THE interpretation of notched-bar impact results has been a matter of controversy since the introduction of more or less standard tests by Fremont,1 Charpy2 and others at the turn of the century. Many investigators3-l1 have contributed to the understanding of the significance of such tests. Several symposiums12,13 have been held with the express purpose of discussing the significance and interpretation of the impact tests. It is not the purpose of this paper to review all these contributions to the development of the knowledge on this subject, but rather to present an interpretation of notched-bar impact tests that appears to be in agreement with the available published data. Fundamentally, the interpretation discussed in this DaDer of the brittle failure of some steels in notched-bar impact test is similar to the qualitative analysis presented by Ludwik3 in the 1920's. Essentially, Ludwik stated that the function of the notch was to increase the tensile stress necessary for yielding, and that brittle failure occurred when the stress necessary for yielding exceeded the normal stress required for fracture (with no plastic de- formation). Ludwik, however, had no means of measuring this normal stress necessary for failure of a plastically* undeformed metal, therefore he could not extend his interpretation beyond the qualitative stage. Kuntze14 and recently MC- Adam15 attempted to determine the effect of deformation on the stress necessary for fracture by testing, in tension, specimens notched to various depths and angles. Because of the uncertainties in Kuntze's (and RlcAdam's) analysis of the stresses (which have been pointed out by SachsI6) and the inherent nonuniformity in the stress distribution in notched bars, the results of such investigations are difficult to interpret. A more direct method of measuring the effect of deformation on the fracture stress was suggested in previous papers17-l8 and has been utilized in the present investigation. The present paper concerns itself primarily with the behavior of notched impact specimens. The effects of strain rate, temperature, and stress distribution, which are discussed with reference to the impact specimen, apply just as well to the behavior of metal at the bases of notches in any engineering structure. All that is necessary is to determine the stress distribution in the structure at the base of the notches.

MY first Nevada City mining reminiscence is one of seeing Capt. Thomas Mein, over 52 years ago, in the old Wyoming mill on Deer Creek about a mile below the town of Nevada City. Captain Mein was then superintendent of the Wyoming mine, where the old fashioned Cornish pump was used, as well as hurdy-gurdy water wheels for power. This mill was one of the typical, up-to-date mills of that time and consisted of stamps, fed by Chinese hand feeders, who also cobbed the ore down to a small enough size to be fed into the mortars. Stamps at that time were of light weight and crushed about one ton to one and a half tons to the stamp, the pulp going over plates, then into sluices with self-raising gates. When a sluice became full the pulp was shut off and directed into the parallel sluice, also with a self-raising gate. The concentrate thus collected in the sluice was shoveled out and carried to Cornish buddles and there cleaned up, preparatory to being sent to a local custom chlorination works.

THIS method of briquetting flue-dust, or flue-dust mixed with fine ores, or, in a few exceptional cases, coke-dust, has come into large commercial use in Europe, and a small plant is already in operation in the United States. It promises to become of such great importance to the iron industry of the United States that the following description will certainly interest the majority of our pig-iron producers. Discovered in 1908, the process rests upon the observation of Dr. Schumacher that blast-furnace flue-dust, while possessing of itself no binding or cementing properties, acquires strong cementing properties if mixed with a very small amount of certain salt solutions, the amount of which is so small that the resulting cementation appears to be rather by catalytic action of the salts added than by the mass-action of such chemicals. To be more specific, fresh blast-furnace flue-dust mixed with from 5 to 10 per cent. of its weight of magnesium chloride or calcium chloride solution-that is to say, with from 0.25 to 2 per cent. of its weight of magnesium chloride or calcium chloride-acquires the property of setting within a short time, from 15 to 60 min., and forming a hard cemented briquette. Alkaline solutions appear to have no action such as described, and they even interfere, if present, with the action of the magnesium and calcium solutions. When treated in this way the flue-dust briquette sets very hard, apparently from pure excess of cementing- and setting-power. It is, therefore, possible to . mix with the flue-dust a considerable proportion of inert ore or like material, which has no setting-power by this process, and thus to make a compound briquette containing large quantities of ore mixed with flue-dust, but in which the flue-dust may be regarded as the cement or binding-material. In the winter of 1902, while occupying the position of mining and examining engineer for the Mountain Copper Co., Ltd., of Keswick, Cal., I had .occasion to discuss with the General Manager, among other things, the question of the enormous waste of sulphur in smelting cupriferous pyrite ore, and to cast about for means to utilize this waste or to render the fumes innocuous to vegetation. The decreasing rate of production of California farms, the consequent need of fertilizers, and the opportunity thus offered to utilize large quantities of sulphuric acid in the manufacture of superphosphates naturally brought the subject to the practical and commercial side of phosphates. I was informed that the company had made efforts to find phosphates in the West, without success. I advised as a start placing inquiries for phosphate deposits on the Pacific coast in the current mining journals. This was done, with the result that in January, 1903, from an advertisement in the Mining and Scientific Press we got track of a deposit in Rich county, Utah, through T. J. Wilson, of the Southern Pacific railroad in San Francisco. As soon as snow in the mountains would permit, in May, 1903, I undertook an examination of the property, with the result of recognizing the importance of the find, in spite of its lack of facilities for transportation at a commercial figure. On June 15, 1903, I concluded my report by saying, "This may be one of the world's deposits of phosphates." On Nov. 17, 1903, I concluded my report for the season in the following words : " I have now no hesitation in saying that I believe the Carboniferous formation so largely developed in the Wasatch mountains of Utah and the mountains of the Great Basin will prove to be one of the greatest storehouses of phosphoric acid in the world." I am deeply sensible of the honor you have conferred on me in electing me your president for this year. It is difficult to understand why I have merited such distinction at your hands, except that I may possibly have helped, in some small way, in the develop ment of metallurgical practice in the West. I fear, however, that I shall fall far shirt of the expectations you may have in regard to my fitness for such a position. The responsibility of preparing an address for this occasion has caused me considerable thought and anxiety. Unlike my predecessors in office, many of whom have dealt in their presidential addresses with subjects covering a wide field, which they could survey with the confidence born of their own extensive knowledge, I have been confined by my experience, during the last twenty-five years, almost wholly to that portion of metallurgical science which bears especially on the treatment of gold and silver. Yet perhaps some sort of general review of the progress of this branch of metallurgy in the West, besides being the contribution I feel myself best qualified to offer, may prove acceptable to many of the members of the Institute. Some few of the gentlemen present will remember the crude condition of metallurgical practice as it was conducted in Colorado only twenty-five years ago. My own personal experience covers a period of eighteen years; and during this comparatively short time I have seen the most astonishing changes in the conduct of metallurgical works. In all probability the marked progress which this country has exhibited could hardly be reached anywhere else, and this result has been achieved mainly by the activity and enterprise so characteristic of the men of the West. The first little successful attempt at smelting made at Black Hawk, in 1867, by Ex-Senator N. P. Hill, representing the Boston and Colorado Smelting Company, proved a great boon to the miners,

At the conclusion of my paper on the same subject read at the Boston meeting of the Institute, I offered to send some of sample No. 2 to any chemist who wished to analyze it. Eight chemists wrote to me for samples; so far I have received results from five. I give these results in a table (on the following page), together with the results previously obtained: As to the chemists and their methods : K is an iron-works chemist whom I only know by correspondence; lie writes: "No. 27(13.64) was obtained by the method I generally use, as follows : Dissolve 0.8 grams spiegel in hydrochloric acid and a little potassium chlorate, in a half-liter flask. Boil off most of the acid, add ammonia in slight excess, redissolve in acetic acid, using rather more than is really necessary, and then add 8 or 10 grams of sodium acetate and make up to the mark with warm water. Boil hard for fifteen minutes, then allow to settle (cool?), until the liquid reaches the mark, and withdraw 300 C.C. of the nearly clear liquid. Add to this an excess of hydrochloric acid, evaporate to dryness, take up with hydrochloric acid and water, and separate the iron by two precipitations with ammonia (I have often tested the ferric hydrate for manganese, but have never found any, if the separation by ammonia was properly made). Finally, precipitate the manganese as phosphate." Nos. 28, 29 (13.35, 13.07) were by Ford's method." No. 30 (13.50) was by Troilus's method He writes, " I may add the results are quite as good as I expected, although for any element except manganese, they are not close enough for anything like accurate work." For an account of the discovery and the determination of chromite on Port au Port Bay I am indebted to Mr. Obalski, Government mining engineer for the Province of Quebec. He writes: " In June, 1894, with the authorization of our Government, I went to Newfoundland to examine some asbestos property. Passing through Halifax, I had interviews with some gentlemen who told me that besides the asbestos there was in the same district a big deposit of iron-ore. They handed me some specimens, and, after ascertaining that they were not magnetic, and learning that they were found in serpentine, I said they were chromic iron. I visited the place on June 27, 1894, and confirmed my opinion, pointing out at the same time the importance of the deposit, as appears in my report of July 9, 1894. I do not claim any credit for the discovery of chrome-ore in Newfoundland; but, as a matter of fact. when I came in contact with the Halifax gentlemen they did not appear to know the nature or the value of the mineral until I mentioned to them that it was chromite. "' Mr. Obalski's report was mainly devoted to the asbestos-deposits. That portion relating to the chromite was as follows: " On the right side of the creek there is a show of chromic iron of good quality, which appears scattered through the serpentine in several places on the face of the cliff for 40 to 50 feet. A few boulders are found farther up at a distance of 100 feet, and also in the ckeek itself. From this point the deposit exists on a relatively large area, the widest exposures being from 6 to 7 feet. Chromic iron deposits in serpentine rock have no regularity, and are merely pockets. In the case of the property in question this rule is not changed, but the pockets look to be of large extent, and could be easily worked." My own preliminary investigation of the property was made

The conversion of a successful research and development effort into a money-making business venture requires careful attention. Problems of a business nature, such as market size, product selling price, raw materials and fuel availability and cost, financing factors, local and national taxes, licensing arrangements, etc. must, of course, be considered and resolved. In addition, the technical questions involving the scale-up of pilot plant or laboratory results to the full-scale plant must be resolved in order to avoid the financial disaster that attends a major delay in the startup of a commercial facility. The very difficult and demanding task of providing the interface between the research laboratory and the profitable metals processing plant will be discussed with examples from the author's extensive experience. After I had accepted the invitation to present a paper on the above subject of the interface between R & D and production operations, I began to give some serious thought to the subject. The program chairman had told me, in conveying the invitation, that what the committee had in mind was a discussion of positive and negative, forces in that interface, based on "gray-hair" experience. I am, therefore, at least physically qualified! My first reaction was one of mild shock; after over twenty years in the direct pursuit of the conversion of research and development findings into plant operations, I had never tried to sort out my , experience into a formal system of DO'S and DON'TS for the edification of posterity. However, after a little further reflection, I realized that this carries no stigma. No one has been able to formulate such a set of rules, and it is not really very likely to be done. Particularly if they are to be practical. I shall therefore settle for a more modest goal; I will simply discuss the factors that I have come to believe are the most critical in insuring that re- search and development results are converted into successful operation.

THE petroleum economics session," held on Wednesday morning, Feb. 20, 1929, presided over by Campbell Osborn, chairman, proved to be of un- usual interest and resulted in serious and constructive discussion of the papers presented. The first paper on the program, "Gasoline Economics and Refinery Operation," was by H. J. Struth, petroleum economist of the Gulf Publishing Co., Houston, Tex. While this paper was intended to cover the re- finery situation, it also presented the author's reasons for believing that the oil producer should give cognizance to gasoline demand as a most reliable barometer by which to parallel the production of crude petroleum. The discussion which followed brought out some interesting points in connection with the immediate outlook for the industry as a whole during the present year. Some advanced the opinion that, regardless of the out- come of proration efforts, the refiner is in a position to conduct his operations on a reasonably profitable basis, provided that he exercises control over them. This would mean running less crude and resorting to wider utilization of cracking to produce the gasoline demand. Thus, if the refiner uses diligent care in scheduling his still runs, the producer will be obliged to carry over a large stock of crude this year, unless he is able to keep production below the limits prescribed by the demand for gasoline.

The demands for increased productivity on the 1967 coal industry have generated new operating trends and fresh approaches to old methods, which have enabled the industry to keep pace with the expanding economy. Changes, while not radical in concept or design, have been plentiful and are marked by the refinement of the already tried, tested and proven. Perhaps not since World War II have there been demands on equipment manufacturers to design and deliver such diversified types of machines as those required by the industry in the past year. Equipment developments-following a plan which calls for higher productivity, lower maintenance costs and greater machine availability- have tended more toward increased horsepower and heavier, more rugged equipment. Electrical and mechanical components, designed in many instances with maximum reliability rather than initial costs as the main criterion, have contributed to the improvements in over-all performance. High-strength, specialty steels are finding use in a wide range of equipment applications. The horsepower capacity of electric motors being installed is more frequently being rated on a continuous basis rather than the former one hr or less and, as a result, fewer failures now occur because of overloading. These developments reflect the pyramiding cost of equipment down-time and represent definitive progress in reducing the magnitude of the problem.

Your organization and the members thereof are constantly thinking of Gays and means whereby greater efficiency may be developed. It is often said that this Nation has become great because of its almost up limited supply of raw materials at low production 'costs. This was undoubtedly true in the earlier years but today we face an entirely different situation. We have learned that nature has been very generous in supplying all parts of the world with ample resources of various kinds to meet the demands. This applies to practically all commodities but for the purposes of this discussion, we will limit our remarks to petroleum.

Marcona Mining Company operations are located 500 kilometers south of Lima, Peru, on the Pacific Coast, at approximately 15º-22' latitude south and 75º-11' longitude west. The terrain is sandy rolling hills ranging from sea level at the coast and rising sharply (escarpment) to an elevation of 800 meters at the mine area. The climate is arid and windy with a moderate year-round temperature, ideal for a year-round mining operation. San Juan, a new and modern community of 14,000 inhabitants and developed by Marcona, houses the working forces and their families.

As papers are placed before you upon large gas-engines in Belgium and Germany, it was considered that some information should be given upon the same subject in Great Britain. I therefore agreed to compile these notes, which I have made very short in view of the somewhat full nature of the other papers presented to this meeting, and considering the complete nature of the many publications which have been made recently upon the subject of large gas-engines. I give below Tables I. to VI., showing the number and particulars of large gas-engines which have been built or are building by British makers, and in view of the growing size of gas-engines I have concluded that engines of less than 500 h.p. cannot now he included in the category of large gas-engines, and therefore I have not considered engines under that power. STEAD, Middlesbrough, England (communication to the Secretary*).-As I have not personally studied the question of quenched and distorted manganese steels I cannot give any information of my own on the subject. The question as to whether certain indications in strained manganese steel are "slip bands" or "twins" might be settled, I think, by heat tinting-a method I have applied with success to certain meteorites and other alpha irons in which there were undoubted twins. After polishing and very slightly etching with picric acid in alcohol, and then "heat tinting," the colors assumed by the twinned strata and the adjoining metal are different. The reason of this, as I have proved repeatedly, is that different faces of the iron crystals are differently attacked by oxidizing and other reagents, and consequently some of the faces take temper oxidation tints more rapidly than others. This simple method enables one to determine with certainty whether the "twins" are actually, twins and differently oriented from the bed in which they are found. After correspondence with Dr. Howe, I think we both agree that Neumann lines should not be called "lines" but "bands" or "strata," preferably the latter term, as I have found that they are more or less continuous throughout the crystals, and it would be just as improper to call the edges of cementite plate by the term "lines" as to call stratified twins by the same term.

Marquard—The problem of the automatic control of a grinding-classification circuit is not nearly as simple as has been indicated and it cannot be universally solved through the application of this device. The sound emanating from a ball mill such as the metallic clink of the balls against the liners can at times be misleading. The fact that the sound level due to the balls hitting the liners may be at a minimum does not necessarily mean that the mill is properly loaded. I have in mind an ore we treat that has a soft talcy gangue. The soft fluffy nature of this material makes the sound from the ball mill a most misleading parameter that is worthless as a means for controlling the amount of ore fed to the mill. In every milling plant there are transportation lags due to the time it takes the ore to travel from the mill bins to the ball mill. In many plants there may be several different transportation lags due to varying distances of bins from ball mill. These transportation lags can most seriously affect the operation of a controller. It has been found that under many circumstances the transportation lags can be so bad as to cause the controller to hunt seriously. Hunting can and in many cases does become so serious as to render automatic control impossible because of the surges it causes. While it is possible to compensate for this type of lag, this apparatus does not lend itself readily to accomplish the required compensation. Further, if there are groups of bins at various distances from the ball mill, compensation for one may not be sufficient or may be too great for another. Each milling plant presents a separate problem. The apparatus as presently described does not appear sufficiently flexible to accomplish this. NO one questions that it is technically possible to achieve the controlled release of atomic energy in a form that can be converted into heat or electricity. However, before this is actually an accomplished fact a great amount of work must .be done. This work falls into two general classifications: research and engineering development. At present a research program is under way in this country, co-ordinated and directed by the Atomic Energy Commission, which, as time goes on, will uncover fundamental knowledge of this new science that is essential before industrial applications of atomic energy are practical. Undoubtedly therefore, as the store of available knowledge increases, a time will come when answers to the many questions relating to practicality of atomic energy in industry can be determined with reasonable certainty. That the application of atomic energy in industry will eventually be proved practical is assumed. What then are the engineering problems that must be solved before the first practical electric power generating station can be built?

DEFINITE data on the amplitude and effect of ground movement in specific mineral formations, caused by various methods used in the mining of ores, coal, and nonmetals, or in the extraction through wells of petroleum, sulphur, and soluble salts, are increasingly needed because of legal liabilities from damage to overlying or adjacent properties, and growing concern as to the conservation of national mineral resources. Not since the committee was established in 1923 has it been so difficult to get technical papers giving ground movement and subsidence data from specific mine operators. The reasons given, as above indicated, are pending or threatening lawsuits. There are three major objectives in ground movement and subsidence studies : (1) Maximum recovery of a mineral resource. (2) Minimizing damage to surface structures, highways, railroads, and agricultural lands caused by caving or subsidence, which may in some situations, as along the Gulf of Mexico shore, cause flooding by surface waters. (3) Lessening damage to overlying or adjacent mineral by back-filling of mine excavations as completely as possible.

THE professional career of Thomas Septimus Austin, who died at El Paso, Tex., August 23, 1906, was contemporaneous with the growth of the silver-lead smelting-industry of the Far West, to which his talents and zeal contributed in no small degree. Born at Stratford, Conn., December 7, 1853, he was the seventh son in a family of thirteen. His parents were well-to-do; and he received a thorough preliminary training at the Hopkins Grammar School, New Haven, Conn., passing thence to the Columbia School of Mines, in New York, where he was graduated in 1876. His first professional work was that of analytical chemist with a Cuban sugar company. In this position he spent a year, and, whatever else of benefit he may have acquired during that year in Cuba, he gained a facility of speech in the Spanish language which was of inestimable value in his subsequent work in Mexico and the southwestern United States. In 1877, he went to the Rocky Mountains, and, under the firm name of Murphy & Austin, opened an assay-office in Leadville, Colo., which was just then coming into public notice as a rich silver-lead camp. The next year, however, he entered the service of the Germania Smelting & Refining Co. at Salt Lake City, Utah, where he remained until 1882, first as assayer and chemist, and later as Assistant Superintendent. The Germanic bears the honorable distinction of being one of the first of the large " custom " lead-smelters erected in the West. Its founders may be called the pioneers of the modern lead-smelting practice, and the Germania served, to a large extent, as a model for the many plants that sprang into existence during the next few years in Utah, southern Idaho, Colorado and other lead-producing districts.
