MY remarks are addressed to the question whether a program of international mineral control can effectively serve as a means of maintaining world peace in the kind of world envisaged by the Atlantic Charter. They do not touch the quite different questions whether such control could be appropriately used for postwar punishment of Germany and Japan, or for other purposes. I assume also that the question relates, not to the transition period immediately following the war, but to the more normal years which we hope will succeed this. Finally, they deal primarily with metals and metallic minerals rather than with. oil or coal or other minerals, although they may be applicable also to these other nonmetallic materials.

Most mineralized areas in the central San Juan Mountains, Colorado, are associated with the youngest subsidence structures in a large volcanic cauldron complex that formed concurrently with eruption of the surrounding ash-flow field. Two local types have been recognized: (1) fissure-vein deposits along faults characterized by relatively late movement, and (2) hydrothermally altered and mineralized areas associated with postsubsidence Fisher Quartz Latite centers. The first type has provided most production in the past; the potential of the second type has yet to be adequately tested.

In a previous paper' analyses were given describing solute redistribution in dendritic solidification. The analyses were undertaken primarily to permit prediction of "severity of microsegregation" in a casting or ingot after solidification and cooling to room temperature, but can also be used to predict "local fraction solid' as a function of temperature in the solidifying alloy. Numerical results were given for Al-Cu alloys. The aims of this paper are to examine the validity of some of the assumptions of that analysis, and to compare predictions of the theory with experiments. All experiments reported are on Al-Cu alloys, the bulk on Al-4.5 pct Cu alloy. EXPERIMENTS Experiments conducted were on small ingots, 41/2 in. in diam by about 10 in. high. solidified in a controlled thermal environment (i.e., in a resistance-heated, re-circulating air furnace, whose temperature could be controlled to 1°C). In one series of experiments, the ingots were solidified very slowly (solidification time was varied from 8 to 1000 hr) and at constant rate of heat extraction. In a second series of experiments the ingots were solidified ( 'unidirectionally". Fig. 1 is a sketch of the method of making the two different types of ingots. The unidirectionally solidified ingots were fully columnar, and the slowly solidified ingots had equiaxed structures, Fig. 2. In making the slowly solidified ingots, the mold employed was carbon steel, coated with inert refractory. Typically the mold and its environment were heated to 700°C. The molten alloy was then poured into the mold and the temperature of the system equilibrated above the liquidus. The environment of the mold was next cooled with a controller responding to a differential thermocouple that measured the difference between the temperature of the melt and the temperature of the mold environment. The differential thermocouple consisted of one chromel-alumel junction in the melt connected in opposition with a second junction in the furnace. The potential across the differential thermocouple was input to the controller which acted to keep this potential at a set. constant value; hence the temperature difference between the two junctions was maintained nearly constant. Major resistance to heat flow in the above apparatus was between the metal surface and the furnace atmosphere, not in the metal itself. By maintaining a constant temperature difference between the metal and the furnace atmosphere, the controller maintained an essentially constant rate of heat extraction during solidification, regardless of amount of heat released by the metal per unit temperature change. When the metal temperature dropped just below the eutectic temperature. the ingot was removed from the furnace and water-quenched. The unidirectionally solidified ingots were cast in a similar mold to the foregoing except that provision was made to extract heat through the bottom face of the mold by passing air or water through the mold base, Fig. 1. The Compania de Real del Monte y Pachuca started a 10-ton pilot plant in March, 1906. The distinctive features of the first cyanide installations at Pachuca were: grinding in cyanide solution, all-sliming and filtration of ore in which silver constituted the major value. Loreto started with a 300-ton " all-sliming" plant, using jaw crushers, grinding in stamps, Chilean mills and pebble mills in cyanide solution, concentrating with Wilfley tables and Johnson vanners, classification by cones and Dorr classifiers, intermittent thickening by decantation, mechanical agitation in flat tanks by stirrers and centrifugal pumps, filtration in Butters filters and precipitation by zinc shavings. The "San Francisco" mill No, 1 was contemporaneous, using a rather similar flow sheet. We shall trace the main developlnents in the three large mills of the district to their present practice. Developments in Large Mills of District Crushing and Grinding.—The trend of development in this part of the work has been the same as throughout the milling world; via., all increase in the degree of comminution of the ore in dry-crushing machines, the advance from pebble mill to rock mill and then to ball mill and the elimination of the stamp battery through the encroachment upon its field on the one side by finer dry crushing and on the other by more efficient wet grinding. The single-stage crushing in jaw type crushers, used at the start, has been replaced by two stages; at first, both stages by gyratory type and later the present practice, which is the same in all three mills, consisting of gyratory as primary followed by cone as secondary and delivering a product that may be rated at 56 to 1 inch. Primary wet grinding, at first performed by stamps and Chilean mills, is now by hall and/or rod mills; present practice differing widely in the three mills. IN this critical age, people are not content .with the judgments passed on men and things long ago, but must needs revise them. It is an excellent spirit, so long as we do not start out with the idea that old opinions must necessarily be wrong, and that all ancient malefactors must therefore be whitewashed. That interesting ogre, Gilles de Retz, to whom the process has recently been applied, is no longer with us, so no one will be the worse for it, but the old bugbear8 of the steelmaker, sulfur and phosphorus, still are, and now Mr. McIntosh, in a recent article in these pages, asks us to regard one of them in a new light.' This article is a most interesting one, with much of which one must agree. One of his -statements, how- ever, although correct, is somewhat' misleading, and he rather discounts the fundamental objection of the steelmaker to phosphorus, its dangerous propensity to segregate and the secondary effect on the carbon distribution and therefore on the homogeneity of the steel that is produced thereby. Further, the evidence on which he bases his claim that phosphorus does not lower the impact strength of steel is rather slight. The writer views with the utmost misgiving any proposal to increase the amount of phosphorus in steel, and cannot regard it in any other light than as a prejudicial impurity, to be kept down to as low a proportion as possible. It thus becomes necessary to examine the evidence upon which Mr. McIntosh's claims are based

TEN miles from Hartsel, near Antelope springs, in Park county, Colorado, there is a large area of unconsolidated lake beds, which are interesting because at least a part of the lacustrine sands contains in the aggregate an immense amount of gold. During 1906, one of the arms of this dessicated lake was fairly well prospected with shafts and cuts by an Eastern company to test its value, as favorable amounts of gold had in some instances been found upon it. The claims of the company contain about 5,000 acres of the beds; but this is only a small portion of them, a south branch from a main body, which is at least 7 miles in diameter, with other and very wide lateral gulches, paralleling the one herein described on the east and west. A certain amount of digging and sampling was done in the outside areas; but the result was evidently unsatisfactory, since the work was discontinued. his section of Colorado has not been studied geologically, and the age of the ancient lake is unknown. It is probably Quaternary. I spent two weeks on the ground, in September and October, 1906, but was quite absorbed in the sampling. I looked, however, for terraces on the rim-rock and other evidences of movement and erosion, but did not find anything to denote an earlier age than the Quaternary. The granite rim-rock may be Archean; S. F. Emmons says that some of the granites in central Colorado are as old as that. The rim-rock as observed is a gray quartzose biotite-granite, except a small area in Sections 3 and 34, where it is a felsitic (?) breccia. The breccia is silicified by solfataric action at the corner near Shaft No. 7, in Section 34; but this action is older than the sands and does not extend to them. The shaft averaged 50c. per ton, more than twice as much as the rest.

The admission ticket had been signed, on the recommendation of my old and beloved teacher, Bobby Richards, by General Francis A. Walker at the time President of the Massachusetts Institute of Technology, an institution familiarly known as M. I. T. I immediately proceeded to take advantage of that privilege by departing for Steelton, Pennsylvania, where I understood I was eagerly awaited by the educated officials of the Pennsylvania Steel Company. I was some. what disappointed at the casualness of my reception and at being tucked away in that preserve closet of steel works known as the chemical laboratory. INTRODUCTION WITH the greatly expanding use of magnesium during the war, it appeared necessary to the War Metallurgy Committee that the notch sensitivity of magnesium alloy extrusions be further investigated and the influence of various factors upon notch sensitivity be noted. Accordingly, the National Defense Research Committee of the Office of Scientific Research and Development placed a research contract with the University of California, supervised by the War Metallurgy Committee. The work discussed herein was done under "Restricted" Project NRC-21, reported in Dec. 1943 1; it has been released for publication by the O.S.R.D. SCOPE OF THE INVESTIGATION The notch sensitivity of various magnesium alloy extrusions was determined under axial tension, and also under several conditions of nonaxial tension. Hardness, grain size and other metallographic features were observed; stress-strain data were obtained, and the chemical compositions of the alloys were determined, in order to correlate these quantities with the notch sensitivity. Notch sensitivity under axial tensile load was determined for a few specimens which had been cold worked to various degrees by tensile prestraining. Magnesium alloy extrusions studied included Dowmetal 0, X, J, and M. For comparison, extrusions of aluminum alloy 24S-T, cast bars of aluminum alloy I22-T2, and cast bars of magnesium alloy C were also tested, The specified chemical composition of these alloys is given in Table I. All bars tested were within specification limits of composition. Investigation of the tensile notch sensitivity of various magnesium alloy extrusions, under conditions of axial and eccentric load, showed little or no correlation with stress-strain or other conventional data. Since the many uncontrolled variables present might mask significant relationships, one alloy was selected for intensive study. Magnesium 0 alloy extrusions were subjected to experimental heat treatments, and the changing hardness, tensile strength, microstructure, and notch sensitivity observed. EXPERIMENTAL TECHNIQUES AND PROCEDURES Tensile Testing Bars used for axial loading were machined with 3/8 in.- and with 1/4-in. minimum diam, and included specimens with 6o° V notches (Fig I and 2). Each V-notched specimen was roughed out carefully and then finished with a honed tool. Tensile properties of annealed molybdenum were investigated from 1000" to—200°C. In the vicinity of room temperature a well-defined transition in tensile properties occurs. Reduction in area decreases from over 80 pct to 0 pct and, simultaneously, the yield strength increases about 60,000 psi. MOLYBDENUM, tungsten, iron, and many other metals and alloys with the body-centered cubic and hexagonal close-packed crystal structures change from ductile to brittle behavior over some relatively narrow temperature range. The temperature at which this transition in ductility occurs depends on chemical composition, microstructure, and method of testing. When fine grained, completely recrystallized molybdenum of commercial purity is tested in uniaxial tension at a slow strain rate, the transition occurs at slightly below room temperature.' Iron2 and tungsten3 tested under similar conditions become brittle at temperatures close to the boiling point of nitrogen, — 195°C and at about 200°C, respectively. A sharp change in ductility is uncommon in metals with the face-centered cubic crystal structure, however, a relatively sharp transi- tion in notched bar impact properties has been observed below room temperature in a face-centered cubic copper-antimony alloy.4 A transition from ductile to brittle behavior is usually explained by the concepts originally developed by Ludwik,5 and discussed and elaborated on by others including Orowan,6 Hollomon and Jaffe,7 and Gensamer8 In brief, there are two aspects to strength, first the resistance to flow and second the resistance to fracture. Both are functions of temperature, strain, strain rate, stress system, composition, and microstructure. With decreased test temperature the flow stress required to initiate plastic deformation increases more rapidly than the fracture strength and brittle fracture occurs at that temperature where the yield strength equals or exceeds a brittle fracture strength. This investigation was conducted to determine the effects of temperature, strain, and rate of straining on the flow and fracture strengths of molybdenum above, through, and below the ductile-to-brittle transition. COPPER operations in the Congo mean the operations of the Union Miniere du Haut Katanga, because there are no other copper industries there. There is a mine at Bwana M'Kubwa, a little way to the South, in Rhodesia, which has been operated on a small scale, and-another farther south, the Falcon mine, but in quite a different section of the country. This Bwana M'Kubwa mine has recently been reorganized financially and the Minerals Separation interests have taken an extensive share in it, so that it may come into operation. The Union Miniere's operations are in Katanga, the most southeastern province of the Belgian Congo, and the company's concession is in the southeastern part of that province. The usual route for going into the country is by way of Cape Town, thence over the South African Railways through Kimberly and Mafe- king to Bulawayo, then by the Beira, Mashonland and Rhodesia Railways to the Rhodesia-Congo border, passing Victoria Falls on the way, and finally by the Belgian road, the Chemin de Fer du Katanga, to Elisa- bethville, the African headquarters of the company. From Cape Town to the border it is about 2150 mi. and from the border to Elisabethville about 158 mi., making a little over 2300 mi. from Cape Town, by rail.

In the Bosquejo Geoldgico de Mexico, published in 1897 by the Secretaria de Fomento as Nos. 4, 5 and 6 of the Boletin del Institute Geologico de Mexico, the Director, Jose C. Aguilera, after a detailed account of the geological observations made by himself and his assistants on their several trips through the various districts of the Republic, gives in Part 2 a synopsis of the geology of Mexico, describing . al1 the formations recognized, the rocks comprised in them, their geographical distribution, disturbances, principal eruptions and economic features, as explanatory of the Geological Map of Mexico. In Part 3 Prof. Ordonez describes many of the interesting eruptive rocks of Mexico." This work brings together in a very satisfactory way about all of the published results of geological investigations in Mexico; and although the determinations of the authors with reference to some of the sedimentary deposits are very different from those of other writers, they seem to be based upon good paleontological grounds in each instance. From the map and the text of this paper it appears that the condition of knowledge in regard to the geology of the State of Sonora, at the time of its publication, was about as follows: The western portion of the State, lying between the coast line of the Gulf of California and the foot-hills of the Sierra Madre mountains, is largely Quaternary, interrupted by areas of Azoic rocks and of later eruptives, with two or three limited exposures of limestones of the Cretaceous; while the eastern or

THE paper describes an investigation on the pressure welding of low-carbon steels. The work necessitated a reproducible mechanical means of making the weld and also a test that would indicate the nature and completeness of the union. An apparatus including a high-temperature furnace was devised for making the welds, and the ordinary tensile pulling test 'in correlation with macroscopic and microscopic observations was used as a means of examining the result. Initially it was intended to devise some simple test of weldability, but as the experimental work progressed, it soon became clear that with our limited knowledge of the exact nature of the mechanism of pressure welding it was impossible to interpret our results or to devise a simple test of weldability. Hence it was manifestly necessary first to study the mechanism of such welding and attempt to elucidate the fundamentals underlying the so-called welding of steel by pressing together two metal surfaces. It also became evident that it was necessary to define the term "welding." In many early experiments when, two heated rods were pressed together and then pulled in the cold, very high tensile values were obtained, and yet the fracture took place exactly in the line of junction except for a few small scattered areas. In other words, the' rods pulled apart just as they were before being "stuck" together and had certainly not welded completely, despite the high value indicating the strong cohesive force operating. In this paper, welding has been considered as a form of intimate contact between two metal surfaces, so that the units lose their individual identity and there is no change in physical properties in passing through the weld from one unit to the other. This is defined as "true welding." When true welding has taken place completely over the whole section, the probability is that the rupture in tensile test will occur outside the weld.

About 25 pct of all Japanese pyrite comes from the Yanahara mine on Honchu Island. For the past 40 years lack of an economical recovery process forced the operator, Dowa Mining Co., to sell the pyrite for its contained sulfur only, leaving 7 million tons of high grade iron ore waste. Introduction of the Dorrco FluoSolids roasting system enabled the company to make use of its iron sulfides and also to find a market for the mine's considerable pyrrhotite production. The success of this project is of great importance to Japan's economy since it points the way toward material increase in her natural resources. Prior to use of the present process, no practical method was available for commercial exploitation of known large tonnages of pyrrhotite, while the copper content of the even larger deposits of pyrite made the roasted residue unacceptable for the iron and steel industry. In Europe, large amounts of copper-bearing pyrite cinder are given a chloridizing roast for separation of the copper and iron but this treatment is not economical in Japan where salt is imported from as far away as Egypt.

THE past seven years, and 1937 in particular, have witnessed the return of New Jersey iron mining to a place of importance. Following the World War period, little mining was done for several reasons. The properties were operated by small merchant furnaces whose demand was not sufficiently large to warrant large-scale methods with their attendant low operating costs. Under those conditions, the ore produced could not compete with that from the Great Lakes. However, when on Nov. 1, 1.929, the Alan Wood Steel Co., of Conshohocken, Pa., leased the Scrub Oak and Washington properties at Mine Hill and Oxford respectively, they made radical changes in the mining and milling processes which greatly reduced the cost of production and pointed the way to a renewed interest in mining in New Jersey. The following factors have been advanced as influencing the reopening of New Jersey mines:

Marine phosphorite deposits occur in Braxil, in the Bambui Group of late Precambrian or Early Cambrian age. The phosphorite is laminated, isoclinally folded, and is composed of black, elongated apatite pellets and quartz grains cemented by quartz and muscovite. Abundant, narrow quartz veinlets cut through the .rock at right angles to the elongation direction of the pellets. The phosphorite is 0 to 80 m thick and contains 5 to 30 percent P2O5. The deposit is elongate towards the northeast, and the central, thickest, and richest part is bounded by faults. Measured reserves are about 250 million tons that average a bout 13 % P205. Preliminary testing indicates that grinding, scrubbing, and desliming will produce a material usable for fertilizer manufacture at a cost competitive with imported phosphate fertilizers.

The great mining region of Peru is a mountainous belt of country, running nearly the whole length of the republic, and comprising the two grand ranges of the Andes with the elevated table-lands between them. On the east of this belt are the extensive plains and fertile valleys of the Amazon and its tributaries. On the west is a narrow strip of coast 20 to 50 miles wide, for the most part a sandy desert, but producing abundant crops where irrigated ; and here are found petroleum (Department of Piura), salt (at Huacho and elsewhere), nitrate of soda in enormous amounts at the south, silver in a few localities (Province of Tarapaca), copper and other mineral products. The Western Cordillera, running nearly parallel with the shoreline, rises like a wall on the eastern side of the coast-belt, with passes from 15,000 to 18,000 feet high and peaks attaining 18,000 to 20,000 feet. Further east, at a varying distance, is the Eastern Cordillera, composed of broken mountain ranges which, considered as one group, have a general parallelism with the western chain, but individually vary greatly in direction, sometimes running nearly east and west, in places projecting out into the Amazonian lands, or here and there curving around to unite with the western ridge, and with this enclosing immense inter-alpine plains. These general features are indicated in Fig. 1. The surface of these plains is uneven and traversed by lower ranges of hills which surround large lakes, or rolling pampas, or fertile valleys; and through many of these last run rivers of considerable size. The whole country has a high altitude (averaging up to 15,000 or 16,000 feet), and slopes gradually north and east towards the Amazon, into which drain all its waters. THE object of this paper is to record and tabulate the data and field observations obtained by the writers and their associates during 10 years of intensive study of lead-zinc deposits in the Cretaceous limestone areas in Northern Mexico, particularly in mines owned by the Cia Minera de Peñoles, S. A. At the El Paso meeting of the Institute in October, 1930, J. G. Barry made the suggestion that a committee be appointed to correlate the ideas and theories which have been put forth by the numerous engineers and geologists who, during recent years, have made a study of the ore deposits in the area under consideration. The first step in a work of this nature would be to record all of the observed facts, and these facts would have to be accepted by those who attempted to formulate a theory of ore deposition. It is with this idea in mind that the writers have described as accurately as possible the actual, observed facts pertaining to the occurrence of the lead-zinc ores in dolomites or dolomitic horizons. By most writers the term "dolomite" is loosely used to designate magnesium-bearing limestones, regardless of the percentage of MgO present. Since no true dolomites exist in the areas to be described, we shall also loosely use the terms dolomite or dolomitic limestone to desig-nate those beds having a magnesia content of 5 per cent MgO or more. For a number of years the writers have been impressed with the fact that in areas where dolomite beds occur a large percentage of the lead ore is found in these beds, in spite of the fact that such beds may be overlain or underlain by pure limestone, which one would assume to be just as favorable for replacement as the dolomite, if not more so on account of its being more soluble in acid solutions than the dolomite. It is true that in some limestone areas, such as the Erupcion-Ahumada districts, Chihuahua, and Providencia, Zacatecas, where no dolomite beds have been found, large tonnages of lead ores have been mined. MUCH has been said recently concerning the depletion of the Lake Superior iron ore re- serves. Estimates given indicate a total life of the present known reserves of twenty to thirty years. Some argue that there is no need to concern ourselves about the possible depletion of the Lake Superior iron ore supply because foreign ores can be brought in to this country at a lower price than rich agglomerated ore can be produced from the lean domestic ores. Some fear, as a result of this, a displacement of the steel business from present districts to the Atlantic seaboard. Others show that foreign ores will be brought to interior points via the projected Great Lakes-St. Lawrence waterway. Others believe that the South, given better freight rates, will extend its iron and steel market into northern territory.

TWENTY years or so ago I wrote an article on management which consisted mostly of a chart similar to thousands of others of that day showing line functions, staff functions, and the chain of command in a typical mining organization. Since hen we have been "bossing" from the faces to the swivel chair and we have made many errors of no little expense to our companies. We have kept the chart in mind but many times we have changed the functions to fit the people we have had to work with. Good management after all is getting results with the people, the equipment, the supplies, and the natural conditions of the coal seam or seams and adjacent strata present. We have made, with little effort, a good showing with average people and equipment in good natural conditions. We have made a miserable showing (although expending every personal effort) with better than aver- age people and equipment in bad natural conditions. In the latter case many of our stockholders felt that better management would have found some way to save their investment. Perhaps they were right.

PRECISE knowledge regarding the effect of heat treatment on the properties of steel has made possible the detailed specifications and instructions covering optimum heat-treating temperatures and practices that are in current use. A distinct contrast is presented by the metallurgical treatment of steel adjacent to a fusion weld, as such steel is subjected to each temperature from room temperature to fusion temperature, and cooled at a rate that is not generally controllable but is predetermined by the nature of the assembly to be welded, the kind of welding used, and the surrounding conditions. This is true regardless of the type of fusion welding: oxyacetylene, electric arc, thermit or flash resistance. Therefore it seemed desirable to investigate the effect of this metallurgical treatment on the characteristics of carbon steels commonly used for welding, by a detailed study of metal subjected to each temperature range; i.e., each heat-affected zone. Oxyacetylene welding was chosen for the investigation because of the experimental facility of accurately segregating and studying each temperature zone. The nature of the zones produced by other types of welding is the sane. The difference is primarily a matter of dimensions of each of the temperature zones involved. The advantages and disadvantages of the extent of the zone are of prime moment, and are discussed after the presentation of the detailed zone study. No mention is made of the fused metal proper, as this has been the subject of much published research and the nature of the solidified metal is fairly well known.
