT display; (5) calculate and categorize quantities of coal in place within user- defined "mineability-economic-reliability" limits. The emphasis in computer utilization was placed on geological credibility of the results and ease of operation by relatively untrained geological personnel, resulting in extensive use of interactive methods. The single most important benefit derived from using computer-assisted procedures is the ability to produce new maps and quantity estimates rapidly and inexpensively as a result of availability of new data or/and changes in external criteria which impose economic or mineability constraints.

The continuous separation of bitumen from Athabasca tar sands, with a high clay content, has been demonstrated. Recoveries of 95 per cent or higher have been obtained. Further processing of this product, to produce an accept-able type of crude oil, would require less heat than currently used in the hot-water process. Also, by comparison, substantial savings in equipment and operating costs are indicated.

Cryolitic melts at a temperature of about 960 °C are used in reduction cells to dissolve alumina and to produce primary aluminium. At these temperatures cryolitic melts with an acidic composition have a significant vapour pressure, which contributes substantially to the evolution of fluorides from these cells, The Antoine equation is commonly used for relating vapour pressure data of liquids at different temperatures, It is also applicable to cryolitic melts, Published equations have at least 20 numerical constants, in order to allow for the effects of melt composition. In the present work a simplified equation with only 12 numerical constants was developed and is applicable for multiple additions to molten cryolite up to 30 wt %, The simplified equation was compared with the published equations of Haupin & Kvande and Gustaysen & Ostvold using 472 vapour pressure data of cryolitic melts. Results showed that the simplified equation has the same accuracy as the published equations in the composition range of interest to industry.

A new style of tectonic map based on age of folding has been prepared for the Canadian Appalachian region as part of the Tectonic Map of Canada Project. This style of map pro-vides a clearer picture of the tectonic history of the region than any meth-od hitherto attempted. Precambrian blocks that were relatively unaffected by Palaeozoic de-formation are distinguished on the Great Northern Peninsula and in the Conception Bay region of Newfound-land. K/ A age determinations suggest that these blocks were intruded and metamorphosed during Grenville orogeny. Other Grenville-like rocks, on Cape Breton Island and in New Brunswick, were more actively involved in subsequent Palaeozoic orogeny. Taconic orogeny, the first phase of Palaeozoic deformation, took place in Middle and/or Late Ordovician time and was accompanied by intrusion of ultrabasic rocks. Evidence of the -

"IntroductionGENERALLY, the necessity for mining coals of higher impurity content, the drive for lower costs by intensive mine mechanization, changing market requirements, and the increasing competition of oil and natural gas, have continued to result in an upward rise in coal preparation, and have necessitated a more intensive study of coal preparation problems.Increasing adoption of •continuous mining equipment, for example, is introducing new problems in coal preparation. Limited experimental work in the United States (1) shows that the effect of the continuous miner on size distribution varies with the characteristics of the seam. In some seams, the fines problem is lessened, in others it is greatly aggravated. Generally there is a decrease in the relative amount of the top sizes (plus 2 in.) and a substantial increase in the intermediate sizes (down to about 1/8 in.). Contrary to expected results•, where continuous miners with vertical-moving cutting heads are used, an increase in impurities in the slack sizes does not necessarily occur where draw-slate is taken. This is because the draw-slate tends to be kicked out in lump form. However, if a seam contains bands •and lenses of impurities they are bound to be in the mined product."

The Shortage of Mining and Metallurgical Engineers I N many parts of the Western World attention has recently been drawn to the acute shortage of mining and metallurgical engineers produced by the universities. Naturally, the reasons for this shortage have been discussed, and various remedies for it have been proposed. In this paper, I want to examine some of them. It is now fairly generally ac-cepted among mining men that the easy attractions of modern urban life have left the career of mining in the metaphorical as well as in the literal backwoods. The industry finds it increasingly difficult to recruit adventurous and intelligent young men; for such men now seek their intellectual, if not physical, adventure in more glamorous occupations from a safe social base in suburbia. The salaries, opportunities and security offered by the mining industry do not complete effectively with the rewards offered by other industries and by commerce, taking into account the social disadvantages of a mining life. "The mining industry instinctively follows rule-of-thumb design velocities often based on very simplistic theoretical “economic velocity” optimization calculations to determine airway sizes. Although these are important building blocks in ventilation planning it should be recognized that mines are far more complex and various, often opposing factors, are at play. Therefore, it is important that each ventilation situation be analyzed on a case-by-case basis to determine the best-fit solution for an operation. The ventilation design process should not necessarily be constrained by theoretical optimal economic velocities that become rules-of-thumb. In some cases, this could lead to unrealistic infrastructure requirements and exorbitant capital expenditure. This type of design often lacks corporate support leading to a scenario where no ventilation upgrades are implemented. Economic velocities typically consider the cost of power, development costs and operational risk. These typical rules-of-thumb work reasonably well as a starting off point when considering feasibility of greenfield projects. For established mines that are looking at expansion these rules may not be appropriate due to capital expenditure constraints or geotechnical ground conditions. The theoretical optimum should be reviewed in the case of an established mine where existing infrastructure could perhaps be maximized. For example, the geotechnical risk of large diameter raises at depth may require multiple small diameter raise to maintain the theoretical economic velocity. If a mine has a life of less than 5 years, then the cost of power is an insignificant proportion of the total owning cost. For these mines, operating the ventilation raises at an increased velocity to avoid a complicated and expensive capital upgrade might be the more appropriate option, even though it opposes the traditional rules-of-thumb. Mines which are capital constrained may be better off accepting a higher operating cost for the interim or settle for minor infrastructure upgrades rather than run the risk of the entire ventilation upgrade not being approved at all. This paper explores a number of examples derived from case studies undertaken by the authors for several deep mechanized mining projects in Australasia. The examples explore conditions under which higher than the economic norm would be applicable."

"The rocks of Notre Dame Bay form part of the Central Paleozoic Mobile Belt (Williams, 1964) of the Newfoundland Appalachians. The Central Paleozoic Mobile Belt of the northern part of the island consists predominantly of Lower and Middle Ordovician rocks overlain by Silurian elastic and volcanic sequences and underlain in the marginal zones of the belt by polydeformed metamorphic rocks of the Gander Lake Group (Kennedy and McGonigal, 1972) in the northeast and the Fleur de Lys Supergroup (Neale and Nash, 1963; Kennedy, Phillips and Neale, 1972) in the northwest. The Ordovician rocks of the Central Mobile Belt have been subdivided into a number of local groups in different parts of the region. The Lush's Bight Group was first defined by MacLean (1947) . Recently Marten (1971) has revised the definition of this group, as shown in Table 1 and his revised definition is accepted in the present paper. Plate tectonic models that have been proposed for the development of the Newfoundland Appalachian System have indicated that the mafic volcanic rocks of western Notre Dame Bay represent oceanic crust (Bird and Dewey, 1970; Dewey and Bird, 1971; Church and Stevens, 1970) which marks the remnants of the proto-Atlantic Ocean first proposed by Wilson (1966) . Such models infer that the mafic volcanic rocks constitute the upper part of an ophiolite sequence. Analyses of the lavas show that they are tholeiitic and support this conclusion (Papezik and Fleming, 1967; Smitheringale, 1972) . A complete ophiolite sequence, consisting of peridotites overlain by gabbros, overlain by a sheeted diabase dyke complex which passes upward into pillow lavas, occurs at the base of the Snooks Arm Group (Upadhyay et al., 1971 ) . Sheeted diabase dykes are known to underlie the lowest mafic pillow lavas of the Lush's Bight Group at several localities in Notre Dame Bay (Strong, 1972, and pers. comm.) . However, several conflicting points about the geology of this region suggest that although a typical oceanic crustal sequence of Lower Ordovician age is present, older rocks occur within the ophiolite terrane in several places (Williams, Kennedy and Neale, 1972) ."

"This paper reviews tailings management at Highland Valley Copper, and outlines main features of its tailings storage facility enclosed between the H-H and L-L dams. Key management focusses are: energy efficiency, cost effectiveness, safety and integrity of the tailings impoundment, environmental protection, and reclamation after decommissioning. Main features of the tailings facility include: high international standards for seismic and flood design criteria, water management and water quality monitoring, operations and construction optimization, reclamation and decommissioning plan, and geotechnical challenges associated with the complex geology of the L-L tailings dam foundation.IntroductionHighland Valley Copper stores its tailings mainly in the Highland Valley tailings facility (ultimate capacity: 1.8 billion tonnes). Smaller tailings storage facilities were operated by predecessor companies: the Number One Pond, the Trojan Pond at Bethlehem and the Highmont Pond at the Highmont operation as well as backfilling the Heustis and Jersey lona Pits at Bethlehem. These areas are currently not in use, and are in the reclamation phase prior to decommissioning. This paper focusses on tailings management in the main facility. As indicated in Figure I, the facility includes three tailings dams: these are, going from east to west, the H-H, J-J and L-L Dam, named after the alignment alternatives in the initial feasibility studies. From 1970 to 1977 Canadian Bechtel Ltd. advised Highland Valley Copper&apos;s predecessor company Lornex, on tailings storage at the H-H and J-J Dams and on the L-L Dam. Since the completion of the L-L Starter Dam in 1977, Klohn Leonoff Ltd. has provided ongoing consultation and construction monitoring of the raising of the L-L and the H-H Dams.
