The legislative operating environment, or the mineral regime, that a country has to offer is one of the key determinants that a company wanting to invest in an area takes into account in formulating its investment decision. The New Zealand Government recognises this and the importance of getting the regime right in order to provide for continuing investment in mineral exploration and mining in New Zealand. In recent years, the Government has given considerable attention to developing legislation which provides for investment to take place; for those making the investments to have a stable, fair and open investment environment with government intervention only when considered absolutely necessary because other approaches are not working; and for the people of New Zealand to know that investment must meet acceptable health and safety standards and have acceptable impact on the environment. Also of key importance is having a clearly defined mining regime which includes rules on how to obtain a permit and rules in respect of ongoing permit compliance, rights to develop a mineral resource and permit conditions (in particular, the royalty regime). In New Zealand, these matters will all be addressed in what are referred to as "minerals programmes".

Armstrong's (1983) criticisms of PhiIip and Watson's (1982b) note on optimal drilling patterns are based on misinterpretation, supported by errors in geometry. Furthermore, Armstrong argues conceptually from the perspective of Matheronian geostatistics, as does also Rudenno (1983a, b). Thus, both authors embrace a global, probabiIistic method of assessing spatial data sets, an approach that must be contrasted strongly with local, deterministic interpolation methods. Some of the important assumptions of geostatistics are outlined and the non-unique nature of the method discussed. A probabilistic approach can be judged appropriate when exploration data are erratic, or known to be unreliable, or when extrapolation is desired. Where data are treated as exact, kriging can give the most biased result if tested against other interpolation methods. We reiterate our previous conclusion that the equilateral triangular grid is approximately 30 per cent more efficient (in terms of numbers of drill holes) compared with a square grid for the same maximum interpolation distance. This is simply due to the improved isotropy of sampling. New, locally-based, deterministic methods for computing ore reserves seem to be required.

Understanding watercourses and river processes at a landscape scale is vital for managing risk to mining infrastructure and operations as well as minimising future environmental impacts beyond the life of the mine. Recognising this, Iluka Resources Limited engaged Alluvium Consulting Australia to identify and characterise watercourses across several neighbouring mineral tenements in the Eucla Basin, South Australia (Alluvium, 2013, 2014a, 2014b). The objective of the studies was to inform planning for risk management during mine planning and operation and appropriate landscape rehabilitation for mine closure.Mining operations in the area are by open cut extraction of mineral sands. The extracted resource is processed on-site before leaving the site for export. Several pits are to be developed in stages with simultaneous backfilling and surface reinstatement. Mining is initially taking place in the Jacinth tenement, where up to 100 km of watercourses may be directly or indirectly impacted (refer to Figure 1).The total study area (shown in Figure 1) is approximately 330 km2 and spans three smaller areas that were the focus of separate investigations during mine planning.CITATION:Ferguson, C, White, K, Harding, M and Hardie, R, 2016. Closure options under consideration at some sites include backfilling mined-out pits with waste rock. Backfill may include mineralised and non-mineralised waste rock. Following groundwater rebound, flow-through conditions may develop in the pit post-closure. The backfill located in the saturated zone below the water table may release solutes under such conditions. It is therefore important to understand the potential impacts that backfilled pits could have on postclosure groundwater quality.Geochemical characterisation programs are the foundation for assessing the potential chemistry of water that has contacted mined wastes. Such programs must be designed to obtain data relevant to the closure options under consideration. To complement standard testing techniques, SRK utilises saturated column testing designed to generate data on leaching rates under anoxic conditions that could be encountered within submerged backfill.This paper presents the findings of saturated column test work carried out on waste rock samples from an iron ore mine in the Pilbara.CITATION:Watson, A, Linklater, C and Chapman, J, 2016. Pyrite is one of the principal Au-bearing minerals in refractory gold ores. Significantly high Au concentrations of up to 5200 ppm are present in pyrite. Pyrite hosting high levels of Au is also enriched in As. Pyrite as an unwanted mineral ends up in wastes and constitutes one of the primary sources of As in the mining and metallurgical wastes. Arsenic can be readily released to the environment due to rapid oxidative dissolution of the host pyrite under atmospheric conditions. In order to determine the form and occurrence of arsenic in pyrite, micro-X-ray absorption fine-structure spectroscopy (XAFS) spectra were collected from a range of arsenical pyrite grains having different morphologies and a range of arsenic and gold concentrations. All the pyrite grains are characterised by the dominant edge aligned with As-1 valence state. In pyrite, arsenic atoms substitute for S atoms that are in six-fold coordination about each Fe atom. XAFS data suggest that As atoms occur in clusters within the pyrite structure. In addition to As-1, fine-grained, inclusion-rich and framboidal-type pyrite grains have a second As species at ~11 875 eV corresponding to As5+. This As5+ species in pyrite is highly variable and attributed to the oxidation of arsenic exposed on the surfaces of pyrite.

The prime requirement is market, which for NZ inevitably means overseas markets. In order to be internationally competitive, the economies of scale and mechanical handling are essential. Since significant markets have not been sought, the full extent of our industrial mineral potential is not known. In general the technology exists to impart the desired quality, but at a price. Price is the main constraint, which may confine truly competitive operations to coastal situations to avoid high internal freight charges. Some commercial deposits of construction materials are being sterilised by zoning, making the costs to the consumer and country unnecessarily high. Unless management is enlightened and marketing is forceful, it can restrict growth. There is a good case to mount a search for phosphate minerals. The main growth areas are likely to be direct shipping ores like limestone, silica sand, and olivine, but in particular pumice.

In the sixteenth century the Spanish Captain da Alvaro Soavedaro, on a search for the explorer Ferdinand Magellan, came across the main island of New Guinea which he named Isla del Oro (Island of Gold). Since that time exploration for, and mining of, gold has been pursued by many, culminating in . the development of major world-class projects in the latter part of the 20th century. Though various prospectors have panned for gold and small gold mining projects were undertaken through the seventeenth and eighteenth centuries, it was not until the 1880's when mining became a more concerted economic venture. Misima and Woodlark Islands in Milne Bay, Gura-Ackera and Yoada in Oro, and Lakekamu in Gulf Province and Keveri in Central Province were all gold producers by late nineteenth century. It was in the 1920's that corporations began mining in PNG and with the commencement of production at Panguna in Bougainville in 1972 a new era of mega-project mining began.' Today there are two large mining projects producing mainly gold and copper. The first, already mentioned, is Panguna on Bougainville Island. This project has provided Government with $US 475 million in taxes. ok Tedi is the second large mine development located in Western Province. It began production in 1984 with the extraction of the deposit's "gold Cap".

This paper discusses considerations to be made for the selection of rock tunnelling machines, as opposed to drilling and blasting. A systematic approach is presented in terms of utilizing data frcm site investigations to accurately forecast machine performance for estimating and planning purposes and to help minimise associated risks. Useful rock index properties are identified, and correlations for predicting advance rates for roadheader and full face machines are presented together with a simple method of characteristing rock mass conditions for estimating machine utilization and the savings to be gained in support costs. Finally considerations for tunnelling in adverse ground, for advance probing and for large sized tunnels are outlined.

With the long lead time requirement for engineering and construction of mineral pro- cessing facilities and the costly financing arrangements necessary, effective project management is essential to the successful and timely start up of these major production units. An added complexity is the frequently remote location of such projects and the demands this imposes on efficient project staffing, scheduling, logistics and cost control. Parsons recent experience with major projects such as Greenvale in Queensland and La Caridad in the desert of Northern Mexico and at remote locations like Sar Cheshmeh in Iran are described. The applications being developed for improving project controls through the use of computer techniques such as MSCS-COPES, and readily accessible and versatile transportation means are reviewed.

In a survey conducted by symplexi with underground miners in Australia; 78 per cent of participants believed that ‘safety’ is all about people. If ‘safety’ is about people, then is the mining industry focusing on the wrong thing? It would be fair to say that the mining industry is heavily systems focused. Companies develop a safety management system and use this to show regulators that they comply with legislation – however, that is only half of the picture.

This paper forms part of a series of papers relating to the Melbourne Underground Rail Loop and presented to the Fourth Australian Tunnelling Conference in Melbourne, March 1981. The Design of Electrical and Mechanical Services in Museum Station and adjacent Running Tunnels and their relation to Rail.wruy Operation through the Loop are described. The descriptions, while specific to Muscrio Station, are generally representative of those being provided at Parliament and Flagstaff Stations. The Museum Station comprises some 6500 square metres of platform and track area, 5000 square metres of booking hall concourse and entrances and 1200 square metres of offices and plant rooms. The Mechanical and Ilectrical Services for this complex are .imilar in many aspects to those of a large !.gr.hrise city building, but in general the i::;ign is directed more strongly towards :.arety, durability and reliability, and subject to many restraints imposed by L'mitations of space and accessability.

This paper reviews the floor heave mechanisms in underground coal mine roadways. Previous studies have reported three main failure mechanisms: bearing capacity failure, buckling and swelling. The buckling failure has been observed where immediate floor strata are relatively strong and thinly bedded. On the contrary, the weak floor strata have been associated with both the bearing capacity failure and swelling mechanisms. The bearing capacity floor failures are likely to induce other types of instability such as pillar punching, tensile failure of pillar, roof fall and subsidence as well as floor heave. Despite a considerable amount of research, predicting the magnitude, location and timing of floor deformation is challenging with current state of knowledge. The problem of automatic control of a coal mine ventilation network is discussed. It is found that the structure of the control sys-tem should have two levels, i.e. local regulation of ventilation para-meters (air flows) in faces to eliminate the effect of quick disturba-noes, and supervisory control of the whole ventilation process by pe-riodical modifications to the working characteristics of the main fans. Practical and theoretical problems connected with implementation of the system in Polish mining are listed and discussed. To solve these prob-lems a series of experiments with air flow control in three different coal faces were carried-out with the aim of checking the measuring and control equipment in a real mine conditions as well as investigatingthe gasodynamics of the ventilation process. The results of the experi-ments are analysdd, and used to verify the mathematical model of the gasodynamics of a longwall face.

The presence of impurities which are electropositive to zinc in acid zinc electro- lyte causes changes to deposit morphology and reduced current efficiency. Glue may be added to control some impurity effects, but assaying for animal glue concentration is difficult and seldom done. Measurement of the activation overpotential for zinc deposition by cyclic voltammetry is used in some plants to monitor electrolyte quality and control glue additions. The deposit morphology and current efficiency of zinc deposition from commercial electrolyte were investigated for various glue additions in the presence of increased levels of antimony. Cyclic voltammetry was invest- i,ated as a method of optimizing glue additions in the presence of antimony. Scanning electron microscopy showed deposits characteristic of the impurity element present and the glue addition rate. Cyclic voltammetry measurements showed some correlation between current efficiency and activation polarization potential. The importance of using tankhouse electrolytes where results are to be related to tankhouse operation was noted.

The coal mass flow monitor was developed to measure the instantaneous mass flow rate of pulverised coal to the copper reverberatory furnace at Mount Isa. The instrument was calibrated with an isokinetic coal sampler which was installed immediately downstream from the coal mass flow monitor. Readings from the coal mass flow monitor were used to control the feedrate of coal to the furnace and this helped to stabilise the furnace operation.Coal samples obtained from the isokinetic coal sampler were also sized using a Leeds and Northrup Microtrac analyser. The coal size was critical to reverberatory furnace performance. These developments significantly improved the overall combustion control of the furnace and gains of ten percent were made in the furnace thermal efficiency. Testwork on an auxiliary arch coal burner is also reported.

Victoria has an extensive brown coal resource, 202,000 Mt, of which 43,300 Mt is regarded as readily recoverable. This brown coal is located principally in the Latrobe Valley as thick seams and is being extracted at low cost primarily to support base-load electrical power generation. The high moisture content of the coal is partially off-set in many applications by the high reactivity of the coal and the generally low levels of potential pollutants such as ash, sulphur and nitrogen in the coal. Large scale development of this brown coal resource began in the 1920's. In addition to electricity generation, it is used for briquette production, carbonisation of briquettes to char and was gasified for town gas supply to Melbourne (1956 - 1969). The BCLV coal to oil pilot plant at Morwell is a major new initiative in the use of Victorian brown coal. Many other new developments are in place and emerging in the utilization of low rank coals. Examples of these developments are, the large-scale gasification of lignites in the USA, and value-added products such as bulk chars, solid fuels, activated carbons and coal-water mixtures. The Government of Victoria has created the Coal Corporation of Victoria to promote current sales of briquettes and to encourage further new industrial developments based on the State's brown coal resources, in particular the Loy Yang coalfield. The Coal Corporation also has a vigorous product and process oriented research and development Programme.

Titanium tetrachloride may be reduced to trichloride with hydrogen on a hot tungsten filament and other hot: surfaces. The effect of temperature, time and size of t.he filament on the rate of reaction has been studied. A laboratory unit for preparing a few pounds of trichloride at a time is described. The yield of trichloride is 2·2 - 2·4 gm/sq. cm. of hot surface/hour at 1,000°C. and the energy requirement 3'5-4 kWh/pound of trichloride produced.'INTRODUCTIONThe lower chlorides of titanium (titanium tri- and dichlorides) are amenable to electrolysis, being electrovalent in nature. Furthermore, relative to other oxygen-free titanium salts, they are easy to prepare in a pure state and their use has been investigated to prepare titanium. Transport technology has produced social changes since the invention of the wheel five millenna ago when man was freed from the need to expend large amounts of energy to move goods and people. Further impetus came with the Industrial Revolution when mechanical power producing devices were applied to land and-water transport. This leap, together with the application to air transport has caused enormous social changes in our way of life. The state of technological advancement of transport modes has dictated to a large degree the develop- ment of Australia and Papua New Guinea. It is suggested that we should not make advances for technology's sake but examine the real needs of the users of transport and ensure that the un- necessary costs are not incurred. The transporting techniques for the ore, waste and slurries used by Bougainville Copper in Papua New Guinea are, in general, quite conven- tional but the scale of operations and the location has modified some modes. in particular the soft' overburden and concentrates were slurried for trans- port and the lack of experience in humid climates restricted the choice of the mine haulage truck. The near future of the transport. industry is seen as an expansion in equipment sizes but the suggestion is made that we need to examine more than the economic and technical aspects; it is necessary for the social con- sequences of our actions to bear examination by outside opinion

The Fiji Islands are remnants of a once continuous Solomon-Vanuatu-Fiji-Tonga volcanic arc (the Vitiaz arc), located at the boundary between the Indian-Australian and Pacific plates. They record a history of (i) arc volcanism the late Eocene to late Miocene, (ii) an extensive magmatic response to arc rifting (5.5-3.OMa) during which volcanism was dominated by shoshonitic to tholeiitic basalts, and as rifting continued, (iii) a transition from arc to intraplate volcanism. The Hunter Ridge-Hunter Fracture Zone separates the inactive South Fiji Basin from the actively spreading North Fiji Basin, and has been considered to be a transform zone, almost parallel to the motion vector of the Australian plate. However rocks dredged during the 1993 `Alize' cruise, from along the northern part of the Hunter Ridge are typical arc tholeiites, and therefore demand that subduction has occurred beneath the Hunter Ridge sometime during the last û 5Ma.

This paper presents an iterative net present value (NPV) maximisation method to determine the optimum surface to underground transition depth for an orebody to be mined by multiple open pits and an underground mine. The determination of transition depth from open pit to underground mining is based on global production scheduling optimisation of open pit and underground mines using mixed integer linear programming. The method is applied to a case study coming from a gold mining complex with six open pits and a large underground mine using longhole open stoping. The results indicate potential improvements of the NPV of global operations when compared to the traditional techniques based on independently optimised open pit first, followed by underground mining.CITATION:Dagdelen, K and Traore, I, 2014.
