Queensland legislation, industry codes and policies relating to mine rehabilitation and closure create the expectation of successful progressive rehabilitation and that the post-mining environment is being returned to a condition suited to a pre-agreed, beneficial end use. Yet none of the rehabilitated mined land in the Bowen Basin has been certified as successful by authorities suggesting there is a gap between current rehabilitation and the full environmental outcomes that the legislation could deliver. We tested the veracity of this perspective and reflect on where responsibility for any discrepancy lies.We first reviewed current Queensland legislation and industry codes relating to stakeholder engagement, rehabilitation, closure planning and post-mining land use. We tested the accessibility of the documentation trail for several recent coal-mining projects in the Bowen Basin and examined the level of detail in approval documentation. We then assessed the rehabilitation performance reports of these mines in relation to the contents of their approval documents. Legislation, guidelines and codes repeatedly emphasise the need to plan for closure before mine operations begin and to progressively perform rehabilitation with an agreed end-use in mind. Early stakeholder involvement in these processes and transparency of actions and outcomes are also encouraged by government publications. Overall, in terms of transparency, we found that relevant documents are generally available to the persistent enquirer. However, the rehabilitation and closure undertakings given in both mine company and regulator documentation were commonly generic and rehabilitation obligations were not explicitly incorporated into rehabilitation plans. Rehabilitation reporting was also weak in that no distinction is required between successful and unsuccessful revegetation, nor to closure objectives and mine completion criteria. Responsibility for the apparent disconnect between regulatory intent and actual performance appears to begin with the regulator too readily allowing generic information and in not requiring performance reporting to correspond with approved post-mine conditions. As a result, companies may have a much greater rehabilitation and closure risk than mine management expects. The effect of various types of solid carbonaceOlls reductants on the rate of fuming of zinc from lead blast furnace slag was investigated at I250°C.The results of the laboratory experiments indicated that the rate of removal of zinc from slag depended primarily on the volatile matter contents of the reduclants. The effects of fixed carbon, moisture and ash contents were less significant.

Although investigations into treatment of Mt. Keast (a hill of tailing) began as early as 1940, it was not until the Imperial Smelting Furnace (I.S.F.) was installed at Cockle Creek by Sulphide Corporation that its treatment became eooncmically feasible. Early investigations and milling operations which began in mid-1976, with their developments are described. Metal recovery involves sulphide flotation, oxide flotation and gravity techniques.

The manual gravimetric drying moisture determination methods currently employed by most mineral processing plants fail to provide timely and accurate information required for automatic control. The costs associated with transporting and handling concentrates represent a major portion of the overall treatment price. When considering the cash flow of a mining operation that is governed by both the smelter contract, with moisture penalties and the quantity and quality of the concentrates shipped, any tool that provides real-time feedback on the process is vital (Edwards, RP 1994). The introduction of an on-line moisture sensor would become a welcome addition to the process control field instrumentation package now applied. A novel on-line determination system for ore concentrate moisture content would replace the tedious manual procedure. Since the introduction of microelectronic-based control systems, operators have strived to reduce the treatment costs to the minimum. Therefore a representative and timely determination of on-line moisture content becomes vital for control set points and timely feedback. Reliable sensors have long been on the æwish listÆ of mineral processors since the problem has always been that you can only control what you can measure, (Konigsmann, 1990). Today, the task of moisture determination is still done by the classical technique of loss in weight utilising uncontrolled procedures. These same methods were introduced in the earliest base metal concentrators. Generally, it is acceptable to have ore concentrate moisture content vary within a range of seven to nine percent, but controlling the moisture content below eight percent is a difficult task with a manually controlled system. Many times, delays in manually achieving reliable feedback of the moisture content results in the moisture varying from five to twelve percent before corrective actions can be made. This paper first reviews the traditional and widely available methods for determining moisture content in granular materials by applying physical principals and properties to measure moisture content. All methods are in some form affected when employed on mineral ore concentrates. This paper introduces and describes a unique and promising novel on-line moisture sensor employed for mineral processing de-watering applications, which not only automates the tedious tasks but also results in reliable moisture feedback that can be used in the optimisation of the de-watering process equipment such as pressure or vacuum filters and fuel-fired driers. Finally, two measurement applications will be presented to indicate the usefulness and to summarise the measurement requirements for the proposed method of employing drag force and mechanical properties of the material itself to determine the moisture content. The commercial model of the equipment is described with the features and benefits to the users summarised.

Consultants in the mining industry have the opportunity to visit interesting deposits all over the world. Each deposit has its own set of challenges to face when it comes to defining and understanding the deposit geology and the economics to make it viable for extraction. Some of the challenges can include appropriate data capture, sampling techniques, structural characteristics, geochemistry, geophysics, lithology definition, and economic boundaries. It is essential that the practices used at each deposit (eg drilling, sampling, geological modelling, resource estimation etc) are documented and the results obtained are robust and defensible. The Competent Person is not always aware of instances where their resource estimation practices have not been substantiated. ‘You don’t know what you don’t know’ is a phrase frequently used during a mineral resource audit. Technical work to substantiate drilling, sampling, density, assaying, geological modelling and estimation processes is not always completed. Audited Competent Persons often comment: • ‘I was unaware that this was required.’ • ‘I have not had training in this area and do not know how to complete the checks required.’ • ‘This is how we’ve always done it.’ Examples of audits where it was found that geological practices were not substantiated are examined here. A discussion is included on why substantiation of these practices is important, and potential reasons as to why there are instances of unsubstantiated processes and practices are discussed.

The design, construction and operation of a 500,000 tonne per year Carbon-In-Pulp (C.I.P.) plant at Kambalda embracing the period from 1980 to 1982 has been previously discussed (Sceresini, 1982).Since that time the annual throughput rate has increased to 780,000 tpy.This paper discusses the changes and improve-ment made to allow this increased production to occur with minimal capital expenditure.

In the last several years we have seen the demise of the Department of Mining and Metallurgy at the University of Melbourne, the removal of extraction metallurgy from the Department of Metallurgy and incorporation of it within a School of Mines at the University of New South Wales, and the joining of a small Department of Metallurgy with a Department of Chemical Engineering to form a Department of Chemical and Materials Engineering at the University of Newcastle. Most of these changes have been forced by the logical application of the principles of accounting, the currency for such accounting being the Whole Student Unit (WSU). It is not my intent to address the problem of attracting young people into courses in metallurgy (including extraction metallurgy) which, at present, is the only way to introduce black ink into the WSU accounting ledger. Rather, I wish to express my disquiet over the trends, illustrated by some of the above occurrences, of separating out extractive metallurgy from METALLURGY by suggesting in broad terms how a course in metallurgy should be structured. I firmly believe that the mechanical metallurgist and materials engineer need an exposure to chemical and extractive metallurgy; similarly, the extractive and process metallurgist should, in my view, have a good grounding in the interrelationships between composition, structure, and properties, this topic being the core of the basic subject physical metallurgy.

Some better perspectives applying to the exploitation and dressing of polymetallic ores in the Banskfa. gtiavnica-Hod- rusea Ore District are supposed to be achieved after a suc- cessful investigation and proving there the existence of deep-seated mineralization as well as due to increasing de- mand for non-ferrous metals and consequently to higher mar- ket prices of those recently noticed. With respect to the present situation in mining and to the further technical development as well, a several times higher exploitation may be in this region expected, especially in the deeper .eated parts of the deposit. When solving the tasks of a complex economic exploitation over the whole region, consi- derable attention is paid to regional relations and impact studies (due to expected exploitation and ore dressing but also to very difficult problems of dewatering (drainage pro- blems-). It will be first of all necessary to find there an equilibrium between the consequences resulting from the re- naissance of mining industry and environmental requests un- dispensable for the city of Banska 9tiavnica and the other neighbouring towns in the vicinity of mining plants.

Gold mineralization belt of eastern China in the adjacent part of the northwestern Pacific rim is orientated NE to NNE and as-sociated with Mesozoic faults and igneous intrusives and Mesozoic to Cenozoic volcanism and subvolcanism extending more than 3000 km in length and 300 to 800 kni in width affected by the movement from the Pacific Plate subducted against the Asian Plate.The relative movement between the Pacific and the Asian plates give rise to two types of fracture zones, the tensional ones providing the space for the formation of fissure-filling type of auriferous quartz veins and the shear zones providing the space for the formation of hydrothermal replacement type of gold de-posits in Shandong Peninsula. The fissure filling type of quartz vein, is represented by Linglong gold deposit which is hosted in Mesozoic Linglong Granite and consists of hundreds of quartz veins filling fractures trending NE to NNE and the hydrothermal replacement type is represented by Sanshandao gold deposit which is hosted in crushed and hydrothermally altered Mesozoic Linglong Granite in contact with Archaean metamorphic complex of Jiaodong Group along a Mesozoic upthust fault zone trending NE.

Industrias Pe±oles, S A de C V (Pe±oles) in Mexico, is a major silver producer. The Pe±oles mining division has eight operations and the flotation process in seven of them to concentrate the metal and mineral values. Common metal and mineral values are: metallic gold and silver; gold-silver alloy (electrum); silver sulfide minerals (acanthite, pyrargyrite, freibergite, proustite); lead sulfide (galena); zinc sulfide (sphalerite); and copper sulfides (chalcopyrite and bornite). This paper aims to share Pe±olesÆs mineralogical and metallurgical information on the seven operations where the flotation process is used. Some basic conclusions are drawn from this analysis. Some of the information presented includes: types of orebodies, concentration processes, concentrator throughputs, head grades, concentrate grades and recoveries. Importantly, grind size and liberation values for the main mineral species are presented along with the relationships between sphalerite liberation and its recovery, and galena liberation and its recovery. Also included are three mineralogical case studies: maximisation of silver recovery at the Fresnillo mine producing a silver-zinc concentrate; options to improve gold recovery at the Tizapa mine; and sphalerite iron content for the different orebodies.

A strategic mine plan is a fundamental part of any mining operation. It must provide a realistic and operative extraction and processing schedule, and yield the highest value for the business. For open pit mines, the problem can be modelled as a set of blocks representing the deposit, for each of which we need to decide if it is going to be mined, if so, when and where it will be sent (process, stock or dump).This problem can be proven to be of NP-Hard complexity. The traditional approach used by mining engineers to tackle this complexity is to separate the problem into more tractable components, solving each separately. The first step is to use the Lerchs-Grossman (LG) algorithm to obtain the final pit limit, as well as a set of optimised pit shells (nested pits), using different input prices. Then, using this input, operational phases are designed. Third, the set of phases can be used as an input for a phase-bench style optimisation, usually using a mathematical programming-based algorithm.There are, however, several problems with this approach. First, dividing the problem into simpler parts has the consequence that any compromises made at early stages limit the potential value left for the following steps. Second, LG is a static algorithm, with no concept of the time-value of money, capacity limits, opportunity costs, etc. Phase design is essentially a manual step, for which nested pits provide insufficient information in practice, and therefore the quality of the result in terms of potential net present value (NPV) depends strongly on the experience and expertise of the designer. This means that key input data such as commodity prices, different processes capacities and mine movement limits, are considered only at scheduling, when there is little room for optimisation. This sequential approach limits the potential value in each step, where a simplified problem is addressed, instead of addressing the real, and more complex problem, which is dynamic and should be solved as a whole.We present in this paper an algorithm, and its commercial software implementation, that addresses the dynamic problem as a whole, simultaneously and automatically creating a high-value strategic mine plan that adheres to basic operational constraints, determining dynamic cut-off grades and delivering a set of phases which can serve as a much stronger guide than nested pits for the final design. We discuss some of the key elements of the algorithm and propose a new methodology for strategic mine planning, where phase design dynamically responds to mining strategy definition. There has been much debate in the past as to whether the Australasian Institute of Mining and Meteorology ("AusIMM") should issue valuation guidelines in addition to the ASX and NCSC requirements. My experience in preparing independent expert reports has been that "best practice" sets higher standards than any laws or requirements set out by the ASX and NCSC. This is where I see the AusIMM coming in.

Gold Fields Ghana Ltd (GF Ghana) currently operates an underground mine at Tarkwa, in south--west Ghana. The mine was operated by Tarkwa Goldfields Limited, a wholly owned subsidiary of the State Gold Mining Corporation of Ghana (SGMC). The mine was making operating losses and in a poor state of repair. Tarkwa Goldfields retrenched all the staff and GF Ghana assumed management responsibility for its own account on I July 1993.

This contribution by. The Australasian Institute of Mining and Metallurgy has three main thrusts. First, an Institute (and industry) view on academia and the need for more entrepreneurship at top academic levels, second the need to lift our technological game, and third, professionalism and the perceived role of mineral industry education. While I will deal with each of these separately they are of course inter- related and can be brought together under the frequently used, but insufficiently practised title, "communications". First then, The Institute and industry view of academia. There are some academics in the audience and I imagine they may wish to reply to my remarks with an academic view of industry. That is not unreasonable. Like all human institutions, academic institutions vary in quality and characteristics. Some are successful and some less so. Some historically are well renowned. Others that were once successful schools have declined. Lesser known schools have grown into prominence. What is it that sets apart 'good' highly regarded schools from those that are not so well regarded? It comes down to one main ingredient - "leadership". The strong mining schools in the past 100 years have been strong because they have had outstanding and clearly identified leaders. Strong clearly identified leadership has always had rapport with, and the support of the industry. The two go hand- in-hand, each nourishing and supporting the Other.

In 1965, Peter Flawn author of the famous text-book on Mineral Resources (1966) published a paper in Economic Geology with the delightful title `Who took the `Economic' out of Economic Geology?'. He opened this most interesting article with the following paragraph:If one were called upon to cite an example of a fish out-of-water he could hardly pick a better one than a recent graduate of geology of an America university who is suddenly faced with the responsibility of evaluating or appraising a mineral property. And I venture to say that the 'ftsh' with a doctorate - even in economic geology - is not much better equipped than one holding a lesser degree. The new graduate with a major in economic geology probably knows the significance of the various sulphur isotopes, he surely knows a great deal about the chemistry of the ore forming fluids and he recites with ease the arguments which prove deposits are epigenetic rather than syngenetic. However he is a rare bird indeed if he knows anything about the economics of the mineral industry. The truth is that geologists who are engaged in evaluation work are largely self taught. I ask my more distinguished and experienced colleagues - `Has it always been this way? Who took the `economic' out of economic geology?

IN the present paper it is the writer's intention to largely confine the subject-matter to details relating to the metallurgical practice in connection W,ith the blast roasting of lead ores at the Port PiJ;ie works of the Broken Hill Associated Smelters Pty. Ltd. rather than to elaborate on mechanical plant details which are more or less standard equipment of the average Dwight and Lloyd or Huntington-Heberlein blast roasting installations (hereinafter referred to in the text as D. & L. and I.I. & H. respectively). The present blast roasting plant is a combination ot D. & L. straight line machines and IQ-ton H. & H. pots. The latter installation was an operating unit prior to the introduction of the D. & L. machines, the pre-roasting then being accomplished in Ropp roasting furnaces.On the introduction of the D. & L. machines the use of the Ropp roasting furnaces as a pre-roasting unit was discontinued, and this step of the process was then carried out on one section of the D. & L. installation.Consequently, then, the present plant consists of (1) A section of D. & L. machines, which operate solely as a pre-roastiIig unit. (2) A section of D. & L. machines which operate to their full capacity as 3, final roasting unit and treat the main portion of the pre-roasted material.
