The ASC has a dual role of business facilitator and law enforcer. Only certain types of expert report are of interest to the ASC. The powers of the old Companies Code and the Corporations law are compared. NCSC Policy Release 149 was dependent on the prescriptive powers given to the NCSC in the Companies Code. The Corporations Law does not give the ASC power to prescribe the contents of expert reports. The requirement now is for all necessary information. Research evidence is that some investors want simpler prospectuses while others need more detail. The ASC's examination of expert reports is after registration of primary documents. This leads to a necessity for experts to maintain adequate records.

It’s expected that the world economy will face a stable and continuous growth in the demand of iron ore, reaching more than two billion tonnes per year within the next year. After decades exploiting resources with high content of iron ore, now the industry faces the challenge to exploit and beneficiate more complex ores.According to the industrial practice, the flotation technology is one of the most important and effective beneficiation processes to deal with low-grade iron ores around the world. However, even with this, it is still necessary to search for new processing routes or promote the optimisation of the existing circuits.The broad application of this technology is an outcome that deeply relies on the proper selection of flotation chemicals specifi cally designed for each system. New collectors are in continuous development as flotation performance significantly relies upon their optimisation.The reverse iron ore flotation in Brazil, mainly constituted by haematite and quartz, uses ether amines as collector for silica minerals and caustic corn starch as depressor for haematite. The process selectivity is highly impacted by the features of the etheramine, such as:• mono or di-etheramine,• neutralisation degree,• chain length,• branched or linear chain,• the flotation pH, and• the size distribution of the flotation feed.This paper describes the experience obtained from laboratory and industrial trials on different ores, conducted to improve the selectivity and recovery in the reverse iron ore flotation by selecting the required collector for low-grade ores.

Mining faces many environmental, social and regulatory liabilities of which water management is just one. Others include site rehabilitation, carbon emissions, biodiversity offsets, strategic cropping land, subsidence, and noise and dust generation. Management of these liabilities is commonly seen as a cost of doing business and each is often independently addressed, bypassing the opportunity to reduce costs through integrated approaches. Furthermore, approaches to dealing with these liabilities tend to be constrained by a prevailing culture of engineered solutions and lack of appreciation of risk associated with alternative and hybrid alternative-engineered solutions. Suboptimal outcomes can also be reinforced by rigid regulatory constraints. While the cost of addressing operational liabilities may be a small proportion of overall mine management costs, failure to do so effectively may influence social licence to operate and, as recently demonstrated by the decision of the NSW Land and Environment Court to block expansion of the Warkworth Mine near Singleton, absolute licence to operate.Integration of environmental, social and regulatory liabilities with value-creating and risk-reduction opportunities such as beneficial water use, carbon bio-sequestration, habitat connectivity, keyline farming, improved grazing design and management systems, windbreaks and visual screens, presents opportunities to reduce risk and create value. This potential may achieve overall improved outcomes in both economic and non-economic mine performance criteria.Two case studies in beneficial use of waste water from the mining and coal seam gas (CSG) sectors (which operate under different legislation) will be used to illustrate the potential to address mine development, operational and closure liabilities by understanding opportunities to reduce risk and create value through a holistic water management framework. The technical requirements and alternative approaches to beneficial use of mine water are addressed, along with the direct economic benefits for mine operational costs and opportunities to positively engage communities and build resilience into social licence to operate. Coal oil mixture (COM), a liquid fuel pro- duced by mixing together coal and heavy oil on the 50-50 basis, has been brought to a level of practical use in Japan, being actually employed by a oil fired system at Yokosuka Thermal Power Station of The Tokyo Electric Power Co., Inc. A COM Production Plant, built in Onahama which is located about 160 miles from Yokosuka, required COM to be transported by sea. Mitsubishi Heavy Industries, Ltd. therefore performed a series of studies to develop a spe- cialized COM carrier, the world's first of its kind. Long lasting high stability is of pri- mary importance to successful use of COM. Much have been done in the way of research on stability of COM in the static storage, and the mechanism of COM static: stability is almost completety known. On the other hand, the knowledge about the COM dynamic stability, such as the stability while being transported aboard the COM carrier at sea, is still limited at the moment. The motion of COM aboard the COM carrier and how COM would settle were studied by tests. A visualization test on the COM behavior under dynamic motion was also performed and the mechanism of COM dynamic stability was analysed. The tests showed that the ship rolling motion had @n effect of promoting the settling of coal content of COM in the cargo hold. And studies were also made to device a method for esti- mating the settling quantity of coal during sea Transportation.

In recent years the column flotation process has gained worldwide acceptance for processing various types of minerals under different circuit configurations. In an age when real prices of many mineral commodities are in decline and mining and labour costs are rising in real terms, it is more important than ever that concentration processes be not only efficient but also cost-effective. The column flotation process can give better metallurgical performance as well as involve lower capital and operating costs compared to conventional mechanical cells.This paper reviews the literature on columns and the effects of various column parameters on performance of the column flotation process. The history and principles of operation of the column flotation process are briefly discussed by way of introduction.

The Sepon district in Lao PDR contains 1.8 Mt of JORC (2012) compliant contained Cu resources in addition to >4.5 Moz of Carlin-like Au in a Palaeozoic sedimentary package. The Cu deposits are proximal to an EW lineament of Permian rhyodacite porphyry (RDP) intrusive centres that are characterised by intense barren quartz stockworks. The Khanong deposit (42 Mt at 3.0 per cent Cu mineral inventory) is a carbonate replacement intermediate sulfidation deposit verging on a high sulfidation environment, where abundant pyrite, copper sulfides (chalcopyrite, bornite, trace enargite), copper sulfosalts (including tennantite – tetrahedrite, colusite), and base metal sulfides (sphalerite and galena) have replaced low dipping dolomite and limestone layers, forming a manto-style orebody fed by steep dipping intensely silica-pyrite altered structures. The Thengkham deposits (54 Mt at 1.5 per cent Cu) are composed of prograde skarns (garnet, clinopyroxene) and mineralised retrograde skarns (chlorite, magnetite, hematite, epidote, sericite, talc, serpentine, carbonates, sulfides) which are irregularly and semi-continuously distributed around an elongate 4 km long intrusive centre. Thengkham and Khanong have been strongly supergene enriched, forming secondary chalcocite breccias and exotic malachite zones.The Carlin-like Au deposits display a range of stratigraphic and structural controls and lie outboard of the Cu deposits. Similar structural controls, alteration assemblages and trace mineralogies suggest that gold and copper mineralisation are temporally and genetically related. Social licence to mine is influenced by society’s perception of the mining sector’s ability to effectively rehabilitate mined land and for governments to appropriately regulate that process for the broader community benefit. In Queensland, Australia, many mine rehabilitation personnel working for active coalmines, as either staff, consultants or contractors, belong to the Central Queensland Mine Rehabilitation Group (CQMRG). The CQMRG was established 23 years ago with the aim of sharing informal knowledge related to practical aspects of rehabilitation in order to leave as positive a legacy as possible from mined land. This voluntary group of professionals also includes members from regulatory agencies and civil society. Within the dynamic regional mining environment, mine rehabilitation professionals benefit from sharing their informal knowledge.CQMRG is currently a group in transition. Mining boom and downturn cycles have exacerbated the loss of accumulated knowledge in the core CQMRG membership due to rapid changes in personnel at mines in the region. Additionally, some of the most experienced CQMRG-affiliated rehabilitation practitioners are approaching the end of their careers and want their valuable and less formal knowledge retained. The prediction of acid and metalliferous drainage (AMD) from mine waste materials is critically important during all stages of the mine value chain. However, to determine such geoenvironmental characteristics static and kinetic testing of individual waste units must be performed on representative samples. The importance of sample selection cannot be underestimated; it is the single most critical aspect of any geoenvironmental investigation. Poor sampling techniques and inadequate sample selection will contribute to excessive variance, difficulties in interpretation and incorrect assessment. By undertaking mesotextural characterisation based on hyperspectral mineralogical data (with sulfur assay data if available), opportunities to improve sampling strategies are presented. Such data will inform the selection of samples for low-cost total sulfur, paste pH and geoenvironmental logging, which collectively will allow for accurate AMD forecasting and improved sampling practices to be achieved. Once sampled, robust quality assurance/quality control (QA/QC) protocols must be developed where the use of international certified reference standards become obligatory. This is currently not practised, resulting in inter-laboratory discrepancies when undertaking waste classification. Further improvements in geoenvironmental characterisation testing lies in the adoption of blended static testing protocols, whereby blends of waste materials can be efficiently tested so as to give an early forecast as to whether they will produce acidic or metal-laden drainage. Such information is integral in developing a waste schedule that will allow for a non-acid forming waste landform to be constructed right from the start of the operational phase. Ultimately, improvements in this discipline lie in technological innovations with regards to mineralogical characterisation, and by offering geoscience and minerals engineering students a competent education in the discipline. An increase of 22 per cent in lead usage is expected in the European Union by 2050. During lead refining, the Harris process is a critical step in which a salt melt is used to remove arsenic, tin and antimony. During this process, the caustic salt melt absorbs these impurities, requiring regular evacuation before saturation. Current metallurgical practices for: 1) determining the end point of the lead alloy involve time-consuming sampling and offline analysis, and 2) determining the end point of the caustic salt melt are based on subjective visual observations by the operator. In the context of Industry 4.0 concept, automating these processes becomes desirable, as smart sensors systematically collect real-time data in an unbiased manner. This research focuses on monitoring the Harris refining process using objective methodologies. Two different methodologies are investigated. The first methodology focuses on electrical conductivity changes of the caustic salt melt as function of Sb content. For this study, synthetic and industrial samples are used. A lab-scale electrical conductivity set-up was built to accommodate the aggressiveness of the salt melt. Initial findings suggest a promising relationship between electrical conductivity and Sb content in the caustic salt melt. Although the results are preliminary, the study provides valuable insights by enabling real-time measurements. The second methodology focuses on measuring the electromotive force (EMF) in lead doped with Sb at pilot-scale. Multiple probes are reevaluated for their effectiveness in Sb measurement. Ultimately, a partially stabilised MgO probe with Ni as a reference, without cardboard and copper protection caps, yields promising results. A correlation between EMF and Sb content is observed. However, repeatability issues arise due to possible wire interference at low temperatures. The results underscore the potential of advanced measurement techniques in optimising lead alloy production within the context of Industry 4.0.

Flash flotation is a process designed to remove coarse, liberated, fast floating minerals from hydrocyclone underflow. Irrespective of liberation, coarse particles would normally remain in a grinding circuit until they are reground fine enough to report to the hydrocyclone overflow. Additionally, minerals of high density also report to hydrocyclone underflow despite being fine in size and/or liberated because hydrocyclones separate on the characteristics of both particle size and density. Dense particles continually reporting to the hydrocyclone underflow can lead to over-grinding and the production of ultra fine particles. These particles exhibit slow flotation kinetics and thus are difficult to float in conventional flotation circuits. Therefore, removing coarse, liberated particles from the hydrocylcone underflow by flash flotation has the potential to improve recovery and can improve dewatering unit operations and reduce grinding costs.The impact on the overall performance of the flotation circuit by removing coarse, fast floating minerals prior to conventional flotation is not well understood. Ultimately, predicting the overall recovery improvement provides the justification for the installation of a flash flotation cell within the milling circuit. West Wallsend No. 2 Colliery is a new mine that is presently being developed in the New- castle Coalfield by J. & A. Brown & Abermain Seaham Collieries Ltd., a subsidiary of Coal & Allied Industries Ltd. It is situated near Barnsley and is some 15 miles by rail from the port of Newcastle. The mine will produce coal from both Bore- hole and Young Wallsend seams. The Borehole seam has a working seam thickness varying from 7 ft to 5 ft while the Young Wallsend seam presents a choice of two distinct working thick- nesses, i.e. 5 ft. or 8 ft, the upper 3 ft containing much high ash material. The inter- seam interval varies from 10 ft on the western edge of the area to more than 70 ft in the central portion. The Borehole seam lies at a depth varying from 550 ft to 750 ft and the overlying surface terrain is gently undulating bushland with limited surface development.

Reliable prediction of longwall gas emission sources and rate plays a critical role in mine ventilation and methane drainage capacity planning. Over the years, Australian longwall mines have been using the historic Winter method and the Flugge method in modelling specific gas emissions (SGE). The predicted results often experience high discrepancies from the operational reality. To improve gas emission prediction, post-mining gas contents were measured in several mines in Qld and NSW by safely drilling core holes into the longwall goaf. The results revealed many new insights into gas emission characteristics from different coal seams and the drawbacks of the European methods in their use in high-production gassy Australian longwall mines. Based on measurement data, a new, time-dependent gas emission prediction model has been developed. Considering several factors such as caving, desorption and production rate, the new model can predict more accurate and meaningful gas emissions to meet today’s needs in mine gas emission management. A case study is provided to demonstrate the application of the new SGE model.

CRONIMET Australia in cooperation with Speciality Metals International, the mining lease holder of the Mt Carbine Tungsten mine, have demonstrated the preconcentration and processing of large (>12 million tonnes) tailings and mine waste dumps on site in far north Queensland. The first stage of this project has proven the economic viability of preconcentration using sensor-based particle sorting whilst ensuring high recovery of industry critical tungsten minerals – wolframite and scheelite. Sensor-based sorting technology have enabled the production of a sorter product to feed the existing wet gravity plant ensuring higher recoveries and increasing concentrate production. Processing of 1,000 tonne low grade samples using the TOMRA x-ray transmission (XRT) ore sorter installed on site, has reduced the volume of material entering the downstream wet processing plant by up to 60%. The sorted 10-25mm size range produced the highest upgrade ratio (product/feed) of 24:1 and achieved sorter concentrate grade of 1.52% WO3, sorter waste grades below 0.014% WO3 and metal recoveries of up to 93.4%. The appropriately sized, barren sorter waste material is also sold as aggregate and other quarrying products and thus adding to the overall economic benefit of the project. The utilisation of the sorting technology on site has produced an economically viable project, significantly reduced capital cost, and reduced the time to market of the final tungsten concentrate. The next phase of the project includes design and installation of a larger two sorter plant capable of over 150t/h feedrate.

The flooding of open strip coal mines in the Bowen Basin and Hunter Valley Coalfields of Eastern Australia has the potential to soften the spoil and floor materials to produce “mud”. This mud can act as a slip plane or weak zone when spoil is dumped into it, resulting in geotechnical instabilities. Once mud has formed, typical handling techniques include its costly removal by mechanical means, or its isolation and capping.There are little data available on the moisture state and shear strength of the capped mud. To investigate the effectiveness of isolation and capping, research has been conducted using a large slurry consolidometer (150 mm in diameter by up to 410 mm in height) to simulate capping in situ. Once consolidated, the mud was subjected to shear strength testing in a direct shear box measuring 60 mm by 60 mm by about 20 mm high. The shear strength of the consolidated mud was compared to that of competent, fresh spoil, a mixture of spoil and mud, and to completely degraded spoil (mud alone).These results have been used as inputs in stability calculations using the commercial computer program Slide 7.0, which demonstrates the strong influence of consolidation of the mud on overall low wall slope stability. Work practices involved in shaft construction can be aligned with current industry standard operating practices. However, the working environment during conventional shaft construction introduces unique conditions which can not always be overcome by hard engineering controls. To provide an improved working environment, future shaft diameters will generally be greater than has historically been the case for the Australian hard rock mining industry. This paper aims to explore both what can be constructed from the contractors perspective, and how does an owner extract maximum business efficiency from an asset that in many ways is likely to be larger, more complex and more expensive than initially envisaged.Newcrest Mining Limited, or an associated company, has constructed two major shafts over the last seven years. In both cases, Byrnecut Mining, or an associated company, was the contractor engaged for the shaft sinking activity. The first is the 1127 m deep, 7.0 m diameter production and intake airway at the Telfer Gold Mine, the second is a 295 m deep, 5.5 m diameter split shaft at the Gosowong Gold Project in Indonesia that was primarily designed as both an intake and exhaust airway. Importantly both shafts are designed to provide emergency egress from the respective underground operations.From an Australian shaft sinking perspective, the construction of these two shafts resulted in the following learnings: •constructability is of equal importance to desired functionality;•allow six months of interactive design between the owner/engineer/contractor/regulator to get it right;•shaft sinking and equipping are intimately entwined, therefore engineering of both needs to be complete prior to any activity commencing; and•the mobilisation of both equipment and experienced personnel to a new shaft sink takes up to eight months.Shaft sinking is not extinct in the Australian hard rock mining industry. But, if you are considering constructing a shaft, approach it as a long life asset, front end planning to a high level of detail is required to unlock its full value. Think – plan – think and remember it’s going to take 12 months to get from the whiteboard to firing the first cut.

The Tom's Gully gold mine is located 90km ESE from Darwin, in the Northern Territory of Australia. The orebody is the auriferous portion of a large sulphide rich quartz reef, hosted in the Wildman Siltstone Formation of the Early Proterozoic Pine Creek Inlier, at the NH extremity of the Mount Bundey granite-syenite intrusion. It was discovered by Carpentaria Exploration Company Pty Ltd on November 17th, 1986, using stream sediment geochemistry.The reef is 800m long at surface, strikes E-H and dips approximately 300 to the south, becoming progressively less steep. Only the eastern half of the reef is auriferous, with gold grades averaging 9 g/t plus anomalous silver, base metals and arsenic.The enclosing siltstone is a dark grey banded carbonaceous and pyritic metapelite, showing areenschist regional metamorphism and thermal effects from the adjacent pluton. Local folding plunging gently SW is cut by a south dipping fault, probably a thrust, in which the reef was later formed at about the time of the granitic intrusion. The invitation to speak today was in the form of a single sentence instruction: How does your company run and how do you communicate from top to bottom? It looks like I'll have to let you into our little secret. The team at Croesus know what works for us but we've never talked about it with others - least of all presented it at a conference such as this. In fact we tend to avoid the jargon normally associated with Best Practice or TQM, however in our own way, each of our staff are 100 per cent loyal to our company's aim to maintain and strengthen our commercial success. Just how we achieve this at Croesus is the subject of this presentation today, but first a little history. My dear old grandfather arrived in Kalgoorlie, as a mining engineer 100 years ago. Do you think he would have chuckled if someone suggested to him that a hundred years later we would just be starting to understand Kalgoorlie's geological mysteries? Well, here we are 100 years later and Croesus Mining is fortunate to be part of a generation now realising the true potential of Kalgoorlie's Goldfields. This provides us with a very fertile field in which to sow the seeds we can obtain from the World's Best Practice in Mining and Processing. With each new mineral deposit being discovered, old theories are being exploded. Each new deposit has a personality of its own, leading to some belated pioneering theories of where to drill next, and how to reduce internal costs so that we can win the war against constantly increasing external costs. What we have now and what the old timers didn't have is a huge database of geological input spanning several gold booms and a couple of nickel booms. My only interest in history is to pick up the points that may help us for our future. This is what we are doing in our company which is something of a David, in the David to Goliath range of mining companies in Australia. As a humbling thought; of the 115 164 tonnes of gold that the world's mines have produced throughout history, four tonnes have been produced by Croesus Mining. That's equivalent to 0.003 per cent of the total world's gold production. In the past financial year we achieved a dividend yield of five per cent. To put this into perspective, that's over twice the dividend yield of BHP, Australia's largest company. As we are somewhat less known than BHP, let me spend a few moments giving some particulars of our company's background.

In taking the chair at this meeting of the Australasian Institute of Mining Engineers, I feel it my duty to thank you for the honour you have conferred upon me by electing me President for the current year, especially as Bwken Hill is the birth place of the Institute and myself one of its foundation members. I will now endeavour to entertain you for a short time with a few reminiscences of Broken Hill from its inception. Beyond the fact that the mines on the Broken Hill lode have paid to their shareholders in dividends and bonuses no less a sum than £896,500, created and maintained a city of 25,000 inhabitants. supplied a large proportion of the revenue on the railways of a sister state, and made their influence felt throughout the 'commercial centres of the world, very little, I regret to say, is known by the general public as to the form, extent, or vastness of the ore bodies, or the mode of occurrence of the various classes of ore which have been found to exist in them. It has occurred to me that a short paper by the senior mining manager on the line of lode might prove interesting. Across the life-of-mine, water is both an essential commodity to mining, and one of the most significant hazards. In Australia, a land of drought and floods, availability of water is a critical strategic risk for mine sites and neighbouring stakeholders, with both insufficient water leading to curtailed operations and contested space, and extreme water closing operations through flooding of mine sites, transportation infrastructure and unplanned regulatory restrictions. In addition to these major strategic risks, water must be addressed in operational risk management activities in many different ways.This paper develops a set of categories for classification of water risks based on academic papers from the water in mining literature. These categories are applied to media content analysis of articles in International Longwall News (ILN) (an online coal industry news site) obtained with the search terms ‘water’, ‘rain’ and ‘flood’. Identified risks are discussed within the context of the life-of-mine. The paper uses these same categories to analyse the treatment of water risks in a new coal industry risk management body of knowledge called RISKGATE (http://www.riskgate.org, Minerals Industry Safety and Health Centre, The University of Queensland). The discussion of water risks in both INL and RISKGATE is compared and contrasted to pinpoint opportunities (and a roadmap) for further development of a specific RISKGATE water module for site-based operations.
