Amongst the unavoidable studies of the mining engineer who desires to reach the maximum efficiency, is the subject of patents. With the fundamental principles of the patent laws of this and other leading countries he should of course befamiliar, but still more should he keep abreast of that practical knowledge which will enable him to act or advise wisely when the patenting of a new invention, or the sale, purchasing, or adoption of a new patented machine or process becomes amatter for consideration. As every engineer worthy of the name is an inventor and more particularly every mining engineer he has a direct interest in watching the progress of legislation and administration concerning patent monopolies.His worldly prospects may indeed, to a considerable extent, depend upon the defeat of bad patent laws and the removal of incompetent officials, or the appointment of better ones. Better patent administration is always in Australia a valid requirement, and until engineers generally take up and press the demand, bad administration is likely to continue. Even though every engineer is not a patentee, nevertheless his interests in patents must always be direct and powerful, and ignorance or apathy in regard thereto must inevitably injure either his own interests or those of his employer. All development proposals have to run the gauntlet of the approvals process. Major resource projects are generally subject to particularly intense scrutiny. The key element in the approvals process is that it is about making decisions that take into account the benefits or otherwise to society as a whole - the interests of any one group do not take precedence. Most groups tend to see their relatively narrow interests as representing those of the broader society. Each group develops their arguments for or against a project in isolation, and then presents these to an arbiter in an adversarial situation. From this mire of argument and counter-argument it is often difficult to discern just what the real benefits of a project are, and opportunities for agreement and constructive modification of proposals to meet real concerns are often missed. The contention made in this paper is that the inevitable differences between these various viewpoints should be harnessed to help the proponent to come up with a proposal that is clearly of overall benefit to society and which gains approval. It is better to accept that no one group has a monopoly on wisdom in this area and to engender an environment of creative tension in which the pros and cons can be broadly considered and good planning and design used to produce a proposal that has a high chance of success. There are a variety of ways in which this approach can be implemented. Some of these options will be discussed in terms of their likely applicability to energy projects and their potential for success.

After a snap-shot survey of water quality of streams draining various coal measures carried out in 2000 - 2001, West Coast Regional Council expanded its monitoring programme to better establish the condition of streams draining coal mining areas and to characterise the variability of water quality with respect to stream flow. Samples were collected for water quality indicators such as pH, sulphate, turbidity, conductivity, temperature and dissolved oxygen as well as macro-invertebrates, fish and assessments of stream habitat. Water quality sampling was carried out at 27 sites on 21 streams located from Page Stream near Seddonville in the north, to Seven Mile Creek near Dunollie in the South, and to Garvey Creek east of Reefton. There was relatively low variability of pH, conductivity and sulphate concentrations at most of the sites sampled. Conductivity and sulphate concentrations reduced with increasing flow and pH generally increased. Significant effects on macro-invertebrate and fish populations were identified at several of the sites where water quality sampling was undertaken. Of the water quality parameters tested, macro-invertebrates were mostly affected by pH. Although not sampled directly (conductivity was used as a surrogate) heavy metal concentration may explain some of the variation in macro-invertebrate communities. Three creeks affected by mine drainage were sampled for fish and no fish were present. Fish appear to be more sensitive to acid rock drainage that invertebrates. Using data from this survey and other studies conducted in the region, the total length of stream that is actually or highly likely to be adversely affected by acid rock drainage was estimated at 125 km. This figure is useful as a gauge as to the magnitude of the issue in this region and for setting of priorities for remediation. However, as it is only an estimate based on limited sampling sites, it should be used with caution.

You may rest assured I will use my best endeavours to promote the interests of the Institute in every way that lies in my power. In reviewing the work of the past year, it is a matter for congratulation to find the Institute in a position at once so healthy and robust, and that notwithstanding the acute depression which has prevailed in the mining industry.Owing to deaths or departures from the colony, the names of six members have disappeared from the roll of membership, but you will be pleaed to learn that several new members have been elected, the register now, showing 56 Members, 25Associates and 2 Students. A complete record of the papers read and the discussions that took place will be found embodied in the splendid volume of Transactions which has just been issued, and which I am sure will be welcomed by mining engineers in all parts of the world.

The Wainui Mill was conceived as a 60 - 90 t/d central mill to process gold ores of the Thames area of New Zealand from small mines in the district. The ores of the region exhibit various degrees of refractory response to conventional cyanidation leach due to the fineness of the gold, and association with pyrite. The alternative circuits involving cyanidation, flotation, and possible small-scale smelting are examined. The environmental impacts have been audited by the Commission for the Environment and were found to be acceptable.

Mineral maps produced via optical and scanning electron microscope û mineral liberation analyser (SEM-MLA) automated mineral identification systems are being used to examine the relationships between mineral phases in spatially well-constrained samples of intact and crushed rock. The use of sophisticated image analysis software allows data pertaining to individual or groups of mineral phases to be extracted from the mineral maps. Analyses of the extracted data can be used to identify populations of phases. Data extracted from the images can be compared with mineral processing data, eg hardness, grindability, degree of liberation, from the same sampling intervals, enabling ore characterisation to be linked to processing behaviours in a spatially constrained, quantified manner that can potentially assist with mine planning and optimisation.

The Thames Goldfi.eld has been a major gold resource in the west of the Coromandel Peninsula, New Zealand, with the Waiotahi quartz vein system forming a large part of the field. Mineralisation is hosted by hydrothermally altered Miocene andesitic volcanic rocks. Both massive columnar-jointed and fragmental volcanic rocks are present. The vein system is dominated by the steeply dipping NE striking Waiotahi-Cambria vein, and associated splays. Hydrothermal alteration increases in intensity from isolated blocks of propylitic altered andesitic material, into the intensely clay altered equivalent. Low rank propylitic alteration is typified by chlorite, calcite and pyrite, with local illite or epidote. Clay alteration is characterised by illite, quartz, kaolinite and pyrite. While broadly forming halos around veining, intense clay alteration also occurs in strongly jointed portions of the hostrock.   Vein textures and the intense illitic clay alteration at Thames are similar to those in some of the other epithermal gold deposits of the Coromandel Volcanic zone, and in deposits of the Philippines, all related to andesitic terranes. Possible causes for textures and alteration being different in these deposits from the more classic Quartz-Adularia-Illite type epithermal systems may be that cooling/mixing rather than boiling dominates fluid evolution. Kaolinite may be also be a product of either of these different fluid types, or has resulted from overprinting of an illitic assemblage by downward percolation of acidic fluid.

A study of the swelling behaviour of a single batch of high-grade iron ore pellets during hydrogen reduction in a fixed bed showed that the extent of swelling is governed by the nucleation and growth of crystalline iron protuberances from the wüstite grains. Over the reduction temperature range 650 to 1000°C, it was found that substantial degrees of swelling can occur at temperatures in excess of 850°C, and significant variations in the swelling behaviour of individual pellets from different bed levels are observed under these conditions.The results are discussed in terms of a recent swelling theory and shown to be in general agreement.

THE following notes, compiled in the first instance for the makers of rock-drIlls, were read by Mr. Hanton at a meeting of the Broken Hill Branch on 12th Septelnber, 1922. It was decided that all Broken Hill mines be asked to give their individual views on the subject, so that a comprehensive Broken Hill view could be published. Replies have been received from four (4), mines to date, and their'ideas fairly well coincide with those set out by Mr. Hapton. His notes were as follow:- "The Zinc Corporation Limited.NOTES ON ROCK-DRILL DEVELOPMENTSAs far as our present experience goes, the rock-drill developments on this mine will probably be something resembling the following. The programme is subject to modification or alteratian, according to circumstances. The results of further trials and improvements in present drills, and the design of new types, will, of course, affect any general scheme such as that outlined. It appears reasonably certain that the 3i-in. reciprocating drills which have done practically all the stoping up to date, will be gradually replaced by hammer drills of the internal water-feed type, and that the existing types of hammer drill on the mine will be converted into internal water-feed machines instead of being used as dry machine with outside jet.The ultimate types of machines will be four... Type 1 would be a machine equivalent to the Ingersoll Leyner: 248, Waugh Turbro, SullivaIi DX61, or Holman CH2. This would be used for driving, cross-cutting, and similar excavating work, and possiblyfor stoping also, and should be capable of efficiently working any class of ground. Features, apart from the general requirements set out later, would be the weight of the machine and mounting height of the machine above the seating (as this affects the convenience of boring back or bottom holes); absence of projections on the mounting which the air hose will foul as the machine is fed...

THE Phillips River gold and 'copper field is situated on the south coast of Western Australia, about 200 miles east of Albany, 180 miles west of Esperance, and: 250 miles south of Southern Cross, forming the southern extremity of what Mr. H. P. Woodward classes as the fourth belt of Pre-Cambrian rocks, and the first auriferous belt, whicf extends northward through Southern Cross, Mount Magnet, and Cue. The field may be considered the premier copper producer of the State. The first mineral discoveries were made about 1892; when gold, copper, and iron pyrites were found; but, owing to the isolation of the district and the scarcity of water, both in the locality and on the route thereto, little work was done for some years. In1899, however, payable gold reefs were opened up, and the district began to attract attention.The southern portion of the district is composed of limestone and sandstone rocks, forming the coastal series, and is for the most part flat, broken only by a few low hills and ridges, except to the west, where Cape Barren and Eyre's Range stand out...

The structure of the Bulli coal seam at Appin Colliery was detailed by the seismic reflection method. This unusual application of the seismic method was possible because there is a reflector near the seam as was revealed during exploration for petroleum in an area north-west of Appin. The reflector, which was at a depth of 1,500 ft, was shallow by normal reflection survey standards. Measurement of the seismic velocity at two ventilation shafts showed that the reflector was probably the Bulli coal seam. Accurate depth control was established from previous drilling results.INTRODUCTIONAppin Colliery, situated on the Southern Coalfield of N.S.W. (Fig. 1), is being developed to supply coking coal to the Port Kembla steelworks of Australian Iron and Steel Pty. Ltd. The colliery is mechanized and a detailed knowledge of structure, particularly faulting, is important in planning the workings.The Bulli seam, which is approximately 9 ft thick, and between 1,500 ft and 1,800 ft below the surface, is worked in the colliery. It is the uppermost member of the Permian Coal Measures and is overlain by Triassic rocks, which consist of thick sandstone beds containing beds of coloured shales, and which are subdivided into the Narrabeen Group, the Hawkesbury Sandstone, and the Wianamatta Group.In the early stages of development of the colliery, surface geological mapping and diamond drilling provided information on structure. Generalized results of the mapping are shown on Fig. 2. Drilling indicated that the physical and chemical properties of the Bulli seam are relatively constant, and that the seam is nearly horizontal, the average dipbeing about 1 in 25 to the west.

Several Approaches to Enhance the Bioleaching of Enargite Some approaches were investigated to enhance the recovery of Cu from enargite by bioleaching with Acidithiobacillus ferrooxidans using the galvanic interaction with pyrite and activated carbon, and with thermophilic bacteria, Acidianus brierleyi. Addition of pyrite initially enhanced Cu leaching by the Galvanic effect, but after that the formation of secondary minerals passivated the surface of enargite in inoculated batches. Activated carbon improved Cu recovery from enargite much better than pyrite, when it is contacted with enargite. Recovery of Cu from enargite has been recorded to at largest 2.4 per cent within 30 days in the presence of activated carbon when mesophilic bacteria were inoculated at 25¦C. The recovery of Cu from enargite was drastically enhanced by inoculation of thermophilic bacteria, Acidianus brierleyi, up to 60 per cent within 40 days at 70¦C and still not leveled off after 40 days unless the formation of Fe(III) precipitates occurred. After 40 days dissolved molar ratio of Cu/As is around 5.2, suggesting that metal-deficient sulfides and/or ferric arsenate might be formed on the surface of enargite.

A challenge on many industrial flotation circuits is controlling concentrate mineral grades using measurements that are provided infrequently. The mineral grades in concentrate streams are a critical performance indicator in any industrial flotation circuit. Failure to achieve concentrate mineral grade targets has significant financial consequences on a flotation operation. A violation of gangue mineral grade limits by the concentrator may also result in significant penalties.Online grade analysers which can provide reliable real time grade measurements are essential for effective grade optimisation. The Blue Cube MQi analyser (by Blue Cube Systems) has recently come to prominence for its ability to rapidly determine mineral concentrate grades online and has the benefit of operating in-stream. This has provided excellent insight into the actual process dynamics in the flotation circuit, and hence enabled real-time control and optimisation of concentrate mineral grades.MintekÆs Measurement and Control division, specialising in advanced control solutions for mineral and metallurgical industries, has had the opportunity to link the FloatStar Grade-Recovery Optimiser to the measurements provided by the Blue Cube system at the BCL nickel concentrator plant in Botswana. The project focused on stabilising the final concentrate grade while ensuring the final tailings are minimised, resulting in an improved nickel recovery. This site already had the FloatStar Grade-Recovery Optimiser for several years, but the original grade measurement device was unreliable and ultimately failed. The system was reactivated once the Blue Cube system was installed, replacing the old analyser. The presence of undetonated explosives in a rock face after firing constitutes a hazard which can result in a fatal or serious accident if undetected before drilling commences.Most accidents caused by drilling into explosives are the result of failure to examine the working face properly and lack of care in subsequent drilling operations; it is not always realized that explosive may be left in the butts of holes or may be driven into cracks or crevices in the rock.Obviously the best means of preventing accidents of this nature is to adopt methods of drilling, charging and firing which will reduce the hazard to a minimum.There are three ways in which undetonated explosives may be left in the rock face, namely:1. Misfires.2. Cut-off shots.3. Incomplete detonation or failure of the charge to propagate throughout.MisfiresNo attempt will be made in this paper to deal fully with the question of the prevention of misfires, as apart from the fact that most of the preventive methods are well known, it is believed that if the miner receives his explosives and means of initiation in good order, and proper care is taken in their use, the failure of a charge to fire will be a rare occurrence. The provision of central fuse capping stations on mines has gone a long way towards the elimination of misfires caused by the mishandling of safety fuse anddetonators.

The Gippsland Basin is unique in Australia in that it is a major resource based industry centre within a sensitive and special environmental context supplying Melbourne, a major urban/industrial environment with most of its energy 'on-line'. The environmental effects of the supply systems are generally local and mostly affect only those who are directly or indirectly dependent on the upstream systems. The major urban metropolis which is served remains largely unaware of the environmental impacts of the system upon which it is dependent, except when specific attention is drawn to them as in the case of the Latrobe Valley Outfall, algal blooms in the Gippsland Lakes, etc. This paper discusses the environmental context within which the energy industries operate, the environmental legislative framework which applies, the likely environmental impacts and some solutions. The energy resources of the Gippsland Basin occur in an area where the physical environment exhibits a wide variety of inherent energy states in its physical and biological regimes. The off-shore regions of the oil and gas platforms has to be able to withstand the wind and wave energy generated in a shallow sea in a confined waterway lying athwart the main current and climatic stream. The coastline includes the delicately balanced quiescent environments of Corner Inlet with its 'wilderness' tourism industry and the powerful surf and long shore drift and dunes of Ninety Mile Beach.
