Project approvals are the key mechanism to balance the environmental, social and economic aspects of a project. The assessment approaches vary significantly between states, with some having a strong emphasis on social, economic and environment, while others focus primarily on the environmental issues. There are a number of approaches which proponents and governments should consider which not only deliver better project outcomes, but can save proponents time and resources in delivering the project.   These approaches are not new but are often poorly implemented. This paper considers a number of these approaches and outlines the benefits they bring.

The Clyde Power Project, and its Clutha Valley Development forerunner, has taken widespread investigations for various hydroelectric purposes both along the valley floors upstream from Alexandra and on the higher schist terrain. As part of this work the nature and extent of many of the alluvial deposits have been resolved and the ages established with varying precision. Gold values have been approximately appraised in some areas as an element of environmental assessment.

Maghemite - A Source of Heavy Medium for Coal Washeries Use of magnetite as heavy medium in coal preparation plants has been increasing steadily in recent years. It might be in short supply in some areas or excessively costly in certain times. In Turkey, the cost of heavy medium magnetite has almost tripled since 2003. As a result, alternative sources of heavy medium material have been evaluated. A maghemite ore from Elbistan-Kahramanmaras was found to be an interesting source. Tests showed that the maghemite ore can be enriched via magnetic separation at 1556 gauss to obtain a heavy medium material with 4.93 g/cm3 density and 97.22 per cent magnetic recovery. Further tests were conducted to determine the optimum field strength for magnetic separation, friability and regeneration recovery.

There is approximately 240 000 tonnes of arsenic trioxide dust stored in underground chambers at the Giant Mine in Yellowknife, Northwest Territories, Canada. To minimise the amount of arsenic released to the environment, a number of closure alternatives are being considered. One alternative is to mine the dust, encapsulate it and dispose the mixture into a secured landfill. The potential leaching behaviour of the encapsulated dust was examined in a laboratory programme. Cylinders of arsenic trioxide dust mixed with cement/aggregate and bitumen were prepared. The dust content varied between zero per cent and 60 per cent of dry weight charge. The cement cylinders were tested for strength, leaching and freeze/thaw durability. The bitumen cylinders were tested for leaching only. The results show that increasing dust content in the cement cylinders negatively impacts the strength and the freeze/thaw durability of the samples. A contributing factor is likely the high water to cement ratio in the samples. Leaching tests show that arsenic release from cement cylinders increase with increasing dust content. Arsenic concentrations in leachates do reach a plateau at a certain point in time. Arsenic release from bitumen cylinders was significantly lower compared to cement cylinders. Arsenic concentrations eventually were less than 0.05 mg/L in samples containing up to 25 per cent arsenic trioxide dust. Arsenic leaching rates were found to decrease by an order of magnitude over the course of three months.

A study was undertaken to investigate the relationship between the quantity and value of economic demonstrated resources discovered for 12 mineral commodities over a ten year period and the expenditure required to yield such mineable resources. The results showed that for every dollar spent on exploration, there is an apparent in-ground average value of around $54 dollars contained in the economic resources found. While this appears to be a satisfactory return, it should be remembered that more than 99.9% of exploration programs are judged to be failures because a viable ore body or mineral deposit was not proved up. What is behind this seeming paradox?   The fundamental truth behind mineral exploration is the fact that the more you explore, the more you find, and that one success will often lead to further discoveries. It appears that one rich and viable deposit creates such surplus that its inherent high value ('the pot of gold') makes up for all the failures. In short, mineral exploration is a high risk business with uncertain returns. However, with skill, enthusiasm, experience and venture capital, it can yield larger than normal returns for the brave and the fortunate.   Analysis of exploration expenditure and economic resources discovered for the period 1987 to 1996 revealed that the apparent in-ground value of economic ore discovered per dollar of exploration expenditure varied from a high of $429 for iron ore and $261 for bauxite to a low of $22 for gold and for lead, and $5 per dollar of diamond exploration expenditure. Preliminary conclusions drawn on the reasons for the variations observed include the inherent ease or difficulty of discovery for different mineral commodities which may in some cases, relate to the natural prospectivity of Australia as a whole. Layered deposits like iron ore and bauxite appear to yield higher in-ground value returns on the exploration dollar. To some explorationists, this may be considered as seemingly obvious, but it may have more to do with very large-exploration tenement grants pursued by various Australian State Governments in the early 1950s and 1960s than the apparent ease of delineating a stratabound deposit.   Despite the apparent relatively low in-ground value produced by the gold exploration dollar of $22, the 5660 tonnes of gold discovered in this ten year period was worth $9.1 billion and representing over a quarter of the new mineral wealth created in the ten years to 1996. This contribution, along with that from the other minerals discovered over the period, led to a significant boost to Australia's export income and standard of living.   It is concluded that, given the nexus between the amount of mineral exploration expenditure and the quantity of new resources likely to be discovered, this knowledge may help policy makers seek to influence the rate of resource discovery in countries like Australia for the benefit of the nation.

The problems of magnetite build-up have plagued the non-ferrous pyrometallurgical industry for many years. To better understand these problems, a study was undertaken to determine the thermodynamic variables that affect the behaviour of magnetite under different smelting conditions. Equilibration studies were performed in the nickel smelting systems of matte-gas and matte-slag(silica saturation)-gas. The relationship of thermodynamic variables such as temperature, sulphur and oxygen partial pressure and matte grade on iron and magnetite activities were calculated and the significance on smelting parameters such as metal losses and partition coefficients were defined. The experimental data from this study were employed to develop practical methods which could be used to control the build up of magnetite, as well as to obtain additional metallurgical benefits. In general, a lower sulphur partial pressure and higher temperature operation was shown to enhance the metallurgical benefits of nickel smelting by decreasing the magnetite activity. Operating in this manner can also have added benefits such as higher metal recoveries, more efficient vessel utilisation and efficiency and lower smelter emissions at equivalent or higher primary furnace matte grades.

Geopolymerisation is a new technology that processes and transforms aluminosilicate minerals into mechanically strong and chemically stable products. In this investigation, minerals such as fly ash and kaolinite were used as the solid raw materials for geopolymerisation. Inorganic salts were added to the geopolymeric pastes to simulate ionic contamination during processing for building and construction applications. The resultant products were examined and characterised physically. It was found that the early strength development of geopolymeric pastes could be changed according to the nature as well as the extent of the contamination. At a small dosage, the effect of the contamination on the early geopolymeric system depended heavily on the nature of the artificial surfaces that were created in the geopolymeric solution through the addition of the chemical additives. For example, the samples containing MgCl2 and Mg(NO3)2 had shown the same yield stress developments due to the similar surfaces that were formed. The cations of these salts were expected to hydrolyse and form magnesium hydroxide precipitates immediately after the addition to the early geopolymeric systems. The calcium cations of CaCl2 also precipitated upon addition, but the nature of the surfaces of these hydroxides was quite different to those of the magnesium hydroxides and gave rise to different yield stress development. The samples that contained the insoluble salts (in water) demonstrated different yield stress development when compared to each other because of the different nature of the additive surfaces that were exposed to the geopolymeric solution. These results suggested that heterogeneous nucleation could be responsible for the change of the rheological behaviour upon inorganic salt addition. When the extent of the ionic contamination was large, the anions released from the insoluble salts (in water) changed the nature as well as the concentration of the geopolymeric solution and the setting processes were retarded. Oxides, in general, behaved very differently from other salts, indicating the uniqueness of the oxygen anions in a system rich in hydroxyl and silicate anions. The inorganic salt contamination in geopolymers did not show any significant signs of structural change according to the XRD diffractograms collected. The seven-day compressive strength was not lowered by the inorganic salt contamination and it could sometimes be beneficial to the product performance, for example, an increase of 20 MPa was induced by the addition of calcium oxide. Inorganic salts as chemical additives have demonstrated the potential to modify setting times of geopolymers without sacrificing much of the productsÆ strength and integrity.

The growth of "Unit Load-cargo handling technology in world cargo lin- er trades over the last decade has cre- ated a situation in which special pur- pose-vessels (cellular container ships, roll-on/roll-off vehicle deck ships and Lash type vessels) are rapidly replac- ing conventional cargo ships, the principal means previously available for transporting heavy lifts. Consequently heavy lift traffic has tended to accumulate awaiting ship- ment, especially where discharge is required in "off beat" locations. A partial solution to this problem will be provided by new and small but exceptionally versatile ocean going heavy lift carriers now finding their way into world trade routes. These new ships combine extremely high lifting capacity, high manoeuvreability and exceptionally shallow draft with bow and stern Ro/Ro capability. They can handle rolling loads of exceptional size and weighing up to 1,000 tons Each. But the problem is a far larger and more serious but essentially a domestic one. Major industrial pro- jects in Australia will require pro- gressively heavier and larger plant and construction sites are becoming much more inaccessible. Whereas these new ocean going heavy lift carriers have ample capacity to satisfy part of the total transport requirement, there is clear evidence to show that domestic transport resources have little if any potential for increase in capability at the same rate as demand or at the same rate as sea transport facilities. Resolution of the larger problem is within reach but only through a pro- perly co-ordinated approach to future planning for the overall needs of large scale projects on a national basis. This co-ordinated approach must involve Federal and State government transport administrators, railway and highway authorities, shipping and road haulage interests and finally the planners of the projects which require these improved heavy haulage services.

The ERMS Process was developed during four years of testwork by Austpac Gold NL to overcome the severe metallurgical problems of the ilmenite atWestport, in the South Island. These deposits have been known for about one hundred years. They were originally mined for gold, and only later attracted attention as a possible source of titanium minerals.   The resource is of world scale and may exceed 20 million tonnes of contained ilmenite. Similar deposits occur at Barrytown further south and together these areas would constitute an important opportunity for export-oriented mineral development, if a viable beneficiation technology were available. Further processing is essential, as the composition of the ilmenite is well below market specifications.

Study on Reasonable Mineral Processing Flow Sheet of Yunfu Low-Grade Pyrite Ores Low-grade ores in Yunfu Pyrite Mining Area were investigated, in order to find an economical, reasonable and environment-friendly mineral processing technology, which is of low consumption and high efficiency in pyrite recovering, which can ensure that the quality of pyrite concentrate product is eligible for sale and the sulfur content of the discharged tailings meets the national emission standards. A flow sheet with a classification, a jigging for coarse-grain minerals and a spiral chute separation for fine-grained minerals was adopted, and the sulfur grade and recovery of the pyrite concentrate is 35.50 per cent and 86.70 per cent respectively, while the grade of tailings is only 6.70 per cent.

The Porgera Gold Mine, located in the highlands of Papua New Guinea, has produced over 5 million ounces of Au, since its opening in late 1990. The deposit is located within Upper Cretaceous Papuan Platform sediments approximately 25 km south of the Lagaip Fault, and is spatially and temporally associated with the 6 Ma alkaline Porgera Intrusive Complex.

The efficiency of any iron ore value-adding operation is closely associated with detailed knowledge of the mineralogy, especially in the processing of lower grade and complex ores. There are a number of physico-chemical properties of iron oxide mineral phases (eg goethite, hematite and magnetite) that can be prudently exploited to enhance their processing efficiency. Recent iron ore studies on the upgrading of high-goethite iron ores have highlighted that the knowledge of the various phases of both iron oxide and gangue minerals is critical to the economic processing of these ores. Appropriate knowledge of this kind can lead to better-designed flow sheets for economically viable production of saleable products. With the increasing use of goethitic materials as blend components of iron ore concentrates for steelmaking, this review paper focuses on relevant beneficiation processes and the pivotal role of mineralogy and petrology in producing saleable iron oxide concentrates from ore blends. For goethites, mineral impurities including silica, phosphorus and alumina are very important. Use of Impact Crushing for the Enrichment of Low-Grade Colemanite Concentrates This paper presents the results of an investigation into the enrichment of -25+3 mm low grade colemanite concentrates exploiting differential breakage properties of various minerals associated within the ore sample. Boric acid production process requires concentrates containing at least 42 per cent B2O3, hence concentrates below this grade either stock piled or further treated to increase B2O3 content. The low grade concentrate is obtained as a by-product of Emet Colemanite Concentrator and the B2O3 content may vary around 37 - 38 per cent. The sample used in the experimental studies assays 37.52 per cent B2O3. In the experimental procedures the sample was crushed using a laboratory size horizontal shaft impact crusher and the products were classified into different size fractions by screening so that any improvement by size could be observed. In the tests the effects of parameters such as the revolution speed of the crusher and heat treatment was checked. Test results prove that boron contents show a tendency to increase as the particle size decreases. As a result of the experimental studies a colemanite concentrate assaying 42.13 per cent B2O3 is produced with 76.55  per cent recovery. Arsenic content is seen to change inversely proportional with the B2O3 content of the concentrate such that it drops from 1016 ppm from the as received sample to 676 ppm in the concentrate.

This approach provides information in a form that business can measure performance in a repeatable and enterprise wide sense.   This paper provides an outline of the due diligence process applied in this way, drawing from lessons learnt and industry based experiences in the due diligence process and the benefits and tools that can  be applied in an environmental and social due diligence business performance assessment

Currently, underground mining of deeper massive deposits with lower grades, harder rock conditions in high strength environments, entails difficulties in caving, fragmentation and seismicity of the orebody.So far, the use of preconditioning (PC) with hydraulic fracturing (HF) has shown positive results in terms of seismic response and caving performance, while PC combined with explosives aims to weaken the rock mass, causing an additional effect on fragmentation.In particular, mines commonly referred to as ‘supercaves’, operated by caving methods, have the need to integrate mine to plant processes, where rock fragmentation appears as a key tool. In fact, it implies making mining and comminution processes more efficient to the plant and for mines, it justifies the search of innovative solutions in drilling and blasting techniques to precondition the rock mass. The following paper aims to show the feasibility of numerical blast modelling to weaken the rock mass using explosives, mainly through sensitivity analysis applied to designs to minimise bias and uncertainty in the results. It is shown how the presence of structures, their geometry and in situ stresses influence or interfere with the PC method being used.From the work, it is concluded that better knowledge on the application of explosives weakening allows specialists to strengthen numerical models associated with every design and therefore previously validate their applicability, helping to understand complex phenomena such as the propagation of mechanical waves in non-elastic heterogeneous media. In this sense, it is understood that while there are studies (Sanchidrián, Segarra and López, 2006) showing that the transfer of energy in the rock mass could be even greater in a confined environment, the more competent rock mass and higher in situ stresses interfere mostly on the effectiveness of a technique using explosives.CITATION:Gottreux, I, Córdova, E, González, P and Videla, J, 2016. During the middle of this century, exploration and mining reached a low ebb in New Zealand. Tas McKee did his utmost to rejuvenate the mining industry, using the latest technology and an understanding of the environment far ahead of his time. Today, advances in the geosciences enable sophisticated exploration to proceed to the drilling stage before any significant environmental disturbance is created. Thereafter developments are now carried out with integrated management of the environment and rehabilitation so that disturbed land can be used for other purposes once mining is finished. Thus, we now have environmental engineers and scientists taking their place as professionals in our Institute.

The discovery of Olympic Dam in 1975 and, more recently, Prominent Hill in 2001 and Carrapateena in 2005 demonstrates the potential for world-class IOCG deposits in South Australia. Potential for further discovery of large IOCG mineral deposits in the Gawler Craton and the Curnamona Province is high because of continental-scale pervasive iron-rich alteration, crustal-scale structural preparation and unique magmatic-hydrothermal conditions. Recent exploration successes point to the effectiveness of new exploration tools and technologies to locate this style of mineralisation under cover. The gold endowment of these orebodies located in South Australia exceeds 75 Moz, with further discoveries to come. The lead time between discovery and development of the multi-million ounce Prominent Hill copper-gold mine in less than seven years demonstrates how quickly this style of deposit can be brought into production in South Australia. Clearly these long-life, multi- commodity IOCG deposits mines are an immediate exploration and future growth opportunity for the gold mining industry to replace ever depleting gold inventories.

In a modern economy there is a compelling case why governments should not own property rights to mineral deposits. Assuming they do, however, governments will use these constitutional rights to raise revenue. They have two basic instruments to achieve this; a royalty charge on price or a rent tax on income/profits. On the one hand, a royalty charge creates a 'deadweight loss' to society by increasing cut-off grades and decreasing the life-of-mine. They are also regressive. However, they are easy to administer. On the other hand, a rent tax avoids the problem of 'deadweight loss'; it does not impact on the life-of-mine because the tax structure is neutral. But, they are difficult to administer correctly, particularly in the determination of rents and the definition of mining per se. If rents are incorrectly determined capital markets are distorted. And, if mining activities are incorrectly defined, downstream activities could be adversely affected.

Lode gold deposits of the Western and Eastern provinces, South Island, New Zealand , formed as a part of the Cordilleran-style tectonism during Tasman/Tahua and Rangitata orogenesis along the Paleozoic-middle Mesozoic southern Gondwanan margin. These deposits, hosted by lower grade greenschist facies sedimentary rock sequences of the Buller, Takaka, Torlesse, and Caples terranes, universally show geological features that are consistent with the orogenic gold deposit model, and genetic features are generally suggestive of a metamorphic origin, with the possible exception of a magmatic fluid source for the mineralisation at Sams Creek. However, ore fluid chemistry in Mesozoic deposits of the Eastern province, particularly the low concentration of non-aqueous volatiles and the very dilute nature of the fluids, is uncharacteristic of most orogenic gold deposits; this must be explained by either a unique fluid source or fluid type, which we believe unlikely, or an unrecognised significance of relatively rare gas-rich fluid inclusions in the deposits. Absolute age data for gold deposits in both provinces remain equivocal, thus hindering definition of the exact temporal relationship between ore formation and terrane accretion, regional metamorphism, and magmatic arc emplacement. Mercury and antimony occurrences in subgreenschist grade parts of the Haast Schist may target the upper levels of unrecognised orogenic gold deposits. If low-grade, high-tonnage intrusion-related gold systems occur on the South Island, then they are most likely to be discovered in association with the small molybdenite-, scheelite-, or cassiterite-bearing quartz stockworks spatially related to the Karamea and Median batholiths.
