"Since 1992, the concentration of gold using gravity methods has progressed to become an important part of production at Hemlo Gold's Golden Giant Mine. Currently, the gravity circuit accounts for approximately 25% of the Golden Giant Mine's Gold production. This circuit consists of a 30 inch Center-Drain Knelson Concentrator and a Shaking Table. The evolution of gravity concentration will be discussed with an emphasis on the economic justification for a gravity circuit as well as the practical aspects and metallurgical impact of operating such a circuit. It will be demonstrated that the operation of a gravity circuit has definite benefits to the operation of the Golden Giant Mill and will continue to play an important role in future gold production.1.0 IntroductionHemlo Gold Mines Inc. Golden Giant Mine is a 3000 TPD underground gold mine and milling facility located 40 km east of Marathon, Ontario. Mining is accomplished by means of sublevel longhole open stoping. The ore is processed using conventional crushing, 3-stage ball milling, conventional cyanidation and CIP processes. The mill and concentrator are described in more detail in other publications1,2.Since July of 1992, the Golden Giant Mine has been using a gravity circuit for gold recovery in the mill's grinding circuit. Despite the fact that gold recovery averages over 96% using conventional cyanidation and carbon-in-pulp processes, the gravity circuit has become an integral part of milling operations. This paper will discuss the economic justification for a gravity circuit as well as the practical and metallurgical aspects of its operation."

"This preliminary paper provides a summary of lab and mill flotation investigations into the copper collector at two Canadian operations. The orebodies illustrated in these studies both contain mainly copper and zinc with uneconomic quantities of lead. Silver is also present as a secondary precious metal.Each mill has advanced to the extended mill trial stage with Uniflot SP129 as the sole copper collector. The preliminary metallurgical results have indicated higher copper circuit zinc and lead rejection is possible as shown in Case Study #2. In Case Study #1, improved zinc circuit metallurgy has been realized during all the Uniflot copper circuit collector trials. A slight increase in silver recovery has also been observed in the extended trials at both operations. INTRODUCTIONThe Canadian base metal industry is presently going through a rationalization period in response to low metal prices and low grade ore bodies. The response from flotation mills has been to reduce costs by incorporating new technologies such as energy efficient large cells, low moisture pressure filters and low steel consumption SAG mills. Other optimization strategies have been incorporated to get better metallurgical performance such as improved process control and monitoring techniques.The newer flotation plants have embraced many of the latest equipment innovations but they continue to incorporate off-the shelf reagents like xanthate and methylisobutylcarbinol (MIBC) . New collector chemistries have been mostly unsuccessful. Our approach incorporates the best of the old and new chemistry into proprietary formulations that match the application. We have found most single chemical formulations cannot meet the demands of the optimized modern flotation plant."

We present results from petrophysical studies to characterize a Zn-Pb-Ag deposit in Nash Creek, New Brunswick. The measurements are part of an integrated study that includes geological and geophysical data acquired on the property. In order to successfully characterize the ore body, an understanding of the relevant physical parameters and their change with vertical and lateral variations of the target lithology is necessary. The quality of the estimated 3D variation in the physical properties is supported by the presence of several boreholes that randomly span the survey region. Density was measured from cores of thirty-two boreholes across the area. Seventeen of these boreholes constitute two intersecting borehole profiles, which is ideal for locally modeling the 3D distribution of the ore deposit. High densities (>3.2g/cm3) correlate strongly with Zn-rich mineralization zones (low resistivity). Compression and shear wave velocity measurements made from representative core samples of the regional geology range from ~2.91 to ~6.41 km/s for P-waves and from ~1.41 to ~4.20 km/s for S-waves. The lower bounds of these velocity values correspond to regions with a high degree of alteration. Moreover, porosity estimates from rocks on the property suggest that porosities range from 0.35% to 11.79%. Induced polarization (IP) measurements confirm that mineralized samples show a significant chargeability and resistivity contrast with respect to the host rock. Thus, chargeability and resistivity information can be combined to adequately identify conductors associated with mineralization in electrical survey data. Information on these physical parameters and their 3D statistical distribution have serious implications on various aspects of mineral exploration that include: resource estimation, choice of geophysical data acquisition and interpretation, and information for preliminary rock stability assessment.

Understanding the appropriate gold recovery to associate with copper recovery when assessing laboratory testing on porphyry deposits is often complicated by several factors including variable and/or complex mineralogy, and the variability contributed by the low Au content of the various flotation products. As a result, gold recovery is often underestimated and the value contributed by the gold to project economics is less than it should be, a problem that could influence overall project viability. Typically, for these types of deposits, the gold recovery is found to be lower than the copper recovery. In this unique project, having the objective of seeking a better understanding of gold recovery relative to copper recovery, mill feed samples from a selection of six operating world-class Cu-Au low-grade deposits were collected along with the mill metallurgical results for the corresponding sample periods. The samples were subjected to laboratory flotation tests, as well as the Laplante gravity recoverable gold (GRG) test, mineralogical assessment and cyanidation leaching. The aim was to better understand the copper and gold recovery relationship, the links between laboratory and plant flotation performance, the influence of mineralogical differences, and the potential for enhancing gold recovery by gravity recovery techniques. A new correlation of copper and gold recoveries based on the results is presented in the paper. The results showed that the link between copper and gold recoveries established in the best laboratory tests were maintained in the plant results, and further, that the potential for improving Au recovery by gravity or flash flotation methods is directly proportional to the amount of gold greater than 75 microns.

"Several plant studies have been conducted at the Zinifex Century Mine over the past 5 years. For each of the plant studies, surveys of the zinc primary circuit were conducted, characterisation measurements for each operating cell taken, and the floatability components of the ore mapped to develop a model of the circuit. The floatability components and machine parameters were then used to simulate changes in circuit configuration and operating conditions, enabling further potential improvements in circuit performance to be identified.This paper reviews the current flotation practice at the mine, as well as various circuit changes and developments implemented by site. The application of the methodology and the evolution of the standard procedure are also discussed.INTRODUCTIONBase metals were first discovered in the Lawn Hill region of Queensland’s North West in 1869 and the first mining lease in this area was pegged in 1887 over what is now known as the Silver King vein deposit. The area encompassing these veins, which includes the Century deposit, was proclaimed the Burketown Mining Field in 1899. Exploration titles were granted to CRA in 1987, precisely 100 years after the initial discovery at Silver King, hence the name ‘Century’.Century was commissioned by Pasminco in late 1999, with the mine becoming fully operational on 1 March 2000 and the official opening taking place in April. Pasminco had bought the Century and Dugald River deposits from CRA in 1997 for A$345 million, and invested some A$710 million in bringing Century into production. Today, Century is the world’s second-largest zinc mine in terms of its output, having reached full capacity in 2003.The Zinifex Century Limited (“ZCL”) lead-zinc-silver deposit is located approximately 250 kms north-north west of Mt Isa in north-western Queensland. The deposit is a large flat-lying ore body covering an area of some 1.2 by 1.4 km, the 45 m-thick stratabound sulphide orebody is hosted within an 850 m-thick sequence of Proterozoic siltstone, shales and sandstone, amenable to open-cut mining methods. The mine has ramped up to full production delivering five and a half million tonnes of ore per annum, yielding approximately 900,000 tonnes of zinc concentrate and 90,000 tonnes of lead concentrate. Mine life is expected to be about 8 years"

"Gold cyanidation kinetics which are often limited in commercial operations by the rate of oxygen dissolution from gas bubbles into the slurry, are discussed. Emerging technologies for improving the rate of oxygen dissolution are compared and the gas efficiency, energy use and operating performance of inverted cones and a device based on a jet diffuser are examined. The effect of solids loading is also reviewed and a relationship between operating parameters and the kilograms oxygen dissolved per kilowatt-hour is presented.Inverted cones are shown to create slurry settling problems at high gas flow rates and surface tension lowering agents are shown not to greatly improve the overall rates of oxygen dissolution.The novel jet diffuser technology operates at a range of gas to liquid ratios that improves its energy use over conventional technology and the performance of a number of designs are discussed.Gas efficiencies as high as 35% were observed with the novel diffusers at 40 cm diffuser immersion and are expected to increase at greater immersions. Energy use of 1.8 kg 02 I kWh were estimated for prototype full size diffusers operating at 100 cm immersion. Energy use of 3.S kg 02 /kWh is conservatively expected at 600 cm immersion.IntroductionGold ExtractionGold that can not be recovered by gravity separation can be recovered by either the Merrill-Crow process or the newer carbon in pulp (CIP) or carbon in leach (CIL) processes 1. Reductions in operating costs and improvements in gold recovery are central mill operating strategies. This paper introduces a number of emerging technologies and provides a basis for comparison of the performance. "This paper deals with the repairs made on two damaged mills. It investigates briefly the causes of the damage, explain its nature and the design of the repair. It explains the detrimental effect on operation and the solutions implemented to reduce them. Finally, to review the follow-up required for such repairs. LOCATIONThe Holt McDermott Mine is located 75 kilometers Northeast of Kirkland Lake and 30 kilometres west of the Quebec border in Northeastern Ontario. The town of Kirkland Lake is located approximately 500 kilometres north of Toronto. HISTORYThe discovery of gold in Holloway Township dates back to early 1920. In 1984 Barrick Resources, which amalgamated with Camflo Mines, acquired more claims on the property and initiated an extensive drilling program. By 1985, the drills indicated reserve increased to 2,500,000 tonnes grading 6.8 g/mt. In 1986 a production decision was made and in 1988 the mine was officially opened.As of December 31, 1998, 4,691,507 tonnes grading 5,66 g/tonnes have been milled from 4 ore-bodies. The mill started up in June 1988."

The Kwyjibo deposit is an iron oxide Cu-REE-F-Mo-Au mineralization of Mesoproterozoic age located in the Grenville Province approximately 120 km NE of Sept-Îles, Quebec (Figure 1). Occurring along the SE margin of the Canatiche granitic complex, the deposit is composed of several polymetallic showings that are related to different textural facies of magnetite. The mineralization process at Kwyjibo is complex, and is divided into Early Granitophile, Magnetite, Main Polymetallic and Specular Hematite stages (Cayer et al., submitted for publication). The Main Polymetallic stage, comprising chalcopyrite, pyrite, fluorite, molybdenite and REE-bearing minerals, is superimposed on pre-existing magnetiterich rocks. Discovered by SOQUEM Inc. in 1993, the Kwyjibo deposit shares many characteristics with other hydrothermal polymetallic iron oxide deposits around the world. Foose and McLelland (1995) suggested that this class of mineralization could occur in the Grenville Province. However, only a few polymetallic occurrences are known to be associated with low-Ti iron oxide deposits in the Grenville. Kwyjibo is one of the most significant examples of a polymetallic iron oxide deposit to have been found in the Grenville Province to-date.

Suncor Oil Sands employs delayed coking technology in converting bitumen into synthetic crude oil. Currently up to 10,000 m3 of delayed coke (coke) is produced per day as a byproduct of the upgrading process, of which up to 9,000 m3 per day is placed in dry storage on Lease 86/17. A review was completed to examine the case history of leachate potential experiments from the dry storage of coke and the environmental relevance of coke leachate studies conducted over the past decade. The review included an evaluation of the potential impacts of environmental conditions within the location of coke storage, including precipitation pH, as well as daily and annual ozone trends. Coke leachate potential has historically been characterized using standard leachate testing protocols (i.e., TLCP, SPLP) together with other studies that have employed strong acids and oxidizing agents in the extraction fluids. The present paper highlights prevailing conditions in the Athabasca Valley air-shed with emphasis given to ambient ozone (oxidizers), as well as precipitation pH and acid input deposition rates, and will demonstrate that TCLP / SPLP tests lack the intended environmental relevance relative to the conditions under which coke is stored.

"Some non-flotation chemistries are added to flotation circuits directly and indirectly to control issues such as scaling and dust. Since the dosage levels are generally not very large, a standard laboratory float test may not be able to determine the effect a specific chemical has on the productivity of the flotation circuit. Hudbay and Ashland Water Technologies developed a laboratory testing protocol that uses kinetic float studies to test the effect of normal to extreme doses of antiscalant and dust chemistries (5 ppm to 500 ppm). Laboratory results indicate that this protocol helps to predict the potential interference that a particular chemistry will have on the flotation circuit.INTRODUCTIONFrom a chemical perspective, flotation is a very complex system involving more than the reagents used for flotation. Along with collectors, frothers, modifiers, suppressants and activators, there can be antiscalants for water treatment, dust suppressants used in the mining process, residual flocculants from recycled thickener overflows, grinding aids, and many other types of chemicals that are added upstream of a flotation circuit. Although these other chemicals are usually used at very low doses, it is important to know if they affect the flotation process detrimentally in the event of a spill or a build up from recycled water.Laboratory flotation testing of these chemicals characterizes their effects, but testing at expected doses in the float can mask the effects of the chemicals in the plant. Also, simple tests that do not measure the kinetics of flotation do not reveal the effects the other chemicals have on the flotation circuit. Thus, a new flotation protocol was needed to expose the full effects of chemical additives and to assist in choosing the chemical with the lowest potential for a negative effect.FLOTATION KINETICSMeasuring recovery kinetics in a laboratory flotation cell is a well-established procedure: analyzing concentrates taken in a timed sequence to determine the recovery rate of individual cells in a flotation circuit. The recovery from the early flotation cells are a true measurement of how well a flotation chemical is performing. Safety conditions in industry have greatly improved over time. However, around the world, in Canada, and in each province or territory, people are still the victims of serious industrial accidents. The increasing safety of people at work then continues to be an imperative in industry today.<p> So how do we achieve a workplace where no one gets hurt? Well, in simple terms, folks need to be protected from unplanned exposures to equipment or energy sources that can do harm. If you think about it, all of our efforts in loss management and safety should then be directed toward avoiding these uncontrolled events. And it works! Our safety performance over the years has enjoyed tremendous improvement due to this support for loss management and safety. We now explore best practices toward achieving that next step in safety improvement.<p> As shown following, a large combination of loss management activities act together to support safety performance. Many of these activities are interrelated and some people have described them as the ?inputs? into an approach or program for achieving safety. Using this description, it follows that the ?outputs? of the program are some of the advertised measures of safety we see around us today, such as injury frequency rates. <p> It is asserted that a leadership focus to regularly measure safety and loss management activites (so-called ?inputs?), as a basis for taking supportive actions to ensure their effectiveness, is the basis for safety results (so-called ?outputs?) that consistently achieve high standards of excellence.<p> The concept of managing input activities, as enabled by effective measurements, can significantly act to transform our focus and priorities in the workplace. Supporting input activities like strategies, plans, or procedures with our best efforts will get us to our intended goals. Tracking outputs alone will not.<p> Safety and production have traditionally been cast as competing objectives. When both objectives are mutually supported and considered, however, people will invent ways of doing work that support both safety and production, and any other business parameter. When done right, innovation through meaningful involvement of affected people in the workplace will support safety excellence in a manner that in turn improves business efficiency overall.<p> For a workplace to be safe, it then requires everyone?s help and participation to make it happen, a collaborative effort by management, leaders, and frontline folks with the power and responsibility to take appropriate action at every level in the organization. In this way, everyone becomes a leader in safety.<p> The achievement of commitment to loss management input activities by folks in the workplace is the basis for attaining safety excellence. A workplace founded on commitment supports a safety culture with a vision for safe work performance at outstanding or world-class levels of achievement.<p> One may ask if injury incidents will be eliminated with this commitment and focus on workplace safety? Well, despite our best efforts in this area, there is never a guarantee that things can?t go wrong. We are simply not perfect. There remains in our workplace complexities and unanticipated risks that can have disastrous consequences if not managed at every moment. And when it goes wrong, we need to know we?ve truly tried our best, and now we have more to learn so we can get even better. <p> That?s the challenge represented by the safety imperative, a challenge to take safety performance that next step, a fulfillment of our commitment to the moral obligation we have to each other?s safety. Most importantly, an effective safety culture is built on the full engagement and participation of workers and leaders alike, who share in a vision for safe work performance where “no one gets hurt” and “everyone is a leader in safety.”Let’s learn together on how we can make a safety culture happen. The resulting bias for safety will ultimately save lives, and fulfills our moral objective to strive for safety excellence. IntroductionWe have the good fortune of living in democratic countries where freedom and the value of human life are key beliefs. These beliefs translate into the moral obligations and laws that we value and uphold in our society and life today.A minesite or workplace is simply a necessary part of our society where people earn a living. It is a place where our moral obligations and laws equally apply, a place where human life is of ultimate importance and value. In the early years of industry, this value has not always been evident. Take this description of a tragic accident reported in a coal mine on December 8, 1879:“Oliver Thompson, shaftman, aged 35— While taking wooden partitions out of a ventilation shaft, he fell off the work platform a distance of 100 yards, there did not appear to be anything unusual to account for this accident.”"

Albian Sands Energy is scheduled to begin production at its oilsands operations in the fall of 2002. Start-up includes the selection and implementation of over 75 IT systems or computer applications. These include engineering applications, systems required to control mining activities, maintenance, the processing plant and utilities, and also systems required to run the company, such as human resources, finances and inventory/warehousing. This paper outlines the processes used for the selection, implementation and integration of these systems in order to optimize the use of information and to meet the technical, business and IT requirements of the company. The first step in Albian?s approach to identifying system requirements is the development of a Business Activity Model, outlining all tasks involved in running the operations. The computer applications required to accomplish each task are then identified by having the IT team work closely with each technical and business unit. Historically, at some companies, the selection of systems has been lead by the IT team or by consultants, with little input from the technical or business units. Typically, this results in products that don?t meet the company?s expectations. To ensure a more positive outcome, Albian believes that it is imperative that the company?s technical and business people are closely involved in the selection process. Integration of the IT systems is also key, including linking all applications through a Data Warehouse and EDMS. Over 120 required integrations have been identified. This ensures the storage of all data in only one location, data security, and easy data and document retrieval for all requirements throughout the company.

"Good morning gentlemen. I am very pleased to have this opportunity to tell you a few of the things that happen within a completely unrelated activity, the electroplating industry, except that it does consume metals and has some slight similarity of problems so far as cyanide is concerned.First, just a few general terms about the industry. It is a relatively unsophisticated industry technically, and in many instances there are serious problems in obtaining staff that can operate the various systems that are currently available for destroying cyanide or precipitating metals.I would suggest to you that if you are investigating any system that you consider very seriously the personnel that are actually going to run it. The installation people; probably have some idea what it is all about but the operators must be chosen for their ability and not because they just happen to be available.We perhaps have another area in common. There is very little money for capital expenditures that produce no immediate return or even eventual return on the investment.The industry is largely made up of ""Jobbers"" who are strictly electroplating. There is another group in which the electroplating is captive as in large companions where it is a convenience operation. Also there are specialists, who do other things besides plating but it is a very major part of their operation. This applies to the automotive parts industry.Cyanide applications in the plating industry will be for copper, zinc, cadmium, silver, brass, and gold. Cyanide waste solutions come from those solutions adhering to the plated parts, and from the occasional discharge of the plating bath solutions. Also, in a related industry, the heat treating people with cyanide case hardening have some high concentrations of cyanide to dispose of. Concentrations of cyanide that we treat are 2500 parts per million or higher especially in wastes from heat treating. Solution volumes might be as low as 100 gallons per hour in a well run, carefully operated rinsing system. It may be as high as 3000 gallons per hour where dilution occurs."

"NVI Mining’s Myra Falls Operation is a 4,000 mtpd copper/zinc flotation circuit with by product gold of ~28,000 ounces per year. Gold recovery has historically averaged 40-55%, however, a portion of this was recovered in the zinc concentrate and received poor payment. Two Knelson CD-30 Concentrators have been operating in the grinding circuit since 1992, with gravity recovery averaging about 2-5% over that time period.The Myra Falls gravity circuit was one of the very first hard rock mining installations operating in the world with automated Knelsons. The mine has employed a unique and unusual upgrading method for the Knelson concentrate that had never been evaluated as to its efficiency. Recent Gravity Recoverable Gold Testing by McGill University, and mathematical modelling of the Gravity Circuit by Knelson Gravity Solutions indicated the gravity circuit was not living up to its potential. Myra Falls Personnel changed the upgrade system-operating regime, and a complete gravity audit of the grinding circuit was carried out, with the results confirming the initial suspicions. Gravity recovery increased from 5% to 15%, with overall gold recovery improving by 5%.INTRODUCTIONNVI Mining operates a 4000 tpd mine and mill complex on Vancouver Island. The milling circuit consists of open circuit rod milling, closed circuit ball milling, gravity recovery, copper flotation, zinc flotation, and tails disposal. There are two milling circuits, “A” circuit, and “B” circuit."

"The need for energy conservation has been of increasing concern since the early 1970's, when the cost of petroleum based energy began to escalate rapidly and security of supply became uncertain. The cost of energy from alternative sources has also increased due to development costs and environmental restrictions.These developments have had a serious impact on the mining industry, which is energy intensive. The impact is magnified as lower grade ores are treated, and more energy is consumed per unit of product. In many cases increased operating cost is not compensated by the rise in product selling price.The magnitude of energy consumption in the mining industry is indicated by recent studies conducted in the U.S.A. and Canada. Under the requirement to define the economic advantages of using hydrogen fuelcell vehicles, a broadscoped project was initiated to quantify the costs associated with operating fuelcell vehicles and diesel vehicles. While ventilation savings are clearly an advantage for the former, a complete and detailed analysis of this and other operational and capital cost elements was undertaken in order to provide the mining industry with factual information in considering the changeover from one technology to another. This article outlines the results of the investigations to date defining the costs/benefits associated with: capital purchases, operations (electrical/diesel, mine air heating fuel, ventilation, openings, surface and underground infrastructure, maintenance, labour, etc.), delivery of energy, regulatory obligations, and mine production. Considerations are given to the type and size of a mining operation, the depth, and location in North America. Significant ventilation power, equipment and infrastructure savings are possible with the application of fuelcells for shallower mine applications. At depth, where heat is an issue, there is a reduction in benefit. Specific qualifiers such as minimum air velocities, dust dilution, shaft and heating system velocity limits must be considered on an individual mine basis. While the capital cost for fuelcell mining equipment is currently higher than diesel versions, the high cost of fuelcells is anticipated to be reduced significantly in the near future with the intensification of manufacturing. In either case the operational savings would probably be sufficient to balance the supplementary capitalization costs. A comprehensive cost-benefit report will be issued in the near future.

"Total iron ore reserves in India, as reported by the Indian Bureau of mines, are 23.6 billion tons. Hematite iron ore reserves constitute about 45 % of the total reserve. If we go by the National Steel Policy-2005 projections, India’s supply of hematite iron ore would not last more than 40 years. Laboratory investigations were carried out for the development of a process flow sheet for treating low grade as well as Banded Hematite Quartzite (BHQ) iron ore. The purpose of these investigations was to aim for better resource utilization.Beneficiation studies were conducted on samples of low grade and siliceous iron ore from the Dalli mines, a captive mine of the Bhilai Steel Plant and BHQ ore from Southern states of India. The process flowsheet, developed for upgrading of low grade iron ore, incorporates wet screening of the ore at 0.5 mm, followed by grinding of the +0.5 mm fraction to below 0.5 mm. The whole –0.5 mm fraction, after grinding, was treated in a conventional hydro-cyclone and stub cyclone followed by treatment in Wet High Intensity Magnetic Separator (WHIMS). This resulted in a concentrate product having >66% Fe content from a feed containing 55.5% Fe with an iron recovery of 48 %. The process flowsheet developed for treating BHQ ore in the laboratory resulted in an increase in iron grade in the concentrate from 43.4 to 61.3 Fe % with a yield of 51.7 % .INTRODUCTIONThe classification of Indian iron ore resources have been made compatible with United Nations Framework Classification (UNFC), which is more scientific and has been adopted in most countries in the world. Iron ore reserves and resources estimated using the UNFC classification system, as of April 01,2000 are about 12,906 million tons of hematite ore and 10,628 million tons of magnetite ore. The Indian Bureau of Mines (IBM) has given a breakdown of these reserves by designation as either lumps or fines of hematite iron ore (Table 1). The percentage of the reserves reported lumps and fines are 42 and 34% of the total reserves respectively. High grade iron ore is less than 10% of the total reserve."

"This paper had its origin in a panel discussion organized by the Canadian Uranium Producers Metallurgical Committee (CUPMC) at their Annual Meeting in Blind River in May, 1964. The reason for the panel was the formation of the National Uranium Tailings Research Program funded in the amount of ten million dollars by the Federal government. According to the bureaucrats in charge the program would seek to solve the perceived problems as well as any actual problems they believed existed with uranium tailings. Dr. Allan Ashbrook of Eldorado Nuclear chaired this panel and his summation of the panel's purpose was set out as ""Regulation and the Regulatory Process in the Nuclear Industry, Where Have We Been, Where Are We Now and Where Are We Going""?"" This paper will try to relate these questions to the whole mineral industry.The Canadian Mining Association has been telling us our natural resources are today required only if they are competitively priced with those produced in so called ""third world"" countries where labour rates are lower, environmental restrictions may be less and every effort is made by the local government to sell their product. It is in this hostile economic climate that the Canadian mining industry now finds itself. Before going further I want to stress these comments apply only to: a) Mines financed by private capital in a free enterprise society.b) Mining companies want to operate in an environmentally safe manner. However, they must earn a profit because no company financed with private capital can borrow money ad infinitum.WHERE HAVE WE BEENNone of us today would want to return to the days when the mill waste management system consisted of pumping the tailing to the nearest slope and letting nature's law of gravity do the rest. This was the way it was in early gold mines in Nova Scotia, tin mines in Cornwall, England or silver mines in Cobalt, Ontario and survives today in countries where climate, customs and methods of doing business are far different from Canada. As mill tonnage rates increased, more sophisticated systems evolved often designed for mining areas with different climates. Systems imported from arid climates such as south-west United States retained the solids but allowed bacterial oxidation of the sulphides promoting acid drainage. Environmental regulations were introduced and Canadian mines learned to handle tailings in our climates."
